Abstract:
This study aims to investigate the social importance of sport in L’Hospitalet de Llobregat. As an instrument for social cohesion and integration, sport has become a very important part of municipal activity. We use two surveys: the Baròmetre, which gathers opinion about municipal services; and satisfaction surveys completed by the users of sports facilities. The sports offer (6.5) receives a better rating than overall municipal management (5.9), and counts for 20.4% of the global assessment of the municipal management. Satisfaction with facilities is 7.3 out of 10, while price receives the lowest mark. Detailed analysis of satisfaction surveys conducted among the population can help the municipal management of sports facilities. Policies that focus only on prices are unlikely to be as effective at improving members’ perception of sports facilities as those that also take other aspects into account.

Abstract:
The function, utilization, and resource allocation of sport facilities in residential areas have attracted increasing attention in China along with the country's rapid economic development and the popularization of the health concept. To optimize the allocation of public sports resources and develop functions for sports facilities in China, this study analyzed existing policies concerning the planning and construction of sports facilities in residential areas and actual problems in the operation, management, and construction of sports facilities in the country. The analysis was conducted using document, investigation and expert consultation methods. Corresponding improvement measures were proposed by combining actual situations of urban sport participation of residents. Sports facilities in urban residential areas in China are facing various problems, such as inadequate quantity, uneven layout, poor management, and imperfect related laws and regulations as well as planning policies. Formulating sports facility planning policies and updating existing sports facilities are beneficial in relieving the sports facility shortage caused by the increased, diversified, and actual demands of residents. These measures could also guide the future construction of sports facilities in residential areas in high-density cities in China.

Sport is becoming a global phenomenon. Moreover, it has been one of the major sources of income for the government in different countries. Therefore, sport management education is becoming increasingly important in the management of sports. Countries that spend more on the development of sports facilities have been associated with huge improvements in the sports industry. Similarly, clubs that spend more on acquiring new talents in the industry and availing sports facilities have been associated with higher performance. This led the European football clubs in the spending more than they earn so as to acquire the services of the best talents and avail the best sports facilities so as to perform better. Therefore UEFA (Union of European Football Associations) launched its financial fair play regulations. UEFA financial fair play regulations were introduced to prevent the European football clubs from overspending. This situation affects the education curriculum of the sports management departments in universities. The regulations have compelled the clubs to spend at the break-even point. This has led to the improvement in brand value, increased sponsors, and making decisions that do not lead the clubs to overspend. As a result, the clubs have grown economically and achieved higher financial stability. This research explores the adaptation of the sport management curriculum to these new situations.

The objective of this research is to investigate the relationship of sports directors’ familiarity with sports rights concepts and risk management behaviors at Kurdistan province in Iran. The methodology of this research is descriptive survey. The research statistical society consisted 255 members of all directors at Kurdistan Sport domain. The sampling method was simple random and for determining the sample volume 150 sport directors’ managers of Kurdistan province, using Morgan table, were selected as the sample. Measuring tool was questionnaires of Thomas Irons about familiarity of managers and directors with sports rights and risk management. Its validity was confirmed by 10 experts and its stability was % 85 and % 89, in order. For theories analysis, Pearson’s correlation coefficient was used. The finding showed that there is relation between the familiarity of sports directors with sports rights concepts, supervision, medical issues, bystander and population control, transportation, safety and applied equipment to their schedule at Kurdistan province. P<0.05; but employment and upbringing, safety, applied equipment and facilities factors do not affect manager’s familiarity with sports rights P>0.05. Finally, it can be said that it seems risk management and sports rights require facilities and specific situations that rarely exist in the country’s organizations and institutions and while it is not the right condition it is not expected these behaviors would happen in a favorable way. The present research concluded valuable results about investigating the relationships of familiarity of sports directors of Kurdistan province, with sports rights concepts and risk management behaviors.

