For me, there is no doubt about the complete failure of the XIIIth Medical Congress; the main goals of international congresses were not achieved and the vast majority remained dissatisfied with this congress. The main goal of the congresses is to familiarize themselves with the current state of science: the members who have presented their reports, of course, wish to familiarize as many comrades as possible with their work; members who have not submitted reports wish to familiarize themselves with new works of interest to them. The second purpose of the congresses is to get closer to associates; it is clear that the participants in international congresses wish to get to know each other and get close to foreign comrades.

Abstract:
The article studies the practice of congresses of the Orthodox military clergy in 1917. To discuss their work in new social and political conditions, the priests gathered at the level of divisions, corps, and armies. Adoption of general decisions required more representative meetings: in the spring and summer of 1917, congresses of the military clergy of the South-Western, Romanian, Western, and Northern fronts were held, and in July 1917, the Second All-Russian Congress of the Military and Naval Clergy was held in Mogilev. Studying minutes of the front-line congresses identifies issues that bothered priests serving in military units and institutions of various fronts of the Russian army and proposed solutions for urgent problems. The study is to consider the work of the congresses of the military clergy of the Romanian Front and to determine their place among congresses of the military clergy in 1917. To that end, the main decisions have been analyzed and compared with the decisions of other meetings. The article also discusses an attempt to increase the number of representatives of the front in Mogilev, explaining the reasons for its failure. The participants in the military clergy congresses of the Romanian front expressed interests of a fairly large number of priests: as of May 1917, approximately 410 pastors served in the military units and institutions of the young front. At the first congress (May 15–16, 1917) of the clergy of the Romanian front, most important (according to delegates) issues were discussed: state of the army, measures of its improvement, delegation of front priests to the All-Russian Congress of the Military and Naval Clergy, support for the dismissed clergy, representation in the Synod, etc. The second congress (June 25, 1917) convened to elect delegates to Mogilev. The source base of the study is documents from the fonds of the Russian State Historical Archive: minutes of the congresses of clergy of the Romanian, Western, South-Western, Northern fronts, minutes of the Second All-Russian Congress of the Military and Naval Clergy, telegrams, reports, and other documents concerning the protopresbyter’s office. Data on the work of the congresses of clergy of the Romanian front is being introduced into scientific use for the first time.

The library holds 87 phaleristic awards 1919–1939, from Austria, Great Britain, Canada, Czech Republic, France, Germany, Hungary, Poland, Serbia, Sweden, Ukraine, USA. Among these awards we can conditionally distinguish the following thematic groups: Ukrainian and Ukrainian related awards, foreign phaleristic, international professional congresses. In these groups it is possible to distinguish subgroups representing different individual aspects of social life in Ukraine and in other countries in 1919–1939. Ukrainian and Ukrainian related honors include: Ukrainian-language honors made in Ukraine; honors of the Ukrainian Diaspora; non-Ukrainian-language honors made on Ukrainian lands. Foreign phaleristics are represented by thematic subgroups: state distinctions (Serbian Order of Saint Sava, Polish medals, etc.); non-state public awards; phalleristics of public organizations (the Red Cross, associations of librarians, doctors, electricians, technicians and others); German and Polish phaleristics on the occasion of a plebiscite in Silesia in 1921; monuments of cultural and artistic events; business awards (ASEA, Leica, Germany) and more. Abstract:
The article features an analysis of projects of congresses of gold miners in Transbaikal and correspondence concerning the organization of these congresses in 1898 – 1919. It is the first time a number of documents of the State Archive of Irkutsk region and the State Archive of the Transbaikal region have been examined. The article describes the history of the origin and development of the Congress of prospectors, as an independent institution. It illustrates the evolution of the role of the Congress as a body representing the collective interests of gold industry entrepreneurs. The article reveals contradictions between the gold miners they faced in addressing the issues. The research identifies the key interests and problems of gold miners at the turn of XIX – XX centuries On the basis of documents on the organization of congresses it examines the situation of workers, development of medical Affairs, the condition of routs of communication in the mines. The conclusion is made about the value of the documents of the congresses for the study of issues of social, technical and financial challenges of gold mining. The archival data reveal the effect of Russia's participation in the RussoJapanese and First World wars on its gold production. The obtained results allow a more detailed study of the gold mining past of this region.

