Abstract:
Relevance. Sports organizations differ in part from other organizations in their specific activities, management models and the final result of aspiration. One of the most effective and successful sports organization principles is good sports results, continuous, purposeful sports management, and organizational work. Under changing market conditions, many sports organizations are forced to find ways to improve their performance. For sports organization's objectives, of great importance are teamwork, combining human skills, thinking and other factors into a single whole –a target. However, many sports organizations focus on their operational efficiency by the results, and rarely provide different evaluation standards. Therefore, it is important to investigate what determines successful, efficient sports organizations’existence and survival. This article intends to link the sports club management culture with it sachievements –operational efficiency.Research aim was to distinguish the elements of management culture and perform basketball club management culture comparative analysis. Methods. The study employed a structured questionnaire which consisted of 146 statement sand 6 demographic questions. By using Cronbach’salpha coefficient the reliability of the questionnaire (0.987) and the internal consistency of this questionnaire were validated. Two basketball teams of women and men were investigated. Each team had 15 athletes and five administrative (coach, doctor, physical fitness coach, director, president) members. Results showed that substantial differences in management culture were not observed, but the difference emerged comparing results by position: the players assessed management culture worse than the administration. Regardless of the team, the administration was inclined to consider the management culture more positively than the players. Analyzing the elements of management culture, it became clear that the biggest differences in management culture emerged in organizational learning and systemic thinking. The study revealed the leadership of the dominant group. Also, the results of analysis showed that the players were not interested in improving the efficiency of the organization because their goal was to strengthen teamwork and individual game results. In both cases management culture was assessed similarly (club I collected 4.53 points overall, club II–4.57). Regardless of the club, the players were inclined to be more skeptical about basketball team management culture and its individual elements than the administration. The management culture was rated according to seven components and organizational openness in both clubs was assessed as the weakest, but club II assessed systemic thinking as the best, and club I assessed organizational intelligence as the best.Conclusions. Organizational culture and management culture are essential and integral elements for effective sports performance. Organization culture consists of values, behavior al norms, traditions, dedication, loyalty, and employee behavior; co-operation with each other is all that is necessary if the team wants to be effective and viable. Sports organization requires management culture, which includes its mission, vision, adaptation of the organization, effective participation in the organization. In order to improve management culture, it is advisable to take greater account of the external and internal openness to efficient club activities; to increase the players’involvement in the activities of the club and thus reduce the digital divide between the club’s players and management of the administration of cultural assessment

Abstract:
Purpose: the article deals with the disclosure of the problem of state management of sports development in terms of its legislative support, which should facilitate the development of sports in the "European model", namely the involvement of local authorities, to eliminate it further in the formation of a modern system of training athletes in Ukraine. Material: a set of theoretical research methods were used: generalization of literature, materials from the Internet, content of previous own scientific developments, as well as abstraction, idealization, analysis and synthesis, induction and deduction. Results: The article presents the results of the study of the quality and features of the legislative acts that regulate the development of sports in Ukraine. It is proved that the problem in domestic sport is that the adopted legislative and regulatory acts in Ukraine are not those that effectively contribute to the development of the sphere according to the "European model". After all, part of their content is marked by declarative nature, the absence of clearly established standards and effective forms of control, the weak use of decentralization processes. It is the decentralization of power by its potential that creates powerful organizational and financial prerequisites for reforming the physical education and sports sector in the "European model". And this, in the case of a higher level of public administration, can ensure a new, modern quality of the sport. This model, while providing competent governance, combines the resources and capabilities of the state, including the funds of the specialized government, ministries and agencies involved in physical education and sports, as well as local authorities and non-governmental organizations (national sports federations, federations, existing in provinces and cities, sports clubs) and more. Conclusions: The current state and level of public administration of sport is critical and hinders positive change in this social sphere. The negative will obviously affect the activities of the newly created Ministry Youth and Sports of Ukraine. This Ministry, paying attention to Sport for All, will need to start almost from scratch in the sport of excellence, that is, to create the legal, organizational and financial preconditions for the qualitative improvement of the state of the entire field of sport. Keywords: sports development problem, "European model" of sports development, legislation and regulations governing sports development, public administration, decentralization

Abstract:
Introduction. Commitments adopted by the Verkhovna Rada and the Cabinet of Ministers of Ukraine have little influence on the development of sport for all and Olympic sports for higher achievements. The post is devoted to the results of studying the content of legislative and regulatory acts governing the development of sports in Ukraine. The reason for the extremely unsatisfactory implementation of the adopted legislative and regulatory acts is in the unwillingness of public institutions to make major efforts to ensure the real growth of sports development indicators. Aim of the study is to identify the existing issues of public administration, which cause insufficient rates of improvement of the state of sport for all and Olympic sports of higher achievements, to prevent these problems in the future. Material and methods: literature analysis, analysis of documents, synthesis, abstraction. The research was conducted during april-august 2020. Results. The analysis shows that the adopted legislative and regulatory acts do not contribute to the development of the sphere. This is due to the fact that a large part of their content is marked by the declarative nature and lack of established standards which does not allow to control their implementation. Such a negative factor will affect the activities of the public administration which will be in charge of taking care of the development of the sport. Conclusion. The current state of governance in the field of sports is critical and is not conducive to making positive changes in this important humanitarian field. We will have to create more sophisticated legislative organization and financial tools for improvement of the state of sports.

