Abstract:
State Owned Companies (SOC) have proven to be a vital component for economic growth and have also played a significant role globally to drive economic progression or resurrect collapsing economies. South Africa currently has an excess of 700 SOCs that contributes approximately 9.2% to the Gross Domestic Products, and these entities have been exposed to numerous challenges that range from recurring poor financial performances, high staff turnover at board level, incompetency, corruption and leadership conflicts mainly driven by poor governance structures. This research study focuses on board characteristics within the SOC that can optimise organisational effectiveness and performance. The study was quantitative in nature and was conducted on SOCs across various sectors and government departments. In determining the board characteristics, which represent an independent variable, the following attributes were chosen, gender, race, qualifications, age, experience, board committees, while the relevant outcome being organisational effective/performance was assessed used the EBITDA level, return on assets and audit opinion. The research paper raised two questions, whether board compositions are essential for SOCs success and what characteristics of a SOC board structure may influence the effectiveness of these organisations and ultimately, their performance? Three hypotheses were raised relating to availability of board structures and impact on performance, the impact of political appointees on board independence and whether diversity at board impacts company performance. The research confirmed the theory in that politically appointed directors have little impact on company performance, and that adequate board structure have weak relationship to company performance and that diversity at board level, depending on attribute, does have a positive impact on company performance.

Abstract:
Most of fully-autonomous vehicles are equipped with GPS devices in order to keep track of their exact location while driving towards any target destination. However, it is widely known that GPS systems are likely to fail under certain conditions, e.g., in long tunnels or during very bad weather conditions. In this master thesis work we present an Extended Kalman filter (EKF) framework for dead-reckoning in au-tonomous trucks equipped with a CPU, a gyroscope and four simulated sensors: a GPS, a magnetometer and two rotary encoders for velocity. The EKF will fuse the sensors measurements with a prediction that uses the kinematic model of a non-holonomic vehicle. In order to improve the estimation of the yaw angular position when a GPS outage is reported a new calibration method based on the rotation matrix is applied. This method is proven to e˙ectively decrease the error while driving in GPS denied environments.The tests are performed in a real-time embedded system, NI myRIO, that runs on-board of a 1:14 scaled Scania truck. The performance results confirm the correctness of our framework under short-term GPS outages, during many driving loops. Additionally, during long-term outages the estimation works pretty well for one loop and it has a good performance for multiple loops due to the unavoidable sensor drifting.
De flesta av fullt autonoma fordon är utrustade med GPS-enheter för att hålla reda på sin exakta position när man kör mot ett mål destina-tion. Det är dock allmänt känt att GPS-system kommer sannolikt att misslyckas på vissa villkor, till exempel, under långa tunnlar eller under mycket svåra väderförhållanden. I detta examensarbete presenteras ett Extended Kalman filter (EKF) ramverk för dead-reckoning i autono-ma lastbilar utrustade med ett gyroskop och fyra simulerade sensorer: en GPS, en magnetometer och två roterande pulsgivare för hastighet. EKF:n kommer säkring sensorerna mätningar med en förutsägelse som använder den kinematiska modellen av ett icke-holonomiskt fordon. För att förbättra uppskattningen av gir vinkelposition när en GPS-avbrott rapporteras testade vi en ny kalibreringsmetod baserad på rotationsma-trisen. Denna metod har visat sig att e˙ektivt minska fel vid körning i GPS förnekade miljöer.Testerna utförs i en realtid inbyggda system, NI myRIO, som går ombord på en 1:14 skalade Scanialastbil. Prestanda resultat bekräf-tar riktigheten av våra ramverk under kortfristiga GPS avbrott, under många driv loopar. Dessutom, vid långtidsavbrottuppskattningen fun-gerar ganska bra för en slinga och har en bra prestanda för flera slingor på grund av den oundvikliga sensorn drifting.

Doctor of Philosophy (Educational Leadership and Policy Studies), May, 2008, Virginia Polytechnic Institute and State University, Blacksburg, Virginia. A study was conducted involving the American Association of School Administrators (AASA) State Superintendents of the Year to gain information related to their perceptions and strategies for success and longevity. The study examined the factors of personal traits, school board relationships and current instructional issues such as No Child Left Behind and IDEIA to determine which, if any, contributed to their longevity and success of tenure. Surveys were mailed to all 150 State Superintendents of the Year, as identified by AASA. Descriptive were analyzed to examine trends and possible correlations. Strategies used to build board-superintendents relationships and deal with educational mandates, their perceptions of the effectiveness of their boards, the impact of educational mandates, and personal and professional characteristics of these superintendents were found.

