However, its effectiveness depends on contextual factors. Full textDemocracy emerged as a major challenge for African societies throughout the 1990s. The religious dynamic constitutes a key element in the social and political changes associated with democratic transition. In contrast to the West, religion appears to be an element that accompanies political modernization in African societies. Through its strong political involvement, the Catholic Church of the Democratic Republic of Congo is attempting to contribute to the political modernization of the DRC- including the improvement of its democratic deficit. By acting as a social partner, the Catholic Church hopes to increase citizen participation in politics and instill awareness of democratic values. It is legitimate/ important to examine whether the interaction between Catholicism and the political system of the DRC is likely to give rise to a democratic political culture. Using a dialectical approach that opposes the political discourse and actions from the top (top-down politics) with political thought from the bottom (bottom-up politics), this paper will analyze the emergence of a political culture molded by Catholicism and civil society in the DRC

Full textInflation as macroeconomic phenomenon include background a large number of economic questions aspects. Her efficient apprehension is a efficacious manner to dispose needfull factors to make adequate economics policies. Similar explanations cannot be given about inflation in differents countries because they are heterogeneous and everyone presente own specific characteristic : economics, institutionnal and structural. Thus some dominant theories can or cannot be valided in certains countries. Inflation analysis in congo's case revealed the existence of exogeneous and endogeneous mecanisms which have an influence on the level of inflation rate : (i) the structure of congo's productive system (his weakness); (ii) the dependence towards foreign exchange and his appurtenance into cfa currency area (through monetary and budgetary policies, and the over-estimate of cfa currency). In this way, the coexistence of "permissive factors" of inflation and the factors which moderate rising price, both theme generate the disguising mecanism in the level of inflation in congo's economy during 1970-1991

It's made of variegated taxes and other contributions the product of which alloted to cover public offices. Yet nowadays the tax is not supposed to be confined in an exclusively financial role. It'worth having a multidimensional approach to it. To have a good grasp of tax system, one has to take into account its institutional aspects as well as social ones. As an ambivalent phenomenon, the tax not only takes the exact shape of social organization but also makes collective interests be carried out through the missions of public power. Tax laws consequently succeed in promoting a close connection between the state citizens-taxpayers. For that matter, the system happens to act as a pump in charge of collecting funds which are shared out by the state in the form of estate and services in aid of citizens. Therefore, fiscal mechanism in every respect, end at the crossing of benefits. Vouching for the financial capacity of the state, tax laws serve as a socio-economic regular as well. It's a means of taking action the political power makes use of to favour some socio-economic aims. In the final analysis, it's important that tax laws not to amount to a compilation of texts, except to facts. Full textThe relationship between marxism and the politics of the Congo is only explained in terms of dependency. This is what , also in its precolonial past , colours congolese politics throughout. Dependency supplies the autochtonous social groups with the matrix for their hegemony. Against the amalgamating and integration efforts of the state , the masses adopt various strategic alternatives. One can define congolese political evolution by a double contradiction : one , state totalitarianism , the other disaggregation. This is double process underlies the marxism situation in the Congo , power and counter power. The Congo is engaged in theory in the construction of socialism. In reality it lives strongly integrated in the world capitalist system. Congolese marxism consists of two descriptions : dialectic materialism is its philosophy and historical materialism its science. It is concerned with a late avatar of stalinisation , a sort of tropical stalinism. The ideology of the dominant class assumes it of eventual legitimacy. Full textThis thesis is about languages, education and sustainable development in the Democratic Republic of Congo. As far as linguistics and Culture are concerned, the D. R C. Is one of the countries most multilingual and multicultural in Africa. To that socio-cultural wealth is added the natural wealth (resources) that make some Geologists say the D. R. C is a “geological scandal”. This should be of great advantage to the welfare of the inhabitants of this country; one of the aims of a durable development. However, on social plan there is a great contrast between this geological scandal and the human development and welfare of Congolese because the D. R. C. Remains one of the poorest countries in the world. How can the socio cultural wealth and the natural wealth be combined to impulse the durable development in the D. R. C. ? Which are the necessary strategies to apply so as to make Congolese languages become instruments to the durable development? The aim of this thesis is to study the relationship between languages, education and durable development in D. R. C. In other words it consists of studying the impact of the learning of the Congolese languages on the durable development in the D. R. C. For this purpose one of the methodological approaches of our study is interviewing people. It contains 38 interviews completed by the transcription of radio emissions and the reading of appropriate literature on the topic. According to the interdisciplinary approaches applied to the interviews to five types (civil, society, politics and enterprise) of Congolese people we came to the following results: languages, education and durable development are linked and interdependent. Languages as ways of transmission of information on durable development have an impact on the education of people. Education on its hand promotes durable development. Depending on how people are educated and informed the durable development contributes to the improvement of education such as improving the tools of education in schools. It contributes as well to the enrichment and protection of languages. We have therefore shown that by protecting people assuring them good standard of life we also protect their languages so that they do not disappear. It is good to sensitize, form and inform people in their own languages, those that they control very well. The language is not the only factor to impulse lasting development though it contributes a lot. There is need to involve others such as political, economical, environmental factors… Thus the need to an interdisciplinary approaches to address the relationship between languages, education and durable development in a multilingual and multicultural context of the D. R. C