Abstract:
The commitment of volunteers is critical to the effective organization and delivery of community-based sport. This paper examined the development of organizational commitment amongst volunteers in relation to several organizational factors and personal characteristics. Using data from a 3-wave longitudinal study of volunteer administrators (n= 328) drawn from 52 randomly selected community-based sport organizations, organizational commitment was examined in relation to a range of variables including personal characteristics (sociodemographics), behavioral commitment, volunteering benefits, structural attributes (organizational size, budget), and process characteristics operationalized as perceptions about committee functioning. Using hierarchical regression analysis, the study found evidence of a directional relationship between perceived committee functioning and organizational commitment. Organizational commitment was also predicted by age group, occupation, years of organizational membership, and time spent on administration. The study demonstrated a temporal relationship between committee functioning and organizational commitment and concluded with a discussion of practical implications and recommendations for further research.

Abstract:
The much-neglected field of international sports law is changing significantly. From a patchwork of hard and soft law cultivated by the Olympic Movement, a more structured pattern of international administration and dispute resolution is emerging. Trends include the exercise by transnational sports organizations of greater and more uniform authority over athletes and athletic activity; improved mechanisms for resolving disputes and appealing decisions within those organizations; and a modest inclination toward arbitration and adjudication of disputes. Also, attention has shifted within the arena of international sports from political issues to social, economic and organizational issues and toward applying principles of procedural and substantive fairness to resolving disputes. These trends in administration and dispute resolution are interrelated. As the organizations that directly regulate sports activity become more intrusive, they generate expectations and entitlements that require more stable and equitable rules and procedures of enforcement.

Abstract:
Purpose – The purpose of this paper is to explore key determinants of knowledge utilization in a community sport initiative, with particular attention to key facets of social-organizational approaches including: organizational context including perceived user needs, characteristics of the researcher-user relationship, and adaption of dissemination materials. Design/methodology/approach – The case study applies established theoretical and conceptual understandings of knowledge utilization to a research evaluation of a national initiative to increase young women's participation in sport. Findings – This case study illustrates that academics engaging in evaluation work with sports organizations are well-placed to develop relationships with organizations that will be conducive to the use of research. Qualities that facilitate the use of research include an organizational context that is positively disposed towards using research. This can entail developing a researcher-practitioner relationship that involves shared learning and appreciating each other's aims, values and priorities. Research limitations/implications – The research initiates a discussion on the knowledge utilization in community sport evaluation; however, it is limited to a particular case which may not be representative of the spectrum of sports development initiatives. Practical implications – This case study highlights some useful features of how researchers and practitioners can work together effectively and use research to improve delivery. Originality/value – This case study contributes to new understandings of the immediate as well as long-term value of research in the evaluation of community sports initiatives.

Abstract:
The author provides a perspective on South African sport, in terms of the existing perceptions, challenges, and constraints with which its managers are confronted. The unique needs of the disadvantaged communities with regard to sport management are discussed in relation to the Empowerment Model of Friedman (1992), and placed within the critical theoretical framework. The certified course in sports administration, being administered under the auspices of The University of the Western Cape (together with The University of Cape Town, National Sports Council Western Cape, and World Teach/Score), serves as a case study for this paper. It is argued that in order to address the immediate sporting needs of communities, and also to prepare them for future development, the training of community members as lay sports administrators is imperative. The role of sport and sport development in community development is explored, with special emphasis on the conditions in economically depressed communities. The importance of empowering communities to become more self-reliant in terms of sport management, was emphasized. Finally, an evaluation of the course was provided, and major shortcomings and future challenges are discussed.

Abstract:
Organizational autonomy of the interuniversity athletic department, university responsibility for athletics, and pressure from nonuniversity individuals, groups, and organizations are all concerns related to the department's dependence on various sources in its environment for financial support. The Emerson (1962) power-dependence theory of social exchange relations, and its adaptation to the study of organization-environment relations (Pfeffer & Salancik, 1978; Thompson, 1967), guided an examination of funding and control in Canadian university athletics. This study examined whether athletic departments are perceived to be controlled by the funding sources in their environment according to their relative resource dependence upon those sources. Financial resource dependence and perceived control data were obtained from athletic directors (ADs) at 34 Canadian universities. Significant Spearman rank order correlations reveal the resource dependence-based perceived control of the university central administration, corporate sponsors, and provincial/federal sport organizations and ministries (p< .05). Of these, however, only central administration was perceived to have considerable control over the departments. Nevertheless, ADs should be aware of the resource dependence-based control potential of these other sources.

