Abstract:
O presente relatório sintetiza as atividades realizadas durante os oito meses do Estágio Curricular, realizado no âmbito do Mestrado em Reabilitação Urbana o Estágio decorreu na Porto Vivo, SRU, uma empresa pública (IHRU – Instituto de Habitação e Reabilitação Urbana e CMP – Câmara Municipal do Porto), responsável pela dinamização social e económica do Centro Histórico do Porto – Património Mundial. As atividades realizadas foram de uma diversidade imensa, tais como o apoio na elaboração de cadernos de encargos relativos a dois projetos, o levantamento das características do edificado em várias ruas do Centro Histórico, o levantamento da dinâmica imobiliária na Avenida dos Aliados e sua envolvente, e o acompanhamento de obras de reabilitação, entre outras. No decurso da execução das tarefas propostas, houve um acompanhamento permanente pelos elementos do gabinete (GOE – Gabinete de Operações Especiais), os quais fazem parte de uma equipa de trabalho destacada para a realização de Projetos de Arquitetura, de Execução de Obras e principalmente para Monitorização dos diversos eixos (transversais e temáticos) definidos no Plano de Gestão do Centro Histórico.

Извршено је моделирање и имплементација&nbsp;система који омогућава претраживање и&nbsp;преузимање библиотечких записа по&nbsp;дефинисаним стандардима. Систем је базиран&nbsp;на сервис-оријенисаној архитектури и&nbsp;mediator/wrapper шаблону. Систем је&nbsp;имплементиран у програмском језику Java, а&nbsp;модел је приказан у UML 2.0 нотацији. У&nbsp;оквиру система развијени су сервиси који&nbsp;представљају серверске стране за протокол&nbsp;Z39.50 и SRU и развијена је посебна&nbsp;софтверска компонента која омогућава&nbsp;интеграцију тих сервиса са постојећим&nbsp;библиотечким системом. Верификација овог&nbsp;система извршена је интеграцијом у&nbsp;софтверски систем БИСИС верзије 4.&nbsp;Такође, показано је да се упит формиран&nbsp;помоћу Z39.50 упитног језика може&nbsp;трансформисати у упит који је дефинисан SRU&nbsp;упитним језиком. Дата је и трансформација&nbsp;SRU упитног језика у Lucene упитни језик. Дат&nbsp;је предлог проширења SRU стандарда у циљу&nbsp;да се овај стандард користи и за комуникацијуизмеђу клијента и сервера када је потребно&nbsp;снимање података у удаљену базу података.<br>Izvršeno je modeliranje i implementacija&nbsp;sistema koji omogućava pretraživanje i&nbsp;preuzimanje bibliotečkih zapisa po&nbsp;definisanim standardima. Sistem je baziran&nbsp;na servis-orijenisanoj arhitekturi i&nbsp;mediator/wrapper šablonu. Sistem je&nbsp;implementiran u programskom jeziku Java, a&nbsp;model je prikazan u UML 2.0 notaciji. U&nbsp;okviru sistema razvijeni su servisi koji&nbsp;predstavljaju serverske strane za protokol&nbsp;Z39.50 i SRU i razvijena je posebna&nbsp;softverska komponenta koja omogućava&nbsp;integraciju tih servisa sa postojećim&nbsp;bibliotečkim sistemom. Verifikacija ovog&nbsp;sistema izvršena je integracijom u&nbsp;softverski sistem BISIS verzije 4.&nbsp;Takođe, pokazano je da se upit formiran&nbsp;pomoću Z39.50 upitnog jezika može&nbsp;transformisati u upit koji je definisan SRU&nbsp;upitnim jezikom. Data je i transformacija&nbsp;SRU upitnog jezika u Lucene upitni jezik. Dat&nbsp;je predlog proširenja SRU standarda u cilju&nbsp;da se ovaj standard koristi i za komunikacijuizmeđu klijenta i servera kada je potrebno&nbsp;snimanje podataka u udaljenu bazu podataka.<br> Modeling and implementation of software system for retrieval of bibliographic records using defined standard has been done. System is based on service &ndash; oriented architecture as well as on mediator/wrapper architecture. System implementation is realized in programming language Java and modelling of system is performed using UML 2.0. Also, services presenting server side of protocols Z39.50 and SRU have been developed. In addition, software component based on mediator approach used for connecting services for retrieval with legacy system is developed. Verification of described system is done by integration of that system into library system BISIS, version 4. Moreover, it is proved that transformations of Z39.50 query into SRU query are possible, and it has been made a suggestion how to transform SRU query into Lucene query. Also, it has been made suggestion how to extend existing SRU standard in order to use that extension when it is necessary to update bibliographic records on remote databases via Internet.

Abstract:
Hay una alta prevalencia de nódulos tiroideos detectados durante un examen ultrasonográfico. Muchos de éstos nódulos pueden ser malignos, por lo que se han identificado características ecográficas para detectar a éstos, como las hechas por la sociedad de radiología en ultrasonido en el consenso de Whasington, sin embargo han surgido nuevos diseños de clasificación y determinación de malignidad como es el caso del TI-RADS. Objetivo: En pacientes con nodulo tiroideo diagnósticado clínicamente ¿Qué método entre TI-RADS y la guía Sociedad de Radiología en Ultrasonido (SRU) tiene mayor utilidad para el diagnóstico de malignidad detectada por estudio histopatológico en el nódulo tiroideo? Diseño: Es un estudio realizado en forma de ensayo clínico, de tipo prospectivo, transversal y observacional. Materiales: Pacientes que presentan nódulo tiroideo clínico, se les aplican dos métodos distintos de estadificación para nódulo tiroideo maligno mediante ecografía, corroborándose por biopsia de aspiración con aguja fina en un período de 2 años; determinando según el resultado histológico, una comparación de los resultados para conocer que método es más eficaz. Resultado: Se aplicaron dos diferentes sistemas de estadificación de nódulos tiroideos a los 66 pacientes con ultrasonido de tiroides, de los cuales 33 (50%) pacientes del método TI-RADS y 48 (72.72%) pacientes por el método de la guía de SRU, requiririeron de estudio histopatológico, siendo positivos para malignidad el 3.03 % por el método TI-RADS y el 9.09% por el método de la guía SRU del total de pacientes con biopsia. Conclusiones: Con los datos obtenidos se define que el método utilizado por la guía de la Sociedad en Radiología Ultrasonográfica obtiene mayor volumen de pacientes a puncionar, sin embargo se obtienen mayores porcentajes en la detección de malignidad, siendo superior al método TI-RADS.

