Abstract:
This article analyzes Sweden’s foreign policy 2011–2018. The article is part of a special issue on how the Nordic countries have responded to recent geopolitical change. The international context in which Sweden finds itself has in a number of ways changed drastically during the time of analysis. The foundations of Sweden’s foreign policy, however, have seen less change. The Swedish policy adjustments we see are rather the effects of radical change taking place in the previous two decades: the EU membership, the partnership with NATO, and the abandonment of the policy of neutrality. Sweden is thus learning how to adapt to this transformation of its international orientation during a turbulent time in global politics. The article includes an overview of Swedish foreign policy and the literature on the topic. We discuss the major actors, institutions, tools and frameworks in the foreign policy making process. A detailed analysis of the Foreign Minister’s Statement of Government Policy provides a temporal comparison over the last decade.

Abstract:
Models for solid transport in sewers during storm events are increasingly used. An important application of these models is the management of treatment plants during storm events so as to improve the quality of receiving waters. However, a major difficulty that prevents more general use of these tools is their calibration, which requires field data, accurate information about catchments and sewers, and a specific methodology. For that reason, a connectionist model called STORMNET has been designed to reproduce and replace usual conceptual and deterministic models. This model requires fewer data, can be automatically calibrated, and is comparatively simple. It is composed of two recurrent neural networks for the simulation of hydrographs and pollutographs of suspended solids, respectively. In this paper, we present an updated version of STORMNET designed for optimal management of wastewater treatment plants during storm events. This model has been validated using both model and real data. The results show the efficiency of STORMNET as a computational tool for simulating stormwater pollution.

ABSTRACTWhile the historiography on Ulster Unionism after partition has grown considerably in recent years, there has been no extended investigation of Unionism at Westminster (‘the Ulster Party’), its structures and effectiveness. This article uses new archival material to shed light upon the Party's membership, governance, coherence, and wider engagement. The later sections of the article review the nature of the ties binding the Party to Stormont and to Conservatism, unravelling some of their complexity, and placing a particular emphasis upon the relationship between Westminster Unionism and the fall of the devolved government in 1972. Here, new evidence is adduced from several underexploited or fresh sources to shed light upon the workings of the Party in the years immediately before this debacle. It is argued that the Westminster Unionists' (at best) highly ambiguous reaction to direct rule was a fitting culmination to fifty years of often jealous and defensive interaction with Stormont.

Abstract Several flax varieties have been shown to undergo environmentally induced heritable changes resulting in stable lines termed genotrophs. The most notable of these is the variety Stormont Cirrus, also termed "plastic" or Pl. A number of morphological, biochemical and genetic differences are associated with environmental induction of heritable changes in flax. We have studied 5S rDNA alterations as a model system for understanding environmental induction of heritable changes in flax. This paper reports the isolation of a flax 5S rRNA gene variant which identifies genotroph specific restriction fragment length polymorphisms (RFLPs) in flax. Restriction fragment patterns for several enzymes were observed in both large and small genotrophs which consistently differed from the progenitor, Stormont Cirrus. Identical RFLP profiles for all restriction endonucleases tested were observed in four small genotrophs produced from separate environmental induction experiments. Comparison between Stormont Cirrus and these small genotrophs showed at least six differing bands in addition to several high molecular weight polymorphisms. Genetic data indicate that the polymorphisms were all produced from a repetitive 5S rRNA gene cluster at a single chromosomal locus. Similar, but not identical, polymorphisms are also detected in other flax varieties and Linum species suggesting that the induced variation is related to that which occurs naturally. The results are evidence that a specific set of DNA alterations occur in association with the induction of heritable changes in flax. This is the first genetic marker which is altered to an identical state in one type of genotroph. The results are discussed with respect to mechanisms for environmentally induced heritable change in plants.

Architecture has its political uses: public buildings being the ornament of a country; it establishes a nation, draws people and commerce, makes the people love their native country, which passion is the original of all great actions in a Commonwealth.Sir Christopher WrenWhen the prince of Wales formally opened the new Northern Ireland Parliament Buildings at Stormont on 16 November 1932, it brought to an end over ten years of controversy, delay, confusion, and wrangling over both finance and design. Although approval to build a new parliament house and administrative offices was given in the autumn of 1922, and preliminary work began on the site in 1923, the above-ground foundation stone was not laid until 1928, and the departmental offices were not occupied until April 1931. There is an extensive literature which stresses the political significance of the architecture of civic and public buildings such as parliament houses, law-courts, government offices and even theatres. Other writers have noted the linkages between architecture, empire, nationalism and state formation. Thomas Metcalf commented that distinctive architectural forms ‘sought to manifest the ideals of imperialism’ and were designed to enhance ‘the hold of Empire over ruler and ruled alike’. For architects such as Herbert Baker, classical design, with its monumentality and ideals of law, order and government, was the only architectural form appropriate for the representation of empire. This was an architecture which gave a ‘visible shape to the new imperialism of the turn of the twentieth century’.

