AbstractThe many faces of the European Council make it a core component of the institutional machinery maintaining relations between the EU and third countries, including Turkey. This chapter identifies the European Council’s roles as the EU’s ‘master of enlargement’, ‘external voice and crisis manager’, and ‘agenda and direction setter’ as its three primary functions that drive the EU–Turkey relationship. The central focus of the chapter is the evolution of the European Council in framing relations with a candidate country—or what many now call a ‘strategic partner’—and the identification of the critical turning points and shifts in the central functions, internal dynamics, and preferences of this key institution. The findings indicate a growing trend toward a more conflictual, relatively hostile relationship between the European Council and Turkey as a result of diverging geopolitical interests—especially in the Eastern Mediterranean—and normative considerations. Furthermore, the analysis reveals an expanding impact of bilateral issues and member states’ individual preferences on the European Council’s role as a driver of EU–Turkey relations. Still, with their powers, the Heads of State or Government are likely to remain a key driver of the future trajectory of the relationship, demonstrating an increased interest in ‘thinking outside of the accession box’ and in framing a relationship model that would safeguard EU–Turkey relations amidst growing disagreements with Ankara.

AbstractThis paper will consider two levels within the study of the Cuban revolution: the meta-narratives of change and continuity that determine the academic literature on Cuba and inform political positioning in relation to the revolution, and the methodological challenges in understanding how people in Cuba experience change and continuity in their daily life. Transformation and continuity have been the two dominant analytical tropes used to interpret Cuban social and political life since the overthrow of the Batista regime in 1959. For Cuban scholars and politicians, a focus on change in reference to what was Cuba’s reality before the Revolution is a continuous concern and a powerful discursive mechanism in redefining and reinvigorating the revolutionary project. Simultaneously, in periods of crisis throughout the 62 years since the revolution, the capacity to demonstrate continuity with revolutionary principles while developing new mechanisms to redefine the political project has ensured the revolution’s subsistence. Conversely, continuity and change are also harnessed by critics of Cuba’s current regime to articulate the ever-imminent collapse of socialism in the region. Change has been their main focus of concern during critical historic moments that affected the trajectory of the Cuban revolutionary project. From this perspective, change embodies a promise of progress and implies a movement toward liberal democracy and a pro-US foreign policy, while continuity denotes failure, stagnation, and repression. At the core of the analysis of change in Cuba lies a concern with the nature of the state. Ethnographic data reveals the partialities and contradictions people experience in their daily life and across time. Two elements of ethnographic experience are particularly informative: life histories that span across the revolutionary period, and generational conflicts surrounding political issues. I will focus on the life history of key informants and the generational conflicts that surround their experience, a well as their material contexts (their neighborhood, their house, their job), all of which help to elucidate the complexities of studying change within a permanent revolution.

This chapter focuses on policy process studies as they emerged and developed in France from the 1950s to the early 1980s. To better understand how the establishment of policy process studies within academic research has taken shape, it seems necessary to trace the institutionalization trajectory. This trajectory developed within the academic world but also largely outside it, alongside it and in interaction with it. The influence acquired by the executive and its technocracy since the establishment of the Fifth Republic in 1958 provide also essential data for an understanding of how knowledge and the methods that focus on understanding and controlling public policy in France have developed. The first phase arose from planning and national accountability as vectors of the rationalization of public policy. It was further developed in the 1960s thanks to the transfer of debates and tools developed overseas. The second phase was characterized by the crisis of the Welfare State and the transfer of policy studies knowledge obtained by North American universities. During this second phase, the development and institutionalization of public policy analysis in academic research began to establish policy studies as an autonomous “branch” of French political sciences.

Also, in the last years, and motivated by the explosive growth in the use of PDA devices, the field of moving object data has been receiving attention from the GIS community, although not much work has been done to provide moving object databases with OLAP capabilities. In the first part of this paper we survey the SOLAP literature. We then address the problem of trajectory analysis, and review recent efforts regarding trajectory data warehousing and mining. We also provide an in-depth comparative study between two proposals: the GeoPKDD project (that makes use of the Hermes system), and Piet, a proposal for SOLAP and moving objects, developed at the University of Buenos Aires, Argentina. Finally, we discuss future directions in the field, including SOLAP analysis over raster data.

Part five of the book presents the current state of Boko Haram as the Islamic State’s official affiliate in West Africa, showing a clear trajectory in the transformation of Boko Haram leadership as Nigerian preachers to Islamic State’s franchise. The chapter reflects on Boko Haram’s journey especially whether its present state could have been avoided if the Nigerian state had responded differently. The reflective mode however shifts towards more realistic assessments that include an analysis of Boko Haram’s quest to regain its original motive and rebrand itself and the contestation between its local and global agenda. This is most visibly reflected in the internal criticisms against Shekau’s leadership style and unhinged attacks especially against Muslims and the recent leadership contest and infighting between the de facto leader, Abubakar Shekau and ISIS-backed al-Barnawi, the son of Boko Haram’s murdered founder, Muhammad Yusuf. The chapter offers prognosis that helps us understand the likely direction that Boko Haram may take and the possible outcomes.

Accurate detection of large-scale atmospheric tropical waves, such as African easterly waves (AEWs), may help extend lead times for predicting tropical cyclone (TC) genesis. Since observed AEWs have comparable but slightly different periods showing spatial and temporal variations, local analysis of frequencies and amplitudes of AEWs is crucial for revealing the role of AEWs in the modulation of TC genesis. To achieve this goal, we investigate the recurrence plot (RP) method. A recurrence is defined when the trajectory of a state returns to the neighborhood of a previously visited state. To verify implementation of the RP method in Python and its capability for revealing a transition between different types of solutions, we apply the RP to analyze several idealized solutions, including periodic, quasiperiodic, chaotic and limit cycle solutions, and various types of solutions within the three- and five-dimensional Lorenz models. We then extend the RP analysis to two datasets from the European Centre for Medium-Range Weather Forecasts global reanalysis and global mesoscale model data in order to reveal the recurrence of multiple AEWs during summer 2006. Our results indicate that the RP analysis effectively displays the major features of time-varying oscillations and the growing or decaying amplitudes of multiple AEWs.
