Abstract:
The article highlights the current state and problems of vocational health professional education of physicians and nurses in the specialty «cosmetology». Legal documents: orders, instructions, regulations on the activities of medical practitioners and nurses in the specialty «cosmetology» are described. The authors noted that availability of qualified staff, regularly and systematically improving their professional skills, not only the student´s individual technologies, largely determines the quality and safety of services provided on cosmetology. The authors believe that cosmetologist must have higher professional education in one of the specialties: «General medicine», «Pediatrics», he should complete his residency training on the specialty «Cosmetology» or to complete a professional retraining on specialization «Cosmetology» in the presence of higher education on the specialty «Dermatovenereology». During labour activity a doctor is obliged to obtain additional professional education at least once in five years, what determines the quality of his activities.The authors note, there are the need for greater involvement in the training of private health organizations, which have modern material and technical base and highly qualified personnel.

Abstract:
The current state of the cosmetology industry in the field of eyelash extension services is analyzed. It is concluded that the popularity of this type of service, despite the negative impact on eye health, will grow in the near future. The main symptoms that occur when using this procedure are analyzed. Among the most common symptoms should be noted a feeling of heaviness of the eyelids, burning, discomfort associated with a decrease in the field of view. It is noted that despite a number of works in this area to date, there is insufficient research, both from the point of view of the analysis of clinical cases, and from the point of view of developing safer adhesive compositions. An analysis is made of the characteristics of adhesives used in domestic cosmetology rooms. At the same time, attention was paid to the following: country of production, composition, texture and texture, setting speed, wearing time, shelf life, recommended temperature and humidity level. A typical composition of glue for eyelash extension contains the following components: cyanoacrylate and its derivatives (± 90 %); polymethylmethacrylate (PMMA) (± 6 %); black pigment - carbon black (± 4 %).

Abstract:
Introduction: The cosmetologists' health complications can be inducted by their work conductors. The presence of numerous biological harmful factors in their future workplace requires from graduates the faculty of cosmetology extensive knowledge about health threats and prevention methods. Purpose: The survey aimed to get to know and compare the knowledge of students of the first and third year of Cosmetology at the Lomza State University of Applied Sciences on the biological hazards present in cosmetologist's work. Materials and methods: 50 female students (24 first-year students and 26 third-year students) took part in the survey. Results: In almost all cases, responses from third- year Cosmetology showed a higher level of knowledge of biological infections which may threaten in the beauty parlor for themselves and their clients. Also, in the area of preventing the spread of these infections, they had a higher knowledge than their younger friends. Conclusions: The level of knowledge of third-year students is significantly higher than the knowledge of first-year students in Lomza State University of Applied Sciences. It is satisfactory that first-year students who already started education in this field, they know biological threats.

Abstract:
Objective: to evaluate the incidence of sexually transmitted infections (STIs), in patients of State Research Center of dermatology and cosmetology Russian Ministry of Health in comparison with indicators of morbidity in the Russian Federation. Material and methods. A retrospective analysis of the structure appeals to the department of infectious urogenital diseases of Russian Ministry of Health for the period from 2011 to 2015. Results. The result of the department of sexually transmitted infections of State Scientific Center for Dermatovenereology and Cosmetologymost frequently recorded patients with anogenital (venereal) warts, syphilis and chlamydial infection. Moreover, the majority of women (52%) identified inflammatory diseases of the vagina, vulva, cervix and changes cervical mucosa. It was found that in Moscow and among patients of State Scientific Center for Dermatovenereology and Cosmetology regardless of sex the most common diseases are anogenital (venereal) warts, while in Russia and Central Federal District -urogenitalny trichomoniasis. Significant prevalence of HPV infection, in view of oncological vigilance and frequent combination with inflammatory diseases of the genital organs, demonstrates the need for prevention of infection among the active population and the fast development of effective methods of early diagnosis and therapy.

Since the moment of their appearance in the second half of the 20th century, application forms have attracted the attention of the specialists involved in the skin application of pharmacologically active agents. Herewith, both localized exposure to the external integuments and the possibility of achieving a systemic effect, are of interest. The range of products used in modern films, is also wide – from pharmaceutical substances to biologically active components of cosmetics.The aim of the present work is to study the current state of research in the field of the creation and improvement of medicinal and cosmeceutical films.Materials and methods. The study was conducted on the base of patent information (fips.ru, findpatent.ru) and information and search databases - the State register of medicines (grls.rosminzdrav.ru) and the data from the Federal accreditation service (www.fsa.gov.ru), as well as scientific libraries (Google Scholar, eLIBRARY, PubMed) and reference literature.Results. Native and foreign medicinal films have longer than a 50-year history of their existence in the pharmaceutical market. Modern scientists’ interest in this application form, does not fade away due to a great number of its positive characteristics. In addition to pharmaceutical applications, films are widely used in cosmetics in the form of masks applied to the skin. Biologically active substances are widely used in cosmetics which, in recent years, has led to the emergence of a group of cosmeceutical products that combine medical and cosmetic films. The article also discusses film manufacturing technology, active substances, as well as polymers used for medicinal and cosmetic films presented in the Russian market.Conclusion. The analysis of the literature data makes it possible to conclude that the development of films is promising in both medicine and cosmeceuticals.

