Abstract:
The expert and scientific communities are actively discussing the draft of the new (updated) strategy for spatial development of the Russian Federation. In order for this discussion to be fruitful, it is important to assess the capabilities of the existing and tested in Russian conditions spatial development tools and mechanisms of infrastructure support for regions. It is important to assess the results of their functioning in terms of the goals facing spatial development as a whole. The article provides a description of the main spatial development tools that provide infrastructure support for the socio-economic development of regions: state programs (primarily individual programs for the socio-economic development of regions), preferential regimes (special economic zones, territories of advanced socio-economic development, the Free Port of Vladivostok, the Special Administrative Region, the Arctic Zone of the Russian Federation), as well as a set of mechanisms included in the Infrastructure Menu project (infrastructure budget loans, special treasury loans, DOM.RF infrastructure bonds). The results of the mechanisms used and the dynamics of their distribution in Russia are considered using the example of the implementation of individual programs and projects.

Abstract:
Each region has the potential to grow and develop according to their respective conditions. The difference in these conditions results in inequality in the speed of growth and development in each region, this condition is known as disparity. The gap will be a problem if there is a gap that is too large and is caused by the wrong development system, so that it can be a cause of unrest, dissatisfaction and even a separatist movement that wants to separate itself from the Unitary State of the Republic of Indonesia. The basic problem in regional development in the Metropolitan Area, especially Malang Raya is the gap between regions where development is monocentric, centered on Malang City. Responding to such conditions, it is necessary to formulate a regional disparity system in Malang Raya, to find out the extent to which development and regional growth are concentrated in Malang Raya. In addition, it is hoped that through the formulation of the regional disparity system, it can be a reference so that the direction can minimize regional disparities in Malang Raya.

Abstract:
One of the acute problems of the modern development of Russia is the uneven development of territorial entities. The proposed study examines the existing problems in spatial development that do not meet the national interests of the country. The purpose of the study is to focus the attention of public authorities at the federal, regional and local levels on the existence of imbalances in the economic, social, and cultural development of territories and regions that do not protect the national and economic interests of Russia. It is noted that the existing spatial development strategy does not ensure the sustainable development of regions and a direct link between space and economic security has been identified. New approaches are proposed in the spatial development of the country in order to ensure economic security. The results of the study can be used by public authorities in strategic planning.

Abstract:
The world tendencies of spatial development, namely the availability of limited resources (primarily water) and the growth of the world’s food needs focus on the resource specialization of the region. On this basis, the purpose of the article is to study the impact of the water-capacious economy on the economic development of the country and its regions. The study used the traditional and special methods, including: historical and logical method – to analyze the functioning of regional socio-economic systems under limited water resources; and system analysis methods – to evaluate the impact of the water-capacious economy on the economic development of the country and its regions. The research results have important implications for the management of the territories. The authors show that the production specialization of the regions of Ukraine on the export/import of water-capacious products is not determined by their water supply. They also suggest that stimulating the region’s water-efficient activity should lead to a minimization of the water capacity of gross regional product and the reproduction of water capital, taking into account the water security of the regions. The authors also show that the water resources of the country and its regions and the natural water potential of the territories in the current situation become significant restriction to the economic development of territories, which allows to state the need to change the approaches to the regulation of regional development based on limited water resources.

Abstract:
Economics is treated effectively by standard economics. In spatial economics, the interaction between Agglomeration Forces, which attract economic activity to a particular region, and Dispersion Forces, which spread economic activity throughout the surrounding region, determines the geographic distribution of economic activity. Spatial Economic Analysis will provide an understanding of how space (distance) influences economic behavior referring to each type of economic entity. The method used in this research is a quantitative research method. Multivariate analysis is used in analyzing research, involving variables in a number more than or equal to three variables. The method used in this research is a quantitative research method. Multivariate analysis is used in analyzing research, involving variables in a number more than or equal to three variables. Development policies must be tailored to specific regions to encourage local production and innovative networks and make the manufacturing industry more competitive. The populations of most cities in urban agglomerations are still spread out. Although urban populations tend to cluster around a few sub-central urban units, the trend is toward population agglomeration around urban centers. The decline in technological progress and technological efficiency will affect the spatial structure of urban agglomeration and influence economic efficiency.

