Abstract:
For me, there is no doubt about the complete failure of the XIIIth Medical Congress; the main goals of international congresses were not achieved and the vast majority remained dissatisfied with this congress. The main goal of the congresses is to familiarize themselves with the current state of science: the members who have presented their reports, of course, wish to familiarize as many comrades as possible with their work; members who have not submitted reports wish to familiarize themselves with new works of interest to them. The second purpose of the congresses is to get closer to associates; it is clear that the participants in international congresses wish to get to know each other and get close to foreign comrades.

Abstract:
The article studies the practice of congresses of the Orthodox military clergy in 1917. To discuss their work in new social and political conditions, the priests gathered at the level of divisions, corps, and armies. Adoption of general decisions required more representative meetings: in the spring and summer of 1917, congresses of the military clergy of the South-Western, Romanian, Western, and Northern fronts were held, and in July 1917, the Second All-Russian Congress of the Military and Naval Clergy was held in Mogilev. Studying minutes of the front-line congresses identifies issues that bothered priests serving in military units and institutions of various fronts of the Russian army and proposed solutions for urgent problems. The study is to consider the work of the congresses of the military clergy of the Romanian Front and to determine their place among congresses of the military clergy in 1917. To that end, the main decisions have been analyzed and compared with the decisions of other meetings. The article also discusses an attempt to increase the number of representatives of the front in Mogilev, explaining the reasons for its failure. The participants in the military clergy congresses of the Romanian front expressed interests of a fairly large number of priests: as of May 1917, approximately 410 pastors served in the military units and institutions of the young front. At the first congress (May 15–16, 1917) of the clergy of the Romanian front, most important (according to delegates) issues were discussed: state of the army, measures of its improvement, delegation of front priests to the All-Russian Congress of the Military and Naval Clergy, support for the dismissed clergy, representation in the Synod, etc. The second congress (June 25, 1917) convened to elect delegates to Mogilev. The source base of the study is documents from the fonds of the Russian State Historical Archive: minutes of the congresses of clergy of the Romanian, Western, South-Western, Northern fronts, minutes of the Second All-Russian Congress of the Military and Naval Clergy, telegrams, reports, and other documents concerning the protopresbyter’s office. Data on the work of the congresses of clergy of the Romanian front is being introduced into scientific use for the first time.

The library holds 87 phaleristic awards 1919–1939, from Austria, Great Britain, Canada, Czech Republic, France, Germany, Hungary, Poland, Serbia, Sweden, Ukraine, USA. Among these awards we can conditionally distinguish the following thematic groups: Ukrainian and Ukrainian related awards, foreign phaleristic, international professional congresses. In these groups it is possible to distinguish subgroups representing different individual aspects of social life in Ukraine and in other countries in 1919–1939. Ukrainian and Ukrainian related honors include: Ukrainian-language honors made in Ukraine; honors of the Ukrainian Diaspora; non-Ukrainian-language honors made on Ukrainian lands. Foreign phaleristics are represented by thematic subgroups: state distinctions (Serbian Order of Saint Sava, Polish medals, etc.); non-state public awards; phalleristics of public organizations (the Red Cross, associations of librarians, doctors, electricians, technicians and others); German and Polish phaleristics on the occasion of a plebiscite in Silesia in 1921; monuments of cultural and artistic events; business awards (ASEA, Leica, Germany) and more. Abstract:
The article features an analysis of projects of congresses of gold miners in Transbaikal and correspondence concerning the organization of these congresses in 1898 – 1919. It is the first time a number of documents of the State Archive of Irkutsk region and the State Archive of the Transbaikal region have been examined. The article describes the history of the origin and development of the Congress of prospectors, as an independent institution. It illustrates the evolution of the role of the Congress as a body representing the collective interests of gold industry entrepreneurs. The article reveals contradictions between the gold miners they faced in addressing the issues. The research identifies the key interests and problems of gold miners at the turn of XIX – XX centuries On the basis of documents on the organization of congresses it examines the situation of workers, development of medical Affairs, the condition of routs of communication in the mines. The conclusion is made about the value of the documents of the congresses for the study of issues of social, technical and financial challenges of gold mining. The archival data reveal the effect of Russia's participation in the RussoJapanese and First World wars on its gold production. The obtained results allow a more detailed study of the gold mining past of this region.

Abstract:
One of the most important legal problems discussed in the 19th century by German lawyers was that of state liability due to damages resulting from illegal acts of its officials. An influential forum of exchange of ideas was the German Association of German Jurists which organized all-German congresses to solve legal questions in order to promote German unity. Although the problem of state responsibility was discussed at some of the Association congresses in the 19th century, the most interesting was that held in Kiel in 1905. It was due to the fact that many German states had at that time legal regulations concerning state liability, but they were quite different. That generated many complications, making realization of a legal unity within the German Reich difficult. Two proposals for solving this situation were presented at the Congress in Kiel by Otto von Gierke and Rudolf von Herrnritt. Their ideas constituted bases for the discussion which followed. The paper presents the discussion on the state liability, which took place at the Congress in Kiel.

