Abstract:
Communist strategy combined anti-imperialism and the programme of building a planned non-market economy. Until 1918 the conjunction of these two aspects –conquering imperialism and building a new society on its ruins – was undoubted. As long as there were no victories, there could be no socialism. The proposals of a democratic peace put forward by the Bolsheviks in Brest had to ensure a moral victory over imperialism and at the same time to create conditions for the implementation of a constructive programme of socialism. The course of events confronted the Bolsheviks with an appalling dilemma leading to a severe internal crisis. In this article the confrontational motives of factions are discussed from the viewpoints of ‘dogmatism’ and ‘pragmatism’, and utopia and realpolitik. Attention is also drawn to the differences of the political stances time and again emerging in the history of Russia after the rise of St Petersburg. From the northern capital the situation was often seen differently than from Moscow. In Moscow the strategic threats from the Baltic region and from Ukraine were treated as equally dangerous. From the point of view of the northern capital the situation in Germany was more vulnerable and the loss of St Petersburg would mean ‘the end of the play’. Such a viewpoint, differing from Lenin’s position after the transfer of the government to Moscow (when Denikin and Kolchak presented a greater danger than Yudenich), strongly conditioned the strategic ‘blindness’ of the Bolsheviks overlooking the potential menace posed by the Ukrainian Central Rada.

Abstract:
The purpose of the work is to establish criminologically significant information about the relationship between the dynamics of opium expansion of Afghan origin and the heroin drug situation in Russia. The methodological basis is the method of SWOT analysis and four-element strategic PEST analysis (Policy — policy, Economy — economy, Society — society, Technology — technology), implemented to identify and study the political, economic, socio-cultural and technological aspects of the development of the object under study. Consideration of the correlation relationship led to the conclusion that active international, cross-border and interagency cooperation reduces the “heroin pressure” on the Russian Federation along the «northern route» of drug trafficking. This interaction serves as a point-by-point combination of political efforts to normalize the opium drug situation in the Central Asian region. In turn, the growing popularity of synthetic drugs reduces the demand for plant-based opium drugs. The consequences of the transformation of drug trafficking routing are noted. It was found that the increased risks of detaining drug traffickers and the overall unprofitability of the contact method of distributing heroin led to the widespread use of international mail channels, mobile communications and electronic communications. The practical significance of structuring the correlation under consideration through four aspects makes it possible to better understand the strengths and weaknesses of the domestic mechanism for combating illicit trafficking in opium drugs.

Abstract:
New plans for the development of the Russian Arctic caused certain reactions from both the external and internal environment. In March 2018, the President of the country announced new guidelines for the development of the Northern Sea Route (NSR). The documents for the strategic development of the Arctic zone of the Russian Federation were asserted. One of the main directions in these documents is the development of the NSR as a competitive national transport means of communication of the Russian Federation on the world market. As a part of the research, the political and economic aspects of the external environment were studied, which affect the development and functioning of Arctic communications in the water area of the NSR. The informational basis was provided by expert assessments of scientists and politicians, as well as by publications of news outlets and experts’ interviews. The specificity of the institutional legal field of the NSR is considered. The article reveals the phenomena of "Arctic dualism" caused by the clash of national and international law, when changes in the national legal field lead to a response from other Arctic states and an increase in political risks related to increased competition. The main business trends in the development of the NSR were also identified. The period considered in the article is characterized by the strengthening of the domestic economic policy of Russia, which is aimed at enhancing business processes in the Arctic zone of the Russian Federation. At the same time, the considered trends within the external environment indicate a number of restrictions for the use of the NSR as an international transit highway. The processes considered indicate that in the near future, the use of the NSR can only be considered in the context of meeting the industrial needs of the Arctic business.

