Being a most modernised and well planned city of India, it is a feather in a cap that it has finest government and non-government libraries. Public libraries play a greater role in dissemination of information to every user irrespective of his/her gender, age, profession, status etc. The public libraries play a vital role in providing services to the children. All children in a community have a right to access the information through the public libraries. The objective of this study is to judge the existing facilities and services offered to children in the public libraries in Chandigarh and to determine the individual characteristics and use behaviour of the child-member. For collecting data the survey method is used and the present study is carried out in those public libraries that have separate children’s section. The study shows that percentage of the children that are utilising the library facilities and services are less as compared with other categories. But public libraries are putting in lots of efforts to encourage the children to come in the library.

Abstract:
The public library is an abode of information and knowledge, committed to education, culture, and Library advocacy. Though public libraries are called “people’s University” and cater to varied categories of users and their infinite information needs without any discrimination but still in India many such libraries are still not providing effective services to the user community. In India, out of 28 states, 19 states have already enacted library legislation with the latest entrant being Telangana State (2015) and though Haryana State enacted the Act in the year 1989 but still very few comprehensive studies conducted either by any public library or the users’(RRRLF). Well, the present study attempts to check out the ground reality of the State Central Library along with 2 District Libraries of the State of Haryana in terms of library collection, services, facilities, and user satisfaction. A descriptive survey research design was employed, and 500 library users across three public libraries were surveyed using a structured questionnaire, out of which 396 responses(n=396) were found eligible for the analysis. The study found an improvement in the use of public libraries in the region but identified some inadequate facilities like lack of enhanced library services along with updated collection, and poor internet/ICT services as major factors affecting user satisfaction. The findings suggest that the Haryana government should increase funding to public libraries to acquire adequate information resources and ICT facilities, thereby increasing the utilization of public libraries and meeting the information needs of the users.

The present study aims to find out the collection development and management, library services, library staff, library budget, and ICT technology in the selected six libraries of the central government ministries viz. Ministry of Law and Justice, Ministry of Corporate Affairs, Ministry of Agriculture and Farmers Welfare, Ministry of Commerce and Industry, Ministry of Housing and Urban Affairs and Ministry of Consumer Affairs, Food and Public Distribution that are situated in Delhi by way of collecting their qualitative and quantitative data on aforesaid parameters which could be directly related to their overall development. There are various studies on various types of government libraries however no study on ministerial libraries of the government of India has been done before. The research was designed through a structured questionnaire that aimed at collecting information about the overall collection, management, and functions of the libraries and subsequently, the librarians or heads of selected libraries alongwith their staff were approached for collection of the data specific to the structured questionnaire. Findings of the study show that these libraries are lacking professional skilled staff as well as the unavailability of adequate ICT components. Furthermore, there is a lack of proper information services which is hindering their overall development. Since these libraries are special libraries in nature and consists of a rare and useful collection related to their respective Ministry, hence, evaluation and study of these libraries to know their developmental status will be helpful to the library users.

Abstract:
The education system in India is based on the British system of education. The Government of India lays stress on education for all. The directive principle contained in article 45 states that the state has to provide free and compulsory education for all until the age of 14 years. According to 2001 census, 65% Indians are literate and almost every child has an access to school with around 95% of our rural education having a primary school within one kilometer of their habitation. The school education in India is at three levels-Primary (classes 1 to 5), Middle (classes 6 to 8) and Higher/Secondary (classes 9 to 12). There are two categories of schools-government schools that are entirely funded by the government and others being the public (private) schools. There are about 888 thousands educational institutions in the country with an enrollment of about 179 millions. Elementary education system in India is the second largest in the world with 149.4 millions children enrolled in the age-group of 6 to 14 years. All the states and Union Territories of India have adopted a uniform structure of school education, i.e., the 10+2 system of education. Higher education is provided by 237 universities, which include 34 agricultural universities, 15 medical institutions, 39 deemed to be universities and 11 institutions of national importance and 8 open universities in addition to 10600 colleges. Education in India is primarily the responsibility of the state governments although the central government also plays an important role in higher education. Though education is in the concurrent list of the constitution, the state governments play a major role in the development of education particularly in the primary and secondary education. Para 11.4 of NPE 1986 states that the investment on education be gradually increased to reach a level of 6% of the national income as early as possible. In spite of the resource constraints, the budgetary allocation on education has increased over the years. As part of the mid-term Strategic Plan and the Millennium Development Goals priorities, UNICEF India is also committed to ensuring quality education for all children.