This standard is intended to allow the development of a common set of data playback/reduction software, minimizing the need for a large number of unique programs to handle proprietary data structures. This paper analyzes the Chapter 10 standard from a data processing perspective, providing insight into the benefits and challenges developers will face when writing Chapter 10 software.

Currently discussed trends and new technologies regarding cloud or edge computing imply that even most recent designs and functionalities of digital on-board-control electronics may be outdated and eventually will totally disappear. Additionally, those new technologies attract potential users by promises like new use cases e.g. predictive maintenance or a simplified architecture and reduced installation efforts. On the other hand, automation levels and subsequent requirements are often mixed up or discussed too generally. Nevertheless, what is the rue situation today and in the upcoming years? This study examines how board diversity and characteristics of directors affect the financial and non-financial performance of Swedish state-owned enterprises (SOEs). SOEs are characterized by state ownership, goal complexity, governmental funding and control and are therefore typical examples of hybrid organizations that purse both commercial and political logics. The board of directors (BODs) of SOEs as representatives of the shareholder serve as corporate governance mechanism to control and monitor the organization to achieve financial and non-financial targets. Further, the boards should compose of directors with the appropriate competence and experience as well as integrity and ethical values to govern the challenges for hybrid organizations.Therefore, information of the BODs on Swedish SOEs are conducted regarding their educational background, professional experience, multiple appointments, tenure, gender diversity and age diversity, as well as the amount of state representatives. Financial performance was measured by using Return on Assets and Return on Equity, while non-financial performance was measured as the fulfillment of non-financial goals and the amount of reported and disclosed GRI standards. Our eight research hypothesizes are all based on prior research on corporate governance concerning board diversity and firm performance in both private as well as public organizations. Moreover, institutional logics and upper echelons theory are used to explain the effects of the diversity characteristics on corporate performance. All hypothesizes were rejected due to insignificant relationship. Even though a significant relationship was indicated between professional experience of the directors and financial performance, the hypothesis was rejected, since the relationship was the opposite of the expected.One of the reasons for these results can be that institutional logics and competing goals prevent the BODs from focus too strong on either financial or non-financial targets.

Abstract:
England came to have a nation-wide administrative system for public health in the 1870s. It consisted of the local councils which were designated as sanitary authorities and the Local Government Board (LGB) as the central department. This thesis explores how public health reform was pursued under this administrative system, by tracing the career of Arthur Newsholme (1857-1943), who served as Medical Officer of Health (MOH) for Brighton, 1888-1908, and as Medical Officer to the LGB, 1908-19. The main aim of the thesis is to examine the activities in which Newsholme was involved and his views, in order to consider the development of public health activities, or state medicine, in relation to the traditional notions of government and society in England, that underlay the administrative system such as 'minimal government', , local self-government' or 'voluntarism'. The first half of the thesis deals with public health reform in Brighton during Newsholme's years of office as local MOH. Particular attention is paid to how the scope of public health administration was decided through interactions between the MOH and the local council as a representative body of the community, and to how voluntary efforts were involved in its extension. The second half deals with Newsholme's administrative ideas and activities in the process of, and after, becoming the country's leading health official. By the time of his assumption of office at the LGB, Newsholme envisaged a comprehensive state medical service as the ultimate medical ideal. The thesis examines how he tried to pursue this ideal by means of reconciling it with traditional ideas of government. Special attention is paid to Newsholme's difference from his fellow reformers such as the Webbs and George Newman, particularly in respect of their recognition of the framework of centralllocal relations that underlay the administrative system, and concerning how reforms should or could be proceeded with by means of central bureaucratic initiatives.

Abstract:
Without adequate succession planning (SP) for executive directors, nonprofit organizations risk losing their mission and direction and their ability to sustain the quality of program and services and maintain superior leadership. The purpose of this study was to determine the degree to which SP was being developed and implemented in community action agencies (CAAs) in a southern state. This study also focused on the challenges that these organizations experienced from not implementing SP. This single case study design was based on the theoretical framework of organizational change, using Lewin's 3-stage model. Identified through purposive and snowball sampling, 17 participants from 5 CAAs in a southern state were interviewed using semi structured questions. Both primary interview data and secondary data were analyzed through constant comparison and the identification of themes and patterns, and verified through triangulation, member-checking, and pattern-matching. Secondary data consisted of succession plans, annual reports, bylaws, boards of directors' minutes, IRS 990s, and strategic plans. Findings revealed that 3 of the CAAs under study had a succession plan in place, while 2 did not. The challenges that these CAAs experienced from not implementing SP focused on 5 primary themes: organizational identity, sustainability, salaries, governance, and leadership development. The implications for social change include informing the southern state's CAA leaders, funders, and other stakeholders about the importance of developing written succession plans, integrating SP with leadership development and executive transitioning practices, and the long-term benefits of having these plans in place.

