Abstract:
This thesis is concerned with understanding the changing dynamic in the relationship between the financial sector and the capitalist state. The thesis examines the changing form of this relationship in South Africa in the three decades that preceded the formation of the Government of National Unity in April 1994. Arguing that the political, ideological and economic forms expressed by the state are the surface appearances of deeper social processes arising from the production and reproduction of capitalist social relations, the thesis attempts to show how the contradictory tendencies of capital accumulation in South Africa increasingly took the form of a monetary crisis. In responding to the crisis after 1976, the apartheid state sought to depoliticise economic relations by restructuring the monetary basis of the state. The thesis analyses the proposals of the De Kock Commission appointed to inquire into the monetary system and monetary policy and shows how class struggle conditioned the attempt by the state to restructure the financial system. While the state pursued a legislative programme to restructure the financial system, deepening economic and political pressures, made it difficult to pursue such a programme in isolation from the pressures to restructure the relations of power and domination embodied in the apartheid state. The thesis traces the development of this contradiction during the course of the 1980's and its resolution in the formation of the Government of National Unity in 1994. The restructuring of the state in the 1990's and the emergence of a new popular government has made it possible to take the process of financial restructuring further. This is because the institutional restructuring of the 'post-apartheid' state has been confined within the liberal state form. The liberal state form allows the subordination of the state and civil society to the abstract rule of money and law. The thesis examines the implications for social relations of the continuity in the apartheid and post-apartheid forms of restructuring of the administrative, legal, fiscal, monetary and financial aparatuses.

Abstract:
In recent decades, the state restructuring of trade liberalisation and decentralisation has emerged globally as attempts to promote more equal economic growth. This staterestructuring also occurs in Indonesia following the Asia financial crisis in 1997. As a case study, Indonesia provides two important insights on the study of staterestructuring on regional convergence. First, Indonesia is a member of the ASEAN Free Trade Area (AFTA) that its institutional arrangements emphasis on member countries freedom to determine their own trade liberalisation sectors and schedules. Second, Indonesia decentralisation is a rapid and significant shift of politico-economy and social. Second, there is a rapid and significant shift of politico-economy and social institutional arrangements from centralised to decentralisation regime. These external and internal state-restructuring are expected influence the variety of regional economic development and convergence. This study aims to analyse the impact of state restructuring on disparities at the district level for the period from 1993 to 2005. The study divides the period under observation into three sub periods, the pre-decentralisation, the decentralisation and the whole period. This research aims to achieve this objective with three empirical studies as follows, first, using economic indices, the thesis examine inequality level of district economic growth and industry concentration. Second, econometrics analysis explores the impact of trade openness and decentralisation on regional economic growth. Finally, this thesis adopts comparative political analysis by using the historical institutionalism approach to understand the variation of state restructuring impact. The main findings show that despite evidence of regional convergence, disparities are persistent and severe in the post state restructuring period. The quantitative analysis shows that AFTA has insignificant impact and decentralisation significantly contract regional economic growth. While qualitative case studies in the Batam and Bandung cities found that institutional history and path development strongly influence development progress and discourses. Politico-economy shocks only act as critical juncture that provides opportunity for the state and regions to create new development path. However, path dependence of institutional changes and economic development is bounded by the regions’ past institutional arrangements and knowledge. For Indonesia, a country with long history of authoritarian regime, the role of nation-state remains important to promote balance local development.

Cette thèse porte sur les aides Européennes à la restructuration. Ces aides sont allouées à des firmes en difficulté et sont le plus souvent accompagnées de mesures compensatoires visant à limiter leur potentiel effet négatif sur la concurrence et les consommateurs. Nous nous intéressons à l'efficacité de ces aides pour sauver les firmes en difficulté, et à l'efficacité des mesures compensatoires pour limiter le possible effet d'éviction de l'investissement privé. Nous trouvons que même si les mesures compensatoires peuvent être nécessaires dans certains cas en théorie, nous ne trouvons pas en pratique d'effet significatif de l'aide sur l'investissement des concurrents. Les aides sont néanmoins positives pour l'investissement des firmes appartenant au pays accordant l'aide. Nous trouvons par ailleurs un effet positif des aides à la restructuration sur la productivité et l'emploi des firmes aidées, mais cet effet s'évapore dès lors que des mesures compensatoires sont mises en place<br>This Phd focus on European restructuring State aids. Those ones are given to firms in difficulty and are most of the times submitted to compensatory measures to limit their potential negative impact on competition and consumers. We are interested in the efficiency of those aids to help the firm in difficulty and in the efficiency of compensatory measure to limit the possible crowding out effect of private investment. We find that even though compensatory measures can be necessary in theory, we do not find any effect on competitor's investment empirically. Nevertheless, State aids play positively on the investment of rivals belonging to the country granting the aid. We moreover find that there is a positive impact of restructuring State aids on recipient's total factor productivity and employment, but this effect disappear as soon as we impose compensatory measures

Abstract:
In 1982, the International Monetary Fund (IMF) led structural adjustment of the Moroccan state; the culmination of prolonged war in the Western Sahara, unstable agricultural productivity and unstable debt inflation. Since then, deep political economic reorganization has transformed the institutional, practical and physical articulation of urban management in the state. This study situates managerial shifts within an urban globalization context, with specific reference to Tangier. While Tangier?s urban development parallels many studies from the developing and less-developed world, its place-specific formation diverges because globalizing urban management is undertaken within the context of historically and geographically specific socio-economic development initiatives and constraints. My work provides a conceptual overview of globalizing management since Moroccan independence in 1956. Then, a spatially sensitive political economic lens is employed to analyze new urban managerial transformations emerging since 1983 adjustments. Finally, I take an in-depth case study of Tangier City Center project to question how Tangier?s current globalization effectively responds to both state and local urban social and economic development.

