Full textENGLISH ABSTRACT: Armed forces the world over have three primary functions — force development, force deployment and force employment. Defence policy plays a guiding role in all of these, but is especially important in establishing the rationale for the creation of those military capabilities that force development brings about. The end of the Cold War, which coincided with a new political dispensation in South Africa, also gave rise to a new security paradigm: a theory implying both a reduction in the utility of military force, and an adjustment in the use of military forces. This phenomenon changed the context within which states generate modern defence policy, but did not affect the causal relationship between policy publications and the outcomes of a military’s force development activities. Usually, a defence policy presupposes the development of armed forces that are effective and efficient at executing their mandate — a condition that is measurable in terms of the organisation’s levels integration, skill, quality and responsiveness. The thesis uses this concept, both as a point of departure and as a structural organising device, to describe the variance between defence policy and military capabilities. A general analysis of South Africa’s defence policy publications indicates that, indeed, the policymakers had thoroughly considered the armed forces’ effectiveness when they wrote the White Paper (1996) and the Defence Review (1998). By 2006, the South African Army has interpreted national defence policy and formulated a future strategy of its own, very much in alignment with the ‘modern system’ approach of the original policy publications. However, further analysis of the actual capabilities of the South African National Defence Force indicates a major variance between the relevant defence policy publications, the military’s force development outcomes, and the present demands of the South African security environment. There appears to be quite serious deficiencies in the attribute of integration, which arise primarily from political influences; furthermore, the military’s quality is under strain, mainly because of the defence force’s seeming inability to formulate a strategy that is not only acceptable, but also suitable and feasible. While the armed forces appear to be skilful enough to execute their present (peacetime) missions, success in the type of operations that policy demands is unlikely. In summary, the study suggests that the principal reason for the large variance between defence policy, military capabilities, and real operational demands stems from defence’s lack of responsiveness to its resource constraints and operational realities. The thesis therefore concludes that the defence force has been largely unsuccessful in complying with the demands of defence policy, irrespective of the fact that the policy by itself may be obsolete and/or inappropriate for the South African context; furthermore, that military effectiveness in meeting current operational demands is also doubtful. Finally, the defence force’s schizophrenic organisational culture may be the primary cause of it moving ever closer to reneging on its constitutional mandate.
AFRIKAANSE OPSOMMING: Gewapende magte wêreldwyd het drie primêre funksies — magsontwikkeling, magsontplooiing en magsaanwending. Verdedigingsbeleid vervul ‘n rigtinggewende rol in al hierdie funksies, maar is veral belangrik om die skepping van die militêre vermoëns, wat deur magsontwikkelingsaktiwiteite daargestel word, te regverdig. Gevolglik beoog hierdie tesis om die mate van ooreenkoms tussen die voorskrifte van Suid-Afrikaanse verdedigingsbeleid en die werklike militêre vermoëns van die Suid-Afrikaanse Nasionale Weermag te beskryf, soos dit ontwikkel het tussen 2000 en 2011. Ter opsomming dui die studie aan dat die groot verskille tussen verdedigingsbeleid, militêre vermoëns en werklike operasionel eise voor die deur van ‘n gebrek aan doelmatige aanpassing by hulpbrontekorte en operasionele werklikhede gelê kan word. Die tesis maak dus die gevolgtrekking dat die weermag grootliks onsuksesvol was om aan die vereistes van verdedigingsbeleid te voldoen, ongeag die feit dat verdedigingsbeleid op sigself verouderderd en/of ontoepaslik binne die Suid-Afrikaanse konteks mag wees; verder, dat militêre effektiwiteit ter voldoening aan huidige operasionele eise tans ook verdag is. Ten slotte is die weermag se tweeslagtige organisasiekultuur moontlik die belangrikste oorsaak van die neiging na die versaking van verdediging se grondwetlike mandaat.

Full textENGLISH ABSTRACT: As South Africa entered the transitional period towards establishing a multi-party democracy, its defence policy changed fundamentally. The African National Congress (ANC) as the upcoming governing party established the Military Research Group (MRG), to help formulate its defence policy positions, which subsequently largely determined South African defence policy. Through this think-tank the ANC leadership became interested in and supported the idea of non-offensive defence (NOD). NOD is a European idea of the Cold War era, which was aimed at preventing the security dilemma, arms races and accidental war between states. The aim of this study is to describe the nature of defence policy-making in South Africa since 1994, by describing how NOD became prominent. Non-offensive defence ideas influenced South African defence policy significantly and appeared in all legislation and policies pertaining to defence. NOD complemented the ANC’s domestic policy goals with the new security paradigm, which like NOD, originate from the Peace Research school of thought. As a defensive idea, NOD emphasised South Africa’s intention to improve relations with Southern African states, as well as its strategic defensiveness, which determined the military doctrine of the South African National Defence Force (SANDF). The ANC used NOD to transform the SANDF, especially to scale down its power projection capabilities. Two arguments are made in this study to describe the nature of defence policy-making in South Africa when the prominence of NOD is considered. Firstly, that South African defence policy-makers are open to ideas and models from industrialised states, despite the limited applicability and shortcomings of such models. Secondly, models can be used in various ways by interest groups to influence policy. NOD was used as a theoretical tool by the MRG and the military to influence defence policy according to their interests. Several characteristics of South African defence policy-making were also identified. Firstly, that the Constitution does not prioritise state or individual security as more important. This makes conflicting world-views of realism and idealism about defence possible. Defence policy therefore often has to involve a compromise between these views. Secondly, although the Constitution makes provision for public participation in defence policy-making, there is no equal distribution of power for interest groups to influence policy. In this regard the legislature and parliamentary defence committees are also weak compared to the executive authority. Thirdly, the use of non-governmental organisations in defence policy-making has created a form of direct and unrestricted lobbying, as well as the privatisation of policy-making.
AFRIKAANSE OPSOMMING: Tydens die politieke oorgangsperiode en die aanloop tot die vestiging van ‘n veelparty demokrasie, het Suid-Afrika se verdedigingsbeleid wesenlike veranderinge ondergaan. As opkomende regerende party het die African National Congress (ANC), die Military Research Group (MRG) gestig om díe party se standpunte rondom verdedigingsbeleid te formuleer. Sedertdien het die MRG, Suid-Afrika se verdedigingsbeleid grootliks omskrywe. Die MRG het ANC leiers aan die term non-offensive defence (NOD), wat ‘n Europese idee uit die Koue Oorlog-era is, bekendgestel. ENGLISH ABSTRACT: The study represents a descriptive analysis of the tensions that drive the need for an educated military in South Africa and, more specifically the role of the South African Military Academy in the provision thereof. The purpose of the research was to demarcate the proper role of the South African Military Academy in the academic and professional preparation of officers for the South African National Defence Force (SANDF). This purpose necessitated, firstly, an analysis of the need for education in armed forces in general and in South Africa in particular, with specific reference to the tensions underpinning military education and training. It secondly called for a broad assessment of the nature of professional military education in the SANDF at large to contextualise the role and function of the South African Military Academy. These discussions are based on a literature overview, document analysis and unstructured interviews with decision makers. In the first part of the study, a framework is developed for the education of officers. The framework is based on the assumption that modern military professionalism is rooted in a need for training to develop military skills, education to understand and develop the military body of knowledge and experience as the application of skills and knowledge. It is also based on the identification of four knowledge clusters that need to be the focus of officer education, namely the external security environment within which armed forces operate, the nature of armed forces as organisations, the professional employment of armed force(s), and the physical environment within which armed forces operate. The framework highlights three levels of officer development: the making of lieutenants, the making of colonels, and the making of generals. This framework is used for the analysis of education, training and development in the SANDF. Both the positive and negative attributes as well as trends in training and education in the SANDF are discussed. The discussion serves as the departing point for an outline of the debate about the role of the Military Academy since democratisation in 1994. It is argued that there is no clarity about the role and function of the Military Academy. Critical questions are also asked about the nature of the academic programmes offered to officers at the Military Academy. The departmental level agreement between the Department of Defence and the University of Stellenbosch is pointed out as the raison d'être for many of the problems with which the Military Academy is confronted. The study finally highlights the need for education as a requirement for officership in the SANDF, a reconsideration of military socialisation at the Military Academy, the difficult position of the Faculty of Military Science, the need for a core academic programme, and structural changes that are needed at the Military Academy. It is recommended that, like many foreign military academies, the future existence of the Military Academy be assured through national legislation. The involvement of the University of Stellenbosch in the education of young officers at the Military Academy should not be terminated. However, the existence, functioning, organisation and structure of the Military Academy should not be based on a “goodwill-approach” between the University and the Department of Defence.
AFRIKAANSE OPSOMMING: Die studie bied beskrywende analise van die spannings wat die behoefte aan opgevoede weermag in Suid-Afrika onderlê en, meer spesifiek, die rol van die Militêre Akademie in die voorsiening van opvoeding in dié verband. Die besondere oogmerk van die navorsing is die afbakening van die werklike rol van die Suid-Afrikaanse Militêre Akademie in die akademiese en professionele voorbereiding van offisiere vir die Suid-Afrikaanse Nasionale Weermag (SANW). Hierdie oogmerk vereis, eerstens, ontleding van die noodsaaklikheid vir die opvoeding van weermagte in die algemeen en in Suid-Afrika in die besonder, met spesifieke verwysing na die spannings wat militêre opvoeding en opleiding onderlê. Dit noodsaak, tweedens, breë waardering van die aard van professionele militêre opvoeding in die SANW om die rol en funksie van die Suid-Afrikaanse Militêre Akademie te kontekstualiseer. Taking into account the numerous social needs of South Africa, the purpose of this paper is to inter alia try to establish the rationale behind the South African government's decision to to purchase an array of military weapons from foreign suppliers at an initial cost of almost thirty billion rand. In order to gain a better undrstanding of the topic, the author gives a brief overview and history of the South African Aerospace industry.Furthermore, an examination of the politics of the transition from apartheid to democracy and how this affected the aeropace industry is given.

Full textThe changing external environment of the security sector and higher education influences the South African Military Academy (SAMA) as an institution within the broader Department of Defence, which is also associated with Stellenbosch University (SU) through the SAMA’s Faculty of Military Science (FMS). Graduates of the SAMA operate mostly within this changing security environment where their abilities and competencies are required. The research problem investigates the triggers that will initiate change and the drivers that will bring about paradigm shifts on the SAMA as an institution that delivers graduates for a changing security environment. The research question is to forecast an ideal SAMA in the year 2030. This ideal comes forth from critical analyses of current literature and qualitative data collected from experts through the Delphi technique. Sub-questions of the research question includes the programme content of the academic and military training programmes, the profile of the academic and administrative personnel, the student profile upon entering and exiting the SAMA, the organisational structure required, the infrastructure and finally the financial model. Furthermore, triggers and drivers identify actions to bring about change and critical success factors determine the requirements to achieve an ideal SAMA in 2030. The SAMA is a unique military unit that houses the only Faculty of Military Science in Southern Africa. The research report will empower decision-makers in the DOD and SU, including the unit members of the SAMA, to identify the triggers that will precipitate a coming change and properly manage the drivers pressuring change from the perspective of functionality, politics and society.