Cilj je specifikacija, modeliranje i implementacija sistema pretrage naučno-istraživačkih podataka. Sistem pretrage treba da omogući bogatu i efikasnu pretragu naučno-istraživačkih podataka. Osnovna ideja je da se pretraga zasniva na bibliotečkim standardima SRU/W i CQL kako bi se mogli prihvatati zahtevi za pretragu sa udaljenih računara, a da korisnici sistema mogu da pretraţuju putem veb forme implementirane upotrebom Web 2.0 tehnologije pri čemu se od korisnika ne očekuje poznavanje pomenutih standardaMetodologija &ndash; Na osnovu pregledane literature do&scaron;lo se do smernica za analizu sistema koji sadrţe naučno-istraţivače podatke. Na osnovu izvr&scaron;ene analize predloţene su neophodne funkcionalnosti i relevantni set indeksa koji pretraga CRIS sistema treba da podrţi. Predloţen je novi profil za pretragu podataka naučno-istraţivačke delatnosti. Implementiran je standardizovani sistem pretrage za CRIS sisteme baziran na Web 2.0 tehnologijama, SRU/W profilu pretrage i CQL upitnom jeziku. Sistem omogućava i udaljeno pretraţivanje eksternim entitetima zadavanjem adekvatnih zahteva u skladu sa SRU/W standardom. Kori&scaron;ćeni su CASE alati bazirani na objektno-orijentisanoj metodologiji za modeliranje sistema (UML 2.0). Softverska arhitektura je zasnovana na Internet tehnologijama. Za implementaciju je kori&scaron;ćena Java platforma. Dok je za izradu naprednih elemenata interfejsa kori&scaron;ćena se JSF biblioteka i AJAX tehnologije.Rezultati &ndash; Razvijen je unifikovani profil pretrage za CRIS sisteme i implementiran je standardizovani sistem pretrage naučno-istraživačkih podataka koji se koristi na Univerzitetu u Novom Sadu. Specificiran i implementiran je sistem za pretragu naučno-istraţivačkih rezultata baziran na Web 2.0 tehnologijama i upotrebi CQL upitnog jezika. Korisnički sistem je dovoljno intuitivan da ga mogu koristiti i korisnici koji i ne poznaju standarde na kojima se zasniva sam pretraga. Specificiran i implementiran je servis koji omogućuje pretragu sa udaljenih računara upotrebom SRU/W protokola.Praktična primena &ndash; Sistem za pretragu naučno-istraživačkih rezultata je implementiran kao deo CRIS UNS sistema koji se koristi na Univerzitetu u Novom Sadu. Čime je obezbeđen javni uvid i jednostavna pretraga podataka o institucijama/organizacijama, istraţivačima i publikovanim naučnim rezultatima unutar novosadskog univerziteta. Podrţani SRU/W standard ga čini potencijalno dostupnim i za eksterne sisteme.Vrednost &ndash; Dat je profil pretrage koji predstavlja predlog kako da se izvr&scaron;i standardizacija pretrage podataka iz naučno-istraţivačke oblasti. Posebna prednost pomenutog CRIS profila je nezavisnost istog od implementacije samog sistema pretrage. Sama primena predloţenog profila je vrlo jednostavna jer se njegovi elementi trebaju samo asocirati sa podacima u postojećim sistemima. Jednostavnost primene profila praktično je pokazana u CRIS sistemu Univerziteta u Novom Sadu. Sama aplikacija pretrage implementira SRU/W profil i pruţa potencijalnu inteoperabilnost sa sistemima koji podrţavaju SRU/W standard. Tako su nakon implementacije sistema, podaci iz CRIS UNS postali dostupniji i trasparentniji.<br>Aim &ndash; The aim is specification, modeling and implementation of search of scientific research data. Search system should provide a rich and effective search of scientific research data. The basic idea is to enable search based on bibliographic standards SRU/W and CQL, because system need to be able to process search requests from remote computer, and also to provide searching through the web form implemented using Web 2.0 technology where users do not need to know these standards.Methodology - From the related literature are came the guidelines for the analysis of systems that include scientific researchers data. Based on the analysis necessary functionality and relevant set of indexes that searches CRIS system should support are proposed. A new profile for the search data for scientific research was implemented. It was implemented a standardized system search for CRIS systems based on Web 2.0 technologies, SRU/W profile search and CQL Query Language. The system allows a remote search by entering appropriate requests in accordance with SRU/W standard. UML 2.0 CASE tools based on object-oriented methodology were used for modeling the system. The software architecture is relied on a set of Internet technologies. Implementation technologies are based on Java platform. For the development of advanced interface elements JSF library and AJAX technologies were used.Results - A unified search profile for CRIS systems and a standardized system of search of scientific research data were developed, which are booth used at the University of Novi Sad. It was specified and implemented a system for search of scientific research data based on Web 2.0 technologies and the CQL query language. GUI is intuitive enough that it can be used by people who do not know the standards on which the search operation is based. Also it was specified and implemented a service that allows remote computer to search by using theSRU/W protocol.Practical application - Search system of scientific research data is implemented as part of CRIS UNS system which used at the University of Novi Sad for a long time. CRIS UNS is now able to provide public access and easy search for data of institutions/ organizations, researchers and published scientific results within the University of Novi Sad. Supported SRU/W standard makes the CRIS UNS potentially interoperable with external systems.Value &ndash; Proposed search profile is some kind of a suggestion how to standardize the search and retrieval of scientific research data. A major advantage of the CRIS profile is that he has no any affect on the implementation of the search system. The application of the proposed profile is very simple because its elements should only be associated (mapped) with the data in existing systems. Ease of application for the profile is practically demonstrated in the CRIS system of the University of Novi Sad (CRIS UNS). Search application implements SRU/W profile and offers potential interoperability with the systems that support the SRU/W standard. After the implementation of the search system, it is obviously that data from CRIS UNS become more accessible and transparent.<br>null

