Tomioka, Tatsuaki. "State of affairs dynamics in prose fiction." Thesis, University of Edinburgh, 1995. http://hdl.handle.net/1842/7523.

Full text
Abstract:
This thesis is a linguistic/ontological inquiry into narrative dynamics. Particular attention is drawn to elucidating the mechanism for recognising story events as one reads narrative discourse. The overall discussion is a criticism of formal approaches to narrative dynamics which tend to make observations on the assumption that there is a fixed relation between language form and meaning (e.g. the distinction between events and non-events in narrative circumstances). As two possible factors responsible for preventing formal analysts from taking an elastic view of story-event structure in narrative, I point out overly metalinguistic and metatemporal attitudes held by many narrative poeiticians, grammarians and formal semanticists. The recognition of narrative dynamics is primarily concerned with our concept of time, so that this thesis focuses a good deal of attention on explicating how time can be conceptualised in narrative. The basic component of the argument, therefore, is made up of ontological observations concerning time, event, and change, which are mainly made in Chapters 3 and 5. This thesis concludes that overly metalinguistic and metatemporal approaches to narrative dynamics tend to be fallacious, and that it is the commonsensical view that counts in the recognition of the event structure in narrative discourse. A hypothetical stance I adopt in constructing a narrative theory is the viewpoint of the ordinary reader of narrative fiction who is not formally trained, and therefore, does not necessarily respond to narrative texts in a highly metalinguistic or metatemporal way. The importance of assuming the ordinary reader's viewpoint for the proper recognition of the story-event structure of narrative is referred to in many different respects throughout the thesis.

Abstract:
February 2003 was the inauguration of the Foundations of Excellence project with an open invitation to chief academic officers at approximately 900 of both the American Association of State Colleges and Universities (AASCU) and the Council for Independent Colleges (CIC) member institutions. The Policy Center on the First Year of College, under the direction of the Executive Director, John N. Gardner, invited the various campuses to develop standards and guidelines for the first year, which were termed as Foundational Dimensions or simply Dimensions. As a result, over 200 member institutions agreed to participate in the project by establishing campus-wide task forces to look at the initial list of six Dimensions developed by the Policy Center and Penn State research partners. These Dimensions were designed to be essential characteristics of institutional effectiveness in promoting the learning and success of every first-year student. This is a case study of one of the founding institutions of the Foundations of Excellence endeavor, Public State University (PSU). In particular, this study utilizes the Foundations of Excellence Dimensions Statements as a basis to assess Public State University’s first-year experience collaboration efforts. Furthermore, this research is specifically grounded in the 2nd Dimensions Statement of the Foundations of Excellence, looking at what the Public State University first-year experience program looks like through academic affairs and student affairs collaborative partnerships. This study specifically examines PSU’s established partnerships within the First Year Orientation and Advising Committee (FYOAC) and the University College Advisory Council (UCAC) and determines what participants mean by collaboration. Through the use of a rubric, the analysis of the data resulted in a significant finding in reference to collaboration literature. The findings indicated that the literature on academic and student affairs collaboration should include information on institutional culture and investigate whether the underpinnings of institutional culture are actually social systems that are inextricably tied to their external environments, which in turn have a direct impact on foundational benchmarks on collaboration for First-Year Experience programs. Implications of this study’s results are addressed, limitations of this study are discussed, and recommendations for future research are given.

Abstract:
From its formation, the American federal government partnered with private organizations to accomplish state goals. With little formal organizational capacity, the American state relied on the resources and credibility of private organizations. This thesis investigates the success of public-private partnerships in American state-building. By looking at alternative enforcement mechanisms, this thesis adds to theories of state-building and private power. The American experience helps us conceive a more nuanced perspective on state formation that recognizes the state’s varying tools rather than focusing solely on the development of formal organizational capacity. The questions driving this thesis are: How can public-private partnerships expand state capacity? Are there systematic differences in the outcomes and purposes of partnerships based on the branch of government – whether legislative, presidential, bureaucratic, or judicial – that mediates the partnership? My case studies examine the use of partnerships in the early state’s interactions with American Indian tribes. The cases put these general questions into more focus by examining if these partnerships expanded state capacity to dictate the terms of engagement and the content of racial orders. When these partnerships expand capacity, I explore the ways in which this state goal is accomplished. However, I remain acutely aware of the potential for partnerships to both fail to build capacity or become merely means to service a private interest.

