The evacuation of millions of people and the loss of the agricultural base in the occupied territories dealt a double blow to the Soviet Union. Major grain-producing lands were lost, and millions of evacuees and refugees had to be fed. Home cooking everywhere gave way to communal dining in canteens. The state established a highly differentiated rationing system. During the war’s grimmest years, hunger and starvation-related disease, so well documented in Leningrad, also claimed many lives in the Soviet rear. Civilians could not live on rations alone. State stocks provided most of the calories, and a parallel system of subsidiary farms, local procurement, gardens, and collective farm markets supplemented the ration. State, party, and union organizations played an essential role. Scientists and canteen workers experimented with substitute foods. Despite terrible hunger, state food policy had widespread support, allowing the country to survive the terrible shortages of the war years.

This chapter looks at the transformation of asylum care that was initiated by the Civil War. At the Eastern Lunatic Asylum, the biggest change came after the suicide of Superintendent John M. Galt during Union occupation of Eastern Virginia. Ultimately, Galt’s death created opportunities for his professional rivals in the Association of Medical Superintendents of American Institutions for the Insane to end his experiments with outpatient care and to insist upon the creation of segregated institutions for black and white patients. In the interim, the asylum was run by a series of Union doctors and civilians with the aid of former staff, including enslaved attendants. Operating during wartime was especially difficult for enslaved staff because their legal status was in limbo, and they were liable to seizure by raiding Confederates. Wartime shortages further compounded these challenges.

Abstract:
Chapter three explores the British paid labour market and more specifically economic migration to the UK and its impact with the message that migrants contribute through taxation and alleviating labour and skills shortages. I discuss existing statistical data on UK’s labour force and its characteristics. This quantitative data is complemented with rich qualitative accounts from recent Polish women migrants to the UK. Different sectors of the economy are explored, in particular agriculture, hospitality, customer services and healthcare. These are said to be most reliant on workforce from the EU. Data on population characteristics is analysed taking into account the fact that it is ageing rapidly as is the rest of Europe. This increases the need for foreign-born labour to take on jobs unpopular with British workers, particularly when the EU labour force is younger and fitter in comparison to UK-born workers. This also suggests that after Brexit the UK is likely to experience issues with staff recruitment and labour shortages in certain areas of the economy. The chapter is supported by extracts from qualitative interviews with women migrants from Poland with the aim to bring in real-life stories from those who took advantage of the right to free movement.

Unhealthy workplace environments have unfortunately been associated with the profession of nursing. Staffing shortages and long hours worked with high acuity patient caseloads can cause nursing professionals to feel overwhelmed, stressed, and anxious. Cultures of incivility can be accepted within some workplace environments as being normal. Nurse leaders that knowingly ignore patterns of disruptive behaviors by the nursing staff contribute to unit-based (and departmental) dysfunction. Perpetrators feel comfortable in continuing bullying behaviors because they have no fear of retribution. In these environments, nurse leaders themselves may engage in bullying and incivility behaviors. Chapter 4 provides nurses with instructions on how to report uncivil conduct that is not resolving and seek action against the perpetrator when mediation is not an option.

In western countries, the so-called demographic time bomb, that is, the ageing of the baby-boom generation, has become one of the most challenging issues. Although it has become almost clichéd in health care planning, its effects are being felt rather acutely in reality. The situation in Finland, as in many other western countries, is compounded by the fact that as demand for elderly care is increasing, the service systems are suffering from severe labor and tax funding shortages. In fact, population in Finland is aging faster than any other OECD country (Antolin, Oxley, &amp; Suyker, 2001). Elderly care centers have difficulties in hiring qualified professional staff. Nursing staff are also burdened by heavy workloads. The situation will worsen by time as the number of elderly people in our population increases further, leading to increased strain on health care resources. The present service structure is not going to be able to respond to this demand. Yet health care funding, which depends on public financing, will decrease as the number of taxpayers declines due to the aging of our workforce. “Elderly dependence ratio,” a key demographic indicator, will approximately double over the next two decades (Eurostat, 2005).

The Network for the regional labour market integration of asylum seekers and refugees in Münster (MAMBA) was designed by a refugee aid association who coordinate it. It brings together five partner organisations, each providing individual support to participants in its particular field of expertise. The partnership spans the public, private and third sectors, and partners’ goals and priorities are divergent, ranging from the championing of refugee rights to resolving skill shortages in the craft sector. In addition to working intensively with individuals to improve their job prospects, the MAMBA partners attempt to address structural barriers to labour market integration by raising awareness with employers and providing training for Job Centre staff. MAMBA is a success story mainly as a result of intensive, time consuming personal assistance achieved through fruitful cooperation of very different organizations.

This chapter describes how the baptized Christians in Tewæno, whose understanding of Christianity included men having only one wife and no longer spearing enemies, were overwhelmed during 1968 and 1969 by the arrival of the Piyæmoidi and the Baiwaidi, other Wao groups that, initially at least, did not share these values. They came seeking spouses, trade goods, and peace and because the Summer Institute of Linguistics wanted to relocate them away from potentially violent clashes with oil crews in their territory. These newcomers to Tewæno and the surrounding protectorate experienced food shortages and waves of contact illnesses, culminating in a polio epidemic that left sixteen Waorani dead from disease and three from revenge killings. Although she did not move to Tewæno until 1970, Catherine Peeke, a veteran SIL staff member with a PhD in linguistics, was assigned to the Waorani work in 1968.

“Recruitment to the Profession” discusses the key role that nonprofit camps have long played in the recruitment of new social workers. Early efforts were uneven and uncoordinated. During the 1950s and 1960s, shortages in the field impelled recruitment efforts, culminating in the National Commission for Social Work Careers and its recruitment committees. One such committee and its Summer Experience in Social Work Program are detailed. Camps provided paid summer jobs, supervision, a seminar class, and a final two-day workshop, all with the goal of testing interest in and potential for social work. Social Work Seminar, the recruitment program of Camp Wel-Met, is described. The camp experience along with social work values conveyed by camp staff often inspire or confirm a decision to enter the profession. The chapter concludes with reminiscences from social workers about camp experiences and their choice of social work as a career.

This chapter offers an in-depth look at health politics and the compulsory health insurance system in Albania. It traces the development of the Albanian healthcare system, characterized by the introduction of a universal and state-run health system during communism, which since the 1970s suffered underfinancing and outdated technology. Since the early 1990s, when Albania experienced a tumultuous transition from a communist to a democratic system, Albanian health politics focused on the legalization of private medical practice, the establishment and gradual expansion of compulsory health insurance, and, recently, the introduction of free primary care—reforms which were facilitated by the support of international organizations. Notably, the contracting of private services in the public system was not allowed until 2011. The main healthcare issues have been insufficient financing and extremely high out-of-pocket costs, people refraining from paying insurance contributions, and shortages of medical staff especially in rural areas.