In this introduction, we set out to provide the appropriate historical context for the nine essays that follow. The article documents all of the tortuous course that the Northern Irish peace process has taken over the last two decades, but its principal focus falls on the period in which the previously unlikely pairing of Sinn Féin and the Democratic Unionist Party agreed to share power at Stormont. While the coalition partners were often at odds over ethno-national issues such flags and parades, they frequently found common cause when it came to the introduction of distinctly neoliberal social and economic strategies. The decade in which the two parties shared office seemed to offer the prospect, finally, of stable government in Northern Ireland. At the beginning of 2017, however, the tensions between Sinn Féin and the Democratic Unionists became insurmountable and led to the Stormont institutions being mothballed for a fifth time. Although often attributed to the introduction of a controversial green energy scheme in the six counties, the collapse of the power sharing executive owes its origins rather more to seismic political developments elsewhere in the United Kingdom. The outcome of the Brexit referendum has meant that Northern Ireland is now at the centre of a political storm that threatens/promises to usher in an era of radical constitutional change for the region.

Abstract:
Drawing on the ‘from below’ perspective which has emerged in transitional justice scholarship and practice over the past two decades, this article critically examines the dealing with the past debate in Northern Ireland. The paper begins by offering an outline of the from below perspective in the context of post-conflict or post-authoritarian societies which are struggling to come to terms with past violence and human rights abuses. Having provided some of the legal and political background to the most recent efforts to deal with the past in Northern Ireland, it then critically examines the relevant past-related provisions of the Stormont House Agreement, namely the institutions which are designed to facilitate ‘justice’, truth recovery and the establishment of an Oral History Archive. Drawing from the political science and social movement literature on lobbying and the ways in which interests groups may seek to influence policy, the paper then explores the efforts of the authors and others to contribute to the broader public debate, including through drafting and circulating a ‘Model Bill’ on dealing with the past (reproduced elsewhere in this issue) as a counterweight to the legislation which is required from the British government to implement the Stormont House Agreement. The authors argue that the combination of technical capacity, grass-roots credibility and ‘international-savvy’ local solutions offers a framework for praxis from below in other contexts where activists are struggling to extend ownership of transitional justice beyond political elites.

The importance to Irish Travellers of the border with Northern Ireland, historically, is difficult to ascertain. Families with limited travel circuits in the southern counties may have considered it irrelevant, while Travellers living in border counties probably traversed it with ease. How the political boundary hindered nomadic life depended to a large extent on the Stormont and Dublin administrations and on how each jurisdiction treated caravan and tent dwellers. A comparison of north and south in the period from partition to 1960 illustrates how Travellers were regarded in each jurisdiction, demonstrating the contrast between the administration of two distinct polities with a common legal and administrative tradition.

Abstract. Die Landschaft im Jungmoränengebiet (Kreis Stormarn, Schleswig-Holstein) wurde maßgeblich während der Abschmelzphase der Weichsel-Gletscher geprägt. Der nördliche Bereich des Untersuchungsgebietes stellt eine Hohlform, vermutlich ein glazifluviatil oder durch Toteis überprägtes Gletscherschürfbecken dar. In diesem erfolgte eine organogene Sedimentation seit dem Spätglazial (Bölling /Alleröd), gefolgt von einer längeren limnischen Phase sowie dem Aufwachsen eines Niedermoores ab ca. 5.000 a BP (14C-Alter). Eine Hochmoorbildung fand nicht statt, vermutlich weil die zur Setzung neigenden Mudden im Untergrund das Aufwachsen eines Hochmoores über dem Grundwasser verhinderten. Typische Formen im Eiszerfallsbereich des zentralen Untersuchungsgebietes sind Kames und Esker, bzw. Esker-artige Vollformen. Ringförmige Glazifluviatil-Strukturen werden als Subzirkular-Esker interpretiert. Im Zentrum dieser Strukturen entwickelten sich spätestens ab ca. 5.000 a BP (Atlantikum/Subboreal) Kesselmoore. Der südliche, bzw. südöstliche Untersuchungsbereich stellt einen Hochflächen-artigen Moränenbereich, mit einem glazitektonisch gestauchten saalezeitlichen Kern dar. Die in diesen eingetieften, parallel verlaufenden Rinnen wurden überwiegend als subglaziale Schmelzwasser-Rinnen (Tunneltäler) gebildet. Räumlich begrenzte Becken sind mit glazilimnischen Beckentonen gefüllt. Die bei mehreren Rinnen zu beobachtende Asymmetrie im Querprofil geht vorwiegend auf einen periglaziären Hangabtrag zurück. Teilweise sehr blockreiche periglaziale Ablagerungen bilden heute die Talsohlen im Liegenden der holozänen Moore. Einige Rinnenabschnitte wurden vor der Vermoorung, spätestens ab dem Präboreal mit mächtigen See-Ablagerungen gefüllt. Strangförmige Moore entwickelten sich vielfach auf den glazilimnischen Beckentonen.
