Abstract:
In some regions of natural resource extraction, embedded local populations receive transfers that compensate them for environmental consequences of extraction; while in others, these populations receive no benefits and endure negative environmental externalities, which can lead to violent protest. This article develops a formal model of the strategic dynamics among a government, a natural resource extraction firm, and a local population in an extractive region to understand the variation in extractive outcomes. The model specifies the conditions under which firms will provide promised transfers to a local population, distributive conflict will occur, and how the government will respond.

Abstract:
The Emirate of Abu Dhabi has experienced tremendous growth since the mid-1970s resulting in significant overloading of its existing sewerage system. Master planning determined that the best long-term wastewater collection and conveyance solution was construction of a deep tunnel sewer system. Implementation of this massive project faced numerous challenges, including the goal of no odours and limited odour control facilities. To accomplish this, the consultant team examined a unique approach of a single odour control system installed at the proposed downstream tunnel pumping station. Rigorous analysis utilising computer-based models confirmed the viability of this approach. However, other approaches including multiple satellite (localised or regional) odour extraction systems were considered. To better understand entrained air forces at vortex drops, and to confirm the preferred odour extraction approach, physical modelling of drop structures and overall tunnel system was implemented. Results and findings concluded that a regional odour extraction system approach was preferred over a single (centralised) extraction approach. This paper focuses on the process of selecting the preferred odour extraction approach and preliminary capacity sizing of regional systems.

The global data center industry relies on what this article defines as ‘climate extraction’. Through this peculiar but critical infrastructure for global Internet operations, a focus on Ireland reveals the entanglements of state, corporate, and environmental actors within the extractive calculations of transnational companies. Ireland has been advertised to and by data center developers because of its ‘cool’ climate while downplaying the importance of its low corporate tax rate and the government and planning system’s favorable treatment of big tech companies. Public discourses around big tech ‘greenwash’ power and contribute to a material climate (both atmospheric and infrastructural) from which value can be extracted. This is achieved by extracting for and from data circulation through the built and ‘natural’ environment. This article articulates the ways in which the spatial development of data centers as ‘strategic infrastructure’ contributes to the ongoing naturalization of capital and state power’s entanglements with the so-called natural world through technological systems.

The article proposes to consider a “new view” on the necessary changes in the rental policy in the field of environmental management. The main stages of the rental policy have been identified and analyzed, such as transformation of socio-economic relations; role of state regulation of the rental policy. Nowadays, in a context of transformation of rental policy and socio-economic relations, state administration should form social values through the environmental use and consumption of resources and implement a saving policy on the natural resource extraction. With the help of the implementation of the collaboration mechanism, the interests of the parties to the collaborative alliance regarding the redistribution of rental income received from the natural resource extraction may be taken into account.In addition, attention was focused on the necessity of optimal distribution of rental income from the extraction of natural resources in the conditions of the collaborative alliance. The research showed that the convergence of interests in the system “state – society – fuel production enterprise” is today the priority form of cooperation in order to form the socio-environmental responsibility in the extraction and use of natural resources, to motivate behavior of the local community with the support of the scientific and expert group on the redistribution of part of the rental income on restoration and development of the territories, as well as to implement a saving policy on the use and consumption of resources in order to preserve them for future generations.

Strategic partnership between Kazakhstan and China has significantly increased in the last two decades. The Sino–Kazakh bilateral relationship has considerably extended in terms of economic, political and security particularly after the collapse of Soviet Union. Especially both countries have great prospects for cooperation in the energy sphere. But the energy future of these countries carries a great potential for change, which is related to the shortage of global energy resources. Dialogue between the two countries in the sphere of extraction and use of energy resources will be determined by the political and economic situation on the Eurasian continent. Furthermore, the study concludes that the relationship between the two countries should be beneficial and transparent not equaovocal in nature.