Abstract:
Introduction. Architectural quality is required at all design stages: from the layout to its implementation, but in particular cases it (high quality) becomes a primary objective. That is why in this article we emphasize the idea of architectural quality and its particular importance in the strategy of sports facilities design in Aleppo, which, in their turn, will help the population get back into physical shape and resume peaceful life. Materials and methods. The study has been conducted on the basis of analysis of published sources that have been studied theoretically. The following materials have been studied: Aleppo aerial photography based on published survey, conducted by the organization UN-HABITAT as an addition to the information from Syrian Statistical Office, Ministry of Local Administration and Environment and Local Decision Support Center from 2011 till 2019. Results. Current condition of sports facilities in Aleppo has been studied for the following criteria: number, quality and technical condition. Because of use of such architectural quality criteria as context, experience and scale in the design strategy, mentioned in study, the optimal model of sports facility has been reached from the point of view of architectural form and its social-sport role for the environment. Conclusions. In all times, sport played and still plays an essential role in successful social life. That is why sports facilities are the first step that becomes a necessary condition for fulfilling that role. Currently, Syria experiences the reconstruction stage in all types of construction, and the most important now is to restore the society, and this is why at this stage the idea of architectural quality is essential for getting a model of ideal sports facility.

Abstract:
In recent years the International Paralympic Committee (IPC), the institution responsible for the administration, organization, and management of the Paralympic Games, has reshaped the landscape of sport for the disabled. This article argues that the IPC has marginalized the practice community, notably the International Organizations of Sport for the Disabled. By wrestling away control of the classification systems developed by these organizations, the IPC has transformed them to such an extent that they fail to provide opportunities for equitable sporting practice and the result has been a threat to the ideology of Paralympism. We illustrate this by examining two classification systems that are currently used within Paralympic Sport: the integrated functional system employed in the sport of swimming and the disability-specific system used within athletics.

Abstract:
In the article, a thorough analysis of legislation in the sphere of sport regulation is carried out; The status of the organizers of international official sports competitions is explored in detail. Particular attention is paid to the IOC. The author broadly describes the structure of the IOC administration, the powers of the IOC governing bodies, addresses the issue of the fairness of IOC referring to non-profit organizations, indicating high profitability from international Olympic activities, as well as sole ownership and disposal of the Olympic property. Attention is also drawn to the specific status of the IOC as a pseudo-judicial body.Further in the article questions of a legal status of participants of the legal relations arising in connection with carrying out of the official international sports competitions are mentioned. It is concluded that the provisions of the Olympic Charter contradict the UN International Covenant on Civil and Political Rights of 1966, which prohibits any discrimination on any grounds. The deprivation of the citizen’s right to know about the reasons for the refusal to realize the legitimate interest, in the author’s opinion, is a specific form of abuse of the law.The problem of criminal liability for abuse of persons performing administrative functions in international organizations, in the sphere of organizing and organizing international sports competitions is raised. It is proved that the current Criminal Code of the Russian Federation and its art. 184, 201, 230.1, 230.2 do not fully protect the rights and legitimate interests of stakeholders, which is also confirmed by the fact that the extent of the practice of applying these prohibitions does not ref lect the actual extent of the problem. The author analyzes the current criminal legislation of the Russian Federation on the responsibility for the abuse of persons performing managerial functions in the non- state sector (including in the sphere of organizing and holding international sports competitions), and the practice of its application; shows that the relevant legislation does not provide for the purposeful prevention and suppression of socially dangerous actions of persons exercising authority in the sphere of organizing and conducting international sports competitions in sports, for abuses that are associated with violation of the rules established by the regulations (charters) of such organizations, as well as with use of their powers in violation of the principles of international law, which caused significant harm to the rights and legitimate interests of the athlete new and teams of athletes, organizations, law-protected interests of the state. In this regard, it is proposed to supplement the Criminal Code with a new article 201.3 «Abuse of powers in the organization and conduct of official international sports competitions».

The existence of a wide range of subjects of public administration in the field of physical culture and sports, and this is shown by the example of the Kolos society, requires proper functional support of their activities, as the corresponding specific role of the bearer of service powers. The article reveals the need to apply international standards of the ISO 9000 series to the management of the development of the sphere of physical culture and sports in Ukraine, the use of standards by voluntary physical culture and sports societies according to the "center - regions - society" scheme. This is possible by ensuring the interaction of public administration entities, which include state and local authorities, while observing the standards of management activities and providing physical culture and sports services. It is the ISO 9001: 2015 standard that should be considered the backbone that should be applied to the development of a modern public administration quality management system in accordance with the high expectations of consumers of physical culture and sports services.