Abstract:
One of the most important legal problems discussed in the 19th century by German lawyers was that of state liability due to damages resulting from illegal acts of its officials. An influential forum of exchange of ideas was the German Association of German Jurists which organized all-German congresses to solve legal questions in order to promote German unity. Although the problem of state responsibility was discussed at some of the Association congresses in the 19th century, the most interesting was that held in Kiel in 1905. It was due to the fact that many German states had at that time legal regulations concerning state liability, but they were quite different. That generated many complications, making realization of a legal unity within the German Reich difficult. Two proposals for solving this situation were presented at the Congress in Kiel by Otto von Gierke and Rudolf von Herrnritt. Their ideas constituted bases for the discussion which followed. The paper presents the discussion on the state liability, which took place at the Congress in Kiel.

Abstract:
The key factor for the effective development of business entities in market conditions is the issue of activating innovation and entrepreneurship, because in this way it is possible to significantly increase the economic efficiency of a given entity, improve the financial situation and, consequently, increase tax revenues to the state budget. In addition, the improvement of business and social relations between enterprises and state and self-government authorities is also particularly important. In connection with the above, the importance of chambers of commerce acting as the integrators of the business community, self-government and state authority institutions and other public entities is growing. One of such chambers of commerce is the Industrial and Commercial Congregation of the Polish Chamber of Commerce, which also integrates the business community with the institutions of locally operating local government units and the regional economic chambers cooperating with them, which mainly associate locally operating entrepreneurs. As part of its activities, the Industrial and Commercial Congregation of the Polish Chamber of Commerce organizes periodically implemented meetings, conferences and congresses, during which debates regarding the need for systemic improvement of economic, normative, fiscal, etc. conditions are made to small and medium-sized companies in the trade sector operating in Poland. The main events integrating entrepreneurs, local government, economists, people of art and politicians organized periodically by the Polish-American Chamber of Commerce and Industry are the Congresses of Polish Economy and the Congresses of Modern Economy. One of the last events of this type was the Jubilee XIV Congress of Polish Economy organized on June 21, 2017 in Warsaw on the occasion of the 15th anniversary of the Polish-Ukrainian Chamber of Commerce and Industry. This Congress, which is the subject of the next chapter of this study, continued the problems raised during debates taking place during previous KPH OIG Congresses.

Abstract:
The article actualizes the problem of the university community as a key meaning-forming scientific environment and the congress as a form of scientific communication. The perspectives of interdisciplinary communication in the university environment and also the experience of Russian philosophical congresses, which have become an important factor in the scientific consolidation of the Russian philosophical community, are considered as material for this kind of comparison, designed to demonstrate the substantial similarity of the problems arising in scientific communities. The author notes the similarity of the problems arising in the formation process of the disciplinary diversity (specialization) of the university environment and the similarity between the functioning of the classical within a modern university (on the example of Belgorod State University) and the problems that are solved at philosophical congresses. Philosophical congresses help to overcome a period of disciplinary fragmentation, which philosophy is now also going through. At the same time, the author notes the importance of the experience gained within the framework of philosophical congresses for solving the problems of university education, in which philosophy traditionally plays an important role in ensuring interdisciplinary communication between faculties. It explains the need for consistent and various attention to philosophical congresses on the part of Russian national universities, which are going through the time of searching for historically well-timed forms of scientific and educational activity. Due to the practical development of personal worldview and methodological beginnings of cognitive activity of high educational level, the author proposes for discussion at the upcoming philosophical congresses (Russian and international) topics related to the question of prospects of philosophical communities in universities. According to the author, it can be the subject of a broad discussion at the next Russian philosophical congress.

