Abstract:
This article will discuss the dynamics of local politics in the Special Region of Yogyakarta which is analyzed through a culturalist perspective. In this research, culturalist theory is used to analyze whether the granting of special autonomy to Yogyakarta will be able to produce a culture, politics and economy that is different from other regions (which are not given special regional autonomy). The research method used to analyze written problem formulations is a qualitative method with data analysis in the form of descriptive analysis. Data collection was carried out through literature studies, obtained from similar research in the form of journals, articles and online news to support research. The results of this research reveal that the dynamics of the 'Yogyakarta Special Region' through a culturalist perspective provide an explanation that culture gives rise to an influence on politics as a whole. In D. I. Yogyakarta, there is a long historical journey in fighting for their culture to be maintained to this day. Until the birth of Law Number 13 of 2012 concerning the Yogyakarta Special Region Law which grants special autonomy to the Yogyakarta Special Region to manage its own region. Abstract:
The Special Region of Yogyakarta is a Special Region at the provincial level in Indonesia which is the fusion of the Sultanate of Yogyakarta and the Paku Alaman Duchy. The Special Region of Yogyakarta is located in the southern part of the Indonesian Island of Java, and is bordered by the Provinces of Central Java and the Indian Ocean. Specialties of the Special Region of Yogyakarta must also play a role as an autonomous region implementing decentralization. However, the problem is that the policies, implementers and implications of decentralization have not been able to improve the welfare of the people. This can be seen from the level of income gap in the Special Region of Yogyakarta getting higher. Even the gap in the Special Region of Yogyakarta is above the national figure. The Government of the Special Region of Yogyakarta is expected to be able to encourage and run activities programs that are focused on people's welfare. Development must be directed to create jobs and increase community income so that people's welfare increases. This study aims to measure the effect of decentralization policies on improving the welfare of the people in the Yogyakarta Special Region Government.

Land within the territory of the Republic of Indonesia is one of the main natural resources and has a very strategic function in meeting the increasingly diverse needs of the state and its people. policies for managing control, ownership, and utilization of land as stipulated in Law Number 5 of 1960 concerning Basic Agrarian Regulations. The Special Region of Yogyakarta, as one of the regions that has privileges in carrying out its administration, is regulated by law. One of the privileges of the Special Region of Yogyakarta is the issue of land. In the Special Region of Yogyakarta, not all Indonesian citizens can obtain property rights as stipulated in the law. It's as if the regional government is discriminating against Indonesian citizens, especially non-Indigenous Indonesian citizens. With the Instruction of the Deputy Governor of the Special Region of Yogyakarta No. K.898/I/A/1975, it has become increasingly clear in the land polemic in the Special Region of Yogyakarta that there have been discriminatory actions in the land sector.

Abstract:
The Special Region of Yogyakarta Province is one of the regions where the agricultural sector serves as a significant source of income. Due to the development of the region in the Special Region of Yogyakarta Province, several districts have experienced a decline in agricultural land due to land conversion for residential purposes. The ability of an area to achieve food self -sufficiency or meet its own food needs can be assessed through Land Carrying Capacity (DDL) and food availability. This analysis of Land Carrying Capacity for Agriculture and Food Availability employs a quantitative descriptive method. The land carrying capacity in the Special Region of Yogyakarta Province in 2022 indicates that all districts/cities have a DDL value of <1. This implies that the districts/cities in the Special Region of Yogyakarta Province cannot achieve food self-sufficiency and cannot adequately meet the population’s food needs.