Abstract:
This thesis examines the crisis of the Argentinian state during the period of the 1983-1989 democratic government. It suggests that the 1976 military dictatorship attempted to resolve the crisis of the Argentinian state by implementing an economic structural reform and State Terrorism. The consequences of the economic structural reform and State Terrorism constrained the margin of manoeuvre of the 1983 democratic government. The main economic constraints were the huge external debt and the impoverishment of the working class. The main political constraint was the need to bring the military to trial while avoiding a direct confrontation with the Armed Forces. The huge external debt constrained not only Argentina's economic growth but also the Radical government's economic strategies. A 'monetarist' restructuring of the state was imposed on debtor countries through IMF 'conditionality' loans. While the Radical government initially opposed such a restructuring, it later gradually began to implement the IMF's requirements. The impoverishment of the working class intensified the government's confrontation with the trades union movement. The Radical government unsuccessfully attempted to control and demobilise the working class. The trades union movement and the workers were able to block state policies, becoming the ultimate barrier to the restructuring policies adopted by the state. The attempt to bring the military to trial exacerbated the relationship between the Radical government and the Armed Forces. The government was unable to implement its own policies towards human rights violations, which prevented a definitive solution to this problem. In addition, the failure to resolve this problem intensified internal unrest within the Armed Forces, fostering the breakdown of the Army's hierarchy. The main political objective of the Radical government was to consolidate democracy. The economic legacy of the military dictatorship obliged the government to deepen the 'monetarist' restructuring of the state and the impoverishment of the workers while consolidating democracy. Implementing 'market-oriented' reforms made the transition to democracy more difficult. The thesis suggests that the Radical government, although unable to resolve the crisis of the Argentinian state, was able to begin the path towards consolidating democracy due to its policies towards human rights violations, which undermined the political role of the Armed Forces.

Abstract:
The National Collegiate Athletic Association (NCAA) passed legislation requiring its member institutions to publish their graduation rates. Institutions may now count athletes as graduates if they have earned degrees from another institution. The purpose of this study was to assess a graduation rate that included those athletes, with at least a 2.0 QCA, who departed Virginia Tech between 1975 and 1985. An additional purpose was to determine why these athletes left. There were seventy eligible participants who received questionnaires via mail. Forty questionnaires were returned, of which, thirty one were usable. Seventy nine percent of the responding athletes earned a degree from another institution. Of these athletes, ninety seven percent enrolled at another institution within one academic year of leaving Virginia Tech. Forty two percent of the responding athletes chose their sport of participation as the major reason for departing, followed by Virginia Tech in general, and personal reasons.<br>Master of Science

The conceptual premise of the present thesis is that the international restructuring of industrial capitalist production is actualized within specific national social contexts and at an individual enterprise level. A very fundamental dimensionof the ongoing process of global integration of production is the way the national setting of the firm's operations reflects and adapts to the changing international environment. Within this framework, two central issues are being addressed: (a) How the national and international settings interact and interpenetrate at a firm level, and(b) What the mediating effect of the state is in this process as a regulator of the industrial crisis nationally. These issues are concretely explored in the case of the Greek state and its involvement in the process of capitalist accumulation. The main argument of the thesis is that increasingly since the recession, and especially with the accentuation of the crisis in the 1980s, the Greek state has assumed the pivotal role in sustaining the nationally-based industries in their process of restructuring along lines defined by international developments. The empirical investigation exposes the ways in which the Greek state has crucially shaped this process through direct and indirect means of public sector intervention and through its subsidization policy for industrial and regional development. Case studies of individual firms highlight the ways in which the crisis of over accumulation is experienced as an intensification of competition, and provide insights as to the variety of ways in which the nationally based firm attempts to adjust and integrate to a changing international environment.

Abstract:
This thesis analyses the politics of economic restructuring in Turkey in the 2000s under the governments of the AKP (Adalet ve Kalkinma Partisi – Justice and Development Party) that came to power in 2002. The work contextualises the restructuring of state-capital-labour relations against the background of the military coup in 1980, the crisis-ridden transformations of Turkish state in the 1990s and in particular against the background of the economic crisis of 2001. The thesis assesses the conventional accounts of the AKP government, which see it as the government that successfully overcame the turmoils of the 1990s, led the Turkish economy onto a growth path during the 2000s, and established a rules-based, democratic form of government. In distinction, the thesis argues that the AKP government set upon a market liberalising economic policy that was started in the 1980s. The analysis of the restructuring of labour relations in Turkey under the AKP shows great continuity with earlier policy objectives. In this context, the thesis argues that the success of the AKP government has to do with both the political consequences of the crisis of 2001, which delegitimised the then parties of government, and the economic consequences of credit-driven global economy that supported the Turkish economic growth. The crash in 2008 put a hold on this and the thesis analyses the trajectory of the post-2007 AKP government as crisis-ridden. The theoretical conception of the thesis problematises approaches that rely on the state-market dichotomy that is inherent in the discipline of International Political Economy (IPE). The thesis develops the approach associated with the Conference of Socialist Economists (CSE), which argued for an internal relationship between state and market, conceiving of both as distinct forms of capitalist social relations. The work, thus, conceptualises the developments of the Turkish political economy as continuous efforts in restructuring labour relations for the purpose of removing barriers to capital accumulation and achieving free economy.

Abstract:
This thesis examines changing relations in the defence industry. The defence industry is peculiar in important respects, not least because of the central role of the state in shaping the structure of the industry. During the Cold War excess capacity was preserved intact to meet state demands for armament technology and the defence industry was protected from more the more general decline of manufacturing in Britain. With attempts to restructure the arms complex in Britain, the disturbance of decades of structural stasis allowed a study of industrial change in concentrated form. A leading edge military electronics firm, Ferranti (now GEC-Marconi) and a naval repair yard, Rosyth dockyard (now Babcock Rosyth Defence), were studied to understand the precise forms industrial change took and its historically contingent nature. Semi-structured interviews were conducted with key sectors within the firms and primary and secondary documentary sources consulted. The first part of the thesis sets out the general field of study, considering general questions of restructuring and the nature of the defence industry. The historical pattern of defence industry in Scotland is also discussed. Traditional warshipbuilding was joined by advanced electronics capacity during the Cold War when Scotland became a strategic location for military support and production activities. Part Two contains the case study material. The historical development of each firm in its external relation to the state and internal workplace relations is set out. Experiences of restructuring are considered next, taking into account the impact of privatisation, marketisation and changing products markets. Changing contours of the workforce and worker resistance to and compliance with restructuring is discussed. Part three then interprets the case studies within a wider Marxist political economy.