The formation of the first state system in Europe took place from the conclusion of the Peace of Westphalia in 1648, as a result of the Thirty Years’ War (1618-1648), to the Utrecht (1713), Rastatt-Baden (1714) and Nystad Congresses (1721) which finished the end of the war of the Spanish Succession and the Northern war. The legal fixation of the Westphallian system was accompanied by its public perception and acceptance. First of all, this was demonstrated by International Congresses, which were not only a common negotiation process, but also a place of representation of the significance and culture of each state. In fact, the European Congress was a carefully designed triumph of Рeace within the continent, which required considerable funds, was widely covered in the press and glorified in celebrations, paintings, plastic art, release of commemorative medals, poetry and even fashion. The article presents the most striking examples of iconography of Peace Congresses. The author believes that their performative nature and iconography, emphasizing the European character of Peace and the protopatriotic moods that it evoked, made a significant contribution to the civilization heritage of Europe.

The publicity of International Congresses can also be considered as incentive for the development of the Law of Nations and as an act of humanitarian diplomacy. Peace Congresses were designed to minimize the heavy legacy of military conflicts in the historical memory.

Abstract:
This study describes young writers' conferences in school districts in the state of Texas. The study proposed: (a) to describe the characteristics of young writers' conferences; (b) to determine how young writers' conferences were created and implemented; (c) to identify the purpose of writing conferences; (d) to identify the population served; (e) to describe the unique contribution of conferences; (e) to determine the perceived value of conferences to school district personnel. A 26 item survey was developed and distributed to 133 Texas school districts. One hundred percent of the districts responded to the survey or telephone interview Data was collected from the ten districts that provided young writers' conferences for young writers during the 1994-95 school year. Eighty percent of the school administrators surveyed rated their program as very beneficial for young writers. Twenty percent rated their program at the second highest rating, or beneficial. All of the districts reported that as a result of the workshop, writing has become more important in the districts. In addition, the majority of the districts reported that parents are more aware of the importance of writing and that teacher attitudes toward writing have improved as a result of participation in the workshop Districts also reported that students have a more positive attitude toward writing and are more interested in writing after having attended the workshop. It can be concluded from the study that students in grades nine through twelve were largely undeserved by the districts in the sample. Therefore, the researcher suggests that districts serve this population in future conferences. The researcher also recommends that a democratic process be established that would maximize the number of participants attending young writers' conferences in each district. Information obtained from the study can inform educational policy makers, educators, parents and citizens about young writers' conferences and can also serve as a resource for conference planners and participants as similar programs for young writers are created, implemented and evaluated.

Resumo: O presente trabalho caracteriza-se como uma pesquisa do tipo Estado da Arte e tem por objetivo descrever e analisar as características e tendências da produção científica apresentada sob a forma de artigos nos quatro Encontros de Pesquisa em Educação Ambiental (EPEA), realizados nos anos de 2001, 2003, 2005 e 2007. Os 303 trabalhos completos foram estudados a partir dos seguintes descritores: autor do artigo; instituição de origem; nível educacional; área de conhecimento e foco temático do estudo. Os resultados apresentam dados sobre a base institucional da produção, revelando forte desequilíbrio inter-regional da mesma, que se encontra deslocada para o eixo Sudeste-Sul do país; além de claro predomínio de autorias vinculadas às instituições promotoras dos Encontros - Unesp, USP e UFSCar. Revelam também: (a) o forte interesse com questões voltadas para o ensino escolar Formal, prevalecendo os trabalhos que abrangem os vários níveis escolares de maneira genérica (22%), ou aqueles voltados para a Educação Superior (16%) ou Anos Finais do Ensino Fundamental (13%); (b) a falta de investigações ligadas à Educação Infantil e aos Anos Iniciais do Ensino Fundamental; (c) que grande parcela da produção não privilegia uma área de conhecimento específica relativa à Educação Ambiental (45%), embora haja quantidade significativa de estudos ligados à Ecologia (11%); (d) o predomínio de investigações que mapeiam ou abordam as Características e Concepções de Indivíduos (33%) sobre algum aspecto da Educação Ambiental, seguido por um conjunto de trabalhos com foco temático em Fundamentos Teóricos e Curriculares em/para Educação Ambiental (29%); além de parcela significativa de artigos voltados para Conteúdos e Métodos em Educação Ambiental (10%). O trabalho ainda aponta elementos importantes para reflexão sobre a pesquisa em Educação Ambiental e sobre a constituição dos EPEAs enquanto promotores da divulgação das pesquisas na área, sinalizando para a necessidade de se ampliar e estimular a difusão da produção acadêmica brasileira em Educação Ambiental.
Abstract: This work is characterized as State of the Art research and aims to describe and analyze the characteristics and trends of scientific production presented in four encounters Research in Environmental Education (EPEA), conducted from 2001, 2003, 2005 and 2007. The 303 complete papers were studied from the following descriptors: author of the article, the home institution, educational level, knowledge, and the thematic focus of the study. The results provide data on the institutional basis of production, showing strong inter-regional imbalance of the same, which is moved to the South-south, in addition to the predominance of authorship related to the institutions promoting the encounters - UNESP, USP and UFSCar. They also reveal: (a) strong interest in issues facing the school formal, whichever works covering the various grade levels in a generic way (22%) or those pursuing higher education (16%) or the Final Years Elementary school (13%) (b) the lack of investigations on the Early Childhood Education and Early Years of Elementary Education, (c) that a large portion of production does not favor a specific area of expertise on environmental education (45%) although there are significant number of studies related to ecology (11%) (d) the predominance of research that maps or address the characteristics and conceptions of individuals (33%) on some aspect of Environmental Education, followed by a series of works focused theme in Theoretical Foundations and Curriculum in / for environmental education (29%), besides a significant portion of articles focused on Contents and Methods in Environmental Education (10%). The work also shows important elements for reflection on research in environmental education and the formation of EPEAs while promoting the dissemination of research in the area, indicating the need to expand and encourage the dissemination of the Brazilian academic production in Environmental Education.

