Using the application of bulk data transfer, we investigate the performance of existing TCP-to-SCTP Translation shim scheme under the scenario of shim rules-table is static (i.e., manual). We find that a potential problem named stale shim rules-table value caused by shim rules-table static configuration, which induces TCP-to-SCTP Translation does not startup in time. Abstract:
Introduction: As a developing nation, Indonesia persists in its endeavors to boost national growth, including initiatives to support the creative industry through startup companies. This research aims to examine the impact of servant leadership on followers’ creativity, with climate for creativity as the mediating factor. Methods: This research is a quantitative study using primary data obtained through a questionnaire survey from 178 employees working in 73 Indonesian startup companies. The sampling method was purposive sampling. The collected data were then processed and analysed using SEM-PLS. Results: The results revealed the significance of climate for creativity as a full mediator in the relationship between servant leadership and followers’ creativity, meaning that servant leadership has an indirect influence on followers’ creativity through climate for creativity. These findings suggest that leaders who adopt servant leadership styles can enhance followers’ creativity through climate for creativity. Conclusion and suggestion: This study found that servant leadership's impact on startup employees' creativity is fully mediated by the perceived climate for creativity. This implies that by fostering a climate supportive of creativity—through flexible work environments, recognition of creativity, and resource provision—servant leaders indirectly enhance employee creativity. Thus, when servant leaders cultivate a climate for creativity, it boosts the creativity of startup employees in their work.

Visa policies to retain United States-trained STEM PhDs are of central importance to national innovation and economic competitiveness. There is also growing interest in “startup” visas that stimulate entrepreneurial activity and job creation, particularly in technology sectors. However, there is little understanding of how visa policies might influence foreign PhDs’ employment in technology startups. This study investigates differences between 2,324 foreign and US PhDs from US research universities using a longitudinal survey of individuals’ preferences and characteristics during graduate school and their subsequent employment in a startup or established firm. Among PhDs whose first job is industrial research & development, 15.8% of US PhDs work in a startup compared with 6.8% of foreign PhDs. Foreign PhDs are as likely as US PhDs to apply to and receive offers for startup jobs, but conditional on receiving an offer, they are 56% less likely to work in a startup. This disparity is partially explained by differences in visa sponsorship between startups and established firms and not by foreign PhDs’ preferences for established firm jobs, risk tolerance, or preference for higher pay. Foreign PhDs who first work in an established firm and subsequently receive a green card are more likely to move to a startup than another established firm, suggesting that permanent residency facilitates startup employment. These findings suggest that US visa policies may deter foreign PhDs from working in startups, thereby restricting startups’ access to a large segment of the STEM PhD workforce and impairing startups’ ability to contribute to innovation and economic growth.

Startups are considered to play an important role in creating jobs, revitalizing the economy, and enhancing national competitiveness. Accordingly, the government's multifaceted efforts have increased the number of startups, but continued advancement in quality is necessary. In order for startups to grow into global companies and play a leading role in leading national economic growth, it is necessary to first clearly identify the various factors necessary for startup success. Accordingly, this study was conducted for the purpose of suggesting implications and future research tasks that can be provided by research trends on startup success by synthesizing previous studies. To this end, a total of 104 domestic documents were collected through a systematic literature review that collected and analyzed existing domestic studies, and the following results were obtained by analyzing the concept of startups and trends in research related to startup success, trends by research period, academic field, and method, trends in research topics, and the relationship with major variables in research. First, research on startup success has been steadily increasing from 3 studies in 2014 to 21 studies in 2023. This is because startups have different characteristics and potential from existing startups based on their innovativeness and rapid growth potential. Second, the fact that startup success research has been conducted in various fields such as society, culture, art, technology, science, and law and published in 50 academic journals suggests that startups play an important role in various industrial ecosystems. Third, the results of analyzing research on startup success based on the ERIS model show that research topics are more biased toward resource and management strategy dimensions. This suggests that resource factors and management strategy factors are recognized as key factors in startup success. However, since startup success is achieved through the mutual influence of various factors, research on founder factors and industrial environment factors should also be conducted in a balanced manner to ensure comprehensive interest in startup success. This study is significant in that it provides useful insights to founders and policymakers who want to continue the direction and growth of future startup research based on these results.