All states have different perspectives and various statutes within broader constitutional law. Perception of public dissatisfaction with public schools has led to choice schooling options for parents. One of the fastest growing choice options in schooling is charter schools; schools privately run by organizations through public funds. This study analyzes the governance of charter schools and how charters operate under legal guidelines and Florida statutes, with significant legislative events cited. This study answers the following questions as they relate to evolution and legal parameters surrounding the charter movement using exploratory case study method: 1) What is the evolution of the charter school movement in the United States and specifically in Florida, and the legal precedence that comes from this reform effort? 2) What are legal parameters regarding the charter school movement nationally? (e.g. constitutional law, statutory law, administrative law, common or court/case law, and contract law) and 3) What present legal structures and parameters affect Florida’s charter school movement? The significance of this study lies in the need to understand significant legal parameters surrounding the current charter school movement and how policies and law related to charter schools impact stakeholders. All of the findings together signify the important role legislators and the judicial powers execute in the ongoing realization of the charter school movement. The legal support of the charter school movement fosters an opportunity for the development of charter schools. With charter school implementation, several issues arise in the process of the charter school practice. The study shows the following themes impacting the charter school movement: regulations, accountability, Special Education, facility concerns, innovations, and employee and legislative issues. Charter schools provide a niche for certain parents desiring a different approach from the local public school. Charter schools provide a niche to parents seeking alternatives to traditional public school education. Charter schools will continue to exist and cater to parents desiring school choice options.

Abstract:
Federal, state, and local government agencies are promoting merit pay systems that are tied to student achievement. The main problem facing governments, school districts, and educators is that money is hard to come by in the current market and choosing where to spend merit pay monies to receive a maximum rate of return on the investment realized in increased student achievement is difficult to determine. This study did explore the student achievement results of third, fourth, and fifth grade state certified, graduate degreed, and National Board Certified teachers in Brevard and Seminole County Public Schools as compared to those of other teachers within and across these schools. The goal of this study was to determine the effectiveness of state certified, graduate degreed, and National Board Certified teachers. For this study teacher effectiveness was defined by their students Lexile Framework for Reading scores from the 2008-2009 school year. The hypothesis is that the Lexile Framework for Reading data demonstrated that there was a statistically significant difference between the learning gains of the students between groups. Overall, the findings indicate that there was a statistically significant difference between the learning gains of the students between groups; however, that change could not be attributed to the factor of teacher category. Specific teacher education levels or certifications did not make any difference in the learning gains as measured by the Scholastic Reading Inventory (SRI), among 3rd, 4th, or 5th grade students in Brevard or Seminole County Public Schools.

Abstract:
Following the positive reception of electric and hybrid transport solutions in the market, manufacturers keep developing their vehicles further, while facing previously undertaken challenges. Knowing the way lithium-ion batteries behave is still one of the key factors for hybrid electric vehicles (HEVs) development, especially for the requirements of the battery management system during their operation. Hence, this project focuses on the necessity of robust yet reasonably simple and cost-effective models of the battery for estimating the health status during the operation of the vehicles. With this aim, the procedure and models to calculate the state-of-health (SOH) indicators, internal resistance and capacity, are proposed and the results discussed. Two machine-learning based models are presented, a support vector machine (SVM) and a neural network (NN), together with one equivalent circuit model (ECM). The data used for training and validating the models comes from testing the batteries in the laboratory with standard performance tests and real driving cycles along the battery lifespan. However, data sets measured in actual heavy-duty vehicles during their operation for three years is also analysed and compared. With respect to this matter, a study of the battery materials, behaviour and operation attributes is carried out, highlighting the main aspects and issues that affect the development of the models. The inputs for the models are signals that can be measured on-board in the vehicles, as current, voltage or temperature, and other derived from them as the state-of-charge (SOC) calculated by the internal battery management unit. Time-series of the variables are used for simulation purposes. The management of signals and implementation of the models is done in the environment of Matlab-Simulink, using some of its in-built functions and other specifically developed. The models are evaluated and compared by means of the normalized root mean squared error (NRMSE) of the voltage output profile compared to that of the tested batteries, but also the error of the internal resistance calculations calculated from the voltage profile for the three models, and the internal parameters in case of the ECM. While despite the difficulties faced with the data, the models can eventually perform accurate estimations of the resistance, the results of the capacity estimations are omitted in the document due to the lack of useful information derived. Nevertheless, the calculation procedure and other considerations to take into account regarding the capacity estimation and data sets are undertaken. Finally, the conclusions about the data used, battery materials and methods evaluated are drawn, laying down recommendations as to design the performance tests following the conditions of the driving cycles, and indicating the higher general performance of the SVM respect the other two methods, while asserting the usefulness of the ECM. Moreover, the battery with NMC material composition is observed to be easier to predict by the models than LFP, also showing different evolution of its internal resistance.

