Abstract:
A career as a police officer has served as a legitimate avenue for many Black Americans to elevate themselves from numerous low paying less prestigious jobs, to a more respectable better paying secured occupation that has a higher social economic status. The general perception related to the civil service position of a police officer, suggests that it is an occupation which should offer an environment free from discrimination and nepotism, thereby allowing fair treatment and equal access for advancement to all individuals employed within the police organization. The concept of a police organization that offers fair treatment and equal access for advancement to all of its employees in a climate that is free from discrimination and nepotism is the subject of considerable skepticism among many black police officers. Police departments throughout the United States of America have been challenged by a highly visible accusation of discrimination and nepotism in regards to the selection process and the police personnel selected to become members of elite police specialty units. This thesis traces the historical involvement of black police officers in The United States and their progression to obtain equality and fair treatment as police officers within the law enforcement community. This thesis examines the racial demographics of eighteen (18) police departments located in various sections of the United States and the racial demographics of the elite police specialty units which are incorporated within each police department. In addition, this thesis will analyze collected data from the police departments that participated in the study and determine if the minority representation within each of the police department's elite police specialty units is equal to the general population which the police departments serve and proportionate to the minority representation within the police department. Finally, this thesis will examine data identifying Black American's representation in significant areas of the criminal justice system, thus analyzing the correlation between Black American's over-representation in the criminal components of the criminal justice system and their under-representation within police departments and elite police specialty units.

Why is it that some military organizations succeed and others do not? What characteristics elude unsuccessful fighting groups that successful ones are able to capture and translate into positive outcomes? The study of organizational theory and design spans the multiple typologies of organizational functions and forms. However, at the foundation of all groups are the individuals and the interaction of those individuals within the organization. Given this, the concept of unit cohesion can provide some insight in the search for discovering what makes organizations successful. Why study unit cohesion within Naval Special Warfare (NSW) operational units? The simple answer is because cohesion can increase performance and effectiveness. Prior to the last century, the concept of unit cohesion was based on the anecdotal observations of military commanders and historians. The rise of the fields of psychology and sociology led to an increase in the study and understanding of unit cohesion. This study utilizes survey research to investigate specific factors related to unit cohesion in NSW operational units and how they are related to current issues in the community. Ultimately, the impacts of these relationships provide a basis for recommendations intended to improve cohesion in, and overall effectiveness of NSW operational units.

Abstract:
This thesis is concerned to evaluate Local Education Authority Off-Site Special Units for Disruptive Pupils. By reviewing the relevant literature, and by ascertaining the views of Local Education Authorities, the thesis develops the argument that schools are ambivalent in their reasons for referring disruptive pupils to Off-Site Special Units. Whilst maintaining primary concern for the pupils' reform, a greater concern seems to be evident for the removal of recalcitrant pupils in the best interests of the referring school. Either way, the decision to refer the pupil to an Off-Site Special Unit probably rests upon a failure to appreciate the causes of disruptive behaviour, which in practice are less likely to be explained in pathological terms than in institutional ones. In consequence, the idea that a suitable measure for evaluating units is to be found in rates of successfully reintegrating pupils from units back into mainstream schools is open to question. Since many pupils indicate a desire to return to mainstream school whilst others express a wish to enter employment where recognised patterns of good behaviour are necessary, a criterion for evaluating Off-Site Special Units remains the ability of the Unit to produce behaviour change in pupils attending the Units. The dictum is employed in the present thesis. The Bristol Social Adjustment Guides and a Behaviour Checklist, developed by the writer from one used by the ILEA, are used as before and after measures to show that the behaviour of pupils referred to three Off-Site Special Units in one LEA, does improve during the period of intervention. The behaviour of matched control pupils who remain in mainstream schools does not show a similar improvement. The comments of pupils in the Off-Site Special Units confirm that there are positive gains in the Units.

Abstract:
The aim of this thesis was to acquire knowledge about patient participation in everyday life of persons with dementia living in SCUs in nursing homes. Data collection and analysis in studies I-III was carried out according to Grounded Theory. Data was collected by open non- participant observations during 51 hours, and conversations with 8 residents and 17 health care personnel (I), interviews carried out twice with 12 relatives (II) and 11 nursing personnel (III), and by a study specific questionnaire based on the findings from study I-II to 233 relatives (IV). Descriptive and non-parametric statistics were used (IV). Presence of nursing personnel in body, mind and morality was found to be the prerequisite for patient participation (I). This required personnel with high competence in dementia care, commitment to and interest in the resident, and continuity in their work (I, III). Wellbeing and dignity in the resident’s everyday life was found to be the most important goal, not necessarily a high level of patient participation (II-III). The level of participation had to be adjusted to the resident’s ability and wish to take part in decisions in the very moment. However, the level was often primarily adjusted to suit the personnel’s ideas about how to carry out daily care (I, III). Relatives had an important role in the participation process by interacting, and exchanging information, with the personnel. By forming a basis for individualised care in this way, relatives made a difference to the resident’s everyday life and contributed to their wellbeing and dignity (II-IV). The SCU’s context also affected patient participation (I-IV). Patient participation must be given attention by leaders and be prioritised in dementia care. Nursing personnel can enhance patient participation by promoting relatives’ partaking in the participation process, as this has potential for further contributing to quality of care.

AbstractThis work deals with the development of novel algorithms and methodologies for the optimal management and control of thermal and electrical energy units operating in a networked configuration. The aim of the work is to foster the creation of a smart thermal-energy grid (smart-TEG), by providing supporting tools for the modeling of subsystems and their optimal control and coordination. A hierarchical scheme is proposed to optimally address the management and control issues of the smart-TEG. Different methods are adopted to deal with the features of the specific generation units involved, e.g., multi-rate MPC approaches, or linear parameter-varying strategies for managing subsystem nonlinearity. An advanced scheme based on ensemble model is also conceived for a network of homogeneous units operating in parallel. Moreover, a distributed optimization algorithm for the high-level unit commitment problem is proposed to provide a robust, flexible and scalable scheme.