Abstract:
Russian and foreign scientists, as well as government authorities show considerable interest in the theory of economic space. This explains the necessity to expand the theory and elaborate a special field – the theory of spatial systems, determine the typology and features of the evolution, and the patterns of the economic space transformation. The article is devoted to clarifying the content of the components, development trajectories of spatial economic systems in the context of the impact of changes in the sectoral spaces of the regions. The theoretical and methodological basis of the study were the scientific representations of the theory of evolutionary economics and dependence on the path of development, the methodology of "new locality" and the system-dynamic approach. It has been shown that the factors of transformation of regional industrial spaces (external, accidental, shock factors) act mainly to consolidate the existing industrial characteristics, increasing the effect of “locked” sectors. The authors present hypothetical variants of models for the evolution of industry spaces, forms of selection and consolidation of their characteristics (driving, disruptive and stabilizing selections); a variety of transformation iterations aimed at development of monostructural economic system is highlighted (taking into account the connectedness, changes in the macro-environment, inherited features and the existing program for the functioning of traditional industry). The conclusions of the study are the basis for the formation of a scientifically based methodology for the strategic planning of the spatial development of regions, the creation of methodological approaches and modeling the evolution of monospecialized regions of Russia.

This article constructs a comprehensive evaluation index system from four aspects: economic vitality, innovation efficiency, green development, and people’s lives. Use the entropy method to comprehensively measure the urban competitiveness level of 25 counties and cities in the economic zone, clarify the differences in their high-quality development levels, and use spatial econometric analysis methods to study the spatial agglomeration and dispersion and spatial convergence of regional urban competitiveness. The results show that the following: (1) the overall high-quality development level of the Huaihe River Eco-Economic Zone is not high, and the overall time and space characteristics is “high in the east and low in the west”; (2) there is a positive spatial autonomy in urban competitiveness and the spatial distribution of the Huaihe River, and relevantly, the degree of closeness of spatial associations between cities is generally low; (3) the gap between the level of urban competitiveness in Jiangsu Province is shrinking, the development of other provinces has a time lag effect, and there are differences in the level of urban competitiveness. Finally, to promote the high-quality development of the Huaihe Economic Zone, we must follow the law of the basin and the characteristics of spatial distribution and implement targeted strategies.

Abstract:
Economic spatial polarization is a manifestation of unbalanced urban development. To study the unbalanced development of Chinese cities, this paper selects 41 cities in the Yangtze River Delta (YRD) region, introduces the polarization index and exploratory spatio-temporal analysis to portray their spatio-temporal evolution process, and analyzes the differences in spatial polarization patterns of economic development in three dimensions of economic quantity, quality, and structure. Finally, we use the geographic detector model to explore the driving factors and then propose corresponding policy recommendations. The results show that: (1) the degree of difference in economic development in the YRD region narrowed from 2000 to 2019, and the spatial polarization level of urban economic development showed a fluctuating downward trend, among which the spatial polarization level of the economic structure dimension has been increasing. (2) In terms of spatial distribution, the “Yangtze River Delta urban agglomeration” has economic spatial polarization in the YRD region has become the peak contiguous zone, and the spatial polarization of economic quantity and quality dimensions has formed a “polycentric” pattern, while the spatial polarization of economic structure dimensions shows a stable “one core, multiple sub-center” distribution. (3) From the evolution of spatial polarization, most cities have strong spatial locking characteristics without a transition. Spatially positive polarized are concentrated in the YRD urban agglomeration, and the inter-city neighboring relations are mainly positive synergistic growth, while the negatively polarized cities are mostly distributed in the peripheral areas of the YRD and the neighboring relations are negative synergistic growth. At the same time, the spatially positive polarization effect of the economic quantity dimension and the spatially negative polarization effect of the economic structure dimension among cities are more significant. (4) The economic spatial polarization in the YRD region is mainly dominated by market prosperity and urbanization level, while the driving effect of scientific and technological innovation development on the urban economy has also been expanding in recent years. Promoting the reasonable allocation of marketization, urbanization, and technology among cities with positive and negative spatial polarization in the future will contribute to balanced urban and regional economic development in a coordinated and orderly manner.

