Programas sociais que estabelecem condicionalidades para o ganho de benefícios alcançaram grande popularidade nos últimos anos. O programa RPS (Reds de Protección Social) realizado na Nicarágua teve a adição de uma fase inicial com a avaliação de comunidades separadas em grupos controle e de tratamento. Apesar do desenho experimental para a avaliação do programa, não se deve desconsiderar a possibilidade da existência de efeitos indiretos sobre não-beneficiários ou mesmo sobre outros beneficiários. Tentamos destacar neste trabalho a possibilidade desse efeito entre as comunidades avaliadas. Com uma base de dados que indica a proximidade entre as localizações obtidas, relatamos spillover effects significantes e negativos para os gastos das famílias avaliadas. Dessa forma acreditamos gerar uma motivação para o aprofundamento da pesquisa sobre os efeitos do RPS entre as comunidades de avaliação. ____________________________________________________________________________________ ABSTRACT
Social Programs that condition their beneficits have attained great popularity in the recent years. The RPS program (Reds de Protección Social) carried out in Nicaragua had a preliminary avaliation phase in which communities were selected to treated and controlled groups. Although the avaliation had an experimental design, one must not neglect the possibilities of indirect effects on non-beneficiaries or even with other beneficiaries. We try to highlight the possibility of such an effect between the communitties avaliated in the program. With a data set that indicates the proximity of the localities obtained, we report significant and negative spillovers on the expenditure of the avaliated families. In this way, we believe that we generate a motivation for further research on the effects of RPS across villages.

Lideranças femininas tendem a ser pior avaliadas mesmo quando há evidências de que sejam tão efetivas quanto lideranças masculinas. A existência deste forte viés eleitoral é a principal justificativa para a grande diversidade de cotas de gênero atualmente em vigor. Utilizando a base de dados disponibilizada por Beaman et al. (2009) e a metodologia de Miguel e Kremer (2004), ampliam-se os principais resultados sobre as reservas políticas indianas para mulheres sobre participação eleitoral feminina e viés contra lideranças femininas, considerando possíveis efeitos de spillover. Os resultados encontrados indicam que apesar de não serem constatados efeitos de spillover sobre a participação feminina em eleições irrestritas, percebe-se que a política de reservas políticas para mulheres é capaz de reduzir vieses de eleitores masculinos mesmo quando estes nunca tenham sido expostos diretamente a lideranças femininas, por meio da proximidade com vilarejos vizinhos que tenham sido previamente reservados.
Female leaderships are usually worse evaluated even when there is evidence showing they are as effective as male leaderships. This strong voting bias is the main explanation for the vast diversity of gender quotas nowadays. Using the dataset made available by Beaman et al. (2009) and the methodology by Miguel and Kremer (2004), we expand the main findings about the impact of the Indian political reservations for women on female political participation and the bias against female leaderships, accounting for possible spillover effects. Our findings suggest that even though we found no spillover effects on female participation in unrestricted elections, political reservations for women could reduce male villager’s bias even when they have never been directly exposed to female leaderships, due to the proximity with neighboring villages that had been previously reserved.