Abstract:
Les verres de scellement permettent d'assurer l'étanchéité à haute température des systèmes SOFC en séparant les compartiments anodiques et cathodiques. Les scellements rigides sont soumis à différentes contraintes simultanées (thermomécaniques, chimiques, électriques,. . . ) lors des cycles thermiques d'une pile SOFC. Ces travaux ont consisté à développer des verres de scellement pour les systèmes SOFC en utilisant un procédé de synthèse en milieu liquide : la voie sol-gel. De basses températures de mise en forme et une homogénéité en composition chimique des matériaux formés ont été obtenues à l'aide de ce procédé. Les verres élaborés correspondent aux compositions chimiques BxAS (BaO- x= CaO, MgO, B2O3 -Al2O3-SiO2) avec une forte teneur en BaO afin d'avoir des coefficients d'expansion thermique compatibles avec les autres éléments de la cellule SOFC. Les caractérisations des propriétés des verres ont permis de démontrer que plusieurs matériaux élaborés avaient les propriétés requises pour une application en tant que scellement SOFC. Plusieurs tests de scellement à haute température sous atmosphère oxydante et réductrice ont mis en avant le fait que la réactivité chimique avec l'acier des interconnecteurs était un critère déterminant dans le choix de la formulation d'un verre idéal contenant du BaO. Un verre avec une composition chimique optimisé a finalement été sélectionné pour réaliser des tests électriques sur une cellule en fonctionnement. Les premiers résultats obtenus sur la cellule scellée sont prometteurs et font du verre élaboré un candidat potentiel aux futures applications SOFC<br>Glass seals are used to ensure gas-tightness at high temperature for SOFC systems by separating the anode and cathode compartments. These rigid seals are subject to different strains simultaneously (thermomechanical, chemical, electrical,. . . ) during thermal cycles of a SOFC. This work consisted in developing glass seals for SOFC systems using a synthesis process in a liquid medium: the sol-gel process. Low temperatures shaping and homogeneity in chemical composition of materials formed were obtained using this method. The as-formed glasses correspond to the chemical compositions BxAS (BaO-x = CaO, MgO, B2O3-Al2O3-SiO2) with a high content of BaO in order to have coefficients of thermal expansion compatible with the other components of the SOFC. The characterization of the glass properties have demonstrated that several materials had developed the required properties for application as SOFC sealing. Several tests of sealing at high temperature under oxidizing and reducing atmosphere highlighted the fact that the chemical reactivity with steel interconnects was a critical criteria in selecting the ideal formulation in BaO containing glasses. A glass with optimized chemical composition was finally selected to realize electrical tests on an operational cell. The first results on the sealed cell are promising and the glass used is a potential candidate for future SOFC applications

Abstract:
Promulguée le 13 décembre 2000 la loi SRU imposait, par son article 55, un seuil minimal de 20% de logements sociaux à la plupart des communes situées dans les grandes agglomérations. En cela, elle avait pour vocation de contribuer au droit au logement et, surtout, de favoriser la « mixité sociale ». Fortement critiquée, maintes fois menacée, la loi SRU a finalement été renforcée en 2013 par l’élévation à 25% du seuil minimal de logements sociaux. Plus de quinze ans après son entrée en vigueur, la loi est entrée dans une phase de maturité rendant possible l’établissement d’un bilan circonstancié, objectif de cette thèse. L’étude s’attache à analyser les données quantitatives et qualitatives sur la construction de logements sociaux dans les communes déficitaires des Yvelines, le département comptant le plus grand nombre de communes déficitaires à l’échelle nationale. Ce faisant, il apparaît que, globalement, les communes déficitaires respectent la lettre de la loi – en construisant les logements sociaux exigés – mais contournent son esprit – en limitant la mixité sociale. En effet, les logements sociaux qu’elles réalisent présentent de nombreuses spécificités et, parallèlement, de nombreux logements privés continuent à être implantés, rendant inatteignable le taux exigé. Afin de comprendre les raisons de cette application partiale et partielle, cette thèse s’intéresse au jeu d’acteurs auquel donne lieu la loi SRU. Les enquêtes mettent alors en évidence que c’est le rejet toujours vivace du logement social sur le terrain qui grippe la mécanique prévue par le législateur et qui empêche au dispositif d’avoir les effets escomptés<br>Promulgated on December 13th 2000, the SRU law decreesed with its article 55 that there should be a 20% minimum limit of social housing in most of the communes located in big urban areas. Therein, it was designed to contribute to the right to housing and above all to promote « social mix ». Although strongly criticized, many times jeopardized, the SRU law was eventually reinforced in 2013 through the rise of the minimum limit up to 25% of social housing. More than 15 years after coming into force, the law entered a phase of development that allows a detailed and objective assessment of this thesis. This study focuses on the analysis of quantitative and qualitative datas on the construction of social housing in the non-law abiding communes of the Yvelines, the department with the highest number of non-law abiding communes on a national level. By doing so, it appears that overall, the non-law abiding communes respect the letter of the law- by building the required social housing - while getting round its spirit - by limiting social mix. Indeed, the social housing that they build have several specific features and at the same time, numerous private housing continue to be set up, making it impossible to reach the demanded percentage. So as to understand the reasons for this partial and biased implementation, it was necessary to study the interplay of stakeholders that the SRU law results in. This survey thus puts forward the fact that it is the everlasting rejection of social housing in the field that hinders the mechanism introduced by the legislator and prevents the SRU law from achieving its intended effect