Abstract:
Introduction. The topic of interregional differentiation is relevant due to the existing increase in disproportions in the Russian regions, which has an impact on the development of the state economy. The main objective of the study is to assess the level of interregional differentiation. Materials and Methods. The study used the indicator of “general entropy”, in particular, the Theil index. The research methodology includes economic and mathematical methods of data processing, statistical data analysis packages, etc. Results. In the course of the work, the research tasks were set and fulfilled: the development of Russian regions in the period of structural transformations was analyzed; indicators making it possible to assess the level of economic development of territories were provided; a coefficient was chosen, based on the calculation of which the level of interregional differentiation was estimated; the level of interregional differentiation was assessed. It has been proved that the periods of economic growth are characterized by faster rates of development of weak regions due to the state support and redistribution of budgetary funds mitigating territ orial differences. During the periods of economic recession, the state support is provided to the regions with competitive advantages, capable of changing the negative dynamics of the country’s economic development in order to accelerate economic growth. Discussion and Conclusion. The results achieved can be used when designing the program of development of economic entities or drafting strategic documents. Interregional differences and disparities in most territories determine the dynamics of their development and the opportunities for economic growth, on which the economic policy pursued by the regional authorities should be based. In a competitive environment, the identification and further gaining strength from the advantages of the regions make it possible to form the policy of the region’s development which helps to make management decisions.

The scientific article considers the priorities and features of regional economic policy in the context of spatial development. The need to consider issues of environmental conservation and simultaneous economic development leads to the need to change the existing mechanisms for developing regional economic policy. The growth rate of the economy increases the load on the territory, leading to disruption of the functioning of natural objects. In this regard, at the regional level, it is necessary to develop an effective mechanism for strategic planning taking into account the environmental factor and change strategic plans. Therefore, the purpose of the study is to analyze the environmental aspects of regional economic policy and identify environmental priorities. Methods: the methodology used in the study includes the use of General scientific methods and techniques: methods of quantitative and qualitative analysis, scientific abstraction, analysis and synthesis, and comparison. The main results of the study are: the basic characteristics of modern problems of ecological-economic system of the Baikal region; assumptions about how to implement recommendations for improving regional economic policy in the context of spatial development.

Abstract:
Recent federal documents devoted to the Arctic zone economic development highlighted eight basic areas—future innovative centers of regional development. Totally 150 investment projects are planned by 2030, where 48% are designated for mineral resources extraction, 16%—for transport development, 7%—for geological survey, 2%—for environment safety protection etc. At the same time, these ambitious plans should meet green economy goals. This means that territorial planning will have to consider at least three spatially differentiated issues: Socio-economic, ecological and environmental (nature hazards, climatic changes etc.). Thus, the initial stage of territorial planning for economic development needs evaluation of different spatial combinations of these issues. This research presents an algorithm for evaluation of joint impact of basic regional components, characterizing “nature-population-economy” interrelations in order to reveal their spatial differences and demonstrate options and risks for future sustainable development of the Russian Arctic. Basic research methods included system analysis with GIS tools. Accumulated data were arranged in three blocks which included principle regional factors which control sustainable development. In order to find different patterns of sustainability provided by these factors pair assessments of ecological/economic, environmental/economic and ecological/environmental data was done. Independent variable-environmental factors offered different spatial natural patterns either promoting or hampering economic development. It was impossible to assess jointly all three blocks data because the discussed framework of regional sustainability factors attributed to spatial regional system, which demonstrated its panarchy character. Ranking results were visualized in a map where the selected pair groups were shown for each basic territory of advanced development. Visualization of proportional correlation of social, economic and ecological factors was achieved using color triangle method (RGB).