Abstract:
In terms of the space concept, the prospects of Russia's new formats of global co-operation development through mutually beneficial transnational partnership in the Arctic are analyzed in the article. The possibility of implementation of Russia’s Eurasian and Arctic advantages in the Trans-Arctic as the key element of global connection between Trans-Atlantic and Trans-Pacific spaces is considered. Until now the "Eurasian dividends" for Russia have been associated with strengthening of its positions in the Pacific Asia. However, the scale of Russian socio-economic and naval presence in this area does not allow the country to become a leader. The situation is completely different in the Trans-Arctic, where Russia’s total capacity is equal to that of other Arctic states. Moreover, in the Trans-Arctic the "Eurasian factor" may become an "influence multiplier" for Russia. This refers to Russia’s key role in the connection between Trans-Atlantic and Trans-Pacific through the logistic chain: Northwest Passage – Northern sea route – Eastern Siberia’s river system – Trans-Siberian Railway. The Trans-Arctic may become a "testing ground" for neutralisation of attempts to isolate Russia from global governance, which appeared in G-8 dismantling. The initiation of a new structure with participation of global “extraregional” actors, first of all Russia's strategic BRICS partners, could become its efficient Arctic pivot. Special attention is paid to subjects of the multilevel governance over the Trans-Arctic, to aspects of connection between transnational spaces, to the potential conflictogenity of the Arctic macroregion, and to the problem of the sovereignty concept classical understanding transformation, which appeared in the Arctic context. The relevance of the topic stems from decisions of the RF Security Council special extended meeting (April 2014), which put the "qualitative strengthening" of Russian positions in the Arctic, "preservation of Russian influence" in the region, and "advancing of partners" as major priorities. The tendencies of the Arctic transnationalisation and of the Trans-Arctic formation indicate a serious challenge for the Russian expert community and policy-makers. On one hand, Russia cannot sacrifice its national interests and restrict its rights and powers in the areas, to which its sovereignty and jurisdiction extend. On the other hand, formation of a new global governance regime in the Arctic gives Russia a chance to strengthen its leadership in this polar area, since the socio-economic, political and reputation dividends brought by such regime might be extremely high.

Abstract:
The development of the Russian Northern territories is not only a domestic problem of this country, but also a global one. The Polar region, which is also called the Arctic area, attracts many and requires concentration of all forces on the solution of the problem of its development in the economic, social, military and strategic dimensions. In proportion to these circumstances, the role of legal aspects in the developing and emerging social relations also increases. Legal regulation for these parts of the Russian Northern territories and adjacent waters of the Arctic Ocean, constituting the Arctic zone of the Russian Federation, requires certain uniformity. This can be achieved by improving public administration over the Arctic zone of the Russian Federation, legislative recognition of its special status and the establishment of special regimes for natural resources, environmental protection, regulation of navigation along the seaways of the Northern sea route. It involves the formation of a special management procedure, i.e. the formation of a special administrative-legal regime. This is a complex task that requires scientific understanding of the problems that have a significant impact on the formation of the administrative legal regime in the Arctic zone of the Russian Federation.

Abstract:
The article addresses complex process of internationalization in higher education which largely determines the specifics of a regional educational establishment that has the status of a flagship university. In the modern context, the internationalization of higher education serves as a strategy for active introduction of the international dimension into all the basic spheres of university life and turns out to be a much wider phenomenon than just a simple combination of various types of international activities. As a constantly evolving process, internationalization implies the continuous transformation of various educational areas and acts as a catalyst for external changes occurring in education. Despite the fact that in the basic documents regulating the functioning of flagship universities, international activities are not singled out as a separate area, the Murmansk Arctic State University (MASU) includes an international component in its strategic development program, assuming the implementation of a distributed model when the international component is consistently integrated into educational, research- and innovation-related and administrative aspects of the university’s functioning. The authors analyze the distinctiveness of the internationalization forms on the basis of such best practices implemented by the Murmansk Arctic State University as the research and educational project “Borderology”, the program “Bachelor of Northern Studies” and many others. The specific character of the region informatively and structurally determines the educational space of a flagship university, the northernmost higher education establishment of the Russian Federation, developing in a transboundary field. The authors argue convincingly that international activities significantly enhance the potential of the flagship university, allowing the use of international network resources to ensure the socio-economic development of the region and in order to enrich its socio-cultural space. The movement towards internationalization, the value positioning of the internationalization of higher education, according to the authors, mean for a modern university a kind of test of its flexibility, ability to adapt and innovate.

