A special court for the settlement of regional head election cases needs to be established / held for the settlement of cases for regional head elections and this special court is established before the implementation of regional head elections simultaneously nationally. This special court for regional head elections is nothing new, but something that already exists. Moreover, this special election court has been implemented in Uruguay. The authority of the Election Court in Uruguay appears to be very broad, covering everything related to elections, from the making of the regulations, the implementation, to the settlement of the case. The form and design of the special election court institutions must be adapted to the conditions of the temporary (ad hoc) Indonesian state under the Supreme Court and has the authority to handle all cases that arise in the election process, ranging from administrative cases and election crimes to disputes over results. <p>Past-approval of government regulation in lieu of Law No.1 of 2014 concerning the election of governor, regent, and mayor (hereinafter called local election), In accordance with the decision of the Constitutional Court Number 97 /PUU-XI / 2013, the Constitutional Court is no longer authorized to resolve disputes on direct election results, because the provisions of Article 236C of Law Number 12 Year 2008 NRI are against the Constitution of 1945. Article 157 paragraph (1) Law No. 8 Year 2015 determines that the dispute settlement on direct election results become the authority of specialized judiciary. But before a specialized judiciary is formed, then the Constitutional Court is authorized to resolve disputes on direct election results. The authority of the Constitutional Court is the constitutional authority to fulfill temporary legal vacuum (rechtvakum). Therefore legislators should immediately establish a specialized judiciary which has the authority to resolve the disputes on direct election results. There is a new design in election mechanisms of regional hand. The law a quo stated that elections be held simultaneously at the national level. This design would require regulatory support, such as the establishment of as special court, solve any disputes that arise from the election. The problems emerge in this study is how the urgency of special court, how it compares to special court on election matters in various countries and how the relevance of the comparison can be applied in Indonesia. This was conducted using a legal-normative research. The research conclude unable to meet the demands for justice, for example, the court's decision are settled after the elections conducted and thick-layers on legal remedies so it is counterproductive to the election that have limited period of time. These legal remedies are even separated in several judicatures. Various countries have also established a special court on local elections with a variety of institutional design and procedural law. For Indonesia, the special court is ad hoc court, based on provincial and district or city and authorized to settle disputes concerning the local elections.</p>

This study aims to analyze the need to establish a special election court which has the authority to solve various election law cases in order to realize elections with integrity; and analyzing the formulation of election special justice in order to realize the integrity of the election. The research method used is the method of normative legal research and the implementation of this research collects data from various sources in order to get an answer to the issues that have been formulated. The results of the study shows that the purpose of the need for the formation of special judicial elections; First, to meet the growing demands of increasingly complex justice in society and more election law enforcement so as to realize the integrity of the elections; Second, To handle the election law cases quickly and simply so as to obey the integrity of the election. Formulation; First, the election special justice to be able to work quickly and simply in handling election law cases, domiciled at the central and provincial level, then entering the District Court or the High Court; Secondly, the Guidelines for the election special judicial law shall be based on Supreme Court Regulation Number 4 Year 2017 on Procedures for the Settlement of Administrative Offenses of the General Elections in the Supreme Court.
 Penelitian ini bertujuan untuk menganalisis perlunya membentuk peradilan khusus pemilu yang mempunyai kewenangan menyelesaikan berbagai perkara hukum pemilu agar terwujud pemilu yang berintegritas; dan menganalisis formulasi pembentukan peradilan khusus pemilu dalam rangka mewujudkan integritas pemilu. Abstract:
This article is a legal research which conducts a comparative study of the dispute resolution institutions between the Indonesian and Brazilian elections. The purpose of writing this article is to map the similarities and differences in the practice of dispute resolution between regional head elections in Indonesia and Brazil to take good aspects that are suitable for implementation in Indonesia. In the discussion, it also covers the practice of organizing elections, election management organs and institutions, including the practice of dispute resolution for Election / Pilkada in both countries. The research method used is normative legal research using primary legal materials in the form of statutory regulations and court decisions, using a comparative approach, a statutory approach and a conceptual approach. Conclusions from the discussion of the research results, the authors propose two institutional options for Pilkada dispute resolution in Indonesia: a) Establishing a special election / election court under the PTUN environment. This Special Judiciary is domiciled in each provincial capital to adjudicate and decide on election result disputes (Election / Pilkada Crime and also examine and adjudicate election / election / election process / administration disputes), or b) Define the authority of the Constitutional Court of Justice to adjudicate disputes over the results of the Pilkada (in addition to PHPU) without any differentiation of regime.