Abstract:
The interdisciplinary nature of modern economic research contributes to the growing scientific popularity of spatial economics, which performs as an integrator when exploring various objects. The paper aims at investigating the explanatory potential of spatial economics in relation to the economic well-being of municipalities. Methodologically the study relies on a host of theories forming the foundation of spatial economics. The methods include the abstract logical method, deduction and induction. The study identifies and analyses five stages in the evolution of the theoretical basis of spatial economics and shows the spatial aspect of creating municipalities’ economic well-being, which manifests itself in maintaining the economic activity in the territory as well as its population and is based on the reproduction process. The reproduction process then is a space-forming one, while such parameters as distance (connectedness), (dis)advantages of location, and distribution (concentration) reflect spatial inclusiveness of a municipality, presence of objects either increasing the risks of its development or its attractiveness, and the limits of territorial capacity, respectively. These parameters can also be applied to determine the level of municipalities’ economic well-being. The findings may underlie the development of a research methodology and a method for measuring the level of municipalities’ economic well-being.

Abstract:
The question how economic, technological and infrastructural developments, as well as products and technologies contribute to the unity and constant strengthening of the society is still unanswered both in Europe and the whole world.
The current erosion of the society and the weakening social cohesion is a regrettable process. These phenomena are a barrier to real development processes and weaken the extension of the economic space; therefore, this negative process has to be stopped and turned into a positive direction.
For this reason, it is increasingly urgent to work out new, feasible solutions, since it has become obvious that solutions whose sole aim is to increase profit typically weaken the indispensable unity of the society, market positions, innovation processes, as well as natural and environmental harmony.
In this situation, we analysed and interpreted the disadvantaged and multiply disadvantaged microregional spatial environments, with special regard to the strategic developments that serve both the strengthening of the microsocieties of microregional spaces and the development of the economy and the extension of economic space.
The identification of disadvantaged microregional spaces is basically done by means of economic indexes, but it is also important to emphasise that these indexes can only be interpreted with social indexes, as they define the situation of the microregional space and the possible development directions together.
The constant strengthening of social unity (cohesion) and the related economic development is basically a new focal point and objective.

Abstract:
From a macro perspective, the inconsistency between population distribution and economic development reflects the lag of population mobility and, at the same time, widens regions’ economic disparity. China, as a socialist country, is very concerned with the regional disparities. Aiming at analyzing ways to reduce regional disparities and promote balanced and sustainable regional developments, this paper applies spatial analytical methods in econometrics, using the Yangtze River Economic Belt in China as an example, to analyze the spatial inconsistency between the distribution of population and economic development. The study also examines the influencing factors for such inconsistency and proposes countermeasures from the perspective of floating population and regional economics. The research results show that the improvement of human capital and the tilt of regional policies are conducive to population agglomeration. Furthermore, increasing the input of physical capital can promote economic agglomeration. From the spatial econometric analysis in this paper, the direct and indirect effects have opposite directions, so it is necessary to consider the indirect effects when implementing policies or programs.

Abstract The uneven development of countries and regions is one of the major topics of geography. Since its subject, as defined by N N Baransky, is the difference from place to place. Considering economic activity, socio-economic processes and indicators in the territorial aspect, we are confronted with the inequality of their distribution across the territory. This problem is particularly relevant, because the objective reality, due to the diversity and uniqueness of local conditions, as well as historical, economic, political reasons. Currently, there are various approaches to measuring socio-economic asymmetry. The “centre-periphery” model is remarkably resilient and flexible, and is able to maintain its properties under different socio-economic conditions. What has hardly been taken into account and investigated are the spatial requirements for a sustainable transition to this new system. In order to clarify this, bioeconomy related strategies and policy papers were analyzed thematically. It was shown that spatially relevant issues are addressed to very different extents. Some strategies have a clear technological and economic orientation, while other documents point to the importance of the regional and local levels and the use of spatial planning measures to successfully and sustainably implement a bioeconomy. Overall, the picture emerged that many strategies are still a long way from mainstreaming Sustainable Development Goals (SDGs), as set out by the United Nations.