Purpose: of the study is to determine the possibilities of borrowing the Chinese experience of strategic planning of innovative development in Russia.Methods: the study of the innovative experience of the PRC in strategic planning and the prospects for Chinese-Russian cooperation in this area was carried out using a content analysis of the features of strategic planning of the scientific, technological and innovative potential of the PRC and the Russian Federation, as well as analysis of statistical data on innovative and economic development presented in statistical collections of Russia and the PRC.Results: it is shown that the systems of strategic planning of Russia and the PRC are in many respects similar. Many of the strategic initiatives of the PRC are adopted in Russia. At the same time, the attitude to strategic planning in the two countries is different. In Russia in the field of strategic management of science, it is recommended to strengthen international scientific and technical cooperation between Russia and the PRC in the difficult conditions of the modern world.Conclusions and Relevance: taking into account global trends, it is proposed to introduce such innovations into the strategic planning of the scientific and innovative sphere of Russia. First, there is a clearer linking of the tasks of innovative development to the general tasks of the country (long-term national and sectoral development goals). Also, a detailed substantiation of the possibility of implementing the selected priorities. Finally, greater clarity of the planned ones. mechanisms for ensuring partnership between the state and business in achieving strategic objectives of scientific and innovative development.The principles and approaches of the China to strategic planning of development in general and innovative development in particular in Russia should be used carefully and creatively. From an economic point of view, it would be expedient to integrate research more closely, create large joint projects and plan them together in a mutually respectful dialogue between scientists and experts from Russia and China.

Cyber conflict is now a common and potentially dangerous occurrence. The target typically faces a strategic choice based on its ability to attribute the attack to a specific perpetrator and whether it has a viable punishment at its disposal. We present a game-theoretic model, in which the best strategic choice for the victim depends on the vulnerability of the attacker, the knowledge level of the victim, payoffs for different outcomes, and the beliefs of each player about their opponent. The resulting blame game allows analysis of four policy-relevant questions: the conditions under which peace (i.e., no attacks) is stable, when attacks should be tolerated, the consequences of asymmetric technical attribution capabilities, and when a mischievous third party or an accident can undermine peace. Numerous historical examples illustrate how the theory applies to cases of cyber or kinetic conflict involving the United States, Russia, China, Japan, North Korea, Estonia, Israel, Iran, and Syria.

Abstract:
The article discusses and reveals the problems of strategic management of spatial development in the agricultural sector of the Russian economy at the macro-economic level, which include both territorial location and specialization of production, and exogenous mechanisms of functioning of the rural economy, which collectively concludes the concept of “rural development”. The approaches of representatives of the scientific community to the characterization of the essence of the category – “strategic management” as a long-term action program are presented. In the agricultural sector, it has different directions of impact due to spatial heterogeneity, which is manifested in the territorial differentiation of production (rental) opportunities for agricultural production in different administrative-territorial units of the corresponding hierarchical scale. This is aggravated by a non-adaptive agrarian macroeconomic policy, market imperfections, fetishization of private, especially land ownership, as well as unjustified absolutization of the advantages of large forms of agricultural production. The overstated role of foreign capital in agriculture, food and processing industries creates significant social, economic and environmental risks. In the agricultural and food sector of country’s economy, including the location and specialization of agricultural production, it is necessary to develop and adopt at the Federal level legislative acts that would encourage the integration of producers, processors, service enterprises, trade and credit and financial organizations, and consumer unions in the regions. To do this, it is necessary to develop a new, science-based paradigm of strategic management of rural development, regional distribution and specialization of agricultural production based on an objective assessment of modern productive forces, which are limited by the framework of private property and unregulated market relations, with a critical approach to large-scale forms of agricultural production.

As part of the processes that are forming and integrating a shared European identity, considerable importance attaches to projects whose aim is to create a network of major lines of communication, facilitating access between neighbouring areas and improving existing connections at the continental scale. This paper discusses the Øresundbron project, a complex structure linking Denmark and Sweden across the strait of Øresund, consisting of a bridge and tunnel with associated installations on either coast along with various consolidation, reclamation, and environmental upgrading works. A description of the technical and construction aspects of the project is followed by a discussion of the financial, socio-economic and procedural feasibility aspects, showing how the decisive strategy for successfully and sustainably implementing a project of this type is to take an integrated approach to design.

In this article, we examine the elements that are being developed by NATO and Russia in a strategic competition in Europe. Having analysed these elements, each sub-system, as described by the Realist Theory of International Relations, is facing major changes in today’s world politics. From Northern Europe to the Balkans and the Black Sea region, the analysis focuses on areas of tension that could potentially become problematic for the interaction between the two actors. Besides, the Baltic region is explained further due to its continuous activity regarding either hybrid or tradition war tactics. Finally, we draw a parallel between NATO, the EU and the USA as main actors in European Security and how the latter has been changing drastically since Donald Trump took office. We conclude by analysing potential risks, scenarios and conflicts between NATO and Russia in short range projections.

