Event management is a very competitive field; therefore, event managers must work hard to distinguish themselves from other event management companies. One way of doing this is by using event management software to provide a holistic service which allows for better efficiency in the workplace. Technology is constantly changing; therefore it is imperative to keep abreast of trends in technology in order to improve one’s business and services. As an event manager, one should also consider what it takes in order to organise a successful event. The internationally accredited Event Management Body of Knowledge (EMBOK) has identified several areas that are crucial for an event manager to constantly control and manage in order to create an exceptional event, and these domain areas encompass a set of guidelines to ensure successful event projects. However, one should determine if the software is able to assist event managers with all the necessary features and functions required to organise a successful event as per the outline from EMBOK. The research aimed to analyse the software in terms of its capabilities and compare it to the EMBOK guidelines. The aim of the study was to further identify whether the software is able to complete all the tasks outlined by EMBOK and if not, what else would be needed to fill the gaps. The research also reviewed what impact the software has on events, that is, how it assists or improves tasks conducted or how it does not assist or becomes problematic in accomplishing the various phases and tasks. Qualitative research was selected as the appropriate method in order to gain an understanding of the events managers’ point of view with regards to the software. The research required detailed descriptions and narratives of the software as well as the experiences and opinions of the user. For this reason it was determined that qualitative research would best suit the needs of the research. In order to get detailed answers a semi-structured in-depth interview guide was used and the answers transcribed in order to analyse and get results. The software was selected based on its international usability and because of its use by South African government departments such as the Department of International Relations and Cooperation (DIRC) and the Department of Trade and Industry (DTI). The Cape Town-based individuals from the software’s client list were contacted and selected to participate in the study. The research was conducted with five representatives with previous experience of the software in the events industry in Cape Town. The interview guides were compiled with Likert-scale questions and open-ended questions. The questions were carefully compiled to link the functionality of the software and the criteria as identified by EMBOK. The answers were recorded and transcribed to analyse and determine the opinions of the representatives on the functionality and comprehensiveness of the software to be used for event management. The interviews established that the move towards technology is preferable as it creates efficiency in the workplace. The software assists in alleviating the workload of event managers; however, the interviews also indicated that the software does not always fulfil the requirements for all the tasks. Several tasks required the use of combinations of software; in some instances, the manager preferred to do the task manually. It was concluded that the software does not provide the level of flexibility required in event management, which is a vital criterion, owing to the field’s changing nature.

Abstract:

This thesis provided a systematic comparison of Religious Education (RE) as it has evolved in the secondary school curriculum of Scotland and Malawi, between 1970 and the present day (2010). It sought to draw analogies and, where valid, to indicate significant points of difference regarding key issues that underpin this development between two countries that also have a historical relationship dating back to 1859. This was a qualitative study which used the phenomenological research method. In both countries data was collected through field-based research using key informant interviews (n60), relevant documents and school surveys. The conceptual framework of the thesis was based on concepts and issues in the discourse of contemporary RE. The constant comparison strategy of data analysis was implemented in exploring issues that emerged in the research. To further facilitate the analysis of secondary school RE in Scotland and Malawi a thematic approach was adopted in which six key issues were identified and investigated. The first explored the historical problem of underdevelopment in RE. The second examined motives that engendered reforms in the RE curriculum. The third described the various curriculum changes in RE during the period under study. The fourth discussed contested spaces related to the micro-politics of RE. The fifth surveyed the level of provision in RE in different school contexts. The sixth and last assessed the current state of RE. The findings of this study suggested that despite some points of difference, there was greater similarity on salient issues that underpinned the nature of secondary school RE in the two countries, in areas such as the need for curriculum reform, micro-politics of reform, provision in schools and status of the subject. Given the challenges the subject faces in both Scotland and Malawi, the study concluded that without government intervention and support from other key stakeholders RE will continue to be regarded as a marginal curriculum subject.

