SummaryThe southern question has been posed at the key moments in the history of the Italian state. Today we face a moment of comparable importance which urges that the southern question be re-thought. It is not an unchanging question, yet it concerns issues fundamental to the state and has been treated by the country's greatest intellectuals as a national issue. The meridionalisti have been Italy's critical conscience yet, at the same time, stereotypes of a uniformly backward South have taken hold. The post-war intervention in the Mezzogiorno should not be seen through such stereotypes as a wholly negative experience. Its successes and failures fit into an Italian pattern of state-led modernization and it cannot be understood in isolation from the Italian state's weaknesses. Today, a new pact between the weakest and strongest sectors is essential. The South's economic and political leadership will be a central object of study if intellectuals are to help inform new policy.

À la suite d’une recherche préliminaire vouée à l’identification des principaux journaux qui, après l’unification de l’Italie, ont ouvert leurs colonnes aux écrivains de nouvelles, la thèse porte sur le cas de la Rassegna Settimanale. Cet hebdomadaire, fondé en janvier 1878 à Florence par Leopoldo Franchetti et par Sidney Sonnino, marque un tournant dans l’histoire de la prose narrative nationale et notamment dans l’histoire de la nouvelle. Dans la première partie de la thèse on analyse en profondeur le contexte socioculturel du Risorgimento pour mieux faire ressortir le dépassement de certaines questions artistiques connexes à une conception idéaliste et oligarchique de la société, où les besoins des masses populaires restent sans réponse. La réflexion stimulée par Franchetti et Sonnino pénètre au cœur du débat sur les relations entre le pouvoir et la paysannerie, entre le Nord et le Sud, en culminant dans la proposition d’un nouveau rôle pour l’État dans la vie économique du Pays. Ce nouveau regard sur les masses et sur la pauvreté devient le point d’appui pour l’essor du vérisme et de la nouvelle. Cette dernière est caractérisée comme un genre typique de la modernité (short story) qui entend se rapprocher du peuple en s’enrichissant de la perspective idéologique suggérée par les directeurs, et en s’adaptant aux contraintes formelles fixées par la revue. La dernière partie de la thèse consiste à relire, à la lumière des conditions fondamentales créées par les directeurs de la Rassegna Settimanale, les nouvelles publiées par les écrivains les plus renommés de la revue, tels que Giovanni Verga, Mario Pratesi, Renato Fucini, Matilde Serao et Emilio De Marchi<br>This research was originally based on the objective to individuate the newspapers and the periodicals that, in the early post-unity era, hosted the novellas of the most important writers of the time. However, even if we took into account some interesting publishing examples and the evolution of press in the 19th century, we decided to focus on the case of “Rassegna Settimanale”, since we believe that this hebdomadal, founded by Leopoldo Franchetti and Sidney Sonnino in 1878 in Florence, played an essential role in the evolution of modern novella. Therefore, in order to give the reader the opportunity to gather the innovations produced by the Florentine periodical, the first chapter illustrates the historical, political and socio-cultural context of the journal. While during Risorgimento the idealistic and oligarchic concept of society was prevailing, starting from the ‘70s Franchetti and Sonnino’s thought introduced new subjects into the debate about the relationship between elites and farming masses, between the North and the South. In their thought there is a new idea of State, seen as a super partes welfarist authority, called to intervene in the economic life of the Country to fight mistreatments and social disequilibrium. The new perspective about masses and poverty is the foothold for the rise of verism and novella, which becomes the typical genre of modernity when novelists dismiss omniscient narration and opt for a type of narrator supporting a less stylized idea of the working class. That is, novella turns into short story when it assumes the ideological perspective suggested by the directors of “Rassegna Settimanale”. Taking into consideration the theories of novella composition advocated by Edgar Allan Poe, the contraintes established by the journal (especially standard length and organic connection with the social themes dear to the two directors) turn out to be essential to the future acknowledgment of the genre. For these reasons, the last part of this research consists of a reinterpretation of novellas of the journal’s most renowned writers, such as Giovanni Verga, Mario Pratesi, Matilde Serao, Renato Fucini, Emilio De Marchi, in light of the new publishing conditions fostered by Sonnino and Franchetti<br>Il presente lavoro muove da una ricerca preliminare volta all’individuazione dei quotidiani e dei periodici che nei primi decenni postunitari hanno ospitato sulle proprie colonne le novelle dei più importanti scrittori dell’epoca. Tuttavia, sebbene si tenga conto di alcune interessanti proposte editoriali (con un focus sulle seguenti aree geografiche: Milano, Torino, Firenze, Roma) e, in linea generale, dell’evoluzione conosciuta dal mondo della stampa nel XIX secolo, si è deciso di affrontare il caso specifico della “Rassegna Settimanale” perché si è convinti che a questo particolare ebdomadario, fondato nel 1878 a Firenze da Leopoldo Franchetti e Sidney Sonnino, sia legato un momento di svolta del giornalismo nonché della narrativa nazionale e, soprattutto, lo sviluppo della novella moderna. Così, affinché il lettore possa cogliere nella loro entità le rivoluzionarie novità apportate dalla rivista fiorentina, nel primo capitolo della tesi si è illustrato il contesto storico, politico e socioculturale nel quale il periodico va ad inserirsi. Se durante il Risorgimento predomina una concezione idealista e oligarchica della società e i bisogni del popolo restano essenzialmente inascoltati, a partire dai primi anni ’70 la riflessione stimolata da Franchetti e Sonnino introduce nuovi argomenti nel dibattito riguardante le relazioni tra potere e masse contadine, tra Nord e Sud. Nel loro pensiero politico trova posto una nuova idea di Stato, definibile a tutti gli effetti assistenzialista, dal momento che, in quanto ente super partes, è chiamato ad intervenire nella vita economica del Paese per far fronte a fenomeni di sfruttamento e al disequilibrio sociale. Il nuovo sguardo sulle masse e sulla povertà diventa il punto d’appoggio per l’ascesa del verismo e della novella: quest’ultima comincia a delinearsi come genere tipico della modernità quando gli scrittori adottano, nella finzione narrativa, non più la prospettiva di un narratore onnisciente bensì la voce di un narratore che si fa portavoce di una concezione diversa del mondo popolare, meno stilizzato; la novella, cioè, diventa short story quando si impreziosisce della prospettiva ideologica suggerita dai direttori della “Rassegna Settimanale”. Dal punto di vista formale, con uno sguardo rivolto alle teorie sulla composizione della novella avanzate da Edgar Allan Poe, le contraintes fissate dalla rivista – due su tutte: la lunghezza standard e il rapporto organico con le tematiche sociali care ai due direttori – si rivelano necessarie per la futura canonizzazione del genere. L’ultima parte del presente lavoro, pertanto, verte su una rilettura delle novelle pubblicate dagli scrittori più rinomati della rivista, quali Giovanni Verga, Mario Pratesi, Matilde Serao, Renato Fucini, Emilio De Marchi, alla luce delle condizioni editoriali favorite da Sonnino e Franchetti

