Dissertation submitted in partial fulfilment of the requirements for the degree Master of Technology: Business Administration in Project Management in the Faculty of Business at the Cape Peninsula University of Technology 2014<br>This research seeks to investigate the relationship between the use of Operational Research (OR) tools or techniques or the lack thereof, and the possible impact on decision-making amongst management of the City of Cape Town’s (CoCT) Water and Sanitation Department (WSD) and its impact on service delivery. The CoCT is the municipality, which governs the city of Cape Town, its suburbs and exurbs, and falls under the South African local government sphere. The Department is responsible for ensuring water quality. WSD extracts and analyses water samples to identify bacteria or chemicals that may be present, whilst taking action to resolve problems when necessary. For actions to be taken to resolve problems, decisions are taken, and these decisions determine how problems are resolved to deliver quality services to the public on time and in a cost effective manner. OR is a scientific approach to managerial decision making which eliminates guesswork and emotions from decision making. OR is also described as a discipline that focuses on application of information technology for informed decision-making. The research question this study set out to answer is to what extent do managers at the CoCT’ s WSD use OR. It also seeks to discover the relationship between OR and decision-making, whether any relationship between decision-making at the WSD and service delivery exists, and whether there is any link between politics and decision making in the organisation. This research investigated the efficiency of current decision-making tools that are utilized at the WSD. A questionnaire was developed and used as a tool to acquire inputs to satisfy the research question. The analysed data lead to recommendations for the WSD to support and improve on its existing decision-making tools. This study is based on material that was collected from a wide range of journals, extending from regular OR literature to many application journals, articles and published books.

This study will assist in filling the knowledge gap in the form of a groundwater protection zoning case study in the Rawsonville area. Understanding how groundwater is being accessed and used is required in determining the level and type of groundwater protection needed. Groundwater access points were identified as being boreholes, springs and rivers. A few potential contamination sources were identified at the site such as leachate from fertilizers and pesticides which may reach the groundwater used by the farmers for domestic water supply as well as irrigation.

This study investigated the education and training needs for municipal employees in order to inform an education and training strategy that would address environmental management challenges in Makana local municipality in Grahamstown, Eastern Cape province. The research was conducted as a qualitative case study that made use of questionnaires, document analysis, focus group discussions and interviews as instruments for data generation. Samples of respondents were selected from Makana Municipality employees in top and middle management positions, professionals/technicians and workers, including elected councillors. The study was contextualised through establishing environmental management issues in Makana municipality; establishing organisational needs; development of a learner profile; and through a review of policies and recent trends in adult education. The study established that the Makana Municipality employees are most concerned with the following issues: sanitation; solid waste management; livestock management and fire management. These issues require primary environmental competences among all council employees (top and middle management, professionals and technicians, workers and councillors who work on part-time basis). The educational implications needed to respond to these issues also require an understanding of legislation. The study also established that technical education and training which includes planning, project management, and financial and budgeting competences are necessary amongst the management and professionals. These competences may enable them to develop capacity in environmental management. This study further established the need for social education which includes competences such as communication and social justice. These competences should be developed amongst members of the same group as they need to involve the community in management of the environment. This should enable the municipality to create job opportunities and help change negative attitudes.

Includes abstract.<br>Includes bibliographical references.<br>Previous government policy dictated that municipal services should not be distributed equally to all South Africans. Consequently, large inequalities in access to water supply and sanitation services were created along racial and geographic lines. After 1994, government policy sort to rectify this situation, largely through pro-poor service provision policies and programs. Continuous and accurate monitoring and reporting of access statistics is crucial to ensuring that progress is made. Progress within the provinces, however, would not have been equal due to the difficulty with providing services to different regions. As such, large disparities still exist. In order to assess the current inequality, local municipalities were grouped according to access to adequate services and their progress made from 2001, using the statistical method of cluster analysis. It was discovered that provinces, with access to improved services for over 75% of households, had municipalities with similar access to adequate services; this includes Western Cape, Gauteng and Free State. For the other provinces, great inequalities were found between municipalities. Some municipalities showed a decline in access to improved services; this is despite provincial access to improved services increasing for all provinces. Cases emerged where local municipalities in the same district municipality did not show similarly changes in access to improved services. The progress between water supply and sanitation provision was dissimilar, with growth occurring in different timeframes. A large number of municipalities showed negative progress for sanitation for 2007-2011 despite the fact that the Bucket Eradication Programme – aimed at diminishing the number of bucket facilities in the country - was established in 2005. The lag in sanitation progress between 2007 and 2011 could be attributed to the fact that sanitation provision from 2007 was focussed in rural areas, which are demonstrably difficult to deliver services to; that poorly built toilets needed restoration, diverting funds from providing new facilities; and that transferring responsibility of sanitation provision from DWA to DHS in 2009 led to non-efficient functioning of the National Sanitation Programme. More provinces showed a correlation between progress made between 2001 and 2011, and prior access to adequate services for water supply than sanitation. This coupled with the fact that rural municipalities had a greater capital expenditure than other local municipalities for water supply and not for sanitation, indicates that the pro-poor initiatives have been more successful in water supply than in sanitation. This highlights that sanitation provision has been challenging and slow.

Quality of life, in turn, is significantly influenced by access to the goods and services provided by the State. Access to infrastructure and services such as water and sanitation, has direct effects on health. Thus, the delivery of health, water and sanitation services should ensure improved access to basic needs, enhance the health profile of poor communities and their access to employment opportunities. Safe clean water supplies and adequate sanitation services therefore are among the major determinants of health. Health-related services such as water and sanitation should ensure a certain average life expectancy and eliminate mass disease and ill health. Mindful of the fact that there are many factors that determine the quality of life, the aim of the study was to investigate the impact of health, water and sanitation services in improving the quality of life among poor communities. To do this, this study adopted a comparative qualitative analysis approach between poorly serviced and adequately serviced areas. Subsequent to the findings, this study espouses constructive suggestions and recommendations that could act as guidance to community development agencies' strategies in amelioration of the quality of life among poverty-stricken communities. The research was based on a narrow model of services (health, water and sanitation services) that have impact on improving the quality of life among poor communities. The empirical findings of this study indicate these services to be insufficient to draw conclusive findings in other aspects of the survey. The research was conducted in a sample of 573 households in 6 communities in the Eastern Cape and Western Cape Provinces in South Africa. The sample comprised 3 communities in the category classified as poorly serviced with health, water and sanitation services, and 3 communities that were regarded as adequately provided with these services. The data was gathered by means of structured questionnaires, administered by the researcher with the assistance of a trained field worker. Additional, the data was gathered by means of a semi-structured, open-ended interview with a Sister-in-Charge of a clinic in the rural villages. The interaction between variables on the improvement of the quality of life were explored by means of basic statistics, which made it possible to assess the effects of independent and dependent variables. The results of data analysis provided support for the proposition contained in the premise of the study that although the provision of health, safe clean water and adequate sanitation services lead to improvement in the standard of living, their impact alone does not incorporate all the attributes that enhance quality of life as suggested by mainstream schools of thought in the health sector. Poverty-related factors also have to be taken into account. As such, the findings of this study have shown that poverty, combined with poor public health conditions, inadequate nutrition, overcrowded poor quality housing, lack of accessible drinking water and sanitation, renders communities vulnerable to ill health. Given the poor socio-economic conditions prevalent in the communities under investigation, it was not surprising that tuberculosis was most prevalent in all areas. In line with the premise of this study, there were instances that povertyrelated factors such as income, housing and nutrition had significant influences with regard to improvement in the quality of life. It became evident therefore that in certain instances, health, water, and sanitation services alone are not sufficient to make conclusive findings. Thus, the impact of povertyrelated factors such as income, housing and nutrition necessitate expansion of factors that impact on the quality of life to include their influence.<br>AFRIKAANSE OPSOMMING: Goeie gesondheid is 'n belangrike vereiste vir sosiale, ekonomiese en persoonlike ontwikkeling, en dus ook 'n wesenlike aspek van 'n goeie lewensgehalte. Toegang tot goedere en dienste wat deur die staat voorsien word, het ook 'n beduidende invloed op lewensgehalte. Boonop het die toegang tot infrastruktuur en dienste soos water en sanitasie 'n direkte invloed op gesondheid. Die lewering van gesondheids, water- en sanitasiedienste verseker dus die bevrediging van basiese behoeftes, onderwyl arm gemeenskappe se gesondheidsprofiel en daarmee saam hul toegang tot werksgeleenthede verbeter word. Die resultate van die data-analise verleen 'n mate van steun vir die premis van die studie dat hoewel die voorsiening van gesondheid, veilige, skoon water en voldoende sanitasie tot 'n beter lewenstandaard kan lei, die uitwerking daarvan as sodanig nie alle vereistes insluit vir 'n beter lewenstaard nie, soos voorgestaan deur hoofstroom denkskole in die gesondheidsektor. Faktore wat met armoede verband hou moet ook in ag geneem word. Die studie se bevindinge dui dus daarop dat armoede, tesame met swak openbare gesondheidstoestande, onvoldoende voeding, gebrekkige behuising en swak water- en sanitasiegeriewe gemeenskappe meer kwesbaar maak. Weens die swak sosio-ekonomiese toestande in die gemeenskappe in die steekproef, is gevind dat tuberkulose wydverspreid voorkom. Alhoewel die studie se hipotese met betrekking tot verskeie aspekte bevestig is, was daar ook gevalle waar armoede-verwante faktore soos inkomste, behuising en voeding 'n beduidende rol gespeel het. Dit het dus geblyk dat gesondheids, water- en sanitasiedienste nie in alle gevalle voldoende is om swak lewensgehalte te verklaar nie. Dus sal die faktore wat op lewens kwaliteit 'n impak maak, uitgebrei moet word om vir die invloed van armoede-verwante faktore soos inkomste, behuising en voeding voorsiening te maak.