Abstract:
The Last Dance is a sports documentary miniseries focusing on the 1997-98 NBA champions Chicago Bulls and their star Michael Jordan. Through the lenses of The Last Dance, whose global popularity has been unprecedented for a documentary, we discuss value from a historical, political and cultural perspective. First, this paper provides a concise account of the ambivalent nature of value from a historical perspective. We then discuss the Bulls’ General Manager dispute with Jordan over whether the players or the organization win championships; and the Scottie Pippen “injustice” according to which Pippen, a top Bulls player, was underpaid. By addressing these two issues, we show that all value is collectively produced. We argue that all value approaches are imperfect, temporary and context-specific. We thus highlight the need for scholars and policymakers to critically discuss value and point to the commons sphere for more inclusive understandings of value.

Background: Quality physical education (QPE) is part of a whole-of-school approach for school-based physical activity promotion. The United Nations Educational, Scientific and Cultural Organization QPE Policy Project supported 4 countries to develop QPE policies. The authors summarize the process, progress, successes, setbacks, and lessons learned during the implementation of the project in Mexico. Methods: The project was developed from August 2016 to April 2018 following the methodology proposed by the United Nations Educational, Scientific and Cultural Organization. Adaptations to the methodology were made to meet local needs. Results and Discussion: The project successfully implemented the United Nations Educational, Scientific and Cultural Organization methodology and prepared a national strategy for the provision of QPE in Mexico. The national strategy progressed despite the change in presidential administration. Successes included the use of a QPE policy evaluation framework, the inclusion of stakeholders representing extreme PE views and from all regions in the country, and the presence of international agencies in the national team. Setbacks included difficulties in engaging key organizations and a weak communication campaign. Lessons learned are discussed. Conclusions: The QPE project in Mexico served as a pilot project to test the feasibility of implementing a QPE policy revision process. The experience and lessons learned in Mexico can be drawn on to inform the work of other stakeholders interested in advocating for a national QPE policy.

Context The extent to which individuals are prepared completely for work in a particular athletic training setting (eg, professional sports, college, high school) is unknown. This issue is critical today, and findings in this area have implications for athletic training education policy and employers. Objective To determine the perceptions of preparation for work-specific tasks by professional baseball athletic trainers (PBATs). We also wanted to determine whether various preparation experiences interact with perceived skills. Design Cross-sectional study. Setting Online survey administered via SurveyMonkey. Patients or Other Participants Two hundred seventy-five PBATs. Intervention(s) The PBATs reported their levels of preparation before employment in their positions and their current skills in each of the 8 work task domains: evaluation of elbow injuries; evaluation of shoulder injuries; evaluation of general injuries; acute care; injury prevention; treatment, rehabilitation, and reconditioning; organization and administration; and non–athletic-training tasks. Main Outcome Measure(s) Nine repeated-measures analyses of covariance were performed with each perception of preparation (retrospective, current) as a within-subject factor. Preparation experiences were included as between-subjects factors, and number of years working in baseball was the covariate. Results Subscale reliabilities were calculated and found to be between 0.79 and 0.97. A total of 180 PBATs (65%) completed the survey. The backgrounds and routes by which PBATs gained employment in the professional baseball setting varied. Individuals who completed professional baseball internships, had previous work experience, and immediately entered the professional baseball setting after graduation had noted differences in their perceptions of preparation for work tasks. The PBATs indicated they were substantially underprepared for tasks in the organization and administration and non–athletic-training task domains. Conclusions The organizational socialization process is complex, and no 1 experience appears to completely prepare an individual for work in the professional baseball setting.

Abstract:
The primary purpose of this paper is to provide an overview of the theoretical underpinnings of ethical decision making for the sport administrator. A secondary purpose is to argue for changes to the pedagogical nature and process in sport administration programs so that students have the ability to make decisions with a critically conscious praxis. Four philosophical approaches to ethics and two psychological approaches to moral reasoning are briefly discussed. A synthesis of philosophical and psychological approaches is suggested as a means to understand, in a comprehensive manner, the ethical decision-making behavior of the sport administrator within what may well be a contradiction-based sport organization. Finally, some comments are made on ways that this synthesized approach might be used in a critical active pedagogy in sport administration programs.

Abstract:
To date, the knowledge base on the topic of violence and integrity in sports is limited, the scientific community is relatively small, and the research field is in its infancy. The few researchers have predominantly been working in silos, and, consequently, initial studies have examined this issue with a singular discipline approach. Violence in sport is a multifaceted issue that has physical, psychological, social and organizational consequences. The fragmentation of the research efforts in this area thus far has limited the possibility of formulating a clear, collaborative and international agenda for future research. In this article, we aim to build on previous research, but also borrow insights from public administration, to pave the way for new studies that look from a governance perspective at policy strategies for the prevention of interpersonal violence against young athletes in sports. Particularly, we aim, in line with the Dutch policy development, to discuss the value of local networks, and its challenges, as vehicles of collaboration and prevention.