Full textENGLISH ABSTRACT: Following South African entry into the Second World War on 6 September 1939, the Union Defence Force (UDF) transformed from an ageing peacetime defence force into a modern armed force capable of projecting offensive power. During the interwar period a certain state of melancholia had existed in the UDF in terms of military innovation, which resulted in muddled thinking in the UDF in terms of armoured warfare and mechanisation. The offensive potential of armoured forces was simply not understood by the South African defence planners, with the result that there was only a token armoured force in the UDF in September 1939. The South African entry into the war was the impetus for the development of a viable armoured force within the UDF, and the South African Tank Corps (SATC) was established in May 1940. Changes in both the nature and organisational structure of the South African defence establishment followed. The Italian presence in Abyssinia and Italian Somaliland was seen as a direct threat to the neighbouring British East African territories, and South Africa deployed to Kenya during June 1940, soon after the Italian declaration of war. The South African deployment to East Africa was the first deployment of the UDF in a situation of regular war since the First World War. Despite the doctrine that underpinned the South African deployment of armoured forces in East Africa, the SATC units soon learned that the accepted doctrine, borrowed from the British War Office during the interwar period, was but a mere guide to offensive employment. The story of the South African deployment to East Africa during the war is used as a lens through which to investigate the role and employment of both the UDF armoured cars and light tanks. By separately discussing the Allied offensives through Italian Somaliland and southern Abyssinia during 1940-1941, the tactical and operational employment of the South African armour during this time becomes paramount when evaluated against their successes and failures. The nature of the opposing Italian forces in East Africa, the ever-changing topography and climate of the theatre of operations, and the nature of the South African offensive operations throughout the campaign, all combined to shape the novel way in which the armoured cars and tanks of the SATC were employed throughout 1940-1941. The operational experiences that the UDF gained during the campaign in East Africa shaped the further deployments of South African armour to North Africa, Madagascar and Italy during the remainder of the war.

Full textAn exploratory research design together with a quantitative research approach were chosen to determine whether military social workers possess the necessary knowledge, skills and values to mentor Officers Commanding (OCs) in the South African Military Health Service (SAMHS). The motivation for this study was based on questions the researcher asked as to whether there was a link between the methods in social work intervention processes, supervision and mentoring processes. During the preliminary investigation, the researcher found that no prior research under this specific subject was undertaken. The researcher also determined from her role as consultant to Officers Commanding in the SAMHS, that whereas military social workers received supervision upon joining the South African National Defence Force (SANDF), OCs, received no formal mentoring. It was also found that although a mentoring policy in the Department of Defence (DOD) existed, no evidence existed that a mentoring programme was implemented in the SAMHS. The goal of the study is therefore to provide military social workers with a framework of a mentoring process for Officers Commanding in the SAMHS. The literature study firstly focused on describing the military social work environment in which the military social worker is employed, as well as theoretical frameworks that guide the military social worker’s task. Although more than one theoretical framework was discussed, the main focus was on the systems theory and ecological perspective. The work environment of the OC was also included, as well as the challenges of their functions, tasks and roles in the SAMHS. Primarily, the literature study explored the knowledge, skills and values of the military social worker and the mentoring process. The sample that was selected for this study was 46 military social workers that represented all the chief military social workers in specialist posts and those with a higher ranking from Captain to Colonel. A quantitative investigation was undertaken by means of a questionnaire which was completed in groups in the respective provinces. The results of the investigation largely confirmed the findings of the literature study namely that military social workers do fit the requirements to mentor. These requirements to mentor were evident in the results of the knowledge, skills and values of military social workers and their understanding of the parallels between the methods in social work, supervision and the mentoring process. The results gave an indication of the knowledge, skills and values of military social workers to mentor Officers Commanding in the SAMHS, and the framework of the mentoring process and how it relates to the casework, group work and supervision processes in social work. The recommendations demonstrated that a central body should be identified to coordinate and plan a mentoring programme in the SAMHS. The recommendations also include that the Directorate Social Work should provide clear guidelines on how military social workers should implement the DOD Mentoring policy, and ensure that military social workers are trained in staff development methods and its processes. The recommendations included further research: both quantitative and qualitative research by means of questionnaires and interviews with OCs, as well as monitoring and evaluation of the mentoring process. This information will benefit military social workers in their training as mentors. In implementing these recommendations, military social workers will be able to contribute significantly to the development of Officers Commanding in the SAMHS and the profession of social work.

Full textThe primary focus of this study is to look at the interplay of the military and academic cultures at the South African Military Academy (SAMA). The question was raised about the nature of these two conflicting subcultures within the SAMA faculty, some avoidable damage that is being done, and ways to overcome the conflict for the future. Research data obtained from interviewing a sample of the SAMA members was used to investigate whether the two subcultures, which appear each to have a different ethos, can complement one another and how they define and shape the organisational culture of the institution. Findings from this study confirmed the existence of conflict between the academic and military culture and showed that this conflict has historical origins. It was further shown that part of the conflict arises from the tendency of the military culture to impose itself over the academic culture. The study revealed that this conflict also affects the civilian-military relations amongst the staff members, which impacts on the staff morale and organisational performance. It was found that ineffective organisational communication of the Academy was partly the source of this organisational culture and that the strengthening of an effective organisational communication particularly on the part of senior management of the Academy could go a long way towards creating an inclusive organisational culture that accommodates and encourages the coexistence of both the academic and military subcultures. The study concluded that peaceful coexistence of both these subcultures will lead to healthier relations between the civilian and uniformed members and to the SAMA as a whole. Recommendations for further consideration and action by the Military Academy were given.