Full textThis thesis analyzes in a psociolinguistic perspective the discourse of the upheavel which took mlace from 1964 to 1965 in zaire. Our many purpose has been to observe the linguistic and discursive practices of two opposed political groups (the rebels and the governement) in a multilingual and diglossic country in a state of revolution. After studying the relationships between society, language, discourse, ideology and power in zaire in the sixties (part one), we examine their semantics ( part two ), their functions and strategies (part three). Finally, we focus on the discourse of extremists, that of the rebels, to see how it has been influenced; we also review the influences it has exerced on the french language in zaire and on other languages. The two discourses differ in the way they express ideology, although they both belong, from a sociolinguistic point of view, to the realm of the colonial linguistic ideology

Full textThe hierarchical system of the Inongo age-groups, among the mongo people of Zaïre, was in a tacit conflict with the Belgian colonial administrators who distabilised the ligneage position, especially by limiting the control over the younger ones. Paradoxically, the traditional hierarchy adopted for themselves the adminitrative titles. For example, the title "engambi" (elder) became the "eloi" which is the deformed vesion of the French word "roi" for a king (with reference to the Belgian king). Why identify oneself with one's oppressor? Is it not a case of resignation and alienation? We hold that this hierarchy had two arms before its opponents : on the one hand, the magico-spiritual arm which consists in using the titles of his adversary to assume his powers ; on the other hand, the cultural arm which "played the resignation and alienation game" in order to appear docile before his powerful oppressor. Thus, by a pseudo-collaboration, the traditionnel hierarchy infiltrated into the rural administration to mark his socio-political organisation. In other words, the Inongo age-group systems, through this infiltration which is one of the principal sources of inspiration for public action in the rural administration, inculturates the state and moderated its violence. Alienation and resignation become, therefore, less a collaboration than a subtle political action that we define as "a contemporary reinstrumentalisation of socio-political organisation of age-group to inculturate the state"

Full textThe object of the study is to investigate the impact of public policy or forestry. The essence is to determine whether public policy has reached its objective of making firms engaged in exploiting forestry resources in the Congo adopt an optimal approach towards the trade-of between the preservation of the ecological balance and the requirements of the profit maximization objective. In this respect, we have had to conduct our analysis around two principal issues, namely (1) the problem of disinvestment and (2) the wish of government to achieve a certain degree of transformation before export. We have analyzed the disinvestment phenomenon using the C. Khang model. The a analysis reveals a significant differential in long period stationary stock levels, depending on whether exploiting firms take externalities into account or not. Still on the disinvestment problem, we have been able to appreciate by means of the Clark-Nunro and the Cropper-Lee-Pannu models, the necessary and sufficient economic conditions which lead to the extinction of renewable natural resources. The assessment show s that public sector enterprises are not adequately adapted to the role of stimulating the forestry sector, due largely to their excessive dependence on government and the preponderance of the redistribution function over that of accumulation. On the side of mixed firms, transport, and domestic marketing conditions reduce firm effectiveness. In spite of heavy government investment in the forestry sector, the pre-1974 problems of ecological balance and sectorial industrialization, among others, persist. The situation then calls for a radical change in governent policy and economic philosophy as a prerequisite to its new participation in the sector

