Abstract:
В статье рассмотрены процессы реформирования системы государственного управления в Российской Федерации, направленные на осуществление социальной функции государства и продекларированного властями перехода на новую сервисную парадигму отношений между населением и госорганами. Проанализированы основные этапы сервисизации госуправления в рамках реализации федеральных целевых программ, государственных программ и концепций по цифровой трансформации предоставления государственных и муниципальных услуг, в первую очередь социальной направленности. Автор придерживается взглядов, в соответствии с которыми сервис может трактоваться как оказание услуг населению государственными структурами и организациями. На примере Республики Башкортостан автором раскрыто современное состояние цифровизации оказания государственных и муниципальных услуг, критически оценен уровень развития государственных информационных систем, выявлены основные недостатки и предложены пути преодоления «догоняющего» характера перехода к модели сервис-ориентированного региона. The article examines the processes of reforming the public administration system in the Russian Federation, aimed at the implementation of the social function of the state and the transition declared by the authorities to a new service paradigm of relations between the population and the state. The main stages of public administration serviceization within the framework of the implementation of federal target programs, state programs and concepts for the digital transformation of the provision of state and municipal services, primarily of a social orientation, have been analyzed. The author adheres to the views according to which the service can be interpreted as the provision of services to the population by state structures and organizations. Using the example of the Republic of Bashkortostan, the author reveals the current state of digitalization in the provision of state and municipal services, critically assesses the level of development of state information systems, identifies the main shortcomings and proposes ways to overcome the “catch-up” nature of the transition to a service-oriented region model.

Abstract:
This case study was conducted between 2000 and 2003 to examine the implementation of community based tobacco treatment programs funded by the Massachusetts Department of Public Health Tobacco Control Program (MTCP). Four dimensions of implementation, drawn from several models of program evaluation are explored: (a) quantity of services, (b) quality of services, (c) implementation/use of systems, and (d) sustainability. The quantity of services delivered was high, reflecting MTCP’s focus on increasing availability of services, particularly in underserved populations. The quality of physician-delivered tobacco intervention did not meet national benchmarks for delivery of all 5As (Ask, Advise, Assess, Assist, Arrange follow-up) and only about half of organizations reported routine systems for auditing tobacco use documentation. Implementation of systems to identify tobacco users and deliver tobacco treatment varied widely by community health settings, with low rates of tobacco use documentation found. Finally, in an era of greater competition for scarce prevention dollars, sustainability of services over time must be planned for from the outset, as indicated by the success of programs that sustained services by proactively and creatively incorporating tobacco treatment into their organizations. This case study can inform states’ policies in their design of tobacco treatment services in community health settings.

Abstract:
In today´s world there is urgency to improving the scope of government (municipal) services, updating their delivery mechanisms by bringing them in line with modern requirements of society, under the influence of the rapidly developing information technology. State policy in Russia in the sphere of state (municipal) services includes a range of activities, the implementation of which aimed at improving the legal regulation of this sector, the introduction of new forms of state (municipal) services, streamlining the organization of supply and improving the quality of the services. These activities are implemented in stages within the framework of state reforms that are going on in Russia for more than a decade. The article analyzes a specific budget measures and administrative reforms in state (municipal) services. The analysis of the concepts "public service" and "public function" within the legal format allowed the author to distinguish between measures to improve the organization of state (municipal) social services provided by the state (municipal) institutions and public services provided directly by state executive bodies ( "administrative " services). For example, in the area of social services the ratio of the planned amount of state (municipal) services and their financial security remain key issues. In order to improve "administrative" services innovation in recentyears are rapidly introduced new forms of delivery of these services, which are key objectives of the possibility of application for state (municipal) services in electronic form, as well as creating a network of institutions authorized for the provision of public ( municipal) "administrative" services — multipurpose centers. However, the general unsolved problem within the scope of public administration (municipal) services is improving their quality and accessibility.

Abstract:
The most used approaches for distributed application integration are based on the Service-Oriented Architecture (SOA) and Representational State Transfer (REST) architectural styles. Each is more adequate to a different class of applications and exhibits advantages and disadvantages. This paper not only shows that they are dual architectural styles, SOA oriented towards behavior (services) and REST towards state (structured resources), but also contends that it is possible to combine them to maximize the advantages and to minimize the disadvantages. A new architectural style, Structural Services, is proposed and described. Unlike REST, resources are not constrained to offer a fixed set of operations and, unlike SOA, services are allowed to have structure. To minimize resource coupling, this style uses structural interoperability based on the concepts of structural compliance and conformance, instead of schema sharing (as in SOA) or standardized and previously agreed upon media types (as in REST).

Abstract:
This study examines 54 cases of restructuring public services in towns and counties in upstate New York. The 54 cases include 39 cases of privatization in the form of contracting out, nine cases of contracting back in, and six cases of contracting out services to another government. Local government privatization was found to have some harmful effects on workers. Few local employers had adjustment policies to protect affected employees and disproportionate negative impacts were found on women and minorities. Privatization was also found to have significant de-unionizing effects. On the other hand, it had no clear impact on wages and benefits. The role of unions in the restructuring process is more complex than was previously thought. Unions were the catalyst for opposition actions but only in cases involving for-profit restructuring. In the nine cases that involved contracting work back into the public sector, unions supported restructuring changes, and in the six cases of contracting out to another government, union opposition was not significant.

Opisano historię tych służb, aby pokazać, jak zmieniała się ich rola i działania w okresie międzywojennym, II wojny światowej oraz powojennym.
