Abstract:
This article analyzes Sweden’s foreign policy 2011–2018. The article is part of a special issue on how the Nordic countries have responded to recent geopolitical change. The international context in which Sweden finds itself has in a number of ways changed drastically during the time of analysis. The foundations of Sweden’s foreign policy, however, have seen less change. The Swedish policy adjustments we see are rather the effects of radical change taking place in the previous two decades: the EU membership, the partnership with NATO, and the abandonment of the policy of neutrality. Sweden is thus learning how to adapt to this transformation of its international orientation during a turbulent time in global politics. The article includes an overview of Swedish foreign policy and the literature on the topic. We discuss the major actors, institutions, tools and frameworks in the foreign policy making process. A detailed analysis of the Foreign Minister’s Statement of Government Policy provides a temporal comparison over the last decade.

Abstract:
State building has traditionally been viewed strictly as the prerogative of rulers. However, recent studies have been focusing more on the perspective of state building from below. Princes and central administrators needed the active support of their leading subjects. In most parts of Europe this meant the nobility and/or the rich merchant groups. In Sweden, however, there were few rich merchants and the nobility, lead by the old aristocracy, did not support the state that the Vasa kings wanted to build. So the kings turned to the only group left to support them, the Swedish landholding farmers. They were the major tax contributors and they were also a military force to be reckoned with. But if the kings wanted their support they also had to give them something in return. The more dependent the king was on their support, the more political influence the farmers could exercise. It has long been an issue of debate whether the Swedish peasants, a) could be considered as a proactive, political group, b) whether they actually had a political program of their own and c) if they were able to exercise a lasting influence upon the formation of the Swedish state. When examining the evidence it becomes clear that the taxpaying farmers can be considered as a political proactive group with a political program. It is also clear that they managed to influence the state building process. But this influence was closely tied to the current value of their support. Duke Karl (later Karl IX) badly needed the farmer’s support in his fight for the crown. His son, Gustav II Adolf, managed to gain the support of the nobility as well as the support of the farmers, consequently he did not need the farmers support as badly as his father. After the kings death in 1632 the nobility took control. They did not need the farmers support at all, and consequently the state formation process now took a path contrary to the farmer’s interests. The Swedish peasants did, however, manage to retain parts of their political influence and they maintained their position in the diet. In short, the Swedish taxpaying farmers were politically active subjects, they did have a political program of their own and they did, indeed, exercise a considerable influence on the state building process from below.

Stridsflygplan är en exklusiv resurs som är som mest sårbara när de står på marken. Med anledning av det osäkra omvärldsläget kring Östersjön så har Regeringen identifierat att in- vesteringar i flygbassystemet krävs för att öka flygstridskrafternas överlevnad i händelse av krig. Utifrån John A Warden III teorier om framgångsfaktorer för skydd av flygplan på mar- ken så jämför denna flerfallstudie stormaktens syn med småstatens avseende principer för sådant skydd. Studien syftar indirekt till att ge ledtrådar till utveckling av framtida base- ringskoncept. Resultatet i studien visar på likheter i, t.ex. synen på behovet av spridning av flygplan och utmaningen att logistikförsörja detta men också på skillnader i, t.ex. synen på vilseledande åtgärder.
Fighter Aircraft are an exclusive resource that are most vulnerable when standing on the ground. Due to the uncertain geosecurity situation surrounding the Baltic Sea, the government has determined that investment is required in the airbase system to increase the survival of air force assets in the case of war. Based on John A Warden III theories of factors for success for aircraft protection on the ground, this multi-case study compares the superpower view with that of the small state regarding principles for such protection. The study indirectly aims to provide clues for the development of future wartime basing concepts. The result of the study shows similarities, for example in view of the need for dispersal of aircraft and the logistic challenge of supplying this, as well as differences e.g. in views of deception measures such as screening and camouflage.

Abstract:
Uppsatsen undersöker hur representationen av Brasilien har förändrats i svensk dagspress. Syftet är att granska vilken roll de olika sociopolitiska och geopolitiska förutsättningarna som rådde i Brasilien vid presidentvalen 1998 respektive 2010 spelade för representationen av landet. Huvudfrågan är hur representationen av landet och rapporteringens omfång påverkades under en period av stora förändringar. Uppsatsen försöker också svara på hur representationen av Brasilien och brasilianarna har förändrats i termer av huvudteman och ämnesområden, andrifiering och stereotyper samt vilka röster/aktörer som kommer till tals i artikelmaterialet. Studien använder ett socialkonstruktionistiskt angreppssätt tillsammans med Galtung och Ruges nyhetsvärderingsteori, Stuart Halls teorier om representationen av de(n) Andra, andrifiering och stereotyper samt Faircloughs kritiska diskursanalys. Uppsatsen består av en kvantitativ del och en kvalitativ, diskursanalytisk del. Den kvantitativa undersökningen består av den årliga Brasilienrelaterade artikelfrekvensen mellan 1998 och 2010 och artikelfrekvensen under de brasilianska presidentvalsåren 1998, 2002, 2006 och 2010. Artiklarna som publicerades i samband med presidentvalen 1998 och 2010 har kategoriserats efter huvudtema, genre och avsändare. Ett urval baserat på uppsatsens frågeställningar bestående av 15 artiklar från 1998 och 33 från 2010 blev därefter föremål för den kritiska diskursanalysen. Medan den allmänna Brasilienrapporteringens omfång ligger på en stabil nivå skrevs det avsevärt mer om presidentvalet 2010 än 1998, sannolikt beroende på Brasiliens växande ekonomiska och politiska inflytande internationellt. Tematiskt överskuggades 1998 års presidentval av Brasiliens dåvarande ekonomiska kris, som till övervägande delen representerades av elitröster och journalisterna själva och ur marknadens perspektiv. Artikelurvalet från 2010 innehåller fler valfrågor, mer skiftande perspektiv och fler olika röster/aktörer, däribland ”vanliga” människor och representanter från folkrörelser. Andrifieringar och stereotyper var i princip lika vanliga 2010 som 1998. Huvudslutsatsen är att den svenska dagspressens Brasiliendiskurs befinner sig på glid mellan en nyare framgångsdiskurs och en mer traditionell, negativ representation. Glidningen resulterar i en aningen mer mångfacetterad representation av Brasilien år 2010 än 1998 men att representationerna av det ”nya” och det ”gamla” Brasilien i de allra flesta fall uppträder var för sig, utan någon större grad av nyansering och problematisering.

