War in the 21st century, in a democratic world, requires modern ways of maintaining people’s livelihoods. Maintaining economic stability is an important component for this. We strive for Ukrainians to develop a culture of managing their own funds, to be able to use financial instruments for the benefit of their wallets and state interests, in particular, by buying military bonds that finance the military needs of the budget. A citizen immediately understands where and for what money is directed. After all, in the conditions of war, it is primarily the provision of the army - salaries for milit

Background: Pension provision of citizens of Ukraine currently remains one of the most important problems of the socio-economic development of the state. The existing system of pension insurance does not adequately fulfill its main task, since the size of pensions mostly does not provide an opportunity to maintain a minimum standard of living. Purpose: To investigate the features of pension provision for persons who have reached retirement age in Ukraine and world experience. The introduction of the electronic register of tax invoices and the electronic VAT administration system necessitated changes in accounting procedures, tax accrual and payment, preparation and registration of tax invoices, and settlements with the budget. Changes in recent months have exacerbated the problem of blocking tax invoices and, accordingly, caused additional difficulties for businesses in the form of additional time spent on unblocking tax invoices, to some extent deterioration of relations with buyers who may have lost the opportunity to use the tax credit, etc. This requires resear

Smit, Timo. Towards a More Strategic Civilian CSDP: Strengthening EU Civilian Crisis Management in a New Era of Geopolitics and Risk. Stockholm International Peace Research Institute, 2024. http://dx.doi.org/10.55163/pqci8618.

Abstract:
In the wake of Russia’s full- scale invasion of Ukraine, European Union (EU) member states have taken decisions that have shifted the focus of civilian Common Security and Defence Policy (CSDP) more firmly to its Eastern Neighbourhood. This shift has raised the geopolitical profile and relevance of civilian CSDP, but it has also increased the stakes. Although civilian CSDP has become more geopolitical, it has not necessarily become more strategic, as decision making and action remain ad hoc and reactive. This raises questions about the EU’s capacity to use civilian CSDP more strategically and

This rapid review synthesises the literature from academic sources, knowledge institutions, non-governmental organisations (NGOs), and trusted independent media outlets on the approach used by the Russian government to provide any support or services to civilians in the territories it controls. The rapid review concludes that Russia provides economic, social, government, and military support to de facto states that it controls, such as Abkhazia, South Ossetia, Transnistria and the Donbas region. Russia covers large parts of the state’s budget of these separatist regions. This review uses the t

The article presents a thorough literature review and highlights the main stages in the development of distance learning in Ukraine. Moreover, the paper suggests the periodization of distance learning. Research data on distance learning peculiarities in Ukraine during and before the pandemic make it possible to outline the main problems faced by higher education institutions’ (HEIs) teachers and students. Therefore, the study emphasizes common problems, namely hardware/software issues, poor Internet connectivity, lack of students’ self-discipline and self-organization, absence of live communic

The field of terrorism studies has traditionally been focused on non-state perpetrators of violence, such as different jihadi organisations which have been active in the West in the last three decades. Things looked different, however, during the Cold War, when state actors actively involved themselves in terrorism by, for example, supporting terrorist organisations operating abroad. This report takes stock of Russia’s return to such a paradigm in the twenty-first century in general and after 2022, the onset of the Russian full-scale aggression against Ukraine, in particular. Russia’s war against Ukraine has been waged for over 650 days and has had a significant impact on the country’s economy and society. In April 2023 work started on a new three-year federal budget, which was signed into law at the end of November. It is based on a relatively optimistic economic forecast and is striking for the sharp increase in military spending planned for 2024. Spending under the budget chapter ‘national defence’ is expected to account for 29 per cent of total budget expenditure. This means that total military expenditure will increase to 7.1 per cent of GDP in 2024. Military

Russia’s total military expenditure has increased since its full-scale invasion of Ukraine in February 2022, but not dramatically. Despite difficulty in accessing information on budget spending, total budgeted military spending in 2023 can be estimated at 6648 billion roubles. This represents 4.4 per cent of forecast Russian gross domestic product. While military spending in early 2023 seemed to accelerate beyond the budgeted amount, the rate of spending can be shown to be similar to that in early 2022 and does not suggest any unusual surge. The Russian government has been devoting an ever-increasing volume of resources to the war with Ukraine, while attempting to maintain normality for its citizens. Russia has maintained an almost balanced budget because the economy has been growing at a rapid pace, despite tough international sanctions. The challenge in preparing the budget for 2025–27 was to continue this balance as the economy showed signs of overheating and the Central Bank attempted to cool it, creating problems for businesses. Despite diminished budget transparency, Russia’s total planned military expenditure in 2025 can be
