Purpose This paper aims to explore the applicability and strengths of proposing the three-paradigm hybrid simulation (HS) approach to developing and analysing strategies. The objective of the modelling effort is to conceptually illustrate its use in strategic planning by combining with the threat-opportunity-weakness-strength (TOWS) matrix, which builds a bridge between strategic management with the operations research community. The authors also aim to introduce a modelling framework to help model designers to apply HS to their own business issues. Design/methodology/approach The paper presents a process to develop a HS model associated with the development of strategies using the TOWS matrix. Findings After developing the model and testing four strategies, the best option for the supermarket to increase market share and sales is implementing the strength–opportunity strategy, which involves online shopping to adapt to the digital world. Research limitations/implications First, some modelling assumptions are used to simplify the development process, but they need further validation. Second, the real data collection is limited. Third, the personal learning edition of the simulation software is not a comprehensive version and has some limitations. Practical implications The hybrid model and the scenario planning introduced, in this study, could allow decision makers to rehearse the potential strategy before actual implementation. The framework is easy to implement to other business and industry. Originality/value This study links HS with strategic management, which has not been performed previously and evaluates the capability of HS in strategic planning. The functionality of the modelling platform has been tested for simulating a completely dynamic system.

Abstract:
This paper analyses the strategic behaviour of small and medium-sized enterprises (SMEs) and identifies the entrepreneurial, technological, and administrative problems of the Miles and Snow typology (1978). This typology is applied to a sample of SMEs in the Canary Islands (Spain) by using a multi-item questionnaire. Then, the Rasch Measurement Theory is applied to obtain the results, with the linear continuum as a key tool. By applying the Rasch Measurement, there is a coherency between the data treatment and the new interpretation of the Miles and Snow typology (1978), which lists 4 types that are close to trends than to pure types (for example, Sollosy 2013). There are differences between the administrative and the technological problems, with their technological approach being more prospector and their administrative one, which is more defender. This shows an almost absence of enterprises with purely defender or prospector behaviours. These results show that SMEs do not follow any comprehensive framework in order to develop their strategies. Managers should analyse their strategic situation and consider the alignment of the three problems.

The article deals with the issue of using strategic marketing in the business of small and medium-sized enterprises. The main objective of this paper is to theoretically define the principles of strategic marketing and then practically analyse the level of strategic marketing use as a tool of business management in selected Czech small and medium-sized enterprises. In order to fulfil the research plan, secondary and primary research was carried out. The theoretical part defines the basic problem areas such as various approaches to strategic marketing defining and strategic management process versus strategic marketing process. In the practical part, 335 companies are analysed, the results are commented and hypotheses evaluated. The most important findings are generally low rate of utilization of strategic marketing management tools and the utilization of these tools is dependent on company size, with micro companies being the worst and medium companies the best.

The problem of strategy in the nuclear age is simple–how to prevent the outbreak of nuclear war. Unfortunately, the solution to the problem is far from simple, Philip Lawrence's belief that students of strategic studies do not appreciate the moral, political and military complexities of the issues is both unfair and unscrupulous. To be sure, strategic studies like most disciplines has its fair share of crazies. But to label such extremists as models of the discipline is akin to blaming all politicians for the horrors-of Hitler or Pol Pot. Students of strategy have shown themselves to be far more sophisticated, and the problems they analyse are more complex, than Lawrence admits. Strategic studies deserves a better press.

AbstractThe relationship between managerial change and strategic change is a complex issue that challenges our understanding of how firms react to their business environment. In this study, we analyse the influence of the management team and more specifically their knowledge and capabilities in the process of strategic change. To do so, we delve deeper into the relationship between managerial change and strategic change by identifying the sequence of these changes. Using qualitative methodology, we analyse 10 companies listed on the Spanish Stock Exchange over an extensive period to formulate our propositions. Our analysis shows that managerial change precedes strategic change. Top management team reorganization, even without Chief Executive Officer succession, was a sufficient condition for strategic change to take place. Moreover, we identified key modifications that took place whenever strategic change occurred. Our results provide meaningful insights into the processes of strategic change within firms that broaden our theoretical knowledge in this area.

