AbstractOver the previous decades, twinning rates worldwide have increased remarkably. This study aimed to describe changes in multiple birth rates and related demographic characteristics, such as maternal age and the level of education of parents in South Korea from 1981 to 2019. This study analyzed birth data obtained from the Korean Statistical Information Service. From 1981 to 2019, the total twinning rate increased from 5 to 22.5 pairs per 1000 births. This rapid increase was due to an increase in dizygotic twin births, which mainly occurred in mothers aged between 30 and 39 years. The average maternal age of multiples increased from 26.06 years in 1981 to 33.98 years in 2019, suggesting that a delay in childbearing contributed to the increase in the twinning rate. The percentage of mothers of multiples who completed a college or higher degree (CHD) increased by 1000% from 1981 to 2019, indicating that a sharp increase in the level of education of females in part explains the delay in childbearing. The percentages of individuals who completed a CHD were higher among parents of multiples than among those of singletons in recent years when public funding arrangements for fertility treatments were available. This result suggested that completion of higher education may be associated with increased use of assisted reproductive technology (ART) independent of the financial status of couples. Taken together, the analysis suggested that increased maternal age, ART and the increased number of females who completed CHD may be responsible for the remarkable increase in the rates of multiple births in South Korea in the last four decades.

Abstract:
In 2018, the South Korean government began promoting a “livelihood-improving” social overhead capital policy based on the concepts of an inclusive city, smart shrinkage, and the balanced development of metropolitan and provincial cities. Based on a review of the extant literature and relevant policies from South Korea, this study explores this policy’s implementation and makes some suggestions for its sustainability. This study compares the current state of South Korea’s urban facilities’ and the balance of their supply between metropolitan and provincial cities. To discern which type of facility central and local governments should prioritize, this study conducts a stepwise regression analysis and identifies which preexisting facilities influence the facility type proposed by the current policy. Results show that South Korea’s living infrastructure is well distributed among metropolitan and provincial cities. However, urban planning shows little consideration for minimizing the distance between facilities and residential zones. In terms of facility types, the supply of education and local community facilities was adequate throughout the country, while culture and art facilities were inadequate. In metropolitan cities, the supply of sports and leisure facilities was insufficient.

Public diplomacy is currently the most frequent diplomacy by many countries in the world. South Korea is one country that uses Public Diplomacy to achieve its interests. Public diplomacy conducted by South Korea is not only happening through the field of cultural art alone, public diplomacy is also done by South Korea in the field of education. Through the education sector of Korea International Cooperation Agency (KOICA), South Korea is helping developing countries to advance education in their country. The purpose of this study is to explain South Korea's public diplomacy in Indonesia through the Korea International Cooperation Agency (KOICA) education sector. This topic, analyzed with the concept of Public Diplomacy, Soft Power and Constructivist theory. This research uses qualitative approach through data analysis technique. Researchers used literature searches related to the topics that researchers covered. An important conclusion is that the education sector has an objective strategy in its efforts to help improve education in Indonesia, namely Quality Primary Education, Training Technical Resources and Development of Human Resource through Higher Education. Projects implemented in Indonesia conform to the main objectives of KOICA's education sector, to provide quality basic education, training of technical resources and other resources through higher education, and to facilitate educational opportunities and improve the quality of education, education policies and systems From partner countries.

The purpose of this study is to explore the South Korean art education system in the context of history, culture and politics. This thesis provides further explanation on how history has impacted the South Korean art education system and affects current curriculum, theories and practices. Four highly qualified educators and professors from South Korea were interviewed to collect date relating to current practices in South Korean art education. The study focuses on Korean history, which affected the education policies, social perspective, art education theories and curriculum. This study also highlights the relationship of western art education theories and the traditional Korean theories. Understanding culture through history and policies can provide in-depth perspective on why and how South Korean art education has evolved to what it is today. This information may assist art teachers as they modify lessons to fit the needs of students who are immigrating from South Korea.