Abstract:
Uppsatsens övergripande syfte är att undersöka författarens hypotes om att Warden och Papes teorier om luftmakt utgår från ett stormaktsperspektiv vilket minskar deras överförbarhet för mindre stater. I uppsatsens redogörs och blottläggs Wardens och Papes luftmaktsteorier för att förstå deras bakomliggande resonemang och krav. Ett urval av teoretikernas texter har analyserats enligt Fabers analysmodell vilket genererat en fragmenterad men analyserbar bild över respektive teori. Underlaget möjliggjorde för författaren att besvara uppsatsens två frågor: Vilka är huvuddragen i respektive teori? Vilka grundläggande förmågor är framträdande i respektive teori? Huvuddragen i Wardens teori kan sammanfattas med samhällets sårbarhet, parallell attack samt systemkollaps. Huvuddragen i Papes teori kan sammanfattas med att orsaka förluster, gemensam operation samt vinna territorium. Undersökningen visade att underrättelser, rörlighet samt skydd är framträdande förmågor i Wardens teori samt att uthållighet är framträdande i Papes teori. Avslutningsvis anser författaren att undersökningens resultat verifierar uppsatsens hypotes om luftmaksteoriernas stormaktsperspektiv minskar dess överförbarhet för mindre stater.

Abstract:
In this thesis, the educational politics in Sweden during the years 1611-1649 are examined to identify the power relationship between the church and the state. Although education was traditionally considered an activity of the church, the state laid claim to the founding of schools. However, the development of the Swedish school system during this period has been largely ignored by previous research. Through an analysis of correspondence between local administrators and the crown and different curriculums, this thesis seeks to answer the question: ‘who was actually involved in this reform and how did they conduct the process?’. The argument of this thesis is based on two theories which explain the early modern Swedish state formation; the historian Jan Glete's bottom-up process of state formation and the sociologist Philip Gorski's top-down process. This study shows that the reformation of the Swedish school system was initiated by the state. The church, represented by the local bishops, was however the other leading agent of crucial importance. It was not just offering legitimization of the power and taxation of the state, but also ideological access to educational institutions. This strengthened the political position of the clergy. By bargaining the Crown accomplished that schools were integrated and adopted to the infrastructure of the state.

Ryssland har efter det Kalla krigets slut fört en undanskymd roll på den internationella arenan.Efter Sovjetunionens kollaps var Ryssland för svagt för att överta dess roll som globalstormakt. Det bipolära världssystemet ersattes av ett unipolärt system med USA som ensamglobal stormakt. På senare tid har dock Ryssland börjat visa alltmer självförtroende i sittinternationella agerande. Frågan uppstår då om landet har en ambition att åter bli en globalstormakt. Studien syftar till att undersöka om Ryssland har dessa ambitioner. Studien har sinteoretiska grund i den politiska realismen och utgår från hypotesen att Ryssland har klaraambitioner att åter bli en global stormakt och att dessa ambitioner kommer att visa sig ilandets ageranden inom de militära, politiska och ekonomiska sektorerna. Genom att förstdefiniera revisionism och stormakt analyseras därefter Rysslands internationella agerandeinom dessa sektorer. I analysen visar Ryssland tydliga ambitioner att återta en roll som globalstormakt helt i linje med hypotesen.
Russia has after the end of the Cold war played a hidden role at the international arena. Afterthe collapse of the Soviet union Russia was to week to takeover its role as a global greatpower. The bipolar world system was replaced by a unipolar system with the USA as singleglobal great power. Lately however Russia has started to show more self confidence in itsinternational acting. The question then arises if the country has the ambition to once againbecome a global great power. This study aims to examine if Russia has these ambitions. Thestudy has its theoretical base in the political realism and assumes from the hypothesis thatRussia has clear ambitions to once again become a global great power and that theseambitions will be shown in the country’s acting within the military, political and economicsectors. By first define revisionism and great power Russia’s international acting is thenanalyzed within these sectors. In the analysis Russia shows clear ambitions to recapture a roleas a global great power in according to the hypothesis.

Abstract:
This chapter offers a comparative analysis of the divergent histories and symbolic associations of the neoclassical Stormont and General Post Office buildings, in Belfast and Dublin respectively. Completed in 1932, the Northern Irish Parliament buildings at Stormont were constructed as a bastion of unionism, designed according to the imperial neoclassical vision of Sir Arnold Thornely, but influenced by the idiosyncratic ideas of Sir James Craig, who is also buried on site in a manner analogous to classicizing hero cult. The General Post Office in Dublin, by contrast, although a colonial building in its 1818 origin, has become one of the most iconic representations of Irish independence as the headquarters of the 1916 Rising. Despite being bombed by British forces during the Rising, it has since been restored and divested of its colonial symbolism.