Recently, there have been many fires in the facilities where the safety of the people should be prioritized, such as the Jecheon Sports Center, Ansan Far East Sports Center, and Futsal Stadium in Suwon. The fire incidents in sports facilities, such as in the Jecheon Sports Center, have affected a lot of lives due to various factors such as the closing of evacuation routes. This study investigated the management status of firefighting and safety measures through analysis of the fire cases in sports facilities used by unspecified number of people. We propose checklists and inspection manuals for common firefighting and safety measures in sports facilities, and post checklists in a location that can be easily seen by both people and users. We intend to contribute to the improvement of inspection management of sports facilities in terms of fire reduction and firefighting, and safety measures through inspection and posting.

The range of sports and recreation facilities’ offer should be very wide in order for all social groups of the examined environment to have access to sports and recreation facilities. Therefore, Poznan City Hall should take into account all difficulties that limit the access to these facilities when preparing management policy of sports and recreation infrastructure and its functioning. That is why the main goal of this study is to recognize difficulties limiting the access to sports and recreation facilities in this city. The research carried out at indoor tennis courts (16 facilities), indoor swimming polls (12 facilities) and fitness clubs (11 facilities) in Poznan covered 1159 service recipients (using the services of a given sports and recreation facility). The author-constructed questionnaire addressed to the service recipients (residents of the city of Poznan who use the services offered at the examined sports and recreation facilities). Furthermore, the service recipients were divided into a group of people doing sports competitively and a group of recipients who have never practiced sports as professional athletes. The validated questionnaire sent to the examined service recipients included suggestions of difficulties that may limit the access to sports and recreation facilities in the city of Poznan. Further analysis of the importance of difficulties that limit the access to sports and recreation facilities may allow indicating the reason why recreational activity of residents is limited. A lower level of satisfaction and thus a lower rating of the respondents was obtained by a set of features constituting, according to the respondents, difficulties limiting the access to the use of sports and recreation facilities (high prices and too great of a distance of the sports and recreation facility from the place of residence).

Marketing plays a key role in society as a whole. Sports marketing encompasses all processes for creating and delivering value and transmitting its message, starting from the specific conditions in which relationships between market players are formed and how it affected the success of sport clubs and sporting events. In a large number of sports clubs, there is still no systematic application of marketing. The paper deals with the application of marketing in Dubrovnik sport clubs s been developed. The survey was conducted by a deep interview with leading people of the most successful Dubrovnik sport clubs and with the Secretary of the Dubrovnik Association of Sports. The causes of non-implementation of planning and systematic marketing application in the sports facilities in Dubrovnik, current marketing activity, problems encountered and the guidelines for a better understanding of the importance of marketing in sports were presented thereto. The research has confirmed that there is no systematic application of marketing in Dubrovnik sports facilities and that marketing activity activities are mostly reduced to numerous forms of marketing communication with the target market segments. Management awareness of the importance of sports marketing is developed, club leaders and Association point out the exigency to establish marketing departments within clubs, but in practice this has not yet been realized. Along with lack of financial resources, insufficient understanding of marketing as a business philosophy is one of the main reasons for not applying systematic marketing practices to sports facilities. To successfully manage marketing in sports facilities, it is crucial to engage sports marketing professionals/managers, but at the same time keep in mind that this is a club comprehensive initiative that drives its vision, mission, and strategic planning.

In order to explore the theory of the spatial layout of urban sports facilities, starting with the analysis of theoretical knowledge, the current situation of public sports facilities in the central urban area of Jinan is analyzed, the various factors affecting the planning layout are discussed, and the strategies and methods of the layout planning of public sports facilities in Jinan are summarized. The results show that the layout planning of public sports facilities should follow the corresponding patterns and principles. The layout of public sports facilities at all levels should fully consider the factors of urban public transport, urban management system, urban public functions, and reasonable service radius of public sports facilities. It can be seen that excessive pursuit of efficiency will lead to excessive service radius and poor accessibility of urban public sports facilities; excessive pursuit of fairness will result in a small and scattered layout pattern, which easily leads to idle waste.