Existe uma crescente preocupação com o valor e a credibilidade das empresas no mercado, o que pode ser traduzido em conceitos de governança corporativa. Desde seus desenvolvimentos teóricos tendo por base a teoria dos jogos, em particular teoria de agente principal, estudos tem identificado agregação de valor de mercado associados a empresas de boa governança, nesse ponto outras questões passam a ser colocadas, como por exemplo, se governança pode reduzir os efeitos de transbordamento de volatilidades de outros tipos de ativos. O transbordamento de volatilidade, medido por meio de correlações condicionais é um estudo recente em finanças, os modelos utilizados e testes aplicados buscam identificar sua existência e precedência estatística. Neste estudo, foram utilizados os retornos: Ibovespa, como controle para o aspecto estritamente negocial, IGC-X e IGC-NM como retornos com diferentes graus de governança corporativa. Utilizando 48 taxas de câmbios foram criados retornos representativos por meio de análise de componentes principais para três diferentes proxies de choques cambiais, o primeiro utilizando todas as 48 taxas de câmbio, a segunda utilizando as taxas de câmbio exceto o Dólar e a terceira sendo apenas o retorno do Dólar. Um procedimento semelhante foi realizado utilizando 17 bolsas de valores internacionais, contudo criando apenas uma proxy para choques de mercados financeiros internacionais. Por meio de modelos GARCH multivariados foram estimadas as correlações condicionais em 9 diferentes modelos combinando sempre um índice Bovespa (Ibovespa, IGC-X ou IGC-NM) com um dos três tipos de choque cambial e o choque de mercados financeiros internacionais. A existência e direção dos transbordamentos de volatilidade de choques cambias, choques de mercados financeiros internacionais e índices Bovespa foram testadas por meio de testes de causalidade de Granger de segunda ordem. Como principais resultados temos a comprovada existência de transbordamentos de choques cambiais e de mercados financeiros para índices Bovespa, sendo que essas correlações apresentam dinâmica temporal, com transbordamentos sempre na direção dos choques para os índices Bovespa. Os transbordamentos cambiais apresentam na maior parte do período amostral uma correlação condicional negativa enquanto os transbordamentos de mercados financeiros internacionais apresentam uma correlação condicional positiva. O Dólar apresentou o maior transbordamento cambial para qualquer índice Bovespa, a magnitude de choques cambiais e de mercados financeiros internacionais é equivalente. Por fim os índices de governança corporativa apresentaram menores transbordamentos à medida que o grau de governança corporativa aumenta para os choques cambiais e de mercados financeiros internacionais testados. ___________________________________________________________________________________________________ ABSTRACT
There is growing concern about the value and credibility of the companies in the market, which can be translated into concepts of corporate governance. Since its theoretical developments based on the theory of games, in particular theory principal-agent, studies have identified market value addition associated with good governance companies, this point other issues are now placed, for example, it can governance reduce the effects of overflow volatilities of other types of assets. The spillover of volatility, measured by means of conditional correlations is a recent study in finance, the models used and the tests seek to identify their existence and statistical precedence. In this study, the returns were used: Ibovespa, as control for strictly business aspect, IGC-X and IGC-NM as returns with different levels of corporate governance. Using 48 exchange rates representative returns were created through principal component analysis for three different proxies exchange rate shocks, the first using all 48 exchange rates, the second using exchange rates other than the dollar and third being only the return of the dollar. A similar procedure was carried out using 17 international stock exchanges, but creating just a proxy to shocks of international financial markets. Through multivariate GARCH models were estimated conditional correlations in 9 different models combining always Bovespa index (Ibovespa, IGC-X or IGCNM) with one of three types of exchange rate shock and the shock of the international financial markets. The existence and direction of spillovers of volatility of forward exchange shocks, international financial market shocks and Bovespa were tested by Granger causality test of second order. The main results have proven the existence of spillovers from exchange rate and financial markets shocks to Bovespa index, and these correlations have temporal dynamics, with spillovers always in the direction of the shocks to the Bovespa. The exchange spillovers have most of the sample period a negative conditional correlation as spillovers from international financial markets have a positive conditional correlation. The Dollar experienced the largest exchange for any overflow Bovespa index, the magnitude of exchange rate shocks and international financial markets is equivalent. Finally the corporate governance indices showed lower spillovers as the level of corporate governance increases to exchange rate and international financial markets shocks tested.

A definição das instâncias governamentais adequadas para a gestão de diferentes recursos e políticas públicas é tema de extensa e histórica discussão. Partindo do princípio de que a população de um país disfruta e exerce livre movimento no seu território, podendo migrar e se estabelecer em novas localidades, argumenta-se que, de acordo com as especificidades de cada política ou o nível central ou os níveis locais dos governos seriam melhores gestores/alocadores e garantiriam a maximização da utilidade dos impostos aos seus “consumidores”, ou seja, os habitantes de uma nação. O presente trabalho busca analisar esse fenômeno utilizando a política habitacional brasileira como indicador. Em 2009, através do Programa Minha Casa Minha Vida, denotouse a retomada parcial à competência federal desse tipo de política desde o fim do BNH (Banco Nacional de Habitação) em 1986 e, a partir dela, torna-se válido analisar se o aumento da centralização federal trouxe ganhos de eficiência na alocação dos recursos. A literatura e artigos sobre o tema apresentam teoria e evidências de que a gestão local de políticas habitacionais de cunho social podem causar spillover populacional entre municípios vizinhos advindo do welfare migration e, ao tomar isso como verdade, instaurar um jogo estratégico dos gestores municipais para reduzir a provisão de habitação popular (Mattos et al. 2014), o chamado race to the bottom. Este estudo investiga se após 2009, com o aumento da centralização na tomada de decisão da política, ainda é possível verificar essa interação, e procura encontrar indícios que a política habitacional seria uma potencial causadora de movimentação populacional, através de uma análise de spillover laboral entre os municípios. Utilizando um painel com dados anualizados de 2009 a 2014, aplicado a modelos de autocorrelação espacial, constatou-se que na média nacional ainda existem evidências de um jogo estratégico intermunicipal na alocação de recursos da política habitacional. No entanto, ao analisarmos a evolução quantitativa dos indicadores do Programa, sugere-se que a centralização da política inverteu o panorama de Race to the Bottom para um de Yardstick Competition, ou seja, um ganho significativo de eficiência quando comparado com a política local anterior. Os resultados também sugerem que há indícios de uma correlação estatisticamente significativa entre investimentos de política habitacional com movimentações laborais entre os municípios o que pode estar relacionado à teoria de Welfare Migration.
The choice of appropriate governmental instances for managing different resources and public policies is the subject of extensive and historical discussion. Assuming that a country’s population enjoys and exercises free movement within its territory, being able to migrate and settle in new localities, it is argued that, according to the specificities of each policy, the central or local levels of governments would be better managers / allocators and would ensure the maximization of utility of taxpayers. The present essay seeks to analyze this phenomenon using the Brazilian housing policy as an indicator. In 2009, through the establishment of the Minha Casa Minha Vida Program, the policy got partially back to federal government control since the end of BNH (National Housing Bank) in 1986 what raised the valid question of assessing if the increase of federal centralization brought efficiency gains on the allocation of resources. The literature and articles on the subject present theory and evidence that local management of social housing policies can cause population spillover among neighboring municipalities arising from Welfare Migration. This could establish a strategic game of municipal managers to reduce the provision of social housing when they assume the migration actually takes place (Mattos et al., 2014), the so-called Race to the Bottom. This study investigates if after 2009, with the increase of centralization in the policy decision making, it is still possible to verify this game, and seeks to find evidence that housing policy would be a potential cause of population movements through a labor spillover analysis. Using a panel with annualized data from 2009 to 2014 applied to spatial autocorrelation models, it was observed that in the national average there is still evidence of a strategic intermunicipal game in the allocation of housing policy resources. However, when analyzing the quantitative evolution of the Program indicators it is suggested that the policy centralization reversed the panorama from Race to the Bottom to one of Yardstick Competition, what is a significant gain of efficiency when compared with the previous local politics. The results also suggest that there is indeed evidence of a statistically significant correlation between housing policy investments with labor movements which, in turn, could be related to the Welfare Migration theory.