Full textThe inefficiency of the functioning sanitary system in congo results from an artificially created demand for health services. This inefficiency generates the failure of the public health policies since 1960, despite different political instigations. The transformation of the popular needs into technical demande, is the result of public policies due to that might be called the medical bureauc racy. This failure however should not be explained by fatality. Causes are more political than technical. The public health models tested out in congo are as matter of fact abstractions. The historical analysis is need first of all, to explain the failure of these policies. But the results of this analys lead to the affirmation according to wich the real congolese society remains far from the ideas politicians and health practitioners have made of it. The latter especially, because of their training almost abroad, imagine a representation of their profession which generates and keeps a distorsion between their acquired knowledge and the know-how need for a real efficiency in public health matter

Due to the social and political mixture which caused it to lose its authenticity, the yaka-luwa society became both mi-traditional and mi-modern, and was therefore bound to denitely turn to the future in the same society

Full textThe aim of the present socio-linguistic study is to ascertain the place, in Zaire and Congo, of the languages of these two countries and to determine how they could best contribute to their development all fields. In a first part, after an in-depth study of the lingual practices of Belgian, English, French and Portuguese colonial administrations in the occupied African black territories and a survey of the linguistic studies done by Europeans before the independences, the author of the thesis, presents a vast picture of the present linguistic situation of the states of black Africa, of the different policies of the various governments in this field, as they are conditioned by the practice of the former coloniser, and research made, up to now, by African and non-African specialists. The second part deals with the particular case of Congo and Zaire. After a brief geographical, political, economic and social picture, the author then defines the present linguistic situation of these two countries as regards the statute of the languages, their relationships, and their use. He then deals with the problem of the necessary promotion of Congolese and Zairese languages, and determines its objectives, the place of linguistic plans in the general plans of national development, and also the choice of one or several national languages. As a conclusion, after an assessment of the study, the author presents some personal reflexions on the necessary linguistic policies in Congo and Zaire, so as to allow Congolese and Zairese languages to reach the statute of modern languages. This to make them assume their role in the field of cultural independence and national identity, but also to express the concepts of the sciences and techniques of our time

Full textOver the last fifteen years, the economic and health situation in most countries of Subsaharian Africa has been characterized by numerous disequilibria which dangerously affect the well-being of their populations. To deal with this, several health care policies have been successively tried in order to increase finances for and efficiency of the health care system with the objective of improving the health status of the population. The overall objective of this thesis is to demonstrate, by means of an evaluation of a local experiment of an organizational and financing model founded on a primary health care approach and the principles of the Bamako initiative, that it is possible to attain the objectives both of economic returns and of improved public health in a context of rare resources at the level of the health care systems of developing countries. This research is thus divided into two parts: the first is devoted to the theoretical bases and to the institutional context of health sector financing, and the second focuses on the socio-economic evaluation of the cost recovery experiment in the Niari region of the Congo. Each part comprises three chapters. The experiment illustrates an organizational and financing model for health care on two levels under the form of a district health system and emphasizes community participation in the financing of health care. The results obtained demonstrate that the efficiency of the health care system can be significantly improved at the same time as geographic and financial accessibility to care at a cost compatible with the population's capacity to pay

Full textKananga,the fourth city of the democratic republic of Congo, in terms of demographic is since its creation at the end of the XIXth century, multilingual. This multilinguism has known diverve forms in history. Many languages, foreign and congolese, have coexisted at a moment or another. Nowdays, the number of used languages in Kananga is estimed at more than sixty languages. However, this city remains largely monocultural and monolingual. The communication in Ciluba is prevailing, followed by French, Lingala and Swahili. However, in official sectors, French is predominant orally, and in its written form in monopolistic situation. This state linguistic politics since the colonial period and diverse favourable and disfavourable reprsentations towards one and another idiom explain greatly the linguistic dynamics at it is presented. Besides, this linguistic politics, though efficacy, needs to be perfected in many aspects

