Abstract:
The study sought to investigate the viability of digital records management in the Office of the Premier (OTP) in the Eastern Cape Province. The objectives of the study were to establish the current status of digital records management in the OTP, determine the compliance with the legal framework, identify the requisite infrastructure for digital records management (DRM), describe the security and preservation measures for DRM, and the challenges of managing digital records. Purposive sampling was used to select 40 participants. A questionnaire was used to collect data. The study revealed that the OTP has taken a number of initiatives aimed at establishing records management practices. However, the study found that the OTP is faced with a number of challenges in trying to use the Electronic Document and Records Management System (EDRMS). The majority of the employees did not have any qualification in records management. This lack of skills and competencies affects the implementation of the new system. The findings of the study showed that most of the employees were resisting using the new system because they were not comfortable with it. The study recommends that the department should encourage its staff to get training to be knowledgeable in the use of EDRMS which generates records; the staff should work closer with the consultancy in order to gain skills and knowledge to facilitate the change process, and the security and preservation of digital records should be enhanced.

Abstract:
The thesis aims to analyze the development of relevant debt indicators, i.e. state budget deficit, public debt, government deficit and debt, but also debt and the deficit of the public health insurance. The management of public health insurance in the Czech Republic is analyzed as well. Last but not least, the goal is to find also the most important factors affecting the growth of debt indicators of public health insurance and determine the possible consequences of the deficit of the public health insurance. The theoretical part consists of three chapters. The first chapter concerns the general public finances and financial imbalances. Here is particularly important the subchapter about the budget system. The second chapter deals with the debt indicators, namely public debt and its affiliates, as well as budget deficits and specific deficits. All of these debt ratios are then analyzed in the analytical part of this thesis. The last chapter relates to public health insurance. Analytical part is divided into two major chapters. The first chapter analyzes the development of the state budget, public debt, government deficit and government debt in the Czech Republic. The entire analysis is divided into two periods, namely 1993 to 2003 and 2004 to 2014. This section contains the definition of the most important causes of development. The second part is devoted to the analysis of public health insurance, namely its evolution, current state, but also the development of debt indicators of public health insurance, which are analyzed again within the Czech Republic in two seasons. At the conclusion of this chapter are defined the most important factors influencing the evolution of debt indicators of public health insurance and the impact of a possible deficit of the public health insurance.

A pesquisa teve como objetivo resgatar e analisar a trajetória de implementação e os principais desdobramentos do Programa de Avaliação de Desempenho vigente no Tribunal de Contas do Estado do Rio Grande do Sul. A relevância do estudo se apoia na atualidade do tema e no papel social desta Instituição no cenário do estado em relação à gestão pública. A questão orientadora do estudo propôs a identificação de aspectos referentes à experiência deste órgão na construção das atuais políticas e práticas de gestão do desempenho, sistematizando o legado deste Programa para a Instituição. A metodologia se apoiou na realização de um estudo de caso de caráter qualitativo, abarcando o período de existência do Programa, desde sua criação, em 2006, até o ano de 2016, em uma análise longitudinal. De maneira a abarcar os aspectos teóricos, fáticos e críticos desta realidade, foram pesquisados elementos contextuais, humanos, teóricos e legais que contribuíram para a proposição de tal Programa. Como procedimentos para coleta de dados, realizou-se análise documental, a observação participante, além de entrevistas com pessoas-fonte, vinculadas à trajetória do Programa desde sua concepção. A revisão da literatura contemplou as transformações da administração pública brasileira, a gestão do desempenho, a meritocracia e a gestão por competências, com levantamento tanto de trabalhos clássicos nestas áreas como de estudos mais recentes sobre o tema nas bases de dados de trabalhos científicos e acadêmicos. Como principais conclusões, o estudo destaca a iniciativa dos gestores da Instituição à época, propondo um Programa inovador do ponto de vista das instituições públicas, evidenciando que, quando de sua implementação, o Programa causou reações semelhantes às comumente descritas na literatura no que se refere ao receio dos servidores em relação às consequências do processo de avaliação. O levantamento de dados apontou que o Programa já passou por algumas transformações ao longo de sua trajetória e está atualmente inserido na rotina e cultura institucionais. Os entrevistados foram unânimes em reconhecer o legado positivo do Programa analisado, o que afirma a importância de sua existência; contudo foram identificados alguns indicativos de que o Programa ainda necessitaria passar por revisões e ajustes para uma melhor efetivação de seus objetivos e adequação da cultura institucional. E tratando de instituição pública, a revisão da evolução da legislação vigente ao longo dos anos, juntamente com os respectivos registros documentais internos, foram de grande valia ao traçar paralelos com a produção teórica e acadêmica acerca da temática.<br>The purpose of this research was to retrieve and analyze the implementation path and main outcomes of the Performance Management Program of the Audit State Court of Rio Grande do Sul. The relevance of the study is based on the current theme and on the social role of this Institution in the state scenario in relation to public management. The guiding question of the study proposed the identification of aspects related to the experience of this government office in the construction of the current policies and practices of performance management, systematizing the legacy of this Program to the Institution. The methodology was based on a qualitative case study, covering the period of existence of the Program, from its inception in 2006, through 2016, in a longitudinal analysis. To encompass the theoretical, factual and critical aspects of this reality, contextual, human, theoretical and legal elements that contributed to the proposal of such a Program were researched. As procedures for data collection, documentary analysis, participant observation, and interviews with relevant people were carried out, linked to the trajectory of the Program since its conception. The literature review included changes in Brazilian public administration, performance management, meritocracy, and competency management, with a review of both classical works in these areas and more recent studies on the subject in the databases of scientific and academic works. As main conclusions, the study highlights the initiative of the Institution's managers at the time, proposing an innovative Program from the point of view of public institutions, showing that, when implemented, the Program caused similar reactions to those commonly described in the literature regarding to the fear of the employees regarding the consequences of the evaluation process. The data collection pointed out that the Program has undergone some transformations throughout its trajectory and is currently inserted in institutional routine and culture. The interviewees were unanimous in recognizing the positive legacy of the Program under review, which affirms the importance of their existence; however, some indicators were identified that the Program would still need to undergo revisions and adjustments to the better achievement of its objectives and adequacy of the institutional culture. As a public institution, the review of the evolution of the legislation over the years, together with the respective internal documentary records, was of great value in drawing parallels with the theoretical and academic production on the subject.