Philosophiae Doctor - PhD (Land and Agrarian Studies)<br>The aim of the study was to develop a clear understanding of the relationship between land tenure, tenancy and water and sanitation services development planning and delivery in the context of rapid urbanisation in post-apartheid South Africa. The study revolved around mismatches which exist due the largely binary polarisation of urban land tenure in the form of the 'formal' and 'informal' view by municipalities which rely on technocratic approaches on one hand, and fragmented, sectorial interventions, to basic services delivery on the other. In addressing the problem for the research, emphasis was on lower-income working class neighbourhoods in the Western Cape Province, City of Cape Town in particular. Using a mixed methods approach where both quantitative and qualitative methods were used, data was collected from the following study sites: Nkanini (Khayelitsha), Mshini Wam (Joe Slovo Park, Milnerton), Langa (Old Hostels) and Kensington. These study sites were carefully selected for contrast and comparison, as the initial research in the area has revealed various prior tenure arrangements.

Thesis (MTech (Public Management))--Cape Peninsula University of Technology, 2019.<br>The research provides a broad overview of the problem statement, research objectives, demarcation of the research, research methodology, and significance of the research, a brief literature review and the ethics statement. Theoretical background through a literature review of the selected topic, as well as of the legal frameworks that guide the provisioning of sanitation. The researcher consulted literature that describes the provisioning of sanitation by the City of Cape Town, and the challenges it faces in this regard. The researcher also discussed the legislation that guides sanitation, and five broad themes relating to sanitation, around which the research questions were formulated. The researcher discovered that City of Cape Town employees face a number of challenges that make their job difficult, especially in providing water and sanitation to the communities in Site C in Khayelitsha. The researcher concludes the study and makes recommendations regarding the provision of proper sanitation by the City of Cape Town. These recommendations are based on the study's questionnaire results

Thesis (MTech (Public Management))--Cape Peninsula University of Technology, 2009<br>Access to basic water and sanitation services in South Africa is considered a basic human right, and constitutionally, local government is responsible for the provision thereof. However, in the informal settlements in towns and cities, residents continue to be exposed to environmental health risks that result from poor and inadequate basic sanitation provision. Municipalities are under pressure to address the sanitation backlog according to the national target that is based on the Millennium Development Goals (MDG). The provision of infrastructure alone does not account for the provision of an improved, safer and more hygienic environment for its users. A badly managed sanitation facility is an environmental health risk, and it encourages inappropriate and unsafe sanitation practice. Municipalities cannot claim to meet the sanitation backlog targets unless appropriate and effective management systems are in place to operate and maintain the basic sanitation facilities provided. Through the Integrated Development Plan (IDP) process, local government is encouraged to develop partnerships to promote economic development and job creation, particularly in areas of extreme poverty and high unemployment through the delivery of services. Public participation, social learning, empowerment and sustainability are the key components of the people-centred development approach that currently guides the delivery of municipal services South Africa (Davids,I. 2005). The White Paper on Local Government advocates municipalities to work with communities to find sustainable ways to meet their needs through an approach that is driven by formulating linkages between development, service delivery and local citizen participation (Mogale, T. 2005:219). It is also argued that the only way to effectively link poverty reduction strategies and improved service delivery is through the formation of partnerships that are based on meaningful participation (Mogale, T. 2003). Public participation also allows for an opportunity for increased community buy-in and support that is essential for the sustainable delivery of services to informal settlements so as to reduce incidents of misuse and vandalism. Communication and collaboration across municipal departments is also required, as sanitation service delivery in its broad definition, falls across the Water Services, Health and Solid Waste Departments. Hence the need for an integrated and inclusive approach to planning is required. Using a participatory action research (PAR) process, this study proposes to investigate whether there are local community-based opportunities for the procurement of some of the operation and maintenance tasks for the recently refurbished public ablution blocks in an informal settlement within the City of Cape Town. Public ablution blocks are one of the sanitation technology options available for the provision of shared basic sanitation services provided to informal settlements within the City of Cape Town. The research is divided into three stages. The first two stages serve as the building blocks for the third stage of the research. The objectives are to obtain an improved understanding of the “local knowledge” at community level, to obtain an understanding of the operation and maintenance activities in informal settlements currently being undertaken by City of Cape Town, and to initiate contacts and develop relationships with key stakeholders for their participation in the focus group discussions in the third stage. The third stage of the research proposes to adopt a participatory approach involving key stakeholders to identify the opportunities and make recommendations to the City of Cape Town to consider for the development of an operational plan for the operation and maintenance of the Khayelitsha Ablution Blocks.

Abstract:
Protecting the environment requires tools that can be used to monitor environmental conditions for proper sustainable management of water resources. The Mzimvubu River is the largest undeveloped river, in the poorest region of South Africa. The South African government announced plans to construct two large storage dams (Ntabelanga and Laleni) in the Tsitsa River, one of the largest tributaries to the Mzimvubu River. The dams and associated infrastructure is termed the Mzimvubu Water Project (MWP). In developing countries like South Africa, several households use pit latrines. Moreover, many people also rely upon untreated groundwater supplies for their drinking water. The shared utilization of both pit latrines and groundwater resources, can lead to human and ecological health risks from microbial and chemical pollutants. These threats can be accelerated due to a permanent rise in the water table associated with dam constructions. Four hillslope sites with pit latrines (MT1, MT2, MT3 and MT4) above 1st order tributaries to the Tsitsa River, in the vicinity of the proposed MWP were chosen for this study. The soils were described and classified at selected locations below the pit latrine and above the tributary. Undisturbed core samples were from representative soil horizons on which hydraulic properties were determined in the laboratory. Samples were also collected to determine the feacal coliform and other bacterial concentrations during a winter and summer period. Mechanistic modelling with Hydrus 2D for a 121 day period was conducted to determine the risk of pollution to surface and groundwater from the various sites. Apedal soils of the Clovelly form dominated upper slopes of MT1 and the lower slopes of MT2. A Clovelly form is hydropedologically termed a recharge soil, as morphological indicators of saturation are absent. Hydromorphic soil properties were observed in the sub-surface B horizons of a Tukulu form in MT1-3 and MT4. High clay contents and strong structure soils of the Sepane form were dominant in MT3. The soils of MT1 and MT2 are relatively sandy with slightly higher hydraulic conductivities compared to MT3 and MT4. In general higher measured faecal coliform concentrations were higher in winter as compared to summer seasons but in most sites both winter and summer seasons had counts < 1 CFU/g. The highest concentrations of total bacteria (9 x 106 CFU/ g soil) was observed in MT3-1. Other sites with potential pollution include MT3-3, with a count above 4 x 104 CFU /g soil in winter and MT1-1 with a count above 2.2 X 104 CFU /g soil in summer. In most of the sites, the E. coli bacteria detections were low (< 1 CFU/g) during both seasons. The highest value in summer of 1.8 x 102 CFU/g was observed in MT3-3 which increased from 1.2 x102 CFU/g in winter. As the soil water flow rate increase the mobility of bacteria increase as well. Hydrus simulations showed that surface water resources are threatened by pollution from MT3 and MT4 due to the prominence of lateral flow. Groundwater pollution is more likely to occur on MT1 and MT2 as the soils are freely drained. Future work should focus on the more direct measurements and modelling of the migration of bacterial pollutants from pit latrines to various water resources.

Public participation is considered fundamental in the management of water and sanitation. In the view of the South African government public participation is pivotal to addressing service delivery challenges in the country. However, despite investment in various participatory mechanisms, there is some reluctance from rural citizens to engage with municipalities. According to the National Policy Framework for Public Participation 2007, public participation is meant to be an “open, accountable process through which individuals and groups within selected communities can exchange views and influence decision-making. It is further defined as a democratic process of engaging people, deciding, planning, and playing an active part in the development and operation of services that affect their lives”. Thus, resistance by rural citizens to working collaboratively with the municipalities defeats the purpose of the public participation process. Preliminary literature reveals a dearth of research into the cause of the lack of interest in the public participation process from citizens. Existing literature indicates that there is dissatisfaction in the way the public participation process is being conducted, and that more examination is needed. The paucity of research is what triggered the author’s decision to analyse the participatory mechanisms being used by municipalities in the water and sanitation sector of the Eastern Cape. The study was, therefore, an assessment of participatory mechanisms and takes into account the perspectives of rural citizens whose views are thus stakeholder views. The objective was to determine the possible reasons for the dissatisfaction with the process in order to identify the factors that could be taken into account to improve the public participation process in the Eastern Cape. The main research question was: What are the South African rural publics’ perceptions on whether the participatory mechanisms used in the water and sanitation sector achieve the intended goals of public participation? The study assessed the participatory mechanisms used in the water and sanitation sector in the rural communities in South Africa. Two local municipalities in the province of Eastern Cape were used as a case study. Rural citizens’ perspectives on various participatory mechanisms were explored to establish if the mechanisms used are promoting the intended outcomes of public participation.