Abstract:
The key factor for the effective development of business entities in market conditions is the issue of activating innovation and entrepreneurship, because in this way it is possible to significantly increase the economic efficiency of a given entity, improve the financial situation and, consequently, increase tax revenues to the state budget. In addition, the improvement of business and social relations between enterprises and state and self-government authorities is also particularly important. In connection with the above, the importance of chambers of commerce acting as the integrators of the business community, self-government and state authority institutions and other public entities is growing. One of such chambers of commerce is the Industrial and Commercial Congregation of the Polish Chamber of Commerce, which also integrates the business community with the institutions of locally operating local government units and the regional economic chambers cooperating with them, which mainly associate locally operating entrepreneurs. As part of its activities, the Industrial and Commercial Congregation of the Polish Chamber of Commerce organizes periodically implemented meetings, conferences and congresses, during which debates regarding the need for systemic improvement of economic, normative, fiscal, etc. conditions are made to small and medium-sized companies in the trade sector operating in Poland. The main events integrating entrepreneurs, local government, economists, people of art and politicians organized periodically by the Polish-American Chamber of Commerce and Industry are the Congresses of Polish Economy and the Congresses of Modern Economy. One of the last events of this type was the Jubilee XIV Congress of Polish Economy organized on June 21, 2017 in Warsaw on the occasion of the 15th anniversary of the Polish-Ukrainian Chamber of Commerce and Industry. This Congress, which is the subject of the next chapter of this study, continued the problems raised during debates taking place during previous KPH OIG Congresses.

The article actualizes the problem of the university community as a key meaning-forming scientific environment and the congress as a form of scientific communication. The perspectives of interdisciplinary communication in the university environment and also the experience of Russian philosophical congresses, which have become an important factor in the scientific consolidation of the Russian philosophical community, are considered as material for this kind of comparison, designed to demonstrate the substantial similarity of the problems arising in scientific communities. The author notes the similarity of the problems arising in the formation process of the disciplinary diversity (specialization) of the university environment and the similarity between the functioning of the classical within a modern university (on the example of Belgorod State University) and the problems that are solved at philosophical congresses. Philosophical congresses help to overcome a period of disciplinary fragmentation, which philosophy is now also going through. At the same time, the author notes the importance of the experience gained within the framework of philosophical congresses for solving the problems of university education, in which philosophy traditionally plays an important role in ensuring interdisciplinary communication between faculties. It explains the need for consistent and various attention to philosophical congresses on the part of Russian national universities, which are going through the time of searching for historically well-timed forms of scientific and educational activity. Due to the practical development of personal worldview and methodological beginnings of cognitive activity of high educational level, the author proposes for discussion at the upcoming philosophical congresses (Russian and international) topics related to the question of prospects of philosophical communities in universities. According to the author, it can be the subject of a broad discussion at the next Russian philosophical congress.

The formation of the first state system in Europe took place from the conclusion of the Peace of Westphalia in 1648, as a result of the Thirty Years’ War (1618-1648), to the Utrecht (1713), Rastatt-Baden (1714) and Nystad Congresses (1721) which finished the end of the war of the Spanish Succession and the Northern war. The legal fixation of the Westphallian system was accompanied by its public perception and acceptance. First of all, this was demonstrated by International Congresses, which were not only a common negotiation process, but also a place of representation of the significance and culture of each state. In fact, the European Congress was a carefully designed triumph of Рeace within the continent, which required considerable funds, was widely covered in the press and glorified in celebrations, paintings, plastic art, release of commemorative medals, poetry and even fashion. The article presents the most striking examples of iconography of Peace Congresses. The author believes that their performative nature and iconography, emphasizing the European character of Peace and the protopatriotic moods that it evoked, made a significant contribution to the civilization heritage of Europe.

The publicity of International Congresses can also be considered as incentive for the development of the Law of Nations and as an act of humanitarian diplomacy. Peace Congresses were designed to minimize the heavy legacy of military conflicts in the historical memory.

The article presents the International Bibliographic Congress, scheduled for September 2025 in Yakutsk, which will continue the tradition of similar events in recent decades. The first International Bibliographic Congress was held in 2010 in St. Petersburg, the second — in 2015 in Moscow, the third — in 2021 in Novosibirsk. Each time they were cities, and respectively libraries (Russian National Library, Russian State Library, State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences), preserving and developing rich bibliographic traditions. It is shown that by holding international bibliographic congresses, the bibliographic community of Russia aims to achieve several goals: 1) to identify the current (at the time of the next congress) state of bibliographic science and practice not only in Russia, but also in other countries of the world; 2) to discuss the most pressing problems facing bibliographers; 3) to outline ways of further development of bibliographic activity in the near future and in the distant future.