Abstract:
This paper examines the level of compliance of sports facilities, in selected universities in South-Western Nigeria to relevant standards (National and International standards). Data were collected using a structured questionnaire which was administered on sports men and women (4 male, 2 female). Personnel responsible for maintenance of sports facilities in the universities were also sampled (two groundsmen from each University, the Director of Sports and two other members of the sport Council, Director of Works, four maintenance Supervisors, and two maintenance administrative staff, and eighteen maintenance operatives in each of the selected University). The study incorporated all the fifteen sports featured at the Nigeria University Games Association (NUGA) competitions. Three federal universities were purposively selected because these have facilities for all the fifteen sports and have hosted national and international sporting events. A total of four hundred and fifty four copies of the questionnaires (454) were administered and (342) copies were retrieved and found useful for analysis. Two hundred and sixty one copies (71.7%) copies of questionnaire were retrieved from sports men and women and 81 copies (90%) from maintenance staff in the universities sampled. Data obtained were analysed using frequency distribution, percentages and mean response analysis. The findings revealed that football field; hockey and cricket pitches were rated very low on the availability of sprinklers. The hard courts were rated very low on ‘crack free’ and ‘free of holes. The swimming pool was equally rated very poorly on pool chemical balance and cleanliness of water. The study concluded that sports facilities in South West Nigeria were not complying with the requisite national and international standards. The study therefore recommended immediate response from the management of the sports facilities in order to return the facilities to normal operations halt accelerated deterioration, correct cited safety hazards and life safety code violations.

Mentawai Islands Regency is one of the areas in West Sumatra that develops sports tourism, among the tourism sports developed by the Mentawai Islands Regency are surfing (diving), diving (fishing), fishing (fishing), beach tourism, trekking along inland Mentawai forest. The purpose of this study was to determine the management of tourism sports in the Mentawai Islands District. This research is a type of descriptive research that aims to reveal the data encountered in the field. This research was carried out at the Mentawai Islands Regency Tourism Office. The sample in this study were 16 people. Variables that will be examined include organizing, promotion and infrastructure. The technique used to collect data is a Guttman questionnaire and interviews. The results of the study concluded that 1) The management of organizing sports tourism in the Mentawia Islands was in a fairly good category with an achievement rate of 59.38%, 2). The promotion carried out by the Department of Youth Tourism and Sports in the Mentawai Islands District was in a good category with an achievement rate of 62.5% . 3) The level of achievement of facilities and targets in the management of sports tourism in the Mentawai Islands is 40.18%, this is included in the less category.

One of the most important of these approaches is called benchmarking in the international literature, which is called "the best of the best" in businesses.The purpose of this study was to evaluate the Benchmarking approach of management and science concepts of sports enterprises operating in Elazıg.The universe of the research is the sports enterprises in Turkey and the sample is the sports enterprises in Elazıg province. The research was evaluated as collecting and analyzing benchmarking information.In the qualitative survey, sports and social facilities benchmarking services, financial data collection tool and sports facility participants questionnaire were applied. The questionnaire developed by Peter Taylor was translated into Turkish and validated and credible, and Cronbach alpha value α = 0, 816.A significant difference was observed when participants' participation in sports facilities in Elazıg was examined in terms of place of birth according to the AnovaTukey test.As a result; Although there was a significant difference between the expectations of the participants coming to sports facilities operating in Elazıg province (p <0, 05), there was no significant difference between their satisfaction (p> 0,05).Compared to the sports facilities in Elazıg, it can be considered that there are many deficiencies in all sports facilities and that no professional management is used.

This prioritize the factors affecting the safety of sport facilities based on AHP model is examined. This research strategy in terms of quantity and type AHP, in terms of sectional, both practical and in terms of gathering data is the type of field. The study was based questionnaire measurement elite views were set. In order to test the hypothesis-of a comparison test was used categories together. The Expert Choice software was used in this study. The findings obtained showed that 27 items in 5 categories are involved in determining the safety of sporting venues. On this basis and according to safety experts, sports facilities and sports equipment is the most important component of the Earth's surface. 0.320 is the significance of these items. Management factors weighing 0.268, 0.182 weight room equipment, first aid dressing and platform weighing 0.134 and 0.094 in second weight with the audience. The results showed that the use of safe floors, the use of qualified instructors, the use of appropriate sports flooring, installing warning signs in the hall and regular periodic visits to the salon equipment coefficients 0.070, 0.059, 0.052, 0.049 and 0.047 of the most important items in the factors affecting the safety of the sport.