Abstract:
The environmental factors influence, quite often, negatively affects the state of health. Many of them, such as smoking, deterioration in ecology, uncontrolled alcohol intake, are in detail studied in terms of harm to a human body. Nevertheless, new technologies which action is insufficiently studied, are actively introduced into modern life. So, the use of cosmetology procedures can be a striking example. Now the prevalence of such procedures as eyelash extension, a permanent make-up a century, botulotoxin injections in a periorbital zone, assumes a wide scale. In foreign and domestic literature there are more and more messages about development of the complications which arose owing to use of the above-stated procedures. There are two clinical examples from our practice in this article. They demonstrate the complications which arose after holding a procedure of eyelash extension — acute toxic-allergic conjunctivitis and after a permanent make-up — a chemical burn of a cornea. In these clinical cases of a complication arose due to aggressive action of a chemical basis of the glue applied at eyelash extension and cream-anesthetic which is applied on eyelids before a permanent make-up a century. Treatment of patients included antiinflammatory, antihistaminic, antibacterial therapy and also a long course of the tear replacement therapy applied as keratoproteсtive therapy and for prevention of development of a dry eye syndrome. Considering scales of prevalence of cosmetology procedures in recent years, it is necessary to inform specialists and patients on potential risk of development of the complications connected with the above-stated procedures. The clinical examples given in the article and literature data, demonstrate that in case of cosmetology procedures complications it is necessary to carry out timely rendering the qualified medical ophthalmologic care. It is connected with the fact that, quite often, the cosmetology manipulations, even positioned as harmless, in particular, a permanent make-up of eyelid and eyelash extension can lead to heavy complications, up to vision loss.

Abstract:
The article considers and analyzes an important stage in the development of laser systems for metal vapor from the point of view of biomedical applications. Since the advent of the first generation of domestic medical facilities with pulsed lasers on metal vapors, in particular, copper vapors (LSM), which were created in the FSUE “Research and Production Enterprise ‘Istok’”, not much time has passed. Now similar studies are widely developed and include a variety of uses, for instance, in oncology for treatment with photodynamic therapy (PDT), angioplasty of intravascular destruction of atherosclerotic lesions, dermatology and cosmetology for the treatment of facial skin defects, as well as otorhinolaryngology, gynecology, proctology, urology, and others. In that cases, doctors use the Yantar-2Fand Yakhroma-2 installations, developed on the basis of the “Kurs” LPM with radiation wavelengths λ = 510.6 nm and 578 nm and the average radiation power Prad= 5–10 W and tunable in wavelengths in the range of λ = 620–670 nm. Laser radiation is delivered to the affected area of a bio-object using a flexible light-guide cable with a diameter of 400, 600 or 800 μm fiber, which is one of the most convenient medical instruments. A compact and air-cooled medical installation of the new generation “Yakhroma-Med” based on the pulsed LPM “Kulon” with an average radiation power at the output of the light-guide cable Prad= 1–3 W uses in dermatology and cosmetology (together with the Lebedev Physics Institute of the Russian Academy of Sciences). Today, YakhromaMed is the leader in non-ablative technologies and is optimal for removing vascular, pigmented and unstained skin defects, treating acne and smoothing wrinkles. It is used in more than 100 clinics in Russia and abroad. Moreover, for scientific and practical medicine in the field of oncology, low-intensity laser therapy and surgery, dermatology and cosmetology, etc., a compact air-cooled industrial multifunctional high-intensity medical unit “Kulon-Med” (similar to Yakhroma-Med) based on two pulsed lasers was developed: LM “Kulon” with an average radiation power Prad= 10 W and LVRK with radiation tunable in wavelengths in the range λ = 620–750 nm and radiation power Prad= 1–3 W (together with Ltd. NPP VELIT, Kurchatov Institute and the Hertzen Hermitage Research and Development Institute). The laser radiation is transported using four flexible light-guide cables with a conductive quartz fiber diameter of 400 and 600 μm, which makes it possible to perform a therapeutic and prophylactic procedure simultaneously in several rooms. Medical facilities of this class have been put in many medical institutions. This report on the use of CVL in medicine says only about the developments in theMoscow region.