This thesis concentrates on a local union of the International Association of Machinists (IAM), District Lodge 776, of Fort Worth, Texas, during the war years. The main argument of the thesis runs along three basic lines. First, it demonstrates that the experiences of the Fort Worth Machinists clearly fit into the national labor movement during the war years. Second, it argues that the existence, survival, and strength of the union depended greatly on outside forcesan expanding national economy, a powerful national union, and a generally labor-friendly government. Third, it shows that union officers and rank-and-file members used their bases of strengththe national economy, the national IAM, and the federal governmentto build an effective local labor organization.

Le début de la décennie 1990 est marqué par un engouement des Etats africains pour l'intégration régionale. En effet, tandis que des organisations régionales d'intégration économique qui végétaient ont été réactivées, d'autres ont été mises en place en vue de construire des marchés communs. Ce foisonnement des organisations régionales d'intégration économique est caractérisé par la définition d'objectifs ambitieux et la mise en place de dispositifs institutionnels novateurs pour atteindre lesdits objectifs. L'une des manifestations du renouveau de l'intégration régionale en Afrique est la mise en place de juridictions communautaires, chargées d'assurer l'interprétation et l'application uniformes du droit produit par les organisations d'intégration économique. On constate ainsi une juridictionnalisation des organisations régionales d'intégration économique africaines qui se traduit par l'insertion quasi-systématique d'organes juridictionnels au sein desdites organisations. En pénétrant dans le prétoire des juges, on constate que les juridictions communautaires africaines fonctionnent effectivement et rendent des décisions et avis. Ainsi, en menant une analyse systémique et comparée des décisions et avis rendus, on peut faire une summa divisio en distinguant les juridictions qui ont rendu des décisions relatives à la protection des droits de l'homme, de celles dont les décisions concernant davantage des questions institutionnelles et, dans une certaine mesure, la protection des quatre libertés communautaires. En soumettant les juridictions communautaires africaines au test de l'efficacité, l'analyse a permis de démontrer qu'elles contribuent à l'ancrage du droit communautaire dans les organisations régionales d'intégration économique africaines, même si de nombreuses hypothèques grèvent encore leur fonctionnement et leur effectivité.