Abstract:

Rural and remote areas of Australia remain the last bastion of health disadvantage in a developed nation with an enviable health score-card. During the last ten years, rural and remote health has emerged as a significant issue in the media and the political arena. This thesis examines print media, policy documents and interviews from selected informants to ascertain how they represent medical practitioners and health services in rural and remote areas of Australia, why they do so, and the consequences of such positions. In many of these representations, rural and remote medical practitioners are aligned with national and cultural mythologies, while health services are characterised as dysfunctional and at crisis point. Ostensibly, the representations and identity formulations are aimed at redressing the health inequities in remote rural and Australia. They define and elaborate debates and contestations about needs and claims and how they should be addressed; a process that is crucial in the development of professional identity and power (Fraser; 1989). The research involves an analysis and critical reading of the entwined discourses of culture, power, and the politics of need. Following Wodak and others (1999), these dynamics are explored by examining documents that are part of the discursive constitution of the field. In particular, the research examines how prevailing cultural concepts are used to configure the Australian rural and remote medical practitioner in ways that reflect and advance socio-cultural hegemony. The conceptual tools used to explore these dynamics are drawn from critical and post-structural theory, and draw upon the work of Nancy Fraser (1989; 1997) and Ruth Wodak (1999). Both theorists developed approaches that enable investigation into the effects of language use in order to understand how the cultural framing of particular work can influence power relations in a professional field. The research follows a cultural studies approach, focussing on texts as objects of research and acknowledging the importance of discourse in the development of cultural meaning (Nightingale, 1993). The methodological approach employs Critical Discourse Analysis, specifically the Discourse Historical Method (Wodak, 1999). It is used to explore the linguistic hallmarks of social and cultural processes and structures, and to identify the ways in which political control and dominance are advanced through language-based strategies. An analytical tool developed by Ruth Wodak, Rudolf de Cillia, Martin Reisigl and Karin Leibhart (1999) was adapted and used to identify nationalistic identity formulations and related linguistic manoeuvres in the texts. The dissertation argues that the textual linguistic manoeuvres and identity formulations produce and privilege a particular identity for rural and remote medical practitioners, and that cultural myth is used to popularise, shore up and advance the goals of rural doctors during a period of crisis and change. Important in this process is the differentiation of rural and remote medicine from other disciplines in order to define and advance its political needs and claims (Fraser, 1989). This activity has unexpected legacies for the rural and remote health sector. In developing a strong identity for rural doctors, discursive rules have been established by the discipline regarding roles, personal and professional characteristics, and practice style; rules which hold confounding factors for the sustainability of remote and rural medical practice and health care generally. These factors include: the professional fragmentation of the discipline of primary medical care into general practice and rural medicine; and identity formulations that do not accommodate an ageing workforce characterised by cultural diversity, decreasing engagement in full time work, and a higher proportion of women participants. Both of these factors have repercussions for the recruitment and retention of rural and remote health professionals and the maintenance of a sustainable health workforce. The dissertation argues that the formulated identities of rural and remote medical practitioners in the texts maintain and reproduce relationships of cultural, political and social power. They have also influenced the ways in which rural and remote health services have been developed and funded. They selectively represent and value particular roles and approaches to health care. In doing so, they misrepresent the breadth and complexities of rural and remote health issues, and reinforce a reputational economy built on differential professional and cultural respect, and political and economic advantage. This disadvantages the community, professions and interest groups of lower value and esteem, and other groups whose voices are often not heard. Thus, regardless of their altruistic motivations, the politics of identity and differentiation employed in the formulated identities in the texts are based on an approach that undermines the redistributive goals of justice and equity (Fraser 1997), and works primarily to develop and advantage the discipline of rural medicine.

Abstract:

Until the 1997 reauthorization of the Individuals with Disabilities Education Act (IDEA), policies regarding discipline of students with disabilities were set primarily by case law. In 1995, the debates over reauthorization of the IDEA focused on proposed provisions designed to describe. at the federal level. the measures and procedures to be used by public school officials when disciplining students with disabilities. The purpose of this study was to describe and analyze the factors influencing key actors involved in the development of the two sections ofthe I997 IDEA that address discipline of students with disabilities. A review of the literature suggested that certain factors had inﬂuenced the development of other federal special education legislation. These factors were: case law: special interest group activity: views of federalism: and other related federal legislation passed at about the same time. The design of this study was a case study. Interviews were conducted with key informants from government and special interest groups identified through a review of historical documents addressing the reauthorization of IDEA and through snowball sampling techniques. Interview data were corroborated with appropriate historical documents. Analysis of the data revealed that the key actors’ goal was to develop a federal discipline policy that balanced maintaining school environments conducive to learning and safeguarding the rights of students with disabilities. They used a policy development model to balance seven policy issues and seven inﬂuential factors as they developed the 1997 IDEA discipline provisions. The inﬂuential factors were: beliefs; other federal legislation: case law: conﬂicts between doctrinal. functional. and strategic views of federalism; lack of data: stories: and emotions. Of these, the factors that most inﬂuenced key actors were their beliefs and their functional view of federalism. The study suggested further research on the applicability of the policy development model and its aspects to the development of other federal-level education legislation. Further research was also recommended on the inﬂuence of case law on future versions of special education legislation. The study suggested that policy development at the state and local school levels focus on data collection, proactive approaches to managing discipline of students with disabilities. and means by which all students suspended long-term or expelled from school can continue to receive educational services.