Abstract:
The Republic of South Africa embarked on devolution of specific powers to municipal authorities due to the fact that municipalities are a sphere of government which is at the door step of the citizens. Among the powers that were devolved was the authority to regulate on the rendering of water and services to communities. From now henceforth in this study, water and sanitation services will be referred to as water services. The rural villages that had no access to water services during the previous dispensation were rapidly rendered with these services when the transformed Department of Water Affairs and Forestry took a decision to provide the services on its own in order to give space for the transformation of the local sphere of government such that these municipal X authorities are able to manage the load of the allocation of such functions mainly and to close the vacuum so that there is no gap as to who should be responsible for water provision in rural villages whilst the restructuring of municipalities to include the rural villages as part of the transformation process takes place. A decline in the pace rendering water services to the previously disadvantaged rural communities was noticed after the devolution of water services to municipal authorities and by implication once hands were changed. This left those rural communities that had no access to water services still without the desired water services and those that had water services provided left midway with dry water schemes and dysfunctional infrastructure. This study therefore seeks to uproot the cause for the deceleration of water services once it was devolved to municipal authorities. This decline was noticed by the researcher hence the study seeks to attempt providing alternatives and lasting solutions primarily because water services are essential services and water is life. The main objective of the study is to investigate factors that cause the deceleration of water supply and the slow movement in the acceleration of sanitation services in order to provide alternatives that may yield results. Given the above broad objective this study further aims at examining the following factors: The correlation in funding made available by the central government and the financial resources available to municipalities to perform the function in order to render this service properly. Technical support available to municipalities. Relevant legislation, its policies and its impact on the implementation of the service XI. The correlation between accountability, democratization and community participation on standards and quality of the service to actual outputs. Improvement of service delivery and its relationship with transparency and efficiency. Relatedness of poverty to non provision of water services. The relatedness of poverty, lack of basic services to influx in the cities. Relatedness of the quality of the water services to the outbreak of diseases

The purpose of the study was to find ways of improving service delivery and addressing backlogs so that sustainable delivery of water and sanitation services can be achieved. A descriptive quantitative method was conducted using a questionnaire, peer-reviewed journals, books and official documentation. The Thulamela Local Municipality is based at Vhembe District in Limpopo Province. The study shows that there is a serious challenge of backlogs in water and sanitation delivery. These will be difficult to overcome due to financial constraint and, lack of human capacity and technical resources. The researcher concluded that the municipality has serious backlogs in service provision which needed to be addressed urgently. She recommends that the municipality should outsource some services, provide efficient and effective resource to ensure that there is sustainable service provision.

Increasing population pressure adds to the problem of providing sanitation in many of these countries, especially in urban areas. As a result of increased pressure on infrastructure there has been a disturbing increase in the number of poorly designed and poorly operated waterborne sewerage systems, especially in densely populated settlements in South Africa. When sanitation fails or is inadequate the impact on the health of the community and on the receiving water environment can be extremely serious. The population issue and urbanisation have placed pressure on local authorities to provide adequate sanitation facilities, and just as importantly, educating people using these facilities regarding proper maintenance and use of these facilities. The study is aimed to determine how and why the sanitation and water related practices or behaviour of Poding Tse Rolo community contributes to the sewer and manhole blockages. This community was chosen because the Department of Water Affairs and Forestry (DWAF) Free State region received several complaints of sanitation problems from the community members such as farmers, and individual members who are directly affected by the wastewater overflows in this area. Through discussions with some of the community members and municipal officials an interest was expressed in finding possible solutions to the above problem. The majority of people in Poding Tse Rolo are using waterborne systems that are situated in-yard (not in-house) with only a small portion of the township, still using bucket systems. The samples collected indicated that 42 percent of the breadwinners in Poding Tse Rolo are domestic workers with only 25 percent working as general workers or in government departments. Manhole blockages are due to foreign objects such as spoons, cloths and plastics. Although the findings indicated that households remove all solid materials before disposing of grey water into the drains, the drains seemed to have defective sieves and solid objects could pass through into the sewers. The community is mostly using toilet paper for anal cleaning and were aware that other types of material such as newspapers could block the toilet especially if used in large quantities. However, during the observations newspapers were found in the toilets and about 22 percent of the toilets were without any anal cleaning paper. Children between one and three years of age normally do not use the toilet because they are afraid of falling in and using too much paper. The study found that the sustainability of the waterborne system is on the borderline due to the low socio economic status of the people, the insufficient community participation at ward meetings and the lack of employment opportunities in Poding Tse Rolo.

This research study explored the appropriate sustainable governance management systems for South African socio-economic conditions. This was achieved by investigating the current governance and management of water boards in performing their business and water services provisioning at municipal level. Municipalities are the third sphere of government in South Africa and are found at local levels of governance. They are businesses that provide running water as legislated by the Constitution of the Republic of South Africa, 1996. Water boards are public institutions established in terms of the Water Services Act, 108 of 1997 (WSA) and listed as Schedule 3 part B: National Government Business Enterprise in terms of the Public Finance Management Act 29 of 1999. They are accountable to the national government through the Department of Water Affairs. Their responsibility is to support municipalities where water-provisioning challenges are eminent. They report annually to national parliament on their performance within a specific financial year. Water boards are currently able to perform their operations in selected jurisdictions as contracted by municipalities. They are struggling in managing and governing their water business while striving to achieve improvements in water service coverage, operating efficiency and service delivery. The aim of the research study was to investigate areas affecting the sustainability of governance management systems for water boards in relation to the improvement of service delivery in South Africa. The analysis of age and gender factors and the conditions affecting governance are explored. The research used the qualitative and quantitative methods to analyse the research questions. Prior to the commencement of the study, the researcher performed an intensive desktop study involving the use of dated and recently published material related to governance and management of the water institutions in developed and developing countries. During the desktop study, national and international accredited journals were prioritised to obtain related and relevant similar information to the water governance and management of water institutions. In addition, a case study was undertaken in Ficksburg in which water boards provided an intervention in resolving the water crisis, since the provision of water is a basic service at local government. This area experienced both water shortage and a poor quality of water. With regard to qualitative methodology, participatory forums were used to delineate the research context and premise. The study population consisted of individuals who were in the business of water boards with special reference to water management and board of directors for a population of 1 000. Of the 500 questionnaires sent out, 419 were returned. The data were analysed using the statistical software package, Statistical Package for Social Sciences (SPSS). The results and recommendations are presented based on the identified objectives of the study. The study’s findings provide information for transformation and improvement in the performance of water boards in South Africa when striving for sustainability in management and governance. The findings reveal the need for improvements in the involvement of females in the business of the water boards. The findings confirm the outcomes of previous studies regarding the slow implementation of affirmative action and transformation processes as required by legislation. Furthermore, the results reveal that the factors and conditions affecting sustainability of the water boards need to be prioritised to improve the management and governance aspects of water boards. These include the appropriate selection of members of the boards of directors, water boards' committees that are guided by legislation in their operations and the maintenance of proper financial management (collection of revenue, implementation of appropriate financial strategies and striving for positive clean audit). Water boards are encouraged to strengthen their intergovernmental relations in order to make their mandate known across all spheres of government. Service delivery should be approached “from source to tap and tap to source” to promote high-quality provision of water. The water boards should be accountable to the municipalities for the provision of delegated operations. The Department of Water Affairs exercises an oversight role to ensure the sustainable provision of the services. However, the study concludes that without a strong management and a sustainable governance approach, water boards will not be able to carry out its water developmental mandate. The practical framework that was developed in this study provides management and governance tools for sustained provisioning of water to advance transformational and developmental needs and the application of legislations. The results in the study have a direct impact on the codes of practice and regulations on employment equity in implementing the Employment Equity Act of 1998, Intergovernmental Relations Act of 2005, Companies Act of 2008, National Water Act of 1998, and Water Services Act of 1997. Therefore, the practical implementation of this framework will enhance water as a transformational and developmental feature in addressing the social, environmental and economic services.