Abstract:
L'émergence de la notion de développement durable est actuellement un point d'inflexion pour les politiques publiques. Pour renouveler son mode de gouvernance et afin d'introduire le développement durable dans les politiques des villes, les pays du Nord et du Sud ont intégré ce concept dans des textes législatifs majeurs. En France comme en Algérie, nous nous intéressons à l'évolution des mesures urbanistiques de réduction des nuisances urbaines, en particulier, le bruit. En France, la loi SRU incarne, par les Plans Locaux d'Urbanisme (PLU) et des Plans d'Aménagement et de Développement Durable (PADD), les principes de l'approche transversale des problématiques urbaines et le renforcement de la concertation avec les populations locales. En Algérie, loi n° 01-20 relative à l'aménagement et au développement durable du territoire n'a pas amené à des changements profonds sur les POS, mais elle leur a apporté certaines modifications pour leur permettre de suivre le sens du développement durable et la démocratie participative. L'enjeu de ce travail est d'étudier l'articulation entre le bruit et la planification urbaine à travers les documents d'urbanisme respectifs de chaque pays (PLU en France et POS en Algérie). La question principale est d'examiner la pertinence des nouvelles dispositions urbanistiques en ce qui concerne la réduction du bruit routier et d'évaluer leur mise en œuvre effective en termes de politiques et actions locales. Il s'agit de définir l'apport réel des changements institutionnels et instrumentaux motivés par le développement durable. Nous souhaitons également évaluer les avancées de l'action publique dans l'amélioration de la qualité environnementale. Pour saisir cette problématique, nous interrogeons, à travers les indicateurs de développement durable, les changements stratégiques, méthodologiques et culturels de la planification urbaine avec l'exemple de la prise en compte du bruit routier. Pour analyser les freins qui limitent ou qui risquent de limiter l'efficacité environnementale des documents d'urbanisme, nous proposons de rapprocher certains regards disciplinaires (urbanisme, droit et analyse des politiques publiques, environnement). Notre méthodologie se base aussi sur les entretiens avec les acteurs de la ville, les documents d'urbanisme locaux et des visites de terrains de trois communes franciliennes (Fontenay-sous-Bois, Saint-Denis, Boulogne Billancourt) et une commune algéroise (El Mohammadia)

At the end, the main causes of the conflict are pinpointed, possible future provisions are recommended and the current situation is assessed.

<p>Redovisningskonsulter har tidigare inte haft en tydlig yrkesroll men den senaste tiden har förändringar skett i branschen och fler är att vänta inom en snar framtid. Studien syftar till att undersöka vad redovisningskonsulter anser om förändringarna och hur det kommer att påverka deras yrkesroll. Förändringarna studien behandlar är auktorisationen av redovisningskonsulter, slopandet av revisionsplikten och förändrade redovisningsregler. Den teoretiska referensramen ger läsaren en inblick i förändringarna och för att ta del av redovisningskonsulters åsikter har fyra personliga intervjuer genomförts.</p><p>Slutsatser som kan dras är att det i nuläget är upp till redovisningskonsulten hur stor förändring den gör i sitt arbete då de har valmöjligheter inom samtliga områden som studien tagit upp. Auktorisationen är ett välkomnat initiativ som ger redovisningskonsulterna en tydligare yrkesroll medan de förändrade redovisningsreglerna inte kommer tillämpas i stor utsträckning av respondenterna i studien. This thesis explored relationships (1) between composite and constituent processes of self-regulated learning (SRL) and three sport performance groups, (2) between SRL and different practice variables, and (3) whether these associations depended on an athlete’s consideration of future consequences (CFC). Athletes (N = 272; 200 males; 18-35 yrs; M practice = 13.55 hours/week) completed survey measures for SRL, weekly training including deliberate practice (DP), performance level and CFC. Higher scores in composite SRL were associated with a greater chance of belonging to an elite group, compared to a less-elite and a recreationally competitive group. Self-monitoring predicted greater likelihood of membership in less-elite and elite groups compared to the recreationally competitive group. Self-monitoring predicted greater engagement in total DP hours, and DP in supervised and unsupervised settings. Effort, self-efficacy, and planning were notable in some results, but contributions were less significant. CFC had no moderating effect, however it was correlated with SRL.

Bien que l'on connaisse l'importance du logement dans le bien-être des individus, ce domaine est largement sous-investie par les économistes français. Il existe un réel déficit d'études quantitatives mettant en avant un lien causal entre les politiques publiques et leur répercussion sur logement. Cette thèse à vocation de combler ce déficit en produisant des résultats empiriques avec des données françaises, mais aussi de développer des méthodologies novatrices pour la mise en œuvre des techniques d'évaluation économétriques des politiques publiques. La thèse se divise en deux grandes parties et comporte trois contributions originales. Dans la première partie, nous nous plaçons dans le cadre des prix hédoniques. Nous évaluons, pour la ville de Marseille, le prix que les ménages attribuent au fait d'habiter un quartier plutôt qu'un autre. La seconde partie met l'accent sur l'évaluation des politiques publiques concernant le logement. Nous évaluons deux dispositifs législatifs français. Le premier est le dispositif dit Scellier qui permet de bénéficier d'avantages fiscaux lorsque lors d'un achat immobilier destiné à la location. Nous utilisons le fait que le dispositif s'applique seulement sur certaines zones pour évaluer l'impact du dispositif sur les prix fonciers. La seconde évaluation concerne l'article 55 de la loi SRU qui impose à certaines communes sous contrainte de pénalités financières de disposer de plus de 20 % de logements sociaux. Nous développons dans le cadre de cette évaluation une méthodologie novatrice pour mesurer le caractère incitatif de la loi sur la production effective de logements sociaux<br>Although we know the importance of housing in the well-being of individuals, this area has not been much studied by French economists. There is a real lack of quantitative studies highlighting a causal link between public policies and their impact on housing. This thesis intends to fill this gap by producing empirical results using French data, but also to develop innovative methodologies for the implementation of valuation techniques. This PhD thesis is divided into two parts and includes three original contributions. In the first part, we place ourselves in the context of hedonic prices. We estimate, for the city of Marseille, the price that households allocate to the fact of living in a neighborhood rather than another. The second part focuses on the evaluation of public policies on housing. We evaluate two French legislative devices. The first is the device that allows so-called Scellier tax benefits when buying housing for rent. We use the fact that the provision applies only in certain areas to assess the impact of the scheme on land prices. The second evaluation concerns Article 55 of the SRU law which requires certain municipalities in pain of financial penalties to have more than 20% of social housing. We develop in this evaluation an innovative methodology to measure the incentive of the Law on the actual production of housing

