AbstractInterpretation of the intentions of government in policy matters is a crucial, if normally implicit, aspect of policy analysis. Canadian policy analysts enjoy a significant advantage in having at their disposal a large body of legal-historical evidence of policy conflict between levels of government, which, if properly interpreted, can aid the process of determining the intentions of government policy. Using an example of conflicting interpretations of government intentions contained in the literature on Canadian political economy, it is argued that the use of legal-historical records

AbstractBecause of the symbolic and religious importance of cult statues in ancient Mesopotamia, these images were targeted on numerous occasions by invading forces as part of the conquest of a foreign polity. In the case of the Assyrians, triumphant kings would sometimes list cult statues from a newly-conquered city or group as spoils of war, alongside members of the royal family, their subjects, and their precious goods. Such acts of divine deportation are sometimes called “godnapping” in secondary literature. A conspicuous feature in godnapping reports is the paucity of divine names mention

Abstract:
This paper discusses the reform of institutions of justice as a way to eradicate violence in society. The use of violence has long been the method by which numerous societies have resolved disputes. However, the resort to violence only tends to engender more violence. Democratic values and the observance of human rights are impossible to promote and sustain in an atmosphere of disorder and retributive acts. It is generally agreed that instability and violence result from the state's loss of monopoly of legitimate physical force, the incapacity for social reform through legal channels, corrupti

Pipelines fail due to various causes. The "outside forces" incident category includes acts of man (such as impact damage by earth moving machinery) but it also embraces acts of nature. Outside forces has been the dominant incident category in most Western World oil and gas transmission pipeline systems. This trend remains currently, with these results reflecting incident experience for 2002. Whi

Abstract:
The attacks on nuclear installations in Ukraine by the Russian military in 2022 were unprecedented. Nuclear security aims at prevention, detection and response to malicious or unauthorized acts by non-state actors, not the armed forces of a state. However, an international armed conflict creates new circumstances in which a national nuclear security regime must operate. In March 2022 the director general of the International Atomic Energy Agency (IAEA) highlighted ‘seven indispensable pillars of nuclear safety and security’ in extraordinary circumstances. There are three further areas in which