The certified thesis is available in the Institute Archives and Special Collections.<br>Includes bibliographical references.<br>Conventional wisdom in the water and sanitation sector holds that it is difficult to make simultaneous headway towards both cost recovery and serving the poor. The case of Durban, South Africa, is often held to be one of the few examples where significant progress towards both of these ends has been achieved. This thesis asks, to what extent Durban has actually been able to recover costs and meet the needs of the poor and examines how gains in these areas, if any, have been achieved. This thesis indicates that eThekwini Water Services (EWS), the Durban water and sanitation service provider, has had mixed success in achieving cost recovery. The agency's Water Department has moved towards improved cost recovery since 1994/95. Cost recovery for water supply in Durban is on par with benchmarks set by top-tier African providers but still remains well below standards established by American private sector providers. In the Wastewater Department, however, growing annual deficits have been recorded in every year from 1994/95 to 2002/03. This thesis shows that the technological and policy innovations implemented by EWS have increased water and sanitation coverage for the poor in Durban. Durban's free basic water policy, in which each household receives 6 kL of water free per month, has been in part responsible for these gains. At the same time, while connectivity has increased, the rate of service disconnections has risen over the period 1994/95 to 2002/03. As well, tariffs have risen for levels of consumption above 6 kL per month. Both of these factors negatively affect poor households, especially those that are large, and temper the gains otherwise made in connectivity. The dynamic relationship between EWS' cost recovery strategies and efforts to serve the poor is central to understanding the Durban case. The agency recognized from an early point that it was financially prudent not to charge for low volumes of water. This recognition, combined with a need to make cost recovery palatable to the public and elected representatives, made provision of the 6 kL lifeline volume an extremely attractive policy option for EWS. However, the fact that EWS' efforts to achieve cost recovery are so intimately connected with the agency's strategies for serving the poor is the primary reason that the gains EWS has achieved are contested. Furthermore, the fact that the Durban model for achieving cost recovery and serving the poor is so dependent on local administrative capacity and efficiency limits its application more widely. The South African Constitution ensures the right to adequate water, health services and a healthy environment (Government Gazette, 1996: 1251, 1255). Associated legislation and national strategies require that water resources and water services are rendered in a sustainable manner to ensure the rights enshrined in the Constitution are realised (Trialogue, 2010: 34; Government Gazette, 1998(c):11; Department of Water Affairs (DWA), 2003:9). South Africa is the 30th driest country in the world (DWA, 2013: iii), has impounded most of its surface water resources and has utilised 40 percent of the groundwater resource with remaining groundwater water quality uncertain (DWA, 2013:6-7). Despite achieving the basic water and sanitation Millennium Development Goals approximately 2.2 million and 4.5 million households still require access to basic services respectively (DWA, 2013:28-29). South Africa’s ten water boards play a key role in bulk water service provision. They supply 57 percent of the countries domestic water supply (DWA, 2013:19) and are required to provide sustainable water services (Government Gazette, 1997:35). The Department of Water Affairs (Department of Water and Sanitation (DWS) as of June 2014) is mandated to monitor the performance of water boards and monitors of water boards through a Share Holders Compact (SHC) (Government Gazette, 1997: 50). The aim of the research is to achieve the following objectives: 1. Describe best practice for sustainability monitoring frameworks for water services. 2. Outline South Africa’s water services mandatory and voluntary requirements with regards to sustainability monitoring. 3. Evaluate South Africa’s current water services performance monitoring framework for water boards against findings from goals one and two. 4. Develop an improved framework for assessing South African water board’s performance in their compliance and sustainability journey. 5. Demonstrate the improved framework functionality with a sample of water boards audited performance data from the 2012/13 financial year. A qualitative normative theory evaluation research method was utilised to achieve first three objectives of the research. The objectives to first understand current best practice for sustainability monitoring frameworks and the mandatory requirements for water services sustainability monitoring frameworks in South Africa was achieved via an extensive literature review. The evaluation research method was used where South Africa’s current water services monitoring framework for water boards was evaluated for its adequacy to monitor sustainability compared with legislated requirements, national and international best practices (Hall et al, 2004: 55). Data collection for the evaluation research was sourced via documentation analysis. The 2012/13 water board audited annual reports, relevant national water services legislation, national and global water service sustainability monitoring best practices were critically reviewed. The review yielded a “thick description” of sustainability performance monitoring framework requirements that was used to evaluate the SHC (Holliday, 2002: 79). Despite the mandatory participation requirement for successful sustainability performance monitoring being met, the SHC was found to have inadequate aspects. It lacks an outcomes based approach, does not include environmental indicators, does not allow water board sustainability performance comparison and cannot indicate where individual water boards are on their sustainability journey. An improved sustainability performance monitoring framework for South African water boards is therefore proposed. This was developed with the assistance of an expert focus group drawn from multiple disciplines and organizations relevant to water board sustainability (Litosseliti, 2003: 8 and Hall et al, 2004: 51). The functionality of the framework is then demonstrated using 2012/13 audited performance data sourced from the annual reports of Overberg, Amatola, Rand and Umgeni Water boards. The proposed Water Services Sustainability Monitoring Framework (WSSMF) quantifies performance in terms of 10 water utility outcomes that are measured with 88 performance indicators that encompass the financial, social, environmental and governance dimensions of sustainability. The WSSMF demonstrated that the legislated intentions and best practice recommendations can be incorporated into an improved version of the SHC. Further refinement of the WSSMF is required. In depth engagement with DWS and all the water boards would promote the refinement of the indicator set, performance thresholds for indicators and indicator weighting. Further testing through a pilot project initiative would allow the WSSMF to be developed into a robust and adequate sustainability performance monitoring framework for South African water boards (Rametsteiner et al, 2011: 64; Muga and Mihelcic, 2008: 438; McAlphine and Birnie, 2005: 247 and van Leeuwen et al, 2012: 2192).

A standard for Environmental Health Service delivery according to Government policies and legislation has been provided. Actual environmental health services delivered to Ducats informal settlement at the time (1992), have been compared to the services that should have been delivered by law. Baseline data have been compiled by means of questionnaires, in order to assist the different levels of government in addressing the housing and environmental health needs of the Ducat community. The nature of Environmental Health and the history of informal housing, more specific that of the Ducat informal housing settlement, have been determined. Limited environmental health services were rendered to informal housing settlements occupying land illegally during 1992. These environmental health services were limited to basic sanitation, water supply and refuse removal. Only pit latrines or bucket latrines were required as a means of sanitation, tanks for water supply and skips for the disposal of waste. Amatola Regional Services Council however rendered all the environmental health services required. Other environmental health aspects such as pest control, communicable disease control, air pollution control, radiation, occupational health issues, temperature extremes, lighting, ventilation, noise, social environment, food and meat hygiene were not required. This study has provided a set of Government policies and legislation, which should be considered in rendering environmental health services for housing in future. Uncertainty of the past decade, about rendering of Environmental Health services to people occupying land illegally, still persists. The Municipal Structures Act, 117 of 1998 requires the rendering of Environmental Health services by local authorities, but it does not state whether these services should be rendered to people occupying land illegally as well. Since this has been the biggest restriction in providing environmental health services in the past, it is recommended that Government address this uncertainty.

<p>The aim of this study was to describe the demographic and socio-economic factors influencing infant feeding practices in the Amathola district, South Africa. A survey was chosen as the design method and a structured questionnaire was used to collect information regarding the socio-economic and demographic factors and related infant feeding choices. The study population consisted of 100 women with infants up to the age of 14 weeks, who brought their infant for immunization at the selected community health clinic (the largest clinic in the Mdantsane area). Infants up to the age of 14 weeks were used because all the visits up to 14 weeks coincide with the local immunization program, and according to WHO guidelines all infants should be exclusively breastfed until they reach the age of 6 months of age. The study found that there are many families in the Mdantsane area that suffer from poor conditions and inadequate services such as a lack of electricity, working taps or flush toilets within their dwelling, which in turn has an impact on infant feeding practices. It was found that even in poor demographic and socio-economic conditions, formula feeding is still the chosen feeding practice for the majority of mothers.</p>

The objective of this study was to evaluate the current recruitment and selection policy of the Department of Water Affairs and Forestry (DWAF) and to determine whether the recruitment and selection practices comply therewith. To establish whether the policy enhances DWAF’s objective to improve its service delivery, a content analysis of the recruitment and selection policy was executed. To determine whether the recruitment and selection practices comply with the written and accepted policy a questionnaire was designed based on the provisions of the policy and best practices. The questionnaire was personally delivered to 50 potential respondents, of which 35 completed it. The completed questionnaires were processed and analysed using Microsoft Excel 2000. The policy was found to be well researched, comprehensive and efficient to DWAF’s missions and objectives. It however showed signs that indicate the danger of being applied inconsistently. Clarity in terms of procedural sequence and conditions for use eluded some policy provisions, making it acceptable to assume and base decisions on the users discretion. Trained human resource managers guide recruitment and selection practices. The study concluded that the policy was being implemented: the recruitment and selection practices within DWAF complied with its accepted policy. There are standardisation on advertising as recruitment method, and interviewing as selection method. The recruitment and selection activities that are not mentioned within the recruitment and selection policy are done at the line manager and human resource manager’s discretion - this is found to be inconsistent and potentially dangerous to the process. DWAF employs recruitment and selection as tool to enhance performance management and effective service delivery. Recommendations are made to assist DWAF in its quest to achieve maximum return on investment from its human capital.

It was of critical importance for the researcher to investigate this area, as there was no study done before related to basic services delivery. The objectives of the study were ,to assess the extent to which the municipality is providing basic services, investigate the strength, weaknesses , examine the impact of the Municipality‘s role in the development of Manthorwane Village and recommending strategies for enhancing the level of basic service delivery. Qualitative and quantitative research methods were used because the study combines the use of instruments and methods for measurement and the way the researcher interacts with the people. Interviewees and questionnaires were used to understand the community’s feeling towards delivery of basic services. The researcher has gone through a detailed process of investigation, where it is found that there is no delivery of basic services (electricity, sanitation, housing). Only water has been provided in this village. The researcher also discovered that there are no valid reasons why the Polokwane Municipality has not delivered the services above. It is also revealed that there are no stakeholder’s participation and consultations meetings when the decisions for service delivery are taken. Evaluation and monitoring tools are not applied when implementing projects. There are some recommendations proposed to the municipality. The municipality could intensify their training process in a way in which the officials could be productive to the community. Transparency must always be practiced for the municipality to excel in their delivery services. Intergovernmental relationship is also encouraged. Awareness programs must be done effectively so that the community is aware of all activities done in their area.