As the connections between textbooks and schools, student self-esteem, and educational success are further articulated, and the ramifications of deficient textbook material are more clearly understood, textbooks become increasingly a source of concern and contention. The purpose of this study is to investigate the representation of African Americans in grade 8 American history textbooks approved by the California State Board of Education in 2005. This study develops a critical approach to identifying embedded power relationships in the text employing five evaluative criteria. These five criteria are ethnocentrism, over-simplification, voice, absence, and inclusiveness. The findings of this study are that, while particular sections of each textbook may be inclusive of African American perspectives and are satisfactory in their representation according to the criteria used in this study, the overarching narrative of American history remains ethnocentric. This study raises pressing concerns regarding the role of teachers and textbooks in delivering an equitable and inclusive curriculum.

This thesis examines the politics of local, governance in the Scottish Highlands, taking the Highlands and Islands Enterprise (HIE) network - made up of a central core and 10 Local Enterprise Companies (LECs) - as its institutional focus. It synthesises regulationist approaches and neo-Marxist state theory to explain LECs as part of a broader process of re-regulation under consecutive Conservative governments. LECs are unelected, business-led agencies operating at the local level. The political discourse through which LECs were established and promoted created expectations of local autonomy among business representatives that clashed with the centralising tendencies of Thatcherism. The thesis examines how the resultant tension between local initiative and central control has been worked out within the HIE network. It relies on data collected from seventy semi-structured interviews with representatives of HIE, LECs, local authorities, businesses and community groups. The initial chapters introduce the research and consider key methodological issues, set out the theoretical framework, and review the practices of the Highlands and Islands Development Board (HIDB, HIE's successor). The thesis then explores the key tension between local initiative and central control, explaining how it has been mediated and resolved through routine institutional practices. It also examines HIE-LECs relations with other key agencies, notably local authorities, through selected examples of multi-agency partnerships and assesses LECs' local accountability and representativeness. Finally, a concluding chapter sets out the main findings and considers their implications. While key managerial 'technologies' such as targeting, audit and financial controls allow central government to monitor and steer the HIE network, the thesis argues that the authoritative resources of the HIE core - grounded in the combination of local knowledge and technical expertise inherited from the HIDB - enables it to adapt key aspects of the operating regime to its own purposes. Local autonomy is limited by the relative centralisation of the Network, and LECs operate in a system of structured flexibility in which their scope to adapt policy to local conditions is constrained by state rules and procedures. In emphasising that local autonomy is limited by hierarchical mechanisms of control, the thesis argues that local governance in the Scottish Highlands continues to be underpinned by government. It also points to the limits of the regulation approach and neo-Marxist state theory as theoretical perspectives, suggesting that neo-Foucauldian writings on govemmentality are useful in providing stronger analytical purchase on the specific mechanisms and procedures through which state regulation is practised.

