Abstract:
This study aims to investigate the social importance of sport in L’Hospitalet de Llobregat. As an instrument for social cohesion and integration, sport has become a very important part of municipal activity. We use two surveys: the Baròmetre, which gathers opinion about municipal services; and satisfaction surveys completed by the users of sports facilities. The sports offer (6.5) receives a better rating than overall municipal management (5.9), and counts for 20.4% of the global assessment of the municipal management. Satisfaction with facilities is 7.3 out of 10, while price receives the lowest mark. Detailed analysis of satisfaction surveys conducted among the population can help the municipal management of sports facilities. Policies that focus only on prices are unlikely to be as effective at improving members’ perception of sports facilities as those that also take other aspects into account.

Abstract:
The function, utilization, and resource allocation of sport facilities in residential areas have attracted increasing attention in China along with the country's rapid economic development and the popularization of the health concept. To optimize the allocation of public sports resources and develop functions for sports facilities in China, this study analyzed existing policies concerning the planning and construction of sports facilities in residential areas and actual problems in the operation, management, and construction of sports facilities in the country. The analysis was conducted using document, investigation and expert consultation methods. Corresponding improvement measures were proposed by combining actual situations of urban sport participation of residents. Sports facilities in urban residential areas in China are facing various problems, such as inadequate quantity, uneven layout, poor management, and imperfect related laws and regulations as well as planning policies. Formulating sports facility planning policies and updating existing sports facilities are beneficial in relieving the sports facility shortage caused by the increased, diversified, and actual demands of residents. These measures could also guide the future construction of sports facilities in residential areas in high-density cities in China.

Abstract:
Sport is becoming a global phenomenon. Moreover, it has been one of the major sources of income for the government in different countries. Therefore, sport management education is becoming increasingly important in the management of sports. Countries that spend more on the development of sports facilities have been associated with huge improvements in the sports industry. Similarly, clubs that spend more on acquiring new talents in the industry and availing sports facilities have been associated with higher performance. This led the European football clubs in the spending more than they earn so as to acquire the services of the best talents and avail the best sports facilities so as to perform better. Therefore UEFA (Union of European Football Associations) launched its financial fair play regulations. UEFA financial fair play regulations were introduced to prevent the European football clubs from overspending. This situation affects the education curriculum of the sports management departments in universities. The regulations have compelled the clubs to spend at the break-even point. This has led to the improvement in brand value, increased sponsors, and making decisions that do not lead the clubs to overspend. As a result, the clubs have grown economically and achieved higher financial stability. This research explores the adaptation of the sport management curriculum to these new situations.

Abstract:
Recently, there have been many fires in the facilities where the safety of the people should be prioritized, such as the Jecheon Sports Center, Ansan Far East Sports Center, and Futsal Stadium in Suwon. The fire incidents in sports facilities, such as in the Jecheon Sports Center, have affected a lot of lives due to various factors such as the closing of evacuation routes. This study investigated the management status of firefighting and safety measures through analysis of the fire cases in sports facilities used by unspecified number of people. We propose checklists and inspection manuals for common firefighting and safety measures in sports facilities, and post checklists in a location that can be easily seen by both people and users. We intend to contribute to the improvement of inspection management of sports facilities in terms of fire reduction and firefighting, and safety measures through inspection and posting.