Abstract Background Despite improvements in the genetic and epigenetic analysis of cell-free DNA (cfDNA), there has been limited focus on assessing the preanalytical variables of recovery efficiency following cfDNA extraction and bisulfite modification. Quantification of recovery efficiency after these steps can facilitate quality assurance and improve reliability when comparing serial samples. Methods We developed an exogenous DNA Construct to Evaluate the Recovery Efficiency of cfDNA extraction and BISulfite modification (CEREBIS) after cfDNA extraction and/or subsequent bisulfite modification from plasma. The strategic placement of cytosine bases in the 180 bp CEREBIS enabled PCR amplification of the construct by a single primer set both after plasma DNA extraction and following subsequent bisulfite modification. Results Plasma samples derived from 8 organ transplant donors and 6 serial plasma samples derived from a liver transplant recipient were spiked with a known number of copies of CEREBIS. Recovery of CEREBIS after cfDNA extraction and bisulfite modification was quantified with high analytical accuracy by droplet digital PCR. The use of CEREBIS and quantification of its recovery was useful in identifying problematic extractions. Furthermore, its use was shown to be invaluable towards improving the reliability of the analysis of serial samples. Conclusions CEREBIS can be used as a spike-in control to address the preanalytical variable of recovery efficiency both after cfDNA extraction from plasma and following bisulfite modification. Our approach can be readily implemented and its application may have significant benefits, especially in settings where longitudinal quantification of cfDNA for disease monitoring is necessary.

Indigenous-led movements have shifted oil transport infrastructure from the margins to the center of political contestation throughout North America. These campaigns include confrontation with pipeline financiers. We argue that there are both strategic and theoretical reasons to examine the complex relationship between finance and extractive infrastructure. We provide a broad description of this relationship, starting from the significance of finance in an analysis of colonial expansion and resource extraction, with an outline of the Canadian context generally and the tar sands specifically. We continue with an examination of the link between the banking sector and resource extraction in Canada, a history of financing arrangements for the first major pipelines built across Indigenous territories claimed by colonizers, and the basics of pipeline financing today. Finally, we give an overview of contemporary efforts to stop pipelines by constraining companies’ access to money, arguing that detailed understandings of industry dynamics strengthen such work. Most importantly, we contend that processes of financial valuation provide opportunities for political intervention.

Abstract:
The purpose of the paper is to properly define the economic sectors of strategic importance to the national security and to evaluate the state’s tools which protect this security. The paper’s methodology is based on two analyses; the former focusing on instruments which are applied by the state in order to control certain fields of the economy, and the latter investigating economic sectors in terms of concentration, impact on the state security and integration with other sectors. The paper also defines the criteria which helped to identify sectors which have strategic importance to the national security, i.e. production and supply of electric energy; extraction and supply of natural gas; extraction, distribution and storage of liquid propellants, telecommunications, banking industry; banknotes and documents’ production (together with related IT solutions) and military industry. The article leads to the conclusion that these sectors are strategically important to the national security. However, there is still a lack of coherent and complete legal regulations that would protect the national security interest related to the part of the economy represented by the analyzed sectors and companies.

Purpose – The purpose of this paper is to attempt to test a model of talent development interventions and find out the various factors which actually impact the process in a manufacturing concern. Design/methodology/approach – Multiple regression analysis is used to analyse the data and find the extent to which the variables considered are significant predictors of talent development. Primary data are collected from the respondents (executives) of two manufacturing units with the help of a structured questionnaire. A sample size of 200 is considered for extraction of data for the study. Findings – The results of the study highlight that six of the independent variables significantly predict the dependent variable. This paper identifies the most important factors which are found to be pivotal for the development of talent in the organizations considered for the study. Practical implications – Managing talent in the present competitive business scenario is one of the most vital issues in which HR professionals/practitioners are involved. It becomes imperative for top management to know about the various ways which can aid in proper development of talent. This paper empirically identifies the various strategic interventions which aid in the proper development of talent in manufacturing sector. Originality/value – While there are many papers tracing the talent development process and the various strategic interventions, there is a dearth of empirical research being done in this field in the manufacturing sector. This paper attempts to explore the developmental interventions in the manufacturing sector and adds new insights on an empirical basis.