ENGLISH ABSTRACT: The South African Navy (SAN) was created after the First World War as an indigenous naval capability for South Africa was deemed necessary. Its roles and responsibilities through the years have depended on both the requirements of the state, and the political realities of the time. Possible future roles in peace support would therefore depend on political requirements as well as the capabilities and composition of the SAN. To date, the SAN has only contributed to peace support by way of the patrols carried out by the SAN Operations Boat Squadron on Lake Tanganyika, and assistance from the Maritime Reaction Squadron in VIP protection duties in Burundi. The seemingly minor nature of this contribution is disconcerting, because the contributions of the SANDF in present (ongoing) peace support are very highly rated by the South African Government. To enhance its visibility, the SAN should preferably play a more visible role in peace support in Africa, and generally in assisting in the maintenance of good order at sea around the African coastline. The potential contributions to or during peace support activities should therefore not only be seen as the direct support which the SAN can give to land forces carrying out peace support in a specific country, but also the support the SAN can give to maintaining good order in the corresponding, and other African, maritime zones. Potential contributions and roles of the SAN in particular therefore need to be interrogated more comprehensively to foster a deeper understanding of this unexplored field of study within the peace support environment, and that of Africa in particular. To determine the possible contributions and roles of the SAN, the traditional roles and the doctrines of navies (specifically those involved in peace support operations) were investigated. It was found that the roles emanating from the traditional roles for navies were assimilated into navies. doctrines, roles and tasks. Possible roles and missions for the SAN are reflected in the SAN Maritime Doctrine. Regional expectations have added more roles and missions like the sharing of training, assets, expertise, information, the requirement of maintaining maritime security and the maintenance of good order at sea. The assets available in the SAN (and the future assets) seem to be adequate to carry out possible peace support activities. However, the potential roles and contributions of the SAN to peace support will be limited by the scope of future budgets and the shortages of skills, equipment and capacity. The foreseen budgets available will not allow participation in activities beyond those being undertaken at present. Unless more funding is received, the potential roles and contributions of the SAN towards peace support activities in Africa will probably not extend beyond some lake patrols and VIP protection.
AFRIKAANSE OPSOMMING: Die Suid Afrikaanse Vloot (SAV) het na die Eerste Wêreld Oorlog tot stand gekom omrede so 'n inheemse vloot as broodnodig vir Suid Afrika beskou was. Die SAV se rol en verantwoordelikhede was deur die geskiedenis gerig deur die behoeftes van die regering van die dag en van die politieke oorwegings van die oomblik. Toekomstige verantwoordelikhede vir vredesteun sal insgelyks afhang van politieke oorwegings, sowel as die aard van, en bates beskikbaar vir, die SAV. Tot dusver was die SAV bydrae aan vredesteun beperk tot patrollies deur die SAV Operasionele Booteskader op die Tanganjika meer in Burundi, en bystand deur die Maritieme Reaksie Eskader met BBP werk in Burundi. Die moontlike bydraes sal egter beperk word deur ontoereikende toekomstige begrotings en tekortkominge met betrekking tot kundigheid, toerusting en kapasiteit. Trouens, die huidige en toekomstige begrotings is ontoereikend vir verdere vredesteun bydraes buiten dit wat tot dusver gelewer word. Full textENGLISH ABSTRACT: The objective of this study is to determine whether the psychometric evaluation procedure, used by the South African Military Academy to make selection decisions, can validly predict academic performance of first year learners, whether this procedure is fair and whether the procedure is efficient. The sample used for this study consisted of three year groups (First Year Students of 2001, 2002 and 2003) enrolled at the Military Academy. In theory specific learning behaviours (learning competencies) are instrumental in attaining academic performance. These learning behaviours, in turn, depend on and are expressions of a complex nomological network of person-centered characteristics (learning competency potential). Differences in learning performance can be explained in terms of learning behaviours. Learning competencies are instrumental in achieving the learning outcomes for which the academic programme exists. Learning competencies, in turn, can be explained in terms of learner characteristics. In order to differentiate between candidates who have better or poorer training prospects in terms of a construct orientated approach to selection, a performance hypothesis on the person-centered drivers of the learning competencies is used. It is argued that the degree of competence in: (1) the core cognitive processes/competencies that constitute learning (transfer and automatization) and are necessary to create meaningful structure in novel learning material, (2) the intellectual drivers of these learning competencies (fluid intelligence and information processing capacity), (3) proficiency in English and (4) past academic performance, should discriminate between better or poorer academic performance of learners attending the academic programmes at the SA Military Academy. The grade point average of the first year first semester academic results is used as a measure of the criterion construct. Almost all of the results obtained in this study support the theory and propositions made by the performance hypothesis. Only one variable, accuracy of information processing, did not perform as predicted by the performance hypothesis. Prior learning explained the most variance in the criterion (r=0,4312). The inter-correlation amongst the predictors is used to infer the proportion of unique variance each predictor accounts for in the composite criterion. A regression of the composite criterion on the array of predictors (X2 – X12) revealed that only memory and understanding (X9) and prior learning (X12) uncovered relevant and unique information about determinants of performance on the criterion not conveyed by the remaining predictors in the model. The remaining predictors in the selection battery can consequently be considered redundant since they provide no new information not already conveyed by X9 and X12. When YGPA is regressed on the weighted combination of X9 and X12, only X12 significantly explains unique variance in YGPA when included in a regression model already containing X9. In the light of the reported findings there is no need to create a combined weighted linear predictor composite (Xcomp) which would form the basis of the actuarial mechanical decision rule that would guide selection decisions. Prior learning proved to be the only predictor that warrants inclusion in the actuarial mechanical prediction rule that will form the basis of selection decisions. In terms of the derived actuarial prediction rule the expected criterion performance of all applicants (E[Y|X12]) could consequently be estimated by inserting the measures obtained during selection of prior learning into the derived regression equation. The use of this equation could be regarded as permissible to the extent to which E[Y|X12] correlates significantly with YGPA. Since E[Y|X12] correlates 0,431 and statistically significantly (p<0,05) with YGPA, the predictions derived from this equation are valid. The findings of this research suggest that black and white students were sampled from the same population and therefore the use of the single, undifferentiated prediction rule would lead to fair selection decisions. To answer the question whether the selection procedure under investigation is adding any value to the organization, utility analysis is done based on the Taylor-Russell utility model as well as the Naylor-Shine interpretation of selection utility. A criterion-referenced norm table that expresses the risk of failure conditional on expected academic performance is derived from the use of only X12. Recommendations for further research are put forward.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om te bepaal of die psigometriese evaluasie-prosedure wat deur die Suid Afrikaanse Militêre Akademie gebruik word vir keuringsbesluite, akademiese prestasie van eerstejaar leerders geldig voorspel, en of hierdie prosedure regverdig en effektief is. Die steekproef vir hierdie studie bestaan uit drie jaargroepe (eerstejaar studente van 2001, 2002 en 2003) wat ingeskryf was by die Militêre Akademie. Teoreties is daar spesifieke leergedrag (leerbevoegdhede) wat instrumenteel is in die bereiking van akademiese prestasie. Hierdie leergedrag hang af van en is weer „n uitdrukking van „n komplekse nomologiese netwerk van persoongesentreerde eienskappe (leerbevoegdheidspotensiaal). Verskille in leerprestasie kan verklaar word in terme van leergedrag. Leerbevoegdhede is instrumenteel in die bereiking van die leeruikomste waarvoor die akademiese program bestaan. Leerbevoegdhede, op sy beurt, kan weer verklaar word in terme van leerdereienskappe. Ten einde „n onderskeid te kan tref tussen kandidate met beter of slegter opleidingsvooruitsigte, in terme van „n konstrukgeorienteerde benadering tot keuring, word „n prestasiehipotese gebruik wat gebaseer is op die persoongesentreerde drywers van die leerbevoegdhede. Dit word aangevoer dat die graad van bevoegdheid in: (1) die kern kognitiewe prosesse/bevoegdhede waaruit leer bestaan (oordrag en outomatisasie) en wat nodig is om sinvolle struktuur in nuwe leermateriaal te skep, (2) die intellektuele drywers van hierdie leerbevoegdhede (vloeibare intelligensie en informasieverwerkingskapasiteit), (3) bevoegdheid in Engels, en (4) vorige akademiese prestasie sal onderskei tussen beter of slegter akademiese prestasie van leerders wat akademiese programme by die SA Militêre Akademie bywoon. Die gemiddelde van eerstejaar eerste semester akademiese uitslae is gebruik as meting van die kriteriumkonstruk. Byna al die resultate wat in hierdie studie verkry is ondersteun die teorie en proposisies soos aangevoer deur die prestasiehipotese. Slegs een veranderlike, akkuraatheid van informasie-prosessering, het nie gereageer soos voorspel deur die prestasiehipotese nie. Full textENGLISH ABSTRACT: Sidi Rezegh and Tobruk are the largest disasters suffered by South Africa in its military history. Yet, despite their enormity, Sidi Rezegh and Tobruk are little understood and hardly remembered. South Africa declared war on Germany on the 6 September 1939, after a bitter internal debate, amounting to a conflict between Afrikaner nationalists and those who supported the British Empire. South Africa’s political ambivalence and disunity ran parallel to her unpreparedness for war in every important department from the lack of vital coastal defences to the miniscule size of her army and air force and complete lack of a navy. The first six months of 1941 saw the South Africans play a significant part in completely defeating the Italian colonial forces in East Africa. However, the campaign was poor preparation for what the South Africans were to encounter in the North African Desert months later. South African troops spent their time rebuilding fortifications in Egypt rather than in essential training to acclimatise this “bush war” army to harsh desert conditions. In a reluctant political decision, the unprepared South Africans were committed to Operation Crusader. The inexperienced South Africans met up with the battle hardened Afrika Korps at Sidi Rezegh on 23 November 1941 and were annihilated in the face of overwhelming odds. In revisiting this forgotten battle, it has been found, using primary and secondary sources, that the South Africans extracted an enormous price on the German armour in what may have been the true turning point of Operation Crusader. In May 1942, Rommel’s Afrika Korps sallied forth in a series of lightning moves that demonstrated the Axis grip on combined operations and managed to isolate the vital port of Tobruk commanded by an inexperienced South African, Major General H. B. Klopper. His surrender in one day is often compared to the previous siege endured under similar circumstances, where the Australians managed to hold Rommel at bay for 244 days until the siege was lifted. Klopper’s surrender of Tobruk resulted in a political crisis for Winston Churchill and for Jan Smuts, as the fiasco caused considerable tension within the Allied camp and within South Africa. On re-examination, interesting facts have emerged from the primary source material, as to the state of the Tobruk defences and of its unfortunate commander and how the United Kingdom, acting in concert with South Africa, sought to suppress the true facts. Immediate post-war memory has been shaped and distorted by sensitive political considerations that affected relations between South Africa and the United Kingdom. Thereafter, the memory of Sidi Rezegh and Tobruk was relegated first by a nationalistic Afrikaner government and then since by a democratically elected government, both of which have seen very little use in incorporating these two milestones into the national memory.
AFRIKAANSE OPSOMMING: Sidi Rezegh en Tobruk is die grootste nederlae wat Suid-Afrika in sy militêre geskiedenis ervaar het. Ten spyte van hul omvang, word daar min van Sidi Rezegh en Tobruk verstaan of onthou. Na ‘n hewige interne debat wat tot konflik tussen Afrikanernasionaliste en pro-Britse Suid-Afrikaners gelei het, het Suid-Afrika op 6 September 1939 oorlog teen Duitsland verklaar. Suid-Afrika se politieke verdeeldheid het saamgeval met die Unie se totale onvoorbereidheid vir oorlog, wat gestrek het van kritieke tekortkominge in kusverdediging, tot die ontoereikende grootte van die leër en lugmag en die totale afwesigheid van ‘n vloot. Gedurende die eerste ses maande van 1941 het Suid-Afrika ‘n beduidende rol gespeel om die Italiaanse koloniale magte in Oos-Afrika te verslaan. Dié veldtog was egter nie effektiewe voorbereiding vir die uitdagings waarteen die Suid-Afrikaners kort daarna in Noord-Afrika te staan sou kom nie. Full textENGLISH ABSTRACT: Since 1994, education and training in South Africa has experienced various changes, driven mainly by the Green Paper on Skills Development and the White Paper on Education which set objectives and outcomes and gave guidelines on how education and training should be approached, planned, and managed. The White Paper on Education necessitated change in SA tertiary institutions such as Stellenbosch University and its respective faculties. The Faculty of Military Science, which is situated at the South African Military Academy (SAMA) in Saldanha, accepted the challenge of contributing to the full personal development of students, by undertaking to shape people capable of organising and managing themselves and their human activities, including their financial activities, responsibly and effectively. The success of higher education institutions in empowering young people to be financially capable is questioned by various publications and surveys. Preliminary findings from surveys in 2004 and 2005 among students at the SAMA suggest that they are largely financially illiterate, thus potentially economically volatile. These findings introduce the research problem and serve as a foundation for the development of a scientific, socially relevant, valid and reliable financial literacy measurement instrument. A combined qualitative and quantitative research methodology is applied to develop a measurement instrument, which is then assessed for validity and reliability by applying it in a case study. The secondary objective of this research is the social study of the financial knowledge, financial behaviour and financial attitude levels of individuals. To ensure relevance between the case study and the measurement instrument, financial literacy is initially evaluated as a management competency. Financial literacy is stated as a key competency in the South African National Defence Force (SANDF). The financial literacy measurement instrument was constructed after an exploration of the contextual and conceptual nature of financial literacy. A questionnaire was selected as the ideal method of gathering the required information. The questionnaire’s validity and reliability were assessed as part of descriptive research in the development phase, as well as in the case study. The face and content validity were proven through input from respondents and subject experts. Reliability of the measurement instrument was assessed by calculating item difficulty, item discrimination, means, standard deviations and ultimately the internal consistency of the financial knowledge, behaviour and attitude sections of the measurement instrument. In the case study first-year students achieved an average of 50.17% for their financial knowledge although they rated their own knowledge levels to be 60.8%. The respondents struggled most with questions pertaining to investment, insurance, and inflation, and least with retirement and income and expenditure questions. This research underlines the importance of financial literacy as a management competency and its importance at a global, national, organisational and personal level. It produces a valid and reliable financial literacy measurement instrument that can be used by different stakeholders in South Africa to assess financial knowledge, behaviour and attitude, and thus indicate where intervention is required. Having a valid and reliable measurement instrument for measuring financial literacy creates opportunity for future research and development.
AFRIKAANSE OPSOMMING: Sedert 1994 het die opvoeding- en opleidingsteater in Suid-Afrika dramatiese veranderinge ondergaan met veral die die Groenskrif op Vaardigheidsontwikkeling en die Witskrif op Opvoeding, wat die doelwitte en uitkomste gestel het en die toon aangegee het in terme van hoe opvoeding en opleiding aangepak, beplan en bestuur behoort te word. Verandering genoodsaak deur die Witskrif op Opvoeding sou by assosiasie ook verandering noodsaak in SA tersiêre inrigtings soos Stellenbosch Universiteit en haar fakulteite. Die Fakulteit Krygskunde, gevestig by die Suid-Afrkaanse Millitêre Akademie (SAMA) in Saldanha, het die uitdaging aanvaar om by te dra tot die totale persoonlike ontwikkeling van studente deur te onderneem om mense te vorm wat in staat sal wees om hulself en hul aktiwiteite verantwoordelik en doeltreffend te bestuur, insluitend hul finansiële aktiwiteite. Full textENGLISH ABSTRACT: SUPPLY CHAIN MANAGEMENT APPLICABLE TO THE SOUTH AFRICAN ARMY CAMOUFLAGE CLOTHING COMMODITY There are many reasons for the popularity of the supply chain or the supply chain management concept. Through globalisation, entities are forced to look for more effective ways to coordinate the flow of goods and material between facilities, into and out of the business. Customers are consistently demanding products that are delivered faster, exactly on time, and with no damage. Supply chain management is the systemic, strategic coordination of the traditional business functions and the tactics across these business functions within a particular entity and across businesses within the supply chain, for the purpose of improving the long-term performance of the individual entities and the supply chain as a whole. One key objective of supply chain management is to lower the costs required to provide the necessary level of customer service, in order to gain a competitive advantage within a market segment. To be fully effective in today’s competitive environment, entities must expand their integrated behaviour to incorporate customers and suppliers. Low cost and differentiated service help build a competitive advantage for the supply chain. When entities take up a supply chain management philosophy, they must determine and establish management practices that permit them to operate and behave consistent with this philosophy. Performance measurement provides the necessary assistance for performance improvement in pursuit of supply chain excellence. The efficient and effective management of this supply chain with performance measurement and internal controls establishes a solid base for competitive advantage. The SA Army camouflage clothing logistics reveals elements of improvement, as compared to supply chain management principles. Camouflage clothing forms an important element of the total supplies of a soldier in sustaining military and warfare capabilities. Camouflage clothing logistics in the SA Army is a complex mix of physical entities, processes and rules that is governed by mostly conceptual concepts and principles. The SA Army lacks an integrated supply chain philosophy and clear supply chain management principles. Supply chain management can enhance camouflage clothing logistics in the SA Army, if the principles are properly applied. The SA Army is a military institution with peacekeeping operations as their core function. The manufacturing and distribution of clothing is not a core function of the SA Army and can therefore be outsourced to address most of the concerns raised under the present system. Although it would be difficult and cumbersome to implement an integrated supply chain, with supply chain management philosophy and practices, the principle will enhance efficiency and effectiveness in today’s economic environment. The level of outsourcing and the effectiveness of control will determine the degree of success the SA Army will achieve.
AFRIKAANSE OPSOMMING: AANVOERKETTINGBESTUUR VAN TOEPASSING OP DIE SUID-AFRIKAANSE LEëR KAMOEFLEERDRAG KOMMODITEIT Daar is verskeie redes vir die populariteit van die aanvoerketting of die aanvoerkettingbestuurskonsep. Globalisasie het entiteite gedwing om ondersoek in te stel na meer effektiewe maniere om die vloei van goedere en materiaal, tussen fasilitieite, asook in en uit die entiteit te koördineer. Kliënte eis gereeld produkte wat vinniger, presies op tyd en met geen skade afgelewer word. Full textENGLISH ABSTRACT: Twenty-first century armed forces increasingly have to operate amidst unprecedented uncertainty and complexity cascading onto the military domain. Not only are their roles and implicitly their whole being now constantly questioned; the historic rationale for their existence is also under pressure. New and even unorthodox responsibilities find their way into and increasingly begin to eclipse and challenge traditional elements that configure the military sphere. Adjustments towards new futures thus become essential, as the images of warless futures and endisms about war remain merely that - images. Subsequently, notions about the adaptive military and armed forces being open ended systems sensitive to and capable of remaining in step with unfolding futures, become imperatives. In addition to learning from history, military futures now increasingly co-feature as the domain to master in the pursuit of appropriate future armed forces. Exploring the future through a recognised field of study allows for alternative futures to unfold that are bound to differ from an historic review and its linear continuance. This also serves as a tenable argument for military futures. Only by systematically peeling away the dogma that armed forces are instruments for war and little else, can the required changes to and future contributions of military establishments towards alternative military futures be exposed. Subsequently, military forces become entities capable of changing alongside their societies towards futures not predominantly shaped for and by war. To this end, the topic of alternative military futures offers insights into the utility of armed forces as a more contributing and constructive future policy instrument. In researching alternative military futures through contiguous debates concerning the futuresmilitary nexus, military change, the Revolution in Military Affairs, and the unfolding strategic environment, it emerges that military change towards new futures is a rather slow and incremental process. Furthermore, the Revolution in Military Affairs, in spite of its prominence, offers limited future options to the majority of governments aspiring to exploit new ways and means for engaging military futures. In turn, the future strategic environment premises strategic futures leaving armed forces little choice but to prepare for a horizontal threat spectrum of simultaneity and complexity, and a vertical dimension of a destructive-constructive merger. This matrix calls for expanded military means to meet complex futures characterised by simultaneity and variety through a response hierarchy comprising destructive and constructive ways and means. These are future challenges also faced by the defence decision-makers and military practitioners in South Africa. Alternative military futures for the South African National Defence Force (SANDF) comprise some interface with the dynamics posited by theories on military change, contributions by the Revolution in Military Affairs and threat-response continuum posited by the future strategic environment. From this challenging premise alternative military futures embedded in the more constructive and preventative use of its military policy instrument towards Africa in particular, a South African defence paradigm is emerging for employing the South African National Defence Force in future. Renouncing the warfighting option to bring about change, accepting the volatile and complex African challenge and embracing democracy and multilaterism call for new defence thinking to probe the future. This search is bound to reveal the unfolding of alternative military futures that reach beyond the expectations of South African defence decision-makers and military practitioners from both the apartheid and struggle generations.

