This article focuses on the Soviet government’s turn to positive incentives to play the state lottery in the late 1950s, after thirty years of coercing citizens to buy state lottery bonds under Stalin. Khrushchev discontinued the Stalinist bonds in April 1957 and, in their wake, introduced “cash-and-goods lotteries” featuring voluntary participation. The Khrushchev government identified a powerful positive incentive to buy tickets in the coveted consumer goods the lotteries offered as prizes. Citizens were no longer asked to sacrifice toward the state lottery, rather, they were encouraged to r

How did the Stalin Prize function in the Soviet fine art establishment of the 1940s and 1950s and how were the awards interpreted by members of the artistic community and the public? This examination of the discussions of the Stalin Prize Committee and unrehearsed responses to the awards reveals an institution that operated at the intersection of political and expert-artistic standards within which the parameters of postwar socialist realism were negotiated and to some extent defined. This article examines how price reductions became a late Stalinist economic doctrine. When rationing was abolished in 1935, Stalin linked reducing retail prices to economic and revolutionary progress. This progress was derailed by the war, which saw the return of rationing and its accompanying price distortions, as well as the explosion of private trade at exorbitant market prices. Aft er an unsuccessful attempt to compete with the market through state commercial trade at high prices, the government repeatedly reduced prices from 1944 onward in an eff ort to clear stockpiles of too-expensive i

This chapter assesses the extraordinary rewards that simultaneously reflected a composer's authority with elite audiences and, by conferring official prestige, molded that authority and shaped the audience's tastes. Honorary titles and Stalin Prizes made and marked the pinnacle of the Soviet cultural elite. Taken together, professional authority, prestige, official status, and unofficial recognition constituted composers' intellectual or creative authority, both individually and as an elite group in Stalinist society. Though diverse audiences granted the authority required to qualify for these extraordinary awards, the criteria by which they were granted were essentially determined by the professional elite, especially members of the Stalin Prize Committee. This committee formed a crucial interface between the Stalinist political leadership and the creative intelligentsia. Ultimately, the musical elite's agency to interpret musical value was used to translate creative authority into social hierarchies and material privilege.

Abstract Tatyana Tolstaya was born in Leningrad into one of the city ‘s most distinguished lit-erary families. She is the great-grandniece of Lev Tolstoy and the granddaughter of the writer, dramatist, and poet Aleksei Nikolayevich Tolstoy (1883–1945), best known for his trilogy about the Revolution, Road to Calvary,* begun while he was temporarily an émigré in Berlin. Though he had initially been an outspoken oppon-ent of Bolshevism, Aleksei Tolstoy returned to the Soviet Union in 1923 and became one of the very few Russians to maintain a nobleman ‘s life-style while successfully demonstrating his ‘loyalty ‘ to the new state: so successfully, indeed, that he was appointed Chairman of the USSR Writers ‘ Union after Gorky ‘s death and won several Stalin Prizes for his work. Aleksei ‘s wife was the poet Natalya Krandiyevskaya, herself from a literary family, while Tolstaya ‘s maternal grandfather, as she relates in the interview that follows, was the distinguished translator Mikhail Lozinsky, whose friends included the poets Anna Akhmatova and Nikolai Gumilyov.

Abstract:
This chapter highlights the prices in Torgsin. The government created Torgsin not to save the starving but to aid industrialization. Prices had to provide an accumulation of savings for industrial development. To maximize profits, the government exploited the mass famine by requiring a significant increase in Torgsin's sale prices. This way, both the consumer's hungry demand and the government's dictates directed the pricing policy. The price changes in Torgsin went through several phases. The beginning period of 1931–1932 was marked by relative freedom. Formally, Torgsin had to present its price lists to Narkomvneshtorg for approval, but this order was not observed. The creation of two additional bureaucratic offices, the Price Bureau and the Price Council, made price regulation less prone to adjustment. However, decisions on Torgsin's prices still remained within Narkomvneshtorg's jurisdiction with Torgsin's active involvement.

