The study is dedicated to identification of problematic aspects of financial risk assessment methodology on the example of stevedoring companies. In research established the list of issues for improvement the methodology of financial risk assessment both in theoretical and practical aspects. Formulated industry features of the stevedoring companies’ activity, relevant factors from the perspective of financial risk impact on results of activity, among which are distinguished: loss of net sales, exchange rate instability and decrease of financial stability. It was found that the loss of net income from the sale of state stevedoring companies of Ukraine occurred: due to the failure to fulfill the plan of cargo processing by reducing the number of the number of ship-measures and change of the nomenclature of cargo towards the less profitable and instability of the US dollar. Particular attention is paid to assessing the level of financial stability of state-owned stevedoring companies in Ukraine and identifies a downward trend in recent years. It is argued that the definition of factors that affect financial risks should be conducted using factor analysis, mathematical models that require comprehensive consideration of uncertainty factors and related to the peculiarities of stevedoring companies operation. The feasibility of drawing up a financial risk map and the options of management's response to their presence have been proved.

In Durban, South Africa, stevedoring workers were the most physically powerful workers of all, and were known as onyathi in Zulu, or buffalo, which aptly described the physical and collective nature of their work. Throughout the century, the stevedoring industry was especially labour-intensive, necessitating teams of workers. As in most industries in South Africa, African workers built and maintained the docks. These buffalo developed the linkage that made Durban a thriving city and sustained the apartheid economy. Yet today the buffalo are all but gone, replaced by onboard warehouses known as containers. Machines have replaced the men once so integral to the survival of the city.

В статье с целью оптимизации процесса управления ресурсами обоснована необходимость разработки эконометрической модели, учитывающей отраслевую специфику предприятия. На ее основе управленческий аппарат получает возможность оценить взаимосвязи факторов эффективности деятельности стивидорной компании, что усиливает обоснованность принимаемых решений. Цель исследования – построение эконометрической модели, позволяющей оценить тесноту взаимосвязи между показателями экономической эффективности хозяйственной деятельности стивидорной компании и измерить их взаимное влияние. Методы исследования. В процессе проведения исследования были использованы устный опрос, корреляционно-регрессионный и дисперсионный анализ, статистическое наблюдение. Результаты. В работе проведены исследования степени взаимного влияния показателей, характеризующих эффективность деятельности стивидорной компании. Информационная база сформирована посредством применения опроса, наблюдения, анализа статистических данных, что демонстрирует высокое качество собранного материала. Заключение. В статье представлена авторская эконометрическая модель, применяемая для оценки взаимосвязей показателей эффективности деятельности стивидорной компании. На основании результатов проведенных исследований предложены общие рекомендации, реализация которых сформирует условия для роста эффективности работы предприятия. Предложенная модель отражает специфику ведущих предприятий портовой отрасли и может быть применена для оценки взаимосвязей показателей эффективности портовых терминалов. The article in order to optimize the resource management process is substantiated the need to develop an econometric model that takes into account the sectoral specifics of the enterprise. On the basis of its basis, the management apparatus is able to assess the relationship of the factors of the effectiveness of the stevedoring company, which increases the validity of the decisions made. The purpose of the study is to build an econometric model that allows us to assess the relationship of the relationship between the indicators of the economic efficiency of the economic activity of the stevedoring company and measure their mutual influence. Research methods. In the process of conducting research, an oral survey was used, correlation-regression and dispersion analysis, statistical observation. Results. The paper conducted studies to the degree of mutual influence of indicators characterizing the effectiveness of the activities of the stevedoring company. The information base is formed by applying a survey, observation, analysis of statistical data, which demonstrates the high quality of the material collected. Conclusion. The article presents the author's econometric model used to assess the relationship of the performance of the stevedoring company. Based on the results of the research, general recommendations were proposed, the implementation of which will form the conditions for the increase in the efficiency of the enterprise. The proposed model reflects the specifics of the leading enterprises of the port industry and can be applied to assess the relationship of the effectiveness of pore terminals.