Thesis (MPA.) --University of Limpopo, 2007<br>The aim of this inquiry was to analyze the role played by the Department of Water Affairs and Forestry in service delivery, i.e. supply water in the northern region of the Limpopo Province. Not much research has been conducted in this field especially in the Limpopo Province. Public Services are not a privilege in a civilized and democratic society, but are a legitimate expectation. Hence, meeting the basic needs of all citizens is one of the five key programmes of the government’s Reconstruction and Development Programme (RDP). From the literature review, it was evident that service delivery is essential in the communities, and, as such, government departments and municipalities have a critical role to play. The study also aimed to examine the problems and challenges the community faced during the construction of the community development programme. It reflected on the importance of consultation, project management and even feedback as a point of departure in showing both to the department and the municipality the attitudes and perceptions of communities and their level of satisfaction with regard to the effectiveness of service delivery. In order to achieve this goal, an interview was conducted with various interviewees. The participants ranged from the youth to the elderly citizens in the community, and the government officials. The main patterns that emerged from the collected data related to the dissatisfaction of the community about the lack of consultation. It would be advisable for government, especially municipalities, to take cognizance of the results and concerns in an effort to improve and ensure the effective service delivery as stipulated in the Reconstruction and Development Programme document.<br>Limpopo Legislature

Under the guise of scarcity, rural municipalities repeatedly do not comply with legislation, policies and guidelines for the provision of drinking water and basic sanitation services for the poor. Yet, such challenges concern equity, justice and fairness to social policy and seriously impact the sustainability of livelihood of millions of rural households. The main objective of this study is to analyse the extent to which Lepelle Nkumpi Local Municipality has complied with or deviated from specific policies and legislation governing the provision of water and sanitation services at the Gedroogte, Ga Molapo and Magatle (in Zebediela) rural communities and the response of communities. The study was also intended to determine the extent to which water challenges affect the livelihood of the people in the communities. It highlights the refugee-like conditions that millions of South African citizens experience despite official statistics that claim that 86% of the country has access to potable water. A mixed methods design was used for this analysis. The qualitative methods that are used in the study include use of in-depth interviews, site visits, personal stories and the Municipal Integrated Development Programme (IDP). Participatory mapping of water sources; story-telling about water issues; timelines and trend lines by focus group members; transect walks and 7 key informant interviews were used to collect data. A total of 657 quantitative interviews were conducted in three communities. Service delivery compliance has been grossly ineffective and inefficient in Lepelle Nkumpi Local Municipality, especially in the Gedroogte, Ga Molapo and Magatle rural communities. The findings were that these rural communities still depend on state-owned boreholes for accessing drinking water, which are regularly broken and/or in disrepair. Sanitation service provision in the rural communities does not comply with the approved policy of providing ventilated improved pit (VIP) toilets. New settlements have increased the demand for clean water. Shortages of staff with relevant skills such as management, technicians, and administrators are one of the main reasons why there is a scarce supply of drinking water and basic sanitation services at the Gedroogte, Ga Molapo and Magatle communities. Inaccessibility to nearby treatment plants for waste disposal services (situation per community) and inaccessible disposal facilities and the use of disposal sites also affect the health conditions of community members within the Lepelle Nkumpi Local Municipality.