Physician participation in United States governance has a long and honorable history, dating to the nation’s inception. At a time of unprecedented change in health policy ‐ to control the growth of health care costs, to cover the uninsured through Affordable Care Act (ACA) provisions, to improve quality, to meet the demand for health services as the population grows and ages ‐ the need for physician leadership to guide policy interventions has never been greater. Yet physician‐legislator participation has declined. There is little data about physicians involved in shaping health policy in state or federal legislative branches. This study examines the characteristics of physician‐legislators at the federal and state levels, and compares them to U.S. physicians in general. Using rosters fixed on March 13, 2014, the study reviewed biographic and demographic information on physician‐legislators. The study’s four hypotheses were that physician‐legislators were more likely to be (1) men than women, (2) members of the Republican Party than the Democratic Party, (3) a non‐primary care physician than a primary care physician, and (4) elected in the states where they completed graduate medical education than where they attended college. Ninety‐five physician‐legislators were identified in 51 legislative bodies in 2014. Physician‐legislators were more likely to be male than female, to be Republican than Democrat, and to be practicing in a non‐primary care than in a primary care specialty. Physician‐legislators were less likely to be elected in the state where they completed graduate medical education training than where they attended college. No personal factor was identified that linked the majority of physician‐legislators to the state in which they were elected.

Abstract:
The Soviet Union's dissolution in December 1991 marks the end of the Cold War and the elimination of the United States' main rival for global political-economic leadership. For decades U.S. foreign policymakers had formulated policies aimed at containing the spread of Soviet communism and Moscow's interventionist policies in the Americas. They now assumed that Latin American leftist revolutionary upheavals could also be committed to history. This study explores how Congress takes an active role in U.S. foreign policymaking when dealing with revolutionary changes in Latin America. This study finds that despite Chavez's vitriolic statements and U.S. economic vulnerability due to its dependence on foreign oil sources, Congress today sees Chavez as a nuisance and not a threat to U.S. vital interests. Devoid of an extra-hemispheric, anti-American patron intent on challenging the United States for regional leadership, Chavez is seen by Congress largely as a threat to the stability of Venezuela's institutions and political-economic stability. Today both the U.S. executive and the legislative branches largely see Bolivarianism a distraction and not an existential threat. The research is based on an examination of Bolivarian Venezuela compared to revolutionary upheaval and governance in Nicaragua over the course of the twentieth century. This project is largely descriptive, qualitative in approach, but quantitative data are used when appropriate. To analyze both the U.S. executive and legislative branches' reaction to revolutionary change, Cole Blasier's theoretical propositions as developed in the Hovering Giant: U.S. Responses to Revolutionary Change in Latin America 1910- 1985 are utilized. The present study highlights the fact that Blasier's propositions remain a relevant means for analyzing U.S. foreign policymaking.

