Abstract Chapter 12 addresses the three large-scale criminal investigations concerning terrorist informers. All three were led by senior police officers from English police forces. Appointing people from outside of Northern Ireland aimed to bring credibility to these investigations by lending them a degree of independence. It does, however, open the door for allegations that they did not understand the Northern Ireland context.
