Abstract:
The objective of this study is to investigate the research productivity of the Sri Lankan state universities depicted in reputed international university ranking systems during 2015-2020 and to identify the areas that can be used to develop the research productivity of the state universities. Research–related scores of the Sri Lankan state universities from 2015-2020 in four ranking systems (THE, QS, SIR, and URAP) were analysed. The study established that the research productivity, impact, and collaboration are the major aspects considered by the ranking systems. Only a few universities are ranked and the scores have a considerable scope to be improved. Several recommendations are made on how the university librarians can support the improvement of research-related related rankings. This is the first study on research productivity scores of Sri Lankan state universities based on international ranking systems. Hence the findings will be useful for the university policymakers in Sri Lanka as well in other countries with similar educational contexts.

Abstract:
Purpose By testing the weak form of efficient market hypothesis (EMH) this study aims to forecast the short-term stock prices of the US Dow and Jones environmental socially responsible index (SRI) and Shariah compliance index (SCI). Design/methodology/approach This study checks the validity of the weak form of EMH for both SCI and SRI prices by using different parametric and non-parametric tests, i.e. augmented Dickey-Fuller test, Philip-Perron test, runs test and variance ratio test. If the EMH is invalid, the research further forecasts short-term stock prices by applying autoregressive integrated moving average (ARIMA) model using daily price data from 2010 to 2018. Findings The research confirms that a weak form of EMH is not valid in the US SRI and SCI. The historical data can predict short-term future price movements by using technical ARIMA model. Research limitations/implications This study provides better guidance to risk-averse national and international investors to earn higher returns in the US SRI and SCI. This study can be extended to test the EMH of Islamic equity in the Middle East and North Africa region and other top Islamic indexes in the world. Originality/value This study is a new addition to the existing literature of equity investment and price forecasting by comparing and investigating the market efficiency of two interrelated US SRI and SCI.

Abstract:
The Twin Research Registry (TRR) at SRI International is a community-based registry of twins established in 1995 by advertising in local media, mainly on radio stations and in newspapers. As of August 2012, there are 3,120 same- and opposite-sex twins enrolled; 86% are 18 years of age or older (mean age 44.9 years, SD 16.9 years) and 14% less than 18 years of age (mean age 8.9 years, SD 4.5); 67% are female, and 62% are self-reported monozygotic (MZ). More than 1,375 twins have participated in studies over the last 15 years in collaboration with the University of California Medical Center in San Francisco, the University of Texas MD Anderson Cancer Center, and the Stanford University School of Medicine. Each twin completes a registration form with basic demographic information either online at the TRR Web site or during a telephone interview. Contact is maintained with members by means of annual newsletters and birthday cards. The managers of the TRR protect the confidentiality of twin data with established policies; no information is given to other researchers without prior permission from the twins; and all methods and procedures are reviewed by an Institutional Review Board. Phenotypes studied thus far include those related to nicotine metabolism, mutagen sensitivity, pain response before and after administration of an opioid, and a variety of immunological responses to environmental exposures, including second-hand smoke and vaccination for seasonal influenza virus and Varicella zoster virus. Twins in the TRR have participated in studies of complex, clinically relevant phenotypes that would not be feasible to measure in larger samples.