The Museum of Natural History of the University of Florence, founded in 1775 by the Grand Duke Peter Leopold, is the oldest scientific museum in Europe. Section 57(1) of the 1990 Act provides that, subject to the following provisions of that section, ‘planning permission is required for the carrying out of any development of land’. This planning permission may be granted following the determination of an express application for permission made to the local planning authority for the area in which the land is situated. In other cases, however, it is not necessary for an express application to be made. The history of experiments and the development of the concepts of special relativity is presented with an emphasis on Einstein’s postulates of relativity and the relativity of simultaneity. The development of the Lorentz transformations follows Einstein’s work in enunciating the principles of covariance among inertial frames. The mathematics of the geometry of space-time is presented using Miniowski’s space-time diagrams. In developing Einstein’s argument for the reality of special relativity consequences, two examples of apparent paradoxes with their resolution are given: the twin and connected rocket problems. The mathematics of 4-vectors is developed with explicit presentation of the 4-vector gradient, 4-vector velocity, 4-vector momentum, 4-vector force, 4-wavevector, 4-current density, and 4-potential. This section sums up with the manifest covariance of Maxwell’s equations, and the presentation of the electromagnetic field and Einstein stress-energy tensor. Finally, simple examples of electromagnetic field transformation are given: static electric and magnetic fields parallel and transverse to the velocity relating two inertial frames; and the transformation of fields from a charge moving at relativistic velocities.

The history of how Special Procedures were first envisaged, considered, mooted, negotiated, and created impacted the evolution of the internationalization of human rights under the auspices of the UN Commission on Human Rights. The trajectory of these mechanisms provides key insights into both the overall direction and the conduct of politics concerning not only human rights but also development and issues concerned with peace and security at the United Nations. They correspondingly serve as a backdrop to many contemporary global concerns in how they are articulated, defended, and responded to by multilateral organizations. This chapter outlines the key events leading to the birth of the first public and confidential Special Procedures as a positive outcome of what was a highly politicized process. The first section explains the rationale underpinning the polar change of direction of the Commission on Human Rights, from a position where it initially denied its own competence to address human rights violations, to its decision to create subsidiary fact-finding bodies with exactly such purpose. The ad hoc nature of their establishment—from which their derive their denomination as “Special”—against political realities of the time led to a non-linear history that explains many of their current features.

Over the recent past, the population in schools and the options for education have changed. Recently, the number of students identified as special needs has increased, as has the number of special needs students included in “regular” classrooms. Specific laws pertain to their education, including the U.S. Individuals with Disabilities Act (IDEA), which requires that students with disabilities each have Individual Education Plans (IEP). An aspect of the IEP is the possibility of using assistive technology to assist in the student’s education or in accommodation or modifications needed for disabled access. The web-based learning environment itself can be considered an accommodation or modification of instruction to meet the needs of special needs students. Opportunities are increasing in the online distance learning environment for colleges and universities, and the increase is expanding to the high school and middle school programs. When creating online instruction, it is important to follow the accessibility standards such as the Section 508 and W3C accessibility standards to enable persons with disabilities access to the educational material. Within the U.S., more than 26,000 K-12 students classified as IDEA hospital/homebound, received education through some form of “distance education” as of 1999. While the methods of instruction do not commonly include online delivery, it is an option that should be investigated. In-depth examples of a school system’s hospital/homebound program, online programs being used by a school for students with disabilities, and a state public online school and its interactions with students with disabilities are presented. The results of a survey of online schools and their services for students with disabilities are also reported.

Abstract:

The reactor coolant piping system is designed to be in compliance with the requirements of Class 1 piping of Section III of the ASME Boiler and Pressure Vessel Code. Stress indices are required to evaluate the nuclear Class 1 piping. The reactor coolant system of Kori 1 nuclear power plant consists of a 2-loop system, each having two special elbows: one is the reducing elbow with a non-uniform thickness, and the other is the elbow with a splitter installed inside the elbow. However, stress indices for special elbows are not specified in NB-3683.7 of the ASME Code. In this paper, we computed the stress indices of special elbows for pressure and moment loads by the finite element analysis. The linear elastic method was used for the analysis with the finite element program, ANSYS, and the solid element (SOLID 45) was selected to model the geometry. The finite element model of the special elbows included a straight segment of pipe on each end of the elbows. The uniformly distributed internal pressure was applied to the pipe and elbow. The equivalent axial blow-off load was applied to one end, and the translational degree of freedom was fixed at the other end of the model. The moment was applied to one end, and the boundary condition was fixed at the other end of the model. Based on the analysis results, it is concluded that stress indices, except B1, in NB-3683.7 of the ASME Code can be used for special elbows conservatively. More analyses are required to apply B1 index to the special elbows.