This study was designed to evaluate the impact of the National Blueprint (NB) on the policies, programs, and organizational culture of selected national organizations. The theoretical model selected to assess the impact of the NB on organizational behavior was Burke’s system theory of organizational change. Three organizations, AARP, the American College of Sports Medicine (ACSM), and the Administration on Aging (AoA), were selected for the study. Two individuals in each of these organizations were selected for interview. Semistructured interviews and document reviews were used in the data-collection process. Findings showed that the publication and establishment of the NB resulted in changes in the operating procedures of AARP, ACSM, and AoA. The results were broadly consistent with Burke’s system theory of organizational change. The publication of the NB was shown to affect the behavior of organizational leaders, organizational culture, policies, programs, and individual and organizational performance. The new information generated has increased our understanding of the impact of health campaigns on organizational behavior.

Abstract:
With the problems of doping in sport becoming more serious, the World Anti-Doping Code was drafted by the World Anti-Doping Agency in 2003 and became effective one year later. Since its passage, the Code has been renewed four times, with the fourth and latest version promulgated in January 2015. The Code was intended to tackle the problems of doping in sports through cooperation with governments to ensure fair competition as well as the health of athletes. To understand China’s strategies for managing compliance with the Code and also the implications behind those strategies, this study borrows ideas from theories of compliance. China’s high levels of performance in sport, judged by medal success, have undoubtedly placed the country near the top of the global sports field. Therefore, how China acts in relation to international organizations, and especially how it responds to the World Anti-Doping Agency, is highly significant for the future of elite sport and for the world anti-doping regime. Through painstaking efforts, the researchers visited Beijing to conduct field research four times and interviewed a total of 22 key sports personnel, including officials at the General Administration of Sports of China, the China Anti-Doping Agency, and individual sport associations, as well as sport scholars and leading officials of China’s professional sports leagues. In response to the World Anti-Doping Agency, China developed strategies related to seven institutional factors: ‘monitoring’, ‘verification’, ‘horizontal linkages’, ‘nesting’, ‘capacity building’, ‘national concern’ and ‘institutional profile’. As for the implications, the Chinese government is willing and able to comply with the World Anti-Doping Agency Code. In other words, the Chinese government is willing to pay a high price in terms of money, manpower and material resources so that it can recover from the disgrace suffered as a result of doping scandals in the 1990s. The government wants to ensure that China’s prospects as a participant, bidder and host of mega sporting events are not compromised, especially as the host of the 2022 Winter Olympics in Beijing.

It is important for sports administration programs to prepare students for career entry and transition into productive roles within their new jobs upon graduation. However, even the best academic curricula for those entering a profession may be inadequate for preparing students for early success in their careers. Not only do academic curricula lack the ability to train students for problem solving and independent thinking, they lack the ability to provide context, reducing transfer of knowledge to practice. The purpose of this article is to provide instructors in sports administration programs background information related to the transition graduates may face when entering the job market. The underlying assumption is that if instructors better understand the process of job entry and transition, they can better prepare students to embark on their careers. Included are discussions of professional preparation programs, the expectation gap held by new employees, job role transition, and organizational socialization.

Abstract:
Integration and consumption of sport are often used to build community identity, enhance health, and promote positive social interactions. Those benefits informed the purpose of this project, which was to integrate service-learning education and behaviors into a graduate sport management leadership course. Project L.E.E.P. (Leadership through Education, Experience, and Photovoice) benefitted local communities by providing an interactive service-learning project that was mutually beneficial to graduate students and surrounding community partners. Eleven graduate students in a sport administration leadership course partnered with different community sport organizations to execute a series of assignments designed to assess, plan, deliver, and reflect on more than 40 hr of sports service. Among those assignments was a photovoice project intended to capture service learning through the students’ perspectives and give voice to the sporting needs of a community. This project aligned with the experiential learning approach in many sport management programs, as well as the societal and service benefits outlined in the North American Society for Sport Management’s purpose and position statements.

Abstract:
The study and generalization of foreign experience is a value for Ukraine, which has set itself the task of integration into the world community and can be an important source of thorough thinking and creative use of positive ideas in domestic theory and practice of physical education and sports. This article analyzes the content and features of the organization of intramural (in-school) sports in the United States. The study found that intramural sports in the United States are an integral part of the overall education program, which provides an opportunity to involve children with different levels of development of motor skills and qualities in motor activities outside of physical education lessons. Participation in intramural sports programs is voluntary. It is determined that the intramural sports program in the United States is characterized by certain features that must be taken into account for its successful implementation. It was found that, first of all, American specialists determine the direction (nature) of the sports program and possible types of physical activity, taking into account the wishes of students; it is important to properly plan and compile a quality schedule for classes in compliance with the capacity of existing sports facilities; it is obligatory to observe the rules of admission of students to classes and competitions, as well as their annual medical examination; implementation of the sports program is carried out with the use of modern information technologies; the accounting and evaluation of the program is constantly carried out; proper administration and quality arbitration are of great importance; special attention is paid to the competition procedure itself and the determination of winners; a special place is given to the financing of programs and their support and promotion.