Abstract:
On July 29 1987, after 20 years of sustained inter-communal conflict and under great political pressure and war weariness, leaders of the government of Sri Lanka signed an Accord with the Indian government which hady at Sri Lanka s request, intervened in Sri Lanka's military and political conflict. The Accord aimed at the cessation of the ethnic conflict in Sri Lanka. Indian involvement in Sri Lanka's domestic affairs signalled a decisional shift among Sri Lanka's leaders from a policy of resolving the conflict by military means to one of seeking political accommodation with the Tamil separatists. However, the presence of the Indian Peace Keeping Force (IPKF) and previous attempts by the Indian government to air drop supplies to Tamil rebels signalled the beginning of international crisis between India and Sri Lanka. This paper traces the events and decisional flow of Sri Lanka s elites from the pre-crisis period ofl983 to crisis abatement in 1990 in an attempt to understand the events and patterns of behaviour that led to an international crisis between Sri Lanka and India and more generally to elucidate the relationship between domestic ethnic conflict and international crisis. This paper argues that Sri Lanka entered into an international crisis precisely because of internal threats to its political integrity engendered by its domestic ethnic conflict. First, the theoretical literature is explored, allowing for a fuller exploration of the linkages between international crisis and ethnic conflict. Second, the perceptions of Sri Lanka's decision-maker s in response to increasing Indian involvement during the pre-crisis and crisis period are assessed. Third an analysis of SriLankan decision-making process is weighed against patterns of coping found in the theoretical literature. Fourth and finally, implications for further research are explored, specifically the role that ethnic conflicts play in triggering international crises and the implications that has for the management of ethnic conflicts by regional hegemons.

Abstract:
This thesis attempts to understand various factors involved with the intervention of powerful countries in the affairs of weaker countries, taking the Indian intervention in Sri Lanka as a case study. It examines shifts in Indias intervention decisions during the period between the contemporary independence of both countries and the end of the ethnic conflict in Sri Lanka in 2009. The thesis primarily focuses upon four significant incidents that triggered intervention by India in Sri Lanka, and explores how Indias domestic concerns and strategic interests affected Indias intervention decisions under various socio-economic and geo-political situations. By analyzing both strategic and domestic concerns and how they impacted Indias intervention in Sri Lanka during the concerned period, this thesis argues that the Indian decision for intervention in Sri Lanka is deeply shaped by its strong domestic concerns. Indian governments adjusted their intervention decisions to maintain the domestic stability of the country, irrespective of the strategic impact of intervention. Even though Indian governments preferred to maintain a cordial relationship with Sri Lanka, domestic pressure could compel Indian governments to intervene in Sri Lanka. Sometimes, India decided not to intervene when the pressure on the central government was weak, or when more important domestic concerns arose which favored non-intervention. As far as Indias intervention decisions in the future are concerned, domestic factors will constrain Indias flexibility in shaping decisions to intervene in Sri Lanka.

Abstract:
Sri Lanka’s past, present and future efforts to improve the provision of education are in focus. Decentralization of education is reviewed. Since 1960s when decentralization in education management was initiated schools have been subjected to multiple control by the such layers of management as the provincial ministry, provincial department, zonal office and the division. To reduce role ambiguity clarity in division of roles and functions is needed as well as collaboration among the different layers.  Historical and recent reasons that hinder decentralisation and school autonomy are reviewed. Structural and cultural changes that facilitate the democratisation of school management are proposed. The newest trend in educational decentralisation in the country the Programme on School Improvement (PSI) is a kind of school based management. In PSI, schools are given a degree of autonomy in the areas of planning, teaching-learning process, co-curricular activities, staff development and the maintenance and development of the school plant. PSI enables schools to forge links with local communities through the establishment of a School Development Committees to improve resource mobilization and public accountability, thus creating better learning cultures in schools. The role and functions of the zonal education office are examined. The role of the zone is proposed to provide strategic guidance to the schools and effectively monitor overall performance. The zones have to work with schools and not on schools. The role and the main challenges of the school leaders in the proposed decentralized set-up are also examined and the need for more collaborative partnerships within the school is emphasized. The research further examines the factors that contribute to the institutionalisation of the new organizational innovation and as to how the capacity building institutes can help in transforming the roles of the zonal staff and school leaders.