With the increasing failures of metallic pipe in nuclear Service Water Systems, a new material needed to be found. One option is polyethylene (PE) pipe. PE pipe can be used in non-safety applications at a nuclear plant using the American Society of Mechanical Engineers (ASME) B31, Standards of Pressure Piping with no regulatory review. However, the use of PE material in safety applications, which are regulated by the Nuclear Regulatory Commission (NRC), necessitates a new Standard with special requirements. At the request of the Duke Power Corporation, a new ASME Standard was written by a special Project Team. This standard is found in the form of a Code Case under the control of the ASME Boiler & Pressure Vessel Code (B&PVC). The Code Case utilizes Sections of the B&PVC as its foundation and includes the design, procurement, installation, fusing, examination and testing requirements for the use of PE pipe within safety systems. The first version of the Code Case contained only the minimum requirements needed to support Duke Power Corporation’s first phase of PE piping installation into a safety system within a nuclear power plant. The Code Case developed is titled, N-755, Use of Polyethylene (PE) Plastic Pipe for Section III, Division 1, Construction and Section XI Repair/Replacement Activities. The first version of this case is limited to buried piping using only the following components; straight PE pipe, PE mitered elbows, and transition flanges. The Code Case will be revised as data for material and components becomes available at the completion of testing.

Abstract:

This contribution presents the development and design of a two-stage contraction zone and modular test section for a closed loop Organic Rankine Cycle (ORC) wind tunnel. The first contraction consists of four truncated cones, whose length and angle of inclination are derived from a two-stage optimization procedure, with the objective to minimize flow deviation and to avoid boundary-layer separation. The geometrical optimization yields a profile with minor deviation to the ideal polynomial shape, whereas the flow optimized shape minimizes flow separation at the break-points between the single conical pieces. The second contraction has to perform two major tasks, namely the acceleration of the flow up to a Mach number of Ma = 0.8 for organic fluids and the transformation of the circular inlet to a rectangular outlet cross-sectional shape, required by the working section. The circular-to-rectangular transition is accomplished by variation of the generalized ellipse, also known as Lamé curve. Smooth polynomials are then used to define the reduction of cross-sectional area. A comprehensive number of contraction geometries with fixed contraction ratio, variable length, and different points of inflection are analyzed with regards to minimum flow deviation, the avoidance of flow separation, as well as a uniform velocity field at the contraction outlet. A semi-analytical approach based on a potential flow solution in combination with the Stratford criterion is the basis for evaluating boundary-layer separation. The design of a two-part modular diffuser, based on the concept of a dumped diffuser, as commonly encountered in gas turbine design, is presented. The numerical results are compared with analytical findings and special characteristics of the different designs are explained. Finally, the overall design concept of the test section is presented.

Abstract:

A joint experimental and numerical campaign is conducted to provide validation datasets for high-fidelity fluid-structure interaction models of nuclear fuel assemblies during seismic loading. A refractive index matched flow loop is operated on a six-degree-of-freedom shake table and instrumented with non-intrusive optical diagnostics. The test section can house up to three full height fuel assemblies. To guarantee reproducible and controlled initial conditions, special care is given to the test section inlet plenum; in particular it is designed to minimize secondary pulsatile flow that may arise due to ground acceleration. A single transparent surrogate 6×6 fuel subassembly is used near prototypical Reynolds number, Re = 105 based on hydraulic diameter. To preserve dynamic similarity of the model with prototype, the main dimensionless parameters are matched and custom spacer grids are designed. Special instruments are developed to characterize fluid and structure response and to operate in this challenging shaking environment. In parallel to the above experiments we also conducted fully coupled large-eddy simulations, where the equations for the fluid and the structure are simultaneously advanced in time using a partitioned scheme. To deal with the highly complex geometrical configuration, which also involves large displacements and deformations we utilize a second order accurate, immersed boundary formulation, where the geometry is immersed in a block-structured grid with adaptive mesh refinement. To explore a wide parametric range we will consider several subsets of the experimental configuration. A typical computation involves 60K cores, on leadership high performance computing facilities (i.e. IBM Blue-Gene Q – MIRA).