Full textENGLISH ABSTRACT: The result of this research is an alternative model for leadership character development in the South African National Defence Force (SANDF). The SANDF reflects the racial and cultural diversity of South Africa as a nation. The need for a unifying leadership-related mechanism for the military milieu in which humane leadership development will flourish, is evident. This statement is based on the premise that no evidence is found that any previous efforts by the SANDF to instil a leadership philosophy or policy as a way of military life was successful. Further shortcomings in the current SANDF leadership development model, apart from the reality that its selection process of officer candidates needs improvement, are the absence of political guidance and participation in the development of its military leaders, as well as emaciated attention to the development of the character side of leaders during officer formative training. The SANDF, unlike the international tendency, has no military leadership institution to ensure that its leadership development policies and practices are based on sound academic research. Such an institution will also ensure that the SANDF stays contemporary in the global field of military leadership development. The shortcomings of the current SANDF Model were identified by progressing through the academic theories on leadership and leadership development to a comparative analysis of leadership development practices in the militaries of Germany, the United Kingdom, Canada and the SANDF. This supplied the information needed to propose the Five Point Star Model (FPS Model) for leadership character development in the SANDF. The five components of the FPS Model, which address the shortcomings of the current SANDF Model, are Convergent Leadership, Political Participation, Superior Selection, Interventions for Leadership Character Development, and a Military Leadership Institution.
AFRIKAANSE OPSOMMING: Die uitkoms van hierdie navorsing is ’n alternatiewe model wat die tekortkominge in die ontwikkeling van leierskapkarakter in die Suid Afrikaanse Nasionale Weermag (SANW) aanspreek. Die SANW weerspieël die rasse- en kulturele diversiteit van die Suid Afrikaanse nasie, wat die behoefte aan ‘n samebindende leierskapsverwante meganisme na vore bring. Hierdie stelling is gegrond daarop dat geen bewys, waar die SANW daarin geslaag het om ’n samebindende leierskapsfilosofie of –beleid as ‘n militêre leefwyse te vestig, gevind is om sodoende die militêre milieu te skep waarin mensgerigte leierskap sal floreer nie. Verdere tekortkominge in die huidige Leierskapsontwikkelingsmodel van die SANW, bo en behalwe dat die keuringsproses van kandidaat-offisiere uitgebrei en verbeter moet word, is die afwesigheid van politieke deelname en rigtinggewing waar die ontwikkeling van die land se jong militêre leiers ter sprake is. Te min aandag word ook gewy aan die ontwikkeling van kandidaat-offisiere se karakter of inbors tydens offisiersvorming kursusse. Die internasionale tendens is vir weermagte om ‘n militêre leierskapsinstelling te hê. Die SANW het nie so ‘n instelling om te verseker dat militêre leierskapsontwikkelingsbeleid en -praktyke op behoorlike akademiese navorsing gefundeer is nie. Dit maak dit moeilik om ’n kontemporêre bydrae in die internasionale veld van militêre leierskap te maak. Die wyse waarop die tekortkominge van die huidige SANW Leierskapsontwikkelingsmodel geïdentifiseer is, was om voort te bou op die akademiese teorieë oor leierskap en leierskapsontwikkeling en om ’n vergelykende studie tussen leierskapsontwikkelingspraktyke in die weermagte van Duitsland, Brittanje, Kanada en die SANW te doen. Die vergelykende studie het inligting verskaf om die Vyfpuntster Model vir die ontwikkeling van leierskapkarakter in die SANW voor te stel. Full textAfter forty years of independence. African countries are still battling with the problem of nation building. This thesis examines the possibility of the military playing a direct role in ethnic integration. The variables, which may determine the military's ability to affect national integration, are the political elite, the state and society. It is found that at lower levels of development, these variables do not support the military in the direction of national integration but they do so at higher levels of development. The issue that arises from this finding is whether African countries should wait for development to occur in the hope that it will bring national integration with it. On the other hand, lack of integration causes mistrust. tensions and conflicts, which weaken the thrust to development. African countries should therefore find methods of political organization that reduce such tensions and conflicts in order to facilitate development and consequently national integration. It is this need for stability that the culturally adaptive mode of political organization is recommended for African countries.

Full textENGLISH ABSTRACT: The initial conceptual framework for transformation proposes the context (why), the content (what), and the process (how) as three dimensions of transformation that are always present. A distinction is made between external and internal triggers of transformation, and information is provided on the challenges posed by, among others, the knowledge society, globalisation, and changing market conditions that require companies to become learning organisations staffed by empowered knowledge workers. Literature study on transformation clearly shows that transformation brings about change. There are different models on transformation and this shows that there are different approaches to transformation. Ubuntu should be introduced as a way forward for the South African Military Academy (SAMA) to deal with transformation issues. Ubuntu is more concern about the wellbeing of the people and their morale during and after transformation has been implemented. Subsequently, a conceptual model for transformation is proposed in which generic elements of the “why”, “what”, and “how” dimensions are included. The SAMA model is developed to fit the scope of a conceptual model, and to be in line with what is generally proposed in the literature for organisations that want to transform in order to become market leaders and enhance long-term goals. Conclusions drawn from the ongoing SAMA transformation process are that its aims and principles are not in line with what appears to be required in creating an innovative learning organisation. With regard to the “how” of transformation, it is found that improvement is still needed to the processes to change attitudes, mindsets, and styles on the part of managers as well as employees that might inhibit empowerment and stifle creativity and innovation.
AFRIKAANSE OPSOMMING: Die aanvanklike konseptuele raamwerk vir transformasie stel die konteks (waarom), die inhoud (wat) en die proses (hoe) voor as drie dimensies van transformasie wat altyd teenwoordig is. Daar word ‘n onderskeid getref tussen eksterne en interne aanleidende oorsake van transformasie, en inligting word voorsien oor die uitdagings wat voortspruit uit, onder andere, die kennissamelewing, globalisering, en veranderende marktoestande wat vereis dat maatskappye leerorganisasies word met ‘n personeel van bemagtigde kenniswerkers. Uit ‘n literatuurstudie oor transformasie is dit duidelik dat transformasie verandering teweegbring. Daar is verskillende modelle van transformasie en dit toon dat daar uiteenlopende benaderings tot transformasie bestaan. Ubuntu moet ingestel word as ‘n manier waarop die Suid-Afrikaanse Militêre Akademie (SAMA) voortaan transformasie kan hanteer. Ubuntu is meer besorg oor die welstand van die mense en hulle moreel terwyl en nadat transformasie geïmplementeer is. Daar word dus ‘n transformasiemodel voorgestel waarin generiese elemente van die “waarom”-, “wat”- en “hoe”-dimensie ingesluit word. Die SAMA-model word ontwikkel om dieselfde omvang te hê as ‘n konseptuele model, en om ooreen te stem met wat algemeen in die literatuur voorgestel word vir organisasies wat wil transformeer om sodoende markleiers te word en langtermyndoelwitte te bevorder. Full textTransformation brought many changes to the South African Navy (SAN). The "old way" of provisioning, which involved spending enormous amounts of money on maintaining high stock levels and running supply processes through an overly large staff component, is over. The new Navy will have to survive with fewer funds and a reduced staff. This changed circumstance calls for a more efficient and effective provisioning process. The current provisioning process handed down from pre-transformation days is outdated and totally obsolete. The result is that Commodity Managers (CMs) do not have an adequate process for the planning, decision-making and control functions of their supply support activities. This absence of an updated, clearly defined provisioning process is causing poor end-user service delivery. This research project starts with a literature survey (Chapter 2) in which published practices are reviewed to substantiate the need for and importance of a process that includes planning, decision-making and control. This research concentrates on government and military practices and investigates processes that support operational planning and sustainability levels. It also includes the principles of logistics and articles on lessons learnt by other military organisations. The second step involves interviews with provisioning managers of similar organisations to the SAN (Chapter 3). The result of these interviews identifies new and interesting concepts that may assist in achieving a more effective provisioning system within the SAN. A statistical investigation (Chapter 4) involving provisioning data provides insight into the bottlenecks and highlights the need for a provisioning-package process-smoothing capability. Interviews with SAN members (Chapter 5) provides insight into the input interface challenges and identifies the need for a tracking system that gives a real-time indication of requirement progress. The findings of this research provides recommendations (Chapter 6) at national strategic, military strategic, operational and tactical levels regarding the planning, decision-rnaking and control functions that will lead to the establishment of a valid provisioning process for the Commodity Management subsection of the SAN. This will ensure that a standard process is followed enabling the effective provisioning of SAN end users using fewer funds and with a reduced staff.

