Such GBCR systems serve as a powerful mediator for communication among people having hearing and speech impairments. They can also serve as a rehabilitative aid for people with motor disabilities who cannot write with pen on paper, or face difficulty in using common human-machine interactive (HMI) devices. This chapter provides a glimpse of disability prevalence around the globe and particularly in India, emphasizes the importance of learning-based GBCR systems in practical education of differently-abled children, and highlights the novel research contributions made in this field.

Airway management continues to be a challenging task for healthcare practitioners and when it comes to critical settings; it carries more challenges even for the skilled persons. Critical settings could be in fact of suits; where intervention takes place, equipment or practitioners taking care of airway management. Critically ill patients with multiple comorbidities, increasing oxygen demand and high respiratory work; that may require elective airway securing. Various protocols, guidelines and recommendations advocated for this task with the prospects of less hemodynamic alteration and prevention of pulmonary aspiration. In the former, starting oxygen therapy for all critical patients on admission was a routine following the concept; if some is good, more must be better. Nowadays excess oxygen may be unfavorable in some acute critical conditions e.g. ischemic strokes, post-acute myocardial infraction and those with hypercapnic respiratory failure. However, still high flow inspired oxygen concentration is the protocol until they are stable then its reduction to reach the targeted arterial oxygen saturation. Oxygen devices used for oxygen delivery are plenty and its selection depends on the many factors; airway patency, patient’s conscious level and compliance, and assessment of gas exchange based on arterial blood sample which is recommended for all critically ill patients. Early prompt evaluation of the airway and assessment of gas exchange using arterial blood sample analysis is curial in all critically ill patients to guide for subsequent oxygen supply and whether the patient needs ventilatory support or not. This chapter will focus on airway management, oxygen therapy and types of ventilatory support required for adult critically ill patients, while other situations’ airway management’s tools and skills will be discussed in another ones.

Mobile information systems (MISs) are having a major impact on businesses and individuals. No longer confined to the office or home, people can use devices that they carry with them, along with wireless communication networks, to access the systems and data that they need. In many cases MISs do not just replace traditional wired information systems or even provide similar functionality. Instead, they are planned, designed, and implemented with the unique characteristics of wireless communication and mobile client use in mind. These unique characteristics feature the need for specific design and development methodologies for MISs. Design methods allow considering systems independently of the existing information technologies, and thus enable the development of lasting solutions. Among the characteristics that a MIS design method needs to consider, we cite: unrestricted mobility of persons, scarcity of mobile devices’ power-source, and frequent disconnections of these devices. The field of MISs is the result of the convergence of high-speed wireless networks and personal mobile devices. The aim of MISs is to provide the ability to compute, communicate, and collaborate anywhere, anytime. Wireless technologies for communication are the link between mobile clients and other system components. Mobile client devices include various types, for example, mobile phones, personal digital assistants, and laptops. Samples of MIS applications are mobile commerce (Andreou et al., 2002), inventory systems in which stock clerks use special-purpose mobile devices to check inventory, police systems that allow officers to access criminal databases from laptops in their patrol cars, and tracking information systems with which truck drivers can check information on their loads, destinations, and revenues using mobile phones. MISs can be used in different domains and target different categories of people. In this article, we report on the rationale of having a method for designing and developing mobile information systems. This method includes a conceptual model, a set of requirements, and different steps for developing the system. The development of a method for MISs is an appropriate response to the need of professionals in the field of MISs. Indeed, this need is motivated by the increased demand that is emerging from multiple bodies: wireless service providers, wireless equipment manufacturers, companies developing applications over wireless systems, and businesses for which MISs are offered. Besides all these bodies, high-speed wireless data services are emerging (e.g., GPRS, UMTS), requiring some sort of new expertise. Symptoms of ADHD emerge when the environmental demands exceed the resources that the person can bring to bear. Internal and external resources change with personal circumstances, developmental level, age, and maturity. ADHD is among the most heritable mental illnesses. Prenatal and childhood risk factors impact the likelihood of ADHD developing. Challenges for children, adolescents, college-age adults, and older adults with ADHD are presented, with a special focus on emerging adults. Whether childhood ADHD remits in adulthood is discussed, as well as whether ADHD can emerge in adulthood. As modes of course delivery evolve so do the demands for instructors with experience both online and in-person. Traditionally, advanced graduate students in special education gain experiences through “in-person,” co-teaching, or graduate/teaching assistant experiences. Further, if given the opportunity to teach online, the course is usually already developed with little or no opportunity to build additional online modules. In this chapter, the authors will describe a course during which an instructor and seven PhD students work as a collaborative learning community to develop an online version of an “in-person” introduction to special education course. A unique feature of the class was the online version needed to address a broad range of pre-service school personnel (e.g., pre-service: teachers, school counselors, school psychology students). Although the focus of this chapter is the development of an online introductory course, the strategies covered can be used to develop a wide range of online course topics.

France presents the closest model of a soi-disant “entrepreneurial state,” including both centralized and decentralized administered innovation institutions. Scholars have argued that these approaches were superior to market transactions. However, their unrepresentative case studies have underestimated or ignored the costs of politically biased economic strategies, including greater uncertainty, incorrect relative prices and the misallocation of resources, and lower incentives for investments in inventive activity. A society based on special privileges for the few provided disproportionate benefits for elites and those with personal connections, disadvantaged creativity that threatened existing interests, and encouraged rent-seeking rather than returns from meeting market demand.

Therefore good coordination between different agents is essential in old age psychiatry, both for the individual patient and in the overall planning of services. Many of the pathologies characteristic of old age are gradual in onset and degenerative in nature, and more due to failures in processes of repair than to an ‘external foe’, so the distinction between disease and health is often quantitative rather than qualitative. ‘Normality’ becomes a social construct with fluid borderlines, containing the overlapping (but not identical) concepts of ‘statistically common’ and ‘functionally intact’. Thus the popular perception of normal old age includes the ‘statistically common’ facts of dependence and failing function, whereas ‘intactness’ (excellent health and vigorous social participation) is seen as remarkable rather than the norm. But the boundaries of ‘old age’ are also socially constructed—in developed countries good health at the age of 65 would nowadays be regarded as a normal middle-aged experience, whereas superb health at 95 would still be something noteworthy. Since some degree of physical dependence, forgetfulness, and vulnerability to social exclusion is expected in old age, meeting those needs is also regarded as a ‘normal’ demand on families and community agencies such as social services, rather than the responsibility of health care providers. As the severity of the needs increases, however, so also does the perceived role of health professionals, both as direct service providers and in support of other agencies. Because of the high prevalence of cognitive impairment in old age (especially among the ‘older old’), questions frequently arise as to the competence of patients to make decisions. Older people who cannot manage decisions alone may come to depend increasingly on others for help; or, resisting dependence, they become vulnerable through neglect of themselves or through the injudicious decisions they make. When an incompetent person is cared for by a spouse or family member, the danger of self-neglect or of ill-considered decisions is lessened, but instead, there are the risks of faulty decisions by the caregiver (whether through ignorance or malice), and also risks to the health of the caregiver from the burden of dependence by the incompetent person. Legal mechanisms, differing from one country to another, exist to safeguard the interests of incompetent people. These three themes will be developed further, and with them the following special topics: 1 multiple problems: including sleep disorders in old age, medication in old age psychiatry, and psychological treatments in old age psychiatry; 2 blurred boundaries of normality: including the role of specialist services and support between agencies; 3 incapacity and dependence: including balancing the needs of patients and caregivers, abuse of older people, ethical issues, and medico-legal arrangements for safeguarding decisions.