This dissertation collates all available data from the Department of Water Affairs and Forestry’s (DWAF’s) National Groundwater Database (NGDB), DWAF’s Groundwater Resource Information Project (GRIP) and tests conducted during the progress of this project in order to evaluate Basement aquifers. The project was commenced at the request of the Water Research Commission (WRC), situated in Pretoria, South Africa. The study area (Limpopo and Luvuvhu-Letaba Water Management Areas, WMA1 and WMA2 respectively) is underlain by fractured, crystalline Basement terrain. The influences of structures (i.e. joints, faults and shear zones) and the neotectonic stress conditions were also studied to address the influence on groundwater flow and occurrence. The aim of the project was to address the determination of the aquifer parameters (essentially transmissivity and sustainable yield) in Basement terrane. Pumping test data was used and analysed via the Flow Characteristic Programme (Institute for Groundwater Studies, University of Free State). The methods of Logan (1964), Theis (1935), Cooper-Jacob (1946) and Birsoy-Summers (1980) were applied for comparative purposes. Statistically, all four methods supplied results within the same order of magnitude, with Theis and Cooper-Jacob correlating extremely well. Results from the Logan and Birsoy-Summers methods correlated very well too, but the T-values calculated via Logan’s method were almost double those obtained from the step-drawdown data analysed via the Birsoy-Summers method. The combined results adhered to a developed model-setting-scenario approach where each borehole can be evaluated based on three parameters. Firstly, the model refers to the potential water-bearing and/or water-barring features. In the study area, it was found that water predominates in the Hout River Shear Zone, and that the neotectonic stress fields have little influence on determining the orientation of favourable water-bearing structures. Geological contacts often resulted in higher yielding boreholes than geological structures. Secondly, the setting refers to the climatic and tectonic setting of the site. This determines the recharge and the orientation of structures. Based on this, supposedly closed structures (due to prevailing neotectonic stress fields) often supplied higher yielding boreholes than the supposedly open structures. Rainfall and climate however had little influence on the results. Finally, the scenario ranks a borehole in terms of high, intermediate or low transmissivity and subsequently potential yield. High T-values typically exceeded 100 m2/d whereas low T-values were generally below 5 m2/d. Significantly low yielding boreholes therefore formed part of the Low T Scenario, and high yielding boreholes of the High T Scenario. One of the aims included in the United Nations Millennium Development Goals is to decrease the number of the world’s population without access to sanitation and water that is safe, by half by the year 2015. The use of water that is not safe for consumption leads to water–related diseases. For the purpose of this study gastro–intestinal disease was redefined as diseases of the gastro–intestinal tract caused by pathogens that spread via contaminated drinking water, poor sanitation and inadequate hygiene. Information obtained regarding the use of gastro–intestinal disease medication, may provide information about the prevalence of gastro–intestinal disease in South Africa. The general objective of this study was to determine the prescribing patterns of gastro–intestinal medication in different geographical areas in the private health care sector of South Africa. A retrospective drug utilisation review was conducted on data obtained from a medicine claims database of a pharmacy benefit management company for 2007 and 2008. A pharmacoepidemiological approach was followed in order to determine the prevalence of gastro–intestinal disease as well as the use of gastro–intestinal medication in South Africa as well as the different provinces of South Africa. The impact of water quality and sanitation on the prevalence of gastro–intestinal disease was also investigated. Gastro–intestinal medication (used in the treatment of gastro–intestinal disease) included the following pharmacological groups according to the MIMS®–classification: antivertigo and anti–emetic agents (group 1.8), antispasmodics (group 12.3), antidiarrhoeals (group 12.7), minerals and electrolytes (group 20.4, selected according to specified NAPPI–codes) and antimicrobials (group 18). Antimicrobials had to be prescribed in combination with one of the specified gastro–intestinal medication groups in order to be classified as a gastro–intestinal medication. In 2007 and 2008 respectively, 428864 and 340921 gastro–intestinal medication items were prescribed. The most frequently prescribed gastro–intestinal medication pharmacological groups in 2007 and 2008 were beta–lactam antimicrobials (with proportion percentages of 22.77% and 20.85% in 2007 and 2008 respectively), antivertigo and anti–emetic agents, antispasmodics, antidiarrhoeals and quinolone antimicrobials. Minerals and electrolytes represented only a small proportion (2.99% and 2.56% in 2007 and 2008 respectively) of the prescribed gastro–intestinal medication in South Africa. In the Free State and Western Cape antivertigo and anti–emetic agents were the most frequently prescribed gastro–intestinal medication items, while in other provinces beta–lactam antimicrobials ranked the highest. In all provinces except the Western Cape and the Northern Cape, amoxicillin/clavulanic acid was the most frequently prescribed gastro–intestinal medication active ingredient. In the Western Cape loperamide was the most frequently prescribed active ingredient, while ciprofloxacin ranked highest as active ingredient in the Northern Cape in 2008. Based on the prescribing patterns of gastro–intestinal disease medications the treatment of gastro–intestinal disease in this section of the private health care sector of South Africa, does not fully comply with the Standard Treatment Guidelines with regard to the use of antimicrobials and electrolyte replacement therapy.<br>Thesis (M.Pharm. Thesis (MScEng)--Stellenbosch University, 2013.<br>ENGLISH ABSTRACT: In South Africa a large number of dams owned by the Department of Water Affairs (DWA) need to be rehabilitated. This study investigated the decision process involved in the prioritisation of dams for rehabilitation. DWA developed a risk analysis methodology for defining the risks associated with dam safety, expressed as the combination of the probability and consequences of dam failure. These risks are evaluated usingmultiple acceptability criteria to assess risk to human life and the economic, social, socio-economic and environmental impacts of dam failure. In this study, the criteria used in the decision process to evaluate the acceptability of life safety risks were evaluated by comparing to international best practice methods, where the acceptability of risk to human life is commonly assessed as the expected number of fatalities against life safety criteria presented as FN-criteria on an FN-diagram. Damrehabilitation should reduce the probability of dam failure, thereby reducing the risk to society in terms of the expected lives lost. However, the rehabilitation works come at a cost and the level of these investments are usually large. In addition, the rehabilitation of South African government owned dams are financed by society and these financial resources are limited. Thus investments into dam rehabilitation works should be worthwhile for society. Society’s Willingness to Pay (SWTP) for safety was applied to South African dam safety to determine the acceptable level of expenditure into life safety that is required by society. Investments into improved safety levels are not always dictated by society, but could also be driven by the decision maker or owner requiring an economically optimal solution for the rehabilitation. Economic optimisation accounts for considerations additional to life safety, including economic motivations, damage costs of dam failure as well as compensation costs for lives lost. Often economic optimisation would govern the decision problem. Also, the DWA current evaluation does not take the cost of rehabilitation into account in any way. Thus, FN-criteria that primarily evaluates life safety, but also incorporates a measure of economic efficiency, were suggested in this study.<br>AFRIKAANSE OPSOMMING: In Suid-Afrika moet ’n groot aantal dammewat deur dieDepartement vanWaterwese (DWA) besit word gerehabiliteer word. This study is non-empirical and is based on the conceptualisations and theoretical foundations that gave rise to the global issue of sustainable development. It also traces the evolution and meaning of sustainable development in the South African socio-cultural context, and shows how the legacies of colonialism and apartheid contributed towards the national policy of sustainable development. This study explains the reasons for the presence (or lack) of sustainable development paradigms in apartheid and post-apartheid South Africa, as well as their implications for the future development of the country as a whole. There is also an analysis of the effects of the liberalisation of the water sector on the citizenry, and how this can disempower millions of poor South Africans. Finally, this study offers solutions for the lack of sustainable use of water in South Africa. This study is non-empirical and its design is based on three forms of analysis: conceptualisation, theoretical justification and strategic considerations for a participatory model in the water services sector in South Africa. In terms of the conceptualisation, the study addresses the old and new paradigms of sustainable development. First, it argues that for many years the concept of sustainable development has long dominated the development discourse. Second, the theoretical justification traces the evolution and meanings of sustainable development and also patterns and trends of the legacies of colonialism and apartheid. The descriptive analysis of apartheid and colonialism suggests a new development path for inclusive people-centred development. The study therefore postulates that in the South African context, sustainable development is both a political and a historical construct. This is the basis within which sustainable development should be understood. Third, the study concludes that context plays an important part in understanding and challenging the immoral and unjust practices of colonialism and apartheid which have militated against sustainable human development. The study further provides a description of the local government and water sectors and their underpinned legislative and policy framework, and notes impressive results in the delivery of basic water supply since 1994. However, the study argues that in order for municipalities to fulfil their constitutional responsibilities as water services authorities, they need to adopt a participatory model towards sustainable development since this is currently lacking. In doing so, the water services sector needs to overcome dangers of parochialism which were more evident from the supply-driven policy of the government. The study therefore draws lessons from three Latin American countries: Chile, Bolivia and Nicaragua, and proposes a new developmental path which conforms to the principles of sustainability. This development path is represented in the form of a dynamic, diagrammatic model for participatory sustainable development. This model displays successive stages and cycles of transaction between stakeholders. The model represents a decision support system which provides a conceptual framework for the diagnosis, consolidation and analysis of information. The Water Trading Entity (WTE) is a subdivision of the Department of Water and Sanitation responsible for water infrastructure and resource management. Despite ABC implementation at the WTE, the water resource management charge remains high, raising concern. This study aimed to establish what influence ABC implementation has on this charge. Through semi-structured interviews, the study found that the steps and factors generally associated with successful ABC implementation are partially followed, but undefined duplicated activities exist, due to insufficient training and limited technology. The study found that ABC implementation has minimal influence on the increase of the charge. When deciding on the charge, factors such as capping play a role, therefore limiting ABC use. University of Witwatersrand, Wits School of Governance<br>Objective: In this study I deconstruct South Africa’s sanitation policy in order to understand why demand-driven service delivery (i.e. service delivery based on collective action) has failed as a tool for public policy management. The overall objective was to locate both case-specific as well as generalizable answers in the data. Method: Guided by deconstructivism and Grounded Theory Methodology this paper mapped out the South African policy landscape and proceeded to code the data collected in that exercise through three rounds of coding. Once these elements of the planning which went into the study were explained and demonstrated, the results were shared. Thereafter the details of theory-building were explained before moving on to provide a literature review to position the study. Lastly, the emergent theory was applied to the South African sanitation case as a test of usefulness. Results: The emergent codes indicated a general consensus around the idea that public policy governance is largely the responsibility of government which is seen as powerful, while individual citizens are seen as marginalized and disempowered in the course of hoping to realize their rights. Deeper analysis revealed that individual citizens are the true holders of power as they have outsourced their responsibility to participate in collective action to government, leaving government alone in the process of service delivery. Conclusion: Demand-driven service delivery fails as a tool of public policy governance where there is a misunderstanding of public policy which prevents collective action. A quasi-theory of governance as collaboration emerged as the necessary solution to this problem.<br>MT2017

Community-based approaches are of fundamental importance in the development of rural water supply and sanitation. Three case studies demonstrate that, by means of negotiation, need assessment, community participation, community-based management and appropriate technology, a reasonable degree of success can be achieved in providing an adequate and safe drinking water supply to most unserved communities. The research also shows that necessary negotiations with the government are often more complex and time-consuming than those with the community itself. Either the weight of bureaucratic processes or the lack of capacity and willingness on the part of the government to implement small-scale water projects using community-based approaches, were the reasons for the complexity of negotiations in one case study. It was also found that self-initiated projects with strong back-up support from development agencies are more successful than are projects initiated from outside. Thesis (MPA.) -- University of Limpopo, 2019<br>This study is about an investigation into the provisioning of water and sanitation services in Ga-Kgapane Township in the Limpopo Province. Since the year 2002, the residents of Ga-Kgapane Township live without sufficient water supply services. Residents receive tap water once a week and they depend on supply from water tankers for the rest of the week. This township has a water borne sewage system and most of the households have indoor toilets. The study used a mixed method because it had incorporated both elements of qualitative and quantitative methodologies in its approaches. The research instruments such as semi-structured interviews, questionnaires, documentary data extraction and observations were used to collect information. The study’s sample size comprised of 77 key participants and informants from Mopani District Municipality (Water Services Authority); Lepelle-Northern Water Board (implementing agency and bulk water supplier); Greater Letaba Municipality (Water Service Provider); Ward Councillors and community members (endusers). The research findings revealed that Ga-Kgapane Township’s water and sanitation provision challenges are due to insufficient or lack of water, poor water management and poor governance. It was also discovered that the MDM and GLM have failed to translate the rights to water and sanitation into law, policy, budget and service provision for the Ga-Kgapane Township residents. The insufficient water supply challenge resulted in some community members migrating to other areas where there is better basic service provision. The residents failed to exploit the economic development opportunities which resulted in health risks as they were exposed to danger due to burst sewer pipes which spewed raw sewerage water on the streets. The sewage contaminated the township’s natural streams. This study’s findings could form a basis for future research on the effectiveness of the MDM’s Water Services Provision Agreement which was signed with the district’s local municipalities. The Mopani District Municipality has for many years v received undesired audit opinions ranging from ‘Adverse to Disclaimer’ notices. This affects the local municipalities too as they are all qualified-on water transactions. As part of the recommendations, the study proposed that the Greater Letaba Municipality should utilise the Intergovernmental Relations Forum to address the plight of the provision of water and sanitation services in Ga-Kgapane Township.