Abstract:
Sri Lanka's trade regime has been gradually liberalized over the last two decades with the aim of deeper integration into the global economy. The purpose of this study is to present a quantitative assessment of the impacts of major unilateral, regional and multilateral trade liberalization on Sri Lanka, and rank the trade policy options in terms of their welfare effects. This study contributes to the empirical literature on trade liberalization. The Global Trade Analysis Project (GTAP) model is used to analyze the welfare effects of trade liberalization in a multi-country, multi-sector general equilibrium framework. The results show that if Sri Lanka implements the South Asian Free Trade Agreement (SAFTA), while maintaining 15 percent external tariffs for the rest of the world, this combined policy would provide the highest welfare gain to Sri Lanka. The SAFTA by its own would provide the second-highest ranked gain from the trade reforms due to the benefits of preferential access to the large SAARC market. The third-highest ranked policy option comes under the unilateral reduction of import tariffs to 15 percent scenario. As results indicate, the Indo-Lanka Free Trade Agreement (ILFTA) offers the fourth-highest policy option for Sri Lanka. Finally, the phasing-out of MFA on Textiles and Clothing under the Uruguay Round Agreement, rank as the fifth-highest policy option for Sri Lanka. Thus, regional trade liberalization is far more preferable to unilateral and multilateral liberalization. However, as the GTAP model permits, these rankings based on only to the static welfare gains, ignoring the dynamic effect of trade liberalization. In addition, the gravity model has been employed to examine the determinants of Sri Lanka's bilateral trade flows with her selected trading partners, in order to sort out the influence of geographical proximity versus preferential trading policies in creating a regional concentration in trade. Our results confirm the validity of geographical factors such as proximity and cultural familiarity, as determinants of Sri Lanka's trade with neighbouring countries. They suggest that the selected trading partners are “natural trading partners” of Sri Lanka.

By comparing the post-conflict reconstruction patterns of Cyprus and Sri Lanka, it is possible to evaluate what was or was not effective in the Cyprus case and how these lessons may be applied to Sri Lanka. Considering the underlying similarities of the two islands’ respective conflicts, the focus determining the best course of action for Sri Lanka, so that it does not face the same stalemate situation as Cyprus. The recommended policy contrasts with the consociationalist models proposed for Cyprus, and is instead based on the unique Basque model of autonomy.

Abstract:
Facilities Management (FM) is the integrated management of the workplace to enhance the performance of the organization. It is obvious that competent FM will arouse effective working performance and the value of the organisation by increased employee productivity. Diffusion of Innovation (DOI) theory helps to explain the adoption process of innovation by modelling its entire life cycle according to the aspects of communications and human information interactions. Thus, this research aims to identify the influencing factors and nature of their effect on FM diffusion in Sri Lankan organisations, FM as a sample for the profession. A qualitative research approach was selected to conduct the research. A comprehensive literature synthesis was carried out at first to determine the existing data and also to develop the questionnaire survey which was designed for top management of FM adopted organisations in Sri Lanka. The questionnaire respondents were selected randomly with the available information. Collected data were analysed using manual content analysis and which was validated using a 95% confidence interval test. Research findings revealed that majority of FM adoption decision was taken in the Sri Lankan organisations by Board of Directors/ Managing Director which is authority type organizational innovation-decision and there is nothing which belongs to collective categories such as the decision of the government or any corporation or councils or board. Moreover, the Rogers generalizations regarding internal characteristics for the innovative organizations are most appropriate with the Sri Lankan FM adopted organizations.

Abstract:
This report describes the design, implementation and outcomes of the initial version of the NSF-funded Journey to El Yunque curriculum, released in 2005. As formative evaluators, the role of SRI International was to document the development of the curriculum and to collect empirical evidence on the impact of the intervention on student achievement. The evaluation answers four research questions: How well does the Journey to El Yunque curriculum and accompanying assessments align with the National Science Education Standards for content and inquiry? How do teachers rate the effectiveness of the professional development workshop in teaching them to use the Journey to El Yunque curriculum and assessment materials? How do teachers implement the Journey to El Yunque curriculum? To what extent does the Journey to El Yunque curriculum increase students’ understanding ofecology and scientific inquiry abilities? The evaluators concluded that Journey to El Yunque is a well-designed curriculum and assessment replacement unit that addresses important science content and inquiry skills. The curriculum and assessments are aligned to life science content standards and key ecological concepts, and materials cover a broad range of these standards and concepts. Journey to El Yunque students scored significantly higher on the posttest than students learning ecology from traditional means with effect size 0.20.