Abstract:
It might seem impossible to compare developing Zimbabwe to a well developed Japanese agrarian, but a deeper examination of the two countries reveals numerous similarities especially in the agrarian sector (land reform, grain policy and the rural political economy). The thesis examined Japan's radical land reform and the development of her cooperatives in conjuction with the path taken by Zimbabwe leading to her land reform and beyond. The author collected and analyzed data from six villages, three in Japan, and three in Zimbabwe to understand different types of cooperatives, their growths, and constraints. The British-Indian type of cooperatives currently obtaining in Zimbabwe needs to be restructured.The central argument is that the FTLR, just as the land reform in Japan, increased the potential for the development of robust, genuine grassroots cooperatives from below. The new movement can learn a lot from Japan's 70-year experience in cooperative development. Throughout the development process of Korea, women workers had been invisible in the state's development policies as capable actors for or important contributors to economic growth. After the East Asian economic crisis hit Korea in late 1997, women workers experienced their invisibility again, in the academic discussions on the cause of the crisis, the official statistics on unemployment and non-standard employment, and the male-dominated labour movement. This research aims to turn the spotlight on these women workers by investigating how women's employment in Korea was restructured between 1997 and 2005. After the economic crisis, Korean women workers became the first and main target of neo-liberal restructuring in the labour market and employment for the enhancement of 'labour market flexibility'. They were the first to be targeted for involuntary dismissals and the 'non- standardisation' of employment. This was the outcome of the patriarchal perceptions and ideology of labour market institutions as 'bearers of gender', on women workers and the value of their labour. In other words, women workers were regarded as secondary earners and peripheral workers suitable for non-standard employment. Not detaching itself from the legacy of the developmental state which had stressed the economy any other issues, the Korean state played a leading role in this neo-liberal restructuring in women's employment. It legalised layoffs and the worker dispatch system, abandoned its roles as supervisor, regulator, and executor of the protective laws and regulations for gender discriminating practices in the labour market, led the increase of female non-standard workers in the public sector, and did not develop systematic vocational training for women with proper financial support nor gender-transformative view on women's employment. Meanwhile, with the state's financial support, Korean women's NGOs played a positive role in offering vocational training for those women who needed to find employment urgently after the crisis. At the same time, they played a limited role in curtailing non-standard employment and gender occupational segregation because their vocational training programmes tended to bring gender-stereotyped work and/or non-standard employment to their trainees. However, women's NGOs played a crucial role in helping women workers to mobilise themselves through innovative organisations, such as self-help groups and women-only labour unions. Women workers in these organisations have endeavoured to challenge to the gendered labour market and neo-liberalism by creating their own employment or mobilising themselves beyond differences, so as to make themselves more 'visible'.

The prevalent approaches in terms of the restructuring of the state in Turkey during the 1980s grasp the relations between state and society as relations of exteriority. Statist-institutionalist or technicist approaches detach the formation of economic policies from social struggles whereas the critical analyses interpret the implementation of structural adjustment policies as a functional response to the crisis of capital. Instead of these explanations, it seems there is a need for taking into consideration the relations between state and society as internal relations and grasping the restructuring of the state as a form assumed by social struggles and understanding the intervention of the state into the economy as a moment within the process of reproduction of the contradictions. Such a theoretical position has the power of explaining the changing forms of state intervention on the basis of the class character of the capitalist state and in a relational way.

Note:<br>Images of Indian women shared by explorers and traders of the Northwest significantly infl uenced early Canadian government Indian policy. Under the policy of wardship, these images developed into stereotypical views. The government's goals of protection, civilization and assimilation, pertaining to Indian women residing on prairie reserves from 1880 to 1930, were to be accomplished by restructuring the domestic economy on reserve. Government and churches attempted to c hange this economy through formal instruction of Indian women in the domestic skills. Later, attempts were made to teach them to be better mothers. The state's view of Indians as inadequate housekeepers and inattentive mothers reinforced efforts to alter the way of life on reserves. Moreover, the stereotype of domestic slovenliness served to mask causes of endemic tuberculosis on the reserves . By 1930, the Canadian state had intervened in most areas of Indian womens' lives. This thesis draws on the 'critical case' of Sweden and focuses on the provision of pensions to assess the extent to which the post-war social democratic regime and adherent meanings and practices in daily life have been transformed in a neoliberal direction. The Swedish economy of the late 1990s, still distinctly social democratic, although retrenched and increasingly 'financialised', was not stable. The 1999 pension reform has further privatised financial risk and hence potentially advanced neoliberalism. By subjecting the ability to consume, in working-life as well as m retirement, to financial market performance, the rate of growth of inequity 1s accelerated. The systemic infrastructure and the knowledge-formation required for this pension system to function as intended as well as be accepted as legitimate seem however to be lacking. The system engineers, following neoliberal ideas, sought to fulfil the objective of institutionalising a mass investment culture in the everyday by promoting the notion of risk as potentially profitable if managed well. Yet, as argued in the thesis, due to their politico-ideological preferences, they underestimated the resilience of existing demographic and geographical cleavages formed by the traumas and desires provoked by economic restructuring and financialisation in the post-war period. By analysing subject-formation in the everyday, the thesis shows that for a finance-led accumulation regime to be stable in Sweden, these cleavages and inadequacies have to be regulated. The new pension system in Sweden thus points to the tendential microfoundational limits of the projects of neoliberalism and financialisation.