This introduction unpacks the eight articles that make up this Journalism special issue about election reporting. Taken together, the articles ask: How has election reporting evolved over the last century across different media? Has the relationship between journalists and candidates changed in the digital age of campaigning? How do contemporary news values influence campaign coverage? Which voices – politicians, say or journalists – are most prominent? How far do citizens inform election coverage? How is public opinion articulated in the age of social media? Are sites such as Twitter developing new and distinctive election agendas? In what ways does social media interact with legacy media? How well have scholars researched and theorised election reporting cross-nationally? How can research agendas be enhanced? Overall, we argue this Special Issue demonstrates the continued strength of news media during election campaigns. This is in spite of social media platforms increasingly disrupting and recasting the agenda setting power of legacy media, not least by political parties and candidates who are relying more heavily on sites such as Facebook, Instagram and Twitter to campaign. But while debates in recent years have centred on the technological advances in political communication and the associated role of social media platforms during election campaigns (e.g. microtargeting voters, spreading disinformation/misinformation and allowing candidates to bypass media to campaign), our collection of studies signal the enduring influence professional journalists play in selecting and framing of news. Put more simply, how elections are reported still profoundly matters in spite of political parties’ and candidates’ more sophisticated use of digital campaigning.

Abstract:
This article seeks to analize the pattern of relations and authority of election agencies in special autonomous regions in Indonesia. The difference in the pattern of relations between election agencies in the special sutonomy region coincided with the implementation of asymmetric decentralization policies in Indonesia. As a result, differences in authority and specificity that is owned by one region with other regions. Whereas the Indonesian constitution based on Article 22E paragraph (5) of the 1945 Constitution of the Republic of Indonesia states that all regulations relating to the electoral institutions in Indonesia apply nationally. The research method used is normative and empirical. This study found similarities and differences in the pattern of relationships and authority of election agencies in the special sutonomy Region. The similarity is that the election agencies in this Special Autonomous Region has lost certain duties and authorities that affect the pattern of their relationship. The difference lies in the lost duties and authority. In DKI Jakarta, the duties and responsibilities of the election organizers in the Regency/City are only in the context of assisting the Election organizing tasks in the Province. The duties and authority of the election organizers in DIY are reduced in the case of the Governor General Election. While in Aceh, the task of supervision is divided between two organizing agencies, namely the Aceh Panwaslih and the Aceh Province Panwaslih. In the future, this pattern of relations and authority will become a source of conflict and dispute. While in Papua Province, the election organize did not hold general elections due to the implementation of the noken system in some of these areas.

