AbstractOne of the central tasks of medical text analysis is to extract and structure meaningful information from plain-text clinical documents. Named Entity Recognition (NER) is a sub-task of information extraction that involves identifying predefined entities from unstructured free text. Notably, NER models require large amounts of human-labeled data to train, but human annotation is costly and laborious and often requires medical training. Here, we aim to overcome the shortage of manually annotated data by introducing a training scheme for NER models that uses an existing medical ontology to assign weak labels to entities and provides enhanced domain-specific model adaptation with in-domain continual pretraining. Due to limited human annotation resources, we develop a specific module to collect a more representative test dataset from the data lake than a random selection. To validate our framework, we invite clinicians to annotate the test set. In this way, we construct two Finnish medical NER datasets based on clinical records retrieved from a hospital’s data lake and evaluate the effectiveness of the proposed methods. Human capital is seen as one of the key factor conditions contributing to national competitiveness and economic performance (Porter, 2002). Productivity performance of OECD countries tends to correspond to the skill levels of the workforce in specific countries. Hence, governments increasingly view human capital formation, both quantity and quality of workforce, as one of the key levers in ensuring sustained productivity gains and standard of living. Skill development of the workforce requires major investments beyond formal schooling. It demands ongoing training investment in continued education and workplace training in order to help the workforce keep pace with technological innovations and continued adoption of new technology in the workplace. Private and public partnership in this context dictates both the government and private companies and organizations participate in the training effort. Investment in training requires effective and efficient methods, which in turn calls for sound and robust management tools and standards at the micro (firm) level to ensure continuity and sustained efforts. This article examines two training related standards, “Investors in People” (IIP) and ISO 10015, in order to identify similarities and differences of these two instruments.

As Named Entity Recognition (NER) has been essential in identifying critical elements of unstructured content, generic NER tools remain limited in recognizing entities specific to a domain, such as drug use and public health. For such high-impact areas, accurately capturing relevant entities at a more granular level is critical, as this information influences real-world processes. On the other hand, training NER models for a specific domain without handcrafted features requires an extensive amount of labeled data, which is expensive in human effort and time. In this study, we employ distant supervision utilizing a domain-specific ontology to reduce the need for human labor and train models incorporating domain-specific (e.g., drug use) external knowledge to recognize domain specific entities. We capture entities related the drug use and their trends in government epidemiology reports, with an improvement of 8% in F1-score.

E-learning may be described as the utilization of technology to support the delivery of education. Although e-learning has been around for a long time, the use of the “e” in front of “learning” began soon after the start of using the “e” in front of other terms such as “commerce,” “business,” and “governance.” More than 25 years ago, training firms began bringing students into training centers and sitting them in front of terminals hooked to boxes equipped with headphones. Training center staff would assist trainees in inserting video disks that included lessons on new products, processes, or programs. Training sessions typically lasted two or three hours or more. This was e-learning in its infancy and it was well-received by students because they could needed training when they wanted it; they no longer had to wait for the next instructor-led class scheduled for months in the future. E-learning also has roots in distance education (DE)—the process of providing education where the instruction and learning are in different physical locations (Kelly, 2000). Historically, distance education first emerged in the form of correspondence courses; materials would be mailed to students who would complete readings, reports, and exams and mail them back to course instructors to be evaluated. Television, videotaping, and satellite broadcasting allowed distance education to expand beyond textbooks and printed materials. Using these technologies, learners could experience a classroom-like environment without physically attending class. However, expensive production environments were required to achieve such learning experiences. Computer-based training (CBT) technologies are other precursors of e-learning. These evolved during the 1980s but because early multimedia development tools were primitive and hardware-dependent, the cost associated with CBT delivery was too high to foster widespread adoption. CBT growth was also limited by the need to physically distribute training new media such as CDs whenever updates to training content were made. Today, intranets and the public Internet make it unnecessary for learners to travel training centers because similar types of learning can be delivered directly to the desktop. Learning can take place 24/7 at locations and times that are most convenient to the learner. Intranets and the Internet provide a low-cost medium for content delivery and a cost-effective course development environment. Streaming video and audio is increasingly used to enliven the training/learning experience. Today’s e-learning technologies also enable trainers to simulate the environment in which learning will be applied and to provide the practice needed to master context-specific skills. Training content is now being personalized to ensure that individual students complete only the learning modules that they need or want. And, the development of systems to manage such learning is now producing world class training program content from mixtures of internal and external expertise.

Framework: Health tourism is currently one of the fastest growing forms of tourism. In Portugal, the “Tourism Strategy 2027” highlighted thermal activity as a means of economic development in the country's regions. On March 11, 2020, WHO declared a covid-19 pandemic. In Portugal, all thermal establishments took the initiative to suspend activity. After the lockdown period the units had to adapt to restart following the guidelines of the health authorities. Goals This study aims to emphasize the spa health tourism sector in Portugal in the context of the Covid-19 pandemic, analyze consumer behavior, and suggest future research on the topic. Paper organization: We present qualitative research, through content analysis using WebQDA software and a bibliometric analysis of co-occurrence of keywords in the thermal field, using the VOSviewer software. The analysis was conducted considering public statements from representatives of 21 units in mainland Portugal, published in the media, as of March 2020. Results: The analyses point to a high appreciated value by the customers to the item safety and to the aesthetic and medicinal treatments. There were no differences in behavior between public and private entities. All regions in mainland Portugal behaved the same way in terms of compliance with the health organization's guidelines, seeking to give the customer more safety and confidence. The training and actions of the human resources were essential to adapt the spas to guarantee strict safety and hygiene rules, as well as the respect for physical distance. In terms of marketing and innovation, the biggest references from the clients are at the product level. Final considerations: The current context of the Covid-19 pandemic favors the use of spas for their curative aspect related to lung problems, post-disease. There are several opportunities for hydrotherapy and research associated with the sector. It is important to draw new lines connected to its potential role in accelerating healing and prevention of coronavirus.