The military component of the Russian Federation's policy in the "strategic triangle" Russia-China-USA occupies an important place in the implementation of Russian aspirations in various regions of the world. The purpose of this article is to assess the impact of the military component of the Russian Federation's policy in the Russia-China- US strategic triangle on the implementation of current Russian policy in the post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and other regions of the world. The paper examines the influence of the military component of the Russian Federation's policy in the Russia- China-USA “strategic triangle”, proposes an approach to a comparative assessment of this influence, which allows identifying the priorities of Russian policy in the post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, on The Middle East and other regions of the world. A comparative assessment of the influence of the military component of the Russian Federation's policy in the Russia-China-USA “strategic triangle” can be used to substantiate recommendations to the military-political leadership of our country. The article concludes that the military component of Russian policy occupies a dominant position in the implementation of the current policy of the Russian Federation in the post-Soviet space, in the Asia- Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and in other regions of the world.

The presented study examines the conceptual aspects of strategic regional management.Aim. Based on the analysis of the theory and practice of regional management, the study aims to propose a generic concept for formulating a strategy for the development of a constituent entity of the Russian Federation.Tasks. The author analyzes theoretical approaches to strategic regional management; determines the conditions and factors that affect strategic regional management; formulates the rational principles of strategic regional management; identifies the causes of disproportions in the development of the constituent entities of the Russian Federation.Methods. This study uses systems analysis, synthesis, induction and deduction, specification and generalization, analogy and modeling.Results. A generic concept of strategic regional management is proposed, which classifies the basic system components of the external and internal environment of a constituent entity of the Russian Federation. Practical recommendations for improving the regional development strategy of are formulated. Analysis of the current state of strategic regional management practices in Russia shows that efficient work of regional authorities in the field of strategic management can compensate for a lack of resources and partially outweigh an unfavorable investment climate.Conclusions. It is advisable for administrative and territorial units to develop and implement systematic medium-term development strategies adequate to the national regional policy and based on the current and projected availability of all kinds of resources and analysis of the factors of the external (in relation to the region) and internal environment, to continuously control and verify the implementation of the said strategies according to the pre-emptively developed efficiency criteria (monitoring) with the aim to improve the living standards of the population and maintain the highly competitive status of the managed unit within the regional economy.

The article explores the development of bilateral relations between the Northern countries and Russia due to the current trend of increasing role of Northern Europe and the Arctic in international relations. The author specifically considers the reasons, motives, objective preconditionsrequired to maintain a minimum level of contactsafter 2014. This set of political and economic factors, a kind of Strategic untouchable reserve, not only prevents the crisis, but also serves as an objective basis for maintaining the certain level of working ties, as well as their improvementin the future. The ruling circles support the policy of sanctions, the course of USA/NATO/EU aimed at strategic deterrence of Russia. However,the countries in the subregion are committed to the preservation of dialogue with Moscow and pragmatic cooperation. This positive attitude of the Nordic Five towards Russia is based on long-term goals: the need to keep and to develop trade and economic exchanges, the necessity to develop further economic cooperation in new and perspective spheres, such as the Far North and the Arctic, development of the Northern Sea Route, sea spaces and the shelf of the Arctic Ocean etc.

We see the dramatic reconfiguration and revitalization of the armament markets, intensification of integration processes in the world economy and never-ending prolongation of sanctions against Russia and its strategic partners. Turkey signed the C-400 supply contracts and continues its military-technological cooperation with Russia, notwithstanding the pressure of the U.S. administration, which is evidence of the high demand in Turkey for the Russian military technologies. Conclusions and Relevance. Sanctions were imposed on many Russian defense enterprises. The USA continuously put on pressure countries that cooperate with Russia on military and technological matters. There should be a more close cooperation with partners, including search for proper options for settlement of accounts in national currencies. Russia and Turkey are implementing some major projects, including in the defense sector, which will continue to be meaningful for bilateral trade and economic relations.

The paper aims to show that the three aspects of strategic maneuvering (audience demand, topical potential, presentational devices) are flexible enough that they can be analyzed when the object of study is not a spatially and temporally localized argumentative situation, but a decade-long debate with multiple actors. In 2014, Hungary signed a deal with Russia to finance 80% of the investment costs and supply two new reactors to maintain the 40–50% of nuclear energy in the national energy production.