Four SMR technologies will be discussed: B&W mPower (TVA Clinch River site), Westinghouse SMR (Ameren Callaway site), NuScale/Fluor SMR (Pacific NW lab site) and Holtec SMR (Savannah River site). SMR reactor designs vary from 45 to approximately 225 MWe. SMR goals include significantly reducing plant capital cost requirements and enabling multi-reactor module construction and addition over time providing greater utility flexibility. A primary SMR advantage includes its installation in smaller grids typical of electrical power systems in developing countries. Unique aspects of the SMR technologies include integral reactor and steam generator vessel, integral pressurizer and internal piping, below grade containment vessel, helical-coil integral steam generators, integral decay heat removal systems, modular plant construction and arrangement, in-service inspection unique requirements, special materials and welding. Current ASME code design rules and requirements may require expansion and clarification; Section XI testing requirements and frequencies may require revision.

Abstract:

Abstract A Permanent Magnet Motor (PMM) designed to break the 300°C barrier was previously presented that included many advancements to greatly improve the operating temperature and reliability beyond the ability of current equipment [1]. A key design element is the inclusion of a squirrel cage in the PMM rotor that results in a hybrid construction. This paper will delve into the rationale for the hybrid configuration and will assess motor performance using electromagnetic simulations and validation testing. PMMs are used in many industrial applications and have recently started to gain traction in oil and gas upstream production applications. A significant issue is the PMM compatibility with existing motor drive equipment and their need for special provisions to operate at the end of long cables without position sensors. A hybrid configuration help overcome these limitations and allows operation with conventional variable speed drives using a standard scalar controller as used with induction motors. The design, development, and qualification of the hybrid PM rotor construction were undertaken using a rigorous analytical approach combined with extensive validation testing. The motor is designed to maintain stability under the severe transient conditions in the SAGD environment, where the produced emulsion rich in gas and solids creates highly variable conditions for the motor and controller. A detailed electromagnetic model of the motor for configurations with or without the squirrel cage was undertaken to demonstrate the effectiveness of the hybrid configuration to maintain speed control stability. A time stepped method was used to simulate the motor start with simulated loading conditions, reflecting the starting and operating conditions with breakaway torques up to full load torque condition and 50% transient loads. The squirrel cage was successfully integrated within the rotor structure of a 150hp PM motor. Extensive design and thermal-structural analysis ensured the construction was acceptable for operation in the ranges −40°C to 350°C. Validation testing was then performed to demonstrate the hybrid PM motor construction functioned for use with conventional and legacy variable frequency drives.

Abstract Artificial lift of oil by electric submersible pumps (ESP) is often complicated by free gas in production. Free gas content in production leads to ESP performance degradation in rate and head. Gas slip in the ESP impeller is one of the reasons of ESP performance degradation. Thus, the goal of the work is to determine the gas slip coefficient i.e. liquid holdup in the ESP impeller. It is known that a gas-liquid mixture (GLM) flow characterized by a slippage effect. Gas slippage relative to the liquid determines the GLM structure (bubble, dispersed-bubble, slug, stratified or annular), as well as the difference between the GLM densities calculated by liquid holdup or liquid volume content. Special stand was designed and created to determine the liquid holdup at the Department of Oil Fields Development and Operation of Gubkin University. Liquid holdup in the impeller of the ESP was measured by the method of cutting off the flow. This paper shows the results of experimental studies of liquid holdup and gas slip velocity in the ESP impeller (ESP5-50) at a rotational speed n = 2997 rpm, at an absolute intake pressure Pin = 0.4 MPa. The dependence of the liquid holdup on liquid volume content (i.e. the dependence of the gas void fraction on gas volume fraction) was determined for the model GLM "water-air", "water-surfactant-air" with different foaming capacity. The degradation of the ESP characteristics, boundaries of surging and gas locking limits are determined taking into account liquid holdup. The dependence of gas holdup was experimentally obtained over the entire range of ESP operation (from 0.5∙Qopt to Qmax). A comparison of the obtained correlation with existing models is presented too. A new correlation for predicting liquid holdup in the ESP impeller for the low-rate wells operation is obtained. A new approach to determining the liquid holdup and consequently gas slip velocity in the ESP impeller is proposed.