Abstract:
This thesis addresses the process of meaning production through personal experiences and collective memory. It undertakes a phenomenological, historical and hermeneutic investigation of South Korean art educators’ perceptions of the purpose and meaning of teaching art formed in this specific socio-cultural context. The research uses a qualitative case study technique for collecting and analysing research data. The thesis describes the author’s experiences relating to the forming of her pedagogical identity as an art teacher exposed to Western cultural influences on Korean art education and these experiences lead to research questions which attempt to explore issues of culture and pedagogised identities in art education in South Korea. The thesis reviews a brief history of Korean art education before and after Western influences in order to investigate how selected art educators view the purpose of art education and how they position themselves as art educators. The research data consists of a series of interview transcriptions obtained through semi-structured interviews with five South Korean art educators working at different levels of art education from 1950s to the present: secondary school teacher, university professor, government administrator, policy maker and researcher. The analysis of the interview narratives is conducted by employing three different hermeneutic lenses—conservative, moderate and critical hermeneutics. Each of these lenses helps to reveal contrasting attitudes to art education which are named as cultural reproduction (conservative), cultural conversation (moderate) and critical engagement (critical). Though these theoretical lenses help to shed light on the interweaving histories of tradition and practice the interview data illustrates a complex combination of reproduction, conversation and critical reflection. The central notion of tradition illustrates the complexity of issues relating to cultural identity, pedagogy and desire. What is thought of as ‘traditional’ painting or drawing in the sense of enduring form and value is shown in fact to be composed of a series of different and subtle variations of practice. The outcomes of the research provides a direction for critical engagement with art teaching and learning indicating a sense of how particular identities are constantly positioned and re-positioned within the ideological frameworks that structure understanding of teaching and learning. The key findings provide significant implications for designing curriculum policy and practice for art education in a contemporary where futures are more transient and uncertain.

Children with special needs often have a tendency to be externally oriented because of their accumulated failure experiences. Accordingly, when children enjoy successful experiences through art making, they may be more likely to feel a sense of control and employ their own abilities The purpose of this study was to identify differences in the impact of two-dimensional (2D) versus three-dimensional (3D) art materials on LOC in South Korean elementary school children with special needs. This study compares the effects of 2D and 3D clay-based art materials in art therapy on LOC in special needs children in group art therapy in South Korea.

This mixed methods study employed a quantitative pre and post-test control group design with a qualitative component. 15 Children with special needs in a South Korean elementary school were divided into three groups using: (1) 2D art media only, (2) only 3D clay-based art media only, and (3) no artistic intervention. The two treatment groups underwent 10 sessions of art therapy. The age of the15 participants ranged from 7-12 years. The Stanford Preschool Internal-External Scale (Mischel, Zeiss, and Zeiss, 1974) was utilized for both the pre- and posttests. For qualitative data, observation, teacher interview, and art pieces were used. One-way ANOVA, Shapiro-Wilk Statistic, post hoc test (Student-Newman-Keuls, Duncan, and Keuky HSD test), paired samples test, and Wilcoxon singed rank test were used for quantitative analysis. Result of quantitative and qualitative data indicate that 2D group and 3D group both showed increased internal LOC score, however, 3D group showed more significant change when analyzed the data using Post-hoc test (SNK and Duncan). The result supported the use of clay-based 3D art media aimed special needs children group art therapy programs.

Abstract:

Today's societies are becoming ever more culturally diverse. A traditionally mono-cultural society, South Korea is in the midst of remarkably rapid changes that have made cultural diversity a widely discussed topic in education and many other fields. Though art educators in South Korea have adopted some of the longstanding multicultural approaches developed by other countries, cultural diversity issues in South Korean society must be examined in the context of the country's unique history and cultural values. Based on the assumption that art reflects life, this study used a pragmatically grounded contextual art criticism model to examine art dealing with cultural diversity by three South Korean contemporary artists whose work may function as a barometer of our social and cultural climate. For the data collection, the researcher takes a role as the critic and three artworks from each of the selected three artists were chosen as research objects. The works of the three participating artists were carefully and critically analyzed in their authentic context including document examination and personal interview.

The critical analysis revealed several themes related to increased cultural diversity in South Korean society today: the influence of media on cultural understanding, a self-centered view of culture, less access to authentic traditional culture, missing the uniqueness and originality of local culture, generalization and prejudice vs. individuality, and multicultural groups in South Korean society. Though the role and the direction of the gaze may differ for each of the artists studied, all share the conviction that art can change society. Because art education is a means to this end, implications for art education are included for those who wish to meaningfully incorporate cultural diversity issues in South Korea classrooms. The findings of the study and their analysis point to the ways art can function as a mirror and window on today's culturally diverse societies in South Korea and many other places in the world.