The aim of this thesis is to provide an objective view of the investment potential of Sri Lanka, including all the important factors that may affect the investment climate and to assess the current investment policy of Sri Lanka and propose some recommendations for improvement. The theoretical part of the thesis is devoted to the impact of armed conflict on the investment environment, it discusses the institutional framework for investment, the legal framework for investment, and investment incentives provided to investors. It also defines the priority investment areas and the main obstacles for the development of investment in the territory. La segmentation sociospatiale génère une situation où des quartiers sont isolés des zones dynamiques et dans lesquels sont concentrées des populations rencontrant des difficultés socio-économiques. Les conséquences de la segmentation sont d'autant plus néfastes qu'elle perdure à cause d'une dynamique cumulative. La segmentation dégénère alors en ségrégation. La première partie de cette thèse présente les formes, les causes et les conséquences de la segmentation sociospatiale. A cause des conséquences négatives de la ségrégation sociospatiale (en termes de revenus, d'éducation et d'emplois), une intervention publique ayant pour objectif d'améliorer la mixité sociale à l'échelle urbaine semble a priori justifiée. Dans la deuxième partie, nous insistons sur le rôle de la politique du logement social. Depuis 2000, la loi Solidarité et Renouvellement Urbains oblige les communes urbanisées à détenir au moins 20 % de logements sociaux sous peine d'un prélèvement sur leurs recettes fiscales. Le caractère incitatif et opérationnel de la loi SRU fait l'objet de nombreux débats. Le prélèvement est-il assez élevé? Les prix de l'immobilier, la rareté du foncier, le potentiel fiscal, le type de commune (rural, urbain), les références des habitants, la couleur politique du maire...influencent-ils l'effort des municipalités? Le modèle principal-agent que nous développons vise à étudier les propriétés incitatives du dispositif et à expliciter les contraintes politico-économiques qui affectent la décision publique locale. La troisième partie s'intéresse à l'application de la loi en Ile-de-France. Après avoir proposé un état des lieux de la répartition géographique des logements sociaux et un bilan de l'application de la loi suite à la première période triennale, nous cherchons à identifier les déterminants politico-économiques de l'offre additionnelle de logements sociaux en Ile-de-France. Les résultats économétriques auxquels nous parvenons montrent notamment que les prix immobiliers, le caractère rural des communes et le taux initial de logement social influencent le niveau d'effort des maires. Le prélèvement n'est pas influent. Nos résultats nous conduisent à nuancer la capacité de la loi à inciter la production de logements sociaux dans des villes aux caractéristiques particulières.

This thesis deals with the accounting system and the tax system in Sri Lanka and compares these systems with Czech approaches to the issue. The aim is to acquaint readers with selected financial and tax system of a developing Asian country and to determine whether Sri Lanka can have an accounting system at the level of developed countries. In an effort to reconcile the Sri Lankan accounting standards with IFRS Sri Lanka adopted Financial Reporting Standards issued by the IASB. We can say that the financial system of the examined developing country is at the level of developed countries. On the fiscal side, it was found that the country focuses mainly on indirect taxation. Value added tax has the largest share in the tax mix. Unlike the tax mix in the Czech Republic there is a great importance of revenue from taxes on international trade. Contributions to social security, which is the most important part of the tax mix in the Czech Republic, are collected in Sri Lanka on an insignificant degree.

Le travail proposé dans cette thèse porte sur l’amélioration de l’efficacité énergétique et de la sûreté de fonctionnement de la Machine à Réluctance Variable (MRV). D’abord, nous avons présenté la commande de la MRV en modes moteur et générateur débitant sur bus continu. Pour le mode moteur, on cherche à réguler la vitesse de rotation et le couple, alors qu’en mode générateur, l’objectif de la commande est de maintenir constante la tension du bus malgré les fluctuations de la vitesse et de la charge. Une démarche itérative est proposée pour la maximisation du rendement global. Trois paramètres de réglage ont été choisis : L’angle d’amorçage (Ψ), l’angle de conduction (Θp) et le courant de référence des phases (Iref). L’efficacité de l’algorithme est évaluée à travers des simulations et des tests expérimentaux. Un rendement global maximal de 70% est atteint pour des vitesses et couples élevés. Ensuite, on s’est intéressé à la connexion de la Génératrice à Réluctance Variable (GRV) au réseau alternatif monophasé ou triphasé dans le cadre d’une application éolienne. La tension continue à la sortie de la GRV est convertie en une tension alternative par un convertisseur DC-AC. Le premier objectif est de maintenir la tension du bus continu à sa valeur nominale; le second est de contrôler la qualité du courant injecté dans le réseau. En monophasé, trois types de correcteur sont testés pour réguler le courant sinusoïdal (un correcteur PI, un correcteur Résonant et un correcteur Proportionnel-Résonant). En triphasé, une commande VQ dans le référentiel de Park est adoptée: La tension du bus continu est contrôlée à travers le courant id et la puissance réactive est contrôlée par le courant iq. Les résultats de simulation montrent qu’on obtient des courants quasi-sinusoïdaux avec un taux de distorsion harmonique inférieur à 1% aussi bien en monophasé qu’en triphasé. Enfin, pour améliorer la sûreté de fonctionnement de l’actionneur et réduire les coûts liés à l’utilisation de capteurs mécaniques, trois stratégies de commande sans capteur de position sont présentées. La première est basée sur la technique d’injection. La deuxième repose sur l’estimation du flux. La troisième s’appuie sur les observateurs adaptatifs. On trouve que la technique d’injection et la méthode basée sur la mesure du flux fonctionnent de façon complémentaire. La première est efficace en basses vitesses et ne dépend pas de la charge, la deuxième est performante en hautes vitesses et pour des charges élevées. L’observateur adaptatif proposé assure une convergence exponentielle de la position malgré le modèle analytique simplifié de l’inductance utilisé pour la synthèse. Son principal avantage réside dans sa robustesse aux variations paramétriques et au couple de charge qui est estimé<br>The work proposed here focuses on the improvement of the energy efficiency and the safety of the Switched Reluctance Machine (SRM). First, the control of the SRM in motor and generator modes is presented. In motor mode, the speed and the torque are regulated, while in generator mode, the objective is to keep constant the DC bus voltage. An iterative optimization algorithm is proposed formaximizing the global efficiency. The analysis of the electromechanical energy conversion has shown that there is an optimal combination of the control variables - turn on angle (Ψ), conduction angle (Θp) and reference current (Iref) – to maximize the efficiency. The strategy is evaluated using intensive numerical simulations and experimental validation. Thanks to the optimization, the global efficiency reaches 70% almost from half the nominal speed to the maximum speed. Then, the Switched Reluctance Generator (SRG) is used as an AC generator for a Wind Energy Conversion (WEC) application. The produced DC power is converted into AC power by means of voltage inverter and delivered to the AC grid. The first issue of the WEC control is to maintain constant the output DC voltage despite the wind speed variations and the load uncertainty. The second issue is to control the quality of the current. In single-phase AC network, three controllers are tested to regulate the AC current (PI controller, Resonant controller, Proportional-Resonant controller). In three-phase AC network, a VQ control in Park’s frame is adopted: The DC bus voltage is controlled through the direct current and the reactive power injected into the grid is controlled through the quadrature current. Simulation results show that quasi-sinusoidal currents with a harmonic distortion rate less than 1% are obtained in both cases. Finally, we address the problem of sensorless control. In fact, the control of the SRM requires that the rotor position is known. A mechanical encoder is used generally to measure the position. The elimination of this position sensor would reduce the cost and packaging requirements of the drive. Three methods to estimate the rotor position are presented. The first one named inductance-method is an active as it is based on the pulse injection technique. The second one named flux-method is a passive one as it used the current measurement. The third one is based on the state observers for the flux, position, and velocity and load torque estimation. The simulations results have shown that the inductance-based method is efficient in low speed region and the flux-based one is more efficient in high-speed region. It is also shown that, observers are exponentially convergent even when a simple analytical modelling, that neglects saturation effect, is used to design the observer