Topicality. The expediency of the development of scientific regulations is related to the main problems of achieving the competitiveness of the sea trade ports of Ukraine in the maritime trade market, first of all with the necessity: to achieve the adequacy of the technical and economic level of the stevedoring operators to the requirements of the environment; compliance with national needs and multimodal transport systems; support of national zones of international transport corridors; development of theoretical and methodological foundations for the competitive positioning of national maritime trading ports, taking into account the conditions of integration and globalization.Aim and tasks. The purpose of the article is to clarify new trends in the system of competitive positioning of sea merchant ports, to systematize the parameters of the competitiveness of national maritime merchant ports and to substantiate the factors of effective development of Ukraine's port infrastructure.Research results. The condition and conditions of the competitive development of Ukrainian seaports in the system of maritime trade market are analyzed. The assessment of the port infrastructure of the national terminal operators is given and the development trends and perspectives of the competitive positioning of the national stevedoring operators are grounded. The system factors and parameters of functioning of marine transport enterprises are grounded. The dynamics of cargo turnover of the largest container ports of Europe for the period 2015-2017 is presented and the main tendencies of development of container terminals of the world economy are revealed. The evaluation of the competitive functioning of state and private national stevedoring operators and the identification of the problem of economic stability of sea trading ports in the system of competitive positioning in the regional maritime trade market was conducted. The estimation of the relation between the profit rate and the cost of loading and unloading works of the largest ports of Ukraine is presented and given, and the change in the structure of the cargo traffic of sea ports of Ukraine under the influence of new trends in the world maritime transport industry is analyzed.Conclusions. The systematic parameters of the competitiveness of Ukrainian seaports in the maritime trade market system are substantiated and the main principles of achieving the normalized economic results of functioning of the sea commercial ports of Ukraine are substantiated. The information-logistic model, which characterizes the influence of external conditions on the competitive positioning of national sea commercial ports, is presented. The main features of the competitiveness of national stevedoring operators are revealed. The new tendencies in the system of competitive positioning of the sea commercial ports of Ukraine are specified, factors of competitive stability of the port infrastructure under the conditions of risk and uncertainty are grounded. The revealed standards and restrictions of development of the port infrastructure of the national maritime trading ports in the system of globalization and integration.

This paper involves the use of the reverse logistics tools to manage reverse flows of grain goods in Ukraine effectively. The object of the study is the reverse logistics. The purpose of the study is the theoretical analysis of reverse logistics in order to implement its tools within agro-industry and assessment of the prospects for that. Methods of the study are the analytical approach and mathematical methods. The reverse supply chain management is a key business strategy of any international manufacturer within such industries as car manufacturing, producing of household appliances and medicine. The reverse logistics is widely used to increase company`s profit and cut down the loses. The authors of this article offer to implement the reverse logistics tools within the agro-industry of Ukraine to efficiently design the reverse supply chain. While analyzing the agricultural businesses in Ukraine, authors found out that using the traditional reverse supply chain can not use the capacity of all the logistics players to the full. The liquidator services are offered in order to maintain value added by the returns of bulk goods. Moreover, considering the sustainability of such a reverse flow we offer to store the returns in the warehouses owned by stevedoring companies located in port of Odessa. In such way the decreasing of gas emissions by 25,2% can be established. The results of the study may be recommended for implementation by every logistics player within the agro-industry of Ukraine. Spanish shipping firms relied on various strategies to direct the growth of their industry from 1860 to 1930. The diffusion of specialist shipowners during the second half of the nineteenth century was the result of both an increasing demand for maritime transport and a heavy rise in capital requirements owing to improvements in technology. During the first third of the twentieth century, some of these specialized firms became large companies through internal growth and/or horizontal combination. They achieved their gains without resorting to formal vertical integration, choosing instead to build social networks with other shipowners based on trust and loyalty. This approach allowed them to create intermediate arrangements, thereby diminishing transaction costs. When strategies of formal vertical integration were adopted, they primarily involved activities similar to shipping, such as ship brokering, consignment, stevedoring, and other maritime services. To document these trends, this article analyzes the organizational structure of Spain's twenty largest shipping concerns.

Background: Data from the Ministry of Manpower of the Republic of Indonesia that the number of work accidents in Indonesia in 2016 was 101,368, in 2017 there were 123,041 cases, in 2018 there were 173,415 cases. At the end of September 2019 there were 130,923 cases and there were 6 people who died every day. On September 2019, the sectors that contributed to the relatively large number of work accidents were the processing industry with 50,358 (38.46%) cases, trade of 9,559 (7.30%) cases, transportation and warehousing 2,694 (2.06%) cases, and the rest 68,312 (52.18%) cases from other sectors. The same thing was reported by the Social Security Administration for Employment that there was an increase in work accidents by 40%, from 157,313 in 2018 to 173,105 cases in 2019. Methods: This research is quantitative research with a descriptive analytic research design and applied observational analytic approach. The population of all loading and unloading workers was 150 people divi ded into 3 teams, where each team consisted of 50 TKBM members of Bungkutoko Port, Kendari City. Result: This study found 3 work stages with the highest RPN value, namely, wrong in the lifting position in the stevedore of work process at the time workers lift goods and put them into the net, as well as in the cargodore of work process when workers stack goods on the truck with a value of 288, stumbling (cargo) which occurs in the stevedoring work process where The worker on the truck directs the crane and the net into the truck body with an RPN value of 192, and pinched by a lifting tool in the cargodore of work process when workers remove goods from the sling on the truck / remove the sling, with a value of RPN 144. Conclusion: There were 3 loading and unloading work processes, namely, stevedoring, cargodoring, and delivery with each work stage having potential hazards, the impact of hazards, and control efforts, and the person in charge of control efforts.