This dissertation analyses the restructuring of the state and financialisation in Turkey in the post-1980 period with specific emphasis on public debt management. Turkey provides a model case of state pioneering financial deepening and intervening into the market for the socialisation of the losses of the financial sector. The dissertation argues that despite the increasing public debt ratio through 1980s and 1990s, the aim of financial deepening was persistent. The state contributed to the financialisation in the 1990s through the dominance of public securities with high yields in the market. The Treasury was a nodal point not only in the restructuring of the banking sector in the aftermath of 2001 crisis but also the insulation of economic management from political intervention. Its success is tightly related to financial markets and its restructuring presents a case of identification of public interest with the interest of financial sector. The literature on financialisation should be extended to cover the neoliberal transformation in countries labelled as &ldquo<br>emerging markets&rdquo<br>. The restructuring of the state in neoliberal era can be defined as financialisation of the state from a broader perspective. It contributed to financialisation by making the state rely on financial markets in an increasing number of policy fields.

Our understanding of enterprise restructuring in a transition context is predominantly drawn from the ex-communist countries of Europe. Those countries have their own cultural values, social structures, were subject to the Soviet political and economic managemet styles and had their own political and economic reasons to move to the free market system. Without doubt, these factors had influenced their enterprise restructuring and its determinants. Given this influence, our understanding of enterprise restructuring and its determinants can be considered limited especially when one takes into consideration the fact that mnay developing countries with centrally planned economic systems had moved to the free market system almost at the same time as the ex-communist countries. Very important, the restructuring behaviour of their state and privatised enterprises and the determinants of their behaviour have been neglected by researchers. This neglect was, indeed, a stimulus to carry out a research study on enterprise restructuring and its determinants in Algeria. The aim of this research study was to develop an understanding of the kind of restructuring taking place in the state enterprises slated for privatisation in Algeria and the factors that stimulated or hindered their restructuring from 1990 to 2005. Algeria is a country that combines a mixture of historical backgrounds. It has a history of more than one hundred years of French colonial rule and has a deep rooted link with the Arab and Islamic cultures. It is also a country which had followed, after gaining independence from the colonial rule in 1962, its own style of socialism where the private sector,in light manufacturing and some service industries, was tolerated and workers of the state-owned enterprise were given the power to share the decision makings with management. More significantly, Algerial was and still is a country where almost 90 percent of its foreign revenues come from hydrocarbons export. Its move to the free market in 1989 came as a result of the sharp drop in the price of oil and therefore a sharp decrease in its foreign revenues. It was a move imposed by the IMF in return for the extension of its debts repayment and the provision of fresh loans. With these socio-cultural, political and economic characteristics of Algeria, it was expected that the restructuring behaviour of the enterprises under investigation and the determinants of this behaviour would exhibit some differences from those experienced in the transition countries of Europe. The investigation was carried out on three enterprises operating in different industries: Saidal in pharmaceuticals, the SNVI in heavy vehicles and Eriad Alger in wheat processing and manufacturing. The data was collected and analysed using qualitative and quantitative research strategies. Semi-structured and unstructured interviews were used to collect data on the restructuring actions and their determinants. They were carried out with senior managers at the head offices, divisions and functional departments of the enterprises; managers at the trade union (UGTA); managers at one state-owned consultancy organisation called CNAT; managers at the ministry of industry; two visiting managers at the trade union (UGTA); and a small number of workers of the three enterprises under investigation. A survey using a self-completion questionnaire was also used to investigate the characteristics of the top management teams of the three enterprises. Primary documents such as state, private company and media reports and secondary document such as journal articles and books were also used. The findings drawn from the study reveal that Saidal was the only enterprise that restructured effectively despite the strong competition in its market. This was possible through the determination of Saidal's president general manager and his top management team to restructure and through the enterprise partnership with many multinational firms. The findings also indicate that controllable and uncontrollable factors had significant impact on the restructuring behaviour of the three enterprises. The controllable factors were the corporatisation of the state enterprise and the underdevelopment of the institutional environment. Corporatisation was an important incentive that encouraged effective restructuring but this was possible only when the enterprise was financially healthy, as was the case with Saidal. The financial autonomy of Saidal reduced the intervention of the government administration in its internal affairs. Government intervention was strong when the enterprise was perceived by the government as strategically important, as was the case with the SNVI, or when the government intended to totally privatise the enterprise, as was the case with Eriad Alger. The underdevelopment of the institutional environment, especially corruption, the shortage of technical skills and the lack of adequate market information hampered competition and slowed down effective restructuring. The uncontrollable factors were the trend in the market and the cultural values. The growing market for pharmaceuticals in Algeria was a stimulus for attracting foreign investment in Saidal which consequently encouraged effective restructuring. As for the cultural values, the family and friendship ties, the social responsibility stemming from religious belief, the regional belonging and the legacy of French colonial rule in Algeria played a significant role in the selection and recruitment of managers and workers, in slowing down the progress of shedding workers surplus and in slowing down foreign participation in privatisation. Future research on enterprise restructuring and its determinants in Algeria should be carried out on a larger sample of enterprises with different ownership using quantitative and qualitative research strategies. Research should also explore enterprise restructuring and its determinants in other developing countries which moved to the free market system and in countries which share similar cultural and social structures with Algeria. It is time for researchers to move away from exploring effective and ineffective enterprise restructuring and concentrate more on exploring how partnership with foreign firms, the shortage of technicla skills, the lack of market information and the cultural values, be it religious beliefs, customs of the legacy of colonialism, affect the restructuring behaviour of state, privatised and private enterprises and the determinants of this behaviour.