Abstract:
The main task of a higher educational establishment is to train and educate highly qualified specialists. At a Medical University the object of study and the subject of the future activity of a specialist is a person, and the quality of training for a medical graduate should be at the top level. In the system of administration of a higher educational establishment, the basic level is faculty one. At the educational establishment each faculty has its own specified task and a part of the eventual goal is the training of a qualified specialist who is able to decide important tasks for the protection and preservation of population health. Medical faculty No 1 is one of the main organizational and educational-scientific structural subdivisions of the Ukrainian Medical Stomatological Academy, which was founded by the decision of the Academic Council, combines various departments, and works in accordance with the normative base. At each faculty, the dean works directly with the students. All dean's office members work with students directly at all stages of students’ molding as specialists and personalities. The dean's office of the medical faculty No 1 supports the organization and control of the educational process at the faculty; provides information for the assuring of high-grade educational process; controls the training of medical students; provides office work and document circulation according to the legislation. To provide effective educational process, the dean of the medical faculty No 1 and dean’s officers monitor the success and attendance of classes carefully and systematically, assist tutors in charge in organizational work with academic groups. Obligatory work of the dean’s office administration is participation in the group meetings, courses’ gathering according to organizational and educational issues, and realization of routine site meetings. Cultural, sports, health-improving, public, and volunteer kinds of work are very important for interest of young people in education. In the process of learning it is important to form a comprehensively developed personality. The dean and his mates deal with the issue of providing the medical students with hostels or other accommodation. Control for the organization and performing of professional training course is constant duties of the dean's office. This is one of the most important stages in the education of a future doctor. The specificity of the medical profession requires constant contact with colleagues, because there are different situations that require consultation with leading specialists, who are highly qualified professionals. At many public and private medical establishments pedagogical activity and medical-consultative work are carried out by the teachers of the academy, who ensure the professional development of young medical specialists. Thus, the administrative work of the dean's office is constantly improved and modified in accordance with current conditions. According to modern challenges of organizing the educational process on line, the dean's office members work on the digital platforms, master the information technology, and develop new methods of work that ensure the formation of a highly educated and competitive specialist as a modern doctor.

Background and Purpose Administration and management (A&M) skills are essential to physical therapist practice. This study identified which A&M skills will be most critical for future Doctor of Physical Therapy (DPT) graduates to possess upon entry into clinical practice. Subjects and Methods Using a 7-point scale, 435 randomly selected American Physical Therapy Association members (physical therapists) rated 121 A&M skills based on expectation of the level of independence required by a new DPT graduate. Results No differences among respondents based on role, work setting, or experience were found, so the data were combined for factor analyses, producing 16 A&M skill groups. The most independence was expected in skills related to self-management, compliance with rules, ethical behavior, and insurance coding. Skills requiring the most assistance were marketing and strategic planning, financial analysis and budgeting, and environmental assessment. Discussion and Conclusion This study has identified the level of independence for the A&M skills needed by new DPT graduates, provided empirical evidence suggesting which A&M skills should be included in DPT curricula, and suggested a pattern of A&M skill acquisition that applies first to the new therapist and the patient, then to the organization, and finally to the health care environment.

Abstract:
This descriptive research study was conducted to investigate the concepts of transformational leadership and organizational culture within the administrative levels of campus recreation programs of Big Ten and Mid-American Conference universities. While transformational leadership was quantitatively measured by the Leadership Behavior Questionnaire (LBQ), the Culture Strength Assessment (CSA) and Culture Building Activities (CBA) instruments provided two quantitative measures of organizational culture. Qualitative data were also collected and analyzed to enrich and cross validate the findings. The researcher concluded that high transformational leaders direct programs that (a) possess stronger organizational cultures and (b) carry out culture-building activities, specifically the “customer orientation” function, to a greater extent than other leaders do. An interaction effect between leadership and conference was uncovered for this variable. No significant difference was uncovered between the high and low leadership groups relative to the penetration of culture throughout the top four hierarchical levels of the organization.

AbstractIn this article, we scrutinize a policy area in which the Russian government has had to react to negative publicity in the last few years, namely, the doping scandal surrounding the 2014 Sochi Winter Olympics. This scandal uncovered important aspects of Russia’s vulnerability in the global sports milieu, yet so far, it has remained almost unnoticed in the literature on mega sports events in Russia. Our analysis is premised on the convergence of two types and techniques of control and regulation: anatomopolitics, which presupposes, in Michel Foucault’s interpretation of the term, measures of control over individual bodies, and biopolitics, which refers to policy practices that target and concern the entire population. Their conflation in the Russian context results in a controversial effect: it strengthens relations of hegemony yet also exposes the sovereign power to the regulations of global sports organizations.

