Abstract:
Communist strategy combined anti-imperialism and the programme of building a planned non-market economy. Until 1918 the conjunction of these two aspects –conquering imperialism and building a new society on its ruins – was undoubted. As long as there were no victories, there could be no socialism. The proposals of a democratic peace put forward by the Bolsheviks in Brest had to ensure a moral victory over imperialism and at the same time to create conditions for the implementation of a constructive programme of socialism. The course of events confronted the Bolsheviks with an appalling dilemma leading to a severe internal crisis. In this article the confrontational motives of factions are discussed from the viewpoints of ‘dogmatism’ and ‘pragmatism’, and utopia and realpolitik. Attention is also drawn to the differences of the political stances time and again emerging in the history of Russia after the rise of St Petersburg. From the northern capital the situation was often seen differently than from Moscow. In Moscow the strategic threats from the Baltic region and from Ukraine were treated as equally dangerous. From the point of view of the northern capital the situation in Germany was more vulnerable and the loss of St Petersburg would mean ‘the end of the play’. Such a viewpoint, differing from Lenin’s position after the transfer of the government to Moscow (when Denikin and Kolchak presented a greater danger than Yudenich), strongly conditioned the strategic ‘blindness’ of the Bolsheviks overlooking the potential menace posed by the Ukrainian Central Rada.

Abstract:
The purpose of the work is to establish criminologically significant information about the relationship between the dynamics of opium expansion of Afghan origin and the heroin drug situation in Russia. The methodological basis is the method of SWOT analysis and four-element strategic PEST analysis (Policy — policy, Economy — economy, Society — society, Technology — technology), implemented to identify and study the political, economic, socio-cultural and technological aspects of the development of the object under study. Consideration of the correlation relationship led to the conclusion that active international, cross-border and interagency cooperation reduces the “heroin pressure” on the Russian Federation along the «northern route» of drug trafficking. This interaction serves as a point-by-point combination of political efforts to normalize the opium drug situation in the Central Asian region. In turn, the growing popularity of synthetic drugs reduces the demand for plant-based opium drugs. The consequences of the transformation of drug trafficking routing are noted. It was found that the increased risks of detaining drug traffickers and the overall unprofitability of the contact method of distributing heroin led to the widespread use of international mail channels, mobile communications and electronic communications. The practical significance of structuring the correlation under consideration through four aspects makes it possible to better understand the strengths and weaknesses of the domestic mechanism for combating illicit trafficking in opium drugs.

Abstract:
New plans for the development of the Russian Arctic caused certain reactions from both the external and internal environment. In March 2018, the President of the country announced new guidelines for the development of the Northern Sea Route (NSR). The documents for the strategic development of the Arctic zone of the Russian Federation were asserted. One of the main directions in these documents is the development of the NSR as a competitive national transport means of communication of the Russian Federation on the world market. As a part of the research, the political and economic aspects of the external environment were studied, which affect the development and functioning of Arctic communications in the water area of the NSR. The informational basis was provided by expert assessments of scientists and politicians, as well as by publications of news outlets and experts’ interviews. The specificity of the institutional legal field of the NSR is considered. The article reveals the phenomena of "Arctic dualism" caused by the clash of national and international law, when changes in the national legal field lead to a response from other Arctic states and an increase in political risks related to increased competition. The main business trends in the development of the NSR were also identified. The period considered in the article is characterized by the strengthening of the domestic economic policy of Russia, which is aimed at enhancing business processes in the Arctic zone of the Russian Federation. At the same time, the considered trends within the external environment indicate a number of restrictions for the use of the NSR as an international transit highway. The processes considered indicate that in the near future, the use of the NSR can only be considered in the context of meeting the industrial needs of the Arctic business.