Abstract:
Sports clubs are a program ran through Pacific Recreation at the University of the Pacific. This study determines whether using services and facilities that Pacific Recreation offers has a statistically significant relationship with students joining or participating in sports clubs. METHOD: When a student comes into the Baun Fitness Center to work out, participate in a class, take part of personal training, or climb the rock tower, that student has to swipe into the facility and service of choice. The same process occurs for when a student wants to use external services like Intramural Sports and Informal Recreation. Quantitative data were pulled from Innosoft Fusion, software that Pacific Recreation utilizes to manage and track their facilities, programs, and services. 2,332 individual student datum were analyzed from the information received from Innosoft Fusion to measure student engagement from the Fall 2017 semester. RESULTS: The Baun Fitness Center and other external services were found to play a significant role with association with participation in sports clubs. Participation in Baun Fitness Center workouts, rock tower, informal recreation, tiger training, and intramural sports associates with participation in sports clubs. It was determined that for each additional individual that participates in these services or programs, there would be an increased chance of individuals to also participate in sports clubs. CONCLUSION: It was concluded that there are additional ways for sports clubs to advertise and promote their clubs for recruitment. Pacific Recreation’ marketing department can use the results from this study to analyze and plan additional marketing strategies that can use cross-promotion from the programs, services, and facilities Pacific Recreation has to offer. This study recommends multiple future research ideas for Pacific Recreation to take apart in to gain new insights on participation and marketing ideas from all of their programs.

Abstract:
The growing popularity of North American professional sports over the last twenty years directly coincides with the recent trend of urban communities using tax dollars to publically subsidize professional football, baseball, and basketball stadiums. Communities across North America invest substantial amount of public tax dollars in private facilities in light of a consensus among policy analysts that the economic impact of the new stadium is greatly exaggerated. The economic impact of new stadiums has been extensively researched, the focus of this paper rather, is to examine the impact publically subsidized facilities built in the last twenty years have on the overall team valuation compared to teams with no public subsidy or no new stadium.

Abstract:
Propomos, o Planeamento do Desporto numa visão Nacional em termos de equipamentos desportivos, requalificação dos equipamentos desportivos numa perspectiva intermunicipal visando resultados positivos na gestão e nos custos de operação alterando-se o actual para um novo modelo de gestão; Public Investment in Sport Study of its impact in Portugal since 2005 till 2016 Abstract: This scientific work correlates the development of sport with the financing of sport, aiming to evaluate the effect of financial amounts attributed to sport in the context of municipalities. The study analyzes the public financing of sport in mainland Portugal in the different development vectors, namely sports facilities, training, and requalification of existing equipment in the municipalities studied and the impact on the population. Methodologically, we developed a descriptive, comparative and cross-sectional qualitative study through documentary analysis (State and Autarchic Budgets) and a quantitative approach based on data searched in databases. The sample is made up of 36 municipalities distributed homogeneously throughout the 18 districts of the country. The selection of municipalities was based on the 2011 Censos. The analysis model used a set of indicators grouped in the demographic, sport and financial dimensions and in the period from 2005 to 2016, with data collected between January and June 2018. The results obtained indicate that the financing of sport promoted and improved sports equipment, with a significant increase in the number of federated athletes. The financial amounts allocated to sport were applied in percentage terms higher in municipal terms when compared to the percentage of the government to the sports organization IPDJ. We conclude that: State funding through the IPDJ to federated sport was percentage less than the funding made by municipalities in sport; there is no national strategic plan in terms of the sports park and a political line aiming at sports development; there was a very reasonable increase in the number of federated athletes; there is no agreement of intermunicipal sports policies. We propose, the Planning of the Sport in a National vision in terms of sports equipments, requalification of the sport equipments in an intermunicipal perspective aiming at positive results in the management and in the costs of operation altering the present one to a new model of management.

Abstract:

The research seeks to investigate processes and structures presently in Khayelitsha so as to ascertain whether they are operating, in such a manner that sporting people and government can rely on them to strike the balance needed, to reach a scenario where all the citizens of the country are afforded equal opportunities in sport. The White Paper (Revised: 2007) mentions the establishment of the Strategic, Monitoring and Evaluation Directorate to ensure focus remains on track with the latest development in sporting fraternity and that this is aligned with government priorities. However better resources are still handed out to advantaged communities. South African society has achieved somewhat miraculously, a stable democracy since the elections of 1994, but this new democracy has to realize that liberation comes with an added burden of responsibility. Hence communities and especially previously disadvantaged communities, need to even work harder to ensure social and an acceptable degree of economic transformation. The culture of entitlement needs to be discouraged in black townships. The Constitution, Provincial and Local policies allow for efficient sport management as sport is critical for development to take place. Sport is the most important vehicle to deepen democracy and bring about genuine transformation in society, forging unity of purpose at grassroots level so as to achieve same purpose and direction. Khayelitsha (as most of the black townships) has been hit by a wave of crime, drug abuse, alcohol abuse and gangsterism caused by the inactivity of youth. Sport can act as a catalyst to minimise tensions and maximise peace and harmony. This research focused on the efficacy of sport management processes and structures in Khayelitsha. It examined issues of provisioning, accessibility and maintenance of sport facilities in order to guarantee mass participation and infinite activism in sport.