The Arctic region, including the Russian Arctic and the Northern Sea Route (NSR), is currently characterized by an increased interest of many countries of the world and international business circles. For Russia the need to develop the Arctic is indisputable, and the NSRis the basis for development of the region. In addition, the region possesses a unique transport and logistics potential. It is believed that in the future it will connect the largest markets in Asia, Europe and North America with maritime transport corridors. Climatic changes and melting of ice are increasingly opening up the NSRfor navigation, and this leads to an increase in the attractiveness of this route. At the national level, the task is todevelop possibilities for turning the NSRinto an international transport corridor, similar to the Suez Canal. However, the transit potential of the NSR is not obvious. The article is aimed to determine the competitive capabilities of the NSRand assessits transit potential in the near future. To achieve the goal, it is necessary to identify strengths and weaknesses when using NSR, to conduct a comparative analysis of the known international routes (the Suez Canal) and this route, and to reveal prospects for the transit potential of the NSR, identifying the most likely potential transit transport participant —China.As a result of the study, it was concluded that in the near future the NSR will not compete with the Suez Canal and other international routes, but will be in demand as a national transport artery for transporting extracted oil and gas resources from the fields in the Arctic part of Russia. As to the transformation of the NSR into an international transport corridor, it will take huge financial and time resources, also Russia may have to sacrifice its strategic and geopolitical interests in the Arctic, which is currently unacceptable.

In this regard, the question of how Russia and Vietnam build bilateral relations, characterized as a comprehensive strategic partnership, is becoming more and more relevant. The most interesting is the humanitarian aspect of relations, since in the modern realities of globalization, in addition to the military and economic aspects of bilateral interaction between States that claim a significant role in the system of international relations, it is humanitarian imperatives that acquire special significance. By promoting their national culture in the partner country and developing bilateral ties in the fields of education, science, information, sports and tourism, the countries strengthen their bilateral relations, which allows them to coordinate their actions more confidently and realize their national interests at the global and regional levels. The purpose of the article is to identify trends in Russian-Vietnamese humanitarian relations in 1991-2019. To achieve this goal, an analysis of the legal framework of humanitarian relations between Russia and Vietnam was conducted, as well as the content of humanitarian relations between the two countries in the field of education, culture and humanitarian contacts. The authors considered the significance of the studied segment of bilateral relations in the national political and expert-analytical discourses of Russia and Vietnam. The article notes the existence of historical and organizational potential necessary for implementation in the Russian-Vietnamese humanitarian dialogue. The authors conclude that the humanitarian aspect plays an important role, since it is an integral part of bilateral relations and a promising component of the implementation of national interests.

It is con-cluded that at present there is understudied the sci-entific analysis of the problem regarding the devel-opment of a nationwide complex system within the framework of ensuring the national security of the country. The aim of the article is to explore areas of cooperation between Russia and India with specific reference to the Arctic. The Russian Federation has sought strategic partners for the development of the Arctic, with it’s primary focus being the development of the oil and gas industry and the Northern Sea Route (NSR). Russia and India have had diplomatic relations in diverse spheres such as space, atomic energy, defense, and the petroleum industry. Russia’s focus on the Arctic ushers in many more opportunities for cooperation. India is one of the few countries to which Russia has accorded investment opportunities in the oil and gas and the diamond industry. As a result, India has made significant investments in Russia’s oil and gas industry. The article highlights that the energy deficit in India is critical, value of imports is rising and this consequently affects the development of the country. Oil production has been declining marginally and gas production is almost static. There is therefore a need to sign diverse long-term contracts for petroleum products like China has been doing with Russia. The article also suggests that there is a case for increased Indian investment in the Arctic in diverse spheres. The need for greater cooperation in scientific research, development of the NSR and possible utilisation of the enormous technically qualified human resources that India has in diverse areas of the Arctic is noted. The article based upon systemic and comparative analysis concludes that Russia-India cooperation in the Arctic is a strategic necessity.