Abstract:
In terms of the space concept, the prospects of Russia's new formats of global co-operation development through mutually beneficial transnational partnership in the Arctic are analyzed in the article. The possibility of implementation of Russia’s Eurasian and Arctic advantages in the Trans-Arctic as the key element of global connection between Trans-Atlantic and Trans-Pacific spaces is considered. Until now the "Eurasian dividends" for Russia have been associated with strengthening of its positions in the Pacific Asia. However, the scale of Russian socio-economic and naval presence in this area does not allow the country to become a leader. The situation is completely different in the Trans-Arctic, where Russia’s total capacity is equal to that of other Arctic states. Moreover, in the Trans-Arctic the "Eurasian factor" may become an "influence multiplier" for Russia. This refers to Russia’s key role in the connection between Trans-Atlantic and Trans-Pacific through the logistic chain: Northwest Passage – Northern sea route – Eastern Siberia’s river system – Trans-Siberian Railway. The Trans-Arctic may become a "testing ground" for neutralisation of attempts to isolate Russia from global governance, which appeared in G-8 dismantling. The initiation of a new structure with participation of global “extraregional” actors, first of all Russia's strategic BRICS partners, could become its efficient Arctic pivot. Special attention is paid to subjects of the multilevel governance over the Trans-Arctic, to aspects of connection between transnational spaces, to the potential conflictogenity of the Arctic macroregion, and to the problem of the sovereignty concept classical understanding transformation, which appeared in the Arctic context. The relevance of the topic stems from decisions of the RF Security Council special extended meeting (April 2014), which put the "qualitative strengthening" of Russian positions in the Arctic, "preservation of Russian influence" in the region, and "advancing of partners" as major priorities. The tendencies of the Arctic transnationalisation and of the Trans-Arctic formation indicate a serious challenge for the Russian expert community and policy-makers. On one hand, Russia cannot sacrifice its national interests and restrict its rights and powers in the areas, to which its sovereignty and jurisdiction extend. On the other hand, formation of a new global governance regime in the Arctic gives Russia a chance to strengthen its leadership in this polar area, since the socio-economic, political and reputation dividends brought by such regime might be extremely high.

Abstract:
The development of the Russian Northern territories is not only a domestic problem of this country, but also a global one. The Polar region, which is also called the Arctic area, attracts many and requires concentration of all forces on the solution of the problem of its development in the economic, social, military and strategic dimensions. In proportion to these circumstances, the role of legal aspects in the developing and emerging social relations also increases. Legal regulation for these parts of the Russian Northern territories and adjacent waters of the Arctic Ocean, constituting the Arctic zone of the Russian Federation, requires certain uniformity. This can be achieved by improving public administration over the Arctic zone of the Russian Federation, legislative recognition of its special status and the establishment of special regimes for natural resources, environmental protection, regulation of navigation along the seaways of the Northern sea route. It involves the formation of a special management procedure, i.e. the formation of a special administrative-legal regime. This is a complex task that requires scientific understanding of the problems that have a significant impact on the formation of the administrative legal regime in the Arctic zone of the Russian Federation.

Abstract:
The article addresses complex process of internationalization in higher education which largely determines the specifics of a regional educational establishment that has the status of a flagship university. In the modern context, the internationalization of higher education serves as a strategy for active introduction of the international dimension into all the basic spheres of university life and turns out to be a much wider phenomenon than just a simple combination of various types of international activities. As a constantly evolving process, internationalization implies the continuous transformation of various educational areas and acts as a catalyst for external changes occurring in education. Despite the fact that in the basic documents regulating the functioning of flagship universities, international activities are not singled out as a separate area, the Murmansk Arctic State University (MASU) includes an international component in its strategic development program, assuming the implementation of a distributed model when the international component is consistently integrated into educational, research- and innovation-related and administrative aspects of the university’s functioning. The authors analyze the distinctiveness of the internationalization forms on the basis of such best practices implemented by the Murmansk Arctic State University as the research and educational project “Borderology”, the program “Bachelor of Northern Studies” and many others. The specific character of the region informatively and structurally determines the educational space of a flagship university, the northernmost higher education establishment of the Russian Federation, developing in a transboundary field. The authors argue convincingly that international activities significantly enhance the potential of the flagship university, allowing the use of international network resources to ensure the socio-economic development of the region and in order to enrich its socio-cultural space. The movement towards internationalization, the value positioning of the internationalization of higher education, according to the authors, mean for a modern university a kind of test of its flexibility, ability to adapt and innovate.