It’s a question of knowing what are the concerted decisions taken by the Congolese authorities in this field where economic stakes are very relevant. The answer of this basic question is that decides behavior is somewhat peculiar. Coordination of actions in this field is lacking. One can say that there's no real sea law politics in the country. Meanwhile, the important marine resources are being intensively exploited by foreign ships. In fact the actual Congolese’s sea law is obsolete therefore it's necessary to elaborate new and suited regulations in this field which is continuously evaluating. Two types of approaches are identified : general approches and those specific to "new states". An alternative approach is then proposed for the "dependent state" called "political ressources model" and applied to the case of zaire. The first part identifies the resource elements, the objectives and the strategies of zaire's foreign policy. The second part analyses the valorisation of resources by zaire in the african and extra-african political spheres. From a discriminant analysis of football practices, it dismantles the system-both the patent and the latent ones - which rule the congolese sports institution. The results of this study show how congolese sport works according to three different sets of conception and logic : - the religious conception based on the belief in a personal god; - the scientific conception based on the training techniques which enable one to achieve the best possible performances; - the animistic conception which presents two phenomenoms important to congolese sport, the medecine men and juju priests still holding all the power of magic and witchraft. - western logic which sees competition as an object to sports; - congolese logic which grafts inter-ethnic competitions onto sporting competitions; - whereas the marxist-leninist logic enforced by the marxist orientated - political elites rejects both others, thus enabling itself the better to rule over the functioning of congolese sport

Full textThe widespread (or ongoing) crisis which persists in the Democratic Republic of the Congo for more than two decades has strong repercussions on the Congolese population. Indeed, the scale and duration of the Congolese « multi-crisis » drives the people to prioritize survival strategies, founded on creative resourcefulness. These coping strategies are based on informal activities, among which market gardening comes almost in first place. But the conditions in which the Congolese market gardeners, in this case those in Kinshasa and in Mbanza-Ngungu, carry out their activities, as well as the risks they face in relation to land ownership issues, to marketing and to production, raise questions about their means of existence and their future. Moreover, these market gardeners are also victims of threats from traditional village chiefs. Thus, they continue their activities whilst being conscious that they are exposed to diverse risks (expulsion, robbery, etc.). That the market gardeners continue this activity, in spite of all the risks they face, proves in many ways that this practice is important and a source of revenue for several of the households surveyed. The insecurity of land ownership is a risk which makes the future uncertain for the market garden sector in the Democratic Republic of the Congo. In this context, an attempt to evaluate the resilience of market gardening has been undertaken in the research for this thesis, in order to understand better the strategies employed in the fight against the difficulties met by the market gardeners, and their ability to plan for the future (agency). Thus, only the market gardener who is not subject to land threats on his production site and whose means of existence is well-secured, thanks to the revenue generated from market gardening, only he can be considered a resilient market gardener

Out of the content, this study will be interested in the analysis of the " one ", the editorial line, the printing and the periodicity. It therefore tries to reply to two fundamental questions: - what are the main financial, banking, commercial, industrial institutions, etc. Which control the first Congolese firms and banks? - What is the impact of the strategies of these institutions on the national accumulation process? The elucidation of these two questions necessitates a detailed and strict investigation of different firms' capital structure in order to put forth their systems of ownership and control, their growth strategies. To answer these questions, the following assumption has been selected: - the Congolese capital structure is characterized by the predominance of state control system which underlies the state models of ownership and control. Thus, the financial system which presupposes the domination of financial assets is weak. Such an assumption questions the argument of financial assets domination in Congo, at least in its hilferdinian acception. Its authentication justifies the choice of a methodological approach which consisted in studying, through an investigation, the financial standing of the 50 and 4 first Congolese firms and banks

Thereby our work is base on: speeches, summaries, extractions which are : Social politic system of the Congo ethnical groups in pre colonial period. Social politic period settled by Belgium and after the independence. The study of the relationship between the three periods. Therefore we are in need of the History studies, political philosophy, political sociology, political anthropology and actualities which are: Congo and Belgium administration archives: some from political parties, some from syndical, professionnal and social organisation others from private actors and political witnesses. .