Abstract:
Purpose The purpose of this paper is to identify the status of digitization of manuscripts in India and to give suggestions to transcribe these manuscripts easily, effortlessly and expeditiously. Design/methodology/approach The study is based on the analytical study of the literature available on global efforts in respect of documentation, preservation, conservation and digitization of manuscripts with special emphasis on the efforts of “namami” (acronym for National Manuscript Mission) for Indian manuscripts. Findings Meticulous analysis of literature and case studies give an overview of the diverse practices of public participation/crowd collaboration to transcribe and tagging of the rare and old historical documents around the globe. However, Indian libraries are far behind in adopting such practices. Practical implications India has a very rich cultural, educational and research heritage preserved in the form of manuscripts. These thousands of manuscripts are significant source of knowledge base for many researchers, however, despite their heritage value, these remain inaccessible to the researchers because of their being scattered and unpublished form. Moreover, even the digitized manuscripts remain difficult to use by the researchers because of immense linguistic diversity and scripts. Documentation and digitization of these manuscripts will not only preserve the invaluable heritage of India but also will enable their easy and vast access by the researchers globally. With the rapid growth in digital information and web-based technology, galleries, libraries, archives and museums (GLAM) around the world encourage and engage public participation in various digitization projects to enrich and enhance their digital collections and place them on the web. However, Indian GLAM still refrains to accept and adopt such practices. Thus this paper will encourage and motivate the Indian GLAM to expedite their digitization and uploading them on web for tagging and transcribing. Originality/value This is an original paper and has great implementation value. During the study enormous literature was available on digitization of Indian manuscripts. However, not even a single study could be found on tagging and transcription of these manuscripts, specifically crowd contribution in this area. Hence, the paper, by presenting the evidences of crowd participation for the tagging and transcription of manuscripts globally, proposes the Indian GLAM to exploit the benefits of this practice for Indian manuscripts also in order to expedite the tagging process to enhance their usage.

Abstract:
Objective – Libraries have had to temporarily shut their doors because of the COVID-19 pandemic, resulting in the provision of online and remote services. This review analyzed services offered by libraries, the technological tools used, and the challenges facing libraries during the pandemic. Methods – This study employed a systematic literature review, following the PRISMA checklist (Moher at al., 2009). The Building Blocks search strategy was employed to search for keywords of concepts in Library and Information Science Abstract (LISA), Library and Information Science Technology Abstract (LISTA), Library Science Database, Web of Science (WoS) core collections, and Google Scholar. A set of inclusion and exclusion criteria was pre-determined by the authors prior to database searching. Quality assessment of included studies was performed using the Mixed Methods Appraisal Tool (Hong et al., 2018). A tabular approach was used to provide a summary of each article allowing the synthesis of results, which led to the identification of eight broad categories of services provided by libraries in included studies. Results – The first set of searches from the 5 databases produced 3,499 results. After we removed duplicates and applied the inclusion and exclusion criteria based on titles and abstracts, 37 potentially relevant articles were identified. Further screening of the full-text led to the final inclusion of 23 articles used for the qualitative synthesis. The majority of the studies were conducted in the United States of America (n= 6, 26.1%), followed by India (n=4, 17%), and China (n=2, 8.7%). The remaining studies were carried out in United Kingdom, Ireland, Canada, Mexico, Romania, Czech Republic, Indonesia, Pakistan, Nigeria, Lesotho, and Zimbabwe. The most common method used in selected studies was the case study (n= 11, 48%), followed by survey (n=7, 30.4%), content analysis (n=4, 17.4%), and mixed methods (n=1, 4.3%). The majority of the studies were carried out in academic libraries (74%), while the rest were based on medical, public, and special libraries. Findings show that the majority of academic libraries in the included studies are providing and expanding access to electronic resources (n=16, 69.6%) and increasing open access resources and services (n=11, 47.8%). More so, most academic libraries are assisting in virtual education and teaching endeavors of faculty and students (n=13, 56.5%). In addition, some medical and public libraries are bolstering public health safety through health literacy (n=12, 52.2%), supporting research efforts, and engaging in virtual reference services, among others. In order to carry out these services, libraries are harnessing several educational, social networking, communication, and makerspaces technologies. Most of the libraries in the included studies reported budgetary challenges, and the need for new ICT infrastructure and Internet service as they move their services online. Conclusion – This review found that libraries are adapting in a number of ways to continue their roles in meeting patrons’ needs in spite of the growing challenges posed by COVID-19 restrictions and lockdown. For libraries to thrive in these trying times, there must be a well-structured approach to ensuring continuity of services. Libraries should prioritize the acquisition of electronic resources as well as increase their efforts to digitize resources that are only available in printed copies. As library services have predominantly shifted online, there should be concerted effort and support from government and funding agencies to equip libraries with the technological facilities needed to provide cutting-edge services. The quality assessment of the included studies shows that there is need for rigor and transparency in the methodological description of studies investigating library services provision in a pandemic. This review provides an overview of the ways libraries have responded to the challenges posed by a global pandemic, and hence will be of use and interest to all librarians especially those in health and academic sectors.