Purpose: of the study is to determine the possibilities of borrowing the Chinese experience of strategic planning of innovative development in Russia.Methods: the study of the innovative experience of the PRC in strategic planning and the prospects for Chinese-Russian cooperation in this area was carried out using a content analysis of the features of strategic planning of the scientific, technological and innovative potential of the PRC and the Russian Federation, as well as analysis of statistical data on innovative and economic development presented in statistical collections of Russia and the PRC.Results: it is shown that the systems of strategic planning of Russia and the PRC are in many respects similar. Many of the strategic initiatives of the PRC are adopted in Russia. At the same time, the attitude to strategic planning in the two countries is different. In Russia in the field of strategic management of science, it is recommended to strengthen international scientific and technical cooperation between Russia and the PRC in the difficult conditions of the modern world.Conclusions and Relevance: taking into account global trends, it is proposed to introduce such innovations into the strategic planning of the scientific and innovative sphere of Russia. First, there is a clearer linking of the tasks of innovative development to the general tasks of the country (long-term national and sectoral development goals). Also, a detailed substantiation of the possibility of implementing the selected priorities. Finally, greater clarity of the planned ones. mechanisms for ensuring partnership between the state and business in achieving strategic objectives of scientific and innovative development.The principles and approaches of the China to strategic planning of development in general and innovative development in particular in Russia should be used carefully and creatively. From an economic point of view, it would be expedient to integrate research more closely, create large joint projects and plan them together in a mutually respectful dialogue between scientists and experts from Russia and China.

Cyber conflict is now a common and potentially dangerous occurrence. The target typically faces a strategic choice based on its ability to attribute the attack to a specific perpetrator and whether it has a viable punishment at its disposal. We present a game-theoretic model, in which the best strategic choice for the victim depends on the vulnerability of the attacker, the knowledge level of the victim, payoffs for different outcomes, and the beliefs of each player about their opponent. The resulting blame game allows analysis of four policy-relevant questions: the conditions under which peace (i.e., no attacks) is stable, when attacks should be tolerated, the consequences of asymmetric technical attribution capabilities, and when a mischievous third party or an accident can undermine peace. Numerous historical examples illustrate how the theory applies to cases of cyber or kinetic conflict involving the United States, Russia, China, Japan, North Korea, Estonia, Israel, Iran, and Syria.