The purpose of this study was twofold. The first purpose was to determine the extent to which the 14 two-year institutions of the Tennessee Board of Regents system expended funds in functional categories equal to the amount of funds provided by the appropriations funding formula for the same functional categories. The second purpose was to determine the extent to which the 14 two-year institutions expended funds for direct instructional purposes for each academic program equal to the amount of funds provided by the appropriations funding formula for direct teaching purposes for each academic program. Using an archival research design, appropriations funding data and actual expenditure data were collected for the period 1990-91 through 1996-97 relative to the first purpose. Data for only the years 1995-96 and 1996-97 were used for the second purpose. For each of the two purposes studied, the data were adjusted to reflect comparable funding and expenditure data. The final evaluation involved a comparison of the percentage of funding expended by function and by college for the first purpose and the percentage of funding expended by academic program and by college for the second purpose. The evaluation of the percentage of funding expended by function revealed that most colleges and the system as a whole expended approximately 90% or more of the funding for the function for which funds were allocated by the appropriations formula. This level was determined to be positive, because some funding is typically set aside for transfers to plant funds for renewals and replacements. The evaluation of the percentage of funding expended for direct teaching purposes revealed that most colleges and the system as a whole expended approximately 60% or less of the funding for direct teaching purposes. This is permissible according to the policies of the TBR and THEC. The funding formula for direct teaching is based on enrollment and an average full-time faculty salary amount. However, most colleges use part-time faculty to teach a portion of its student-credit-hours; thus, excess funds accrue from this area and are available for use in other areas. Based on the findings of this study, two recommendations are offered. A review of the funding formula with regards to potentially needed modifications is recommended for the specific functions in which either substantially more or less than 100.0% of the funding was expended. Additionally, a formal analysis of the proportion of student-credit-hour enrollment taught by part-time faculty should be made to assist in determining if the funding formula calculation for direct teaching activities should include an element for the proportion of student-credit-hours taught by part-time faculty.

The research was undertaken to highlight the gaps which are systematic which most corporate governance fail to either adhere to or implement. The research will focus on the state-owned companies, these are the companies which were established to stimulate the economic growth with the country in order to be able to contribute to the shareholders and its primary stakeholders which is public through the creation of value that is sustainable. The accountability does articulate the expectations between the shareholder and board members and eventually to the management of the organisation. The other mechanism that articulates what needs to happen in order to maintain good governance within the organisation is the corporate governance principles, the principles gave rise to the independent board of directors as well as their responsibilities. The corporate governance does direct the organisation in terms of how they are to be managed, controlled and directed. A total of 12 interviews were conducted to establish the role played by the board of directors to create value to the shareholders. The board of directors of the state-owned companies who are reporting to the shareholder who is the cabinet minister in the national government were selected. The research methodology used to obtain the data was qualitative using inductive method.

The IT Education Specialist for the USBE, Brandon Jacobson, stated:I feel there is a deficiency of and therefore a need to teach Cybersecurity.Cybersecurity is the “activity or process, ability or capability, or state whereby information and communications systems and the information contained therein are protected from and/or defended against damage, unauthorized use or modification, or exploitation” (NICE, 2018). Practicing cybersecurity can increase awareness of cybersecurity issues, such as theft of sensitive information. Current efforts, including but not limited to, cybersecurity camps, competitions, college courses, and conferences, have been created to better prepare cyber citizens nationwide for such cybersecurity occurrences. In 2017, a meeting was proposed to discuss cybersecurity training methods for Utah high school teachers. Meeting attendees included the researcher, Brigham Young University Cybersecurity Professor, Dale Rowe, the Alpine IT Career and Technology Engineering (CTE) Program Area Specialist, Karsten Walker, and the IT Education specialist for the Utah State Board of Education (USBE), Brandon Jacobson. However, due to limited budget, resources, and time, few results were achieved since the meeting, including a cybersecurity class certification and offering of advanced cybersecurity related courses on UEN’s WebEx Platform (Alpine District only).However, due to limited budget, resources, and time, few results were achieved since the meeting, including a cybersecurity class certification and offering of advanced cybersecurity related courses on UEN’s WebEx Platform (Alpine District only).The research shows that of the 9 school districts reviewed, only 2 of the public high schools taught cybersecurity-focused courses as outlined by the Utah State Board of Education. As a result, Utah is one of the many states unable to fill the shortage of cybersecurity professionals. Thus, this research was conducted to better understand what is inhibiting potential teachers from offering a cybersecurity-focused course. In the hopes of answering the mentioned query, the research involved surveying high school computer teachers about their experience, as well as their perspective on teaching cybersecurity.

The diploma thesis deals with the transparency of Czech state-owned enterprises. Thus how they are run, how they are managed and staffed and how they are regulated. The thesis is divided into four chapters. The first chapter is concern with the constitution of the state-owned enterprises, their development after the change of regime and especially with their sale within the coupon privatization. The second chapter deals with the current privatization of the state-owned enterprises but rather only theoretically and argues whether the state is an appropriate owner and a good bussinesman. The third chapter is devoted to (non)transparency of the state-owned enterprises which means appointing (non)experts to the supervisory boards and (in)sufficient control of these enterprises. The fourth chapter is a case study of Budweiser Budvar. In the end the reader finds the answer to the question whether the set rules for the operation and management of the state-owned enterprises are sufficient.