The pride and interest of the nation left no room for ‘internationalist jokes’, as Debussy put it. We will first, in Sections 3.1 and 3.2, document this new state of mind with respect to science, and mathematics in particular. World War I was not only marked by this surge of exclusive nationalism; it was also a modern, technical war which mobilized scientists, including mathematicians; this is the subject of Section 3.3. A short final section considers the (im)possibility of organizing international congresses during the war.

For the duty of statisticians was to formulate a new theory of statistics and new methods and tools. Characterizing some of these, the chapter carves out the specific nature of the Soviet Union.

AbstractOver the past 3,000 years, speakers of the Ateker family of languages in East Africa chose various strategies to respond to periods of climate change including the end of the African Humid Period and the Medieval Climate Anomaly. Some Ateker people made wholesale changes to food production, adopting transhumant pastoralism or shifting staple crops, while others migrated to wetter lands. All borrowed new economic and social idea from neighbors. These climate-induced changes in turn had profound social and political ramifications marked by an investment in resilient systems for decentralizing power, such as age-classes and neighborhood congresses. By integrating evidence from historical linguistics and oral traditions with paleoclimatological data, this paper explores how a group of stateless societies responded to climate change. It also considers whether these cases complicate concepts such as “collapse” and “resilience” that are derived from analyses of mostly state-centric climate histories.

Vladimir Stepanovich Ershov (1904–1988) is an outstanding parasitologist, closest associate and follower of Academician K. I. Skryabin, Doctor of Veterinary Sciences, Professor, Full Member of the All-Russian Academy of Agricultural Sciences, and Laureate of the USSR State Prize. 2024 marks the 120th anniversary of his birth, July 26, 1904. The main direction of scientific activities of V. S. Ershov was the immunity study in helminth infections. His works "The immunity mechanism in helminth infections", "Helminth infections as allergic diseases" and others are devoted to this problem; in total, he published over 200 works, including textbooks, study guides and monographs many of which were translated into foreign languages. An important place in V. S. Ershov’s activities was occupied with the work on veterinary service organization, veterinary and zootechnical education. In 1945, he was appointed as Head of the Main Veterinary Directorate of State Farms of the Ministry of State Farms of the RSFSR, then Head of the Main Directorate of Zoo-Veterinary Universities of the Ministry of Higher Education. In 1954, Vladimir Stepanovich became the Director of the Moscow Fur Institute, and a year later, Vice-Rector of the Moscow Veterinary Academy. In 1957, V. S. Ershov was appointed Director of the VIGIS, which he headed for a quarter of the century. Due to the organizational skills of Vladimir Stepanovich, the VIGIS quickly grew from a small team into a large center of helminthological science. V. S. Ershov took part in International Veterinary Congresses, was elected an honorary member of several foreign societies of parasitology (Washington, East Germany, Bulgaria, etc.), and an honorary member of the World Association for Advancement of Veterinary Parasitology, a member of the State Commission for Academic Degrees and Titles and the Lenin and State Prize Committee. For his enormous contribution to the development of science, V.S. Ershov was awarded Orders of Lenin, the October Revolution, the Red Banner of Labor (twice), the Badge of Honor (twice) and Peoples’ Friendship and medals. Vladimir Stepanovich passed away in 1988.