Findings Meticulous analysis of literature and case studies give an overview of the diverse practices of public participation/crowd collaboration in the development of digital repositories around the globe. However, Indian GLAM are far behind in adopting such practices. Purpose The purpose of this paper is to quantitatively and qualitatively analyze library marketing research output using select bibliometric indicators with the aim of identifying top-performing countries, subject subthemes, organizations, authors and journals in the area. Design/methodology/approach The present study has examined 520 publications in library marketing, as indexed in Scopus database during 2006–2017. The study has statistically assessed processed publications and citations data into tables in order to ascertain research growth rate trends, global publication output and share, citation impact and distribution of library marketing research by country of publication, international-level collaborating country share of publication, by broad subject areas and preferred media of research communication. The study also provides bibliometric profile of top research organizations and authors in terms of their publications and citation indicators. Findings The body of literature in library marketing research is still very small, highly scattered and has so far registered no growth during the last 12 years, i.e. 2006–2017. Library marketing research is yet to emerge as a popular research area in library and information science. The USA dominates The library marketing research in the world, whereas other top participating countries including India, China, Japan, Canada, etc., are distant cousins. Top research institutions in the area of library marketing across the world include City University of New York, Florida State University, University of Texas at Austin, USA, Loughborough University and University of Sheffield, UK. The major focus of library marketing research was on academic libraries, followed by public libraries and medical libraries. Of late, the use of social media has emerged as an alternative to traditional library marketing techniques. Research limitations/implications The scope of study describing the status of library marketing research is limited to the period 2006–2017. The results of the study should interest researchers in finding solutions to formulating future library strategies and programs for achieving sustainable growth in this area of study. Originality/value The present study in library marketing research should be of interest to researchers in evolving, and formulating theories/best practices/and policies/programs for outreach to current and potential users for promoting library products and services.

The latest coronavirus disease outbreak, COVID-19, has brought attention to viral infections which have posed serious health threats to humankind throughout history. The rapid global spread of COVID-19 is attributed to the increased human mobility of today’s world, yet the threat of viral infections to global public health is expected to increase continuously in part due to increasing human–animal interface. Development of antiviral agents is crucial to combat both existing and novel viral infections. Recently, there is a growing interest in peptide/protein-based drug molecules. Antibodies are becoming especially predominant in the drug market. Indeed, in a remarkably short period, four antibody therapeutics were authorized for emergency use in COVID-19 treatment in the US, Russia, and India as of November 2020. Phage display has been one of the most widely used screening methods for peptide/antibody drug discovery. Several phage display-derived biologics are already in the market, and the expiration of intellectual property rights of phage-display antibody discovery platforms suggests an increment in antibody drugs in the near future. This review summarizes the most common phage display libraries used in antiviral discovery, highlights the approaches employed to enhance the antiviral potency of selected peptides/antibody fragments, and finally provides a discussion about the present status of the developed antivirals in clinic.