Full textENGLISH ABSTRACT: Tertiary institutions worldwide as well as locally have investigated sexual harassment on their campuses. This was done partly because of the negative consequences of sexual harassment on students and staff, particularly their work performance. Incidents of sexual harassment reported at universities range from rape and sexual assault to threats and sexist remarks by lecturers. When researching this phenomenon, difficulty is normally encountered partly due to the uncertainty that surrounds this activity. This is because perceptions differ as to what kind of conduct constitutes sexual harassment. Research further indicates that there are gender and racial differences in the assessment of sexual harassment. The current study investigates the uncertainty, gender and racial differences that exist regarding sexual harassment at a specific university campus. By means of a survey the perceptions of students regarding these three issues were determined at the Faculty of Military Science, a satellite campus of the University of Stellenbosch. With the utilisation of statistlcal packages, frequencies and statistical differences amongst the various sub-groups at the campus were determined. This was done in order to compare these findings with those of other universities who conducted similar sexual harassment surveys on their campuses in South Africa. It was found that no clear idea of what constitutes sexual harassment exist amongst these students. In particular women in the survey consistently viewed more incidents as contributing to sexual harassment than men. As oppose to other findings, Blacks registered a more conservative attitude when assessing whether certain incidents can be viewed as sexual harassment. The above was found notwithstanding the differing social context, especially the socialisation process and the fairly rigid codes of conduct, that students at the Military Academy are exposed to.
AFRIKAANSE OPSOMMING: Verskeie tersiêre instellings, wêreldwyd sowel as plaaslik, het seksuele teistering op hul kampusse ondersoek. Dit was deels gedoen as gevolg van die negatiewe gevolge wat hierdie aktiwiteit op studente en personeellede het, veralop hul werksprestasie. Gerapporteerde insidente by universiteite wissel vanaf verkragting en seksuele aanvalle tot dreigemente en seksistiese opmerkings deur dosente. Probleme is ondervind tydens navorsing oor die verskynsel wat deels toegeskryf kan word aan die onsekerheid wat hierdie aktiwiteit omhul. Dit hou verband met persepsies wat verskil ten opsigte van die soort gedrag wat seksuele teistering teenwoordig. Full textENGLISH ABSTRACT : The continued and ever growing involvement of the South African National Defence Force (SANDF) to complex peacekeeping operations over the African continent has opened a platform in the academic field to better sharpen the SANDF’s performance and contribution to achieve peace in Africa. Previous deployments to various African countries has tested the SANDF’s level of preparedness. Although the organisation gives effort to train its forces to reach the desired level of combat readiness, the nature of the operations to which soldiers partake in has proven to be more demanding. This study was driven by the need to explore and provide a broader perspective of what constitute combat readiness. Utilising the SANDF, the study aimed to explore the relationship between the soldier’s relationship with the spouse (RWS) and the soldier’s relationship with the unit (RWU), and hardiness as a possible mediator variable to combat readiness (CR). Previous research and theories were explored to provide a theoretical background for the study variables. A non-experimental controlled inquiry was used to test the hypothesised relationship among the variables. A sample of 363 participants (across ranks, gender and race) was randomly selected from South African Infantry Battalion Group mobilising for a deployment to Sudan. Hypothesised relationships among the independent variables, mediator variable and dependent variable was determined using the correlational analysis (Spearman correlation). Partial Least Squares (PLS) – measurement and structural model was used to test the study model for combat readiness. The results showed significant correlations between the soldier’s RWS and CR. Furthermore, significant correlations were found between soldier’s RWU and CR. Partial mediation was explained by the path coefficients from RWU>hardiness>CR. No full mediating effect was found. The results also showed insignificant correlations between soldiers RWS and hardiness (rather than between soldier’s RWS and CR. These results were in support to previous research and proved to add insight to future research on CR.

Full textENGLISH ABSTRACT: With the shift to an all-volunteer force and the end of the Cold War, armed forces across the globe are finding it increasingly difficult to attract, recruit and retain the right quantity and quality of recruits in the ranks. Similarly, the South African National Defence Force (SANDF) has expressed difficulties with recruitment but more so with the ability to attract ‘high calibre’ recruits in order to staff a defence force that is disciplined and technologically advanced. Although this is a consequence of various economic, social and political factors, one of the greatest challenges facing recruiters is the changing work values and preferences of the new millennial generation. As the title of this thesis postulates, evidence from the West suggests a ‘clash’ in values between millennials, who are individualistic, protected, ambitious and self-centred, and the military, which requires conformity, obedience and structure. While there is a vast amount of literature regarding the all-volunteer force and youth values of military service in the West, there is no study of this kind in South Africa. In this study, I aim to fill this void by exploring young South Africans’ perceptions and experiences of military service. As there is no existing literature on the propensity to enlist in South Africa, focus groups and interviews were conducted with high school learners, Military Skills Development System (MSDS) members who have completed one year of military service and recruitment officers who come into contact with school-leavers from across South Africa. These discussions were framed around two broad questions, namely what are the work values of young South Africans and what factors attract young people to or deter them from the military job. The conclusion is reached that the SANDF is not an employer of choice because of various institutional and societal factors. The military job is largely unappealing to young South Africans, who are risk-averse, individualistic and wish to be in close proximity to their families. The culture of the military is also unattractive to the majority who are not receptive to authoritarian regimes that expect unquestioning obedience and discipline and emphasise hegemonic masculine ideals. Besides this, two societal forces have a significant impact on the ability of the ability of the SANDF to attract recruits. The decline in the prestige of the military job and the presence of an ever-growing civilmilitary gap indicate that youth are neither informed about the military nor see the military as a high status job in society. Consequently, the inability of the SANDF to meet recruitment targets can be detrimental to the ability of the SANDF to fulfil its mandate.
AFRIKAANSE OPSOMMING: Sedert die verskuiwing na weermagte wat geheel en al uit vrywilligers bestaan en die einde van die Koue Oorlog vind gewapende magte wêreldwyd dit steeds moeiliker om voldoende rekrute van die regte kwaliteit te lok, te werf en te behou. Ook die Suid-Afrikaanse Nasionale Weermag (SANW) ervaar probleme met werwing, maar veral met die vermoë om ‘hoëkaliber’-rekrute te lok na ’n weermag wat gedissiplineer en tegnologies gevorderd is. Hoewel dit die gevolg van verskeie ekonomiese, sosiale en politieke faktore is, is een van die grootste uitdagings vir werwingspersoneel die veranderende werkwaardes en werkvoorkeure van die nuwe milenniumgenerasie. Soos die titel dit stel, dui getuienis uit die Weste op ’n ‘waardekonflik’ tussen hierdie generasie, wat individualisties, beskut, ambisieus en selfgesentreerd is, en die militêr, wat konformiteit, gehoorsaamheid en struktuur vereis. Hoewel daar ’n magdom literatuur oor vrywilligersmagte en jeugwaardes van militêre diens in die Weste bestaan, is geen studie van hierdie aard nog in SuidAfrika onderneem nie. Met hierdie studie wil ek hierdie leemte vul deur jong Suid-Afrikaners se persepsies en ervarings van militêre diens te verken. Aangesien daar geen literatuur bestaan oor geneigdheid om by die weermag in Suid-Afrka aan te sluit nie, is fokusgroepe gehou en onderhoude gevoer met hoërskoolleerders, MSDS-lede wat hul eerste diensjaar voltooi het en werwingsoffisiere wat met landwyd met skoolverlaters in aanraking kom. Hierdie gesprekke is afgegrens deur twee breë vrae, naamlik wat die werkwaardes van jong Suid-Afrikaners is en watter faktore jong mense na of van die militêre werk lok of afstoot. Die gevolgtrekking is dat die SANW om verskeie institusionele en maatskaplike redes nie ’n voorkeurwerkgewer is nie. Jong Suid-Afrikaners, wat risikoweersinnig en individualisties is en naby hulle familie wil bly, vind ʼn militêre loopbaan breedweg onaantreklik. Die militêre kultuur spreek ook nie die meerderheid aan nie, wat nie ontvanklik is vir outoritêre regimes wat onverbiddelike gehoorsaamheid en dissipline eis en hegemoniese manlike ideale beklemtoon nie. Hierbenewens is daar twee samelewingsfaktore wat ʼn beduidende impak het op die SANW se vermoë om rekrute te werf. Die kwynende prestige van ʼn militêre loopbaan en die teenwoordigheid van ʼn steeds groeiende kloof tussen siviel en militêr dui daarop dat jongmense nóg oor die militêr ingelig is nóg dit as ’n werk met status in die samelewing beskou. Gevolglik kan die SANW se onvermoë om werwingsteikens te behaal sy vermoë om sy mandaat uit te voer nadelig beïnvloed.

Full textENGLISH ABSTRACT: Defence forces around the world are experiencing a period of dynamic change with new force structures being combined with new technologies in an effort to enhance effectiveness. Present day resources and technology available to the modern society, have facilitated the evolution of warfare as a technologically advanced enterprise, with the decided emphasis on the digitisation of the battlefield. With rapid development in the field of battlefield digitisation there is an increasing need to address the important issues and challenges facing the military. In order to meet strategic defence guidelines, it is necessary to integrate the capabilities of defence forces with modern technology. In this regard the South African Defence Force is striving towards the digitisation of the battlefield. This digitisation can potentially satisfy the many requirements set for the Defence Force, in a more timely and cost-effective manner than traditional methods of functioning and training would be able to achieve. Effective situational awareness and command and control structures are essential for any military operation, especially with increasingly complex military demands. Key areas of importance are the collection, dissemination and management of information, which if executed skilfully, will result in forces capable of operating more effectively and with greater flexibility. Decision makers on the battlefield continually suffer from information overload due to the extremely rapid inflow of information. This is likely to worsen with the continued introduction of new information technologies. The technology level of any defence force should therefore be appropriate, driven by usefulness and cost-effectiveness. The digitised battlefield allows for the execution of near realistic military exercises, while conserving material and reducing the detrimental impact on environment and personnel, as is the case with traditional exercises. A key issue of focus is the usability and integration of related technologies within the digital battlefield. Promoting optimal usability through continuous and comprehensive user-based evaluation is crucial and will result in increased human performance through interaction with technology. Optimal usability must be engineered into any product (defined as something produced by means of either human or mechanical work) from the inception of the product's life cycle. Within today's technology orientated society, the digitisation of the battlefield and the usability thereof have become increasingly important issues. Most research has investigated the concepts of battlefield digitisation and usability in isolation, and little co-ordinated effort has been made to integrate digitisation and usability, even though the relation is important and necessary. A study of this nature has not hitherto been conducted within the South African military context. The purpose of this study is to provide a theoretical background of the issues of military digitisation and usability, in order to determine the significance of this relation. This research aims specifically to promote the viewpoint that usability is central to military digitisation, as well as to emphasise the importance of user-centred approaches to system development and utilization. The result will be enhanced human performance and satisfaction when interacting with digital battlefield applications. The theoretical perspective is provided by way of a literature review of the relevant military and usability concepts. Military functioning is discussed, highlighting the importance of situational awareness and effective command and control capabilities. The digitisation in the military is examined with specific reference to Virtual Reality and simulation. An overview of usability (within a human-computer interaction and user-centred design context) and usability evaluation methods are provided. This research was conducted during a military exercise conducted by the South African National Defence Force. A usability inquiry approach was followed with questionnaires distributed to participants involved with the Command and Control Digital Battlefield System. Information was obtained concerning participants' characteristics, likes, dislikes, needs, and understanding of the digital battlefield system. The analyses of the information consisted of descriptive statistics as the research aimed to illustrate the attitudes concerning usability and the digital battlefield. The results provide an understanding of the perceptions of the users regarding the digital battlefield system and its usability. Conclusions are drawn from results obtained and recommendations are made for future research.