The assumptions of neoliberalism cooperated the structuring of State reform in 1995, making possible the reorganization of the State Administration Management under the democratic principle that is building since the promulgation of the Federal Constitution of 1988, which in Art.206, reports " The democratic management of public education in the form of the law" (BRAZIL,1998). With the law of guidelines and Bases of National Education nº 9394/1996, we find in articles 14 and 15, the regulation and organization of the insertion of the " democratic management of public education" in the form of the law, with the participation of the school and local community. In the public network of Teaching of Cascavel - PR, the discussion process about the implementation of the School Council began in 2004, however only was only effected after the approval of the Municipal Law nº 6.116, in September 12, in 2012, in municipal schools the direct and secret election for representatives of parents, teachers, servants and students for the mandate of 2013 to 2015. Based on these considerations, we intend, from documentary, bibliographical and field research, to understand and analyze the form of effectiveness and the form of effectiveness and the existing contradicictions concerning the democratic management and the School Board, as well as in which management perspective this collegiate body acts and it's interlocution with the Interative PDDE - Mechanism of the Joint Action Plan of the Ministry of Education and Culture. Field rasearch was carried out through the collections of data, using a semi- strutured questionnaire tonthe Directors (born members of the School Councils of Municipal Schools), in order to characterize the training for conselors, the possibilities and the limits in Democratic Management and Performance of the School Director. The study is based on theoretical approach that takes into account the historical context, the transformations and relations between the subjects. Throughout the research, we revealed that the emphasis on participation or the possibility of discussing some issues in order to consolidate Democratic Management. We note, therefore, that there is a lack of participation and difficulties in mobilizing the school community, since the majority of council members only obey the information and deliberations that have already been taken by the Direction or SEMED.
Os pressupostos do neoliberalismo contribuíram para a estruturação da Reforma do Estado em 1995, possibilitando a reorganização da Administração do Estado com base no modelo Gestão Gerencial. No âmbito educacional, conduziu a reorganização da Gestão Escolar sob o princípio democrático. Este princípio está em construção desde a promulgação da Constituição Federal de 1988, no Art. 206, dispõe que “a gestão democrática do ensino público na forma da lei” (BRASIL, 1988). Com a Lei de Diretrizes e Bases da Educação Nacional nº 9394/1996, percebemos, nos artigos 14 e 15, a regulamentação e a organização da inserção da “gestão democrática do ensino público” na forma da lei, com a participação da comunidade escolar e local. Na Rede Pública Municipal de Ensino de Cascavel - PR, o processo de discussão sobre a implantação do Conselho Escolar iniciou-se em 2004, mas somente foi efetivado após a aprovação da Lei Municipal nº 6.116, de 12 de setembro de 2012, ocorrendo nas Escolas Municipais a eleição direta e secreta para representantes dos pais, professores, servidores e alunos para o mandato de 2013 a 2015. A pesquisa de campo ocorreu por meio da coleta de dados, utilizando-se de questionário semiestruturado aos Diretores (membros natos dos Conselhos Escolares das Escolas Municipais), a fim de caracterizar a formação para conselheiros, as possibilidades e os limites na Gestão Democrática e na atuação do Diretor Escolar. O estudo faz-se a partir de abordagem teórica que leva em consideração o contexto histórico, as transformações e as relações entre os sujeitos. Ao longo da pesquisa, desvelamos que a ênfase na participação ou a possibilidade de discussão de alguns temas em para consolidação da Gestão Democrática. Notamos, assim, que existe ausência de participação e dificuldades para mobilizar a comunidade escolar, uma vez que os membros dos conselhos, em sua grande maioria, apenas acatam as informações e deliberações que já foram tomadas anteriormente pela Direção ou pela SEMED.

This quantitative study examined the perceptions of members of Oklahoma public higher education governing boards and legislators concerning higher education governance. The purpose of this study was to gain a greater understanding among the participants as to the role governing boards should play in the system. The population for the study comprised 142 members of the Oklahoma Legislature and 107 members of 15 Oklahoma public higher education governing boards. The principal investigator used a web-based survey development company to design, collect, and store survey responses. Results from the study were examined using independent samples t tests and one-way ANOVAs. From these tests, 5 out of 15 research questions had statistically significant findings. Analysis of the data revealed that legislators and members of governing boards perceive the role of governing boards differently in some key ways. There were significant differences concerning governing boards primarily serving to promote the interests of individual institutions, with members of governing boards, Democrats, and participants from suburban areas more likely to agree with this position. Members of the legislature were significantly more likely to agree than members of governing boards that the primary role of governing boards is policy implementation. There were also significant differences concerning the role of governing boards serving primarily to keep the expenditure of public dollars as low as possible with participants from urban areas agreeing with this statement.