Indigenous Peoples of North America is included in the Gale Primary Sources series and is in two parts. This database, The Indian Rights Association, 1882‐1986, is the second of the two. The Indian Rights Association (IRA) is the first organization to address American Indian rights and interests, and this collection includes its organizational records; incoming and outgoing correspondence; annual reports; draft legislation; photographs; administrative files; pamphlets, publications, and other print materials (including documents from the Council on Indian Affairs and other American Indian organizations); and manuscripts and research notes on Indian traditions, both social and cultural. Founded in 1882 by White philanthropists, the IRA's initial approach to American Indians was both assimilationist and paternalistic, leading it to advocate for the detribalization of America's Indigenous peoples, maintaining it would improve their social and economic status. Nevertheless, it was one of the first organizations to report on and expose the corruption of federal government officials tasked with working with and for American Indians. Eventually, the IRA would discard assimilationism and work with other, newer, occasionally Indian-run organizations such as the Association on American Indian Affairs, the Society of American Indians, and the National Indian Defense Association. The IRA sought to debunk misconceptions and half-truths about American Indians and their condition in the United States, which were too often the basis for policy and legislation related to Native Americans. It also sent association representatives to Indian reservations to make note of local conditions there, not only to evaluate the actions of the Bureau of Indian Affairs (BIA) but also to provide background information for legislation related to Indigenous peoples.This database's search functions often produce results relevant to the query submitted, and both its search and browse functions can be navigated with relative ease. This database can be subscribed to or purchased with an annual hosting fee. The purchase price, based on a variety of factors, can start as low as $2,796 for public libraries or $3,994 for academic libraries, with starting annual hosting fees of $22 and $32, respectively. Whether institutions find this pricing reasonable depends on their need for the materials covered by the Indigenous Peoples of North America collection. The licensing agreement for this database is too long and detailed but standard in its composition and therefore is of no concern.

Public libraries are very important social organizations in building knowledge based society. There are two types of public libraries in Bangladesh i.e. Government public libraries and Non-Government public libraries. This article concentrates on the status of Non-Government public libraries in Bangladesh. There is very few literature on Non-Government public libraries in Bangladesh. Currently there are 972 Non-Government public libraries running in Bangladesh. In gathering data on Non-Government public libraries in Bangladesh, the Directory of Non-Government Public Libraries published by National Book Centre is considered. A Focus Group Discussion (FGD) has been conducted to acquire comprehensive information about the status of Non-Government public libraries in Bangladesh.  The aim of the present study is to explore the current status of management college libraries in Bhubaneswar region of Odisha, India. A questionnaire based survey has been conducted in the selected management college libraries in Bhubaneswar region of Odisha and tried to evaluate the current status of staff, collection, services, Information and Communication Technology (ICT) infrastructure, budgetary provision, and other related aspects. The copies of well structured questionnaire have been distributed among the seven management college libraries in Bhubaneswar in the month of January 2019, out of which, five college libraries have been responded positively. It was found that all the responded management college libraries were providing Internet and Wi-Fi services and have adopted open access system to its collection. The library of XIMB has the highest number of books (50,000) in its collection, whereas, the library of RCM has 44,500, ASBM has 26,562, KIITSOM has 20,868 and MIMTS has 5000. It is also found that all the libraries under study were automated their activities and services with the implementation of professional library management software, as well as offering open access to its collection. Based on the findings, the researchers were also suggested that more and more electronic resources must be procured by all the libraries under study as well as IT infrastructure should be regularly enhanced so that users’ satisfaction could be achieved at utmost level.

Purpose The purpose of this paper is to study globally successful public library systems with reference to their infrastructure, physical space, services, collection, processes, finances and best practices and recommend models, structure and minimum standards for smart public libraries of the upcoming 100 smart cities of India. Design/methodology/approach An email with 14 questions was sent to 50 public library system across the world. A sample of n = 18 responses were received. Findings The finding suggests that all the libraries have a central library and a good network of branch libraries across respective cities with adequate staff and collection to cater to the needs of the public. The size of the central library varied from 8,000 m2 (Cologne Public Library) – 86,000 m2 (Boston public library) and average size of the branch library varied from 200 m2 (Aarhaus) – 1,582 m2 (Barcelona). Monthly average users varied from 96,000 (Moscow) – 1.5 million (Toronto). Social implications The Indian public library system remains uneven throughout the country with varying levels of legislation, financing and quality of library services. Even a room with few books is considered as a library. The results of this study will help develop a quality public library system of global standard and ensure that libraries are transformed into knowledge hubs. Originality/value This study is a unique exploration in which different types of libraries are defined in terms of physical space, service, staff, collection based on a global model which ensures uniform growth and development of public library systems in upcoming smart cities of India.