Abstract:
This study develops and tests a methodology that can be utilized for a reconnaissance level assessment of electric power supply alternatives for medium-scale mining in northwestern British Columbia. The study is organized into four parts. Part one characterizes the public planning framework of the study area. Present and future use trends of the region's natural resources, in particular minerals and energy, are reviewed, and a typology of public preferences for their development is established. Part two carries out a literature-based review of the conceptual basis of normative decision-making. Specific energy project evaluation approaches are introduced. This establishes a theoretical framework for constructing the methodology. Part three presents the energy project assessment methodology. Part four applies the methodology to the RED-CHRIS deposit. Salient features of parts three and four which form the core of the study, are outlined below. Energy Project Assessment Methodology The central part of the study proposes a strategic, reconnaissance-level methodology for evaluating energy supply alternatives for medium-scale mining. Its scope is defined by; a) inclusion of strategic elements such as emphasis on priorities, analytical continuity, robustness, and adaptiveness, and b) adoption of a reconnaissance approach which reflects an intention to accommodate preliminary information at an appropriate level of complexity and comprehensiveness. The essence of the methodology entails three inter-related components: 1) Core Information Environment - Identifies and focuses on defining the energy supply issues for a particular undeveloped mineral deposit. 2) Basic Evaluation Environment - Assesses the viability of potential alternatives through the application of multiple criteria and formal decision-making procedures. 3) Peripheral Evaluation Environment - Assesses strategic information which is independent of the focused problem, but can exert an influence on the outcome of both the core and basic environments. Each component contains strategic data bases and analytical processes that assist the analyst to proceed from initial problem identification to selection of alternatives. Within and between the three structural component information is refined in an iterative fashion. This maintains a current perspective on the problem environment and leads to a more confident appraisal of the favoured energy alternatives for a mineral deposit. Case Study Analysis: RED-CHRIS copper-gold deposit situated southeast of Iskut was selected for a case study application of the methodology. Typical production schedule ranging from 8 to 20 years would require corresponding installed electrical capacity of 7.5 to 23.5 Megawatts. Key points which emerged from an analysis of this deposit's energy supply alternatives form the mine planner's perspective are: 1) Interest groups concerned with planning, developing, or regulating energy supply for RED-CHRIS include: a) Mineral deposit owners whose objective it is to maximize profit b) Societal interests whose objective it is to maximize economic, social and environmental well-being aspects of the project. c) Public policy interests whose objective it is to maximize economic, political, and social welfare within national and provincial energy policy. 2) Energy supply candidates identified and examined, include: diesel-electric, high voltage grid extension, small-hydroelectric, coal and biomass-fired generation, natural gas, peat, geothermal, wind and solar. 3) Comparison of different small-scale energy applications for remote areas is made difficult because of technical, political, and environmental uncertainties. 4) Satisficing and Dominance can be successfully applied from the mine planner's perspective to key decision criteria to narrow the various energy supply alternatives. 5) Small-hydro is the most favourable alternative at this juncture, followed by diesel. Coal-fired generation and biomass are comparable, and may be more favourable than diesel under certain circumstances. Other alternatives are presently unsuitable. General Conclusions: Application of the methodology is limited by the interaction between analytical design, available physical resources, and uncertainty in the operating environment, human values and external decisions. The methodology appears sufficiently robust and comprehensive to be adapted to other deposits in the region. Commonly shared information requirements combined with the iterative nature of information processing, can be used to reduce the resource demands and improve the efficiency of subsequent applications. Finally, it is recommended that the value sensitivity of the methodology be tested by applying it from more than one perspective to the same deposit.

Abstract:
Russia has always been a primary factor in the development of the Baltic States. It is impossible to analyse Baltic security without looking into the processes inside Russia and the prevailing trends vis-a-vis the Baltic States. However, the changes in the Baltic security landscape in the 21st century lack a comprehensive analysis. This thesis seeks to bridge the gap. Two key aims are being pursued in this thesis. The first is to present an analysis of Russia's European agenda under President Vladimir Putin and to examine the place of the Baltic States in this agenda. The second aim is to define Russia-related threats and challengers to the Baltic States, as well as prospects in Russo-Baltic relations. To attain these aims, inter-active approach to international relations, comprising three levels of analysis - the international system, the nation state (domestic level) and the individual (personality) level - has been applied. The neo-realist paradigm of international relations theory, comparative analysis and the Knudsen model, which addresses the peculiarities of relations between great powers and small states, are the methodological framework of the thesis. When analysing the development of Russo-Baltic relations in 1990-2006, this thesis focuses on the evolution of the Baltic States from factors to actors and their chance of shaping Russo-Baltic relations from within the enlarged EU and NATO. It also examines possibilities for more active engagement of Russia in the Baltic region. The thesis concludes with an analysis of perspectives for the Baltic States in countering Russia-related threats and building cooperativer elations with Russia. The author maintains that 'high politics' in Russo-Baltic relations has ended, yet, the tensions do remain in 'low politics'. Russia seeks to retain her political and economic influence in the Baltics by exploiting various tools, primarily economic levers and Baltic dependence upon Russian energy.