Abstract. Spain boasts numerous multipurpose sports facilities offering a wide range of services. The goal of this study is to ascertain possible differences in management variables or indicators across sports facilities according to whether they are publicly or privately owned and according to business model (administrative license, non-low-cost private, or low-cost private). The universe of study were 4435 Spanish sports facilities (IHRSA, 2016). The represetative sample that participated in the study was 384 sports facilities. Data was gathered by means of face-to-face interviews with sports facilities managers. The results show significant differences for most of the variables analysed (surface area, number of users, income from quotas, extraordinary income, total income, monthly income per customer and average monthly quota) between public and private sports facilities and between business models. The study provides relevant information for people are working in the management of sports facilities, since it allows them to perform benchmark and know what are their points of improvement in the management of sports facilities depending on their ownership and its business model. Resumen. España cuenta con un gran número de instalaciones deportivas polivalentes que ofrecen una amplia gama de servicios. El objetivo de este estudio es determinar las posibles diferencias en las variables o indicadores de gestión en las instalaciones deportivas según sean de propiedad pública o privada y según el modelo de negocio (concesión administrativa, privados low cost y privados no low cost). El universo de estudio fueron 4435 instalaciones deportivas españolas (IHRSA, 2016). La muestra representativa del estudio fue de 384 instalaciones deportivas. Los datos e información fueron recogidos mediante entrevistas personales con los directores de las instalaciones deportivas. Los resultados muestran diferencias significativas en la mayoría de las variables analizadas (metros cuadrados, número de usuarios, ingresos por cuotas, ingresos extraordinarios, ingresos totales, ingresos mensuales por cliente y cuota mensual promedio) entre instalaciones deportivas públicas y privadas, y entre modelos de negocio. Risks cannot be completely eliminated from sports hence the need to formulate strategies for the management of risks in sports such as risk of injury, risk of financial or monetary loss and risk of damaging of sports facilities. The study involved seven experts. A 33 items Risk Management Strategies for Sports Administrators Questionnaire (RMSSADsQ) was used for data collection. Copies of the questionnaire were given to the experts to rate the appropriateness of the proposed strategies and the data were analyzed using Statistical Package for Social Sciences (SPSS) version 21. 2.50 was used as the criterion mean which implies that any item with less than 2.50 mean score was not considered as a strategy. 30 out of the 33 items were adjudged appropriate as strategies for managing risks in sports. Based on the findings, the researchers therefore recommend that sports administrators should adopt or adapt the formulated risk management strategies in order to enhance effective handling of risks in sports in their various sports councils and organizations.

Factors affecting risk management of indoor campus recreation facilities were studied. Campus recreation directors of 4-year colleges/universities in North America who held memberships in the National Intramural-Recreational Sports Association (NIRSA) responded to a paper survey consisting of 32 dichotomous yes/no and close-ended multiple-choice questions. Questions addressed staff certification requirements, use of waivers, number of automatic external defibrillators (AEDs) in the facility, communication and security devices, health screening of participants, and in-person supervision of the facility. Results showed that facilities are open to participants extensively throughout the 7-day week, thus requiring directors to ensure their risk management procedures are up to date—most notably staff members' CPR and first aid certification, as well as AED training.