Water is life. In South Africa it is a crucial element in the battle against poverty, the cornerstone of prosperity and a limiting factor to growth. As a fundamental and indispensable natural resource, no regional or national development plan can take shape without giving primary consideration to water. Due to water being an essential component to human and ecological life the scarcity has focused the Department of Water Affairs and Forestry (DW AF) to converge into the protection, use development, conservation, management and control of water resources. The Water Act (Act No. 54 of 1956) encompassed various shortcomings and therefore was replaced with the National Water Act (Act No. 36 of 1998) (NW A). The promulgation of the NW A gave effect to Section 24 of the Constitution, which entitles "everyone to an environment that is not harmful to their health or well-being". Therefore the government has an obligation to protect the water resources. In order to address this problem, government introduced the Licensing System. Therefore the "polluter pays" concept was introduced, a waste discharge fee is charged to the user. This was introduced to deter users from wasting the resources and to promote sustainable development. The information was presented in the form of a case study between the Department of Water Affairs and Forestry and Mhlathuze Water. An evaluation and assessment was conducted of the current licensing procedure for Mhlathuze Water and recommendations were made for the process to occur efficiently. The License is a legal document between the government and the water user and it stipulates conditions that should be complied with all the time. It is valid for forty years, however will be reviewed every five years by the relevant authority. Monitoring and auditing will be conducted on a regular basis. Introduction: Inadequate water supply and sanitation adversely affects the health and socio-economic development of communities. Since 2003, more than 40 000 households in peri-urban and rural areas within eThekwini Municipality, South Africa, have been provided with urine diversion toilets, safe water and hygiene education. eThekwini Municipality have requested that these interventions be evaluated to monitor their effect on health outcomes. Aim: The aim of the study is to describe the baseline situation in respect of sanitation, safe water and hygiene behaviour in Intervention Areas in eThekwini Municipality and compare these to Control Areas. Methods: An observational analytic cross sectional study design was undertaken. A multi-stage sampling procedure was followed and six study areas were randomly selected. Three Intervention Areas (urine diversion toilets) were matched with three Control Areas (no urine diversion toilets). A total of 1337 households, comprising of 7219 individuals, were included in the study. A Household Questionnaire a and an Observational Protocolb was administered by fieldworkers. Data was entered onto a custom designed EpiData database, processed and analysed using SPSS version 13. Results: The baseline characteristics revealed that Intervention and Control areas were very similar other than the provision of urine diversion toilets, safe water and hygiene education in the Intervention area. The Intervention area scored higher than the Control area (2.31 vs. 1.64) with regard to having a cleaner toilet, with no flies, no smells, having hand-washing facilities and soap provided close to the toilet. Some of the collected data from questionnaire responses were not consistent with the fieldworkers observations. It was reported that 642 households in the Control and 621 in the Intervention areas washed their hands with soap, whilst only 396 households in the Control and 309 in the Intervention areas were observed to have washed their hands with soap. Conclusion: Households in the Control area are at a greater risk of developing diarrhoeal and other related diseases. The provision of safe water, urine diversion toilets and hygiene education in the Intervention area has proved to be successful. This thesis is a case study investigation of the sustainability of private sector participation in water supply and sanitation in developing countries, with a particular emphasis on South Africa. It is essentially an empirical contribution, which adds to the body of literature pertaining to the privatisation of water supply and sanitation services in developing countries. South Africa, like many developing countries, faces a significant challenge in providing a sustainable water supply and sanitation service to its citizens. It has a vast water supply and sanitation infrastructure backlog, because of the previous apartheid) government's minimal attention to the basic service needs of the African, Indian and Coloured people. This lack of basic services has had a negative effect on people's health and their basic living conditions. The traditional delivery vehicles for water supply and sanitation delivery in South Africa have been its municipalities. After the demise of the apartheid government, the democratic national government restructured these municipalities under various. processes. They merged neighbouring towns and villages, which incorporated former rural areas to achieve economies-of-scale. The intention was to ensure service delivery to the previously disadvantaged, through a mechanism of cross-subsidisation from the affluent to the indigent. However, these newly-demarcated non-metropolitan municipalities, still do not have the finances to extend the water supply and sanitation infrastructure network to rural areas within their jurisdiction. They also lack the good credit ratings to borrow funds from banks to finance new water supply and sanitation infrastructure. The rural population also has low abilities-to-pay for water supply and sanitation services. With total basic infrastructure backlogs estimated to exceed R270 billion in South Africa, the challenge to all tiers of government is considerable. Just rural water supply and sanitation over the next ten years requires R13.5 billion for the financing of new and rehabilitation of old, infrastructure. Faced with this dilemma, national government has attempted to resolve it by following the route taken by other developing nations, that is, by seeking the assistance of the private sector, National,provincial, or access to it. and some local governments argue that it is only the private sector that has the financial resources to fund this infrastructure backlog. To facilitate this change in service delivery vehicles. national government developed legislation to create an enabling environment for the entry of the private sector in the arena of water supply and sanitation provision. This transition has occurred with significant controversy and opposition. Many opponents to any form of privatisation base their argument on privatisation's fundamental drivers not being aligned with the goals of a development state. In the South African situation, these opponents include some organised labour trade unions, researchers, and labour-based research organisations. With firm pressure from this antiprivatisation coalition, private sector participation in water supply and sanitation services has been significantly staggered or impeded. Whilst this study provides evidence that this case of privatisation is not sustainable in the long-term, which is in agreement with this anti-privatisation coalition, the reasons underpinning the conclusion of this study, differ significantly from those of this coalition. The arguments that underpin differences in the opposition's views and this thesis are analysed throughout the rubric of this study. Three elemental constructs underpin the theoretical framework of this study. These constructs are compartmentalised into the nature of public goods and their natural monopoly status, the efficiencies of privatisation and its relation to ethics. and globalisation issues specifically dealing with the roles oftransnational companies. The study will show that the transfer of water supply and sanitation service delivery to the private sector in South Africa has not been sustainable due to various factors. These factors are investigated through the medium of empirical and case study analyses at a national and global comparative scale. Factors investigated include the reasons behind the privatisation, its transition period and procurement of public and other stakeholder buy-in to the change in service delivery, the role that the state has played in providing the enabling environment for privatisation, and the effectiveness of the opposition in delaying or impeding the pace of privatisation. The study also reveals that pilot projects have a special status and access to greater institutional support, which might facilitate its success. This extra attention might not be realisable in successive projects. Factors underpinning a successful privatisation include issues of efficiency, regulation and financial issues. These are also investigated within the rubric of the empirical and case study analyses. The impact of globalisation and the role of transnational companies with apparently "new technologies" and foreign direct investment, which pervade water supply and sanitation privatisation in developing countries, are also discussed. The case study examinations also provide evidence that in the South African situation, these apparent foreign technological innovations have yet to be confirmed. For South Africa and the other developing nations, the foreign direct investment has also been minimal in comparison to the profits that leave these host countries from the water supply and sanitation sector. The primary case study that underpins this research is the pilot project test case for the South African national government, the Dolphin Coast concession in its Kwazulu-Natal province . A comprehensive investigation of this concession provides evidence of the project's commercial failure. However, the concession remains in the hands of a private sector operator, due to the municipality controversially renegotiating the terms of the contract to facilitate the concession's continuity. This "municipal intervention" trend is noticeable in some international case studies. The English privatisation case is also investigated to provide a contrast between privatisation in a developed nation and a developing one. It also provides an insight into the facilitative environment of the English privatisation case, as compared to that of developing nations. The English privatisation, although not without controversy, was a decision taken by the government on efficiency grounds, whilst developing nations have taken the privatisation step based on reasons of infrastructure deficiency and a lack of finance. Essentially, the former is a push factor, whilst the latter has been a pull factor. This thesis includes a case study investigation conducted at the World Bank in New Delhi, India, which provides evidence of the opposition from state bureaucrats to privatisation in India. This serves as a contrast to the organised worker opposition in South Africa, and highlights some of the differing impediments that face privatisation attempts in each respective country. It shows that the reasons underpinning the opposition to privatisation in developing nations facing similar crises are, in fact, dissimilar. The study also investigates the success that can be achieved through the economies-of scale of a public sector utility in South Africa, shown by the Umgeni Water case study. This is essentially a public agency that has corporatised5 along business principles and employed economies-of-scale to become a successful example of public sector water supply and sanitation provision in a developing country. Cumulatively, this study provides evidence that, in South Africa, the transfer of water supply and sanitation services to the private sector is not sustainable without some degree of state intervention. This is especially evident in cases where there are no economies-of-scale to be exploited, and a lack of affluent people to ensure a critical degree of payment of tariffs or cross-subsidisation to the indigent. In effect, by transferring these services to private hands, this would serve only to postpone the eventual lack of sustainability that these services are currently experiencing in public sector hands. The evidence reveals that the privatisation of water supply and sanitation services in South Africa is not a commercially viable option in the long-term, under the normal mechanisms of supply and demand of the market. Concomitantly, the South African national government and its municipalities are faced with a new dilemma. The private sector can provide immediate sources of financing for urgent water supply and sanitation infrastructure development that cannot be similarly procured from limited state funds or other sources. Considering the urgency to provide water supply and sanitation infrastructure, because of the health-related effects that no access creates, privatisation, with strong regulation, may be a more amicable alternative to the current financial restrictions on municipalities, until a more comprehensive and sustainable solution is found.<br>Thesis (Ph.D.)-University of Natal, Durban, 2003.