The major motivation behind this thesis comes from an interest in the processes of depoliticisation and re-politicisation in economic management. The focus on the interaction between the national state and the global social relations positions the main problematic of the thesis within critical international political economy (IPE). This interaction is investigated in the context of the specific case study of Turkey. Given the fact that the existent literature on depoliticisation largely builds on the experiences of the advanced capitalist states and their managers, the thesis aims to contribute to this body of literature and assess the applicability of the conceptual framework in a different domestic political setting. On the other hand it aims to build on and contribute to the critiques of the existent literature on Turkey in the sense that the latter is often portrayed within an exceptional outlook and treated as a stand-alone case. The second chapter provides a critical overview of the literature on the conceptualisation of state and social relations in Turkey. The third chapter reviews the place of the state and the political and defines (de)politicisation not only as a governing strategy of the state managers to manage capitalist social relations but also in broader terms; as open-ended process in so far as its effects extend beyond the governmental realm. Chapter four proceeds to demonstrate the applicability of such a framework in the Turkish case through an evaluation of governing tactics and strategies in the post-WWII context. The subsequent three chapters explore the evolution of crisis and restructuring of social relations for the periods 1994-2001, 2002-2005 and 2006-present in an attempt to investigate the effects of the governing strategy and process in material and perceptional terms.

Diese Dissertation besteht aus drei Kapiteln, die solche Beihilfen analysieren. Im ersten Kapitel nutze ich Daten von 86 Fällen aus den Jahren 1995-2003 um zu prüfen, wie wirksam die Beihilfen bei der Konkursprävention sind. Es gibt drei Ergebnisse. Erstens steigt die geschätzte diskrete hazard rate in den ersten vier Jahren nach der Subvention und sinkt danach, was nahelegt, dass einige Sanierungen den Konkurs eher verzögern als verhindern. Zweitens, Regierungen favorisieren staatliche Unternehmen bei Beihilfeentscheidungen, obwohl diese keine besseren Überlebenschancen haben. Drittens, die Wahl, ob Rettungs- oder Umstrukturierungsbeihilfe gewärt wird, ist eine endogene Variable in der Analyse. Das dritte Kapitel enthält empirische Belege der politischen, institutionellen und wirtschaftlichen Determinanten der Sanierungsubventionspolitik. Ich nutze einen neuen Datensatz über Entscheidungen über Rettungs- und Umstrukturierungsbeihilfen während der Jahre 1995-2003 zusammen mit Informationen über Wahlergebnisse in den Europäischen Ländern. Das wichtigste Ergebnis ist, dass die Beihilfen in Ländern mit Mehrheitswahlsystem wahrscheinlicher sind, insbesondere während der Jahre vor Wahlen.<br>Governments in the European Union bail out firms in distress by granting Rescue and Restructuring Subsidies. This thesis consists of three chapters analyzing European bailouts. In the first chapter, I use data from 86 cases during the years 1995-2003 to examine the effectiveness of bailouts in preventing bankruptcy. The results are threefold. First, the estimated discrete-time hazard rate increases during the first four years after the subsidy and drops after that, suggesting that some bailouts only delayed exit instead of preventing it. Second, governments'' bailout decisions favored state-owned firms, even though state-owned firms did not outperform private ones in the survival chances. Third, subsidy choice is an endogenous variable and treating it as exogenous underestimates its impact on the bankruptcy probability. Policy implications are discussed in the chapter. The second chapter is a study of the effects of bailouts on market structure and welfare in an international asymmetric Cournot duopoly. I show that the subsidy is positive also when it fails to prevent the exit. The reason is a strategic effect, which forces the more efficient firm to make additional cost-reducing effort. When the exit is prevented, allocative and productive efficiencies are lower than in case of exit. The third chapter provides evidence of political, institutional and economic determinants of bailout policies. I use a new data set based on rescue and restructuring aid decisions during the years 1995-2003 merged with information about electoral outcomes in European countries. The main finding is that in countries with majoritarian democratic institutions bailouts are more likely, in particular during years preceding elections. Since bailouts are a targeted fiscal policy, the evidence supports the theory of Persson and Tabellini (2000) predicting that electoral systems shape incentives for fiscal policy choices.