Under conditions of so-called “Platform Capitalism”, software and algorithms undertake the important task of designing the interaction amongst online users and establishing criteria of relevance for content. As such, they operate as curatorial agents of platforms’ content, establishing what is there to see, know and consume. This state of affairs calls for a revision of the traditional role of the (human) curator who is confronted with an online environment characterised by the unprecedented collision of commercial, aesthetic, cultural and political interests. The question of what kind of relationship the curator shall create with the algorithm then becomes crucial: is this a relationship of antagonism, resistance or alliance? How do these two curatorial agents influence each other? In this article, I analyse a cluster of hybrid artistic and curatorial experiments (including my own curatorial work) that foregrounds online platforms as discrete modes of socio-technical assemblages that curate particular forms of connectivity amongst networks of users, data layers and technical infrastructures. By doing so, I argue for the forging of strategic alliances between human and machinic curators as a strategy to channel new forms of creativity and cooperation under conditions of “Platform Capitalism” and to operationalise human-algorithmic curation as a political and aesthetic practice within the networked culture.

The objective of the Master´s Thesis is to apply the Balanced Scorecard system in a foundry company. The theoretical part defines the strategic management, it introduces individual parts of the Balanced Scorecard system and methods for its implementation in the company. The practical part use the methods listed above and applies them to the specific company An external analysis is applied to identify the relationship between the enterprise and its surroundings As a part of the internal analysis, financial indicators are calculated and compared with other enterprises in the sector. Based on the results of analyzes, the strengths as well as the weaknesses are identified and the strategy and strategic goals are set in four perspectives. To achieve these goals, the strategic map is created as the way of expressing and communicating strategy throughout the whole company. Moreover, the final section emphasizes the need for Balanced Scorecard integration into the company's management and management system.

AbstractIn 2017 NATO initiated Enhanced Forward Presence (eFP) in the Baltics to deter Russia. While most studies analyse eFP from the perspective of NATO or the troop contributing countries, this chapter addresses the question how the host nations, i.e. in this contribution Estonia, Latvia and Lithuania, perceive the deterrence strategy underlying eFP as well as their own strategies. In doing this, the chapter emphasizes how strategic culture influences the Baltic countries’ behaviour towards deterrence. We found that in Estonia perspectives on eFP were ambiguous. While official documents reflect the official NATO narrative based on deterrence by punishment other sources stress the illusion, expectation or aspiration of deterrence by denial. In Lithuania, documents, officials and experts emphasize deterrence by denial as opposed to deterrence by punishment. Latvia considers the strategy behind eFP as deterrence by punishment. The strategic cultures, the history and threat perceptions of the Baltic states explain these differences to a large extent. In particular the presence of Russophone minorities in Estonia and Latvia, lead to some reluctance in fully embracing NATO’s strategy, while at the same time both countries prepare to counter Russia’s threat with their allies.

Research methodology – the methods of interpretation and conceptualisation have been used to analyse the context of foreign market entry in higher education and develop strategic guidelines. Also, the results of previous research executed by authors on this topic have been used. Findings – the decision support model for HEIs establishing an international branch campus has been suggested. Research limitations – the main limitation of the study is the vast variety of IBCs due to its newness. However, the main aspects of establishing an IBC have been addressed and presented in a model. Practical implications – the obtained results and the decision support model will contribute to the existing internationalisation practices of higher education institutions (HEIs) considering entering new foreign markets in the form of the international branch campus. Originality/Value – the proposed decision support model is an instructional map for the top management in HEIs, contributing to the strategic and systematic approach to the international branch campus establishment

Abstract:
This paper is motivated by analysing a Google self-driving car accident, i.e., the car hit a bus, with the framework and the tools of strategic reasoning by model checking. First of all, we find that existing ATL model checking may find a solution to the accident with {\it irrational} joint strategy of the bus and the car. This leads to a restriction of treating both the bus and the car as rational agents, by which their joint strategy is an equilibrium of certain solution concepts. Second, we find that a randomly-selected joint strategy from the set of equilibria may result in the collision of the two agents, i.e., the accident. Based on these, we suggest taking Correlated Equilibrium (CE) as agents' joint stratgey and optimising over the utilitarian value which is the expected sum of the agents' total rewards. The language ATL is extended with two new modalities to express the existence of an CE and a unique CE, respectively. We implement the extension into a software model checker and use the tool to analyse the examples in the paper. We also study the complexity of the model checking problems.

