One of the major challenges that state highway agencies face is the need to estimate performance curves for different functional classifications of highways and traffic loads, considering the limitations of resources and equipment required for data collection and management activities. The need to estimate the remaining useful life of pavements in different climatic regions with a variety of subgrade conditions is crucial for the efficient allocation of maintenance and rehabilitation funds. A methodology that addresses both the performance and regional climatic aspects is presented. Essential

Given Puerto Rico’s colonial exclusion from Latin American and Caribbean regionalism and its ruling parties’ disregard for stimulating an industrial base of small and medium-sized local enterprises rather than U.S. multinational corporations, Puerto Rico needs to construct new pathways to inclusive socioeconomic development. One approach is articulating strategic and industrial policies to stimulate these enterprises from below by promoting value chains focused on exports or export potential. This essay delves into five interconnected themes shaping Puerto Rico's economic trajectory. Firstly, it highlights an entrenched reliance on fiscal federalism, characterizing an inefficient relationship with the United States, impeding the island's economic autonomy. Secondly, the essay explores how a dependency on federal funds has inadvertently stifled the island's political leadership, hindering efforts to cultivate internal productive capacities. Municipal solid waste (MSW) management has been a challenging issue throughout history. Waste management options have evolved, but they can present distinct environmental impacts, such as the emission of greenhouse gases (GHG). This study quantified the environmental benefits (i.e., greenhouse gas emission and energy use reductions) of various MSW management plans proposed for Puerto Rico through the use of the Waste Reduction Model (WARM).