Rainfed areas in the Dry-Zone of Sri Lanka are characteristic of extensive marginal agro-ecosystems known as the semi-arid tropics (SAT) populated by poor farming communities. In the Dry-Zone and elsewhere, the traditional response to seasonal water scarcity was to construct rainfall-harvesting devices known as ‘tanks’; created by building earthen dykes across ephemeral streams in undulating terrain. Most are held in common ownership by adjacent communities, who use them for multiple functions including irrigation, bathing and fishing. Storage efficiency is enhanced by arranging tanks in cascading sequence within watersheds so that drainage waters can be re-used. The aim of this study was to evolve improved collective strategies for the management of seasonal water bodies (focussing on aquatic production) in order to reduce the vulnerability of the poorest groups. Understanding of these complex systems requires a holistic approach which integrates hydrological, biological and socio-economic factors on a suitable (watershed) scale. Work commenced with a comprehensive situation analysis, culminating with the formulation of a participatory research agenda for action research based on low-input stocking enhancements. Village livelihoods have traditionally revolved around paddy cultivation as the primary tank function; however, in recent times, water-use strategies have responded to a range of demographic, economic and environmental pressures with implications for the sustainable management of natural resources, especially living aquatic organisms. Natural fish production in the most seasonal tanks relies on intermittent spill-events which link successive tanks; these provide migration routes which permit recruitment of stocks from lower perennial tanks. Rehabilitation initiatives that increase the storage / irrigation capacity of tanks or poorly designed surplus weirs that impede migration have negative impacts on fisheries, though they are rarely considered by planners. The fundamental concept of the purana complex (PC) as the smallest logical sub-component of the watershed for intervention is introduced. Within PC boundaries discrete community groups bound by ties of kinship and caste, control access to private and commonly held natural resources. PCs in the uppermost reaches of watersheds are distinguishable by the highly seasonal nature of their tanks and poor physical infrastructure relative to lower watershed communities. Such areas are also often buffer zones between as yet uninhabited hinterlands and settled areas where cultivation potentials are further restricted due to wild animal incursions. Consequently, these groups exhibit the greatest dependence on exploitation of the natural resource base. This often includes less seasonal tanks in lower PCs where fisheries are of less significance to local livelihoods. Such low-level ‘poaching’ is generally well tolerated, but potential for conflict exists where development efforts restrict hitherto free access to these resources. These findings were the basis for two phases of action research which involved the stocking of ten tanks belonging to seven communities in North West Province (2000-2001). Phase 1 trials encompassed a range of social and physical and settings from lower to upper watershed. Results indicated that the use of costly hatchery-produced seed was unlikely to be sustainable given (1) a background of highly erratic natural production (2) uncertain returns to individual effort and (3) a low priority accorded to fish production from village tanks given the availability of low-cost commercial production from perennial reservoirs. The second phase was restricted to low-caste communities in upper watershed areas and relied entirely on wild-fish stocks captured from perennial reservoirs lower in the watershed. Also emphasis was on intermittent ‘staggered’ harvesting using hook and line gears rather than the single intensive ‘collective harvests’ adopted in phase 1 trials. High yield potentials were demonstrated in the smallest tanks (<4ha) which were devoid of fish stocks during two pervious drought years. Results also indicate that sustainable adoption will be likely only where there is strong social cohesion and representative village leadership. An adaptive learning process which can demonstrate the net benefits of staggered harvesting in seasonal tanks is described. These stocking strategies combined with tank rehabilitation sympathetic to preservation of upstream hydrological linkages, are highly complementary enhancement steps. Results clearly show that together they have potential to maintain the wider aquatic ecosystem on which the poorest groups depend.

This study was conducted to understand the interactions between irrigation water management and water quality (agro-ecological interactions). The Uda Walawe basin, in Southern Sri Lanka was chosen as the study area. Fluctuations in water quality, especially microbiological water quality, affect human health. Since the source of domestic water (drinking and washing) in this region is from the irrigation system, there is a concern for the human health effects. All the potential water sources and the water use habits of the community were identified. The water quality of these sources was then monitored for a period of 5 months (August--December 2000). Second, the water management of the Uda Walawe irrigation system was linked to the differences in water quality. The best quality water was found to come from the shallow wells (seepage water from the irrigation system). Both quantity and quality of the water were shown to fluctuate with canal construction (earthen or concrete) and irrigation water management.