The article dwells upon the problematic issues of present development of Ukrainian economy and social sphere through the lenses of changes caused by the pandemic. Practical approaches to state support for business entities in certain EU countries to overcome the socio-economic effects of the pandemic were summarised. The priorities of government capital investments aimed at medium-term national economic development and the instruments of fiscal support for investment and innovation activities of enterprises are determined in the article. The role of government education financing is clarified and a conclusion on the prior role of budgetary financing of preschool and primary education for the formation of future factors of economic growth is made. The necessity of balancing resources for human capital formation between the budget, business sector and households is substantiated. Specific measures of state support for families with children are proposed, which will make it possible to activate educational driver of economic growth in the pandemic circumstances. Based on the results of the study, proposals were formed on the regulatory and legal support of fiscal measures aimed at enhancing economic growth, which cover the spheres of education, science and innovation, public investment, and the formation of financial resources of the state and enterprises.

Information has been and is an integral part of all human activity. For any state, it is a strategic commodity, where every plane of security depends on the information resource it possesses, which must be protected accordingly. It can be hypothesised a priori that the protection of important information resources is inextricably linked to the security interests of the state and its subjects. Without doubt, the most sought-after resource today is information. The introduction of information and computer technologies and their increasingly widespread use has led to a situation where there is an unfettered exchange of information between remote entities and logistical considerations do not matter. The turbulent and very dynamic development of information technology, as well as the rapidly increasing amount of data being processed, has necessitated the search for solutions to effectively manage information, taking into account the risks involved, especially in cyberspace. Our technological capabilities are steadily advancing, but this is not always a reason to rejoice. It is important to be aware not only of the benefits of this, but also of the risks. In this case, we can speak of new phenomena such as disinformation, deepfake, fake news and trolling. Until recently, the pinnacle of disinformation was the dissemination of fake photos and texts. However, with the development of the digital age, the possibilities of artificial intelligence have also developed, which has reached a whole new level and is now also able to create fake videos. With the development of deepfake technology, a breeding ground has emerged for the spread of disinformation in the political sphere and for influencing public opinion regarding specific public office holders. Fake information can now be used to influence the electoral process, poor media reception, social tensions, acts of unfair competition and also other disinformation attacks that disrupt the normal functioning of the state and individuals. This now creates a whole new level of risks associated with the spread of false information.

Disaster planning is integral component of hospital operations and management, and hospital resiliency is critical to society and health systems following a disaster. Additionally, hospitals, like all public institutions have significant risk of security incidents including terrorism, isolated and mass violence, social unrest, theft and vandalism, natural and human made disasters. Security and disaster planning are cumbersome, expensive and easy to deprioritize. When a hospital disaster is defined as anything that exceeds the limits of the facility to function at baseline, disasters and security incidents are intertwined: disasters create security problems and vice-versa. Hospital resiliency to disasters and security incidents stems from a systems-based approach, departmental and administrative participation, financial investment and flexibility. Significant best practices and lessons learned exist regarding disaster and security planning and ignorance or lack of adoption is tantamount to dereliction of duty on the part of responsible entities. This chapter consists of a review of the concepts of hospital disaster and security planning, response and recovery, as well as hospital specific disaster and security threats (risk) and their associated mitigations strategies. Risks will be presented follow a hazard vulnerability analysis (HVA), a common framework in emergency management, disaster planning and disaster medicine. As such, each element of risk is defined in terms of likelihood and impact of an event. Concepts of disaster medicine that are also addressed, as are administrative concerns, these elements are designed to be applicable to non-experts with an emphasis on cross disciplinary understanding. The difficulties inherent in the nature of software as an intangible object pose problems for specifying its needs, predicting overall behavior or impact on users, and therefore on defining the ethical questions that are involved in software development. Whereas software engineering drew from older engineering disciplines for process and practice development, culminating in the IEEE/ACM Professional Code in 1999, the topic of Software Engineering Ethics is entwined with Computer Science, and developments in Computer and Information Ethics. Contemporary issues in engineering ethics such as globalization have raised questions for software engineers about computer crime, civil liberties, open access, digital divide, etc. Similarly, computer-related ethics is becoming increasingly important for engineering ethics because of the dominance of computers in modern engineering practice. This is not to say that software engineers should consider everything, but the diversity of ethical issues presents a challenge to the approach of accumulating resources that many ethicists maintain can be overcome by developing critical thinking skills as part of technical training courses. This chapter explores critical pedagogies in the context of student outreach activities such as service learning projects and considers their potential in broadening software engineering ethics education. The practical emphasis in critical pedagogy can allow students to link specific software design decisions and ethical positions, which can perhaps transform both student and teacher into persons more curious about their individual contribution to the public good and more conscious of their agency to change the conditions around them. After all, they share with everyone else a basic human desire to survive and flourish.
