Abstract:
Relevance. Sports organizations differ in part from other organizations in their specific activities, management models and the final result of aspiration. One of the most effective and successful sports organization principles is good sports results, continuous, purposeful sports management, and organizational work. Under changing market conditions, many sports organizations are forced to find ways to improve their performance. For sports organization's objectives, of great importance are teamwork, combining human skills, thinking and other factors into a single whole –a target. However, many sports organizations focus on their operational efficiency by the results, and rarely provide different evaluation standards. Therefore, it is important to investigate what determines successful, efficient sports organizations’existence and survival. This article intends to link the sports club management culture with it sachievements –operational efficiency.Research aim was to distinguish the elements of management culture and perform basketball club management culture comparative analysis. Methods. The study employed a structured questionnaire which consisted of 146 statement sand 6 demographic questions. By using Cronbach’salpha coefficient the reliability of the questionnaire (0.987) and the internal consistency of this questionnaire were validated. Two basketball teams of women and men were investigated. Each team had 15 athletes and five administrative (coach, doctor, physical fitness coach, director, president) members. Results showed that substantial differences in management culture were not observed, but the difference emerged comparing results by position: the players assessed management culture worse than the administration. Regardless of the team, the administration was inclined to consider the management culture more positively than the players. Analyzing the elements of management culture, it became clear that the biggest differences in management culture emerged in organizational learning and systemic thinking. The study revealed the leadership of the dominant group. Also, the results of analysis showed that the players were not interested in improving the efficiency of the organization because their goal was to strengthen teamwork and individual game results.In both cases management culture was assessed similarly (club I collected 4.53 points overall, club II–4.57). Regardless of the club, the players were inclined to be more skeptical about basketball team management culture and its individual elements than the administration. The management culture was rated according to seven components and organizational openness in both clubs was assessed as the weakest, but club II assessed systemic thinking as the best, and club I assessed organizational intelligence as the best.Conclusions. Organizational culture and management culture are essential and integral elements for effective sports performance. Organization culture consists of values, behavior al norms, traditions, dedication, loyalty, and employee behavior; co-operation with each other is all that is necessary if the team wants to be effective and viable. Sports organization requires management culture, which includes its mission, vision, adaptation of the organization, effective participation in the organization.In order to improve management culture, it is advisable to take greater account of the external and internal openness to efficient club activities; to increase the players’involvement in the activities of the club and thus reduce the digital divide between the club’s players and management of the administration of cultural assessment

Abstract:
Purpose: the article deals with the disclosure of the problem of state management of sports development in terms of its legislative support, which should facilitate the development of sports in the "European model", namely the involvement of local authorities, to eliminate it further in the formation of a modern system of training athletes in Ukraine. Material: a set of theoretical research methods were used: generalization of literature, materials from the Internet, content of previous own scientific developments, as well as abstraction, idealization, analysis and synthesis, induction and deduction. Results: The article presents the results of the study of the quality and features of the legislative acts that regulate the development of sports in Ukraine. It is proved that the problem in domestic sport is that the adopted legislative and regulatory acts in Ukraine are not those that effectively contribute to the development of the sphere according to the "European model". After all, part of their content is marked by declarative nature, the absence of clearly established standards and effective forms of control, the weak use of decentralization processes. It is the decentralization of power by its potential that creates powerful organizational and financial prerequisites for reforming the physical education and sports sector in the "European model". And this, in the case of a higher level of public administration, can ensure a new, modern quality of the sport. This model, while providing competent governance, combines the resources and capabilities of the state, including the funds of the specialized government, ministries and agencies involved in physical education and sports, as well as local authorities and non-governmental organizations (national sports federations, federations, existing in provinces and cities, sports clubs) and more. Conclusions: The current state and level of public administration of sport is critical and hinders positive change in this social sphere. The negative will obviously affect the activities of the newly created Ministry Youth and Sports of Ukraine. This Ministry, paying attention to Sport for All, will need to start almost from scratch in the sport of excellence, that is, to create the legal, organizational and financial preconditions for the qualitative improvement of the state of the entire field of sport. Abstract:
Introduction. Commitments adopted by the Verkhovna Rada and the Cabinet of Ministers of Ukraine have little influence on the development of sport for all and Olympic sports for higher achievements. The post is devoted to the results of studying the content of legislative and regulatory acts governing the development of sports in Ukraine. The reason for the extremely unsatisfactory implementation of the adopted legislative and regulatory acts is in the unwillingness of public institutions to make major efforts to ensure the real growth of sports development indicators. Aim of the study is to identify the existing issues of public administration, which cause insufficient rates of improvement of the state of sport for all and Olympic sports of higher achievements, to prevent these problems in the future. Material and methods: literature analysis, analysis of documents, synthesis, abstraction. The research was conducted during april-august 2020. Results. The analysis shows that the adopted legislative and regulatory acts do not contribute to the development of the sphere. This is due to the fact that a large part of their content is marked by the declarative nature and lack of established standards which does not allow to control their implementation. Such a negative factor will affect the activities of the public administration which will be in charge of taking care of the development of the sport. Conclusion. The current state of governance in the field of sports is critical and is not conducive to making positive changes in this important humanitarian field. We will have to create more sophisticated legislative organization and financial tools for improvement of the state of sports.