Sere, Goitseone Olebogeng. "Management capacity at sport and recreation facilities in the City of Tshwane Metropolitan Municipality." Diss., University of Pretoria, 2014. http://hdl.handle.net/2263/46208.

Full text
Abstract:
National Department of Sport and Recreation South Africa (SRSA), as outlined in their National Sport and Recreation Plan (NSRP) and the South African White Paper on Sport and Recreation focuses on three pillars namely, 1) an active nation; 2) a winning nation and 3) an enabling environment. The need for sport and recreation facilities is further emphasised in Priority Two of the South African White Paper on Sport and Recreation. This priority focuses specifically on the provision of sport and recreation facilities and states that the challenge in the provision of facilities is not simply about a shortage, but also the location of the facilities as well as the effective management thereof. Local government has the responsibility of providing an enabling environment through the provision of existing sports and recreation facilities and building of new facilities. Effective sport and recreation provision relies on the effective management of these facilities (SRSA, 2012). Facility Managers need various administrative skills in order to operate facilities efficiently and effectively. The coordination of these management principles and standard operating procedures is critical in the effective and efficient management of sport and recreation facilities today. This study presents a first attempt to determine the level of management capacity of sport and recreation facilities by local government in the City of Tshwane Metropolitan Municipality in the Department of Sport, Recreation, Arts and Culture. The research question for this study was therefore formulated as: “What is the management capacity of Sport and Recreation Facility Managers in the City of Tshwane Metropolitan Municipality?” Based on this particular research question, it was hypothesised that: H0: The management capacity of Sport and Recreation Facility Managers employed in the City of Tshwane is satisfactory/ high. H1: The management capacity of Sport and Recreation Facility Managers employed in the City of Tshwane is unsatisfactory/ low. The aim of the study was to determine a management capacity profile of sport and recreation facilities in the City of Tshwane Metropolitan Municipality. Specific objectives of the study were to: - Explore and analyse the existing management capacity of Sport and Recreation Facility Managers according to the dimensions of the Capacity Analysis Tool; - Identify potential problem areas in the operations of sport and recreation facilities related to management capacity; and - Formulate recommendations to the appropriate decision makers in the City of Tshwane Metropolitan Municipality to create enabling environments for sport and recreation facilities of the local authority under study. Data were gathered by means of a self-administered Capacity Analysis Tool completed by full time Sport and Recreation Facility Managers of the City Tshwane Metropolitan Municipality’s Department of Sport, Recreation, Arts and Culture. A purposive research sample of eight (n=8) was used. The study critically analysed and evaluated the perceptions of the level of management of the City of Tshwane Metropolitan Municipality and its capacity to manage its sport and recreation facilities. The results are not generalised but specific to the research sample. Effective management and possible ineffectiveness were identified to formulate guidelines for increased management capacity. The research was quantitative in nature and data interpretation and analysis was therefore made by use of tables, graphs and statistics. Results for the study indicated that sport and recreation facilities are geographically decentralised over the five regions in the City of Tshwane Metropolitan Municipality, namely the South region, the North West region, the North East region, the Central West region and the East region. Part-time, full-time and voluntary staff work at these sport and recreation facilities, all of whom perform different roles and responsibilities and management tasks. An overall collective mean score of x =2.11 (SD=1.34) was recorded for all eight management dimensions of management capacity as evaluated by the Capacity Analysis Tool. These results, therefore, confirms the stated H1 for this study. It is, therefore, concluded that sport and recreation managers at the City of Tshwane Metropolitan Municipality perform below average in the majority of elements over the eight management dimensions of management capacity. This result suggests that sport and recreation facilities are most likely not managed optimally to the benefit of all stakeholders. Recommendations for this research centred around improving those dimensions of management capacity that needed to be improved as they performed below average, which included clearly defined duties and responsibilities of employees guided by policies and a departmental constitution that is agreed upon by all members of the department, hiring of adequate staff and personnel in the right positions, increasing networking and fundraising capacity, revisiting job descriptions, provision of adequate and continuous training, regular maintenance of sport and recreation facilities and hiring of skilled contractors, provision of adequate resources to staff members to perform duties effectively and advocacy of employees and community members. The effective and efficient management of sport and recreation facilities, including a high capacity to manage sport and recreation facilities is essential and therefore, the following aspects are suggested for the undertaking of further research: A three year review of the status of management of sport and recreation facilities in the City of Tshwane Metropolitan Municipality could be conducted to determine the management capacity of Sport and Recreation Facility Managers to manage sport and recreation facilities; Investigate the community’s perception of sport and recreation facilities with regard to service delivery and meeting the community’s overall needs for sport and recreation participation and quality of life enhancement; Investigate the management capacity of middle and higher management level employees with regard to sport and recreation facility management in the City of Tshwane Metropolitan Municipality; Conduct a comparative study of the management capacity of Sport and Recreation Facility Managers in different municipalities across Gauteng; and Conduct a needs analysis in communities in the City of Tshwane Metropolitan Municipality to gather information of what communities need with regard to development of new sport and recreation facilities.