Positive women entrepreneurial support can change the entrepreneurial spirit, attitude and perceptions among the women communities with specific references to rural women in the northern region of KwaZulu-Natal province. A lot of previous research survey about how SMMEs can improve women’s socio-economic challenges did not properly include those women living in the rural places such as KwaZulu-Natal. This study aims to analyse the use of SMMEs as a strategic tool for women’s socio-economic empowerment in rural northern KwaZulu-Natal. The study was conducted within the rural areas of northern KwaZulu-Natal using qualitative method. The sample for the study consisted of 250 respondents of rural women SMMEs. The respondents were selected using quota sampling. Respondents were asked to complete 2 page questionnaires with an interviewer present to assist. The data analysis was done by using SPSS version 24.0. The results were presented through tables and bar graphs. The main aim of the study was to investigate and describe the use of SMMEs as a strategic tool, to identify factors influencing the use and to examine to what extent they affect the use of SMMEs as a strategic tool for women empowerment. The findings of the study reveals that rural women SMMEs are mostly affected by external factors while on the other hand they also indicated that lack of proper training and entrepreneurial education have impact on the day- to -day running of their businesses. The study was limited by the exploratory nature and small sampling size. Therefore, generalisation of the findings should be done with care and further research is encouraged and should include other places in the area.

This paper analyses the rise of Swedish trade and shipping in the Mediterranean in the eighteenth century. It focuses on three factors that shaped Sweden’s role in the area: foreign policy interest, foreign trade policy (mercantilism), and commodity demand and supply. The foreign policy interest is represented by attempts to build an alliance with the Ottoman Empire against Russia. An outcome of this was the short-lived Swedish Levant Company. The second factor relates to Sweden’s mercantilist policy in the Mediterranean, embodied in the Swedish Navigation Act, trade and peace treaties with the North-African states, and the consular services in southern Europe. Sea salt was in the core of this policy—a strategic commodity in northern Europe. Southern Europe, too, was important market for Swedish exports goods: iron, tar and pitch, and planks.

What threat does Russia actually pose to Europe’s defence? Russia has become more aggressive since President Putin came to power in 2000. It is modernizing its armed forces and has forged a new strategy of complex strategic coercion. Many Russians see this as necessary because of the enlargement of NATO and the EU and that a critical Russian national interest is to have strong Russian armed forces. However, Russia is also a relatively poor and politically unstable state and the cost of maintaining such an effort in the wake of COVID-19 could prove crippling, which makes Russia potentially dangerous, particularly to its immediate neighbours. There are also many technical and materiel road-bumps on the way to developing the Russian future force Putin likes to imply already exists. Consequently, it is Russian economic weakness and political instability allied to the overbearing cost of the Russian security state that poses the greatest danger to European defence and the prospect of more adventurism, such as the 2014 seizure of Crimea and Donbass from Ukraine.

The Northern Ireland (NI) Dementia Strategy was launched in November 2011, with similar strategic issues and priorities to those identified in the English, Welsh, and Scottish documents. There are a number of aspects of dementia care in NI of which the province can be proud, several of which are outlined. One of the major achievements has been the successful production of the Mental Capacity Act, which awaits implementation and publication of a code of practice for clinicians. Other challenges include the coordination of care for people with dementia across the healthcare spectrum and the anticipation and incorporation into practice of evolving diagnostic and therapeutic interventions.

In recent years, the international expert community has demonstrated a growing interest in China's Arctic policy. To a great extent, such an interest has been triggered by recent gaining an observer status in the Arctic Council by China, as well as by China's efforts to actively participate in elaborating the rules of global governance. China has a range of interests in the Arctic, including climate change problems, opportunities for energy diversification, and development of the Northern Sea Route. Among Russian experts, the discussion on the desirability of cooperation with China has lately shifted towards the acknowledging the need to strengthen Russia-China strategic partnership in the Arctic, particularly in the context of worsening relations between Russia and Western countries. The chapter addresses recent trends in Russia's and China's attitudes to bilateral cooperation in the Arctic and analyzes experts' approaches to the settlement of disputes, including such issues as the legal regime of the Arctic and the development of navigation along the Northern Sea Route.