Theoretical basis and background of China’s spatial economic development and globalization impact on this process as well as issues and opportunities, which appeared because of country’s economic integration with the world are considered in the paper; regularities and features of China’s regional development are also researched. Besides, the role of innovation and technologies in China’s economic development is investigated, importance of regional development and private capital for economic progress stimulating is defined, also key factors and background of China’s spatial economic development are revealed. The theoretical basis of the study was the theories: new economic geography, internal colonialism, regional development and endogenous growth. The economic directions, the successful development of which is closely connected with the China’s regional development, and their interaction vectors are determined. The main of them are industrialization, increasing of export potential and private sector share in economics, as well as the orientation on producing technologically complex goods and attracting foreign investment. It is emphasized that each of those directions is reflected in the Chinese leadership policy and balanced decisions aimed at using the country's geo-economic advantages.

Abstract:
AbstractFew would deny the contribution of vocational education on economic growth and social development, but the spatial dynamics behind the economic role of vocational education in transition economies has not been examined by the literature on economics of education. Specifically, two hypotheses are tested. First, the economic growth and vocational education development have significant global spatial autocorrelation, which means the development of economy and vocational education of one province depends on the economic or education level of neighboring provinces. Second, the economic growth and vocational education development have significant local spatial autocorrelation. With per capital GDP and vocational education scale data of 31 provinces in China from 1995 to 2008, both hypotheses are supported. Finally, the results show that the elasticity with spatial metrics is 1.522, which means the stronger economic role of vocational education because the elasticity is larger than 1, while the elasticity without spatial dynamics is only 0.926 which implies the weak economic role of vocational education. It also shows that the OLS model is confronted with the risk of spurious regression without considering spatial dynamics and the spatial error model is preferred because it’s robust.

Abstract:
Recent work in regional science, geography, and urban economics has advanced spatial modeling of land markets and land use by incorporating greater spatial complexity, including multiple sources of spatial heterogeneity, multiple spatial scales, and spatial dynamics. Doing so has required a move away from relying solely on analytical models to partial or full reliance on computational methods that can account for these added features of spatial complexity. In the first part of the paper, we review economic models of urban land development that have incorporated greater spatial complexity, focusing on spatial simulation models with spatial endogenous feedbacks and multiple sources of spatial heterogeneity. The second part of the paper presents a spatial simulation model of exurban land development using an auction model to represent household bidding that extends the traditional Capozza and Helsley (1990) model of urban growth to account for spatial dynamics in the form of local land use spillovers and spatially heterogeneous land characteristics.

In this paper we review the interconnection between the economic colonization and development of the Russian Far East from one hand and the formation of the system economic researches in the region from the others. The authors make accent on the construction of regional economic researches’ organizing structure and coordination. The organization and development of the Economic Research Institute of the Far Eastern Branch of the Russian Academy of Sciences is reviewing as an important stage of the scientific architecture for the Far Eastern region’ construction. The article is describing, that scientists and specialists of the Economic Research Institute carried out a long-term theoretical and empirical researches in analysis, modeling and forecasting of spatial processes in economic systems. The creation a new academic economic institute in the Russian Far East in the 1970-s made it possible to solve a number of major issues on the national level. First, to provide highly qualified research support for the development and implementation of large regional economic programs. Second, to develop new areas of national science, including the creation of a scientific school for the study of spatial economics. Third, to create an intellectual platform for international cooperation between researchers from the Pacific Russia and the expert community in the countries of the Asia-Pacific region. Currently, the most important area of the institute’s activities is the restoration of the regional scientific and economic infrastructure, through building the system of ‘new integration’ by combining educational and surviving academic and project organizations in the Far East on the principle of a distributed spatial network