Full textOver the past decades, an increasing number of researchers have argued that simple indices such as GDP growth and exports are insufficient to describe the welfare of a country. However, in spite of recent studies add variables such as income inequality, infrastructure and technological innovation to the analysis, most authors fail to consider spatial aspects, as is the neighborhood effects for government strategies on infrastructure and socio-economic development. Accordingly, the present work aims to examine the relationship between economic growth, capital investment in public transport infrastructure, spending on technological innovation, and socio-economic development in the Brazilian federal states and their spillover effects, using spatial econometrics techniques. The main results show the road infrastructure as the biggest promoter of positive spillovers for growth and development. As for innovation, results indicated negative spillovers, both for growth and for development, being significant only for development.

Full textThe aim of this thesis was to evaluate the possible occurrence of volatility contagion in the fuel energy market, with focus on ethanol, analysing agricultural and energy commodities. Two scenarios are evaluated. Scenario I is proposed to identify the presence of volatility spillover between the futures prices of oil and corn, negotiated on the international future market and the futures prices of ethanol, negotiated in Brazil. That is, set out to identify the presence of volatility spillover in the ethanol Brazilian future market. Scenario II is proposed to identify the presence of volatility spillover between the futures prices of oil and sugar listed in the international market in relation to the spot price of sugar in Brazil. In this case the objective was to identify the presence of volatility spillover in the ethanol Brazilian spot market. The price series covered the period 05/18/10 until 12/29/11 and 12/29/11 until 05/20/03, respectively for each scenario. It was used the multivariate GARCH model to analyze this occurrence, because this model give robust results and the possibility of practical application by market professionals. It was concluded that only in Scenario II was identified volatility transmission between the analyzed structures. However, non-observation of contagion in Scenario I may have been due to the limited data available, since it is recent the existence of ethanol Brazilian futures contract and the low liquidity, which encourages future analyzes seeks to prove this evidence, important to mitigating the risks inherent in these markets.

Full textThis study addresses the productive diversification of the metal-mechanic agricultural cluster of North West Frontier area in Rio Grande do Sul state, through the analysis of the trajectory from the mechanisms spillover and spin-off. The cluster studied originated from two basis companies that were initially aimed at logs craft traditions of woodworking and blacksmithing. From these activities, the cluster specializes in metalworking agricultural sector, more specifically with the production of combine harvesters. In this context, arise questions of problem that guide this study: What is the trajectory of the metal-mechanic agricultural cluster in North West Frontier area, with a focus on diversification of production, from the spillover effects and spin-off processes triggered by basis companies? To answer the research question, arises as general objective: to analyze the trajectory of metal-mechanic agricultural cluster in North West Frontier area, from the spillover effects and the spin-off process triggered by basis companies. Regarding the methodological procedures were used secondary data sources and was also conducted field research with primary data collection, to obtain data and information that could support the desired analysis. Thus, we applied questionnaires to managers of companies included in the study, mayors, professors and other professionals involved with the development of the region. As main results, the study showed that the of metal-mechanic agricultural cluster in North West Frontier area, in the taxonomy of Markusen (1995), shows the center-radial configuration, with complementary typology satellite industrial platform. The main feature of the cluster is the specialization in the metal-mechanic agriculture sector, with emphasis on producing harvesters. This feature runs through all stages of the cluster life cycle. However, from the development phase there is a first initiative of diversification starting by a basis company, planters started producing in 1984, and a second initiative to diversify the same company with the production of tractors from 1996. The process of productive diversification of the metal-mechanic agricultural cluster in North West Frontier area intensifies through the mechanisms spillover and spin-off, speeding up from the crises of 2004-2006 and 2008. The diversification observed / detected, however, does not correspond to the establishment of another productive and technological base. There is still a segment specialization in metal-mechanic, but there is a diversification of businesses and products produced. Thus, the competitiveness of the cluster not depends only his expertise, but is powered from the synergy created by specialization and diversification.