The new social reality puts issues related to the welfare state on the political agenda primarily in 3 main contexts. That is the formation of a new model of governance based on the principles of efficiency and participation, expanding the possibility of citizens’ influence on current and strategic policy; transforming the sphere of labor and employment; changing the system of social support for citizens and ensuring their socio- economic and political rights. The activity of social networks around the state is not an indicator of its social effectiveness, since the situation does not change fundamentally. The struggle of diff erentpolitical, social and economic groups unfolds around the state. Meanwhile, in modern world the state must play a new role in accordance with the new reality in order to support democratization of political relations, maximize results of social interactions and minimize conflicts. Digitalization produces internal effects of modernization of the welfare state. Network and remote management of the welfare sphere is being developed, which can streamline and optimize development everywhere, including Russia. In the new reality the tasks of social policy are changing, but in many respects they remain the same. Poverty does not disappear, it transforms and expands. The uncertainty is increasing. Obviously, a civilized and moral society cannot afford to abandon the universal character of social policy, since it has become an important factor in solving social and other problems. The issue of improving the quality of human capital comes to the fore, as well as improving the system of vocational training, because competition is becoming more acute in all major areas, including labor and employment. Therefore, a social development model is needed that rejects the primacy of the market-insurance principles in favor of the universal support, ensuring growth of incomes and welfare of all citizens and taking into account differences in capabilities of everyone.

Various forms of Rosstat's participation in the development of the strategic planning system are shown and the forms of its possible participation as it develops are suggested. Situations that arise in the process of developing strategic planning documents at various levels are identified and described, the negative consequences of which cannot be overcome without improving the methodology and methodology of statistics and the development of information technologies. The influence of state programs on the development of statistical observation methodology, as well as on the conceptual aspects and development of classification and coding systems is shown. Some of the proposals for the development of methodological support for statistics may be very timely for the purposes of information support for strategic planning, given the requirements put forward by the government of the Russian Federation for the integration of strategic planning documents at various levels.

This chapter explores the trends in human capital formation towards building sustainable organisations. A literature review approach was adopted to investigate HR practices which contribute to human capital formation, the contribution of human capital, as well as the barriers to human capital formation and theories of human capital formation. Human capital has been conceptualized as the collective knowledge that is embedded in the personnel, organisational routines, and network relationships of an organisation. It was found that many countries such as China, Russia, India, and Brazil are experiencing economic growth because of the investment in their human capital formation. The review of empirical studies showed that human capital has been considered as a firm's strategic resource for sustainable competitive advantage. This chapter submits that to prevent loss of human capital, it is important for organisations to create an environment and culture that will foster or encourage individual and organisational learning.

The chapter covers the relevant aspects of education and training of medical specialist to work in the northern territories remote from the administrative centers. The chapter reveals the problem of insufficient basic training in forensic medicine for the specialists living and working in geographically isolated areas of the Arctic zone of Russia. The author outlines the contradictions between the provisions on forensic medical training, declared educational standards, and requirements of the criminal procedures set by the Russian legislation. In the case of circumpolar territories in Russia, the author attempts to elaborate possible ways of solution of the specified problems.

Однако эти обстоятельства поспособствовали формированию вокруг Восточной Арктики достаточно широкого круга международных проблем. Их основой являются неразрешённые вопросы российско-американского акваториального разграничения и заинтересованность ряда стран АТР в получении свободного доступа к арктическому минеральному сырью и судоходству по Северному морскому пути. Наиболее конструктивный подход к их решению демонстрирует Китай, реализующий в Восточной Арктике подход стратегического партнёрства с Россией. The Eastern Arctic of Russia is a remote and highly isolated region of the country. Recently, its importance has increased significantly due to the unique, strategically important natural resource potential and new transit and transport prospects of its geographical location. However, these circumstances contributed to the formation of a fairly wide range of international problems around the Eastern Arctic. They are based on the unresolved issues of the Russian-American aquatorial delimitation and the interest of a number of APR countries in gaining free access to Arctic mineral raw materials and shipping along the Northern Sea Route. The most constructive approach to their solution is demonstrated by China, which is implementing an approach of strategic partnership with Russia in the Eastern Arctic.