Abstract:
This interdisciplinary study examines the issue of education in presidential election campaigns from 1968 through 2012. Historians of education have argued that the public's embrace of The National Commission on Excellence in Education report A Nation at Risk: The Imperative for Educational Reform (ANAR), in 1983 forced education onto the national agenda because political elites had to respond to voters' concerns about educational quality. Yet, historians of education have largely overlooked presidential election campaigns in their analysis of how education became a prominent political issue. In contrast, political scientists have focused a great deal on presidential election campaigns in seeking to understand the interaction between political elites and voters but have given little attention to the issue of education. This study integrates these two lines of inquiry to provide a better understanding of how education became a top-tier political issue and to better reveal the interactions between political elites and voters in that process. This study makes use of source materials that have received little scholarly examination. Internal campaign strategy documents reveal how political elites understood public opinion about education and how they sought to make use of that understanding to win elections. These underutilized sources reveal that historians have overemphasized the role of ANAR in the rise of education on the national political agenda. Long before education appeared in public opinion data as a top voter concern, strategists from both major political parties already wanted to push education onto the national political agenda. Yet, candidates were largely constrained from using education during the 1970s because they wanted to avoid engaging the controversial issue of de facto school desegregation. White voters were inconsistent on the issue: they claimed to support desegregation but took actions indicating they actually opposed desegregation. This made it difficult to craft an effective education message. When forced to discuss school desegregation, candidates of both parties employed a "quality education for all students" frame that deracialized the school desegregation debate and made education a safe issue to prime by the end of the decade. Beginning in the 1980s, Republicans used education for two electoral ends. First, they sought to use the recent transformation of the National Education Association (NEA) into a labor union and its endorsement of Democratic candidates to convince voters that the Democratic Party was beholden to radical special interest groups. Republican candidates also increased their priming of education in an attempt to close the gender gap arguing that women voters had a particular concern for the issue of education. Between 1990 and 2012, both parties wanted to use education to appeal to white voters. Republican candidates had long been committed to using education to soften their image. Now they began framing education as a civil rights issue in order to reassure white voters of their racial sensitivity. Meanwhile, Democratic candidates began framing education as an economic issue to reassure middle class white voters anxious about their children's future in the emerging global economy. A primary element in these electoral strategies was the idea that education was a "special" political issue. The "special" status rested on political elites' perceptions of voters' strong personal commitment to education and their nonpartisan attitudes toward specific policy positions. The lack of partisan correlation presented challenges for both parties but also unique opportunities to address campaign concerns related to a candidate's image, targeted voting blocs, and possible attacks on their opponents. The rise of the issue of education on the national agenda was often less about voters' concerns with educational quality and more about campaign strategy.

Abstract:
This research on Political Communications in the general elections and its effectiveness is one of the first of its kind on India, the literature having concentrated on voting behaviour in relation to socio-economic characteristics. The importance of communication during elections has been inadequately researched because of the diversity of the country. Through a content analysis of the coverage of election information in the media and case studies of party campaigns, the study evaluates the campaign practices in the mass media and conventional interpersonal forms. It highlights the electronic and outdoor forms like posters, wall writings, symbol displays and cutouts that were important during the 1991 elections. The thesis then examines the impact of these campaigns through a panel survey on a sample of 1155 electors from the three constituencies of Hyderabad, Secunderabad and Nagarkurnool in Andhra Pradesh. The voting patterns have been evaluated in relation to access to and the impact of different forms of political' communications. Research revealed that Indian political communication campaigns were well organised and professional advertising agencies were hired to promote the parties. Campaigns have been systematically planned through the development of creative and media strategies. Apart from the mass media channels, interpersonal forms continued to be important to reach the diverse electorate. There was a high level of exposure to newspapers, radio and television which were sought as important sources for election related information. Interpersonal forms were found to be persuasive. Education, urbanization, gender, caste and religion are important factors influencing the voters' perceptions and receptivity to electoral communications. But, while increased level of information does heighten the level of political awareness, it does not determine the final outcome. An important aspect was that families largely tended to vote as single units with men generally deciding who to vote for. Women showed relatively little interest in politics (though comprising an important 45% of voters) and their under representation in the study necessitated the need for weighting. The assassination of former Prime Minister Rajiv Gandhi in the middle of the elections adds an important dimension to the research, from those who voted in a normal election and those in the 'sympathy wave'. This study, though conducted under unusual circumstances does provide a much needed insight into the political changes in the country and the increasing use of US inspired media driven campaign practices of political marketing combining comfortably with conventional practices of political marketing in India. A final yet important aspect of this research is the exploration of the problems of survey research in a country of cultural plurality such as India.