Atuando como principal mecanismo interno para a diminuição dos custos de agência entre acionistas e gestores, entre acionistas controladores e minoritários, o conselho de administração possui um papel fundamental na governança corporativa das empresas. Por esta razão, o objetivo deste estudo é analisar o papel do conselho de administração. Analisamos o caso concreto da maior instituição financeira do país: o caso do Banco do Brasil e busca-se identificar a sua contribuição para a atual política de governança corporativa adotada pela instituição. É importante destacar a relevância do Banco do Brasil no cenário econômico, político e social nacional. Trata-se da maior instituição financeira da America Latina, alcançando recentemente a marca de R$ 755.706 milhões de ativos administrados. Como uma empresa de economia mista, tem como seu principal controlador o governo federal, com participação de 59,2% do capital total, tornando a sua administração, constantemente, alvo de dúvidas e incertezas por parte dos investidores. Veremos que o Banco do Brasil através de sua alta cúpula e principalmente do conselho de administração vêm sinalizando estar engajado em diminuir estas incertezas do mercado e demonstrar mais transparência em suas operações, adotando melhores práticas de governança corporativa em sua gestão. Esta forte preocupação já lhe rendeu resultados, pois em junho de 2006 o BB tornou-se a primeira empresa federal a ser listada no Novo Mercado da Bovespa.
Acting as the main internal mechanism to reduce agency costs between managers and shareholders, between controlling and minority shareholders, the board has a key role in corporate governance of companies. For this reason, the objective of this study is to analyze the role of the board. We analyze the case of the largest financial institution in the country: the case of Bank of Brazil and try to identify their contribution to the current corporate governance policy adopted by the institution. Importantly, the relevance of the Bank of Brazil in the economic, political and social national. It is the largest financial institution in Latin America, recently reached the mark of R $ 755,706 billion of assets under management. As a mixed economy company, has as its main controller the federal government, with participation of 59.2% of total capital, making its administration, constantly subject to doubt and uncertainty among investors. We will see that the Bank of Brazil through its high dome and above the board have indicated to be engaged in reducing these uncertainties in the market and demonstrate greater transparency in its operations by adopting best corporate governance practices in its management. This concern has earned him strong results, because in June 2006, BB became the first federal company to be listed in the New Market from Bovespa.

This dissertation deals with the issue of Supervisory boards in Czech state-owned enterprises. At first it defines a clear set of terms to differentiate within appropriate legal forms of state entrepreneurship applicable in Czech Republic. Thereafter it offers the analysis of implementing the nomination process recently brought to our governmental system. The empirical part of this thesis is constituted by the qualitative research of personal policy of the state in four selected stated-owned enterprises carried out for the period from 2006 till 2015. Education, working experience, political membership and personal integrity were the main focus areas while researching the members of selected supervisory boards.

Abstract:
Undersökningens syfte var att identifiera om plan- eller miljöparadigmet haft företräde vid behandling av överprövning av detaljplaner enligt 11 kap. 10 § i plan- och bygglagen och att identifiera om det fanns skillnader mellan länsstyrelserna vid dessa prövningar. Avgränsning gjordes till tidperioden 2012-2015 och länsstyrelserna i Blekinge, Kalmar, Kronoberg och Skåne län. Metoden som använts var en textanalys baserad på dekonstruktion. Det empiriska materialet har huvudsakligen utgjorts av länsstyrelsernas beslut. Resultatet visade att planparadigmet haft företräde i beslut av Länsstyrelsen i Kalmar län, miljöparadigmet haft företräde i beslut av Länsstyrelsen i Skåne län. I beslut av Länsstyrelsen i Kronobergs län växlade företrädet mellan paradigmen. För beslut av Länsstyrelsen i Blekinge län gick inget företrädande paradigm att hitta. Skillnader mellan länsstyrelserna hittades. Den huvudsakliga skillnaden som identifierades var en ovilja att överpröva kommunernas beslut från Länsstyrelsen i Kalmar län och en vilja att styra kommunerna genom en hög skyddsambition hos Länsstyrelsen i Skåne län.
This study was aimed to identify whether the planning or environmental paradigm had precedence in the treatment of appeals of zoning under Chapter 11. § 10 of the Swedish Planning and Building Act and to identify whether there were differences between the county administrative boards in these trials. Delimitation was made to the time period 2012-2015, and the counties of Blekinge, Kalmar, Kronoberg and Skåne. The method used was a text analysis based on deconstruction. The empirical material has mainly consisted of the county administrative boards' decisions.The results showed that planning paradigm had primacy in the decisions of the Administrative Board in Kalmar County, environmental paradigm had primacy in the decisions of the Administrative Board of Skåne. In the decision made by the Administrative Board of Kronoberg changing priority between the paradigms were found. In the decisions made by the County Administrative Board of Blekinge were no predominant paradigm found. Differences between the county administrative boards were found. The main difference identified were a reluctance to challenge the municipalitys decisions from the County Administrative Board in Kalmar County and a high protective aim of the County Administrative Board of Skåne.