Decisions on the strategies to follow in dealing with these operational and decommissioning wastes require consideration of a wide range of issues including environmental impact, safety, stakeholder acceptability, cost and practicability. In this paper, we focus on an approach that we have developed to analyse the time-varying resource requirements of different waste management options in terms of cost and plant capacity. The approach addresses the need for: • a standardised approach that can be used across different organisations; • a range of standard graphical outputs that can be used to communicate the key issues; • the need to match waste management strategy with the potential availability of relevant plant and facilities; • the need to evaluate the risks that arise to any strategy as the result of changes in policy or the failure of some component of the strategy. Many of the required issues can be addressed using a simple spreadsheet approach. However, this does not provide for standardisation, auditability or transparency and does not provide a wide range of analysis and presentation tools. We therefore advocate the use of a specifically designed decision support tool. ALPS (Advanced Liabilities Planning System) has been developed over a number of years to meet these requirements. It has been developed around the database package ACCESSTM and runs on Pentium TM PCs but has the essential features of project management packages that are necessary for strategic planning. The principal outputs of the system are cost, timing and utilisation data for waste stores, processing facilities, transport and disposal operations. The outputs can be displayed at any level of aggregation to allow the effects of different scenarios to be evaluated.

According to this role (appraised by McFarlan’s Strategic Grid), ex-ante evaluation practices for selecting IT projects to be implemented can vary (Jiang & Klein, 1999). The objective of this paper is to analyse practices for selecting IT projects in Brazilian companies classified in different quadrants of the Strategic Grid and to observe any differences in ex-ante evaluation practices among them. The adopted methodological approach was qualitative research, more specifically case study (Claver, Gonzalez & Llopis, 2000; Yin, 1991) performed in four companies.

The article emphasizes the aspects of organisational development in the context of green organisation, de- scribing the importance of changes in an external environment for the development of the organisation. Purpose – the purpose of the article is to analyse the relevance of green organisation development at the national and international levels by examining it through the prism of strategic documents and initiatives. In order to determine the development directions of the green organisation on the basis of strategic documents and initiatives. Research methodology – the methods of critical analysis of scientific literature, strategic documents, initiatives and synthesis as well as abstrahation have been applied. Findings – main findings of the research proved that development of green organisation is relevant in the context of key international and national strategic documents. Also the definition of the development of green organisations is proposed by authors. The analysis of strategic documents and initiatives at the national and international levels has shown that their impact on the development of a green organisation can be both direct and indirect. Research limitations – the limitation of this reseach is that mainly key international and national strategic documents were analyzed. Analysis of other strategic documents can be stated as a direction for future research. Practical implications – the results of the research could be used as a basis for the promotion of the development of green organisations at the national and international level both directly and indirectly. Originality/Value – the originality of this research can be defined by complex approach to analysis related to the impact of actual legal regulation to the development of green organisations.

The aim of this article is to analyse the government assistance provided to entrepreneurs in Latvia and its efficiency and appropriateness to the economic conditions encountered by entrepreneurs during the COVID-19 crisis. An insight into international experience creates the framework of this study. The empirical analysis is based on secondary data analysis and entrepreneur’s survey data on business response to COVID-19 related pandemics restrictions and government assistance in Latvia. The observed business areas are financial and risk management, international trade, communication, employment, innovations, strategic change and legal issues. The paper finds that the crisis affected the most such industries as accommodation and food services; arts, entertainment and recreation. The result provides support to justification for a national long-term crisis management strategy for business sustainability.