Die betreding van 'n era van tegnologies gevorderde oorlogvoering met die gepaardgaande snelle ontwikkelings in die veld van gevegsterrein digitalisering, het 'n toenemend groeiende behoefte laat ontstaan vir die indringende aanspreking van belangrike strydvrae en uitdagings wat 'n moderne weermag in die gesig staar.Tiit is noodsaaklik dat die vermoens van weermagte geintegreer word met moderne tegnologie ten einde aan strategiese verdedigingsvereistes te kan voldoen. Die Suid-Afrikaanse Nasionale Weermag het digitalisering van die gevegsterrein ten doel. Sodanige digitalisering kan potensieel die talle vereistes gestel aan 'n weermag op 'n meer tydige en koste-effektiewe wyse bevredig as wat met tradisionele metodes van funksionering en opleiding gedoen kan word. Effektiewe situasionele bewustheid en bevel en beheer strukture, is onontbeerlik in enige militere operasie, veral in die lig van toenemende komplekse eise gestel aan die moderne weermag. Sleutelareas van belang is die insameling, disseminasie en bestuur van inligting, wat as dit met die nodige insig en kundigheid uitgevoer word, aanleiding sal gee tot die verhoogde doeltreffendheid en buigsaamheid van 'n weermag. Die tegnologiese vlak van enige weermag behoort dus toepaslik en bruikbaar te wees, sowel as koste-effektief gedrewe. 'n Sleutel-aspek is die bruikbaarheid en integrasie van verwante tegnologiee in 'n gedigitaliseerde gevegsterrein. Die bevordering van optimale bruikbaarheid deur aaneenlopende en omvattende gebruikersbaseerde evaluasies, is deurslaggewend en sal lei tot verhoogde gebruiker prestasie betreffende interaksie met tegnologie. Optimale bruikbaarheid moet reeds vanaf die aanvang van 'n produk se lewenssiklus, bewerkstellig word. In die hedendaagse tegnologie-gebaseerde moderne same lewing, het digitalisering van die gevegsterrein en die bruikbaarheid daarvan, toenemend belangrik geword. In die meeste navorsmg word gevegsterrein digitalisering, asook bruikbaarheid, afsonderlik ondersoek, onafgesien van die belangrike verwantskap daartussen, en slegs geringe gekoordineerde pogings is van stapel gestuur om digitalisering en bruikbaarheid te integreer. In die Suid-Afrikaanse rnilitere konteks is so 'n studie nog nie uitgevoer nie en derhalwe het hierdie studie ten doel om 'n teoretiese agtergrond te voorsien van militere digitalisering- en bruikbaarheidskwessies, asook die vasstelling van die verwantskap daartussen. Hierdie navorsing het spesifiek ten doel om die standpunt te bevorder dat bruikbaarheid sentraal staan tot militere digitalisering sowel as om die gebruiker-gebaseerde benadering tot sisteem ontwikkeling en benutbaarheid, te bevorder. Die resultaat sal verhoogde gebruikerprestasie en tevredenheid wees wanneer interaksie met gedigitaliseerde gevegsterrein toepassings plaasvind. Die teoretiese perspektief word voorsien deur 'n literatuur-oorsig van die relevante rnilitere- en bruikbaarheidskonsepte. Militere funksionering word bespreek met beklemtoning van die belang van situasionele bewustheid en doeltreffende bevel en beheer vermoens, Militere digitalisering word ondersoek met spesifieke verwysing na virtuele realiteit en simulasie. 'n Oorsig van bruikbaarheid (binne die konteks van mens-rekenaar interaksie en gebruikersgeorienteerde ontwerp) sowel as bruikbaarheidsevaluasie-metodes word voorsien. Hierdie navorsing is uitgevoer tydens 'n militere oefening van die Suid-Afrikaanse Nasionale Weermag. 'n Bruikbaarheidsondersoek-benadering is gevolg deur vraelyste uit te deel aan die deelnemers wat betrokke was by die gedigitaliseerde bevel en beheer stelsel. Informasie is ingewin betreffende die deelnemers se kenmerke, persepsies, voorkeure, afkeure, behoeftes en begrip van die gedigitaliseerde gevegsterrein-stelsel. Die analise van die informasie het beskrywende statistieke behels omdat die navorsing ten doe I gehad het om ingesteldhede betreffende bruikbaarheid en die gedigitaliseerde gevegsterrein, uit te lig. Die resultate voorsien 'n begrip van die persepsies van die gebruikers rakende die gedigitaliseerde gevegsterrein, en die bruikbaarheid daarvan. Gevolgtrekkings word gemaak vanuit die resultate verkry en aanbevelings word voorsien vir verdere toekomstige navorsing.

Full textENGLISH ABSTRACT: Performance management entails processes and systems that ensure that organisational activities are geared to promote the achievement of organisational goals. Management of performance is one of the crucial functions to be fulfilled by leaders and managers in an organisation. Management and leaders in an organisation serve as the compass that lead and direct these entities; they should be empowered to optimally fulfil the expected roles and functions. The study resulted from an observation made during internal audit engagements and concerns raised by South African Military Health Services (SAMHS) commanders during these engagements. An initial informal survey of performance management conducted by the researcher during the internal audit engagements confirmed a need for a formal scientific study, hence this formal study. The study was conducted amongst commanders in the SAMHS with their prior voluntary consent to participate in the study. The study participants comprised SAMHS commanders from different levels of this organisation, ranging from directors of professional departments, general officers commanding from different military health formations to officers commanding military units from various provinces. Literature relevant to the studied topic was researched, which ranged from books, legislation and internet articles, as well as internal prescripts of the Department of Defence. A questionnaire was designed and constructed to collect the study information. Central concepts of the study were identified and included in the questionnaire. The study questionnaire was administered to the commanders within the SAMHS, who responded with enthusiasm and diligence. The findings of the study confirmed to a great extent that a performance management training need exists amongst SAMHS commanders. It was also found that SAMHS commanders are willing to undergo performance management training to enhance their functioning. The empirical findings of the study were tabled and analysed on completion of the scientific study and conclusions were drawn from the findings. Based on the findings of the empirical study, conclusions were drawn and recommendations are made.
AFRIKAANSE OPSOMMING: Prestasiebestuur behels prosesse en stelsels wat verseker dat die organisasie se aktiwiteite op die bereiking van die organisasie se doelwitte gerig is. Bestuur van prestasie is een van die belangrikste funksies wat deur die leiers en bestuurders in 'n organisasie vervul moet word. Die bestuur en leiers in 'n organisasie is die kompas wat leiding en rigting gee vir hierdie entiteite en moet bemagtig word om verwagte rolle en funksies optimaal te vervul. Die studie was die gevolg van 'n waarneming wat gemaak is tydens interne oudit betrokkenheid en bekommernisse wat deur bevelvoerders in die Suid-Afrikaanse Militêre Gesondheidsdiens (SAMGD) aan die lig gebring is. 'n Aanvanklike informele prestasiebestuur-opname wat deur die navorser tydens die interne oudit onderneem is, het die behoefte aan 'n formele wetenskaplike studie bevestig en tot hierdie studie gelei. Full textENGLISH ABSTRACT: This report investigates and evaluates the attrition rate and retention strategy employed by the South African Navy. The report also identifies gaps and makes recommendations for improvements, namely to decelerate the attrition rate and maintain a sustainable human resource component readily available to fulfil the South African Navy’s core business. It evaluates retention policies and the associated reasons for the rate of attrition. It also evaluates the success of the strategy employed by the South African Navy to attain and retain the required skills in order to contribute to the South African Navy’s sustained capability to serve South Africa. The literature review discusses the theoretical basis of the retention strategies and factors influencing the attrition rate of the South African Navy, the Department of Defence, the United States Navy, the Swiss Army and the Asian region. This has been done in order to establish a trend and find working solutions that will provide the underpinning for the recommendations proposed to decelerate the attrition rate in the South African Navy. The methodology for this study entails the use of qualitative methods – a questionnaire in this case – to collect data to obtain information on the reasons for the attrition rate. The information will also be used to reflect on the experience of the identified set of personnel who has exited the South African Navy between 1 January 2007 and 30 June 2008. The exited personnel members of the South African Navy, who form the basis of the sample for the study, had to complete a structured questionnaire. The data collection method also helped to identify specific social behaviour patterns or attitudes among staff members. This information is useful to provide insight into the main reasons for the attrition rate experienced by the South African Navy. The findings indicate that the majority of members who resigned from the South African Navy did so for higher salaries. This further indicates that the South African Navy’s salaries are not sufficiently competitive to retain members because private-sector salaries are much higher. An overwhelming number also indicated that the morale in the South African Navy is not good. This shows that members’ morale, which is a priority area in most organisations, is not at a desired level. This certainly contributes to the rate of attrition in the South African Navy. The majority of members feel that they did not receive appropriate support to enable them to do their work in the South African Navy. This indicates that no individual support or support mechanisms are present in the South African Navy. This contributes to the individual not performing at levels that would benefit the South African Navy. The lack of support leads to unhappy employees, and this adds to the reasons why members choose to resign from the South African Navy. The majority of members feel the Divisional System does not work the way it is supposed to work. The relationship between the divisional officer or line manager and the member is important for the South African Navy because this relationship forms the backbone of an efficient and effective South African Navy. It would appear that this area requires urgent attention to ensure the South African Navy maintains its operational capability. Recommendations for improvements include a change in leadership culture. The South African Navy must note that retention strategies that focus on financial incentives for the target groups, although an effective short-term solution, must consider the following in order to help reduce the attrition rate: • A change in the leadership culture. • The establishment of an Employee Morale and Well-being Division. The study highlights the challenges posed by the retention strategies and provides detailed research on the reasons for the attrition rate. The South African Navy’s leadership will find it difficult to compete with the private sector. However, the research findings have led to the following recommendations to retain staff in the South African Navy: the improvement of the leadership culture, greater care, and well-being programmes that focus on the commitment of members of the South African Navy.