Abstract:
Regional development represents a fundamental pillar of economic growth, territorial cohesion, and sustainable resource management. As Georgia continues to navigate economic and political transitions, spatial-territorial planning emerges as a strategic tool for fostering balanced regional development and minimizing socio-economic disparities. This study examines the role of functional spatial planning in regional economic sustainability by conducting a comparative analysis of planning methodologies implemented in four EU member states—Germany, France, the Netherlands, and Sweden. The research explores the theoretical underpinnings of spatial zoning, evaluates the effectiveness of various land-use planning strategies, and assesses economic incentives for regional development. Additionally, the study integrates qualitative methods, including expert interviews and stakeholder surveys, to provide policy recommendations tailored to Georgia’s specific development context. The findings suggest that adopting an integrated spatial planning framework, leveraging data-driven land-use modeling, and implementing sustainability-oriented economic incentives can significantly enhance Georgia’s regional economic resilience. We present a theory of spatial development. Manufacturing and services firms located in a continuous geographic area choose each period how much to innovate. Firms trade subject to transport costs and technology diffuses spatially. We apply the model to study the evolution of the US economy in the last half-century and find that it can generate the reduction in the manufacturing employment share, the increased spatial concentration of services, the growth in service productivity starting in the mid-1990s, the rise in the dispersion of land rents in the same period, as well as several other spatial and temporal patterns. The development process in Indonesia's provinces is expected to contribute to regional economic growth. This research aims to evaluate road construction's impact on regional economic development and the spatial spillover effect in 34 Indonesian provinces. This paper constructs Spatial Autoregressive Model (SAR), Spatial Durbin Model (SDM), Spatial Autocorrelation Model (SAC), Spatial Error Model (SEM), and Generalised Spatial Random Effect Model (GSPRE) for 34 provinces in Indonesia from 2010 to 2020 to capture the effect of road construction on regional economic development and spatial spillover effect. Compared to other models, the spatial Durbin model has the minimum Akaike information criterion (AIC) value, indicating that it is the most suited model. The result indicates that road infrastructure has little impact on regional economic development. Moreover, road development has a negative value and negligible spatial spillover effect.

Abstract:
The paper presents a study of differences in the economic development of municipalities in the Novosibirsk region. Based on official statistics, maps of the distribution across the territory are built for population, employment, revenue, profitability of sales, and the share of unprofitable enterprises. The conclusion is that there is a high degree of concentration of business activity around the regional capital. At the same time, not all municipalities of the Novosibirsk agglomeration are leaders in terms of growth rates and business efficiency, which raises the question of exhausting the resource of the positive effects of the agglomeration economy. Descriptive methods are complemented by an econometric analysis of the role of spatial factors in the economic development of territories. Regression estimates revealed the heterogeneity of the influence of external markets, the positive effects of inter-district relations dominate within the Novosibirsk agglomeration, but the negative effects of inter-municipal competition are more pronounced outside it. Further concentration of economic potential in the Novosibirsk agglomeration without a longer transmission of growth impulses to other urban and rural settlements will lead to a restraint on the development of the entire territory of the region. Regional policy should include institutions and mechanisms for the transition from mostly competitive relations between municipalities to the predominance of cooperative interests. It is also necessary to create conditions for the creation of new centers of economic growth in the region, their role can be performed by municipalities with a relatively high population, with a developed road network and with a predominantly industrial specialization of business activity