At the dawn of democracy in South Africa, there were still an estimated 12 million people without adequate water supply services and nearly 21 million people without adequate sanitation services (Strategic Framework for Water Services, 2003). Since then South Africa has made great strides in reducing this gross inequality in water services provision. In response to this evident challenge, the South African Government has developed various key pieces of Local Government legislation which aim to address water services. To speed up water services provision, a number of service delivery strategies and agents were explored. The Mvula Trust is one such agent that was established in 1993 with the sole mandate of supporting the Department of Water Affairs and Forestry (DWAF) to develop affordable and sustainable water services in both rural and peri-urban parts of South Africa. After the establishment of Local Government in year 2000, the Mvula Trust had to enter into a new contract with this tier of government for the continuation of their primary constitutional mandate for water services delivery. In order to respond to the new operational requirement put on it and to align itself with the Local Government mandate, Mvula Trust embarked on the process of crafting its new strategy that would strengthen its ability to support the water services delivery role of Local Government. Hence the main objective of this research study was to conduct a rigorous evaluation of Mvula's Strategic Business Plan (SBP) developed in 2003 by subjecting it to contemporary strategic planning processes. The study also looks at the extent to which the crafted five-year strategy has supported three northern KwaZulu-Natal District Municipalities of Uthungulu, Umkhanyakude and Zululand to deliver water services to their respective communities. A qualitative approach was employed to gather data about the situation under investigation. The first step was to gather secondary data from documents developed by both Mvula and the Department of Water Affairs and Forestry. The second step entailed collecting data from officials of Uthungulu, Umkhanyakude and Zululand District Municipalities using the questionnaire. The total number of questionnaires administered for the purpose of this study was thirty (30). For data analysis, all twenty-five (25) returned questionnaires were captured and coded using the software called Microsoft Access and subsequently imported into an analytical tool called stata. The main results from literature review and analyses indicate that Mvula's crafted strategy is not providing the organization with the competitive edge since it was not developed in line with contemporary strategic planning processes. Secondly, the existing strategy is not delivering on services requirements of municipalities. The services articulated by municipalities are mainly Institutional and Social Development (ISD) and quality sanitation development, in which roles Mvula can serve as a Project Agent (PA) instead of an Implementing Agent (IA). Finally, Mvula has not succeeded in supporting the water services delivery role of Northern KwaZulu-Natal District Municipalities. These findings imply that Mvula should embark on a rigorous strategic review. It should develop both a vision statement and a new mission statement which will respectively serve as a roadmap of the organization's future as well as a description of the organization's present capabilities, customer focus, activities and business make-up. Mvula should broadly consult with existing and prospective clients to better understand their support services needs. It is recommended that Mvula define its specific niche within the water services sector. Thus, the resulting strategy should adequately support local government towards meeting the 2014 deadline set for the eradication of water services backlog in their jurisdictional areas.<br>Thesis (MBA)-University of KwaZulu-Natal, 2006.

South African youth are faced with many challenges such as a lack of development which may lead to unemployment. Despite the majority of young people in South Africa having completed their tertiary studies and graduated, they still find it hard to get employment. This is a result of a lack of development, as well as skills and training needed to equip young graduates with sufficient practical work experience to enable them to get employment. In this study, an attempt is made to determine whether the Department of Water Affairs Graduate Trainee Programme has the desired impact on the young graduates who have participated in it.

The research study focused on the service delivery challenges regarding water and sanitation in the Gauteng Province. Two metropolitan municipalities including the City of Johannesburg and the City of Tshwane were investigated and used for this research study. The study used a qualitative research design and the methodology includes literature reviews and structured interviews to highlight the challenges from an international, South African, and provincial perspective, particularly in Gauteng. An interview schedule was developed and structured interviews were conducted to collect primary data from the selected participants. Although the literature review conducted indicate that the provision of water and sanitation in the Gauteng Province had improved, significant challenges remain. Areas such as informal settlements are still experiencing shortcomings as compared to the metropolitan areas. Institutional challenges such as a lack of appropriate skills still exist. Other challenges such as poor financial management and non-payment for services by the communities persist. Furthermore, the literature indicates that community protests over basic services occur more in the Gauteng Province than in other provinces. This indicates that the challenges of providing basic services such as water and sanitation are still persistent. To deal with the challenges of providing water and sanitation services, the government and agencies involved in the provision of these services implemented several measures. To alleviate the challenges, not only government help is needed, but also help from other sectors, including non-governmental organisations, agencies, and communities. The findings of this study might assist the municipalities to improve the services through its recommendations. The study is also meant to help public officials and political office bearers to understand the dynamics and challenges they are faced with when carrying out their duties. This study will be used to add to the current literature on the basic service delivery challenges in the Gauteng Province, it will also contribute to academic and government related publications for further references and broadens research on the subject.<br>Public Administration<br>M. Governments in many developing countries have stepped up efforts to provide water and sanitation services sustainably to as many people as possible. In some instances, time frames for provision of services to all of their citizens have been set. While these are commendable efforts, the question whether these services are provided efficiently remains unanswered. In South Africa, although the government conducts consumer satisfaction surveys, seldom are citizens consulted for their views. While its efforts have been hailed as a success in the postapartheid era, there have been many obstacles in the supply process. The assumption has been that the government knows what the citizens want and gives it them, irrespective of their concerns. This study interrogated this assumption as its overall research objective, aiming to evaluate whether a supply-driven approach is effective in satisfying the demands of the consumers. As such the study sought to gain insight into the perceptions of Ohlange Township residents in Inanda, Durban, regarding water supply and sanitation services. The study found out that many of these residents could not afford to pay for basic services, although they are currently expected to pay for some of the costs of service provision. However, in a resource-constrained environment, the government can no longer sustainably provide these services without recovering costs. In this case, the government faces the challenge of balancing its constitutional mandate of providing all citizens with basic services and the demand by the poor for improved services they cannot afford. In this case, supply-led delivery system is severely limited in fully addressing consumer demands. This approach also results in poor service delivery due to inefficient resource management. It also disempowers communities because they are not involved in decision-making processes. Based on the study findings, the demand-led approach, one that is consumer-driven, is recommended. This was a study of the devolution of water and sanitation management functions from the Department of Water Affairs and Forestry and Rand Water Board to Tshwane Metropolitan Municipality. This affects the functions and the infrastructure that goes with it. This exercise is the fulfilment of the provisions of Water Services Act that empowers municipalities to become Water Services Authorities and where capacity exists to also become Water Services Providers. It was found that though constitutionally, water and sanitation functions resort under municipalities, in the area of study, the Tshwane municipality did not directly deliver these functions. This happened due to the fact that Tshwane did not have human capacity to deal with the functions, they provided the funding as a subsidy to Rand Water Board who in turn provided financial support to Odi Retail Water that is currently responsible for water and sanitation management as a subsidiary to Rand Water Board. The following are recommendations derived from the findings: That the political activities be raised in the areas to encourage people to pay for their services and take responsibility for meter reading on their own like it is happening in Denmark. In Denmark each household reads meters for both water and electricity personally and submits the readings to the municipality for billing. As a result the municipality did not employ special meter readers and by so doing they safe on salaries. That greater resource allocation is made to cover the shortfalls that were experienced due to lack of management capacity and other resources that would enable Tshwane municipality to run the functions on their own. That capacity building and support for professionals be streamlined on the current Odi Retail Water staff for future absorption by municipality. 4. That promotion of community-based development be continued to encourage community ownership on water management functions. This could be done through the formation of community water associations. While community-based approaches are now accepted as the norm, the necessary: capacity to support them in most cases does not generally exist at the higher levels (national, district and local) and Tshwane needs to look at this. Communities currently remain uninterested in taking part in wider water management for a number of reasons, including lack of ownership or control over decisions; lack of real power to make allocation and use decisions; high transaction costs of involvement; and poorly developed frameworks by which the views of large communities can be represented at stakeholder fora. Therefore, Tshwane must make sure that community's interest is supported in all respect. The aim of the study is to design a needs assessment data collection instrument; administer it to a representative sample of employees in the department; and to analyze the findings in order to make recommendations regarding the design of an Employee Assistance Programme (EAP) for the Department of Water Affairs and Forestry (DWAF) in the Northern Province. The literature review concentrates on the design and application of needs assessments for EAPs. A data collection instrument, the SAGENA was designed, piloted and then trans,ated into the major languages spoken by DWAF employees in the region, and content is given. Out of the total population of 7,381 employees, a stratified, random sample of DWAF employees was selected for the study. A total of 550 employees completed the questionnaire, which represented a 7,45% sample with a 93% response rate. The findings showed that 97% of employees felt that an EAP would have a positive impact on their well-being and work performance. The majority said they would use counselling for themselves (71%) as well as for referring colleagues and subordinates (67%). The most prevalent problems (financial problems, retrenchment, retiring and HIV fears etc.) and least prevalent problems of employees are reported in the study as well as employees' preferences for various forms of EAP services. Thesis (Ph.D. (Statistics)) -- University of Limpopo, 2019<br>This study presents the application of Direct and Indirect methods of Small AreaEstimation(SAE)techniques. Thestudyisaimedatestimatingthetrends and the proportions of households accessing water, sanitation, and electricity for lighting at small areas of the Limpopo Province, South Africa. The study modified Statistics South Africa’s General Household Survey series 2009-2015 and Census 2011 data. The option categories of three variables: Water, Sanitation and Electricity for lighting, were re-coded. Empirical Bayes and Hierarchical Bayes models known as Markov Chain Monte Carlo (MCMC) methods were used to refine estimates in SAS. The Census 2011 data aggregated in ‘Supercross’ was used to validate the results obtained from the models. The SAE methods were applied to account for the census undercoverage counts and rates. It was found that the electricity services were more prioritised than water and sanitation in the Capricorn District of the Limpopo Province. The greatest challenge, however, lies with the poor provision of sanitation services in the country, particularly in the small rural areas. The key point is to suggestpolicyconsiderationstotheSouthAfricangovernmentforfutureequitable provisioning of water, sanitation and electricity services across the country.