Abstract:
The commitment of volunteers is critical to the effective organization and delivery of community-based sport. This paper examined the development of organizational commitment amongst volunteers in relation to several organizational factors and personal characteristics. Using data from a 3-wave longitudinal study of volunteer administrators (n= 328) drawn from 52 randomly selected community-based sport organizations, organizational commitment was examined in relation to a range of variables including personal characteristics (sociodemographics), behavioral commitment, volunteering benefits, structural attributes (organizational size, budget), and process characteristics operationalized as perceptions about committee functioning. Using hierarchical regression analysis, the study found evidence of a directional relationship between perceived committee functioning and organizational commitment. Organizational commitment was also predicted by age group, occupation, years of organizational membership, and time spent on administration. The study demonstrated a temporal relationship between committee functioning and organizational commitment and concluded with a discussion of practical implications and recommendations for further research.

The much-neglected field of international sports law is changing significantly. From a patchwork of hard and soft law cultivated by the Olympic Movement, a more structured pattern of international administration and dispute resolution is emerging. Trends include the exercise by transnational sports organizations of greater and more uniform authority over athletes and athletic activity; improved mechanisms for resolving disputes and appealing decisions within those organizations; and a modest inclination toward arbitration and adjudication of disputes. Also, attention has shifted within the arena of international sports from political issues to social, economic and organizational issues and toward applying principles of procedural and substantive fairness to resolving disputes. These trends in administration and dispute resolution are interrelated. As the organizations that directly regulate sports activity become more intrusive, they generate expectations and entitlements that require more stable and equitable rules and procedures of enforcement.

The article deals with an overall analysis of legislative documents, research and methodological literature, the reports of the regional Centre of Tourism, Sports an Travelling tours as well as the published materials related to the out-of-school activities in the Volyn Region. Under consideration are state-level regulatory aspects of the tourism ethnography job in out-of-school institutions of Ukraine. The job in the field of Sport Tourism of Ukraine is headed by the Ukrainian State Centre of Tourism and Ethnography. This company serves the interests of the schoolchildren And is subordinated to the Ministry of Education and Science. The Centre of Tourism, Sports and Travelling Tours (functioning in the framework of the Volyn State Administration) is the most important out-of-school institution and coordinator of the tourist-ethnographic work in Volyn Region and one of the most prominent agencies in the fields of tourism for Ukrainian children and adolescents. Of great importance for the development of sport tourism and ethnography in Volyn region is the interest clubs operating in the Regional Centre of Sports and Travelling Tours. The number of those interest clubs and hobby groups is fairly considerable. The replies of the respondents of a poll demonstrate the children’s participation in different sport tourists clubs of Volyn Region with the emphasis on a specific variety of tourism. The article contains the analysis of the major professional fields of the Agency: sport orienteering; sport tourists; geographic ethnography; geological ethnography; project of sport orienteering; project «A Wandering Mr.Know-All»; the project of «Tourism for Everyone»; Young Tourists as Ethnographers; historical Ethnography. The natural environment and resources of the Volyn region are quite propitious for the development of the touristethnographic and sport-tourist activity of the young people. The region offers very good opportunities for arranging walking and hiking tours, contests and just a recreation in the lap of nature. The contents of the activities of a typical interest club have been studied (the focus is on its resources and conditions). The task of our research is to analyze the peculiarities of the job of the tourist society as well as the problems it may face with. The accumulated knowledge, experience, the adequate organization and careful planning of the Centre’s job will make it possible to upgrade the training the tourist staff, encourage the schoolchildren to participate in large-scale tourist events, contests, travelling tours.

