Full textThe impact on the international authorities of the technological gap between developed and developing countries which has accentuated the inequalities in development has led them to examine more closely the ways in which a more balanced distribution of the world's scientific an technological heritage may be achieved. The series of measures presented at the u. N. Conference on tcdc in buenos aires were essentially aimed at reducing the imbalance of the terms of exchange of technology. But it is precisely this element of the recent evolution in international discussion on development which requires a radical change in examining the technical components of economic progress. Instead of being exclusively determined by the transfer from an industrialised country, technological development is placed within a framework of individual and collective autonomy of the developing countries which desire to encourage south-south technical co-operation defined by the buenos aires plan of action as a historical imperative, as a new dimension of international co-operation for development and as a historical step on the road towards a nieo. However, tcdc will not progress unless its contradictions are dispelled rather than obscured by illusory talk. In this respect, the solemnly announced consensus in favour of tcdc is in itself suspect - how to explain this unanimity in a world dominated by the ratio of power and by economically divergent interests?

Abstract
Problem: The desire for development in less privileged countries like Uganda has created the need for the privileged countries like Sweden to embark on external knowledge transfer through different projects, as one of the objectives to achieve development. However, some factors tend to limit the success of this external knowledge transfer process.
Purpose: The purpose of this research is to find out the factors that lead to the barriers and limitations of knowledge transfer in development projects. Since there are differences in objectives between nonprofit and profit making projects, the research is also aimed at highlighting the extent to which the affecting factors hinder the achievement of objectives and goals.
Method: Qualitative methods were used in this research. Telephone interviews were conducted after sending questionnaires to four respondents from different organizations that were actively involved in the projects. In order to have balanced results, two respondents each from Uganda and Sweden were interviewed. Trustworthiness and ethical issues were put into consideration while conducting the interviews, in a bid to create a desirable atmosphere for conducting the study.
Result: External knowledge transfer is affected by factors like culture, individual factors, and knowledge management factors. Apart from the mentioned factors, research found that instead of organizational factors that would affect profit making projects to a greater extent, factors like the political will, ownership and local needs are the ones that affect development projects.
Conclusion: The factors that affect the external knowledge transfer process are to a greater extent human, and are controllable. In development projects, the recipient country should identify the needs that would initiate the external knowledge transfer process. Most of the affecting factors would be controlled through building of relationships and strong ties, local ownership, and political considerations. All this put into consideration, external knowledge transfer between developed and developing countries stand a high chance to succeed.

Full textFrance has 5. 2 millions public service employees. It is the first employer in the country compare to the private sector. The recruitment of the public service employees is very important from an economical and a social point of view. The rate of unemployment for young people aged from 16 to 25 years old has been very high for the past 30 years. The government wants to correct this problem by using the public service. It imagined a new device called the “P. A. C. T. E. ” (A route to access to a career in the Territorial public service, Hospital public service and the French state public service). This mechanism will provide a permanent job for young people by an easier recruitment in the French public service. The government used the law order to create the P. A. C. T. E. The idea is to have a social mix for the public service employees by using a positive discrimination mechanism. The French administration has an immersion and a formation part to play. The French public service normally recruits his employees by using competitive examination. But this way does not satisfy its needs and presents lots of disadvantages. The legislature created some new ways of recruiting and the goal is to substitute the competitive examinations. The P. A. C. T. E. Is one of these ways and it permits to recruit young people who have difficulties finding a job because they don’t’ have important study background. Therefore they don’t have to pass a competitive examination to integrate permanent post in the public service. The P. A. C. T. E. Is a public law contract. The idea of the P. A. C. T. E. Is not new because it was copied on several ways of recruiting in the public service (Handicapped persons, trainees…). It is a different way to access to a public service permanent job. It permits an equality of chances between the candidates who wants to be part of the French public service

Full text\"Lower trypanosomatids\", that infect plant and insect, present biochemical and molecular similarities to Leishmania sp. and Trypanosoma cruzi. Antigenic similarities between those parasites are known for a long time, but only few comparative investigations about immune humoral cross-reaction were described. In the current work we analyze the cross-immunoreactivity of crude extract from eight lower trypanosomatids by ELISA, with human and dog host samples infected with T. cruzi and Leishmania sp. ELISA positivity and data of mean title of human or dog visceral leishmaniasis cases, the lower trypanosomatids were divided in two groups. ELISA-G1 comprised by 4 parasites resulted in 100% positivity and high mean of absorbance, similar data to those obtained with L. chagasi, with human or dog hosts. In human cases, Chagas disease chronic cases showed 100% positive only with ELISA performed with T. cruzi, with no differences among lower trypanosomatids. Otherwise samples with other non correlated disease presented low cross-reaction with lower trypanososmatids. In spite of, their taxonomic position in various sections and their old divergence these results showed a strong antigenic similarity between pathogenic and lower trypanosomatids, and could be an alternative source of antigen for the detection of antibodies against host mainly with visceral leishmaniasis cases.

Full textWith the latest reforms, among which the Hospital, Patient, Healthcare and Territory (HPST) Law, the French Hospital has changed not only the form of its organisation through the implementation of a polar organisation, but also its environmental concern. This polar organisation aims to strive for performance and efficiency via an managerial and medical approach. Thus, some management tools have been set up aimed in particular at giving feedback on such performance. In this context, how can professionals from such distinct fields as management and healthcare work? Management implies the optimization of resources when the public sector above all upholds values of social usefulness and patient care. Healthcare actors feel very much involved in this mission of social usefulness. In this work we propose to identify how cultural gaps within hospital poles contribute to a loss of meaning and acknowledgment among healthcare agents. Those cultural gaps will be examined more particularly through management tool appropriation. This study relies on interviews conducted in various healthcare facilities (PCO and psychiatric hospitals of various capacities such as CHU and CH). It reveals the need for innovative managerial practices, especially designed for intercultural management, so that every actor of these new hospital facilities may feel that they are understood and integrated in this dynamic process. The proposed study can make up interesting feedback to better understand and improve the use of these new management tools. Recommendations are issued that can be food for thought to meet the current challenges of public hospitals