For this, we undertook the analysis of the documents issued by the SEMED for the schools, contemplating minutes, official letters, laws, decrees, ordinances, terms of agreement, manuals, opinions, reports and technical guidance. We sought to contextualize the implications of the Brazilian State reform, from the introduction of a new management model, the public administration managerial, however, considering the disputes engendered by the different interests, latent the antagonistic classes, which take place in the social policies, now focusing, particularly, the educational policy. Through bibliographical study, initially, we investigated, through the relationships that establish among the State, society and education, the economic, political, social and ideological context inherent to the capitalism restructuring process, outlined at the end of the 20th century, in worldwide, that imposes new forms of control and management. We articulated to this context the conditions that consubstantiated the Brazilian state reform, in the 1990s, unleashed as one of the requirements of the neoliberalism and globalization. Then we intended to understand the propositions that characterized the Basic Education reform, as well as its implications for the Brazilian School Management, aggregated to some of the different meanings adopted by the decentralization concepts, participation and autonomy. Such propositions are understood as part of the materialization of the Brazilian State reform, closely imbricated to the implementation process of the neoliberalism and the globalization, established through guidance from international organizations. Finally, we sought to verify, from the analysis of the documents, which step the referrals of SEMED, directed to the field of School Management, incorporated, materialized or opposed the national proposals recommended for the School Management. The articulation and confrontation between the universal and the particular context allowed the grasp the concept of School Management present in the referrals of SEMED for the municipal public schools in Cascavel – PR, in the facing actions, programs and projects of initiative of the Federal Government. This view shows, above all, that the challenges posed and that run through the effectuation of the education principles on benefit of the working class, far from being achieved, constitute yet, and increasingly, in dispute elements.<br>Esta pesquisa tem como objetivo analisar a concepção de Gestão Escolar implementada pela Secretaria Municipal de Educação de Cascavel (SEMED) nas escolas da rede pública municipal de ensino de Cascavel – PR, entre os anos de 2004 e 2012. Para isso, empreendemos a análise dos documentos expedidos pela SEMED para as escolas, contemplando atas, ofícios, leis, decretos, portarias, termos de convênio, manuais, pareceres, relatórios e orientações técnicas. Procuramos contextualizar as implicações da reforma do Estado brasileiro, a partir da introdução de um novo modelo de gestão, a administração pública gerencial, todavia, considerando as disputas engendradas pelos distintos interesses, latentes as classes antagônicas, que se travam nas políticas sociais, ora focalizando, particularmente, a política educacional. Por meio de estudo bibliográfico, inicialmente, investigamos, por intermédio das relações que se estabelecem entre Estado, sociedade e educação, o contexto econômico, político, social e ideológico inerente ao processo de reestruturação do capitalismo, delineado, no final do século XX, em âmbito mundial, que impõe novas formas de controle e gestão. Articulamos a esse contexto os condicionantes que consubstanciaram a reforma do Estado brasileiro, na década de 1990, desencadeada como uma das exigências do neoliberalismo e da globalização. Em seguida, intentamos compreender as proposições que caracterizaram a reforma da Educação Básica, assim como suas implicações para a Gestão Escolar brasileira, agregada a alguns dos diferentes sentidos assumidos pelos conceitos de descentralização, participação e autonomia. Tais proposições são entendidas como parte da materialização da reforma do Estado brasileiro, intimamente imbricada ao processo de implementação do neoliberalismo e da globalização, estabelecido mediante orientação dos organismos internacionais. Finalmente, buscamos verificar, a partir da análise dos documentos, em que medida os encaminhamentos da SEMED, direcionados ao campo da Gestão Escolar, incorporaram, materializaram ou contrapuseram-se as proposições nacionais preconizadas para a Gestão Escolar. Com a implementação do programa de virtualização dos processos no Poder Judiciário do Rio Grande do Sul pretendemos analisar as adaptações pertinentes na estrutura organizacional das unidades judiciais do 1º grau de jurisdição e o impacto nas atividades dos servidores e dos juízes. Torna-se necessária uma revisão das práticas tradicionais a fim de preparar e adaptar as unidades jurisdicionais à nova realidade, especialmente no que diz respeito à distribuição das atividades. O programa de virtualização permite a unificação em apenas uma equipe integrante da unidade judicial, dispensando a tradicional divisão entre o cartório e o gabinete. Logo, diante da eliminação dos tempos mortos de tramitação do processo, torna-se imperioso o reforço da equipe de assessoria do magistrado em relação ao pessoal de cartório, mesmo porque a tendência no futuro é de unificação das estruturas cartorárias para atender a todos os juízes da comarca ou, no mínimo, drástica redução e alteração das atividades mecânicas cartorárias. Nesse contexto, na tentativa de auxiliar na elaboração de um cenário dos demais Tribunais brasileiros, além de facilitar as tomadas de decisões cabíveis, a partir de uma metodologia qualitativa baseada em estudo comparativo e entrevistas, foi organizada uma síntese e apresentadas proposições viáveis no que tange à estrutura organizacional do 1º grau de jurisdição do Poder Judiciário, visando sempre maior eficiência e qualidade na prestação jurisdicional.<br>Regarding the virtualization process of legal proceedings in the lower State Courts of the State of Rio Grande do Sul, this dissertation intends to analyze the necessary organizational structures adjustments and how those affect the activities of such court’s employees and judges. In order to prepare and adapt the jurisdictional units to this new reality, a review of the traditional practices becomes necessary, especially regarding the distribution of the activities of the court’s employees. The virtualization program allows a merge of the court office and the chamber’s employees, dismissing the usual activities division currently existent between them. So, in face of the reduction of the lawsuit delay time, it becomes even more necessary increasing the number of judge’s clerks and other assistant rather than other employees of the court. This is particularly necessary because the trend is that courts’ office structures will be unified in order to serve all judges of a given jurisdiction or, at least, to drastically reduce and change the manual duties of the courts’ offices. In this context, with the intent to help create a scenario of all Brazilian courts, in addition to assist in the courts’ decision making, through a qualitative methodology based on comparative studies and interviews a summary of viable proposals was organized and provided with respect to the organizational structures of the lower courts for more efficiency and quality in the provision of jurisdictional public services.

Parte-se da premissa de que as reformas neoliberais necessitam de uma base ideológica para sua efetivação. Seria, portanto, o pensamento pós-moderno o elemento que daria sustentação filosóficopedagógica, para as mudanças no mundo do trabalho e da nova organização escolar da sociedade capitalista. Com isso trazemos à tona a discussão a respeito da função social do conhecimento no capitalismo, buscando compreender as bases da sua contradição enquanto elemento fundamental para o desenvolvimento do capital, de extração da mais-valia com menos trabalho, ao mesmo tempo em que impulsiona o desenvolvimento do gênero humano. Os objetivos consistem em analisar a expansão da malha urbana e a evolução dos preços fundiários em Londrina, no fito de apreender o processo de valorização seletiva do espaço pelos mecanismos próprios do circuito imobiliário. Assim, a conjuntura da última década foi base do processo investigativo. No entanto, a compreensão da expansão físico-territorial da cidade de Londrina diz respeito às ações historicamente engendradas por agentes responsáveis pela produção do espaço urbano sob o modo capitalista de produção, quais sejam: os agentes privados, o Estado, e a sociedade civil. Desse modo, realizamos uma reflexão sobre a atuação dos incorporadores de loteamentos nas últimas quatro décadas, bem como da atuação do Estado na promoção da habitação e estruturação da cidade. Constituído esse quadro analítico, a compreensão volta-se ao estudo da evolução do preço da terra urbana a partir do levantamento e mapeamento das variáveis disponíveis nos classificados de terrenos do principal jornal de circulação local. Por fim, tratamos de analisar a estruturação do espaço urbano pela dinâmica da atividade imobiliária, investigando o caso mais específico da Zona Leste da cidade de Londrina, onde atualmente ocorre valorização imobiliária e incorporação de novos empreendimentos imobiliários bastantes elucidativos da reestruturação urbana contemporânea<br>This dissertation examines the production of urban space and their interaction with the real estate market, from the reality investigated in Londrina - PR. The objectives are to analyze the expansion of urban land and price developments in Londrina, the aim of understanding the process of selective recovery of space by the mechanisms of the circuit housing. Thus, the conjuncture of the last decade was based on the investigative process. However, understanding the physical and territorial expansion of the city of Londrina with respect to shares historically engendered by agents responsible for the production of urban space under the capitalist mode of production, namely: the private agents, the state and civil society. Thus, we held a discussion on the role of developers of subdivisions in the last four decades, and the role of the state in housing promotion and structuring of the city. Consisting this analytical framework, the understanding back to the study of the evolution of urban land prices from the survey and mapping of the variables available in the classifieds of land from the main newspaper of local circulation. Finally, we analyzed the structure of urban space by the dynamics of real estate activity, investigating the more specific case of the Eastern Zone of the city of Londrina, where he currently is real estate appreciation and incorporation of new houses quite illustrative of contemporary urban restructuring