As a maritime country whose water area is three times wider than its land, Indonesia has one of the ways to increase the logistic activities especially in adjusting to the development of the industry 4.0 by enhancing the productivity of maritime logistics in a way of streamlining the action at unit terminal containers. Stevedoring is a one of very important logistics activities in port operational ecosystem. In order to optimize the performance of the port, the efficiency of the stowage planning process is done. Some factors which can be evolved in stowage planning are processing time, ship stability, and minimum over stow. This research uses the stowage planning algorithm to develop an application in Python programming language. This application will eventually be used to create a stowage plan map for general cargo ship and cargo barge vessel in by prioritizing the ship stability, as well avoiding low over stow in a short time. With Python programming language a routine operational four hours job that used Microsoft Excel, only requires far less time with 10-15 seconds.

Modern trends in the development of the world transport market and the port industry necessitate the acceleration of Ukrainian sea trade ports development taking into account the modern role of port activities for the national economy and the processes of integration into the world economic system.Currently, the port industry is undergoing significant changes under the influence of vari-ous factors, which is characterized by constant changes in maritime trade and logistics supply chains, market conditions, etc. If earlier the changes in the port industry were mainly technologi-cal, in recent years the changes taking place at the port enterprises cover all spheres of their func-tioning.The port sector faces not only the immediate challenges posed by the COVID-2019 pan-demic, but other factors that have a long-term impact on the industry, ranging from changes in supply chains and globalization to changes in the way port businesses are managed and in cargo handling technologies, and also increasing trends in greening and digitalization of port activities.Changes in the traditional activities of port enterprises are associated with a whole range of demographic, technological and environmental factors that form a number of important trends. As port authorities, port operators, regulators and other stakeholders are involved in adding value to the port, they need to understand what changes are taking place in the port industry today and what the implications are.The article researches the factors influencing the development of the port industry in modern conditions in the world and in Ukraine, identifies the main problems and directions for the further development of port enterprises.In modern conditions, there have been significant changes in the Ukrainian port industry, which manifested itself in the transformation of seaports − in fact, they have become waters and specialized areas, rather than state-owned enterprises, as before. A new concept of «port operator» has emerged, which equates public and private stevedoring companies. Ukraine is a maritime state, with numerous sea and river ports. This is an integral part of the country's transport and industrial infrastructure. Services provided by seaports and maritime agency services for the organization and establishment of the process of interaction between ships and ports are in great demand, but need to be improved in the context of globalization of the world economy and growing consumer needs. The purpose of the work is to research the system of sea trade ports and sea agencies in Ukraine in the context of globalization of the world economy, to identify priority areas and principles of sea trade ports development in Ukraine. Ukrainian ports have all the opportunities for full participation in world transport flows. The primary goal is to ensure the sustainable development of seaports, increase their capacity, and encourage the improvement of quality in the provision of maritime agency services. This should ensure the growth of cargo flows through increasing of competitiveness, and allow to use the full transit potential of Ukraine. The globalization of the world economy has provoked the diversification of port products and services, which in modern conditions go beyond the ordinary port. The development of distribution functions of ports is due to the emergence in the territories close to ports of enterprises and organizations that are associated with industrial production, commercial, information, financial and other types of service of goods passing through port areas. The goal of the Ukrainian port industry should be to ensure the permanent growth of cargo turnover. The article considers the urgent problem of strengthening the infrastructure and innovative development of the Russian Federation and the regions in today’s environment. Modernization of transport potential in future will have a positive impact on the regional development. Cluster policy in different fields, including transportation, is a trend in the formation and development of regions. The actuality of creating a transport and logistics cluster in the Astrakhan region has been proved taking into account the favorable geographical location of the region, high transit potential, historical location of shipbuilding and ship repair enterprises, and stevedoring companies. There have been presented the main theses on transforming the cluster initiative into a transport and logistics cluster in the region. Analysis of competitive advantages and assessment of the cluster potential of the region have proved the positive results. The next step is to set up the goal and main tasks. The cluster should help form an effective system of interaction and cooperation between the transport sector, industry, and the scientific and educational sector to increase the investment attractiveness of the region as a whole. There have been presented the main potential participants of the cluster. The international experience of cluster functioning, as well as cluster initiatives in the field of transportation in the regions of Russia is considered. The organizational and managerial structure of the transport and logistics cluster is based on the studied structures of successfully functioning clusters, taking into account the specific features of the region. There has been illustrated the available interaction with the functioning clusters of the Astrakhan region: shipbuilding, tourism and aquaculture, fisheries. Interaction is supposed to be carried out within the framework of implementing large cluster projects, providing supplies for the projects. It has been inferred that creating a transport and logistics cluster in the Astrakhan region will not only improve the interaction of participants within the cluster, but also ensure interaction with other clusters and enterprises.