Since the foundation of Y Combinator in 2005 and Techstars in 2007, startup accelerators have rapidly emerged as a new form of organization in the startup ecosystem. In Korea, Primer was founded in 2010 as the first startup accelerator and was then followed by other early accelerators. The recent government certification of accelerators has since triggered the rapid spread of accelerators.
 However, despite this rapid diffusion of accelerators, there is a paucity of research. This paper seeks to offer a conceptual model as to how accelerators add value. It also provides suggestions for accelerator design, public policy and future research. Accelerators can mitigate institutional voids that hinder the creation and success of startups. They also assist startups to gaining access to human, social, and financial capital by offering education programs, mentoring service, networking opportunities, and demo days. In addition, mentoring helps startups to test key assumptions and receive feedback on their ideas and business models. In doing so, startups can evaluate their ideas and business models more objectively and from diverse perspectives, mitigating problems stemming from the overconfidence and inexperience of entrepreneurs. After a brief review of the history of accelerators, the paper delineates the sources of high failure rates of startups, explaining how accelerators add value by mitigating the difficulties associated with startups and how the characteristics of entrepreneurs, startups and ecosystems affect the value-added roles of accelerators. The paper concludes by offering implications for theory, practice, and public policy and by providing future research suggestions.

The "Standup India" initiative focuses on promoting entrepreneurship among Scheduled Castes (SCs), Scheduled Tribes (STs), and women. The rural counterpart of Startup India is the Deen Dayal Upadhyay Swaniyojan Yojana. Both initiatives were launched by the Department of Industrial Promotion and Policy (DIPP) to nurture entrepreneurial talent and innovation across diverse communities. The study will examine the retrospective and prospective aspects of the "Startup India; Standup India" initiative, addressing the challenges and providing suggestions to enhance the program’s success. The article is dedicated to analyzing trends in the development of startup infrastructure in Ukraine, Latvia and Georgia. The article is based on concrete data, a comprehensive analysis of statistical and qualitative data on the development of startups in Ukraine, Latvia and Georgia. This provides a reliable basis for the arguments and conclusions. General patterns of startup infrastructure development in the three countries were identified. A PEST analysis of startup infrastructure development in Ukraine, Latvia and Georgia was conducted. Thus, the authors conduct a multidisciplinary analysis that includes not only economic, but also social and technological aspects of startup ecosystems and infrastructures. Suggestions for improving the startup infrastructure in these countries were developed.

The chapter of the book "China in the Baltic States – from a Cause of Hope to Anxiety" gives an overview of the changing Sino-Estonian relations from the consolidation of diplomatic ties in 1991 until the present. It examines the security implications these ties have started to pose for Estonia and NATO, while underlining the relative insignificance of the bilateral China-Estonia financial and trade ties. Analysing public opinion polls, this chapter outlines the risk that perceptions of China may become increasingly divergent between Estonian and non-Estonian speakers, with the former perceiving China as more of a threat than the latter. This might translate into a future security implication from the standpoint of domestic cohesiveness. Taking into account imminent risks, including Chinese surveillance technology on Estonia’s border crossings, and dubious infrastructure projects still in air, such as the Tallinn-Helsinki tunnel in the Gulf of Finland, the suggestion is made for the Estonian government to start formulating its independent China strategy, to map out the remaining areas for cooperation, and draw the boundaries where collaboration can no longer take place.

Startling signals are secondary defences that occur after the focal prey individual has been singled out for attack. Startling signals involve stimulation of the predator’s senses that cause it to delay or break off an attack. The assumption is that even a delay in attack can confer a survival advantage to the prey. This might occur because delay gives the prey an added opportunity to flee, or added opportunity for some other event to occur (perhaps the arrival of a predator of the predator) that causes the predator to break off the attack permanently. Startle signals influence the predator’s behaviour primarily through sensory and/or cognitive manipulation and must be separate from other mechanisms that may also influence predators’ behaviour so as to curtail, delay, or diminish an attack. We first consider the empirical evidence for the existence of such signals, before discussing the evolution of startle signals, the ecological aspects of this defence, co-evolutionary considerations, and suggestions for future research.