The results of the study can be used by regional and municipal authorities for the development of the public sector of physical activity and sports work of the economy, aimed at meeting the needs of the population in physical activity and health services. The novelty of the scientific results lies in the development of a new approach to the regulation of the provision of the population with sports facilities, taking into account the subjective criteria of the territory. De un total de 5.065 registradas bajo el código nacional de actividades económicas 9311, se procedió al estudio pormenorizado de cada una de las organizaciones a través de la observación sistemática, para finalmente seleccionar a 35 organizaciones con certificación de calidad ISO9001, ISO14001, OHSAS 18001y EFQM. Los resultados muestran una escasa implantación de calidad en las organizaciones de gestión de instalaciones deportivas, siendo las certificaciones con mayor implantación, el sistema de gestión de calidad (ISO 9001) y el sistema de gestión medioambiental (ISO 14001). The aim of this study was to analyze and describe the current situation of quality in sports management organizations of Spanish sports facilities. Out of a total of 5,065 registered under the national code of economic activities 9311, a detailed study of each of the organizations was carried out through systematic observation, to finally select 35 organizations with quality certification ISO9001, ISO14001, OHSAS 18001and EFQM. After Poland regained its independence, Polish sports achieved beneficial conditions for development. It resulted in the creation of the first community and government sports management solutions. The opportunity of the State’s financial support helped to overcome one of the significant obstacles to the development of sports at that time – the lack of an adequate number of sports facilities. This process was incredibly intensive during the years 1926–1929 due to the economic and political circumstances. Several representative facilities of international importance were erected during the interwar period. The main or the only investor in this type of projects was the State, which was aware of the beneficial consequences of sports for promoting its image on the international forum. Local and regional investors in sports facilities often included the self-government or community organisations and sports clubs. Even then, they usually completed their projects with the support of state funds. It was the State – independently or as a principal partner in the public-private partnerships - that was the main sponsor of sports in the Second Republic of Poland, especially in terms of the symbolic facilities of international significance.

Competition in sports field leasing is quite fast these days, making sports field managers improve facilities and provide competitive prices to attract sports field tenants. However, this progress was not accompanied by advances in technology so that sports field managers still had to do the manual method for field operations and promotion. On the side of the tenants of the sports field also still have to go to the sports field to find out the availability of schedules, facilities, and prices offered. Then many tenants who have an interest in exercising more than one branch of sport, therefore researchers use the concept of a marketplace that can bring together the managers of sports fields with field tenants in one container. In the application development process, it is done by using the agile method application development method because in its development it can be possible to collaborate and correct each other among team members to increase the customer satisfaction ratio. The application implementation uses the Laravel framework, PHP for programming language, and the MySQL for Database Management System. The results of the study can be concluded that the use of the marketplace concept can bring together prospective field tenants with many field managers and the ease of finding a sports field following the wishes of tenants by selecting the category of field, price and closest location and the manager of the sports field can promote the sports field by registering the field.

Material and methods: The analyses are descriptive and address sports games played in physical education classes, time allotted to these classes, and also the quality of present sports infrastructure in schools. Data were collected by questionnaires applied to physical education teachers from primary and secondary schools in rural and urban areas, which were then descriptively analysed. Results: ‪The results indicate an insufficient number of physical education hours established in the primary and secondary school curriculum. Conclusions. There is a need to improve the quality of sports infrastructure and facilities in schools (synthetic sports fields, multisport fields, etc.), both through the involvement of school management and local public authorities. Interview data were put down on paper andorganized, and themes were created by determining meaningful data. In accordance with the themes, categories wereformed and findings were extracted. In the light of obtained data, faculty members point out that the existingcurriculum helps students’ professional development with theoretical classes such as sports law, sports economy,administration, economics and sports management. In contrast, they also mentioned negative aspects of thecurriculum such as scarcity of applied classes, inadequate sports facilities, lack of sectoral collaboration andinefficiency of sports management applications. It is envisioned that findings of this study will improve thepreparation and organization processes of sports management curriculums of sports sciences faculties and schools ofphysical education and sports.