The paper presents the assessment of the fat – and-oil industry of Ukraine. Leaders of the largest producers of sunflower oil in Ukraine were determined in percentage terms; they are LLC "European Transport Stevedoring Company" (6.6% of total production), LLC Optimus Agro Trade (6.1%), LLC Pridneprovsky SEZ, Ltd (4.7%) and PJSC "Vinnitsa OZHK" (4.7%). The development of oil and fat enterprises of Ukraine was analyzed and the main problems were identified, which include the choice of transportation means of vegetable oils from factories to the seaport and the territorial location of factories producing vegetable oils. It is established that at present the currently relevant type of transportation of bulk cargo has become tank containers, as transportation in them is carried out without intermediate overflow of the product when changing the mode of transport, which ensures the increased safety of transportation and cargo, as well as contributing to the environmental security during the transportation process. The article includes the classification of tank containers and identification of the main world manufacturers of chemical and food tank containers. It is determined that the construction of the tank container should withstand the action of its own forces of inertia, which occur during the movement of the vehicle, as well as under impact of wagons that occur during shunting operations, including gravity marshalling yard, emergency braking and other emergencies that may occur during operation under the following accelerations: in the longitudinal direction Pпр it is 2 g; in transverse direction Pп it is 1 g; in the vertical direction Pв it is 2 g; under impact: for a loaded container with dangerous goods the acceleration is 4 g; for a loaded container with a safe cargo it is 2 g; for an empty container (to check the fittings) it is 5 g. The paper describes the procedure for obtaining dynamic characteristics of a tank-container for transporting vegetable oils placed on a platform car under impact tests. The presented example of obtaining the values of accelerations that act on the load-bearing structure of the tank-container under impact shows that the designed construction of the tank-container meets the regulatory requirements for strength characteristics.