In Kavikarṇapūra’s poetics, rasa is seen as the ‘soul’ of poetry. Chapter 4 attempts to understand how the language of poetry can embody this soul. I start with Kavikarṇapūra’s eclectic philosophy of language, and then examine his poetics proper, as presented in the Alaṃkāra‐kaustubha: his views on suggestion (dhvani), literary excellences (guṇa), figures of speech (alaṃkāra), style (rīti), and literary defects (doṣa). I compare and contrast Kavikarṇapūra’s understanding of these with those of earlier authors, and demonstrate that Kavikarṇapūra particularly draws on Vāmana, a ninth‐century theorist, and gives prominence to the excellences and style—the core ideas of Vāmana’s poetics—to formulate a poetics that prizes phonetic ornamentation.

AbstractThe lean startup framework is one of the most popular contributions in the practitioner-oriented entrepreneurship literature. This chapter builds on a recent paper (Shepherd & Gruber in Entrepreneurship Theory and Practice. 10.1177/1042258719899415, 2020) to highlight new insights into how new ventures are started based on the lean startup framework. Specifically, we describe the origin of the lean startup framework and its five main building blocks—(1) identifying and evaluating market opportunities in startups, (2) designing business models, (3) engaging in validated learning (including customer development), (4) building minimum viable products, and (5) learning whether to persevere with or pivot from the current course of action. We organize these building blocks into a framework suggesting how considering the contextual characteristics of and the interdependencies between the building blocks can enrich our understanding of using the lean startup framework to start a new venture.

AbstractThe research on software startups has increased lately, focusing on describing how these companies’ unique context influences development practices. The next step for research is the creation of specific practices for these companies grounded in scientific results. An obstacle in this path is which dependent variable these novel practices should improve. A natural answer is these companies’ success. This position paper reviews the literature on new ventures and startups’ success to show that telling if a startup is successful or not is a complex issue. As a solution to this problem, this paper proposes a conceptual framework, suggesting that novel practices should improve success determinants or reduce inhibitors rather than focusing on the startups’ success. Three examples illustrate the framework’s use: hypotheses engineering, microservices, and BizDev. The identification of contributors and inhibitors for success of software startups could enrich the framework and indicate possible avenues for the creation of development practices specific tailored for these companies.

Their exact meaning, however, remains unclear and the causal link between these specific processes and the rule of law has largely remained understudied. Against this backdrop, this chapter first summarises the state-of-the-art research on autocratisation and de-Europeanisation, and then examines the interaction and causal link between these two phenomena in times of declining democracies in Europe and rule of law problems.

The chapter starts by reviewing the nature and scale of wealth taxation in the UK before setting out the case for reforming and increasing wealth taxes. The chapter then reviews the barriers to reform and identifies the key barrier as the dominance of neoliberal discourse about wealth, inequality and taxation. The chapter concludes by suggesting a way forward to promote a different discourse alongside practical suggestions for reforming the current system and potentially introducing new forms of wealth taxation.

Here the need to retain confidence amongst the youth who would be the pillars of the development of the country in the coming years is discussed. To be able to provide quality education in India and successfully implement the New Education Policy (NEP) 2020, the suggestion was made for increasing the education expenditure to at least 6% of GDP from 4.6% of GDP besides arguing for hike in the healthcare budget, gender budgeting and building up infrastructure spending etc.