Este trabalho procura retratar a trajetória do setor elétrico paulista e suas interações com o setor nacional, já que, como se depreenderá da leitura, impossível, em muitos momentos, serem dissociados, seja na vertente institucional ou na econômica. Não obstante, o cerne da questão abordada aponte para o modo como a reforma institucional de um setor estratégico e de serviço público essencial foi feita, a questão é consideravelmente mais complexa, já que o setor tem características e especificidades únicas. O modelo anterior sob o qual o setor havia se desenvolvido, a partir da década de 1960, estatal em sua quase totalidade, começou a ser desmontado inviabilizou-se. Como duas questões básicas, ainda não foram satisfatoriamente respondidas, ou seja, se havia, realmente, necessidade da privatização e se esta poderia ter sido realizada de forma distinta, intenta-se interpretar os motivos, inicialmente, das estatizações e, posteriormente, das privatizações ocorridas<br>The aim of this study was to evaluate the processed reforms in the electric sector of São Paulo and his interactions with the Brazilian sector. The major of the question has been the privatization and the way as the institutional reform of a strategic sector and of essential public service sector was made. The question is considered complex, since the sector has single characteristics and the electricity is a capital with very specific peculiarities. The previous model under which had been developed the electric Brazilian sector and, in particular, the native of São Paulo, from decade of 1960, state in it\'s almost totality, started to be demolished is not viable anymore. How, the two basic questions, occurred by the reframe for which had passed, they had not been satisfactorily answered yet, in other words, if really had necessity of the privatization and it could have been carried through of distinct form. Esta tese analisa as mudanças na dinâmica territorial do Estado do Rio de Janeiro implicadas com processos contemporâneos de reestruturação produtiva que, em grande medida, têm promovido a consolidação de economias regionais no território fluminense. Compreendendo que este processo associa-se a diferentes possibilidades de intervenção dos sujeitos locais por meio de organizações e instituições, orientamo-nos no sentido de interrogar em que medida as transformações recentes na estrutura sócio-espacial do território fluminense, particularmente no decorrer da década de 1990, podem ser compreendidas como decorrentes das formas particulares como as práticas sociais locais e as mudanças nas práticas de gestão do território são conjugadas com as alterações na sua estrutura econômica. Partindo da recuperação de aspectos centrais do processo histórico mais amplo de formação econômica, política e administrativa do estado, a análise das mudanças enfatiza os novos processos de industrialização no interior, particularmente no norte e no médio Vale do Paraíba, destacando sua importância como instauradores de uma nova forma de organização da economia fluminense. Identifica que essa nova forma de organização se caracteriza por uma maior diversificação de setores e maior integração territorial, concorrendo para a redução da alta concentração de recursos e atividades no núcleo metropolitano e da dependência em relação aos recursos estatais. Considera, ainda, as novas relações e formas de associação induzidas por diferentes práticas sociais, políticas e econômicas envolvidas na disputa pelo uso e controle do território fluminense, enfatizando as mudanças nas formas de gestão.<br>The aim of this dissertation is to analyses the changes in territorial dynamics in Rio de Janeiro states involved with the contemporary processes of the productive reconstruction, which, in great part, has promote the regional economies consolidation in the Fluminense Territory. Comprehended that this process is related with different possibilities of interventions of the locals subjects by, the way of organizations and institutions, we are orientated in the way to question in which dimension these recent transformations in the social-spatial structure of the fluminense’s territory, particularly during the 90’s, can be understanding as decurrent of particulars forms as locals social practices and the changes in the practice of management of the territory are conjugates with the alterations in the economic structure. Starting of the recovering of central aspects of historical processes wider then economic, politic and state administration formation, the analyses of the changes highlights the new processes of industrialization in the interior, particularly in the north and middle Paraiba’s Valley, highlighting it’s importance as establishing of a new form of organization of the fluminense territory. Identify that the news forms of organization characterized by one more diversity sectors and more integration of the territory, competing for the reduction of the high concentration of resources and activities in the metropolitan nuclei and the dependence in relation of states resources. Consider, as well, the new relationship and forms of association induced by different social, politics and economical practices, involved in the dispute by the use and control of the fluminense territory, highlighting the changes in the form of administration.

Issue de l’économie planifiée, l’entreprise publique vietnamienne s’est graduellement transformée d’une simple entité administrative non-autonome, en une entreprise commerciale de droit privé. Si le statut et le régime de l’entreprise publique vietnamienne ont, ces dernières décennies, fait l’objet de réformes substantielles, la place centrale réservée aux entreprises publiques au sein de l’économie vietnamienne n’a, en revanche, eu de cesse d’être réaffirmée. Les entreprises publiques, désormais rassemblées dans des conglomérats publics, ont vocation à être le socle et les fers de lance du développement économique du pays. Or, en dépit du soutien politique et des avantages compétitifs dont bénéficient ces conglomérats publics, ces derniers souffrent de graves difficultés financières et de lacunes sévères de gestion, affectant leur compétitivité et leur rentabilité. Les conglomérats publics se retrouvent, par conséquent, au cœur d’un processus de réforme, dont l’issue pourrait influencer l’évolution économique et politique du pays<br>Vietnam’s state-owned enterprises were initially established under the planned economy. Pursuant to substantial reforms during the past decades, Vietnamese state-owned enterprises have gradually evolved from non-autonomous administrative entities to autonomous business entities. They however remain at the centre of the Vietnamese economy, in the form of public conglomerates. Despite strong political support and competitive advantages, these public conglomerates nonetheless suffer from serious financial difficulties and management shortcomings. They lack competitiveness and profitability. Public conglomerates are, therefore, at the heart of a reform process, which outcome could influence the economic and political perspectives of the country