Abstract:
Abstract The Icelandic horse is one of the purest horse breeds in the world, reaching an average 140 cm (13.3 hh) height at the withers and weighing 340 kg. The conformation is rectangular and compact, with a sloping croup, and a long, thick mane and tail. The breed is most known and appreciated for the lateral gaits tölt and pace, which it has in addition to the basic gaits (walk, trot and canter/gallop). The breed is found in more than 30 countries, with more Icelandic horses abroad (ca. 175,000) than in Iceland (ca. 65,000). There is one international studbook, WorldFengur, with breeding associations in 21 countries and a common breed evaluation system. Following mechanization in Iceland around 1950, the role of the Icelandic horse changed from being 'the most useful servant' to that of a leisure and sport horse. Also in 1950, Landsmót - the largest outdoor sporting event for the Icelandic horse in Iceland - was held for the first time. It was then repeated every four years until 1998 and biennially after that. Landsmót has been held 23 times in total, at seven different locations in the south and north of Iceland, lasting for 3-8 days in the high summer period. The event has expanded over time with an increasing number of horses, riders and competition disciplines. This chapter introduces the disciplines, qualification of horses and riders and facilities required for Landsmót.

Abstract:
This article examines the implementation of public-private partnerships in physical culture and sport, using the development of hockey infrastructure in the Sverdlovsk region as an example. The improvement of resource management efficiency in the sector of physical culture and sports is attainable on the basis of robust and business-attractive public-private partnership mechanisms for the purpose of the implementation of federal projects and programmes of developing the concerned industry sector. The research involves the following research methods: theoretical analysis, the study of scientific and methodological literature and other sources, legal and regulatory documents regarding the topic of research. The study is carried out at sports infrastructure facilities in the Sverdlovsk region, namely ice arenas built and commissioned under the Agreement between the Government of the Sverdlovsk Region and UMMC-Holding LLC. It has been noted that one of the most promising mechanisms for the development of the industry’s infrastructure is public-private partnerships. Using the example of the Agreement under consideration, some aspects of the impact of PPP implementation on the sector of physical culture and sports in the region have been analysed, namely the growth in the number of people involved in hockey in the region (people): in 2017 - 16,258, in 2018 - 22,677, in 2019 - 24,155), the number of functioning ice arenas: starting from 2017 (the beginning of the implementation of the Agreement), 11 ice facilities were built and commissioned in the Sverdlovsk Region, 7 of which were implemented under the Agreement. (the beginning of the Agreement), 11 ice arenas were built and commissioned in the Sverdlovsk Region, of which 7 were built under the Agreement. Efficiency in terms of the promotion of a certain sports discipline at a regional level, and in terms of increasing the number of sports practitioners is attainable through the systematic, strategic implementation of development areas, and is dependent on long-term cooperation.

