Abstract We find that regulators can implement identical rules inconsistently due to differences in their institutional design and incentives, and this behavior may adversely impact the effectiveness with which regulation is implemented. We study supervisory decisions of U.S. banking regulators and exploit a legally determined rotation policy that assigns federal and state supervisors to the same bank at exogenously set time intervals. Comparing federal and state regulator supervisory ratings within the same bank, we find that federal regulators are systematically tougher, downgrading supervis

The traditional view of regulation as essentially a governmental function has become outmoded. Regulatory enforcement, and state activity generally, are diminishing. In their place, a devolution of control is occurring which entails the harnessing of private institutions and energies in furtherance of regulatory policy. This paper describes some of these new regulatory forms, and suggests that new private or hybrid regulatory orderings may emerge which are more stringent, yet more subtle, and ultimately more palatable to the target of regulation than conventional state control.

Abstract:
This paper aims to evaluate the country's agricultural modernization strategy under the lens of the market-driven approach. The early post-War period of economic policy relates to solving the food problem solution for low-income countries, which minimizes farmer welfare and emphasizes benefits to the wealthier, nonfarming class. This prevailed until the 1970s when the interest of the farming class began to be reasserted. By the 1990s, the main issue was the disparity problems, which considers as almost equally weighty, the interests of poor farmers, as well as that of nonagricultural consumers

Abstract:
The article examines the role of taxation of individuals as the most important tool of social policy implemented by the state in order to reduce the level of stratification among various segments of the population and to solve the problem of substantiating the necessity and content of the gradual reform of the current taxation mechanism in Russia. The current state of the economy and society determines the need to develop an adequate mechanism for the application of personal income tax.

Legge, Thomas, and Sue Scott. Policy Options to Reduce Ireland's Greenhouse Gas Emissions. ESRI, 2009. https://doi.org/10.26504/rs9.

Abstract:
A side effect of the economic downturn since 2008 is that Ireland may meet its Kyoto Protocol commitment for 2008-2012 to reduce its greenhouse gas emissions, but that its longer term targets for 2020 and beyond are still stringent. This paper addresses both the political challenge and the economic implications of moving to a low-carbon state. The cost of reducing carbon emissions varies widely and heavy costs could be incurred. A soundly based policy framework that keeps costs down is thus essential, while being mindful of effects on the economy and the vulnerable; the pause in economic growt

Abstract:
In response to the opioid overdose crisis, certain laws, policies, regulations, and guidelines have been passed or issued at the federal, state, and local levels with the intention of mitigating the harms of opioid misuse and opioid use disorder. Although numerous studies have examined the effect of specific types of opioid-related laws, little attention has been paid to the complexity of the legal landscape and the implications of that complexity for the crisis. Disentangling the legal landscape is critical to better understand the differential impact that federal, state, and local decisions

Luo, Jingshu. The diffusion of NAIC model laws. Center for Insurance Policy and Research, 2022. http://dx.doi.org/10.52227/25404.2022.

Full text
Abstract:
In the state-based insurance regulatory system, the National Association of Insurance Commissioners (NAIC) develops model laws that create a framework for uniform standards. This uniformity among states is beneficial to insurers, especially those operating in multiple states. Since the first NAIC meeting in 1871, the NAIC has issued over 200 model laws. Though NAIC model laws have existed for decades, little attention has been paid to understanding how they spread from the NAIC to states and from states to states. This spread is a policy diffusion process, which refers to the external factors