Abstract:
In recent years, large scale sport organizations and national governing bodies have produced coaching education programs to prepare coaches to teach and mentor athletes. The purpose of this study was to examine: a) track & field coaches’ familiarity with the National Standards for Sport Coaches, b) the alignment of United States Track & Field (USATF) Developmental, Level I, and Level II coaching education programs with the National Standards for Sport Coaches, and c) the alignment of USATF Developmental, Level I, and Level II coaching education programs with coaches’ perceived needs for subject matter training. A 39-item survey was administered during a USATF certification course to measure coaches’ familiarity and perceptions. The results showed the vast majority of coaches (75.2%) were not familiar with the National Standards. At the time of assessment, the Developmental, Level I, and Level II courses were partially aligned with 25 of 40 standards at the Level 1, Level 3, or Level 5 accreditation levels. The courses were not aligned with 15 of 40 standards at any accreditation level. The majority of deficiencies existed in Domain 2: Safety and Injury Prevention, Domain 7: Organization and Administration, and Domain 8: Evaluation. While the USATF coaching education curriculum is partially aligned with many, but not all, of the national standards, the curriculum appears to contain subject matter training that coaches perceived as needed. Curricular revisions, including future directions of the USATF coaching education program, such as new courses and innovative use of technology, are presented.

ABSTRACT Mega-events are urban spectacles that bring together capital, physical materials, symbols, people and organizations, to produce sports and cultural events. Rio de Janeiro hosted the soccer World Cup in 2014 and will shortly host the 2016 Olympics, two such mega-events. This paper discusses these mega-events in terms of a new and influential model of transnational governance that involves market-based alliances between urban leaders, real-estate developers, global corporations and sports-related civil society groups. It begins by defining mega-events and their significance to transnational governance, and then describes the mega-events being held in Rio de Janeiro. In the final section, the implications of these mega-events are reviewed, highlighting the on-going period of contestation within urban visions of transnational governance.

This article, part of a set of three articles, calls for a critical reexamination of a plethora of phenomena relating to choice and decision making, occasionally addressed by anthropologists, but more regularly studied by economists, political scientists, psychologists, and organization scholars. By means of a bird's-eye research overview, we identify certain weak spots pertaining to a formalistic unicentral view of human rationality, and argue that ethnographic approaches casting light on cultural contexts for thought, reason, and action can explain how choices are framed and constituted from horizons of perceptions and expectations. A positive account of socially and culturally embedded decision making heralds a mode of anthropology with a broad, integrating capacity to address public policy and administration and their interactions with everyday experience and practice.

Abstract:
The high attrition rates observed among young athletes, particularly adolescents, have been attributed to and studied primarily as outcomes of negative aspects of the organization and administration of competitive youth sport. The present study extends this research by examining withdrawal from competitive sport roles in the broader context of the role constellation and lifestyle of adolescent girls. A conceptual framework was developed to examine the process of withdrawal from the role of competitive age group swimmer. It was hypothesized that withdrawal is influenced by six categories of factors: (a) the salience of gender-role stereotypes; (b) the diversity and salience of the opportunity set; (c) the degree of social support from significant others for the sport role; (d) the extent to which the athlete role is perceived as central to personal identity; (e) the extent to which positive and negative outcomes are associated with sport involvement; and (f) the degree of commitment to the athlete role. Survey data were collected from 211 former swimmers and 193 currently involved age group swimmers in Ontario, Canada. It was concluded that a combination of factors from a variety of sources interact to influence the role transition.

Abstract:
Use of musculoskeletal allografts has become increasingly popular, with widespread use among knee surgeons. The advantages and disadvantages of their use have been documented. In the knee, allografts are used for ligament reconstruction, meniscal transplantation, and articular surface reconstruction. The purpose of this review is to present issues surrounding the allograft industry, including regulation of tissues and tissue banks and procurement, processing, sterilization, and storage of allograft tissue. Tissue bank regulation is ultimately under the jurisdiction and authority of the Food and Drug Administration; some individual states regulate tissue banks. The American Association of Tissue Banks is a scientific organization that encourages education, research, and voluntary accreditation of tissue banks. It promotes safety and standards for retrieval, processing, storage, and distribution of transplantable human tissue. Allograft tissues are generally harvested and processed aseptically, which may not prevent contamination. Tissue sterilization is difficult and controversial. Tissue banks historically have used one of two methods of sterilization, ethylene oxide or gamma radiation. Both methods have risks and benefits. Newer methods of sterilization are being developed. Allograft tissue that is not transplanted fresh can be freeze-dried or deep frozen for storage. Ultimately, allograft transplantation in the knee facilitates knee form and function and enhances the patient's quality of life. Orthopaedic surgeons who use allograft tissue must understand the tissue banking process to provide safe and effective tissues to their patients.