On behalf of the organizers and sponsors of the 4th International Clinical Engineering & Health Technology Management Congress (ICEHTMC), it is our honor to offer this publication that contains all of the abstracts accepted for the oral sessions in this Congress. Through the amazing support received from the Scientific Program Committee, consisting of several dozen experienced reviewers from all over the world, all of the submissions received were subjected to strict peer review process. This made the Congress’s scientific program an event that exceeded all previous Congress records for quality, quantity, and registration. Major recognition must be given to the unique cooperation between the Global Clinical Engineering Alliance (GCEA), the IFMBE Clinical Engineering Division (IFMBE CED), and AAMI for hosting and collaborating on the organization of this event. Especially, since due to the curtail of international travel during this COVID-19 era, the organizers had to convert the Congress from in-person to a global virtual congress, a first for the international clinical engineering field. The unabated commitment of organizers led by Tom Judd and Yadin David who were endlessly supported by Kallirroi Stavrianou, and Luis Fernandez resulted in the engagement of Clinical Engineering practitioners from around the world, including pre-recording of over 200 presentations. Keynote presentations included globally recognized speakers from the World Health Organization, India and the USA. Support and presentations from sponsors Zoom for Healthcare, R-Zero, Healiom, and Schiller Americas provided a unique opportunity for global health technology shared learning and professional networking. This is the second time that the Congress’s proceedings are published and available in on-line format (GlobalCE.org). The Global Clinical Engineering Journal’s commitment to the promotion and sharing of knowledge is evident through its commitment to timely publication of subjects at the cross between engineering, technology, and patient care outcomes. These proceedings are a great accomplishment that well serve the ongoing and growing Global Clinical Engineering publication task. Conducting a virtual Congress presents a different stage and an opportunity to engage with more members within our field as well as with other stakeholders around professional development, scientific debate, networking, strengthening friendships, and learning more about best practices from places we cannot yet visit in person. The article studies the political ideas, views, perceptions, concepts and principles that guided the congressmen of the Houses of the US Congress while discussing the provisions of the bill on the formation of the Territories of Kansas and Nebraska regarding the conditions and procedure for determining the legal status of slavery in these territories. The article clarifies, compares and evaluates the conceptual, ideological and political differences in the positions of the debating parties, determines the significance of this debate for the subsequent political development of the United States along the path of the split of the American nation and the American national state.

Эти аспекты сформировались в политическом сознании американцев, прежде всего в северных штатах, в процессе переосмысления ими своего колониального прошлого и антиколониальной борьбы. Они прозвучали в виде устойчивых идейных обоснований недопущения всякого дальнейшего территориального распространения рабства. Понимание рабства как «проклятого колониального наследия», «позорящего клейма» на светлом облике независимой американской нации и рабовладения как свидетельства постколониальной экономической, цивилизационной отсталости определяющим образом воздействовало на идейное противодействие распространению рабства на новые территории. Идеи спасения национальности чести, обращения и следования революционным идеалам в решающей мере повлияли на антирабовладельческую риторику конгрессменов. The article examines the special, post-colonialist aspects of the anti-slavery argument used during the debates in the US Congress on the Oregon Territorial Bill. These aspects were established in the political consciousness of Americans, primarily in the northern states, in the process of rethinking their colonial past and anti-colonial struggle. They were formulated as stable ideological justifications for preventing any further territorial spread of slavery. The understanding of slavery as a "cursed colonial legacy", a "shameful stigma" on the bright image of an independent American nation and slavery as evidence of postcolonial economic and civilizational backwardness had a decisive effect on the ideological opposition to the spread of slavery to new territories. The ideas of saving the nationality of honor, conversion and following revolutionary ideals decisively influenced the anti-slavery rhetoric of congressmen.

The XX CPC began its work on October 16, 2022 in Beijing, attended by 2,340 delegates from 96 million members of the Communist Party. Speaking at the congress with a report, General Secretary of the CPC Central Committee Xi Jinping reflected long-term plans for domestic and foreign policy. China should become a great and modern socialist country by all criteria - this is the goal that should be achieved, the report proclaims. The task is to achieve such a goal in two stages. Initially until 2035. - to carry out socialist modernization, and from 2035 to 2049, to reach the frontiers of a prosperous, strong democratic and developed socialist state in honor of the centennial anniversary of the PRC. Having carried out a successful comprehensive modernization, without exploiting the natural and labor resources of poorly developed countries, without having colonies, China is the second such country in the civilized world. China does not require other countries to neglect their autonomy by submitting to hegemony, and this is the real principled position of the PRC, as stated in the report of the CPC Central Committee to the XX Party Congress.