Abstract During Start-up of Hot off Gas blower, catastrophic brittle fracture was observed on the final stage impeller of 4 stage Hot off gas blower. The metallurgy of the impeller is Super Duplex stainless Steel (UNS S32750) and the 4th stage of the blower was continuously operated above 325°C (615°F). Metallurgical failure analysis was carried out using Optical Microscopy, Chemical Composition analysis, Ferrite measurement, Hardness measurement, Impact test and Fractography analysis by Scanning Electron Microscopy. In Microstructure analysis no abnormalities in the Ferrite/austenite balance and no intermetallic were observed. However, the room temperature impact test revealed very low observed energy (2J) suggesting possibility of 475°C (885°F) Embrittlement. To ascertain the same De-embrittlement heat treatment was carried out at 550°C & 600°C and subsequent impact test energy values confirmed the in-service embrittlement. ASME BPV Codes restricts the use of Duplex stainless steel above 315°C (600°F), and it is followed in the pressure vessel components. However, in the case of rotary equipment internals and valve internals this restriction is not considered by some of the vendors due to high mechanical strength advantage. The aim of the paper is to draw attention towards metallurgical selection for high temperature internal components for pumps, compressors, valves and blowers, which are typically packaged items and follow vendor specifications.

The research aims to perform a complex analysis of startups to identify external and internal factors in the development of startups in Latvia, the strategic positions of startups and future action strategies thereof. The research employed various methods, including monographic and descriptive; graphic; expert interviewing and pairwise analysis for identifying the main factors included in a startup survey questionnaire; surveying that gives insight into self assessments of the situation by startups and the Strategic Position and Action Evaluation Matrix (SPACE) that helps to identify the strategic position and identify future action strategies for startups. The research analysed in detail only two fields of economic activity of startups: fintech and healthtech. The research revealed that the main problems for startups involved insufficient market research, a lack of financial resources and improper strategic planning. The strategies proposed by the research are aimed at diversifying product and service development by startups, optimizing costs and increasing competitiveness, focusing on digital transformation and innovation. An effective communication strategy is one of the most essential prerequisites for successful business for startups. The research contributes to an assessment of external and internal factors in the performance of startups in Latvia and to the identification of strategic positions, thereby suggesting strategies for national startups to improve their strategic positions and actions in the market. The research results are important for both current startups and those individuals who plan to start their businesses.

Abstract Since there is no main coolant pump (MCP), the full natural circulation reactor can not use the MCP to heat the reactor coolant system to normal operating temperature prior to reactor criticality. This paper presents an external starting heating method. The principle and brief system description of the external start-up heating system is presented. By reasonably arranging the inlet and outlet nozzles of start-up heating in the reactor, the external start-up heating source is used to heat the reactor coolant system, by establishing natural circulation in the reactor. In order to demonstrate the feasibility of external start-up heating system, the heating effect of start-up is analyzed, and the analysis results are verified by experiments. On the other hand, the impact of external start-up heating system on reactor operation and safety is evaluated. In order to ensure that the external start-up heating system does not affect the operation and safety of the reactor, the suggestions on the configuration and operation of external start-up heating system are given. By the external start-up heating system, the problem of startup heating without main pump of full natural circulation reactor is successfully solved. Therefore, it provides an option of hot start for the full natural circulation reactor.

Thrombotic graft occlusion occurs within a few hours after surgery, suggesting a benefit of preoperative start of antiplatelet treatment. We investigated the effectivity and risk of preoperatively started treatment with 100 mg/day acetyl salicylic acid (ASA) compared to anticoagu1 ation started 6 hours postoperatively (heparin followed by coumarin (AC)). The prospective randomized trial yielded the following results:Preoperative low dose ASA increased chest-tube blood loss. This indicates effective antiplatelet activity of low dose ASA. Perioperative platelet consumption and coagulation factors activity was not altered.It is concluded, that graft patency rates are similar with postoperative anticoagu1 ation or antiplatelet treatment with low dose acetylsalicylic acid.

Increasingly stringent regulations limit the pollutant emission of heavy-duty gas turbines over the entire load range from start-up to baseload. Due to the low emission of axial stage combustion technology and MILD conditions provided by the primary flue gas, axial stage MILD combustion is expected to further lower emissions and become more popular. However, the state of MILD combustion is easy to destroy when the load decreases. The load range of MILD combustion is affected by the gas turbine operating strategy and the axial stage strategy. Therefore, taking the F-class gas turbine as an example, the present study calculated the combustor parameters of two common partial load operation strategies: the IGV strategy and the fuel-only strategy. A staged MILD model is established by Chemkin software, and parametric research was carried out to analyze the effects of pressure, temperature, and mass flow on thermodynamics and chemical kinetics. Subsequently, the fuel and air distribution in the variable load process is studied to achieve MILD combustion in a large load range. Finally, a novel method of re-staged in the secondary stage is proposed, which enables both operating strategies to achieve MILD combustion from 0 loads to baseload.