Efficient harbor extraction is essential due to the strategic importance of this target in economic and military construction. However, there are few studies on harbor extraction. In this article, a new harbor extraction algorithm based on edge preservation and edge categories (EC) is proposed for high spatial resolution remote-sensing images. In the preprocessing stage, we propose a local edge preservation algorithm (LEPA) to remove redundant details and reduce useless edges. After acquiring the local edge-preserve images, in order to reduce the redundant matched keypoints and improve the accuracy of the target candidate extraction method, we propose a scale-invariant feature transform (SIFT) keypoints extraction method based on edge categories (EC-SIFT): this method greatly reduces the redundancy of SIFT keypoint and improves the computational complexity of the target extraction system. Finally, the harbor extraction algorithm uses the Support Vector Machine (SVM) classifier to identify the harbor target. The experimental results show that the proposed algorithm effectively removes redundant details and improves the accuracy and efficiency of harbor target extraction.

Acquiring knowledge about users’ opinion and what they say regarding specific features within an app, constitutes a solid steppingstone for understanding their needs and concerns. App review utilization helps project management teams to identify threads and opportunities for app software maintenance, optimization and strategic marketing purposes. Nevertheless, app user review classification for identifying valuable gems of information for app software improvement, is a complex and multidimensional issue. It requires foresight and multiple combinations of sophisticated text pre-processing, feature extraction and machine learning methods to efficiently classify app reviews into specific topics. Against this backdrop, we propose a novel feature engineering classification schema that is capable to identify more efficiently and earlier terms-words within reviews that could be classified into specific topics. For this reason, we present a novel feature extraction method, the DEVMAX.DF combined with different machine learning algorithms to propose a solution in app review classification problems. One step further, a simulation of a real case scenario takes place to validate the effectiveness of the proposed classification schema into different apps. After multiple experiments, results indicate that the proposed schema outperforms other term extraction methods such as TF.IDF and χ2 to classify app reviews into topics. To this end, the paper contributes to the knowledge expansion of research and practitioners with the purpose to reinforce their decision-making process within the realm of app reviews utilization.

The island survey is important in economic and strategic field, and in recent years the use of remote sensing technology becomes the mainstream in island investigation. As an effective way for improving the efficiency and accuracy of island survey, the automatic segmentation and recognition algorithm has greater significance. For the difficulty in application of deformed model to high-resolution remote sensing images, the segmentation framework of global initial segmentation and local extractive segmentation based on narrow band deformable model is proposed. Based on the sea and land extraction the island initial segmentation is accomplished, and then the narrow band deformable model is used to increase the accuracy of segmentation. Finally the double rings feature of island is used to improve the quality of the segmentation.

This study aimed to identify the impact of business intelligence on strategic performance in commercial banks operating in the State of Kuwait the researcher used the descriptive analytical approach to introduce both business intelligence and strategic performance. The study population consisted of employees working in top and middle management in commercial banks operating in State of Kuwait. Stratified random sample amounting 363 subjects was used. 270 questionnaires were collected representing 74.3% of the total sample. The study concluded that business intelligence system ensures data processing using data storage techniques and data extraction to obtain consistent and qualified information, thus providing the required knowledge to achieve the strategic goals and objectives by end users and executives in the future. The researcher recommends that Kuwaiti banks should keep pace with developments in the field of business intelligence to be employed in a better way in enhancing its strategic performance, in addition to conduct future studies that follow the analytical approach to deepen its utilization in Kuwaiti commercial banking sector.

For this work siderurgy slag was collected in the steel mill slag yards, as a remnant of the transformation of pig iron into steel and study for identify the presence of magnetite in the samples. Results were discussed in the context of reuse possibility in biotechnological application, for example, in implants of the magnetic materials. The siderurgy slag studied presents iron oxides in a proportion that encourages future work of extraction for use in the composition of magnetic materials for biotechnological applications.