Electron Spin Resonance (ESR) dating has many potential applications in the fields of archaeology and Quaternary geomorphology. In particular, it offers a useful addition to more established techniques for dating speleothems, which not only have relevance to Quaternary geomorphology but may also carry palaeomagnetic and palaeoclimatic data. This work consolidates the method of ESR dating, with special reference to calcite speleothems, and contributes to several important aspects of the methodology. Using a low energy nuclear accelerator as a source of alpha particles of various energies, it is shown that the effectiveness of alpha radiation in producing paramagnetic defects is energy dependent, and approximately linearly related to the range of the incident alpha; the implications for dose rate calculations are discussed, and ranges are calculated for alpha particles of different energies for various dating materials for use in applying the above finding. The alpha/gamma effectiveness ratio, k, is experimentally determined for 18 calcite speleothems as k$/sb[/rm av]$ = 0.052 $/pm$ 0.006, which is significantly less than most previous estimates. The k-value for a coral sample is 0.055. By examining the Th-230/Po-210 ratios of 19 speleothem samples it is shown that for almost all speleothems, radon is retained within the sample until its decay; thus the full radionuclide decay chains should be used in dose rate calculations. Analysis of 'typical' calcite spectra confirms that interference between peaks of different origins and stability affects the estimate of accumulated dose (AD), and provides a rational basis for decisions on different sample preparation methods and analytical procedures. The effect of these on age estimates is examined and routine experimental methods recommended. The effect of different ESR spectrometer operating parameters is also evaluated and it is shown that the use of high microwave power avoids potentially serious underestimation of the accumulated dose (AD). A straight-forward statistical method is developed; this enables confidence limits to be derived for AD and provides a test for equivalence of AD estimates, using standard linear hypothesis techniques. A robust Geiger Muller instrument sufficiently sensitive to give estimates of relative gamma dose rates in a few minutes is developed specifically for cave dosimetry. It has the potential, with further development and cross-calibration, to become a viable method for measuring absolute environmental gamma dose rates. Serious discrepancies between two 'absolute' dosimetry methods are revealed; this and other problems of environmental gamma dosimetry are discussed. The evaluation of gamma dose rates in calcite (with respect to both laboratory and field dosimetry) and the form of the dose response curve (including the possibility of supra-linearity and non-thermal instability) are identified as areas requiring further research.

Abstract:
An (e,2e) electron scattering spectrometer has been constructed and used for the first time to investigate the spectral momentum density of the valence bands of a solid target. This technique provides fundamental information about the electronic structure of both crystalline and amorphous solids. The three fundamental quantities, the band structure, electron density of states, and electron momentum distribution can be simultaneously derived from the measured (e,2e) cross section. A review of single electron and (e,2e) scattering theory is given with an emphasis on scattering from solids. The effects of multiple scattering are discussed and a method of deconvoluting those effects from the measured (e,2e) cross section is developed. There is a detailed description of the spectrometer design and operation with particular attention given to the electron optics and voltage distribution. The algorithms and software for computer aided data acquisition and analysis are also outlined, as is error analysis. The techniques employed in the preparation and characterization of extremely thin film samples of a-C and single crystal graphite are described. An analysis of the data taken for a-C samples is given. The data are compared with the results of complementary experiments and theory for graphite, diamond, and a-C which are given in a review of the literature. The existence of a definite dispersion relation ε(q) in amorphous carbon is demonstrated. The a-C band structure appears to be more similar to that of graphite than to that of diamond, however it differs significantly from both in some respects. The measured spectral momentum density seems compatible with a model of a-C based on small, randomly-oriented islands of quasi-2D graphite-like continuous random network structures. However, no definitive interpretations can be made until higher resolution experiments are performed on both a-C and single crystal graphite.<br>Ph. D.