Firstly, the structure of economy is introduced. Secondly, macroeconomic indicators and international trade are assessed and thirdly, the competitiveness of Sri Lankan economy is analyzed. The third chapter deals with tourism in Sri Lanka. After the presentation of tourism preconditions, the economic characteristics of the sector and of its impact on the national economy follow. The organizational structure and the tourism competitiveness are evaluated afterwards. Finally, SWOT analysis of the tourism industry in Sri Lanka is conducted.

La complessità del mercato odierno, dovuta principalmente ad una domanda caratterizzata da ampia varietà di piccoli volumi e da cicli di vita dei prodotti sempre più brevi, ha spinto imprese manifatturiere nel campo dell’elettronica a ricercare una valida alternativa alle classiche linee di assemblaggio. Questo ha portato allo sviluppo di un nuovo paradigma per i sistemi di assemblaggio: Il Seru Production System. L’introduzione di questo nuovo approccio, pur avendo portato numerosi vantaggi in termini di competitività, non è stato documentato a sufficienza da studiosi e ricercatori di tutto il mondo. A vent’anni dalla sua introduzione, infatti, sono ancora pochi gli studi condotti in quest’ambito e la gran parte di essi è stata pubblicata esclusivamente in lingua giapponese, questo ci ha spinto ad analizzare più dettagliatamente le prestazioni di tale sistema. In particolare, si è deciso, mediante l’ausilio del software di simulazione AutoMod, di analizzare le prestazioni di una specifica tipologia di Seru: il Rotating Seru. Dopo una breve introduzione al contesto in cui nasce tale sistema ed alle sue caratteristiche principali si passa ad una descrizione dettagliata del caso studio oggetto delle nostre simulazioni e della metodologia che ho portato alla costruzione del modello di simulazione. Infine, vengono mostrati ed analizzati i risultati ottenuti che evidenziano la notevole capacità di questo sistema nell’adattare la produzione a circostanze di prodotti e domande variabili. La possibilità, infatti, di assegnare un numero di prodotti diverso ad un diverso numero di Seru presieduto da un numero variabile di operatori aumenta notevolmente le configurazioni possibili e quindi la flessibilità del sistema stesso.

Abstract:
The encouragement of rural non-farm activities (RNA), as part of a general development programme, is an alternative strategy for progress in Less Developed Countries (LDCs). A shift of labour from low productive agricultural employment to non-agricultural employment in the rural areas of LDCs could enhance incomes in those countries. This thesis focuses on Sri Lanka as an example of a Less Developed Country and analyses the growth pattern of RNA from Sri Lanka's independence in 1948 to the present day. The thesis poses several questions. Why were employment changes slow during the last four decades? Why were there variations in the regional growth of RNA? What factors contributed to the patterns of spatial distribution and regional growth in RNA? This thesis proposes a conceptual scheme of RNA growth and tests several hypotheses to answer these questions. Data used in this thesis were derived from three levels of magnitude: macro (national), meso (regional), and micro (village). The macro and meso level information were obtained from secondary sources. The micro level (information came from a field survey conducted in Sri Lanka during 1986 and 1987. The data were analysed using the Statistical Package for Social Science (SPSS:X) at the University of British Columbia. The thesis finds that the growth of RNA varies regionally and is concentrated in two contrasting occupational categories. The first category is characterized by low levels of productivity, skills and income. The second category is often government-related and employs persons with higher status and education. Regionally significant growth in both types was seen in fringe areas of the city of Colombo and in areas of state investment for agricultural development. RNA growth was largely due to the changes in the age structure of the population. Population grew rapidly in 1950s and 1960s which led to rapid labour force growth in 1970s. Slow structural change and poor performance of the economy retarded the expansion of employment opportunities leading to open unemployment, under-employment and landlessness. Household employment strategies varied in the rural areas. The increased labour force among the low income households encouraged part-time, seasonal and low paying RNA. The middle and upper income groups using educational facilities provided by the state in the rural areas qualified for government related occupations. By providing social and economic welfare benefits for the rural people, by expanding the state sector employment opportunities and by encouraging migration of labour to agricultural development areas, the post-independence Sri Lankan governments influenced the employment situation and the growth of RNA. Direct government intervention for the creation of RNA has not always had the desired effect because RNA expansion is also influenced by social, ethnic and political considerations which often lead to unexpected consequences. Therefore, conclusions derived from the analysis of Sri Lanka's RNA growth alone may not be adequate to develop policy prescriptions for the implementation in other LDCs.<br>Arts, Faculty of<br>Geography, Department of<br>Graduate

Entrepreneurial Processes in an Apparently Uniform Context: A Study of Rural Farmers in Sri Lanka The primary focus of this research is the role of entrepreneurship in the economic success of rural farmers in Sri Lanka. The vilage in which this research takes place was created (administratively) from a cleared jungle, and populated in 1984 by similarly-endowed individuals not generally known to each other, thus controlling a significant number of success-influencing socio-economic variables (arising from past generations). This study, therefore, represents a &quot;unique natural experiment&quot; as it focuses on the &quot;entrepreneurial process&quot; and demonstrates how differentiation arises. A Multiple Embedded Case-Study strategy is adopted: the selected vilage provides the socio-economic and physical boundaries, and the farmers and their income generating processes are sub-cases. Successful inhabitants are identified through the folk definition of economic success: in terms of both social and economic values. Qualitative field methods are supplemented by quantifiable evidence. Research questions are answered by contrasting the socio-economic value-extraction processes of the successful farmers with the routine paddy-based socio-economic activities of the unsuccessful farmers. The environment in which inhabitants operate is constrained by limited resources and various other biophysical and socio-economic factors. The pressure exerted by these environmental constraints restricts the farmers' choices of action and forces the economically-unsuccessful farmers to form a cycle of routine socio-economic activities. This routinely 'vicious cycle' is production-oriented paddy-farming and culminates in consumption activities. The eventual result is often crop-failure and consequently economic failure brought about by ineffcient and ineffective resource use. This pattern shows a significant degree of uniformity. In contrast a variety of opportunities are perceived and capitalized on by entrepreneurs. The task of the entrepreneur, within the same environment, is to extract value by spotting these opportunities and match them with available or mobilised resources, resulting in capital-accumulation and wealth-creation. The findings illustrate how entrepreneurial and managerial value extraction strategies, in a limited resource context, complement each other and demonstrate that the managerial function is an integral component of entrepreneurship. By distinguishing amongst the different tasks of the entrepreneurial and managerial functions, the findings also confirm that these two functions are interdependent elements in influencing economic success. The thesis findings also indicate that certain entrepreneurship and strategic management principles, which have been proven applicable for the affuent Western world, are also relevant to small-scale rural farmers in the third world context who might be expected to struggle in abject poverty in order to scrape an existence. The findings also contribute a new dimension to the entrepreneurship literature, by explaining how &quot;pluriactivity&quot; is being adopted as an entrepreneurial value-extraction strategy, demonstrating how the terms &quot;pluriactivity&quot; and &quot;diversification&quot; can be utilised in relation not only to entrepreneurship and management but also to the economic growth of farmers.