Oggetto di questo lavoro di ricerca è l’interrogazione delle modalità attraverso cui il Meridione è stato rappresentato nella stampa illustrata italiana del secondo dopoguerra. La rappresentazione visiva del Sud d’Italia, così come è stata editata nelle pagine delle riviste prese in esame, è stata analizzata a partire dal suo essere esito del lavoro di produzione di un vero e proprio dispositivo concettuale, nel senso foucaultiano e deleuziano, formato dall’insieme di pratiche discorsive – letteratura, scienza, economia, ecc. – che hanno prodotto un insieme di conoscenze sul Mezzogiorno. Il dispositivo viene analizzato in alcuni momenti storici critici della società italiana: il Risorgimento, in cui il Meridione diventa questione, il Fascismo, in cui il Sud d’Italia viene inglobato nelle retoriche di omologazione del regime, fino a giungere al secondo dopoguerra, oggetto principale di questa ricerca, momento storico di transizione e profondo cambiamento. L’analisi si concentra sull’analisi di alcuni corpus fotografici in grado di tener conto della “differenza di sguardi” che visivamente costruito il Meridione: "Italia" è la rivista voluta dalla presidenza del consiglio dei ministri; "Epoca" è una rivista popolare filogovernativa, "Cinema Nuovo" è un mensile di ideologia marxista.<br>This research examines how Southern Italy has been represented in the Italian press in the decades following the Second World War. The visual representation of Southern Italy has been analyzed as the outcome of a dispositif at work, in a Foucauldian and Deleuzian sense; the dispositif [apparatus] is formed by the various discourses - literature, science, economics - that have produced a wealth of knowledge on the Southern. Most often, this dispositif is analyzed during some critical moment in Italian history: the Risorgimento, when the South became a “question” ("questione meridionale"); the Fascist period, when Southern Italy was incorporated into the rhetoric of homologation of regime propaganda; or the post-war period, a moment of transition and deep change, upon which this research focuses. This project analyzes a photographic corpus from three sources reflecting the "difference of looks" that "visually" built the South: Italia, a government-produced magazine; Epoca, a popular weekly; and Cinema Nuovo, a monthly film magazine offering Marxist perspectives.

碩士<br>國立新竹教育大學<br>臺灣語言與語文教育研究所<br>100<br>本論文主要研究新竹地區閩南語中性問句的變異現象,以及與王本瑛、連金發(1995)和周彥妤(2011)兩份文獻的比較。問卷設計部分,以Yue-Hashimoto,Ann. 1993.Comparative Chinese Dialectal Grammar:Handbook for investigators裡的「中性問句(Neutral question)」為問卷主軸,在新竹地區調查六十六名發音人。 新竹閩南語中性問句對應句型為五大類:VP-無/bue、VP-a-si-neg-VP、VP-m(bo)-VP、Kam-VP、以及嗎問句;其中新竹閩南語中性問句各年齡層以VP-無/bue為主要對應句型,次要對應句型為VP-m(bo)-VP以及Kam-VP。VP-m(bo)-VP句型在中老年齡層使用率最高,Kam-VP句型在青少與青壯年齡層使用率最高,VP-a-si-neg-VP與嗎問句在各年齡層均少用,Kam-VP與嗎問句在青少與青壯年使用率最高,顯示此二層的發音人,把非中性語意的標誌混用在中性問句裡,並把國語的「嗎」問句帶入閩南語中使用。 VP-m(bo)-VP句型裡的對應有以下三種形式:Aux-V-neg-V、V-neg-V、(Aux)-V-a-neg-V,本文主張把(Aux)-V-a-neg-V歸為VP-a-si-neg-VP,這樣VP-a-si-neg-VP句型在中老年齡層的使用率高於其他三個年齡層,顯示中老年齡層在此句型有一定的競爭力之外,也顯示中老年齡層在中性問句的選擇上較多元。 與文獻的比較上,王本瑛、連金發(1995)與本文的研究,經過十五年的時間,趨勢上並無太大的改變,但由VP-m(bo)-VP句型可以看出,年輕層受國語的影響更加劇烈,而中老年層則是閩南語內部出現變化;與周彥妤(2011)文獻的比較,台南地區以kam-VP為中性問句最主要的對應句型,與新竹相差甚大,顯示台南地區kam-VP由非中性語意轉為中性語意之使用。