Abstract:
We report an electrowetting-controlled cooling system with site-specific treatments on the heat source (evaporator or hot spot) surfaces. Electrowetting-on-dielectric (EWOD) has great potential in thermal management because EWOD-driven droplet transport has unique characteristics of prompt response, low power consumption and programmable paths without the need for any mechanical moving parts. Prompt and fast droplet transport is necessary for adaptive and active cooling of high heat flux targets. Using a multi-channel DC/AC control system, we carried out sequenced activation of AC voltages on coplanar electrodes and transmitted a droplet to the spot target along a programmable path. With high positioning accuracy at the chip level, we have successfully transmitted a water droplet of 15 μL at speeds as high as ∼10 cm/s. We further improved electrowetting cooling performance by coating a fine copper screen on the cooling targets. The capillarity associated with the copper screen facilitates the delivered droplets automatically spreading and clinging to the target surfaces. As a result, heat transfer is in the more efficient form of filmwise evaporation at the evaporator sites. To maintain a thin film with proper thickness on the hot spots, we implemented EWOD-assisted droplet splitting and merging to precisely control the droplet volume to avoid fluid flooding (accumulation) on the hot spot surfaces. Our investigation indicates that thin-film evaporation is a high-efficiency heat transfer mechanism on a hydrophilized hot spot surface. Based on EWOD technique with surface treatments, the superheat on a hot spot of 4mm × 4mm was maintained well below 30°C even when the heat flux reached as high as 80W/cm2. The closed loop of this novel thermal management system can potentially function as a wickless vapor chamber or heat pipe with enhanced heat dissipation capabilities.

In ASME 2003 9th International Conference on Radioactive Waste Management and Environmental Remediation. ASMEDC, 2003. http://dx.doi.org/10.1115/icem2003-4534.

Full text
Abstract:
Metal and concrete wastes in the decommissioning of nuclear facilities are classified according to their radioactivity level after decontamination. Radioactive waste below the clearance level (e.g., 0.4Bq.g−1 for Co-60 in Japan) can be disposed of as general industrial waste or recycled. Metal wastes mainly originate from equipment in buildings, except for the metal bars in reinforced concrete. Since contaminated equipment must be decontaminated after dismantling, the main target of measurement would be fragments of equipment, of various shapes, numbers and sizes. In order to transport such metallic fragments out of controlled areas, a surface contamination survey must be performed to confirm that the contamination level is below the legal standard level (e.g., 4Bq.cm−2 for beta or gamma emitters in Japan) in addition to satisfying the clearance level. Taking account of social reliance on recycled metal after inspection of the clearance level and the surface contamination level, it is important to remove the possibility of overlooking contamination above these levels in the recycled metal. The measurement of beta rays is suitable for determining surface contamination on metal because almost none of the beta particles from inside the metal can be detected and the detected radiation can be mostly limited to that from the surface. This is the reason why a survey meter for measuring surface contamination has a detector with a higher sensitivity for beta particles than for gamma rays. Considering the characteristics of the survey meter, it may be difficult to measure the contamination level of the surface of a metal fragment, particularly when the surface is not flat. Moreover, in the case of internal contamination of a small metal pipe, measurement is impossible. The permeability of gamma rays is much greater than that of beta particles. Therefore, gamma rays can be detected even from internal contamination in metal. For gamma ray measurement, accurate and easy calibration of the actual radioactivity level and count rate obtained using a measurement instrument is important. If gamma ray measurement can confirm that the radioactivity level is less than about 400Bq, both the clearance level and the surface contamination level could be inspected simultaneously. In addition, the great amount of labor needed for manual inspection using a survey meter could be saved, and there will be no possibility of missing hot spots of radioactivity due to human error. In this study, a new technique for precise and automatic measurement of gamma emitters in metal waste has been developed using 3D noncontact shape measurement and Monte-Carlo calculation techniques to objectively confirm that the specific radioactivity level of metal waste satisfies the clearance level and furthermore, that the surface contamination level of the metal waste is below the legal standard level. The technique can yield a calibration factor for every measurement target automatically and realizes automatic correction for the reduction of the background count rate in gamma measurements due to the self-shielding effect of the measurement target. A practical monitor (Clearance Automatic Laser Inspection System, CLALIS) has been developed. The accuracy of the automatic calibration and correction of background reduction of the practical monitor has been clarified using mock metal wastes of various shapes, numbers and sizes. It was found that the values measured using the present monitor and the actual radioactivity level agreed within +/−20%, and the corrected and actual background reductions agreed within +/−2%. The detection limit of the present monitor was estimated as being 100Bq for Co-60, taking into consideration the calibration error and correction error of the reduction of the background count rate. The monitor accomplished precise measurements with a 100sec (30sec for gamma ray measurement, 30sec for background measurement) process time per inspection. This indicates that approximately 5 tons of metal waste can be measured per day (1,000 tons per year) in 20kg batches at that process speed.