Purpose – The purpose of this paper is to explore key determinants of knowledge utilization in a community sport initiative, with particular attention to key facets of social-organizational approaches including: organizational context including perceived user needs, characteristics of the researcher-user relationship, and adaption of dissemination materials. Design/methodology/approach – The case study applies established theoretical and conceptual understandings of knowledge utilization to a research evaluation of a national initiative to increase young women's participation in sport. Findings – This case study illustrates that academics engaging in evaluation work with sports organizations are well-placed to develop relationships with organizations that will be conducive to the use of research. Qualities that facilitate the use of research include an organizational context that is positively disposed towards using research. This can entail developing a researcher-practitioner relationship that involves shared learning and appreciating each other's aims, values and priorities. Research limitations/implications – The research initiates a discussion on the knowledge utilization in community sport evaluation; however, it is limited to a particular case which may not be representative of the spectrum of sports development initiatives. Practical implications – This case study highlights some useful features of how researchers and practitioners can work together effectively and use research to improve delivery. Originality/value – This case study contributes to new understandings of the immediate as well as long-term value of research in the evaluation of community sports initiatives.

Abstract:
Free sports are the phenomena that have rapidly developed from lifestyle activities to professional competitive sports over the last several decades. Known for distinctive counter-culture values, many popular free sports, such as snowboarding or BMX, have recently become largely commercialized and experienced significant organizational change. The main research question of this study is how free sports have organizationally evolved over time. This thesis focuses on patterns and mechanisms of structural change and evolution of values of these sports. The research utilized a multiple case qualitative methodology and is presented as a cross-case study of three international sports: competitive snowboarding, competitive skateboarding, and sport climbing. A review of existing literature identified the theory of new institutionalism as being particularly relevant to this study and thus, supplemented by resource-dependence theory, this forms the theoretical framework for this research. This study found that as a result of organizational evolution, informal organizational arrangements, which were historically typical for free sports, have not been uniformly replaced by formalized structural arrangements of mainstream sports. In addition, the organizational fields of these free sports are found to have adopted multiple logics, such as commercial, competitive, and traditional free sport logics. The notion of cultural legitimacy of international sport organizations appears to be central to explaining organizational evolution of free sports. As conflicts revolving over the “ownership” of international sports and the practice of “umbrella” governance are found to be of great concern in free sports, it is the relationship between cultural and regulatory legitimacy that these issues are addressed through. Finally, it is found that multiple power/dependence relationships existing in organizational fields of free sports are largely underpinned by commercial interests and strategies of the Olympic movement. In terms of contribution to theoretical knowledge, this study extends previous applications of institutional and resource-dependence theories to free sports and reveals that the process of institutionalization of sports does not necessarily lead to change of values in macro perspective. However, it can facilitate and foster a separation between two different “versions” of the same sports: competitive sports and traditional sports. This study contributes to wider practical sport management knowledge by raising a question of sustainability of culturally legitimate but unconventional international sport organizations in the global sport business. Another implication of this study is challenging the IOC as a source of regulatory legitimacy for sports and questioning the belief that all sports strive for the Olympic Games, which is taken for granted as the ultimate goal of evolution of sports in a global context. This is a major call of this study to both academics and practitioners, as governance of international sports is expected to remain the topic of a great debate in academic literature and popular media.