The analysis dedicated itself to school scheduling policies and teaching work as the logic of capital, focusing on goiana reform entitled: Policies of the Pact for Education: a better future requires changes implemented by the state the end of 2011. The fact that it is imposed on the school routine, without dialogue and transparency, politics raised questions about the relationship between the State and the education of the public network in Goiás. It became centers for this work in the effort to unravel the essence of this educational reform, so it is conceived to teaching as a work influenced by educational policies that expand the territory within the state school, establishing a relationship of power between the state and the school community. In this sense it is established as a disputed territory. The investigation of qualitative approach consisted in a case study in Colégio Estadual João Netto de Campos, which he was held semistructured interviews with fifteen teachers and observed the school routine, which based the establishment of a field diary. It was collected informations in the school office, Subsecretaria Regional de Catalão and SINTEGO as well as research on official sites of the MEC, INEP, Seduce and others. The conceptual theoretical framework consists of authors who approach the world of work, such as: Antunes (1999), Harvey (2011), Nogueira (2004), Pinto (2007), Engels (1977), Thomaz Jr (2011), Moreira (2009). About the teaching profession and the precarious conditions of the activity related to the restructuring process: Chamon (2005), Santos (2009), Oliveira (2004), Costa (2012), Sampaio and Marin (2004), Caetano (2014), Santos (2013), Libâneo (2011), Giroux (1997), Saviani (2007), Frigotto; Ciavatta (2003), Rocha (2010), Mészaros (2005). State and public policies: Alves (2015), Höfling (2001), Mello-Théry (2011). Regarding the territory category Haesbaert (2007), Cattaia (2011), Raffestin (1993). It is understood the school as a territory, produced by the dispute between rationalism of educational reforms and demands derived from the experience of workers of education. The concepts of levels and dimensions of Henri Lefebvre supported the search for understanding how policy developed in the distant order - the superstructure and the State - reaches and intervenes at the secondary level - where the Colégio Estadual João Netto de Campos - and how this interferes with everyday life, producing power relations and confrontations to an elaborate policy without taking into account the reality of who is in school. The research showed that there is outrage at the issues of education policy in the state, but that it does not manifest in effective participation in the union claims or actions by teachers. Thus, the study of everyday life, or the private level was fundamental for the analysis because control policies and Pact management to settle in school results in clash of powers, putting in contrast the distant level - the legislated actions - and lived as they reveal the strategies on rules that do not always represent everyday necessities.<br>As reformas educacionais neoliberais no Brasil e em outros países da América Latina, desde as últimas décadas do século XX promoveram a reestruturação da educação e do trabalho docente, que alcança não somente a escola, mas, toda a organização da educação pública, alterando a natureza do trabalho escolar, intensificando a exploração do trabalho e desta forma flexibilizando os direitos trabalhistas. A análise dedicou-se às políticas de programação da escola e do trabalho docente conforme a lógica do capital, enfocando a reforma goiana intitulada: “Diretrizes do Pacto pela Educação: um futuro melhor exige mudanças”, implantada pelo Estado no final de 2011. O fato de ser imposta ao cotidiano da escola, sem dialogo e transparência, a política suscitou indagações a respeito da relação entre o Estado e a educação da rede pública em Goiás. Tornaram-se centrais para este trabalho o esforço em deslindar a essência desta reforma educacional, assim concebe-se à docência como um trabalho influenciado pela política educacional que se territorializa no espaço da escola estadual, estabelecendo uma relação de poder entre o Estado e a comunidade escolar. Neste sentido se estabelece como um território em disputa. A investigação de cunho qualitativo constou em um estudo de caso, no Colégio Estadual João Netto de Campos, em que realizou-se entrevista semiestruturada com quinze docentes e observou-se o cotidiano da escola, o que embasou a constituição de um diário de campo. Foram coletadas informações da secretaria da escola, da Subsecretaria Regional de Catalão e do SINTEGO, além de pesquisas em sites oficiais do MEC, INEP, Seduce e outros. O arcabouço teórico conceitual consta de autores que abordam o mundo do trabalho, como: Antunes (1999), Harvey (2011), Nogueira (2004), Pinto (2007), Engels (1977), Thomaz Jr (2011), Moreira (2009). Sobre o trabalho docente e as condições precárias da atividade relacionado à reestruturação produtiva: Chamon (2005), Santos (2009), Oliveira (2004), Costa (2012), Sampaio e Marin (2004), Caetano (2014), Santos (2013), Libâneo (2011), Giroux (1997), Saviani (2007), Frigotto; Ciavatta (2003), Rocha (2010), Mészaros (2005). Os conceitos de níveis e dimensões de Henri Lefebvre subsidiaram a busca por compreender como a política elaborada na ordem distante – a das superestruturas e do Estado – alcança e intervém no nível médio – no caso o Colégio Estadual João Netto de Campos – e como esta interfere na vida cotidiana, produzindo as relações de poder e enfrentamentos a uma política elaborada sem levar em consideração a realidade de quem está na escola. A pesquisa mostrou que há uma indignação com as questões referentes à política educacional no estado, mas que a mesma não se manifesta na participação efetiva no sindicato ou em ações de reivindicações por parte dos/as professores/as. Assim, o estudo do cotidiano, ou o nível privado foi fundamental para a análise, pois as políticas de controle e gestão do Pacto ao se estabelecerem na escola resulta em embate de poderes, colocando em contraponto o nível distante – as ações normatizadas – e o vivido, em que revelam as estratégias diante de regras que nem sempre representam as necessidades cotidianas.