Este trabalho tem como objectivo proceder a uma análise em torno da questão do governo das sociedades, mais concretamente das empresas privadas e, também, as empresas públicas ou com participação pública. Motivada a temática devido à importância do Corporate Governance, principalmente após os escândalos societários ocorridos com diversas empresas ao longo do século XX, ir-se-á comparar as governações privadas e públicas, em virtude do imperativo de uma cada vez maior necessidade de competitividade das empresas públicas e, assim, de práticas de remuneração mais próximas das sociedades de índole privada que permitam atrair e reter bons profissionais. Assim sendo, a presente oportunidade de investigação irá proceder ao escrutínio sobre hipotéticas diferenças na governação de sociedades públicas e públicas. Para tal, ir-se-á analisar uma amostra composta por 20 sociedades privadas e 20 sociedades públicas, com base nos critérios de presença em bolsa de valores e de maior activo, respectivamente. Para tal estudo empírico, abordar-se-ão um conjunto alargado de métricas, desde a dimensão e desempenho das organizações, até à alavancagem das mesmas, passando, invariavelmente, pela discussão em torno da estrutura e características do conselho de administração e pelas práticas de remuneração. A análise estatística parece demonstrar a existência de diferenças significativas entre os tipos de sociedades, principalmente quando se aborda a questão das práticas ou políticas remuneratórias.
This research pretends to carry out an objective analysis concerning the issue of corporate governance, comprehending the privately owned companies and State owned companies. Motivated due to the importance of Corporate Governance thematic, especially after the corporate scandals that took place in several companies throughout the twentieth century, it will be compared the private and public, under the imperative of increasing competition from companies including public thus, the compensation practices closer to the privately organized companies. Therefore, this research opportunity will proceed to vote on hypothetical differences in the governance of public companies and private. To do this, it is analysed a sample of 20 private companies and 20 public companies, based on the criteria of presence in the stock market and highest total assets, respectively. This empirical study will be address a broad set of metrics, comprehending the size and performance of organizations, leverage and specially addressing the discussion on the structure and characteristics of the Board and the remuneration practices. The statistical analysis seems to demonstrate the existence of significant differences between the types of companies, especially when dealing with the issue of remuneration policies and practices.

Abstract:
This study used a critical discourse analysis (CDA) to examine the Texas Essential Knowledge and Skills for government. These are the learning standards that public schools are required to use as the curriculum in Texas. Additionally, the study critically examined the Texas State Board of Education meeting minutes from the spring of 2010, when the board revised all social studies TEKS. James Gee’s framework for conducting CDA was used to analyze the government TEKS and meeting minutes to uncover the ways in which the language in the documents defines democratic and citizenship education in Texas, determine if the language creates an imbalance of power among participants in education, and do these documents agree with educational philosophers’ construct of citizenship and democratic education? The results of the CDA concluded that the Texas learning standards, and the words of many SBOE members reveal a preference toward right-wing, conservative beliefs. The construct of citizenship and democratic education created by the Texas government TEKS and SBOE meeting minutes contradicts these notions, as defined by educational theorists, and excludes those participants who do not embrace these beliefs.

Abstract:
The goal of this Master thesis is to design a power convertor for BLDC motor 48V/2kW. Emphasis is placed on the small dimensions of the final printed circuit board. Therefore, power SMD transistors STL135N8F7AG are used in small packages PowerFlat 5x6. To reduce area of the PCB, electrolytic capacitors are mounted on a separate board, which is located above the main PCB. Small high-capacity 22F/100V ceramic capacitors are used in the DC-LINK as well. They are located as close as possible to the power SMD tranzistors. Control logic will be provided by microprocesor STM32G474RE. High resolution timer HRTIM1 is used. The first part of this thesis is devoted to the brief description of BLDC motor construction and driving. Next parts are focused on the design itself.