Abstract:
The article examines how the outcome of international statistical congresses shaped A.M. Zolotarev (1853-1912) ideas regarding the reform of Russian state statistics. From 1903 to 1911 A.M. Zolotarev served as director of the Central Statistical Committee (CSC) of the Ministry of the Interior. A draft reform prepared on his initiative was submitted to the State Duma in 1908 and then rejected by the State Council in 1910. The structure of state statistics in the A.M. Zolotarev project was consistent with the resolutions of international statistical congresses, mainly the 6th (Florentine) congress of 1867. The outcome of this congress was taken into consideration by the first head of the Central Statistical Bureau P.I. Popov (1872-1950) when establishing a centralized statistical system for Soviet Russia in 1918.In this work the author used materials of the Russian State Historical Archive (RGIA). Although those documents date back to the beginning of the XX century the range of issues that they cover still interest both international statistical community and scholars in Russia. For instance, the statisticians discuss the organization of local statistical bodies, the issues of centralization and decentralization of the statistical system, the subordination of official statistics to other authorities and governing bodies. This article describes the historical context and aspects of establishing the statistical system in Russia and explores the influence of international practices on this process. In current conditions, this paper is relevant for defining directions for reforming the statistics system today.

Israeli-American relations are based on common democratic values. The pro-Israel lobby is considered one of the most powerful, well-funded, and has ties to American politicians it supports during the election campaign. But lobbyists are faced with the task of obtaining pro-Israel support in important issues for the Jewish state: security, the status of Jewish settlements, Iran’s nuclear program, financial support under the «Memorandum of understanding on military assistance» and improving relations with the Arab world through the mediation of the United States. Since the lobby consists of various organizations and groups, there are certain contradictions in views between them. Special attention is paid to the implementation of the foreign policy of the Jewish state by AIPAC and J-Street organizations, as the largest and most influential in the United States. The technologies of Israel’s foreign policy through lobbying pro-Israel groups in the United States are: financial support for congressmen and senators, organizing trips to the Jewish state, initiating and holding discussions of problems in Congress and the Senate, organizing annual congresses with the participation of American and Israeli officials.

The decisions of the congresses of the military and naval clergy, held at the beginning of the 20th century, remain little studied to this day. Turning to this topic, researchers most often focus on the decisions of congresses of all-Russian significance which is the 1st All-Russian congress of the military and naval clergy (July 1914, Petrograd), less often on the decisions of the 2nd All-Russian congress of the military and naval clergy (July 1917, Mogilev). However, front-line congresses also played an important role in the history of the institute of military priests: they took place in the Southwestern (5–7 May 1917), Western (24–28 May 1917), Romanian (25 June 1917) and Northern (26–28 June 1917) fronts. This article discusses the work of the first of them which is the Сongress of the Orthodox military clergy of the Southwestern front in Proskurov in May 1917. The author of the article analyses the main decisions of this congress. The attitude of the military clergy of the front to the war, participation in the political parties, organisation of cultural and educational activities are shown. The proposals of the delegates on the reorganisation of the administration of the department and the introduction of an elective principle are analysed. It is shown whether the opinion of the participants of the congress in Proskurov coincided with the decisions of the 2nd All-Russian congress of the military and naval clergy in Mogilev. The article was prepared on the basis of archival documents and materials of the periodical press. In particular, documents from the funds of the Russian State Historical Archive (Saint Petersburg) such as protocols of the sessions of the Сongress of the Orthodox military clergy of the Southwestern front, the resolutions of the protopresbyter on the decisions of the congress, the protocols of the sessions of the 2nd All-Russian congress of the military and naval clergy were used.

Abstract:
In this study, the 1st and 2nd Turkey Economic Congresses emerge as the fundamental milestones of capitalist development in the literature of Turkish economic history. Since the late period of the Ottoman Empire, the efforts of the state to create a Muslim-Turkish bourgeoisie continued in the newly established Republic of Turkey, and bureaucrats generally accepted the demands of the mentioned class during the 1st Turkey Economic Congress. Furthermore, during the 1st Turkey Economic Congress, discussions were held on how to strengthen the Muslim-Turkish bourgeoisie, and in this context, a series of decisions were made during the mentioned congress. After World War II, the bourgeoisie, which believed that it had become sufficiently powerful or perceived itself as such, began to think that the state was now an obstacle to their interests. In the 2nd Turkey Economic Congress held in 1948, they shared these thoughts with the public. This perception of the bourgeoisie arises from the state's involvement in the market as a producer since the early 1930s and therefore, the inability of this group to compete with the state. In this study, we investigate the transformation and reasons behind the bourgeoisie's mindset regarding statism in the context of the stage of capitalist development.

Abstract:
The relevance of studying forms and methods of party management of electoral processes during elections to executive and legislative authorities in the 1920s is beyond doubt. The administrative command system was formed then; the party became a guiding force in society. Despite significant achievements of Russian scientists in studying the Communist Party activities, there are not enough works devoted to electoral processes in national and regional historiography, which enforces the relevance and novelty of this work. The article is to showcase party management of electoral processes in the Komi Autonomous Region in the 1920s. It uses archival documents deposited in the National Archive of the Komi Republic. These are regulatory documents of plenums and congresses, paperwork of the Komi Region Party Committee, as well as documents on personnel. Most of these have been introduced into scientific use for the first time. It is known that the Constitution of 1924 lacked articles on suffrage, elections, etc. All electoral processes were based on the Constitution of 1918. They were three-stage. Peasants, who made up the majority of the population of the Komi Autonomous Region, directly elected deputies of village Councils (Soviets). Some of them became participants of volost congresses. At volost congresses, delegates were elected to uezd congresses and therefrom to regional congresses. Volost and uezd executive committees were also formed there. Consequently, the Bolsheviks paid most attention to selection of delegates at volost and uezd level. Resolutions of the Central Committee of the CPSU (B), circulars and resolutions of the Komi Regional Party Committee were devoted to this. Instructors and agitators were sent there. On the basis of party documents, the selection of communist delegates was carried out. Communist congress factions were formed from them. After the elections, election campaigns results were analyzed at plenums of the Komi Regional Party Committee with subsequent discussion on the ground. The studied materials allow us to conclude that organization of elections at all levels of government developed in line with political guidelines and with direct party involvement. On the one hand, there was strict compliance with all party directives coming “from above,” and on the other, a clear “us” and “them” division. It was a conscious policy aimed at legal support of state power.

