We argue that when individuals enunciate sounds which are perceived to be the same, the sounds have the commonalty that their spectra can be transformed into a new domain which results in identical spectra except for a speaker dependent translation factor. We call the transformation function the speech scale. The speech scale is experimentally obtained.