North Koreans have entered South Korea seeking new lives due to political reasons, severe food shortage, family reunions or economic difficulty since 1953. Hereto, more than 31,000 North Korean refugees have settled in South Korea and the influx has increased steadily despite all adversities in desperate journeys. They are often expected to undergo a successful and smooth transition due to their shared traits, such as language, culture, and ethnicity. However, they have encountered confusions and struggles to integrate into the South. This new social issue caused the government to create policy and programs to support their fruitful integration and simultaneously provide positive interaction opportunities between North and South Korean people in the future, especially when unification finally occurs. This research focuses on attempts of South Korea toward promoting North Korean refugees’ social integration. I raised one main research question and two sub-questions. The main question is ‘How does the South Korean government attempt to integrate North Korean refugees into the society?’ Two sub-questions are ‘What are the policy features of the South Korean government to accommodate the North Korean refugees?’ and ‘What is the legal framework that secures the integration of North Korean refugees?’ I analyzed a government document ‘Manual for the resettlement Support for North Korean Refugees (2016)’ by thematic analysis. A thematic analysis (Braun and Clarke, 2006) allowed me to recognize themes based on time frame, support contents, and underpinning system. I relied on two theoretical frameworks, Social Integration Indicators of Ager and Strang (2008) to examine policy document and general national identity theories (Verdugo and Milne, 2016) to interpret intentions and goals of the South Korean integration policy for North Korean refugees. The discussion demonstrates that how the policy document considers North Korean refugees as important resources for future unification, arranging policy implementation through public-private collaborations and a comprehensive data management system of the South. Relating policies and laws have been continuously revised for proper functions and people’s needs.

Abstract:
This study investigates national primary schools in South Korea, specifically, focusing on identifying and describing the characteristics of the micro pedagogical content of the classroom, and various socio-cultural and historical influences on classroom pedagogy. A mixed method exploratory approach was used. Eight focus group interviews were conducted with teachers and students to explore the field. Using a grounded theory methodology, the analysed results were then used to inform the quantitative survey design. As a result, 294 teacher questionnaires and 302 student questionnaire were collected from nine schools in Seoul. To check for consistency from earlier data collections, eight lesson observations and follow-up interviews from four schools were conducted. In addition, documentation and photographs were collected as supplementary materials. This study has illustrated the effects of the past on the present. Specifically, demonstrated that the learning environment at the micro classroom level was informed by the historical and socio-cultural influences of the community and beyond. Especially post-war reconstruction, Confucianism, chemyeon and the structure of the honorific language have been shown to be informative and predictive of student and teacher behaviour.

Abstract:
Education plays a big role in the economic development of the country. No country can achieve sustainable economic development without educated human capital. Education helps people to understand themselves and world. It improves the quality of their lives and leads to broad social benefits to individuals and society. Education is a very important in raising productivity of people and promotes technological development. The main purpose of this paper is to identify the role of education in the economic development by comparing South Korea and Kyrgyzstan which are represents developed and developing countries of the world. South Korea, for example, is a highly industrialized and developed country which educational system is in the list of the best 10 systems in the world. In opposite, Kyrgyzstan is an agricultural country which economy is dominated by minerals extraction, agriculture, and reliance on remittances from citizens working abroad. As a result of the research it can be concluded that education is a compulsory and one of the major tools for development of one country. A developing country with a small economy such as Kyrgyzstan should take an example from South Korea and allocate much money from the national budget for the education. So, it is important for Kyrgyzstan to implement educational policy of developed countries within the framework of national policy.

As the global economy and workforce are constantly being diversified with a greater emphasis on technology, 21st Century citizens are required to acquire basic digital literacy competencies. In this brief, we examine the concept of literacy and digital literacy. Then, we review the latest digital literacy studies in the United Nations Educational, Scientific and Cultural Organization (UNESCO), the European Commission, the United Kingdom, and the United States. Lastly, we provide suggestions by comparing digital literacy studies, including ICT studies, in South Korea with international literacy assessment metrics. This brief aims to contribute to developing digital literacy measurements applicable to ICT in education internationally and mitigate the digital divide.