No. of bitstreams: 0 Previous issue date: 2009<br>Este trabalho propõe analisar o fenômeno da terceirização desenvolvido ao longo das duas últimas décadas em Bio-Manguinhos. Trata-se de um estudo de caso realizado na unidade de produção de vacinas e reagentes para diagnóstico da Fundação Oswaldo Cruz. Inicialmente foi realizado um estudo de cenário, analisando a política de gestão do trabalho desenvolvida pelo Estado brasileiro para as instituições públicas. A seguir, a análise passou a verificar a inserção da Fiocruz nessas políticas, desde a sua criação e no decorrer de vigência de diferentes formas de contratação, alternando da extrema rigidez para a total flexibilidade sempre com foco na gestão do trabalho, e, como essas políticas se refletiram no desempenho de Bio-Manguinhos. Baseado no contexto da conformação do Estado e na análise do desempenho da unidade, o trabalho critica a falta de planejamento e de prospecção dessas políticas, que favoreça a inovação de processos, produtos e procedimentos e o desempenho pleno de uma unidade de produção de insumos para a saúde, tão necessários ao atendimento das necessidades da população brasileira. Critica também, a ausência de um modelo de Estado consolidado que sirva de arcabouço à formulação dessas políticas. Devido às fortes críticas dos órgãos de controle acerca da extrapolação dos limites da terceirização praticada nas últimas duas décadas e à falta de definição clara desses marcos legais, o trabalho apresenta uma metodologia baseada nas atribuições dos cargos do plano de carreiras da Fiocruz e culmina com a apresentação de uma matriz de atribuições passíveis de serem realizadas por contratação indireta. Conclui pela necessidade de convivência de dois quadros de trabalhadores: um permanente formado por servidores, estáveis e de carreira e outro flexível, executado por contratação indireta, de caráter eventual, temporário ou de apoio às atividades relacionadas à missão de Bio-Manguinhos. O trabalho ainda sugere a aplicação da mesma metodologia às demais unidades da Fiocruz e que a instituição afirme, frente aos órgãos de controle, quais atividades que ela precisa manter no quadro de servidores permanente e quais ela quer delegar a terceiros sem contudo, ferir a legislação vigente. Por fim, constata-se que a metodologia apresentada ameniza, mas não resolve o problema, dessa forma, recomenda-se à Fiocruz buscar mecanismos que altere o modelo de gestão pelo qual está submetida a fim de viabilizar as duas formas de incorporação de mão-de-obra.

碩士<br>國立臺北大學<br>會計學系<br>92<br>Since Robert S. Kaplan and David P. Norton gave birth to the Balanced Scorecard (BSC) in 1992, BSC has been widely utilized in the realm of business for profit. But it spreads slowly to the realm of non-profit organization only after 1996. This research aims at a better understating of the nature of BSC as it is applied to non-profit organization. We shall explore the principles of BSC by ways of surveying its practices in the National Health Insurance Bureau. Hopefully, our survey would eventually shed lights on some key problems, and the solutions to them, in the operation of National Health Insurance Bureau. The main research methods of this project include case study and questionnaire survey. Supervisors in all levels in the National Health Insurance Bureau Branch Office will be the objects subject to our questionnaire survey, the result of which will be analyzed mainly in the ways of descriptive statistical analysis, ANOVA and difference analysis. The result of various analyses would come as a feedback to support or modify the ways of operation found in the case subject to our study. Our study has resulted in the following observations: 1. The organizational operations of various cases found in the hoshin management system provide some foundations for the implementation of BSC in branch office. 2. BSC provides some chances and grounds for the improvement of the measurable assessment and evaluation system for branch offices. 3. Via documentation analysis, we form a theoretical model for BSC as it is implemented in the branch office. The model also helps to illuminate the significance of the questionnaire result. 4. We thereby identify the mission, version, customer and strategy orientation of the organization of branch. We also identify the finance, customer, internal process and learning and growth as the four perspectives of the strategy issue. 5. Base on our result, we develops a cause-effect diagram, a strategic map and a BSC structure for the individual organize of the branch office. Accordingly, we made some suggestions for the application of BSC concerning the issues of synergy, integration, employee training and communication, budget, information system, authorization and quality assessment and evaluation.

Abstract:
The purpose of this study was to examine three state-sponsored health insurance programs targeted at small businesses and identify the political and economic factors that contributed to their success. I evaluated the success of each states program using three criteria: reducing the number of uninsured, program participation, and providing portability. In my analysis, I examined factors which may have played a role in the varying levels of success that were observed. I found that the success of a program depended largely on two factors: economic conditions within the state and the quality of the program.<br>Department of Political Science