Abstract:
Learner-centered blended learning approaches, such as Knowledge Creation, emphasize the self-organizing characteristic of thought and action, and value the students’ autonomy and self-regulation during the engagement in collaborative learning tasks. In blended contexts, the students need to organize their learning paths within a complex environment, including multiple online and offline learning spaces. This process of self-organization during courses based on the Knowledge Creation approach is currently an overlooked topic of research. The present case study is aimed at addressing this research gap by providing an in-depth understanding of the collaborative self-organization of a group of five undergraduate students participating in an interdisciplinary media design course. The course was designed according to the Knowledge Creation approach and was carried out before the start of the COVID-19 pandemic. The dialogical theory of the chronotope and the theory of cultural models constitute the main theoretical tools for the research. We used qualitative methods inspired by ethnography, including participant observation, in addition to the collection and analysis of audio-visual records, stimulated recall interviews, and learning diaries completed by the students. The findings show that the group self-organization changed across different phases of the collaborative task and involved the development of specific practices of self-organization. Cultural models associated with the task contributed to determine the students’ choices related to self-organization.

Abstract:
Teaching has been identified as an environment of extreme physical, mental, and cognitive demand for teachers and is one of the careers where burnout levels are the highest. This qualitative study aims to (i) understand the importance of personal, organizational, and classroom dimensions concerning the Portuguese education system, (ii) and how these dimensions contribute to burnout in Portuguese teachers from different teaching levels. Semi-structured interviews were conducted with twenty-six primary and high school teachers. Results offer insights on the impact that different variables have on teachers’ burnout. The content analysis suggests that organization is the most relevant dimension contributing to teachers’ burnout. On the other hand, the classroom category appears to be the most challenging context for teachers to manage. The results highlight the need to consider the dynamics and interdependency between personal, organizational, and classroom dimensions in the development and prevalence of burnout.

Abstract:
Bone mineral density (BMD) assessment is the basic method for assessing fracture risk and diagnosing osteoporosis according to the World Health Organization (WHO). Osteoporosis is diagnosed when the T-score at the proximal femur or spine is T≤-2.5; however, 70% of fractures occur in patients who do not fulfil this criterion. As BMD alone does not adequately predict fracture risk, additional methods supporting risk assessment are needed [3,4]. In 2012, the US Food and Drug Administration (FDA) adopted the Trabecular Bone Score (TBS) as another diagnostic method for osteoporosis. The aim of this study is to evaluate the use of TBS in clinical practice with particular attention to fracture risk assessment, differential diagnosis and assessment of treatment outcomes in patients suffering from primary or secondary osteoporosis. Literature analysis points to the increasing use of TBS in clinical practice. It has been found that, in different subjects with the same BMD, structural bone health is better differentiated using TBS. Additionally, it is valuable to use the DXA along with TBS analysis for improved prediction of fracture risk. Indirect assessment of bone structure with TBS is also helpful in assessing the effect of medications. In conclusion, TBS analysis is a valuable tool in the assessment of bone fracture risk and in the differential diagnosis of structural bone disorders in secondary osteoporosis.

Abstract:
AbstractIn the middle of 2017 the Ministry of Education, Youth and Sports published a new register of research organizations as part of an ongoing effort to establish, within the framework of the Czech Republic state administration, a central body responsible for assessing the defining attributes of research organizations, thereby removing the need for each grantor to conduct such assessment individually. The consequence of this measure is to effectively replace the existing register maintained by the Research, Development and Innovation Council, which essentially has no legal relevance compared to this new register. Successful completion of the assessment is a requirement for research organizations to obtain funding not considered to be state aid therefore the existence of a legally binding register is crucial even though the above mentioned authorities do not perceive it this way. This approach questions the future of the register itself underscored by the fact that it has been marred by legislative errors. However, the register now works and more than 112 entities (updated to 14th of December 2017) are registered and available for grantors to use to assess beneficiaries. The aim of this article is presentation with its legal substance and analysis of its meaning for potential registrants, especially in the context of providing grants, including the relevant issues.

Abstract:
ABSTRACT: Introduction The concept of free time has evolved over the centuries according to various socially organized models. Thus, it was found that mankind has always enjoyed a certain type of leisure organization, various forms and activities of organization. Objective The study aims to identify a concept of physical education for free time, stimulating the desire to exercise, developing the spirit of initiative, ensuring continuity in the practice of motor activities. Methods Major benefits of web-based questionnaires and surveys are that they do not require the administration of materials in person, are accessible world-wide, and are therefore available cross-culturally. Results A majority of the subjects (68.5%) view a healthy diet as “very important” for a sport point of view. If we were to couple this with the “important” answer to this question we would find that a vast majority (94.4%) view diet and nutrition as a key component of physical activity. Conclusions Leisure physical activity helps for a healthy lifestyle, regardless of the profession you practice. Through this paper we intend to create a guide in the practice of physical leisure activities and to help in their practice. Nevertheless, many different types of exercise have been shown to be beneficial, including aerobic training, resistance or strength training, walking, hopping, swimming, aquatic exercise, as well as exercises to improve flexibility and balance for a healthy lifestyle.