In 1853, the director of the Belgium Royal Observatory, Adolphe Quetelet, welcomed delegates from several countries to two consecutive meetings that have acquired considerable reputation as the first international congresses of, respectively, meteorology and statistics. This paper examines the local context where several similar international congresses (on free trade, universal peace, prison reform, public hygiene, etc.) were organized in the same decade. It argues that the new Belgian state developed this new form of international conference in order to bolster its soft power in the Concert of Nations. It also discusses tensions between national interests and global beliefs in the efficiency of science, which arose from these congresses. This article explores the Chinese local people's congresses' supervision over courts in an attempt to understand the pattern of emerging state organs' development in the reform era. During their development, people's congresses and courts could not expect to have institutionally based independent authority in a party-state. They instead had to make full use of opportunities to expand clarified jurisdictions and to intensify organizational capacities. As a result, the developmental pattern of newly emerging forces became more complicated than expected: a series of intertwined relationships of state organs with the Party at the apex, based on their legal and political statuses rather than independent and autonomous development, and their desperate efforts to exploit each and every opportunity. And this pattern will continue until there is a radical reform of the Chinese political system.

Based on the official nature of the right to vote, deputies to NPC can not transfer their right to vote and sell votes. As selling ballots is an illegal exercise of their official duty, they should assume for corresponding criminal responsibility for the crime of undermining election and bribery provided in the Criminal Law of China. Moreover, delegates to NPC who have the status of public officials shall be included in the supervision , and strengthen the responsibility inquiry.

This Review makes two main observations. Particularly in light of the rise of the regulatory state, Part I explains how the toolbox of congressional powers Chafetz assembles can play a critical role in overseeing and influencing federal agency regulatory activities. Part II then offers a word of caution concerning Congress’s use of this toolbox without also passing laws. To restore Congress’s proper role in the modern administrative state, it is not enough for members of Congress to effectively oversee regulatory lawmaking. Method: Study, which is a qualitative research, was designed as a document analysis. Previous publications on subject were examined. State Archives Republican Archives Catalogue was scanned. Documents found were analysed. Selected documents were included in study. Study covers the period of Atatürk (1923-1938). Results: In early Republican period, Turkiye gave importance to fight against tuberculosis together with infectious diseases such as malaria, trachoma and syphilis. successful works initiated in Ottoman period were continued and additional works were initiated according to new practices and principles. Tuberculosis and fight against tuberculosis were discussed in "National Turkish Medical Congresses". In following period, main theme of the 11th Congress would be tuberculosis. The Ministry of Health has defined a concept for the fight against infectious diseases and implemented it. Guideline on fight against tuberculosis has started to be published. New dispensaries and sanatoriums were built. Efforts were made to increase existing bed capacity. use of BCG vaccine was introduced. New facilities were built at "Central Institute of Hygine" to start vaccine production. Participation in international exhibitions and congresses was ensured. Arrangements were made regarding the staff and salaries of doctors and nurses, and new civil servant positions were created for the fight against tuberculosis. Conclusion: It would not be wrong to say that works carried out in early Republican period were a stepping stone for the great successes to be achieved in the fight against tuberculosis in future.

The article tracks Howard Fast’s literary contacts with the USSR until 1955, when he met Boris Polevoy, the chairman of the Foreign Commission of the Union of Soviet Writers. Fast’s fame reached its zenith in the late 1940s – early 1950s, the period of the Cold War and fierce anti-American propaganda campaign in the USSR. The paper considers how and why Fast caught Soviet attention, what literary contacts he maintained, how much he had to pay for them, what compromises — reputational, political, he had to make to remain for the Soviet audience “the most widely read author of his century”. Obviously, Fast was acknowledged as a loyal friend of the USSR not only due to his literary achievements, i.e. historical novels, which brought him popularity both at home and around the world. Soviet propaganda perceived Fast’s disgraced experience (in 1950 he was sent to prison for contempt of Congress) as a valuable fact, a compelling proof of his active struggle for the cause of communism. Left Western writers were expected to take part in pickets, rallies, international congresses, demonstrations, and publish their nonfictional materials in the party press. Fast who was a delegate to World Congresses for Peace (Waldorf Conference 1949, Paris Congress 1949), the laureate of the International Stalin Peace Prize in 1953, perfectly met these requirements. Fast’s correspondence with P.A. Pavlenko from the funds of the Russian State Archive of Literature and Art is published in the addendum.