The author described of this article described the process of isolation of a subgroup of municipal scientific libraries from the larger group of public ones. First public libraries with scientific functions were created on the Polish territory at the beginning of the 20th century and in the 1920s. In the 1960s, after discussions that lasted for over ten years, 8 big public libraries formally got the status of scientific libraries, which was confirmed in the the Library Act of April 9th, 1968. However, due to lacking detailed regulations and appropriate funding, proper functioning of public scientific libraries was hindered in the time of the People’s Republic of Poland.

The study is qualitative in nature; based on multiple case study design. A multiple case study helps the researchers in finding the differences among cases. Semi-structured interview guide was used as data collection tool. The observation and document analysis of log registers of the cases (libraries) were also done wherever facilitated. It was found that rare collection is underutilized in the libraries of Lahore. Findings also established that separate funds are not allocated to the public libraries of Lahore for acquisition and management of the rare material. This paper identifies the current status and issues in acquisition, management, access and use of rare material at public libraries of Lahore, Pakistan.

 The use of advanced IT applications has enabled the university libraries to provide innovative library services to their patrons. While the general students are getting all required services from the libraries, the students with visual impairment have continued to face challenges in accessing the library collection. The technology to help overcome these challenges is available today in the form of assistive technology (AT). Unfortunately, a majority of the university libraries in the country do not have this technology in their libraries due to which a huge amount of information stored in the books and journals subscribed by them has become out of reach of the students with visual impairment. The present study was conducted to ascertain the status of AT to support students with visual impairment in university libraries. The study which has covered around 185 universities, provides the first systematic exploration of the status of AT in university libraries in India. The major findings of the study in context of university libraries in India are: 12.97 per cent having Braille Books in their collection; 22.70 per cent have made provision for AT for students with visual impairment; 22.70 per cent have accessible library websites; 21.08 per cent have designated staff members to serve the students with disabilities; 22.70 per cent have ‘written disability policy or ‘documented minutes’ related to the ‘library services for the students with disabilities’.

Purpose The purpose of this paper is to study the relationship between public libraries, literature festivals (litfests) and reading habits in Chennai and Bangalore to understand publishing, reading and the role of public libraries to improve reading and learning among public. Design/methodology/approach A field visit to select book fairs and litfests in Chennai and Bangalore was undertaken in 2015 and 2016 to collect data. A predesigned questionnaire was used for data collection at the festivals to establish the correlation among the libraries, bookshops, book fairs and litfests. A sample of n = 445 responses were received. Findings The findings suggest that 47 per cent of the respondents do not have any kind of library membership, and most (n = 154) of the respondents say they own an electronic device for reading. In total, 25 per cent say reading books is one of the top leisure activities, and distance (31.7 per cent) hinders people from visiting libraries for reading. Eighty per cent agree that visiting litfests influences and improves reading habits. Further, 48.4 per cent read books several times a week, and 46.7 per cent read 5-20 books in any given year. In total, 84 per cent agree that there is a significant link between a family’s reading habits and a child’s future attitude toward reading. Also, 74 per cent agree that people who buy books from bookshops also borrow books from libraries and vice versa and endorse the fact that there is a strong relationship between book buyers and library visitors. Social implications Litfests are booming to promote literature in India. There is a lot to be done to promote public libraries as a public good for people in India as a third space for reading, inclusion and diversity. Innovations in social media and networks, information and communication technologies and internet give an opportunity to the library sector to tap the litfest phenomenon to celebrate reading to reach a large section of the society. Originality/value This is a unique exploration to connect the stakeholders – policy makers, publishers and libraries – associated with reading, as studies of this nature are rarely reported in India, when print and digital publishing is flourishing.