In this study we are going to analyse the criteria, on which Stockholm’s Municipality distribute public grants to cultural and sport organizations. Public funding is very importantfor many organisations, and even it is necessary for survival for some of the organisations. Although previous studies give some criticism for the criteria of the public funding. It is claimed that these criteria are not clear enough, or might have an impact on the activities in organisations. In order to achieve most objective results, we have used a qualitative research method, by interviewing representatives from cultural and sports sector. Study reviews the existing criteria of the local administrations in Stockholm for concession of financial support to the different organizations active in the field of culture and sports. Using as an argument the testimonies of the same actors involved in these areas, the study tries to find out the effects of those criteria on both social activities. During this study, new institutional theories, concerning legitimacy, decoupling and isomorphism, were used. The results of this study shows that the criteria are quite different for different types of organisations. They affect one organization and the other in a very different way. For cultural organizations the criteria havea direct effect, determining their future activities and projects. Although, for sportsorganizations the influence of the criteria is more an administrative routine that must becarried out, according to established standards.

Abstract:
This case study was conducted to examine organizational effectiveness in a professional minor league baseball franchise. The premise of the study was to explore the relationship between organizational effectiveness and four organizational behavior constructs. The four constructs focused upon were organizational identity, shared values, vision, and continuity. Data collection was based upon personal interviews with the entire staff, observation of general activities, and archival materials such as promotional videos and in-house publications. The organization under study, which was deemed effective because of its on-field success, was found to have a well-defined and distinctive identity, shared values in the realm of philosophical, business concerns, and a clear and acutely projected image. Continuity within the organization was not concretely established for either time frames of reference. The premise of this study was not only to examine the relationships between the four constructs and organizational effectiveness in professional sports franchises but to generate hypotheses for future research. Ten hypotheses were postulated based on the findings of this study. These ten hypotheses were: 1) An effective organization will possess an identity which is well-defined and unique to that particular organization and its members; 2) The organizational identity will be based on characteristics which are both distinctive and essential to the nature of the organization; 3) An effective organization will have developed an organizational value system based upon the shared values expressed by the members of that organization; 4) The shared values ·held will be influenced by the environment in which the organization exists; 5) An. effective organization will project a clear and meaningful image embodied by all its members; 6) An effective organization will possess an internalized guiding philosophy that will dictate a mode of behavior; 7) An effective organization will exhibit a vision which consists of both a guiding philosophy and tangible image which establish.a set of ambitions motivating its members to work towards a specific direction; 8) An effective organization will demonstrate continuity in organizational philosophy, vision, and purpose over a·pertinent and definable time frame of reference; 9) Stability in the key position within the organization will have a positive influence on organizational effectiveness; 10) An effective organization will possess an identity, value system, and vision which are in concert with each other and exemplified by all its members.

Todėl didelis dėmesys kreipiamas į žmogiškuosius išteklius, kurie yra didžiausias organizacijų turtas. Labai svarbu išsiaiškinti, kokios priežastys lemia kompetentingų specialistų trūkumą, jų darbinės veiklos neefektyvumą organizacijose. Šiame darbe siekta išsiaiškinti Klaipėdos miesto valstybinių sporto organizacijų specialistų veiklos raišką, kuri Lietuvos mokslininkų mažai tyrinėta. Darbe pateikta bendra literatūros apžvalga, atskleista organizacijos samprata ir jos klasifikavimas, išskirti specifiniai sporto organizacijos bruožai, akcentuojami esminiai Klaipėdos miesto valstybinių sporto organizacijų valdymo aspektai bei valstybinių organizacijų specialistų veiklos ypatumai. Tyrimas buvo atliktas siekiant išsiaiškinti, kaip Klaipėdos miesto valstybinėse sporto organizacijose specialistų veiklą reglamentuojantys dokumentai atitinka realizuojamą veiklą. Tyrimo atlikimui buvo panaudota dokumentų content analizė ir interviu metodas. Atlikto tyrimo pagrindu buvo suformuluotos išvados siekiant įgyvendinti magistro baigiamajame darbe išsikeltą tikslą.
Diploma object: Duty expression of governmental specialists in sports at Klaipeda’s city. Goal of the work: To reveal Duty expression of governmental specialists in sports at Klaipeda’s city. In nowadays society, when media economics is developing really fast, knowledge and competency is becoming one of the main factors in work society. Due to that one of the main treasure of the companies are human resources to which companies are paying great interest. One of the main questions to solve is, what are the reasons why there is a lack of current specialists, and why they so ineffective in various organizations. In this work I try to reveal Duty expression of governmental specialists in sports at Klaipeda’s city, to which Lithuanian specialists haven’t payed much attention. It includes literature reviews, revealing the conception of organization and classification as well as specific signs of it, organization of Klaipeda’s city sports and governing it, also peculiarities of activities if governmental sport specialists. All this has been done with a goal to find out, if all documented duties of sport specilists in Klaipeda’s city are really in power and are they in realization… To do such research I used Content analysis of the document and interviews. Due to research I have formulated the deductions in order to achieve main object of this master’s degree work.