Abstract:
Novel additions have been made to the York time-averaged electron diffractometer with a view to the study of low volatility and more exotic species. The telefocus electron gun present in the apparatus has been improved and the resulting beam width reduced from 0.76 to 0.40 mm. The existing data collection system was fully tested and eventually replaced with a custom designed camera assembly to improve data quality; this was further improved by the addition of a liquid nitrogen cold trap. For the study of lower-volatility compounds an air-heated nozzle assembly was built, which, paired with the high intensity of electrons produced from the telefocus gun and almost limitless data acquisition possible using the camera assembly, allows diffraction patterns to be collected from a smaller target density in the sample beam. Molecular dynamics simulations have been performed using Newton-X to provide vibrational corrections for refinements. These corrections allow a better description for large-amplitude and anharmonic motions, which are badly accounted for using current methods. These will be especially useful for the more complex molecules the apparatus has been designed to study. To extract and handle the diffraction data collected, custom software has been developed and tested. This software, combined with the improvements and additions to the apparatus, was used to refine the structure of 4-(dimethylamino)benzonitrile. The combination of these improvements to the apparatus and the custom software, will allow the structure determination of species such as carbon suboxide (C 3 O 2 ), and silyl chloride (SiH 3 Cl) dimers.

Abstract:
One major sub-domain in the subject of polling public opinion with social media data is electoral prediction. Electoral prediction utilizing social media data potentially would significantly affect campaign strategies, complementing traditional polling methods and providing cheaper polling in real-time. First, this paper explores past successful methods from research for analysis and prediction of the 2020 US Presidential Election using Twitter data. Then, this research proposes a new method for electoral prediction which combines sentiment, from NLP on the text of tweets, and structural data with aggregate polling, a time series analysis, and a special focus on Twitter users critical to the election. Though this method performed worse than its baseline of polling predictions, it is inconclusive whether this is an accurate method for predicting elections due to scarcity of data. More research and more data are needed to accurately measure this method’s overall effectiveness.

Abstract:
Approval voting provides a simple, practical framework for multi-issue elections, and the most representative example among such election rules is the classic Minisum approval voting rule. We consider a generalization of Minisum, introduced by the work of Barrot and Lang [2016], referred to as Conditional Minisum, where voters are also allowed to express dependencies between issues. The price we have to pay when we move to this higher level of expressiveness is that we end up with a computationally hard rule. Motivated by this, we focus on the computational aspects of Conditional Minisum, where progress has been rather scarce so far. We identify restrictions to every voter's dependencies, under which we provide the first multiplicative approximation algorithms for the problem. The restrictions involve upper bounds on the number of dependencies an issue can have on the others. At the same time, by additionally requiring certain structural properties for the union of dependencies cast by the whole electorate, we obtain optimal efficient algorithms for well-motivated special cases. Overall, our work provides a better understanding on the complexity implications introduced by conditional voting.

According to Cambridge dictionary, in 2017 the most popular word was Populism. What is Populism? – Is it achievement of our era, or its roots comes from our remote past? According to scientific research, populism existed in ancient Roman period as an ideological political movement known as the Populist Party. It expressed the interests of ordinary people. Today populism is a natural phenomenon of Democratic political regimes. Populist perception is a special democratic component of political culture, that is realized by the population who are involved in political movements. The amplitude of its usage is so diverse that it’s difficult to find an exact scientific definition. Today populism is a main political phenomenon and is mainly used during pre-election periods, political debates and with the purpose of convincing or manipulating consciousness of society. In addition, political leaders often use aggressive national-populist rhetoric.