SRAM-Based FPGAs provide valuable computation resources and reconfigurability; however, FPGA designs can fail during operation due to ionizing radiation. As an SRAM-based device, these FPGAs store operation-critical information in configuration RAM, or CRAM. Testing, through radiation tests, can be performed to prove the effectiveness of SEU mitigation techniques by comparing the SEU sensitivity of an FPGA design with and without the mitigation techniques applied. However, radiation testing is expensive and time-consuming. Another method for SEU sensitivity testing is through fault injection. This work describes a low-cost fault injection platform for evaluating the SEU sensitivity of an SRAM-based FPGA design by emulating faults in the device CRAM through partial reconfiguration. This fault injection platform, called the TURTLE, is designed to gather statistically significant amounts of fault injection data to test and validate SEU mitigation techniques for SRAM-based FPGAs. Across multiple fault injection campaigns, the TURTLE platform was used to inject more than 600 million faults to test SEU mitigation techniques, estimate design SEU sensitivity, and validate radiation test data through fault injection.

Anopheles species composition and relative seasonal abundance were measured in an irrigated division (low historical malaria incidence) and in a rain-fed division (high historical malaria incidence) of southern Sri Lanka. Twelve species of anophelines were represented in adult and larval collections with Anopheles vagus Donitz being the most abundant. In cattle-baited net trap collections, Anopheles adults were significantly more abundant in the irrigated division than in the rain-fed division. In pyrethrum-spray sheet collections, cattle-baited but trap collections and larval collections, Anopheles abundance was significantly greater in the rain-fed division. Houses were of poorer construction in the rain-fed division, where pyrethrum-spray sheet collections consisted mainly of Anopheles subpictus Grassi (98%) and Anopheles culicifacies Giles (2%). Hut trap collections also consisted mainly of An. subpictus (88%) and An. culicifacies (7%). Net trap collections consisted mainly of An. vagus (43%) and Anopheles peditaeniatus Leicester (31%). Larval collections also consisted of An. peditaeniatus (24%) and An. vagus (21%). Weak associations were found between species abundance and environmental factors explored in this study (e.g., vegetation, water quality, sunlight exposure). The greater malaria risk in the rain-fed division is due in part to the occurrence of potential vectors in relatively higher numbers.

In Sri Lanka, the Tamils' demand for a federal state has turned within a quarter of a century into a demand for the independent state of Eelam. Forces of secession set in motion by emerging Sinhala-Buddhist chauvinism and the resultant Tamil nationalism gathered momentum during the 1970s and 1980s which threatened the political integration of the island. Today Indian intervention has temporarily arrested the process of disintegration. But post-October 1987 developments illustrate that the secessionist war is far from over and secession still remains a real possibility. This thesis focuses on the phenomenon of Tamil armed secessionism. To better understand the forces responsible for the armed secessionist insurrection, this, thesis analyzes the preconditions leading to the violent conflict between the minority Tamils and the majority Sinhalese in Sri Lanka. The consistent failure of the political system to accommodate the basic Tamil demands has contributed to the emergence of Tamil armed secessionism. Further, diverse factors have given impetus to the growth of Tamil secessionist movements. However, the three main political actors in the secessionist struggle — the Sri Lankan government, the Indian central government together with the state government of Tamil Nadu and the Liberation Tigers of Tamil Eelam — have had a major impact on the vicissitudes of the Tamil secessionist insurrection.<br>Arts, Faculty of<br>Political Science, Department of<br>Graduate

Influenza A virus infections in pigs is a disease of concern to the swine industry and to the ecology and epidemiology of influenza viruses in humans. Pigs have been proposed as a “mixing vessel” for generation of pandemics via reassortment between avian and mammalian viruses. The H1N1pdm 2009 virus probably emerged from swine into humans though reassortment between the recent North American triple reassortant H1N2 swine viruses and Eurasian avian-like swine viruses. Swine influenza viruses of H1N1, H1N2 and H3N2 subtypes have been regularly detected in pigs in most parts of the world. Nevertheless, ecological and virological data on swine influenza is not available in Sri Lanka, and indeed, little documented data is available in the South Asian continent. The swine population in Sri Lanka is about 80,000, and live pigs are not regularly imported to the country. Swine husbandry is largely confined to four neighboring administrative districts in the country. Systematic virological and serological surveillance carried in swine abattoirs in Sri Lanka during 2009-2013 detected H1N1pdm 2009 like virus in local herds. Infection in pigs followed each of the H1N1pdm 2009 outbreaks in humans; October 2009 – January 2010, October 2010 – February 2011 and November 2012 – March 2013, respectively. Genetic, phylogenetic, and epidemiologic analysis of the human, and swine influenza viruses indicated spillover events of H1N1pdm 2009 from humans into pigs, with self-limited transmission and extinction within pig herds. The data also indicated that although H1N1pdm 2009 was able to spill over from humans to swine, it is not ideally adapted to establish sustained transmission among swine in the absence of further reassortment with other swine influenza virus lineages. Theses finding might reflect characteristics of swine husbandry in Sri Lanka, which has a low density pig population and remains isolated from global swine influenza viruses because of the absence of regular cross-border and cross-continental movements of swine. In contrast to some other parts of the world, we failed to isolate established lineages of swine influenza viruses, viz. Classical, North American triple reassortant and European Avian lineages. Sero prevalence to these endemic swine viruses was largely absent in local swine herds.