Abstract:
Numerical results of a computer simulation using the RESHEAT code are made with experimental data obtained from side by side testing of a Radiant Barrier (RB) technology on a set of residential houses in the Southern MidWest. The code is a dynamic one dimensional heat transfer model which incorporates all the effects of heat through attics and building structures. The code also models the effect of radiant heat gain in supply air ducts placed in the attic. The code solves for temperature histories of over 90 nodal points around the structure and uses the hourly weather information already available in the open literature as its input. It was found that in a majority of cases where the experimental data was deemed reasonably accurate and without problem the code predicted the temperature profiles in the different attic layers reasonably well. In some of the experimental data, obtained by others, the validity of the data was somewhat in question.

Neolepenism is a new type of energy efficient architecture that could respond to the challenges of sustainable development, primarily as a passive means of protection in the fight against the effects of global warming and climate change. The author improved and optimized the positive experiences of the architecture of Lepenski Vir (Serbia) and made a model of a small family house of neolepenism with a flat roof, which he presented at the 50th International Congress and Exhibition on HVAC in Belgrade in 2019. During the presentation of the model, in the discussion at the exhibition, the question was asked: "Can this architecture be applied in climatic conditions with frequent occurrence of morning fog?" Using the meteorological databases of the Meteonorm program and the typical meteorological years for Ljubljana (Slovenia), as well as the previously developed program in Excel that was used in calculations for this architecture of neolepenism, the author presents the results for Ljubljana, a city located in the valley and where morning fogs are common. In meteorological data, the appearance of frequent morning fog is manifested through a reduced intensity of direct solar radiation in the morning. The paper presents conclusions concerning the optimal orientation of neolepenism buildings for this type of climate depending on the energy class of the building.The obtained results at the level of the whole year indicate that for the needs of heating, the eastern orientation is slightly better than the southern one for the buildings of energy class B, while for the less isolated buildings, the southern orientation has a slight advantage. For the area of ​​Ljubljana, the orientation of the neolepenism building does not play a significant role for heating needs, but still the author believes that the originally assumed eastern orientation should be kept as optimal, due to the need for cooling during the summer season. However, in addition to good thermal insulation, the compactness of the form of neolepenism architecture also plays a crucial role in saving energy and achieving thermal comfort.

Abstract:
This article presents the results of analysis of the influence of selected economic, legal and environmental factors on the level of transaction prices of unbuilt land properties, in two randomly selected districts of the southern Poland. The results of the research allowed extraction of a group of factors influencing the spatial distribution of the average prices of the surveyed properties. They gave also the answer to the question about the extent to which the unit prices are confirmed by the state of properties management in the region. An analysis of the existing state in the selected region based on the analysis of the local market was performed. Furthermore, the conformity of local plans for the studied areas was examined, as well as an analysis of spatio-temporal distribution of transaction prices of real estate was performed. The research has shown that the level of transaction prices on the local real estate markets is related to the real estate management of the surveyed areas. The state of the economy is affected by many factors, most important of which seems to be the location in relation to urban areas and the condition of the access roads. The undertaken tests correspond with the directions of the world research.