Methods: Comparative analysis and generalization of world and domestic experience, data grouping and evaluation of their content. The result of the analysis was the identification of promising areas for the further development of the theory and methodology of strategic planning of the territories of the Russian Federation. Practical implications. The article analyzes the cooperation between China and Russia in the field of Arctic shipping. The author compares the tasks of the Northern Sea Route development and the Ice Silk Road construction. This allows identifying the factors that promote and hinder cooperation. The author examines the specifics of the Sino-Russian format of comprehensive partnership and strategic interaction that helps to mitigate contradictions between the national interests of the two states. The author examines the current cooperation between Russia and China in the field of Arctic shipping, identifying strengths, weaknesses, opportunities, and threats in key areas of interaction (SWOT analysis). The author concludes that differences between interests and status of the two states in the Arctic provides Russia a strategic advantage in its relations with the PRC. This balance may be maintained within the framework of a multilateral cooperation. At the same time, cooperation with China in the field of marine security is promising in case of keeping existing power balance. In conclusion, the author suggests areas for cooperation to increase the effectiveness of bilateral interaction in the field of Arctic shipping.

Today, some elements and blocks of the strategic planning system, which is being formed, have been developed and are functioning. However, these elements still cannot respond to the system and balance requirements which are written into the Federal Law no. 172 «On Strategic Planning in the Russian Federation» (2014). The system of strategic planning in general (as an important element of the system of government regulation) which is being created has system lacunas and in particular they are: inconformity of the main structural blocks of basic federal documents, inconformity in the approaches to strategic planning and project management, disregard of national security issues in documents of strategic planning and some others which allow to provide fully both the balanced character of goals and targets of government development and resources for achieving them. The article substantiates that project activity has not been constructed into the process of strategic planning so far and project activity documents do not take into account systemic strategic documents. Long term goal setting in project activity in part of developing the country and providing its national security has not been developed so far. The authors emphasize the necessity of constructing a new hierarchy of strategic documents determining goal setting and tools for achieving indices of the development of the Russian Federation in sectoral and regional aspects and a transparent budgeting process directed to implementing the general goal of social and economic development of the country and providing its security. The researchers come to the conclusion that providing a balanced character and coordination of strategic planning documents in Russia is one of priority tasks. The authors emphasize that in the process of modernizing the system of strategic planning it is necessary to pay special attention not specifically to the succession of various types of documents but also to providing correlation (consistency) of the main structural blocks, forecasted and target indicators.

The article analyses the complex influence of dangerous changes, which took place after 2014 in the international political environment in Europe, on the ongoing transformations, suggests essential revision of national policies of the five Nordic countries (Denmark, Norway, Iceland, Sweden and Finland) in the field of their security and defenсe. The degree of military and political tension in the North of Europe has increased significantly after 2014. The conflict is escalating due to additional deployment within the so-called reinforcement of the “eastern flank” of the Alliance with three allied battalions, and NATO weapons in the Baltic States and Poland. However, great strategic stability in the zone of direct contact between NATO and Russia is still possible to maintain. The international political situation in the subregion has also deteriorated markedly as a result of the U.S., NATO and EU sanctions policy against Russia, strengthening of transatlantic relations of the Nordic countries, and reinforcement of allied ties within the framework of the Western bloc policy as a whole. It noted signified not only a revision in favor of further strengthening of transatlantic ties in the policy of bloc allegiance of the Nordic countries – members of NATO (Denmark, Norway, Iceland), but also an obvious intensification of practical cooperation between formally non-aligned states (Sweden and Finland) with the Alliance structures. The Nordic Defenсe Cooperation (NORDEFCO) has also started to acquire a risky pro-Atlantic style, losing its previous autonomous subregional nature. Apparently, in the present complex situation, the Nordic Five is disposed to solve security and defence problems by: 1) having a greater many-sided cooperation with NATO; 2) giving a real, limited meaning to the European Union in the military-political sphere; 3) continuing to bear pressure upon Russia for the purpose of limiting Russian influence in the subregion, especially in the Baltic region. In the near future, the problem of NATO accession for Sweden and Finland may remain in the same precarious condition unless some dangerous force majeure circumstances occur in the Baltic region.

