Abstract:
Swedish policy towards the Baltic Sea region in the post-Cold-War period reflects an internationalist approach aimed at institutionalizing regional cooperative mechanisms, along with a generic interest in managing relations with Russia. The Baltic region is of significant strategic interest to Sweden. From a strategic foreign policy perspective, the institutions-based approach to regional cooperation can be viewed as a formula for Sweden to multilateralize relations with Russia while simultaneously reaping economic and security benefits that stem from regional and European-level interdependencies. The roles that follow from this approach—as regional integrator and as normative critic of Russia—are increasingly enacted through European channels, primarily the EU.

Abstract:
Today, swollen numbers of humanity are now intensively interactive and interdependent through vast networks of complex machines and built infrastructures that span the planet, whose unintended consequences and spillovers have grown to species significance. The practical context for all human activities has become a densely occupied and tightly coupled neighborhood. While the content of cosmopolitanism, in its ancient, Enlightenment, and current phases, reflects shrinking geographical spaces, it presumes an Earth composed of different places, rather than a more accurate “terrapolitan” view of Earth as a single place. In the terrapolitan situation, the central problem is not that humans are insufficiently attentive to the needs of distant others. Rather, it is that they are insufficiently attentive to their collective self-interest in survival in the face of existential threats. In part, these limitations stem from the utter novelty of the threats to basic interests that have arisen with such historical rapidity.

Abstract:
This chapter introduces the role of development as a self-interested policy pursued by industrialized states in an increasingly connected world. As such, it is differentiated from traditional geopolitical accounts of interactions between industrialized and developing states as well as from assertions that the increased focus on development stems from altruistic motivations. The concept of targeted development—pursuing development abroad when and where it serves the interests of the policymaking states—is introduced and defined. The issue areas covered in the book—foreign aid, trade agreements between industrialized and developing countries, and finance for climate change adaptation and mitigation—are introduced. The preference for bilateral, rather than multilateral, action is discussed.

Chapter 5 develops the workings of the four basic rhetorical operators in argumentation and in logic, which give rise to the basic logical connectives we recognize from logic textbooks. Argumentation can deal with questions (ad rem) or bear on the questioners themselves (ad hominem). Four basic classes of arguments are sufficient to encompass all further internal differentiation and subcategories of arguments. Argumentative responses by any audience are also fourfold, from acceptance to rejection, with modalities of increased differentiations in-between. The interest of stressing the fundamental aspect of those four operators is that they underlie the four basic connectors in logic, from which they probably stem.