Abstract:
We consider a scenario where self-interested Electric Vehicle (EV) aggregators compete in the day-ahead electricity market in order to purchase the electricity needed to meet EV requirements. We propose a novel decentralised bidding coordination algorithm based on the Alternating Direction Method of Multipliers (ADMM). Our simulations using real market and driver data from Spain show that the algorithm is able to significantly reduce energy costs for all participants. Furthermore, we postulate that strategic manipulation by deviating agents is possible in decentralised algorithms like ADMM. Hence, we describe and analyse different possible attack vectors and propose a mathematical framework to quantify and detect manipulation. Our simulations show that our ADMM-based algorithm can be effectively disrupted by manipulative attacks achieving convergence to a different non-optimal solution which benefits the attacker. At the same time, our proposed manipulation detection algorithm achieves very high accuracy.

The relation between public and forest changes during the time. Public opinion and interests has considerable influence on decision making regarding forestry. Half of Lithuania’s forests (circa 1.1 mill. ha) has state forest status and are managed by state forest enterprises (SFEs) under confidence rights. One of the most important strategic aims for SFEs is to meet public needs. Yet, public opinion and forestry facts mismatches. Therefore, this study aims to analyse prevailing opinion on forestry practices in state forests managed by Kaišiadorių SFE that are located in Kaišiadoriai municipality. The sociological survey methodology was applied that was conducted involving respondents representing inhabitants over 18th years old. Data was analysed by conducting frequency analysis. Results showed incorrect public opinion concerning with increase of forest coverage, sustainable cutting intensity and increasing environmental consideration. According to opinion of the respondents, the quality of the forests, afforestation and forest sanitary was well improved by Kaišiadorių SFE. It was determined the demand to develop more recreation infrastructure objects in Kaišiadorys municipality forests. The comparison between surveys conducted in 2007 and 2014 showed increasing amount of public that was quite well informed on forestry issues. Also, it determined changes in information sources concerning forestry. Results of the research stressed the necessity of the long-term strategy for the information dissemination.

When investigating students’ motivations to enroll in university, a wide range of elements related to the overall student experience concerning both the institution and the surrounding context should be taken into account. The current study moves from this point to analyse students’ choice factors from a survey completed by 27,705 students across 23 Italian institutions by means of a logistic Principal Component Analysis. Results confirm the presence of multiple factors jointly influencing students’ choice, with geographical proximity, job opportunities in the region, university reputation and ease of access opposing one another. Aggregating results at institutional level, students’ distribution prove to be highly heterogeneous across universities. From this, a managerial tool is provided to position student population and derive strategic implications. Finally, policy considerations are reported.

We introduce an end-to-end model for participatory budgeting grounded in social choice theory. Our model accounts for the interplay between the two stages commonly encountered in real-life partici- patory budgeting. In the first stage participants pro- pose projects to be shortlisted, while in the second stage they vote on which of the shortlisted projects should be funded. Prior work of a formal nature has focused on analysing the second stage only. We in- troduce several shortlisting rules for the first stage and analyse them in both normative and algorith- mic terms. Our main focus is on the incentives of participants to engage in strategic behaviour during the first stage, in which they need to reason about how their proposals will impact the range of strate- gies available to everyone in the second stage.

In recent years, Indonesia has introduced reforms to its bureaucracy in response to critiques of the quality of government policy design and delivery. The Grand Design of Bureaucratic Reform strategy seeks to reduce the number of civil servants employed in administrative or managerial positions (structural appointments) in favour of skills-based recruitment into ‘functional’ positions. Specifically, the introduction of the ‘policy analyst’ position as a functional position in the civil service has sought to improve evidence-based policy making and the quality of policy outcomes, by incorporating merit-based recruitment, appointment and promotion. The role of functional policy analysts (Jabatan Fungsional Analis Kebijakan or JFAKs) is to assist policy makers in identifying policy issues, analyse evidence available on these issues, and ultimately make policy recommendations. This report overviews the recent experiences of different policy analyst cohorts since the role’s creation in 2015. It investigates these experiences to better understand the extent to which policy analysts are playing the role intended for them, and the factors enabling or inhibiting this.