It is shown that for 30 years it has not been possible either politically or economically to reform LSG into a real and independent instrument of local self-government.

В статье рассматриваются социально-демографические и экономические факторы, которые связаны с транспортным освоением северных прибрежных районов Тихоокеанской России. Анализируются природные условия и факторы, сдерживающие развитие транспортной инфраструктуры в районе исследования. Отмечено, что выделенные нами районы в ряде инвестиционных проектов имеют стратегическое значение как одно из главных звеньев транспортного соединения западной с северо-восточной частью России. Дано описание состояния современной транспортной инфраструктуры муниципальных районов и городских округов, расположенных на российском тихоокеанском побережье. Приведены показатели социально-экономического положения исследуемых районов. Указано что, с одной стороны, «очаговостъ» освоения усложняет развитие транспортных сетей. С другой стороны, за счёт ряда факторов существует возможность в ряде районов развивать транспортную инфраструктуру. При намечаемых проектах и возможных перспективах развития транспортной инфраструктуры главными видами транспортной деятельности остаются морской и воздушный. The article addresses socio-demographic and economic factors that are associated with the transport development of the northern coastal regions of Pacific Russia. The natural conditions and factors restraining the development of transport infrastructure in the study area are analyzed. It is noted that the areas we have identified in a number of investment projects are of strategic importance as one of the main links in the transport connection between the western and northeastern parts of Russia. The condition of the modern transport infrastructure of Russian municipal districts and urban districts located on the Pacific coast is described. Indicators of the socio-economic situation in the study regions are presented. It is indicated that, on the one hand, uneven development complicates the expansion of transport network. On the other hand, due to a number of factors, it is possible to build transport infrastructure in a number of regions. With the planned projects and possible prospects for the development of transport infrastructure, the main types of transport remain maritime and air.

EU does not have adequate energy resources when it is compared with its grant amount of energy consumption.. Russia is one of the most important traditional suppliers for the EU and is trying to maintain its position in the future. Therefore Turkey’s strategic location makes it a natural "Energy Bridge" between the major oil producing areas in the Middle East and Caspian Sea. This paper tries to examine costs and benefits analyzing between Turkey and EU aspects of energy cooperation. These costs and benefits analyzing also include projects that are under the construction or still project process. Turkey has some benefits from this process. Because pipelines that provide energy to Europe passes though Turkish boundary and Turkey collect transportation fee from these pipelines and also EU has support these project financially. This is also contains cost for EU.

The Arctic plays a key role in the economic development of Russia. This region is fabulously rich with hydrocarbons and biological resources. One of the strategic goals in commercialization of the Arctic region is setting up of efficient transportation systems for year round navigation via the Northern Sea Route (NSR) to support shipment of various cargoes [1]. According to the latest studies, cargo vessels should be able to travel through NSR at speeds reaching 12 knots to make it a commercially competitively route. Highspeed moving can allow NSR to become competitive route as compared to the southbound route via Suez. It should be noted that ice conditions on this route are quite severe. Navigation in NSR of even ice-capable cargo carriers with icebreaker assistance will enable to increase the effectiveness of this shortcut shipping itinerary between Europe and the Pacific coast. For this purpose a novel nuclear Leader icebreaker has been designed, which, according to model tests in the Krylov Centre ice basin, will be able to sail in 2-meter continuous ice at 12 knots. The investigations of ship performance in ice at fast speeds are quite new and should be conducted very carefully. This paper focuses on some specific features of dynamic behaviour predicted for an icebreaker and a large-size vessel led by this icebreaker during speedy sailing in ice. It also discusses other important issues related to minimum power level requirement for vessels operating under these conditions as well as due account of the hydrodynamic resistance component in ice performance predictions.
