The central paradox of Mexican liberalism was that ‘the proponents of a massive transformation of property relations refused to sanction a central executive endowed with sufficient power either to implement these aims or to resist the reaction they inevitably provoked. In 1848 the moderado administration of General José Joaquín Herrera staged public ceremonies to honour the ‘polko’ national guardsmen who had died defending Mexico City during the recent war with the USA. Herrera's government attempted to use the rituals to alleviate the pain of defeat and bring together a divided nation, as well as to reorganise the national guard into a military force manned by the well-to-do that would help preserve political stability and social harmony. The article presents the political portrait of Mexican president Vicente Fox who was in power in the biggest Latin-American country for six years from 2000 to 2006. The historical significance of this outstanding statesman is determined by his coming to power at the crucial point of the history of Mexico, when there ended a long monopoly of one party which was dominating in the national scene and began a peaceful and nonviolent change to the way of pluralistic democracy.