Abstract:
The purpose of the article is to present the evolution of state policy towards public libraries in Russia in the second half of the XIX century. As a result of the research, the author has established that the content of laws and by-laws regulating the work of public libraries was determined by their status as public organizations and reflected deep contradictions of the government course during the years of bourgeois transformations and in the post-reform era.The government of Alexander II took the library initiative of education zealots as continuation and support of their own reformation attempts. The author shows how the legal status of public libraries was fixed in the legal field of Russia, acquisition rules were changing, the procedure for opening public libraries and supervision for their activities was carried out. The author notes how the repressive nature of legislation, aimed at protecting the urban reading public from unwanted literature, which intensified in the 1880s and 1890s, had a negative impact on public self-organization in the field of education. He concludes that circumstances formed significantly hindered the development of public libraries in Russia.

The article reveals the content of state regulation of the activities of public libraries in Russia in the first half of the 19th century. It is shown that the government showed interest in involving the public in the development of the cultural life of urban centers, and therefore created relatively comfortable legal conditions and an organizational environment for the work of public libraries. In the 1830, the authorities tried, using bureaucratic methods, to introduce a public initiative to create public libraries in provincial cities. In response to the proposal of the head of the Free Economic Society P. S. Mordvinova, the Minister of Internal Affairs attracted the heads of regions — governors — to create a kind of library partnership. Local authorities, for their part, had to guarantee legal status to provincial libraries, provide them with organizational assistance, and representatives of the public, for their part, had to accept funding and carry out ongoing library work. The government established a licensing procedure for opening public libraries, which received legal status and the ability to independently stock book depositories. In an effort to prevent public libraries from becoming centers of anti-government propaganda, the authorities exercised administrative and police supervision over them. The results of the implementation of the ministerial project turned out to be modest: instead of the planned fifty-two, only twenty-nine public libraries were opened, most of which ceased to exist within 10–15 years. However, the general principles of state regulation of the activities of provincial libraries were extended to all other public libraries in Russia. In the middle of the 19th century, a library boom began in the country, which was caused by numerous public initiatives from below.

However, the libraries did not get the present state and shape in one day. With the changes of the civilization, the libraries has also changed its shape, collections and services. The medium of reading, the way of disseminating information, infrastructure -all changed with the advent of different era. The material on which the human thought is inscribed changes from clay tablet to tab. In ancient time, it was clay tablet, parchment, papyrus roll, palm leave. In medieval period, it was palm leave or parchment and in modern period with the invention of paper and printing, printed books replaced those previous ones. After that microform came, but now those entire medium are replaced very fast by the digital one. The ownership of library has also changed from royal palace and private library to public library. The services has also transformed from preservation to dissemination of information. The knowledge became accessible, sharable and open to all.  The present paper deals with a comparative study of the predominant characteristics of libraries especially academic libraries in India in different eras. This article describes the evolutionary changes the academic library gone through in different time periods, which can be broadly divided into ancient, medieval and modern. In ancient India, the biggest known university, the Nalanda University became a renowned seat of learning, its fame spreading beyond the boundaries of India. During the Medieval period, due to foreign invasions and political troubles, the higher education and the development of academic libraries were affected, though the powerful emperors patronized libraries in their own palaces. Monastery libraries also started to develop in the early middle ages. In modern India, during the British rule, number of academic libraries were established by the East India Company, and by the Christian missionaries. A huge change occurred in the structure, medium and collection of academic libraries in pre and post-independent India.

Web 2.0 technologies have a great deal to offer while providing information services and can be used as a platform to increase the discoverability of digital collections, engage library patrons in library activities and to create online services that promote collaboration, cooperation, communication, and information sharing among public libraries at various levels in a country. Present study focuses on ICT enabled information services provided by Connemara Public Library and district central public libraries in Tamil Nadu, India. Study also try to identify the extent to which Web2.0 tools are used in public libraries to provide information services. Findings of the study show that Connemara Public Library and district central libraries in Tamil Nadu are providing ICT enabled information services but only a minority of these libraries are using Web 2.0 tools for the same. Analysis shows that district central public libraries are using Web 2.0 to provide only very basic information to the users. Librarians are not exploiting the full potential of Web 2.0 tools in providing information services.This paper will be helpful for library professionals working in public library system to implement ICT enabled information services in general and Web 2.0 in particular.