The Semantic Web standardization and their growing usage in professional communities, both governmental and non-governmental, have naturally driven for accelerating the growth of published data volume in the virtual space by 422 published datasets in 2011 to 9,960 until 2019, totaling of 192,230,648 triples from various areas as medicine, education, art, history, technology, public administration etc. This trend of increasing of the semantic datasets published in the virtual space, leads to the emergence of a new challenge: ensuring the data quality; a first step in this direction being made by Tim Berners-Lee in 2010, when he defined a set of criteria that data scientists are encouraged to use it for ensuring a highest quality level of datasets. However, an important shape has not been mentioned: data accuracy, a feature not strictly specific to semantic data but which is applied to any type of data representation. The paper starts with a brief presentation of the most important metrics used to determine the level of data quality, along with a brief introduction of the most used string similarity algorithms. After that, the paper presents a new feature for an existing open data integration tool, called Karma, that allows users, such as data analysts and scientists, to improve their time management plan by reducing the time needed to clean their data. This feature has been implemented as a string suggestion for miswritten strings by using the presented string similarity metrics, keeping, at the same time, the framework design and the framework workflow too.

As an output, it is able to present it as guitar chords, piano chords, and ukulele chords, enabling more different musicians to use this app.

In 2023, Linux Foundation Research launched a project with the aim of examining regional similarities and differences in open source use and contribution. After completing our European and worldwide analyses, this third analysis takes a look at trends in the Japanese market. This report gleans its insight from the 2023 World of Open Source survey data we collected from Japanese respondents, analyzing the region’s specific trends in open source adoption, use, and contributions. It finds that open source is widely used in Japan and that the majority of respondents believe that the benefits outweigh the costs. However, there are still important considerations for adoption, including concerns about licensing and intellectual property. Respondents gave a few suggestions for increased adoption and contribution, including greater funding for the commercial open source startup ecosystem. This report provides evidence to better engage with the open source community in the country and support more sustainable development.

Raising captive animals past critical mortality stages for eventual release (head-starting) is a common conservation tactic. Counterintuitively, post-release survival can be low. Post-release behavior affecting survival could be influenced by captive-rearing duration and housing conditions. Practitioners have adopted environmental enrichment to promote natural behaviors during head-starting such as raising animals in naturalistic enclosures. Using 32 captive-born turtles (Terrapene carolina), half of which were raised in enriched enclosures, we employed a factorial design to explore how enrichment and rearing duration affected post-release growth, behavior, and survival. Six turtles in each treatment (enriched or unenriched) were head-started for nine months (cohort one). Ten turtles in each treatment were head-started for 21 months (cohort two). At the conclusion of captive-rearing, turtles in cohort two were overall larger than cohort one, but unenriched turtles were generally larger than enriched turtles within each cohort. Once released, enriched turtles grew faster than unenriched turtles in cohort two, but we otherwise found minimal evidence suggesting enrichment affected post-release survival or behavior. Our findings suggest attaining larger body sizes from longer captive-rearing periods to enable greater movement and alleviate susceptibility to predation (the primary cause of death) could be more effective than environmental enrichment alone in chelonian head-starting programs where substantial predation could hinder success.