Abstract:
The increased level of modern sport development increases the demands claimed on different aspects of the training process with further rehabilitation organization and realization. That is why we still have the problem of an adequate and effective integral system creation. The mentioned direction has a direct connection with the activity of scientists, coaches- practitioners and sports clubs. They have to work within one mechanism of interaction. Materials. Studying the level of working capacity influence stimulation and organism rehabilitation means on an organism of basketball players from higher educational establishments on the basis of a wildgrowing plant root “snowdon rose” (Rhodiola rosea), classical massage with special oils and contrast shower application. Research methods. The following methods were used in the experiment: scientific-methodical sources analysis concerning the level of working capacity and athletes’ functional rehabilitation increase; functional tests; the received video material with the indices analysis; mathematical statistics. The research realization was on the basis of N.F. Katanov State University, Khakassia and Khakassia Technical Institute (branch) of Siberian Federal University in Abakan. Results. During the research work we stated qualitative and quantitative indices of athletes’ coordinating endurance with the help of video together with other mentioned above rehabilitation means; the received results were handled and we revealed positive changes in the studied information values of basketball players’ motor sphere and respiratory system. Conclusion. The results analysis, received after the research, helped to come to the following conclusion: out of the presented components the biological factor in a form of a wild-growing plant root “snowdon rose” (Rhodiola rosea) has the main influence on the working capacity and functional rehabilitation of basketball players’ organisms.

Abstract:
Training cadets-weightlifters at all stages has a multipurpose orientation, that is why it is important to define and plan a rational combination of the training means use. Distribution of such micro structures in the cycle of training, as the days, months of training, provides effective volume, intensity and other values of physical load distribution. The structure of training cadets-weightlifters is based on taking into account the regularities and principles of sports training as the condition for physical readiness and working capacity increase. Any power oriented sports demands components characteristics in the structure of micro cycles. We consider the methodology of the training lessons organization by the example of the micro cycle of training taking into account bioenergetic profile of cadets-weightlifters. We revealed the necessity to distribute the macro cycle to structural components as the condition for the effectiveness of different variants of the training effects distribution. Materials and methods. We analyzed the range of training lessons among cadets-weightlifters in order to create the variants of gradual training problems solution according to the kinds of training. We analyzed training programs of cadets taking into consideration the level of readiness and their bioenergetic profiles. We created the content of the training work in the micro cycle of the preparatory period for cadets-weightlifters with different bioenergetic profiles. The main material of the research includes the ratio of the training effects volume in one micro cycle taking into account cadets’ bioenergetic profile. Cadets-weightlifters from Tyumen Higher Military-Engineering Command College (military Institute) took part in the research (Tyumen, Russia). Results. We created the content of the training work by the example of one micro cycle for cadets-weightlifters taking into account bioenergetic profile. The created variant of the training loads structure includes the main means of training taking into account the kind of training. Realization orientation in five regimens of work fulfillment with the effectiveness estimation of a total load within one lesson and a week in general is estimated according to a point system. Conclusion. The created variant of a micro cycle considers kinds of training realization taking into account the percentage of the ratio. Taking into account bioenergetic profiles helps to discuss strong and weak sides of muscle activity energy supply mechanisms. We consider the ability to fulfill a long-term aerobic load among the representatives of the 1st and the 2nd bioenergetic profiles. The representatives of the 3rd and the 4th biotype are inclined to fulfill the mixed load. The representatives of the 5th biotype are characterized by higher degree of anaerobic abilities demonstration. The technology of planning the means taking into account the regimens of work realization with point system helps to increase physical working capacity and rehabilitation processes in cadets’ organisms.