Abstract Unsteady simulations represent an expensive sub-set of CFD simulations in terms of computational resources. Among the unsteady simulations the time periodic cases are of special interest in many applications such as turbomachinery. The special characteristics of these cases allow specific methodologies to improve its periodic convergence behavior, neglecting the physical transient to achieve it. The scope of this paper is focused on these unsteady periodic simulations. In this context, departing from a plain Dual Time Step methodology, where the standard generic procedure is to converge every physical time step from the solution of the previous one, the effect of feeding-back the previous period information to re-start the convergence of the equivalent time steps in the new period is assessed in this paper. With that aim, options to alleviate the possible penalties of the procedure are presented, and the parameter set election and boundary conditions optimized to define a complete methodology. Finally, a benchmarking of the defined methodology is performed against the standard plain Dual Time Step technique and the much more efficient Harmonic Balance methodology. For that comparison, harmonic torsion vibration in a basic 2D case and in a more realistic 3D compressor, as well as two rotorstator configurations are computed and presented here. The results show that a comparable efficiency to the Harmonic Balance technique is achieved with lower memory requirements, meaning that the performance of the plain Dual Time Step methodology are greatly improved just changing small parts of its formulation.

Abstract In transmission electron microscopy (TEM), one typically considers bright-field or dark-field imaging signals, which utilize the transmitted and scattered electrons, respectively. Analytical signals such as characteristic X-Rays or primary electron beam energy losses from inelastic scattering events give rise to the energy dispersive X-Ray spectroscopy and electron energy loss spectroscopy techniques, respectively. In this paper, the detection of the electron beam absorbed current (EBAC) and electron beam induced current (EBIC) signals is reported using a specially designed scanning TEM holder and associated amplification electronics. By utilizing thin TEM samples where the beam-sample interaction volume is controlled more through the incident electron probe size, the EBAC and EBIC signal resolution is improved to the point where implant regions and Schottky junction depletion zones can be visualized.

The article deals with the ways in which social networks and the blogosphere influence the formation and implementation of a PR campaign. Examples from the political sphere (election campaigns, initiatives), business (TV brands, traditional and online media) have revealed the opportunities that Facebook, Telegram, Twitter, YouTube and blogs promote in promoting advertising, ideas, campaigns, thoughts, or products. Author blogs created on special websites or online media may not be as much of a tool in PR as an additional tool on social media. It is noted that choosing a blog as the main tool of PR campaign has both positive and negative points. Social networks intervene in the sphere of human life, become a means of communication, promotion, branding. The effectiveness of social networks has been evidenced by such historically significant events as Brexit, the Arab Spring, and the Revolution of Dignity. Special attention was paid to the 2019 presidential election. Based on the analysis of individual PR campaigns, the reasons for successful and unsuccessful campaigns from the point of view of network communication, which provide unlimited multimedia and interactive tools for PR, are highlighted. In fact, these concepts significantly affect the effectiveness of the implementation of PR-campaign, its final effectiveness, which is determined by the achievement of goals. Attention is drawn to the culture of communication during the PR campaign, as well as the concepts of “trolls”, “trolling”, “bots”, “botoin industry”. The social communication component of these concepts is unconditional. Choosing a blog as the main tool of a marketing campaign has both positive and negative aspects. Only a person with great creative potential can run and create a blog. In addition, it takes a long time. In fact, these two points are losing compared to other internet marketing tools. Further research is interesting in two respects. First, a comparison of the dynamics of the effectiveness of PR-campaign tools in Ukraine in 2020 and in the past, in particular, at the dawn of state independence. Secondly, to investigate how/or the concept of PR-campaigns in social networks and blogs is constantly changing.

Abstract:
The DNAN (2,4-dinitroanisole), NTO (3-nitro-1,2,4-triazol-5-one), and NQ (nitroguanidine) are important insensitive energetic materials used in military applications. They may find their way to the environment during manufacturing, transportation, storage, training, and disposal. A detailed investigation of possible mechanisms for self-degradation of radical-anions formed by addition of solvated electron to DNAN, NTO, and NQ species was performed by computational study using the PCM(Pauling)/M06-2X/6-311++G(d,p) approach. Obtained results suggest that only NQ radical-anion is able for self-degradation by elimination of nitrite anion. Formation of urea radical on the earlier stage of the NQ radical-anion degradation was also predicted.