There has been a hotspot in sports industry these days that is becoming more and more wide-spread in sports organizations and among managers, namely CSR, that is corporate social responsibility. In the life of geographical regions, towns or villages, professional football clubs play a crucial role. Consequently, clubs tend to take responsibility for these communities in return for their support: whether it is the local population or the authorities, other businesses or the environment, they are ready to stand up for good causes. Nowadays sports centres with their regular events have a significant effect on the environment either regionally or globally. That is the reason why it has become vital in the management of sports facilities to respect environmental principles when designing and using sports facilities and to avoid producing pollution that could harm and deteriorate the environment. The aim of our study was on the one hand, to present the definitional and theoretical evolution of CSR, than the CSR concept in sport, special regard to environmental protection. On the other hand, to analyze what kind of CSR related issues do football clubs (Real Madrid C. F. – RM, Borussia Dortmund – BVB) and how they are addressing issues of environmental sustainability in the context of CSR. According to RM and BVB, we can say that they really try to do efforts to responsible behavior and environmental protection. Tourism in Croatia is on the turning point of its development. War devastation in Croatia negatively affected tourism. The process of restoration of Croatian tourism should not only renovate the ruined tourist facilities, but it should also overcome the disadvantages of the past development of tourism. One of the important factors of the variety and quality of tourist offer are sports-recreational activities and programmes which provide the possibility of active rest and recreation. In Croatian tourism, the sports-recreational offer has reached a certain level of development, but this offer is primarily oriented towards mass tourism. The policy of the development of Croatian tourism, which is directed towards strengthening of qualitative factors of tourist offer, expresses the need of innovating the sports-recreational offer which will be compatible with the new quality of Croatian tourism. This paper treats tourism and sport as interrelated fields, and emphasizes the factors of their interdependence. A short survey of historical interdependence of tourism and sport is also given in this paper. The role of sport in modern tourism is rather significant, because it becomes one of the essential motives for travelling to certain tourist destinations. The role of sport in tourism is manifested through numerous functions that are common to sport and tourism. These functions are: the health function, educational function, socio-political function and economic functions. Sport and recreation, apart from the fact that they enrich the tourist offer, often become the main motive for travelling to certain tourist destinations. Such trips represent a special selective type of tourism - the sports-recreational tourism. Apart from humanistic functions, sports-recreational tourism is the creator of certain economic values. The economic effects of sport in tourism are realized within tourist organizations, but also outside tourism (sporting equipment industry, building, handicraft trades, trade, etc.). This paper also gives the survey of the achieved economic effects of sport and recreation in Croatian tourism on the basis of several indicators: the number of the realized "sports room/nights", the number of users of sports-recreational services, and the achieved profit from sports-recreational services. These indicators also confirm the thesis that the sports-recreational services are an income-oriented category. The paper concludes with the evaluation of development possibilities of sports-recreational tourism in Croatia.

In light of the above facts, the study analyzes the sport concepts adopted by the local governments of the Hungarian cities of county rank and tries to find the answers to the following questions: 1. To what extent are the documents concerned in accordance with the requirements usually drafted for the development concepts and which platforms they involve?; 2. To what extent did the local governments recognize the relationship between the sports and place marketing on the level of concept-making?As a conclusion of the study, the following significant establishments can be made: 1. Comparing the existing sport concepts with the general requirements of the development concepts, a large number of deficiencies can be observed; 2. The areas mentioned in the situation-analysis part of these documents are in close relationship with the importance of the topics concerned; 3. The local governments of the cities of county rank decisively recognized the role of sports in place marketing.

Abstract:
Although the infrastructure development projects under PPP operation which can fill the funding gap as a result of increasing demand for infrastructure development and reduced public sector funding capacity have been practiced since the late 80s, the $560 million Bird’s Nest (National Stadium) is the first stadium project in China using this procurement method. This project is generally considered as a successful case by most of the practioners and experts despite the operation right transfer occurred in 2009. Compared to the use of PPP in other field such as transportation, power generation and waste management, development of sports facilities for mega sport event with this model has its own unique features, risks and opportunities. This research identifies and analyzes the risks and opportunities through case study of the Bird’s Nest project. A survey and several interviews are conducted to solicit expert opinions from experienced practitioners and experts. According to the analysis, government behavior related risks and project level risks are found to be two groups of risks which are quite different for major sports facilities projects and general PPP projects.