Abstract:
Kingdon’s Multiple Streams, a framework to analyze agenda-setting process is widely considered as a ‘universal’ theoretical framework because of its flexibility to be applied. Therefore, it is necessary to investigate the validity of this ‘universal’ term. By using the case of the establishment of Law No.13 of 2012 concerning the Privilege of Yogyakarta Special Region, this research aims to apply and examine the Kingdon’s framework. The research has been done by using the qualitative method. Interviewing key persons and interpreting written documents are main techniques in data collection process. As the result, this framework remains applicable in the Yogyakarta case. There are 3 factors that brought Yogyakarta issues into the central government’s agenda encompass problem, policy, and politics. Politics is the most dominant factor indicated by Yogyakartans strong political movement and Sultanate of Yogyakarta’s political approach. In addition, Sultanate of Yogyakarta can also be discussed as a policy entrepreneur. As the conclusion, this research has a significant contribution to Kingdon’s multiple streams framework which is still able to explain social phenomena in policy making studies although there are some concerns that need to be explored further, particularly regarding the role of media and policy entrepreneur. Abstract:
The Republic of Indonesia as a unitary state adheres to the principle of decentralization in government administration, by providing opportunities and flexibility to the regions. This research journal uses two problem formulations, namely whether the Special Region of Yogyakarta is part of the asymmetrical decentralization perspective studied from Law Number 13 of 2012. This type of research is nomartive legal research.Theoretically, asymmetric decentralization is actually relatively new in Indonesia than the development of regional autonomy and decentralization theories which only prioritize the transfer of authority from the center to the regions. Asymmetric decentralization doesn’t only talk about the delegation of authority, but also how authority, finance, supervision and institutions are contextually decentralized. Based on the description above, it can be concluded that the authority determined in Law Number 13 of 2012 concerning the Privileges of the Special Region of Yogyakarta is one of the provoncial-level autonomous regions in Indonesia. Special Region of Yogyakarta and it’s status as Special Region in accordance with Article 5 paragraph 2 letter a, Article 9, and Article 16.

Abstract:
In making spatial planning rules in the Special Region of Yogyakarta, the Regional Regulation (perdais) on Spatial Planning refers to Law No. 26 of 2007 on national spatial planning and DIY Provincial Regulation No. 2 of 2010 concerning the RTRW of DIY Province 2009-2029. The establishment of special rules regarding Spatial Planning of Sultanate Land and Duchy Lands is regulated in Special Regional Regulation No. 2 of 2017 concerning Spatial Planning of Sultanate Land and Duchy Land. This rule governs privileges in spatial planning, especially spatial planning related to Sultanate land and Duchy lands found throughout the DIY region. In addition, this regulation also regulates the spatial functions of the Sultanate and Duchy lands aimed at the maximum for the development of culture, social interests, and public welfare. The concept of spatial planning developed in the Perdais on Spatial Planning of the Sultanate and Duchy Lands is cultural, spatial planning, which is not the same as the spatial concept in western literature, which has been the reference for spatial planning. In-Law number 13 of 2012, it is explicitly stated that spatial planning in the Perdais is directly related to the land of the Sultanate and Duchy. But in the concept of thinking, the idea's substance covers the spatial planning of the DIY region comprehensively. It is directed to not conflict with the national spatial layout and the essence of DIY privilege.

Abstract:
This research aims to measure and compare the transparency index at the provincial level of the National Board of Zakat Republic of Indonesia (BAZNAS). This research uses quantitative methods with a descriptive approach. The transparency index is measured using the Zakat Management Organization Transparency Index (ITRANS OPZ) model with a multi-stage weight index approach. Sample selection was based on purposive sampling, with four entities: BAZNAS South Kalimantan Province, BAZNAS Special Region of Yogyakarta, BAZNAS Bengkulu, and BAZNAS Southeast Sulawesi. The results of measuring the transparency index in four BAZNAS Provinces are sequentially as follows: BAZNAS Special Region of Yogyakarta (0.96), BAZNAS South Kalimantan, BAZNAS Southeast Sulawesi (0.89), and BAZNAS Bengkulu (0.81). The comparison results of four BAZNAS Provinces show that the highest index is BAZNAS South Kalimantan and BAZNAS Special Region of Yogyakarta (financial dimension; 0.40), BAZNAS South Kalimantan, BAZNAS Province Special Region of Yogyakarta, and BAZNAS Southeast Sulawesi (management dimension; 0.26), and BAZNAS Special Region of Yogyakarta (program dimension; 0.30). This research implies that BAZNAS, at the provincial level, needs to increase the transparency index to increase Muzaki's trust and collect zakat funds in each Province.