Die verslag doen ook aanbevelings ten opsigte van verbeterings, naamlik om die natuurlike afnamekoers te verlangsaam en ’n volhoubare menslike hulpbronkomponent in stand te hou wat geredelik beskikbaar is om in die behoeftes die Suid-Afrikaanse Vloot se kernbesigheid te voorsien. Die verslag evalueer retensiebeleid en die verwante redes vir die natuurlike afnamekoers. Full textSince the 1940s, the evaluation of information systems has been the topic of many authors’ research. When taking into account the amount of resources invested in an organisation’s information systems, especially in the present fiscal conditions, then the evaluation of an information system’s success is imperative. Traditionally, monetarybased evaluation measures were used to evaluate the success of an information system, however, these types of measures were found to be inadequate in their attempt to measure the complexity of information systems successfully. Surrogate measures, such as the user’s satisfaction with the information system, were developed to replace monetary-based evaluation measures. These forms of measures are often perceptual by nature and usually encompass the different stakeholders involved in the information system.

Full textENGLISH ABSTRACT: Transformation is an inevitable consequence of human resource practices and includes the political imperatives, behavioural transformation and the turnaround change. Gender equality is a critical component of the United Nations Resolution on Human Rights (Resolution 1325). Women are subjected to a variety of barriers that determine their organisational experiences, and therefore the achievement of gender equity requires the elimination of patriarchal practices, stereotypes and attitudes that perpetuate their marginalisation. Striving for gender equity within the armed forces should not reduce women to being passive victims of the transformation agenda as they operate both during conflict and peace-time. The representation and empowerment of women into decision-making structures and the protection of their rights can be spearheaded through the gender mainstreaming strategies. In the South African National Defence Force (SANDF) transformation placed greater emphasis on racial representivity to the neglect of gender equity. This situation has effectively contributed to the gender dialogue which aimed to assess the implementation of gender equity objectives. Furthermore, it is the guiding principle on the participation of women in the military to enhance gender representation and the attainment of self-actualisation and excelling in their areas of responsibilities. The purpose of the study was to explore the extent to which the SANDF supports gender transformation imperatives to ensure gender equity and it further investigated gender integration within the SANDF as a supportive theoretical analysis. The conceptual framework of gender transformation and gender mainstreaming in the military, and in particular within the SANDF, in the context of Employment Equity was conducted. To make an objective and informed assessment, the attitudes and perceptions of middle management and lower management of both the SANDF were measured. Data were collected from respondents through three sessions of facilitated focus group interviews and a semi-structured self-administered questionnaire. The sample was drawn from the Pretoria region. The findings of the study indicated that the DOD top leadership is supportive of gender transformation by the effective promulgation of transformation policies and the improvement in the representation of women in decision-making structures. The military environment is trying to create a conducive environment for women by providing resources, the essential training for women to maximise their potential, and furthermore by allowing their inclusion in all areas including deployment areas.
AFRIKAANSE OPSOMMING: Transformasie is ‘n onvermydelike gevolg van personeelbestuurspraktyk en sluit in die politieke imperatiewe, gedragstransformasie en omkeerverandering. Geslagsgelykgeregtigheid is ‘n kritieke komponent van die Verenigde Volke se Resolusie aangaande Menseregte (Resolusie 1325). Vroue word onderwerp aan ‘n verskeidenheid hindernisse wat hul organisasie ervarings bepaal en daarom vereis die bereiking van geslagsgelykgeregtigheid die uitwissing van patriargale praktyke, stereotipes en houdings wat marginalisering bevorder. Die strewe na geslagsgelykgeregtigheid binne Weermagte behoort vroue nie te degradeer tot passiewe slagoffers van die transformasie agenda nie aangesien hulle aangewend word tydens beide konflik- en vredestye. Die verteenwoordiging en bemagtiging van vroue in besluitmakende strukture en die beskerming van hulle regte kan gerig word deur geslagshoofstroming strategieë. In die Suid-Afrikaanse Nasionale Weermag (SANW) plaas transformasie groter klem op rasse verteenwoordiging as op die nalating van geslagsgelykgeregtigheid. Die situasie het effektief bygedra tot die geslagsdialoog wat beoog om die implementering van geslagsgelykgeregtigheid doelwitte te evalueer. Dit is ook verder die leidinggewende beginsel rakende die deelname van vroue in die militêr om geslagsverteenwoordiging te bevorder, die bereiking van selfaktualisering en uitblinking in hulle verantwoordelikeidsomgewings. Die doel van hierdie studie was om te bepaal tot welke mate die SANW geslagstransformasie imperatiewe ondersteun ten einde geslagsgelykgeregtigheid te verseker en het ook ondersoek ingestel na geslagsintegrasie binne die SANW as ‘n ondersteunende teoretiese anal ise. Die konseptuele raamwerk is geskep rakende geslagstransformasie en geslagshoofstroming in die militêr, en in besonder aangaande die SANW binne die konteks van Werkverskaffingsgelykheid. Ten einde ‘n objektiewe en ingeligte evaluering uit te voer, is die houdings en persepsies van Departement van Verdediging (DvV) militêre en siviele middelbestuurders en lae vlak bestuurders gemeet. Data is versamel van respondente tydens drie geleenthede van gefasiliteerde fokusgroep onderhoude en ‘n semi -geadministreerde vraelys. Die steekproef is geneem vanuit die Pretoria omgewing. Die bevindinge van die studie dui daarop dat die (DvV) se top-leierskap ondersteunend is aangaande geslagstransformasie deur die effektiewe uitvaardiging van transformasie beleide en die verbetering van verteenwordiging van vroue in besluitmakende strukture. Die militêre omgewing poog om ‘n omgewing te skep wat toeganklik is vir vroue deur die voorsiening van middele wat noodsaaklik is vir opleiding van vroue ten einde hul potensiaal te optimaliseer en hulle verder toegang te verleen tot alle gebiede insluitend gevegsgebiede.