Abstract:
The Northeast Asian (NEA) power structure demonstrates a weakening unipolarity of the United States (U.S.), which will evolve into a power structure with “multilateral co-opetition of two superpowers (China and the U.S.) and three regional great powers (Russia, Japan, and South Korea)” during the 2020s. In the context of this shifting power structure, the other fi ve NEA states will adjust their diplomatic policies. Japan, Russia, and South Korea, which occupy the second tier of the NEA power structure, will pursue regional great power diplomacy and regional interests. Russia will maintain a careful balance with China and the U.S., and will use investments from the other NEA states pragmatically to develop its Far East region. Japan will seek to maximize its security guarantees from the U.S. while actively obtaining economic benefi ts from China, and will try to remain fl exible in terms of its NEA strategic choice. South Korea will implement the so-called “two superpowers diplomacy” in relation to the U.S. and China in order to enhance its strategic autonomy. With relatively weak national power, North Korea and Mongolia occupy the third tier of the NEA power structure, and they will try to ensure the survival of their respective regimes and promote national security. China’s strategic choices for NEA in the next decade are likely to include fi ve aspects: 1) to avoid a “new Cold War” and achieve a strategic balance with the U.S.; 2) to maintain friendly and close strategic ties with Russia; 3) to actively promote economic cooperation with the other NEA countries; 4) to promote the establishment of a regional security mechanism in the future that includes all the NEA states, for example, a “Northeast Asia Peace and Cooperation Organization” (NEAPCO); and 5) to construct a collective NEA identity.

The problem of national and economic security is of particular relevance in the period of the formation and development of a market economy, which in modern conditions is characteristic of both Russia and the CIS countries. In the event of an economic stagnation, the possibility of its resilience and adaptability to internal and external threats is sharply reduced. Violation of proportions and connections between different components of the system leads to its destabilization and is a signal of the economy's transition from a safe state to a dangerous one.Economic security is fully achieved when its degree of dependence on the dominant economy does not exceed the limit that threatens to lose national sovereignty, a significant weakening of economic power, a significant decrease in the standard of living and health of the nation, disrupting the achievement of global strategic goals.

Abstract:
In this article the author considers the issue of exploitation of Arctic region, especially of NSR. This transport corridor is very important from geopolitical point of view. The future of NSR will be thoroughly considered and the author will pay attention to the political horizons that opens as far as the interest of international community to Arctic rises and socio-economical processes are accelerating. The political institutions which regulate exploitation of NSR, legal framework, estimations of experts from different relevant fields and the problems of exploitation of Arctic region that have emerged on grounds of the current political situation in the world - all these aspects will be considered in the article. The special attention will be paid to the possible Russian self-determined exploitation of Arctic and NSR. Even though there are considerable reserves of natural resources in Arctic, its' capacity does not afford carry out its' active exploitation in short-term. Consequently, its' capacity does not permit exclusion of exploitation of NSR on account of transit route. Saving of the current relations with Western partners and development of opportunities to exploit Arctic region on our own - the main political goals of Russia. Recent events of this year demonstrate two important forces which have an impact on the exploitation of NSR. Firstly, an important role of Russia in international exploitation of Arctic, understanding of that at the international level and interest of foreign partners in cooperation with Russia in Arctic including over the question of NSR despite exacerbation of relation with the West. Secondly, present state of Arctic territories in terms of economics and socio-political aspect does not correspond to the boost of geopolitical power of Russia in Arctic. Western sanctions seriously harm sustainable development of Arctic in short-term. However, they will accelerate political processes in the region in case Russia wants exploit Arctic and take the lead among Arctic states. There is a necessity to overcome the technological and economical lag from the West, to create better infrastructure along the coast of the Arctic Ocean, to attract human resources in High North, to increase the government support of business in Arctic.

Subject. The article examines the conformity of strategic planning tools and measures for agriculture with the current situation in the sector and national food security goals. Objectives. I determine agricultural planning tools, which appear most effective for food issues, referring to foreign countries’ practices. Methods. The study involves methods of expert assessment, generalization and sorting of leading scholars’ proceedings. I conducted the comparative analysis of advanced economies’ data, referring to the statistical database on the official website of the OECD. Results. I performed a scientific overview of strategic planning tools and measures for agriculture, which are widely used by advanced economies. The development of agriculture and food security are viewed as a comprehensive matter. Pursuing the high food independence and the development of the export potential, countries, like Russia, apply a variety of planning tools and measures, such as quotas, direct subsidies, guarantees, State aid, food aid. Using the above mechanisms, advanced economies try to address all aspects of the food security, thus ensuring the equilibrium of food demand and supply in terms of regional consumption rates and further. Conclusions. The use of such mechanisms in Russia may prove even more useful than abroad. If put on scientific grounds and approaches, planning mechanisms for agriculture will become even more result-oriented to address food security issues.