Resilience has become a priority for the EU in its 2015 European Neighborhood Policy review (ENP), It refers to building state and societal resilience of the Union as a whole, its members and the EU׳s neighbors including Jordan, a strategic southern partner of the EU. In this regard, the EU Building resilience in Jordan in response for crises as the Syrian refugee crisis seems workable but the EU needs to foster it. Thus, this paper’s question is How can the EU foster resilience after it has become a priority in its 2015 (ENP) review in case of Jordan? While many scholars like David Chandler argues that the EU could foster resilience in its neighboring countries by making it a local self-governing project and not an external imposed project where the EU has the mission of monitoring and assessment, in this paper, based on document analysis from official websites for the EU and Jordan including their official bilateral and multilateral agreements and textual analysis of the current literature on building resilience I argue that fostering resilience requires both presenting resilience as a self-governing project with a greater engagement of the Jordanian government, local community and its civil society, at the same time , it needs a better mechanism for the EU in monitoring and assessment, and more importantly helping Jordan to establish the best institutional design that could foster state and societal resilience in Jordan.

A non-stationary climate imposes considerable challenges regarding potential public health concerns. The El Niño Southern Oscillation (ENSO) cycle, which occurs every 2 to 7 years, correlates positively with occurrences of the waterborne disease cholera. The warm sea surface temperatures and extreme weather associated with ENSO create optimal conditions for breeding the Vibrio cholerae pathogen and for human exposure to the pathogenic waters. This work explored the impacts of ENSO on cholera occurrence rates over the past 50 years by examining annual rates of suspected cholera cases per country in relation to ENSO Index values. This study provides a relationship indicating when hydrologic conditions are optimal for cholera growth, and presents a statistical approach to answer three questions: Are cholera outbreaks more likely to occur in an El Niño year? What other factors impact cholera outbreaks? How will the future climate impact cholera incidence rates as it relates to conditions found in ENSO? Cholera outbreaks from the 1960s to the present are examined focusing on regions of Central and South America, and southern Asia. By examining the predictive relationship between climate variability and cholera, we can draw conclusions about future vulnerability to cholera and other waterborne pathogenic diseases.

Governance is a difficult task in the context of achieving landscape multifunctionality owing to the multiplicity of stakeholders, institutions, scale and ecosystem services: the ‘many-multiple’ (Cockburn et al 2018). Governing and managing the physical landscape and the actors in the landscape requires intensive knowledge and good planning systems. Land-use planning is a powerful instrument in landscape governance because it directly guides how actors will intervene in the physical landscape (land use) to gain commonly desired value. It is essential for sustaining rural landscapes and improving the livelihoods of rural communities (Bourgoin and Castella 2011, Bourgoin et al 2012, Rydin 1998), ensuring landscape multifunctionality (Nelson et al 2009, Reyers et al 2012) and enhancing efficiency in carbon sequestration, in particular (Bourgoin et al 2013, Cathcart et al 2007). It is also considered critical to the successful implementation of land-based climate mitigation, such as under Nationally Determined Contributions (NDCs), because the Land Use, Land-Use Change and Forestry (LULUCF) sector is included in the mitigation contributions of nearly 90 percent of countries in Sub-Saharan and Southern Asia countries and in the Latin American and Caribbean regions (FAO 2016). Viet Nam has been implementing its NDC, which includes forestry and land-based mitigation options under the LULUCF sector. The contribution of the sector to committed national emission reduction is significant and cost-effective compared with other sectors. In addition to achieving emission reduction targets, implementation of forestry and land-based mitigation options has the highest benefits for social-economic development and achieving the Sustainable Development Goals (MONRE 2020). Challenges, however, lie in the way national priorities and targets are translated into sub-national delivery plans and the way sub-national actors are brought together in orchestration (Hsu et al 2019) in a context where the legal framework for climate-change mitigation is elaborated at national rather than sub-national levels and coordination between government bodies and among stakeholders is generally ineffective (UNDP 2018). In many developing countries, conventional ‘top–down’, centralized land-use planning approaches have been widely practised, with very little success, a result of a lack of flexibility in adapting local peculiarities (Amler et al 1999, Ducourtieux et al 2005, Kauzeni et al 1993). In forest–agriculture mosaic landscapes, the fundamental question is how land-use planning can best conserve forest and agricultural land, both as sources of economic income and environmental services (O’Farrell and Anderson 2010). This paper provides guidance on monitoring integrated tree-based landscape management at commune level, based on the current legal framework related to natural resource management (land and forest) and the requirements of national green-growth development and assessment of land uses in two communes in Dien Bien and Son La provinces. The concept of integrated tree based landscape management in Viet Nam is still new and should be further developed for wider application across levels.