Abstract:
The presence of hydrogen stratification in a NPP containment in the case of a severe accident is a source of concern, as pockets of the gas in high concentration could lead to a deflagration or detonation risk, which might challenge the containment structural integrity. These issues, as well as the capability of various computer codes to predict the evolution of a representative accident, are addressed in the coordinated projects ERCOSAM of the 7th EURATOM FWP and the project SAMARA sponsored by ROSATOM. The projects aim to establish whether in a test sequence representative of a severe accident in a LWR hydrogen stratification can be established during the initial transient following a loss of coolant accident (LOCA) and whether and how this stratification can be broken down by the operation of Severe Accident Management systems (SAMs): sprays, coolers and Passive Auto-catalytic Recombiners (PARs). Experiments with helium (as simulant of hydrogen) have been performed at “small scale” in TOSQAN (IRSN, Saclay), and “medium scale” in the MISTRA (CEA, Saclay), PANDA (PSI, Villigen) and SPOT ((JSC “Afrikantov OKBM”, Nizhny Novgorod) facilities. The present paper presents the analysis of the initial transient of some tests in the PANDA, TOSQAN and SPOT facilities using the GOTHIC computer code. The work therefore addresses the capability of the code and a relatively coarse mesh to simulate the pressurisation and build-up of steam and helium stratification for conditions representative of a postulated severe accident scenario, properly scaled to the various facilities. The prediction of the pressurisation is excellent, and the position of the gas concentration stratification front at the end of the steam and helium releases is generally well captured.

Abstract:
Herons and egrets commonly cause damage at aquaculture facilities and recreational fishing waters where fish are held at high densities. Fish-eating birds also can have an impact on intensively managed sport fisheries. Damage occurs when herons and egrets feed on fish purchased and released for recreational sport fishing activities. Values of these fish can be quite high given the intensity of management activities and the direct relationship of fishery quality to property value. Herons and egrets are freshwater or coastal birds of the family Ardeidae. Herons and egrets discussed in this section are all piscivorous. They are opportunistic feeders, however, and will consume small amphibians, insects, and reptiles. Due to these food preferences, herons and egrets are attracted to shallow lakes and human-made impoundments. Native bird species are covered under the Migratory Bird Treaty Act (MBTA) and given federal protection. Depredation permits can be obtained through the U.S. Fish and Wildlife Service. In addition, individual states may require their own permits for legal take of these bird species.