Abstract:

The application of Coriolis flowmeters to various industries has been expanding since they were successfully introduced in the market some 30 years ago. This paper specifically reports the development of Coriolis flowmeters for the nuclear industry based on the latest straight-tube technology. An advanced numerical method combining the strength of commercially available simulation packages and in-house theoretical work was used in the development. This includes the initial prediction of flow sensitivity using the fluid-structure interaction theory for straight flow tubes to ensure sufficient measurement accuracy under various process conditions. It also includes further detailed analysis of the entire flowmeter to make sure its natural frequencies away from the seismic frequency range due to nuclear application safety reasons. Furthermore, a new calibration and testing procedure is reported in this paper, which includes the normal calibration condition and also simulates possible process conditions during the nuclear applications (e.g. varying fluid temperature). Additionally, calculations based on the Design by Formula approach according to the governing codes, particularly ASME Boiler and Pressure Vessel Code, Section III, are also reported. These simplified calculations are of significant importance for Coriolis flowmeters to be applied to nuclear applications. Finally, a case study which involved significant collaboration with a well-known safety-related solution provider in the nuclear industry is described, where Coriolis flowmeters were required to provide accurate measurement for the boric acid make-up subsystem in a pressurised water reactor system. Design checks and special considerations for the fabrication and testing according to the rules of ASME Code Section III together with a quality assurance procedure as described in the case study showed that the developed Coriolis flowmeter can meet the specific requirements of nuclear applications in terms of both measurement performance and safety concerns.

Abstract:

The 60 Hz, Frame 7F engine has been in commercial operation for more than two decades now with approximately 800 Frame 7 (F, FA, FA+ and FA+e models) machines existing in North America and a total of over 1100 F-class machines throughout the world. Of importance to operators/users and owners of this gas turbine engine is the ability to not only recondition the turbine “hot-end section” components, in order to support maintenance requirements, but also to reduce the life cycle costs of these components. Stage 1 nozzles are a cast doublet, manufactured from FSX-414 Co-based superalloy. There are 24 nozzles in an engine set. As a result of the extreme turbine inlet temperatures at the 1st stage nozzle, these components experience severe thermal fatigue cracking. On one particular OEM engine set inspected, over 600 cracks were identified on each nozzle after engine operation. As a consequence, the stage 1 nozzles when compared to the other components in the engine exhibits the worst degradation and is therefore a focus point of reconditioning for those in the industry. The technical objective is to describe the development of a repair scheme for the stage 1 nozzle that can successfully address and repair this level of severe cracking and oxidation, with 0% scrap/fallout for a heavy repair, after a normal duty cycle. Special processes have been established for these components repairs, including but not limited to removal of the damaged and oxidized trailing edges by machining, high frequency Gas Tungsten Arc Welding (GTAW) of new trailing edge coupons. This technical paper describes the repair process development and implementation of the different stages of the repair schemes and shows metallurgical and mechanical characteristics of the repaired regions of the component. As a result of successfully executing these special processes, although a heavy repair workscope was implemented; all the nozzles were successfully repaired without any scrap.

Cold in-place recycling (CIR) involves the recycling of the asphalt portions (including hot-mix asphalt and chip, slurry, and cape seals, as well as others) of a flexible or composite pavement with asphalt emulsion or foamed asphalt as the binding agent. Full-depth reclamation (FDR) includes the recycling of the entire depth of the pavement and, in some cases, a portion of the subgrade with asphalt, cement, or lime products as binding agents. Both processes are extensively utilized in Illinois. This project reviewed CIR and FDR projects identified by the Illinois Department of Transportation (IDOT) from the Transportation Bulletin and provided comments on pavement designs and special provisions. The researchers evaluated the performance of existing CIR/FDR projects through pavement condition surveys and analysis of falling weight deflectometer data collected by IDOT. They also reviewed CIR/FDR literature and updated/modified (as appropriate) previously provided inputs concerning mix design, testing procedures, thickness design, construction, and performance as well as cold central plant recycling (CCPR) literature related to design and construction. The team monitored the performance of test sections at the National Center for Asphalt Technology and Virginia Department of Transportation. The researchers assisted IDOT in the development of a CCPR special provision as well as responded to IDOT inquiries and questions concerning issues related to CIR, FDR, and CCPR. They attended meetings of IDOT’s FDR with the Cement Working Group and provided input in the development of a special provision for FDR with cement. The project’s activities confirmed that CIR, FDR, and CCPR techniques are successfully utilized in Illinois. Recommendations for improving the above-discussed techniques are provided.