By staging the post-combustion expansion, the air can be routed through a series of heat exchangers that serve to vaporize the liquid air and separate the carbon dioxide and water before the air is reheated and expanded down to atmosp

Abstract:
With the proliferation of Free Trade Agreements (FTAs) over the past decade, demand for quantitative analysis of their likely impacts has surged. The main quantitative tool for performing such analysis is Computable General Equilibrium (CGE) modeling. Yet these models have been widely criticized for performing poorly (Kehoe, 2002) and having weak econometric foundations (McKitrick, 1998; Jorgenson, 1984). FTA results have been shown to be particularly sensitive to the trade elasticities, with small trade elasticities generating large terms of trade effects and relatively modest efficiency gain

Abstract:
Pipeline transmission of liquids, although highly cost effective relative to other means of liquid transport (e.g., on-highway freight vehicles or trains), still encumbers costs with opportunities for improvement. Liquid pumps, serving as the prime mover for liquids in a pipeline, are a chief operating expense for pipeline transmission. A large and diverse set of pump characteristics - both in terms of style, motive force, and age -make it difficult to identify technologies that result in substantial cost savings for the owner / operator of liquid pipeline systems. Thus, characterizing and cla

Abstract:
This paper extends the Baltagi et al. (2018, 2021) static and dynamic ε-contamination papers to dynamic space-time models. We investigate the robustness of Bayesian panel data models to possible misspecification of the prior distribution. The proposed robust Bayesian approach departs from the standard Bayesian framework in two ways. First, we consider the ε-contamination class of prior distributions for the model parameters as well as for the individual effects. Second, both the base elicited priors and the ε-contamination priors use Zellner (1986)’s g-priors for the variance-covariance matric

Abstract:
Numerous extant studies are dedicated to enhancing the safety of active transportation modes, but very few studies are devoted to safety analysis surrounding transit stations, which serve as an important modal interface for pedestrians and bicyclists. This study bridges the gap by developing joint models based on the multivariate conditionally autoregressive (MCAR) priors with a distance-oriented neighboring weight matrix. For this purpose, transit-station-centered data in Los Angeles County were used for model development. Feature selection relying on both random forest and correlation analys

Abstract:
This paper provides new evidence on the effect of debt on economic growth through two alternative methodological approaches. On the one hand, by using a panel error correction model with a sample of 130 countries between 1980 and 2020, we found evidence of the existence of a range of debt-to-GDP ratios for which economic growth remains positive after debt surges. This threshold may lie between 32 percent and 136 percent, with optimal economic growth achieved at an 84 percent debt-to-GDP ratio for the whole sample of countries. The error correction form for the economic growth was dynamically c

Abstract:
We develop and estimate a model of child care markets that endogenizes both demand and supply. On the demand side, families with a child make consumption, labor supply, and child-care decisions within a static, unitary household model. On the supply side, child care providers make entry, price, and quality decisions under monopolistic competition. Child development is a function of the time spent with each parent and at the child care center; these inputs vary in their impact. We estimate the structural parameters of the model using the 2003 Early Childhood Longitudinal Study, which contains i

Anaplasmosis an arthropod-born disease of cattle caused by the rickettsia Anaplasma marginale and is an impediment to efficient production of healthy livestock in both Israel and the United States. Currently the only effective vaccines are derived from the blood of infected cattle. The risk of widespread transmission of both known and newly emergent pathogens has prevented licensure of live blood-based vaccines in the U.S. and is a major concern for their continued use in Israel. Consequently development of a safe, effective vaccine is a high priority. In this collaborative project we focused

Abstract:
In most cultures around the world, municipal markets are popular places for starting up small businesses. An entrepreneur can set up a stall with very low overhead costs, and sell anything from food to crafts, from household goods to simple services. Some sellers pass their market businesses down through their families; others may use their market stalls as launching pads for larger projects. Communities also benefit from central marketplaces that offer shoppers a variety of fairly priced and locally produced products. In El Salvador, a new credit facility supported by the Inter-American Develo