Learning to cope with disappointments and overcoming obstacles is part of growing up. By conquering some challenges, children develop resilience. Such normal stressors may include initiating a new activity or separation from parents during preschool hours. However, when the challenges in early childhood are intensified by important stressors happening outside their own lives, they may start to worry about the safety of themselves and their families. This may cause chronic stress, which interferes with their emotional, cognitive, and social development. In developing country contexts, it is especially hard to capture promptly the effects of stressors related to the COVID-19 pandemic on childrens cognitive and socioemotional development. In this note, we draw on the literature on the effect of stress on brain development and examine data from a recent survey of households with young children carried out in four Latin American countries to offer suggestions for policy responses. We suggest that early childhood and education systems play a decisive role in assessing and addressing childrens mental health needs. Abstract:
In 2015, the Tanzanian government implemented a curriculum reform that focused instruction in Grades 1 and 2 on the “3Rs”—reading, writing, and arithmetic. Consequently, almost 80 percent of the instructional time in these grades was mandated towards foundational literacy in Kiswahili and numeracy skills. Other subjects such as English were no longer taught. Using student-level panel data, we evaluate the effect of this policy on learning outcomes using a difference-in-differences approach which leverages the variation in the timing of implementation across grade levels and cohorts impacted by the policy. We find that the policy increased learning by around 0.20 standard deviations in Kiswahili and math test scores one year after the start of the reform. Timely teacher training on the new curriculum was associated with even larger effects. Evaluating longer term outcomes, we find suggestive evidence that the reform decreased the dropout rate of children up to four years later. However, this was also accompanied with lower average passing rates in the national Grade 4 examination due to compositional changes as low-performing students became less likely to dropout.

Abstract:
Our research lab was established in 2009. We started with the name Accessibility Research Group of the University of Helsinki. In 2016, we changed our name to Digital Geography Lab to reflect our growth and broader research scope. At the release of this handbook, we are 20 researchers in the lab. Many more researchers have worked in the lab over the years. Most have moved forward to positions they had dreamt of. Five have received professorships while still at the lab or soon after. We are a diverse group in terms of academic backgrounds and nationalities. Currently, there are seven nationalities from three continents in the group. Each present and past member has contributed to the lab practices by making suggestions, initiating new practices, participating in the lab life, or passing on the traditions. We run several projects at the same time. Now our project portfolio has 11 projects, including a large ERC Consolidator Grant project GREENTRAVEL and several H2020 or other international projects. Each of the projects has their own respective practices, but we attempt to keep them somehow aligned with the lab practices. This document concentrates on the lab level activities and how they are arranged. We share the document with the hope that other labs would find something useful from here and we could, in our turn, learn from others. Naturally, our practices will change as we develop as professionals and as a group.

Abstract:
In 2015, all United Nations Member States adopted the 2030 Agenda for Sustainable Development which outlines a blueprint to address global challenges across a broad range of themes including poverty, health, education, inequality, climate change, environmental degradation, peace and justice. The Goal 4 of the 2030 Agenda for Sustainable Development, otherwise referred to as the United Nations Sustainable Development Goal 4, seeks to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. Unfortunately, an approximated 263 million children remain out of school around the world. This number includes children who never started formal schooling and children who started school but later dropped out (United Nations Educational, Scientific and Cultural Organization [UNESCO], 2016). Reducing the number of out-of-school children (OOSC) is a key priority for countries across Sub-Saharan Africa, including Nigeria. This is because more than half of children globally that have not enrolled in school live in Sub-Saharan Africa, and more than 85 percent of children in Sub-Saharan Africa are not learning the minimum (UNESCO Institute of Statistics, 2018). Moreover, education is a fundamental human right, a critical driver for economic advancement and a powerful tool for poverty reduction. Hence, no child of school age should be denied access to quality and equitable education, and an opportunity to acquire skills that guarantee future employability and long-term earning. In the Nigerian context, OOSC are prevalent in both rural and urban settings, but rural areas, and isolated or deprived areas in general, consistently show higher numbers of out-of-school children (World Bank, 2019). These children are spread across the country in varying proportions. This situation is of concern to the Federal Government of Nigeria as noted in the Nigeria Education Ministerial Plan (2018-2022) which outlines several strategies targeted at bringing children back to school. In spite of these strategies, the number of OOSC remains significantly high. This insight note aims to provide an overview of the most recent data on out-of-school children in Nigeria, including breakdowns by socioeconomic and other demographic indicators. This will be followed by suggestions of possible interventions, prime of which is the Accelerated Education Programme (AEP), and other interventions which could serve to strengthen the existing laid out strategies by the government in addressing the OOSC problem in Nigeria.