Full textENGLISH ABSTRACT: South Africa has the world’s highest adult HIV infection rate in the world. Experts estimate that over 1 500 people are being infected with the HIV virus per day in South Africa. The virus is undoubtedly having a negative impact on the labour population of the country and will ultimately affect the productivity of South Africa. The Constitution of South Africa, Act 108 of 1996, firmly denounces any form of unfair discrimination. The White Paper on Defence charges the South African National Defence Force (SANDF) to be an operationally ready force. The potentially crippling effect HIV and AIDS can have on the effectiveness of SANDF is an area that needs to be researched. The military environment is unique in that it is considered to be a high-risk organisation in terms of HIV infection. Overseas deployment, male-dominated environments, risk-taking ethos and monthly income are all elements that accelerate the spread of HIV within the SANDF. The SANDF is a dominant member of the Southern African Development Community (SADC) and is involved in Peace Support Operations (PSO) throughout the African continent. This military intervention is predicted to increase with time. HIV in sub-Saharan Africa has infected over 30 million people – many with little or no primary health care. The South African coastline is nearly 3 000km in length with six world-class harbours. These are strategic points that contribute to South Africa’s economic prosperity on the African continent. It is the SA Navy’s role to ensure that these harbours are well-guarded. The personnel responsible for patrolling the waters of the South African coastline need to be exposed to the proper training to be competent at this task. Military training needs to prepare learners in the event of combat. This simulation of the combat environment may lead to injuries that heighten the threat of HIV transmission. SANDF training units traditionally discharge those members who are medically unable to complete the mental and physical requirements of the course. The Military Training for Officers Part One (MTO1) course of the SA Navy is no different. HIV has created a new dynamic in that medical confidentiality protects the status of those people who are infected. Current SANDF policy does not offer sufficient guidelines to training units when dealing with learners who are infected with HIV. Human rights are constitutionally protected and unfair discrimination of any form is prohibited. The SANDF still needs to be operationally deployable and uniform members with HIV hinder this requirement. The question really is: is it fair discrimination to disallow/remove uniform members from the MTO1 course if they are HIV positive? The purpose of this research is to establish what the best practises would be in managing HIV positive learners in the military training environment. The work environment would have to be researched to determine whether or not the threat of HIV transmission exists. Learners would be approached to determine if they felt they were at risk during training exercises. The training staff who execute the training exercises would need to be asked if they felt endangered or exposed to HIV infection during these exercises. Military medical personnel who deal with either training or HIV in their everyday jobs would then review this data. The social stigma surrounding HIV is one of the challenges within this research design. The ethics and legality of mandatory HIV testing in the SANDF is an area that has sparked reaction from human rights movements. The compromising of human rights for the sake national security is an area of proportionality that raises new debates with the advent of HIV. There are various alternatives of managing HIV within the SANDF that should be considered. The current SANDF HIV policy is, at best, vague when dealing with specific training issues. This research intends on making policy-makers within the SANDF aware of the need to make definitive policy decisions to ensure that HIV does not compromise the effectiveness of the SANDF.
AFRIKAANSE OPSOMMING: Die hoogste volwasse HIV infeksie in die wêreld, kom tans in Suid Afrika voor. Deskundiges is van mening dat daar daagliks in Suid Afrika meer as 1500 mense met die virus besmet word. Die virus het ‘n definitiewe negatiewe impak op die Suid Afrikaanse arbeidsmark, en sal onomwonde die produktiwiteit van Suid Afrika beinvloed. Die Suid Afrikaanse Grondwet, Wet 108 van 1996 verbied onomwende enige vorm van onbillike diskriminasie. Die Witskrif ten opsigte van Verdediging verwag van die Suid Afrikaanse Nasionale Weermag (SANW) om 'n operasioneel voorbereide mag te wees. Die potensiële krippelende effek wat HIV/VIGS op die effektiwiteit van die SANW kan hê is ‘n area wat indiringende navorsing benodig. Die militere omgewing is uniek in die opsig dat dit beskou word as ‘n hoë risisko organisasie in terme van HIV infeksie. Internationale ontplooiings, manlik-georiënteerde omgewings, risiko-bepalende faktore, en maandelikse inkomste is almal elemente wat die verspreiding van HIV binne die SANW verhoog. Die SANW is die dominante lid van die Suider Afrikaanse Ontwikkelings Gemeenskap en is betrokke in vredes ondersteunnings operasies binne Afrika. Die personeel verantwoordelik vir die patrolering van die waters langs die Suid Afrikaanse kuslyn moet blootstelling kry aan voldoende opleiding om die taak te kan verrig. Militêre opleiding moet leerders voorberei vir die moontlikheid van konflik. Hierdie simulering van die gevegs/konflik omgewing mag lei tot beserings wat die risiko ten opsigte van HIV verspreiding mag verhoog. Die SANW opleidingseenhede, het tradisioneel lede ontslaan wat nie aan die fisiese en geestelike vereistes van die kursus kon voldoen nie. Die Militêre opleiding vir Offisiere Deel Een kursus (MOO1) binne die SA Vloot is presies dieselfde. HIV het ‘n nuwe dinamika veroorsaak naamlik, mediese vertroulikheid, wat die status van geaffekteerde lede beskerm. Huidige SANW beleid verskaf onvoldoende riglyne aan opleidingseenhede vir die hantering van leerders wat die HIV virus onder hande het. Mense-regte word konstitusioneel beskerm en enige vorm van diskriminasie word verbied. Daar word egter steeds van die SANW verwag om operasioneel ontplooibaar te wees, en uniform lede met HIV verhinder hierdie bepaling. Die vraag is: Is dit billike diskriminasie om lede wat HIV positief is van die MOO1 kursus te verwyder? Die doel van hierdie navorsing is om te bepaal wat die beste praktyke sou wees in die bestuur van HIV-positiewe leerders in die militêre opleidings omgewing. Die werksomgewing sal nagevors moet word om te bepaal of die bedreiging van HIV-verspreiding bestaan aldan nie. Leerders sal genader moet word om te bepaal of hul ter eniger tyd gedurende opleidingsoefeninge gevoel het dat die risisko van blootstelling te hoog was. Die opleidings staflede wat die opleidings oefeninge oorsien sal gevra moet word of hul ter enige tyd bedreig of blootgestel gevoel het tot HIV infeksie. Militêre mediese personeel wat daagliks met opleiding of deur middel van hul daaglikse werk met HIV te doen het sal die data hersien. Die sosiale stigma ten opsigte van HIV-toetsing is een van die uitdagings binne hierdie navorsings onderwerp. Die etiek en regsgeldigheid van verpligte HIVtoetsing binne die SANW is ‘n area wat geweldige reakise ontlok het van menseresgte bewegings. Die kompromittering van menseregte ten gunste van nasionale sekuriteit is ‘n area van proportionaliteit wat nuwe debatering openbaar in die koms van HIV. Full textENGLISH ABSTRACT: Multi-cultural social work practice necessitates that the social worker possesses specific knowledge and practice skills in order to render a competent service to a diverse client system. To date, the SANDF does not possess any definite guidelines regarding multi-cultural social work practice. Consequently social work practitioners are ill-equipped to render a needs-based, multi-cultural competent service to the culturally different client system. The purpose of this study, was to develop theoretical and practical guidelines for multi-cultural social work practice within the SANDF. An attempt is made to ensure that the social service delivery system is attentive to cultural diversity among clients, whilst providing social work interventions to the client system. The objectives of the study were: firstly, to present a profile of the current consumers of social work services within the SANDF; secondly, to reflect on the nature and function of military social work within the SANDF, and to investigate the need to incorporate multi-cultural social work practice into the military setting; thirdly, to determine how the existing social work programmes in the SANDF are meeting the needs of the client system of diverse origin and culture; fourthly, to investigate the extent to which the social worker gives attention to the different cultural backgrounds of the client system; and fifthly, to explore the knowledge and practice skills needed by the social work practitioner to render multi-cultural social work services in the military setting. The study was confined to a purposive sample of 557 clients to assess their need for multi-cultural social work services. They were representative of the unique diversity in ethnic and cultural heritage, gender, and religious affiliations. The results were analysed qualitatively as well as quantitatively. Structured interviews were conducted with 16 key figures in social work management in order to assess how existing social work programmes have been designed and are managed to meet the requirements of multi-cultural social work. The results were also analysed qualitatively and quantitatively. Furthermore, group interviews with a randomly selected sample of 45 social work officers [production workersl, were conducted to determine their knowledge and perceptions of and attitudes towards multi-cultural social work and to investigate the extent to which they were attentive to the cultural backgrounds of clients when rendering social work services. These results were again analysed both qualitatively and quantitatively. The empirical study enabled the researcher to draw certain conclusions. From the client system's responses it was obvious that social workers should be aware of the client system's cultural, ethnic and/or religious background. Social work managers on the other hand must be skilled in the management of a multi-cultural social work personnel system. The processes used during strategic planning, which should always be preceded by an environmental study, would have an effect on service rendering within multi-cultural social work practice. Most social work programmes have been adapted to suit the needs of a diverse client system. The research results pointed out that the DSW's business plan should focus more on developmental issues like HIV/AIDS. The majority of the social work managers regarded their service rendering as being culturally competent. Although certain misconceptions were evident, social work practitioners do understand the meaning of a multi-cultural competent service rendering. Social work practitioners are not clear whether their cultural, ethnic and/or language background has an influence on their service rending. Concerning communication it was pointed out that communication in a person's mother tongue is most effective during social work intervention. Although all social work approaches are utilised by the practitioners, their overall theoretical knowledge and skills application of these approaches are questionable. In the light of these aspects confusion exists amongst the respondents as to whether social work programmes are meeting the needs of a multi-cultural client system. A number of recommendations flow from the findings and conclusions. The DSW's business plan should focus more on developmental social work aspects, and should continuously stress the importance of having a diverse knowledge and skills base of the most significant models and approaches. The social work delivery system requires more theoretical knowledge and skills in the management and implementation of a multi-culturally competent social work service, and should be skilled in how to convert social work programmes into culturally competent programmes. The workers should further be competent at addressing problems experienced within their own cultural/ethnic background, before engaging in any social work intervention with a diverse client system. Social workers should further be empowered regarding the role, function and implementation of social development strategies within the daily service rendering and thus be guided to work in a multi-cultural social work environment. In the broader sense, staff in each social work office and/or section should identify the stumbling blocks that communication has on their service delivery. Training programmes should be developed for preparing or ongoing education of the social service delivery system regarding cultural competence. Further research should be undertaken concerning factors such as: decreasing stress experienced by social workers towards a diverse client system; the effectiveness of social work programmes in reaching cultural competence; and lastly, the effect of social work management on culturally competent practice.
AFRIKAANSE OPSOMMING: Die praktyk van multi-kulturele maatskaplike werk vereis dat die maatskaplike werker oor spesifieke kennis en praktykvaardighede moet beskik ten einde 'n bevoegde diens aan die kultureel-diverse kliëntsisteem te lewer. Die Suid-Afrikaanse Nasionale Weermag (SANW) beskik tans oor geen definitiewe riglyne rakende multi-kulturele maatskaplikewerk-dienslewering nie. Gevolglik is maatskaplike werkers nie toegerus om 'n behoefte-gebaseerde, multi-kulturele diens aan die kultureel-diverse kliëntsisteme te lewer nie. Die doel van hierdie studie is om teoretiese en praktiese riglyne vir multi-kulturele maatskaplike werk in die SANW daar te stel. Daar is gepoog om die maatskaplikewerk-diensleweringsisteem bedag te maak op die variasies van kultuur wat by kliënte tydens maatskaplikewerk-dienslewering teenwoordig is. Die doelwitte van die studie is soos volg: eerstens, om die huidige profiel van die verbruikers van maatskaplikewerk-dienste in die SANW weer te gee; tweedens, om te fokus op die aard en funksie van militêre maatskaplike werk in die SANW, en die nut van multi-kulturele maatskaplike werk binne die militêre omgewing te ondersoek; derdens, om vas te stel of die huidige maatskaplikewerk-programme binne die SANW wel aan die behoeftes van 'n kultureel-diverse kliëntsisteem voldoen; vierdens, om die mate waarin die maatskaplike werker aandag skenk aan die kulturele agtergronde van kliëntsisteme te ondersoek; en laastens om vas te stel watter kennis en vaardighede maatskaplike werkers benodig ten einde 'n multi-kulturele maatskaplikewerk-diens binne die weermag opset daar te stel. Die studie het 'n doelbewuste steekproef van 557 kliënte ingesluit om die behoefte aan multi-kulturele maatskaplikewerk-dienste vas te stel. Hulle was verteenwoordigend van 'n verskeidenheid van etniese en kulturele agtergronde, geslag asook godsdienstige affiliasies. Die resultate is beide kwalitatief en kwantitatief ontleed. Daar is verder bepaal in hoe 'n mate hulle wel sensitief is vir kliënte se kulturele agtergronde tydens dienslewering. Hierdie resultate is ook kwalitatief en kwantitatief ontleed. Na aanleiding van die empiriese ondersoek is bepaalde gevolgtrekkiogs gemaak. Die kliëntsisteem het aangedui dat dit belangrik is vir maatskaplike werkers om bewus te wees van die kulturele, etniese en godsdienstige agtergronde van die kliënte. Maatskaplikewerk-bestuurders moet vaardig wees in die bestuur van 'n multi-kulturele maatskaplike werk personeel sisteem. Die proses wat tydens strategiese beplanning gebruik word, en voorafgegaan word deur 'n omgewingsontleding, sal wel 'n effek hê op dienslewering binne 'n multi-kulturele maatskaplike werk. Maatskaplikewerk-progamme is wel aangepas om aan die behoeftes van 'n kultureel-diverse kliëntsisteem te voldoen. Die navorsing het aangedui dat die Direktoraat Maatskaplikewerk-dienste se besigheidsplan meer op ontwikkelingsaspekte soos MIV/VIGS moet fokus. Die meerderheid maatskaplikewerk-bestuurders beskou hul dienslewering as kultureel aanvaarbaar. Ten spyte van sekere wanopvattings, verstaan maatskaplikewerk-praktisyns wel die betekenis van multi-kultureel bevoegde dienslewering. Onduidelikheid bestaan egter of hulle eie kulturele/etniese/taal agtergrond wel dienslewering kan beïnvloed. Met betrekking tot kommunikasie is aangedui dat maatskaplikewerk-intervensie meer effektief is indien dit in 'n persoon se moedertaal plaasvind. Alhoewel die meeste maatskaplikewerk-benaderings wel deur die praktisyns benut word, word hul teoretiese kennis en die toepassing daarvan, bevraagteken. In die lig van veral hiervan is die respondente in die war of die maatskaplikewerk-programme wel aan die behoeftes van die multi-kulturele kliënt sisteem voldoen. Aanbevelings na aanleiding van die bevindinge sluit in dat die besigheidsplan van die Direktoraat Maatskaplikewerk-dienste meer moet fokus op ontwikkelingsaspekte en die noodsaaklikheid moet aandui dat 'n verskeidenheid kennis- en vaardigheidsbasisse nodig is van toepaslike modelle en benaderings in die praktyk. Die maatskaplikewerk-diensleweringsisteem benodig meer teoretiese kennis en vaardighede in die bestuur en implementering van In multi-kulturele bevoegde maatskaplikewerk-diens, asook die vaardigheid om maatskaplikewerk-programme in kultureel aanvaarbare programme om te skakel. Hulle moet verder ook oor die vaardigheid beskik om probleme binne hul eie kulturele/etniese agtergrond effektief te hanteer, alvorens enige maatskaplikewerk-intervensie met In kultureel-diverse kliëntsisteem kan plaasvind. Maatskaplike werkers moet ook bemagtig wees met betrekking tot die rol, funksie en implementering van maatskaplike ontwikkelingsstrategieë binne die konteks van daaglikse dienslewering en dus gehelp word om binne die multi-kulturele maatskaplikewerk-omgewing te werk. Verder moet personeel in elke maatskaplikewerk-kantoor en/of -afdeling kommunikasie stuikelblokke identifiseer wat dienslewering negatief kan beïnvloed. Opleidingsprogramme moet ontwikkel word vir die voorbereiding en voordurende onderrig van die maatskaplikewerk-diensleweringsisteem rakende kulturele bevoegdheid. Voorts moet navorsing onderneem word oor die verligting van spanning by maatskaplike werkers teenoor In kultureel-diverse kliëntsisteem; die effektiwiteit van maatskaplikewerk-programme om kulturele bevoegdheid te bereik; en die effek van maatskaplikewerk-bestuur op In kutureelbevoegde-praktyk.