Abstract:
Despite participating in PISA for more than 10 years, Indonesian students' mathematics achievements still tend to be low. On the other hand, PISA 2018 shows that students in two provinces, namely (1) Special Region of Yogyakarta, and (2) Special Region of Capital City Jakarta, exhibit higher mathematics achievement than students from other provinces. This research aim is to examine factors affecting students' mathematics performance in these three regions. We carried out statistical multilevel analysis with a random effects model using R software. Based on this analysis, we find differences in factors that influence students' mathematics achievement from three provinces. Variables that significantly influence students’ mathematics achievement in the three regions are parent support, home support, students' mastery goals, and students' competition. The only variables that were significant outside Special Region of Yogyakarta and Special Region of Capital City Jakarta were students' beliefs and students' ESCS. In the three provinces, the variables growth mindset, gender, and father's education level did not affect students' mathematics achievement.

Abstract:
This study assesses the progress of good governance index in Yogyakarta between 2012 and 2016. Kemitraan (Partnership for Governance Reform) developed the Yogyakarta governance index of 2012 based on the IGI (Indonesia Governance Index)’s methodology. The author used the same methodology to develop Yogyakarta governance index of 2016 based on newly collected data on government, bureaucracy, civil society and economic society in Yogyakarta. This paper compares Yogyakarta good governance index for 2012 and 2016. The index comprises scores on three levels, interalia: the arena, principles and actual policy. The paper introduces and describes the three tier structure and index processing. Results of the comparison of the index for 2012 and 2016 shows that in general Yogyakarta governance index increased from the level of fairy good (6.80) in 2012 to good (7.93) in 2016. Subsequently, the scores that comprise the arena and principle levels were analyzed to determine the contribution of each to the total governance index, and afterwards determine the contribution of each principle to the score of each arena. The results of the analysis procedure indicates the possibility that the increase in governance index may be linked to new special status Law No.13 of 2012 for Yogyakarta. Prior to 2012, the special status of Yogyakarta special administration was shrouded in uncertainty. However, with the passage of Law No.13/2013, the special status of the province is now codified, and today forms the legal basis for policy making in this province. This paper limits itself to indicators that point to the association between the governance and the enactment of the law, and does neither go as far as analyzing the impact that the enactment of the special status law has had on policies, nor evaluate the impact that policy changes made in the aftermath of the implementation of the special status law on the performance of the index.

Abstract:
Consumption of animal protein food in the Special Region of Yogyakarta is still low compared to consumption of plant food which dominates, so there is a need for a policy from the government to make it easier for households to increase consumption of animal protein food. Animal protein food consumption is influenced by household income and the price of the animal food commodity itself. The aim of this research was to determine the elasticity of household demand for animal protein food and determine the factors that influenced animal food consumption patterns in the Special Region of Yogyakarta. This research utilized data from the 2020 Indonesian National Socioeconomic Survey (Susenas) which covers a total of 3529 households, which the demand for protein food animal origin was estimated using the Quadratic Almost Ideal Demand System (QUAIDS) model. The results of the analysis showed that all variables were significant at the one percent level, which means that animal protein food commodities were influenced by household income, own prices, and prices of other commodity goods as well as socio-demographics (number of household members, age of household heads, education level of household heads, and region) in the Special Region of Yogyakarta. The animal protein food commodity most sensitive to changes in income in the Special Region of Yogyakarta was fish (1.440) followed by meat (1.289), and fish (1.184) as a luxury item while eggs were a normal item (0.469). The Hicksian (compensated) price elasticity values for other commodities in the Special Region of Yogyakarta showed positive results, indicating that these commodities replace each other or were substitutes. Thus, the government could use a pricing strategy to ensure that protein needs for animal food were met in the Special Region of Yogyakarta.