Abstract:
This paper reviews to what extent and how effectively the Inter-American Development Bank (IDB, or Bank) is implementing the IDB-9 requirements pertaining to environmental and social safeguards policies. The Bank's commitment to sustainability is enshrined in the Environmental and Safeguards Compliance Policy and policies addressing social concerns: involuntary resettlement, indigenous peoples, and gender equality. Each policy promotes sustainability through a two-pronged approach: mainstreaming of environmental and social concerns, and safeguards. The IDB-9 requirements called on the Bank to adopt a new set of environmental and social safeguards consistent with the findings of an external assessment by an Independent Advisory Group (IAG). IDB-9 also called for the adoption of a new Gender Equality Policy. The IAG assessment (which was completed after the IDB-9 Agreement) concluded that a revision of the Bank's safeguards policies was not warranted, but it recommended actions to help the Bank strengthen its mainstreaming of sustainability concerns and application of safeguards. Management and the Board accepted this conclusion. Thus in terms of the IDB-9 mandate, the Bank has not revised its safeguards policies, but it has adopted the Gender Equality Policy. It also launched an action plan to address IAG¿s concerns. This review finds that the Bank's action plan is substantially responsive to the concerns raised by IAG and that progress on most actions is well under way, though further work is needed. It also finds that implementation of the Gender Action plan has made a good start. Mainstreaming of sustainability concerns remains work in progress. The Bank's Sustainability Working Group has helped raise Management's overall awareness of sustainability issues, but the Bank has not yet found an effective way to integrate sustainability into its Country Strategies. Similarly, gender sector notes have not yet resulted in consistent integration of gender equality into Country Strategies. For projects, in about one-fifth of those approved in 2012 (January - September), the results matrix includes gender indicators of varying relevance and quality. On the safeguards side, progress has been made on integrating safeguards specialists into private sector operational teams, and the Bank has embarked on a more rigorous approach to supervision of safeguards implementation. Piloting of the gender safeguard has started recently. However, pressure to reduce project preparation times and an increase in high-risk projects seem to have resulted in the Bank's shifting some important safeguards due diligence work from the preparation to the supervision phase¿a change the Bank's supervision system is not equipped to handle well. The paper offers several suggestions to advance the sustainability agenda: (i) ensure that the environmental and social assessment process is consistently completed before project approval; (ii) strengthen safeguards supervision; (iii) increase attention to the social aspects of sustainability, (iv) broaden the focus of country environment sector notes to reduce fragmentation of mainstreaming efforts, (v) enhance implementation of the Gender Policy and action plan, and (vi) revisit the allocation of resources for safeguards work.

This Handbook has been created for development partners and civil society actors that design and implement youth employment interventions, particularly in contexts marked by fragility and political-economic crises. Youth employment programmes usually strengthen young people’s business and entrepreneurship skills. They fail to consider the civic and political competencies needed by young people in order to negotiate fair, safe, and decent working conditions and influence the wider policy environment for decent work. The Handbook offers suggestions for integrating youth active citizenship strategies into youth employment interventions, thus building young people’s civic and political skills. Adopting these strategies will strengthen the capacities of young people to engage both private sector and government actors, foster inclusion, and strengthen coalitions that can influence a enabling environment for decent jobs for youth. Recognising that many young people start their trade and businesses in theinformal economy, the Handbook takes their experiences as the point of departure. It is widely recognised that political economy matters for development and development interventions. This also applies to youth employment programming. Ideas in this Handbook recognise that politics influence youth employment opportunities. This is particularly the case in contexts commonly referred to as fragile, conflict-affected and violent settings (FCVS). Approaches to youth employment interventions need to respond to these dynamics to avoid that powerful actors capture them to serve their interests and avoid increasing risks to conflict. Moreover, the Covid-19 pandemic has proved that fragility is multidimensional and manifests in many countries across the globe. Early on in the pandemic, it quickly became clear that the informal economy would be hard hit. In addition, the challenging politics of FCVS influence opportunities for both formal and informal employment.