Abstract:
Objective. General cryotherapy effect on the human body with cooling gas is a physiotherapy method, the positive effect of which has been proven for more than 40 years of use (including in Russia, which is one of the leaders in this field). The objective of the study was to assess the prospects for the development of technical support for cryomedical effects on human organs. Methods. The work presents an overview and analysis of the current state of the technical support of this cryomethod. Results. The prospects for the method development and directions for improving the equipment are shown. It is noted that the development of the method is limited primarily by the lack of accuracy of cryotherapy and relatively high cost. Conclusion. Low-temperature therapeutic equipment can potentially be located not only in medical, cosmetology, sports facilities but also in office centers. The key in this direction is the development of technical support capabilities, which will further allow practitioners to impulse the development of methods for applying cryotherapy with cooling gas in the mass use of this physical factor in medicine.

Abstract:
Purpose: to study the effectiveness of a combined method that includes a course of magnetolaserophoresis of longidase and diadinamophoresis of collalizin 1000 KE (collagenase units) in correcting complications of lip contouring that occurred when a large volume of filler or surface injection of a drug based on stabilized hyaluronic acid into the skin. Material and methods. We observed 31 women aged 25 to 32 years with complications after the introduction of a filler based on stabilized hyaluronic acid with localization in the lip area. Were allocated to three groups who received a course of magnetolaserotherapy of longidaza, the rate of diadynamophoresis of collalizin, or a combination. Results. The use of a combined course of longidase magnetolaserophoresis with collazine diadinamophoresis has a significant clinical effect, reducing edema, gel contouring phenomena and stabilizing the psychoemotional state of patients. In addition, the treatment complex significantly accelerates the biodegradation of the filler and has a restructuring effect on the lip tissue, gives a pronounced effect of reducing the thickness of the dermis and increasing the density coefficient of the dermis, which is probably due to a decrease in intra-dermal edema that occurs as a reaction to a surface-injected filler. Conclusions. Combined use of magnetolaserotherapy of longidaza and diadynamophoresis of collalizin to the lip when complications in the form of a surface of introduction of the filler or injecting too much of the drug based on stabilized hyaluronic acid is a highly effective method of treatment, which is confirmed by relief of clinical symptoms and improvement in quality of life of patients.

Abstract:
State Owned Companies (SOC) have proven to be a vital component for economic growth and have also played a significant role globally to drive economic progression or resurrect collapsing economies. South Africa currently has an excess of 700 SOCs that contributes approximately 9.2% to the Gross Domestic Products, and these entities have been exposed to numerous challenges that range from recurring poor financial performances, high staff turnover at board level, incompetency, corruption and leadership conflicts mainly driven by poor governance structures. This research study focuses on board characteristics within the SOC that can optimise organisational effectiveness and performance. The study was quantitative in nature and was conducted on SOCs across various sectors and government departments. In determining the board characteristics, which represent an independent variable, the following attributes were chosen, gender, race, qualifications, age, experience, board committees, while the relevant outcome being organisational effective/performance was assessed used the EBITDA level, return on assets and audit opinion. The research paper raised two questions, whether board compositions are essential for SOCs success and what characteristics of a SOC board structure may influence the effectiveness of these organisations and ultimately, their performance? Three hypotheses were raised relating to availability of board structures and impact on performance, the impact of political appointees on board independence and whether diversity at board impacts company performance. The research confirmed the theory in that politically appointed directors have little impact on company performance, and that adequate board structure have weak relationship to company performance and that diversity at board level, depending on attribute, does have a positive impact on company performance.