Abstract:
This research attempts to address the complexities and the nuances that are a part of the economic education by proposing an innovative model that is grounded in the Spatial Durbin Model (SDM). The spatial interdependencies which are crucial for the understanding of the regional variations in the economic implications and the efficacy of the educational policies are sometimes neglected by the conventional main frames of the economic education. The integration of the SDM, which is a sophisticated spatial econometric tool, aims to offer a thorough and detailed understanding of the intricate relationships between the education and the economic development in context of the diverse geographics. The model that is proposed in this research study extends beyond the traditional linear regressions as it accounts for the spatial autocorrelation and the spatial lag effects which thereby captures the spatial spillover and the diffusion of the educational investments and policies. With the help of the empirical analysis which moves forward by the utilization of the spatial econometric techniques such as the spatial lag and the spatial error models, strives to explore the spatial dynamics of the economic education while identifying the spatial patterns, the dependencies involved and the disparities that come up in the attainment of the educational and the economic performance. By incorporation of the spatial dimensions into the economic education model, the policymakers and the educators are able to get their hands on the in depth insights. This is into the spatially differentiated impacts of the educational interventions which tends to enable a more targeted and a more effective design and implementation of the policy. Furthermore, the proposed model also aims to facilitate the identification of the spatially targeted strategies in order to address the regional disparities with respect to the educational outcomes and the economic growth. Hence, it contributes to a more inclusive and a sustainable development trajectory. Through the interdisciplinary effort of bridging the economics, education and the spatial analysis, this research extends a valuable main frame for the policymakers, educators and the researchers which helps in attaining better understanding and helps to address the multifaceted challenges as well as the opportunities in the economic education and the regional development. Ultimately, this has enhanced the understanding of the spatial dimensions of the economic education which leads to the evidence based policies and interventions which are aimed at nurturing the equitable and resilient economic growth. In this paper, we utilize the spatial Durbin model as a framework to investigate the role that advanced degrees play in driving technological innovation in various parts of the world. Spatial self-correlation and instability in the geographic distribution of post-graduates in China were shown by data from the regional panel in China between 2004 and 2018. Advanced degrees facilitated the advancement of cutting-edge technologies.

Subject. The article addresses regional and spatial economics. Objectives. The aim is to identify fundamental differences between regional and spatial economics because these concepts are often not distinguished and are considered as synonyms. Methods. The study draws on general scientific research methods. Results. The paper unveils differences between spatial and regional economics, establishes boundaries between these concepts. Spatial and regional economics are two completely different fields of knowledge with different conceptual questions. Spatial economics is a part of economic theory; it regulates the interaction of socio-economic systems with objects of spatial development, while regional economics explores regional distribution of country's productive forces and specific features of the development of its regions. Conclusions. The comparison of regional and spatial economics demonstrated that they can be distinguished by the vector of consideration: in the regional economy, production capacities and cycles of regions are analyzed, and in the spatial economy, the process of activity of subjects (oblast, federal district, State) is studied.

Abstract:
Inequality is an inherent property of spatial development, but too high spatial inequality can have a number of serious consequences, from increased fiscal spending aimed at smoothing fiscal space to slowing national economic development and increasing separatist sentiment. The problem of heterogeneity in spatial development is therefore relevant, especially for countries with a large spatial extent, where such inequalities are naturally higher. In Russia the spatial inequality started to grow since the end of the 20th century and is still considered to be high. The aim of the work was to identify the features of the process of polarization of Russia’s spatial development by analyzing the dynamics of economic activity in Russian regions in the 21st century and obtaining extrapolation forecast of interregional distribution of economic activity. The study was carried out with the help of distribution dynamics analysis methods, using the theory of Markov process with discrete time and continuous state space. The above methods have allowed us to: assess the actual distribution of economic activity indicators of the regions and to conclude about its changes in the first two decades of the 21st century; to obtain extrapolation forecast of the distribution of regional economic activity indicators in the long-run, i.e. to forecast long-run spatial equilibrium; to identify and characterize groups of regions forming “convergence groups” in the long-run. The obtained results led to a conclusion about the increasing polarization of Russia’s regions by the level of economic activity both in the study period and in the long run, while maintaining the current trends, to substantiate the need to expand the practice of applying tools of place-based regional policy.