The article discusses a study conducted to explore the status of e-resources in select university libraries of Haryana.This study is based on primary data collected using a self-designed questionnaire from three well-established, multi-disciplinary state universities of Haryana, namely Kurukshetra University (KUK), Maharshi Dayanand University (MDU), and Chaudhary Devi Lal University (CDLU).The study did find Vivekananda Library of MDU to be equipped with maximum hardware infrastructural facilities as compared to other two university libraries. All the three university libraries are automated and using LIBSYS software. E-ShodhSindhu is subscribed by all the university libraries. Libraries of KUK and MDU provide links of open access databases such as Directory of Open Access Repositories (DOAR), Directory of Open Access Books (DOAB), Directory of Open Access Journals (DOAJ) and National Digital Library of India (NDLI). MDU library and CDLU library are subscribing maximum e-book databases. E-journals are subscribed on perpetual access basis with archives by libraries of MDU and CDLU. The study further found that all university libraries take the feedback from their users regarding continuation or discontinuation of e-resources. Results of the study also reveal that only MDU library has permanent full-time librarian whereas other two university libraries are looked after by professor-in-charge of their universities, given the additional charge of librarian. The universities’ libraries of Haryana need to subscribe more e-resources and appoint full-time librarian so as to better serve their users in the post COVID-19, new normal situation.

Purpose This paper of this study is to attempt to explore the status of collection in agricultural libraries of Northern India and assess the magnitude of impact of the advent of electronic information resources (EIRs) on the contemporary acquisition. Design/methodology/approach While adhering to the survey method, the questionnaire was used as a data collection tool to collect data from university librarians. Telephonic interaction and e-mail correspondence were also used to clear doubts, remove ambiguities and obtain data of higher significance from the respondents. Findings The majority of the agricultural libraries in Northern India have a sound collection of information resources in the print form, which may continue to act as a source of attraction for users in the future for a long time to come. Yet, the acquisition of information resources in the print form across the studied libraries continues at routine pace, and as such the advent of e-resources seems to have not yet laid any prominent impact on acquisition of resources in print form. E-Books have not yet been fully incorporated into the library collection and that e-journal collection “CeRA” (Consortium for Electronic Resources in Agriculture) seems to gratify the needs of users of these libraries, as no additional e-journals are seen to be subscribed to at present. Research limitations/implications Only seven agricultural libraries have been taken as a sample. Moreover, the work is confined to only two aspects, i.e. current status and the impact of EIRs on acquisition of information resources. Other aspects like those of collection development, storage and accommodation, preservation, library functionality and library services need to also be studied. Originality/value This is first work of its nature in Northern India with agricultural libraries as their domain. The findings will help the librarians and the library advisory committees decide on logical grounds about the proportion at which the print and electronic forms of information resources need to be acquired.

Abstract:
In order for school libraries to contribute sufficiently to better information skills development and the creation of a culture of lifelong learning among students, they require backing through well-articulated policies both at national and individual school level. This article reports on a study that investigated the prevailing status of school libraries in public secondary schools in Nairobi County, Kenya. Using a survey research design, with a response rate of 68 per cent for school principals and 66 per cent for school librarians, the study established that the majority of the schools had school libraries but these were as a result of individual schools’ efforts and not a nationwide government policy. Moreover, the school libraries lacked policies; had not embraced contemporary trends in technology; and lacked financial support. The study concluded that school libraries in Nairobi County were inadequately resourced and supported and recommended that the government of Kenya should develop national policies to entrench and support school libraries in the education system.

Abstract:
The author has divided her article into two parts. The first part describes the status and research of aristocratic libraries in Slovakia. For a certain period of time, these libraries occupied an underappreciated place in the history of book culture in Slovakia. The socialist ideology of the ruling regime allowed their collections (with a few exceptions) to be merged with those of public libraries and archives. The author describes the events that affected these libraries during and particularly after the end of World War II and which had an adverse impact on the current disarrayed state and level of research. Over the past decades, there has been increased interest in the history of aristocratic libraries, as evidenced by multiple scientific conferences, exhibitions and publications. The second part of the article is devoted to a brief history of the best-known aristocratic libraries that were founded and operated in the territory of today’s Slovakia. From the times of humanism, there are the book collections of the Thurzó family and the Zay family, leading Austro-Hungarian noble families and the library of the bishop of Nitra, Zakariás Mossóczy. An example of a Baroque library is the Pálffy Library at Červený Kameň Castle. The Enlightenment period is represented by the Andrássy family libraries in the Betliar manor and the Apponyi family in Oponice.