Abstract:
Most of fully-autonomous vehicles are equipped with GPS devices in order to keep track of their exact location while driving towards any target destination. However, it is widely known that GPS systems are likely to fail under certain conditions, e.g., in long tunnels or during very bad weather conditions. In this master thesis work we present an Extended Kalman filter (EKF) framework for dead-reckoning in au-tonomous trucks equipped with a CPU, a gyroscope and four simulated sensors: a GPS, a magnetometer and two rotary encoders for velocity. The EKF will fuse the sensors measurements with a prediction that uses the kinematic model of a non-holonomic vehicle. In order to improve the estimation of the yaw angular position when a GPS outage is reported a new calibration method based on the rotation matrix is applied. This method is proven to e˙ectively decrease the error while driving in GPS denied environments.The tests are performed in a real-time embedded system, NI myRIO, that runs on-board of a 1:14 scaled Scania truck. The performance results confirm the correctness of our framework under short-term GPS outages, during many driving loops. Additionally, during long-term outages the estimation works pretty well for one loop and it has a good performance for multiple loops due to the unavoidable sensor drifting.
De flesta av fullt autonoma fordon är utrustade med GPS-enheter för att hålla reda på sin exakta position när man kör mot ett mål destina-tion. Det är dock allmänt känt att GPS-system kommer sannolikt att misslyckas på vissa villkor, till exempel, under långa tunnlar eller under mycket svåra väderförhållanden. I detta examensarbete presenteras ett Extended Kalman filter (EKF) ramverk för dead-reckoning i autono-ma lastbilar utrustade med ett gyroskop och fyra simulerade sensorer: en GPS, en magnetometer och två roterande pulsgivare för hastighet. EKF:n kommer säkring sensorerna mätningar med en förutsägelse som använder den kinematiska modellen av ett icke-holonomiskt fordon. För att förbättra uppskattningen av gir vinkelposition när en GPS-avbrott rapporteras testade vi en ny kalibreringsmetod baserad på rotationsma-trisen. Denna metod har visat sig att e˙ektivt minska fel vid körning i GPS förnekade miljöer.Testerna utförs i en realtid inbyggda system, NI myRIO, som går ombord på en 1:14 skalade Scanialastbil. Prestanda resultat bekräf-tar riktigheten av våra ramverk under kortfristiga GPS avbrott, under många driv loopar. Dessutom, vid långtidsavbrottuppskattningen fun-gerar ganska bra för en slinga och har en bra prestanda för flera slingor på grund av den oundvikliga sensorn drifting.

Doctor of Philosophy (Educational Leadership and Policy Studies), May, 2008, Virginia Polytechnic Institute and State University, Blacksburg, Virginia. A study was conducted involving the American Association of School Administrators (AASA) State Superintendents of the Year to gain information related to their perceptions and strategies for success and longevity. The study examined the factors of personal traits, school board relationships and current instructional issues such as No Child Left Behind and IDEIA to determine which, if any, contributed to their longevity and success of tenure. Surveys were mailed to all 150 State Superintendents of the Year, as identified by AASA. Descriptive were analyzed to examine trends and possible correlations. Strategies used to build board-superintendents relationships and deal with educational mandates, their perceptions of the effectiveness of their boards, the impact of educational mandates, and personal and professional characteristics of these superintendents were found.

Abstract:
An economic and population boom in the 1890s created opportunities for architects to find work and fame in Western Australia. Architecture, therefore, became a viable profession for the first time, and the number of practicing architects in the colony (and then state) quickly grew. Associations such as the Western Australian Institute of Architects were established to organise the profession, but as the number of architects grew and Western Australian society matured, it became evident that a role for government was required to ensure practice standards and consumer protection. In 1921, therefore, the Architects Act was passed, and, in the following year, the Architects Board of Western Australia was launched. This report traces the evolution and transformation of professional architectural practice since then, and evaluates the role and impact of the Board in its first century.

Abstract:
At their most basic level taxes carry, in the words of Schumpeter ([1918] 1991), “the thunder of history” (p. 101). They say something about the ever-changing structures of social, economic, and political life. Taxes offer a blueprint, in both symbolic and concrete terms, for uncovering the most fundamental arrangements in society – stratification included. The historical retellings captured within these data highlight the politics of taxation in Alabama from 1856 to 1901, including conflicts over whom money is expended upon as well as struggles over who carries their fair share of the tax burden. The selected timeline overlaps with the formation of five of six constitutions adopted in the State of Alabama, including 1861, 1865, 1868, 1875, and 1901. Having these years as the focal point makes for an especially meaningful case study, given how much these constitutional formations made the state a site for much political debate. These data contain 5,121 pages of periodicals from newspapers throughout the state, including: Alabama Sentinel, Alabama State Intelligencer, Alabama State Journal, Athens Herald, Daily Alabama Journal, Daily Confederation, Elyton Herald, Mobile Daily Tribune, Mobile Tribune, Mobile Weekly Tribune, Morning Herald, Nationalist, New Era, Observer, Tuscaloosa Observer, Tuskegee News, Universalist Herald, and Wilcox News and Pacificator. The contemporary relevance of these historical debates manifests in Alabama’s current constitution which was adopted in 1901. This constitution departs from well-established conventions of treating the document as a legal framework that specifies a general role of governance but is firm enough to protect the civil rights and liberties of the population. Instead, it stands more as a legislative document, or procedural straightjacket, that preempts through statutory material what regulatory action is possible by the state. These barriers included a refusal to establish a state board of education and enact a tax structure for local education in addition to debt and tax limitations that constrained government capacity more broadly. Prohibitive features like these are among the reasons that, by 2020, the 1901 Constitution has been amended nearly 1,000 times since its adoption.