The article highlights and analyses the attitude of the public of the city of Kherson and Kherson Governorate to the events of 1917–1918, including the period of activity of the Ukrainian Central Rada, the attempt to fight for power by the Provisional Government and the Bolsheviks’ resistance to the process of becoming Ukrainian forces. Attention is paid to the characteristics of the meetings, congresses of the region, which were aimed at demonstrating the attitude of the political forces and local authorities of the Kherson region to the main state-political acts of the period — the Universals of the Central Rada and the reaction to the Temporary Instruction to the General Secretariat of the Provisional Government in Ukraine. During the mentioned period, the Kherson District Meetings, the Regional Congress of Farmers and the Provincial Ukrainian National Congress were held. In general, representatives of these meetings supported the Central Rada and the autonomy of Ukraine. The opposition to the Ukrainian issue was the Kherson Revolutionary Council, the Council of Rural Deputies of the Kherson province, negatively held the Ukrainian congresses, and also opposed the broad representation of national minorities at these meetings. Attention is drawn to the political activity of the city community, in particular, the city government, as well as officials authorized by heads of public institutions of the city. The main directions of activity of national Ukrainian forces are described: Unions of Ukrainian national organizations, “Ukrainian House”, which later became “Enlightenment” and others. It is noted that the Kherson public supported the activities of the Central Rada, demanded the inclusion of the Governorate under the jurisdiction of the General Secretariat, opposing the Provisional Instruction of the Provisional Government. The Ukrainian forces of the Kherson province were at the organizational stage of activity.

The article presents the points of view of political figures, delegates of Congresses and representatives of the professional community on the issues of state-building, key principles, tasks, functions, mechanisms and methods that formed the basis of the Soviet budget system and the management system at the local level during the years of the NEP. The policy of industrialization launched in the USSR in the late 1920s led to the concentration of financial mechanisms in the hands of central state bodies, which put a limit to decentralization and financial independence of local authorities.

The article examines the problem of reconstruction of the party composition of the regional authorities of the RSFSR in March — July 1918. The source base of the work is statistical data collected by Soviet researchers, periodical press materials, as well as documents from the State Archive of the Russian Federation. The author studies the party composition of the Soviet authorities at two institutional levels: regional and provincial. The territorial scope of the article is limited to the regions of the European part of Russia (including most of the Urals), where the Soviet power existed in the first half of 1918. This article makes quantitative calculations of delegates of regional congresses of councils and members of executive committees. Based on the analysis of data on the party membership of congresses of Soviets and executive committees, the author comes to the conclusion about the formation of the dual party system in regional and provincial authorities by the time of the convocation of the V All-Russian Congress of Soviets. This process was characterized by a significant reduction in the representation of socialist parties other than the Bolsheviks and their temporary allies from the party of the Left Socialist Revolutionaries. The author of the article analyzes the dynamics of the representation of political parties at the provincial institutional levels of the Soviet state in the first half of 1918. Changes in the party composition of regional Soviet authorities consisted in increasing the share of the Left socialist revolutionaries in provincial executive committees and reducing the representation of the Bolshevik party.

By analysing historical sources, the study aims to shed light on the role of congresses of Russian correctional institutions’ representatives in the formation of humane education as the basis for the correction of juvenile offenders in Russian penal colonies in the second half of the 19th and the early 20th century. The paper analyzes the problem of juvenile delinquency in pre-revolutionary Russia, which is relevant to the history of pedagogy. The study is novel in that it is the first to present a detailed analysis of the activities of congresses of Russian correctional institutions’ representatives held to discuss significant issues on the education and correction of juvenile offenders. The authors note that the relevant problems of educational and correctional institutions for juvenile offenders were covered at the congresses. Based on the analysis of materials from the Central State Historical Archive of St. Petersburg, the activities of the Second Congress, held in 1884, are presented in detail. It is important to emphasize that such events provided an opportunity to solve problematic issues, which had a positive impact on the pedagogical process, making it most effective and efficient. As a result of the study, it was found that the material presented in this paper is important for pedagogical science. This is explained by the possibility of extrapolating from the experience of correctional institutions of the past to the practice of modern educational colonies for juvenile offenders. Based on the ideas of Russian teachers of the second half of the 19th and the early 20th century, the authors emphasize the need to apply educational retro-technologies in penitentiary practice at the present time, referring primarily to humane education as the basis for correcting children who have broken the law.

Abstract The article analyzes the process of creating and functioning of two representative organizations of entrepreneurs – the Congress of Mining Industrialists of the South of Russia (1874, Kharkiv) and the Congress of Mining Industrialists of the Kingdom of Poland (1882, Warsaw). Both institutions were a form of activity of the regional economic elites and represented their socio-economic interests. After a comparative analysis of associations of mining industrialists in Ukrainian and Polish territories, the article highlights common features, their structure, forms of activity and representative powers. Based on the research, it was found that, despite strict government control, they played an important role in defending local interests and developing the industry they represent, and the fruitful cooperation of the Miners’ Congresses of the South of Russia and the Kingdom of Poland allowed for the implementation of the agreed and, above all, effective pressure on the state authorities of the Russian Empire.