Abstract:
The Heartland Inventory and Monitoring Network has monitored white-tailed deer over an 18-year period (2005–2022) within a defined survey area of Wilson’s Creek National Battlefield, documenting both a rapid decline and recovery in the population. The rapid die-off was the result of a region-wide hemorrhagic disease outbreak reported by the Missouri Department of Conservation that started in the fall of 2005, six months after we initiated deer monitoring. Although declines occurred 2005 to 2007, 2016 to 2017, and 2019 to 2022, the deer population still increased on average by 7.2% annually. The number of deer in the survey area ranged from a low of 14.9 ± 10.1 (mean ± 95% CI) individuals/km2 in 2007 to a high of 167.2 ± 57.4 individuals/km2 in 2016. The visible area surveyed each year varied between 0.7 and 1.1 km2 (coefficient of variation = 14.1%). Annual deer harvest data in the area nearby Wilson’s Creek National Battlefield exhibit similar trends to our annual adjusted counts suggesting that factors other than hunting maybe driving annual changes in deer population size in most years. However, these trends were not significantly correlated (r = 0.34, p = 0.33), so this relationship is only speculative. Overall, the increasing number of deer pose several problems for Wilson’s Creek National Battlefield. First, increasing deer populations add a level of complexity to implementing Wilson’s Creek National Battlefield Cultural Landscape Report recommendations. Deer preferentially browse native vegetation over exotic vegetation, promoting the spread of exotic species, and the success of tree plantings can be curtailed by heavy deer browsing. Second, controlling deer-related disease, some of which can affect domestic livestock and human health in and around the park, becomes increasingly harder as the deer population increases. Third, as additional ancillary data suggests, the largely unreported and costly deer-vehicle collisions in and around Wilson’s Creek National Battlefield have the potential to increase when there are more deer.

In IDB-9 the Board of Governors of the Inter-American Development Bank (IDB) mandated the adoption of a results-based budgeting process (RBB) that would be aligned to and would help achieve the key performance targets of the Corporate Results Framework (CRF), as well as improve accountability and transparency. In addition, they mandated the use of a Balanced Score Card Performance Management System (BSC) that would incorporate the results from an External Feedback System (EFS). The Governors also requested that the Bank continue its efforts to improve organizational efficiency. The IDB has made significant progress in improving the quality and availability of information related to the budget and the associated work program, and in developing and enhancing the systems to support the budget planning and monitoring process. Many of the actions defined in the RBB Framework document can be considered complete from a technical perspective, but the RBB is still a work in process. One major area that RBB planners underestimated was the effort and time it would take to create an organization that uses data to manage for results. This effort must involve all levels of Management and be accompanied by appropriate incentives. Work on this cultural change has started but will extend beyond the planned three-year RBB implementation period. The BSC effort resulted in organizational learning and the development of a number of performance indicators, but it failed to achieve its objective of implementing a BSC that would provide the Bank with a Strategic Planning and Management system to help ensure the alignment of business activities with organizational strategy and provide a focused, comprehensive perspective of the Bank¿s organizational performance.The EFS is just being restarted, and preliminary results are expected in early 2013. Work is under way to improve operational efficiency, but the RBB data provide limited support to this activity, as most of the efficiency indicators are related to cycle times and not budget. OVE provides several suggestions for future work: (i) increase the focus, attention, and resources devoted to the RBB change management process to help achieve the culture change needed to create an organization that "manages for results"; (ii) plan for the involvement of all levels of Management, use internal and external experts in this process, and recognize that the process will take time; (iii) with Human Resources, create and implement incentives to recognize and reward behavior and good practices that can change the Bank¿s culture; (iv) consider raising the sponsorship level of the RBB, possibly combining it with the Program Optima governance structure; (v) focus on creating a limited set of performance indicators that drive the Bank¿s business and that link to its strategy, objectives and priorities; and (vi) reexamine the budget process to identify key constraints (for example, the head count ceiling) and reexamine the timing of performance reporting and budget allocations/reallocations to ensure alignment.