Stevedoring activities at container terminals make it one of the most dangerous workplace for employees because they have to deal with variety of high-risk conditions as well as high-risk equipments. Therefore it is not suprising that container terminals have high occupational accidents rate. Furthermore, several statistical reports also indicate that most maritime accidents are attributable to human error. The purpose of this study is to explain the effect of safety climate and big-five personality on employee safety performance. Safety climate and big five personality are considered as two factors that influence employee safety performance. Therefore strong positive safety climate in organization will be able improve employee safety performance and reduce accidents. This study was conducted to 148 employees in a container terminal by using simple random sampling as the sampling technique. Multiple regression technique was used to examine the effect of safety climate and big-five personality on employee safety performance. The result revealed that safety climate and big-five personality positively affect employee safety performance.Key words: Safety climate, big five personality, safety performanceAbstrak: Aktivitas bongkar muat pada terminal peti kemas menjadikannya sebagai salah satu tempat kerja yang paling berbahaya karena karyawan harus menghadapi beragam aktivitas yang beresiko tinggi dan peralatan kerja yang berbahaya. Maka dari itu, bukan suatu hal yang mengejutkan bahwa terminal peti kemas memiliki tingkat kecelakaan kerja yang tinggi. Lebih jauh lagi, sejumlah data statistik juga menunjukkan bahwa mayoritas kecelakaan kerja pada sektor industri maritim berkaitan dengan kesalahan manusia. Tujuan dari penelitian ini adalah untuk menjelaskan pengaruh iklim keselamatan kerja dan big five personality terhadap perilaku keselamatan karyawan. Penelitian ini dilakukan pada 148 karyawan di salah satu terminal peti kemas dengan menggunakan simple random sampling sebagai teknik sampling. Analisis regresi berganda digunakan untuk menguji pengaruh antara iklim keselamatan kerja dan big five personality terhadap perilaku keselamatan karyawan. PurposeThe initiation phase of capital projects is critical as this is where the highest number of options exist for modifying the project with minimal expenditure. Government and large organisations frequently involved in major capital projects have extensive procedures for this phase, yet organisations having an operational focus (like major container terminal stevedores), that only occasionally undertake capital projects face the dilemma of the trade-off between project planning and the management of operations. This research reported in this paper investigated the impact of industry operational considerations on the initiation of capital projects.Design/methodology/approachIn addition to an extensive literature review, a living research investigation of real projects initiated by a stevedoring company operating in Australia has been observed; the primary author of this paper spent six months as a participant/observer and witnessed the initiation of 12 capital projects. The collected data was qualitatively analysed using a four-step coding method.FindingsThe findings confirm that project initiation is a challenge for organisations who only spasmodically undertake capital projects and available project management frameworks do not necessarily consider the impact of such an organisation's culture. Issues identified that may have a negative impact on the initiation phase include lack of workplace trust, high individualism, ineffective interdepartmental communication, lack of resources and engineering and safety complexity.Originality/valueThe study investigated an underexplored industry within the context of project initiation, using the Australian stevedoring as a case study. This initial investigation suggests that a tailored project management framework is needed for the initiation phase of projects to reflect the unique nature of the stevedoring industry and by inference other industries that have a strong operational focus.

N the world practice there has been accumulated the significant positive experience on application of the target cost management system (target-costing) focused on developing the product cost, taking into account the industry average of the profit and market price. Russian companies also need to take advantages of the technology of managing the production cost of demanded goods and services at affordable prices. Target costs make a part of the organization's costs of product manufacturing, which must be adjusted without compromising quality, according to the price requirements and consumer preferences. The use of a targeted approach is possible not only for the cost management of the new, developed product, but also for traditionally produced, existing “old” product, for the purpose of its price actualization to the consumer needs. Russia's integration into the world system of distribution of goods and other material resources puts certain requirements to the state of the sea port economy and the port organizational and technical level, to the quality of stevedoring and other services. According to experts, commercial and transport vessels spend almost half of their operating time in Russian seaports, the efficiency of which depends on the volume and flexibility of cargo transportation. Tariffs and quality of services rendered are of great importance for carriers - consumers of stevedoring services. Application of the target costs system in the RF port economy is a very popular innovative management technology. The data on the Astrakhan sea port operation during 2014-2017 have been analyzed, which revealed the need to use target-costing in stevedore services management. Methodological and organizational approaches to the identification, assessment and optimization of target costs for stevedoring services are aimed at improving the efficiency of the seaport and at expanding the practice of using modern accounting management tools.

The research analyzes capital investments of state-owned stevedoring companies using statistical methods of relative and average values and indices. It has been established that the current trends in the port industry of Ukraine indicate insufficient capital investments, inconsistency of actual indicators with planned ones, and the lack of external financing. Against the general tendency of profitability deterioration of state-owned stevedoring companies and the decrease of their marketshare of port services vs the increase of privately-owned stevedoring companies, the importance of competitiveness strengthening is increasing namely through the availability of sufficient fixed assets in the form of portal cranes and a port fleet. The tendencies of the indicator "capital investments" for the state stevedoring companies of Ukraine has been determined. The analysis has demonstrated the existence of a stable trend of a capital investments decrease of almost all companies, which is very typical for most of the analyzed companies and is associated with the lack of: investment activity, executing capital investments and expanding production capacities. In addition to the above, all capital investments are financed with own assets, without using alternative methods of financing, such as funds from the state and local budgets, national and foreign bank loans. The most actively implemented type of the capital investments is modernization, modification (restructuring, additional equipment, reconstruction) of existing fixed assets. The least popular types are capital construction and major repairs. It is proposed to determine the relationship between the tendencies of capital investments in fixed assets and the increase in investment activity by the application of the ratio of the average annual growth rates of capital investments in fixed assets divided by the indicator of their efficiency (profitability of fixed assets), calculated as the ratio of net profit to the average annual cost of fixed assets. It is recommended to use factor analysis using classical methods of deterministic analysis, as well as simulation modelling, for more detailed analysis of capital investments in fixed assets.