The present article is aimed at studying district congresses of rural doctors from the Tobolsk Governorate, a unique phenomenon in the history of the Siberian medical community. Congresses are considered to be an inte-gral part and development indicator of the corporate social initiative, as well as the professional interaction of medical specialists. On the basis of documents being introduced into scientific circulation for the first time, the author analysed the activity of rural doctors within the paradigm of the general theory of modernisation, as well as characterised the materials of meetings, the range of issues under discussion, main recommendations and re-sults. It is shown that the activity of the medical community was not limited to the work of scientific and practical societies of governorate centres — it was much wider and richer. The fact of holding two provincial and a number of district congresses in the Tobolsk Governorate (from 1903 to 1912) was established. District congresses be-came a place for establishing personal contacts between doctors, sharing opinions and experiences, formulating proposals, which were then discussed at the governorate forum and laid the foundation for administrative deci-sions. They demonstrated a strong motivation of rural specialists in medicine, which in fact began to develop in Siberia only starting from the late 1880s, for professional consolidation and for the development of common ap-proaches to solving regional problems. The materials of district congresses also prove the formation of a new health model among the rural population, characteristic of modern society. A doctor became a familiar and neces-sary element of the social environment for a peasant. It should be noted that district congresses were not large-scale, they were not public mouthpieces, did not become the driving force of reforms and the generator of signifi-cant public projects. Their history was too short; the level of rural medicine and, in general, the entire medicine of the governorate was too low. Nevertheless, the need for professional consolidation and communication turned out to be so strong that it allowed doctors, albeit with the support of the administration, to carry out serious prepara-tory work in districts and hold two governorate congresses. Clearly, this constitutes definite evidence of qualitative changes in the state of the local medical community.

The study aims to compare the concepts of religious autonomies of the Muslims of European Russia and Siberia with similar ones in the North Caucasus, set out in projects in the early 20th century. We analyze the process of developing a decision on the creation of religious autonomy for Muslims in European Russia and Siberia and the North Caucasus at the beginning of the 20th century within the framework of a unified Russian statehood, including government bills, drafts of the All-Russian Muslim Congresses in 1906 and 1914, Muslim congresses in the spring-summer of 1917. As a result, in 1917, the Tatar Muslims of Inner Russia and Siberia at the II All-Russian Muslim Congress in July 1917. The concept of national-cultural autonomy was chosen and the Milli Idare and Millet Majlis were established. In the North Caucasus the First Mountain Congress announced the creation of the the Alliance of the United Mountaineers of the North Caucasus and Dagestan (SOGSKD), as a territorial autonomy, with a single body represented by the “Caucasian Muftiate”. We applied the comparative historical method in order to compare the provisions of the projects and characterize the historical events that accompanied their creation. We came to the following conclusions: firstly, the main questions were questions about the form of government and the autonomy of Muslims and the land ussue. Secondly, the political cooperation between the Muslim leaders of the Volga-Ural region and the Caucasus at the beginning of the 20th century led to the creation of the All-Russian party “Ittifaq al-Muslimin”, the Muslim faction of the State Duma, the convocations of the all-Russian Muslim congresses, the idea ofcreating 5 separate Muftiates and a single all-Russian Muslim religious autonomy headed by Sheikh-ul-Islam. Thirdly, in 1917 there was a separation of the two regions on the issues of the formation of religious autonomy, a departure from the idea of common Muslim unity within the borders of Russian statehood. Fourthly, didn’t result in a solution of the issue of organizing the Spiritual Administration of Muslims in the region.

Since the 14th International Congress of Phonetic Sciences in San Francisco in August 1999, two decisive events have set signals for the future directions of phonetics in general and of the International Phonetic Association in particular. First of all, the Permanent Council for the Organization of International Congresses of Phonetic Sciences, the principal, quadrennial international forums for the presentation of phonetic research, and the Council of the International Phonetic Association, the oldest and most prominent scientific society of phonetics, separately voted in favour of a union, with the intention to affiliate the Permanent Council as a standing subcommittee to the IPA Council and to run future Congresses under the auspices of the IPA. This will broaden and intensify the activities of the IPA in all areas of Phonetic Science, even if the phonetic descriptions of languages will remain a traditional focus of attention. Secondly, a decision was taken by the IPA Executive to reach agreement for the Association's Journal to be published by Cambridge University Press. Upon the conclusion of the contract, we can now proudly present the first issue of volume 31 of the Journal of the International Phonetic Association under its new aegis. In conjunction, the two decisions taken by the IPA open up the prospect of a powerful international platform for the distribution of the state-of-the-art and new results in phonetic research.

Since the Congress of the International Sociological Association is the largest scientific event, it is of interest to evaluate the results of sociological research presented in the reports of the participants, to analyze the methods used and the chosen scientific directions, as well as the potential of sociologists. And the 19th ISA Congress showed that along with the Western sociological schools that are currently experiencing a crisis, new sociological schools are being formed in South Africa and Australia, which have achieved noteworthy results.