Abstract:
State court systems function in much the same manner as any other government agency in terms of organization and management to utilize public resources in order to provide a public service. The question posed in the late 19th century was whether the courts should be organized and managed as they had been for centuries as local entities locally controlled and operated or transferred to the state level. The desired end was a more efficient use of public resources to achieve faster disposition of cases. This reorganization, called unification, was made up of three individual components: 1) consolidation required the reduction in the number of types of trial court in a state to one or two 2) centralization required the surrendering to the state's chief justice, later the newly created office of state court administrator, all managerial control over these courts, and 3) judicial rulemaking required removing from the legislature the power to create rules of practice and procedure in the courts, instead turning that power over to the courts themselves in the form of judicial councils or later state supreme courts. Unification, relying on principles of scientific management, served as the basis for state court reorganization for nearly a century, however the assumption that consolidation, centralization, and judicial rulemaking would lead to greater levels of efficiency in the courts remained effectively untested. Data for the year 2013 was collected to measure state court efficiency in two ways: case clearance rates (number of cases disposed divided by the number of cases filed) and case clearance rates per judge (number of cases disposed divided by the number of judges). An ordinary least squares regression found no apparent relationship between a state's level of unification and its ability to clear its trial court caseloads.

Abstract:
Shoulder arthroplasty is a reliable procedure used to treat glenohumeral arthritis thanks to the efforts of many orthopaedic surgeons and design engineers over the past thirty years. Surgeons such Drs. Charles Neer and Robert Cofield were instrumental to making clinical observations that were effectively translated into improving implant design and clinical outcomes. Yet, there remains much room for further growth and development. With the increase numbers of shoulder arthroplasties performed, new observations and problems have been recognized that remain unanswered.

This research seeks to study Sharia politics in its broad sense, its features and principles, to build the state in order to facilitate the life of human society, reform it, and achieve its immediate and future interests. This can only be achieved by managing the affairs of the state, which must have three conditions and pillars: the people, the territory, and the authority. We establish a harmonious society based on the principles of justice, freedom, and consultation. The Prophet, may God bless him and grant him peace, relied in his policy for the people while building the Islamic state on these landmarks and principles, and after him the Rightly Guided Caliphs, and therefore the state must preserve these landmarks and principles so that it can manage and manage public affairs. In a way that ensures achieving interests and eliminating harms, within what does not exceed the limits of Sharia law and its universal principles

Aus dem Abstract: Description logic (DL) ABoxes are a tool for describing the state of affairs in an application domain. In this paper, we consider the problem of updating ABoxes when the state changes. We assume that changes are described at an atomic level, i.e., in terms of possibly negated ABox assertions that involve only atomic concepts and roles. We analyze such basic ABox updates in several standard DLs by investigating whether the updated ABox can be expressed in these DLs and, if so, whether it is computable and what is its size.

Abstract:
The United Nations Report on Military Expenditures (UNMILEX) is a reporting Instrument established by the UN General Assembly. Each year all UN member states can voluntarily provide data on their military expenditures to enhance multilateral transparency in military matters. In recent years less than 50 states on average per year have participated in the instrument. However, most states release public information on their military spending at the national level, which could directly support submissions for UNMILEX. To assist the revival of the instrument and to contribute to transparency in military affairs, this guide aims to support officials in preparing their country’s annual submission for UNMILEX. It provides step-by step advice and concrete examples on how to use the information readily available in public government budget documents to fill in UNMILEX submissions. It discusses the definition of ‘military expenditure’ for UNMILEX purposes, shows where to find budget documents and explains whether to report on actual or planned expenditures. Most importantly, the guide gives instructions on how to transcribe data from national budget documents to the correct UNMILEX form. The focus is on making participation easy by using the simplified or single-figure form.

Abstract:
This study examines Mozambican popular music to investigate three questions: Are notions of empowerment and accountability present in popular music in Mozambique? If so, what can these existing notions of empowerment and accountability reveal about relations between citizens and state institutions in general and about citizen-led social and political action in particular? In what ways is popular music used to support citizen mobilisation in Mozambique? The discussion is based on an analysis of 46 protest songs, interviews with musicians, music producers and event promoters as well as field interviews and observations among audiences at selected popular music concerts and public workshops in Maputo city. Secondary data were drawn from radio broadcasts, digital media, and social networks. The songs analysed were widely played in the past two decades (1998–2018), a period in which three different presidents led the country. Our focus is on the protest song, conceived as those musical products that are concerned with public affairs, particularly public policy and how it affects citizens’ social, political and economic life, and the relationship between citizens and the state.