These congresses expressed the state of mind, and stimulated the major trends, of a heterogeneous and many-sided movement — a movement curiously inefficient in its tactics, and direct in its strategy, but to which the Council of Europe owes its existence, and because of which the Community of the Six has been able to take shape and to win the acceptance of public opinion, and hence of the parliaments and governments responsible to public opinion in those days.Historians may argue that the congresses achieved nothing — and indeed we do not normally expect congresses to achieve much. Members of the same profession meet together to sit through tedious sessions and enjoy themselves all the better afterwards. But in those days, a strange driving passion, unknown to this generation, inspired the militants of Europeanism, and induced them to prefer the nightly labours of commissions and operas. It is the sense of this driving passion which must be communicated, if we are to convey the psychological and historical reality of the campaign of congresses, and pay due tribute to the influence it exerted. In the review of the collective monograph “Russia at international forums and congresses of the XVII ‒ early twentieth century”, published at the Institute of Russian History in 2021, the main task was to study the contribution of scientists in the development of concept of the Russian foreign policy history during the 4th centuries. The work, compositionally constructed according to the problem-chronological principle, identifies the key problems of Russia's foreign policy at each stage of its development. The indisputable merit of the authors is the disclosure on concrete historical material of the conference diplomacy, presented in the form of tools for the implementation of strategic tasks facing the Russian state in each historical period. The researchers described in detail the system of international congresses and conferences in which Russia participated, analyzed the most significant achieved results. The strong point of the work is the use by the authors of a wide range of domestic and foreign literature, as well as documents from Russian archives, introduced for the first time into scientific circulation.

Based on archival documents and materials of pre-revolutionary periodicals, examples of political use of the Kabardian public sum are examined. This financial institution was formed as a mone-tary fund, which was managed by the authorities of the Central Caucasus Line. court deputies were involved in its management, and later the drawing up of decisions on allocations from the public fund became the function of the congress of entrusted rural societies, whose decisions were ap-proved by the crown regional or all-Caucasus superiors. Within the framework of the considered theme, allocations from the means of sum for maintenance of the activity of public officials, payment of expenses on participation of the Kabardian and Balkarian proxies in various public-political events, financing of various forms of political socialization and ideological maintenance of the subject political culture were revealed. At the expense of Sum funds, technological modern-ization of the communication capabilities of the district authorities and local self-government was carried out. The conclusion that in the practices of the congresses of confidants, Sum acted as a key financial resource through which the co-financing of regional political tasks was provided is substantiated. In the socio-state interaction organized by crown authorities and local self-government, first through the congresses of trusted rural societies, the political and cultural expe-rience of Kabardinians and Balkars in organizing and improving the management of joint life within the framework of the Nalchik district expanded.

This work presents a classification of the literature in the following areas of the MTS: introduction of the method, cases of study/application, comparison with other methods, integration and development of the MTS with other methods, construction of Mahalanobis space, dimensional reduction and threshold establishment. It realized a wide search of the publications in magazines and congresses. Originality/value This paper is a summary of the main applications, contributions and changes to MTS.

The article reviews the documents collection “On the principles of statehood,” prepared by the archivists of Udmurtia in 2020 and dedicated to the 100th anniversary of the statehood of the Udmurt people. The review shows that for regional historiography, this publication is almost the first experience of publishing of documents by type. It publishes minutes of the first national-cultural organizations and Udmurt congresses, general meetings and gatherings of citizens, Soviet and party bodies of 1917–21, which highlight the history of preparation and creation of the Udmurt Autonomous Oblast. The structure of the collection is described, and the documents included are characterized. In addition to documents from the Udmurt archives, the collection also includes documents from federal archives and those of neighboring regions. The first section includes documents of the Udmurt national movement of 1917 – the first half of 1918. The second section contains documents on the initial stage of the self-determination process of the Udmurt people covering the period from June 1918 to August 1920. The third section includes documents on formation of the Votyak Autonomous Oblast (VAO) from preparation and adoption of the decree on November 4, 1920 to the First Congress of Soviets of the VAO. It should be noted, that photo documents included in the collection complement the text nicely. It is concluded that the documents in the new edition sufficiently cover the realization of the right of the Udmurt people to self-determination. The review appreciates the scientific and reference apparatus of the collection. A detailed introductory article contributes to a deeper understanding of the sources. Extensive notes prepared by the compilers help navigating the documents and supplement their content, expanding the regional context and integrating it into the Russian historical process. The appendices are analyzed. They include lists of participants of the congresses and biographical data on the most active figures of the national-state construction. It is concluded that the reviewed collection adequately replenishes the source base on the early Soviet history of the region. It contributes to intensification of the study of the history of national politics and national-state construction in the first years of Soviet power and can also be used in the educational process in the educational institutions of Udmurtia.

Distinguishing between ’Israel’ (nationalism) and ‘Zion’ (a spiritual ideal) led him to advocate for a bi-national state in Palestine. He called the way the State of Israel came into being in 1948 as an entry into history through ‘a false gateway’.

This article aims to describe and analyze the situation in the MICE part of the tourist business. MICE is struggling because of the coronavirus pandemic leaving many suppliers and parts of the industry on the verge of survival. MICE is a complex ecosystem that was able to generate significant economic benefits to business destinations before 2020. For instance Prague, one of the top 10 world most popular congress destinations in 2019, experienced an enormous decline in 2020 due to the COVID-19 pandemic. Compared to year 2019, 78.9% fewer congresses, conferences and other MICE events took place in the Czech capital city (Muška, 2021). The industry is trying to restart itself, but it is necessary to define the possibilities of implementing large-scale mass business events, new hygienic rules and conditions, legal description of the situation and support at the governmental as well as supranational level. The description of the current state and the reflection of the measures taken so far and the possibilities of implementing actions during the pandemic will answer the question of whether it is possible to return to MICE in pre-coronavirus state or if it is necessary to redefine the industry as such.

This article examines the significance of the Legislation Law (lifa fa), passed by the National People's Congress (NPC) in March 2000. The Legislation Law represents an attempt by the NPC to rationalize China's legal system, establish a uniform legislative hierarchy and consolidate its authority over other important lawmaking institutions. The politics behind the Law's development therefore offer insight into the balance of power in China's lawmaking arena, revealing how key institutions – the NPC, the State Council and local people's congresses – engaged in bureaucratic bargaining over fundamental questions of their existence and authority within an evolving system. While the promulgated Law reveals the mixed results of this complex process, it also makes possible a more open and consultative legislative process by sanctioning the emergence of public legislative hearings. Now gaining currency around China, hearings are a new development and could be an important step in institutionalizing more meaningful citizen participation in the legislative process.

The above analysis by Whicker and Jewell suffers, in part, because the authors bring an extensive and very diverse literature-elections, economics, and congressional studies-to bear on the phenomenon of partisan change among congresses measured by various manipulations of the age of members of congress. While “critical elections” (Key 1955) denote periods of sharp partisan change, the authors use this terminology interchangeably with “realigning elections” (e.g., Key 1959; Chambers & Burnham 1967, 1975; Burnham 1969, 1970), even though control of the political system (in this case, congress) does not shift from one political party to another. Pomper (1967), in fact, contributed an important distinction between two types of critical elections: realigning elections, in which political control shifts from one major political party to the other, and converting elections, in which political control remains with the same political party, but derives from a different base of voter support. Taken together, realignments followed by conversions where the same political party maintains political dominance define broader sociopolitical periods tied to economic change-periods classified as the rural republic, industrializing nation, and industrial state (Ladd 1970). Whicker and Jewell”s analysis, then, calls for consistency in the terminology describing elections.

Competing expectations range from no politicization at all to a clear and unbiased coupling between pressures and intended policy responses. Eighteen speeches held by prime ministerial candidates at election-year party congresses in Germany, Norway and Sweden (2000–2010) reveal an unfinished and biased problem-solution coupling. On the one hand, even in these affluent countries pressures are frequently politicised. On the other hand, leaders either cherry-pick less painful policy solutions, or refrain altogether from debating them. So, while citizens learn that the welfare state is pressured, they are not exposed to the full range of policies they increasingly have reason to expect after elections.

The author provides an analysis of the organizational and political work of a well-known figure of the Ukrainian National Democratic Alliance (UNDO). Specific examples show the struggle of one of the leaders of Ukrainian national democracy for raising the national consciousness of Galician Ukrainians, establishing in the public mind the idea of ​​the unity and statehood of Ukrainian lands, and also highlight the contribution to the normalization of Polish-Ukrainian relations in the second half of the 1930s. The study demonstrated that Volodymyr Tselevych not only joined the Central Committee of the Party, but was elected Secretary-General (1925–1928, 1932–1937), and later became Deputy Chairman (1928–1930, 1937–1939). The UNDO leader has made great efforts to rebuild UNDO county organizations, to rebuild the activities of the party centers in villages and the party movement in general. At numerous meetings, V. Tselevych explained the main political line of the party –- to acquire an independent unite Ukrainian state, called on members for intensive work, organization of county congresses and local elections of the party leadership. It has been found out that the UNDO II and III congresses unreservedly approved the political line and tactics of the organization, expressed confidence in D. Levitsky and V. Tselevych. However, in the first half of the 1930s, the party's tactics underwent a fundamental change – has evolved towards finding ways of understanding with the Polish authorities based on the idea of Western Ukraine's autonomy within Poland. This was evidenced by the IV People's Congress, which intensified intra-party confrontation. From the perspective of V. Tselevych's political biography, the author shows the complex combination of political, social, and national aspects of the Ukrainian socio-political movement in the studied period. We explore the impact that precongressional careers have on the behavior of new members in the U.S. House of Representatives. Does a former doctor act differently in the House than a former state legislator, lawyer, or businesswoman? Is the former doctor more productive as a new member if assigned to a committee that utilizes his or her perceived and actual experiences in the medical field? We posit that new members who are assigned to committees that align with their career experiences are more active legislators and obtain legislative expertise more quickly than other new members of Congress (MCs), with implications for their future political ambition. To explore these claims, we collected an extensive dataset of the precongressional career experiences of first and second term MCs from the 101st-113th Congresses (1989-2014), their committee assignments, legislative activity, and political ambition. We find that MCs with career-committee congruence have a legislative advantage compared with other new MCs, influencing their transition and trajectory in Congress. Many MCs matched with the right committee are more likely to introduce legislation in their policy area. In addition, we provide some evidence that MCs obtain committee leadership positions more often than their peers without the same early advantage.