AbstractSoy protein concentrate (SPC) is a key ingredient in fish feed and most of it originates from Brazil. However, the Brazilian soy industry has reportedly resulted in significant environmental problems including deforestation. Consequently, new sources for protein are investigated and protein extracted from farmed seaweed is considered an alternative. Therefore, we investigate how seaweed protein product (SPP) can compete against SPC as a protein ingredient for fish feed. The study uses the positioning matrix, cost analyses involving the power law, and uncertainty analysis using Monte Carlo simulations, and key research challenges are identified. The initial finding is that, with the emerging seaweed industry, the cost of producing SPP is too high to be competitive for fish feed applications. To overcome this challenge, two solutions are investigated. First, substantial investments in cultivation and processing infrastructure are needed to accomplish scale, and a break-even scale of 65,000 tonnes is suggested. The second but more promising avenue, preferably in combination with the former, is the extraction of seaweed protein and high-value seaweed components. With mannitol and laminaran as co-products to the SPP, there is a 25–30% probability of a positive bottom line. Researches on extraction processes are therefore a necessity to maximize the extraction of value-added ingredients. Over time, it is expected that the competitive position of SPP will improve due to the upscaling of the volume of production as well as better biorefinery processes.

However, this approach is still not commercialized because of the high costs of processes associated with, for example, time consumption and / or biomass drying with intense energy usage. However, it was not possible to show extraction methods among the lipids existing in the literature, which could be applied specifically to the extraction of lipids from the microalgae Scenedesmus sp. from the large-scale wet biomass, which is the current challenge faced by the Center for Research and Development of Sustainable Energy Auto (NPDEAS). Therefore, in this study, the possibility of avoiding the drying process, and extracting lipids directly from humid biomass, using the saponification method, was tested and compared with conventional Bligh and Dyer extraction (B & D). This study introduced the cultivation of microalgae Scenedesmus sp. compact tubular photobioreactors 12 m3 in area 10 m2 (8 x 5 x 2 m). The classical method of lipid extraction from microalgae - B & D - brings many pigments and polar lipids that exist in the biomass and the conversion rate was only 65-66%, whereas the recovery of fatty material in the wet biomass by the saponification method showed high conversion rate (90-95%). Therefore, the saponification process showed a high recovery of fatty acids that can be easily converted into biodiesel by esterification, and it was shown that the stage of drying the biomass can be removed without losing the fatty acids. In relation to the energy usage in the process, it was shown that drying the biomass for extraction of fatty acids uses more energy than that produced in the final product, biodiesel, showing that the removal of fatty acids of the wet biomass is of strategic importance to the viability of microalgae biodiesel.

Each level of the coronary artery has different sizes and properties. The primary coronary arteries usually have high contrast to the background, while the secondary coronary arteries have low contrast to the background and thin structures. Furthermore, several small vessels are disconnected or broken up vascular segments. It is a challenging task to use a single model to segment all coronary artery sizes. To overcome this problem, we propose a novel segmenting method for coronary artery extraction from angiograms based on the primary and secondary coronary artery. Our method is a coarse-to-fine strategic approach for extracting coronary arteries in many different sizes. We construct the first U-net model to segment the main coronary artery extraction and build a new algorithm to determine the junctions of the main coronary artery with the secondary coronary artery. Using these junctions, we determine regions of the secondary coronary arteries (rectangular regions) for a secondary coronary artery-extracted segment with the second U-net model. The experiment result is 76.40% in terms of Dice coefficient on coronary X-ray datasets. The proposed approach presents its potential in coronary vessel segmentation.

The grown demand of current and future development of new technologies for high added value and strategic metals, such as molybdenum, vanadium, and chromium, and facing to the depletion of basic primary resources of these metals, the metal extraction and recovery from industrial by-products and wastes is a promising choice. Slag from the steelmaking sector contains a significant amount of metals; therefore, it must be considered to be an abundant secondary resource for several strategic materials, especially chromium. In this work, the generated slag from electric arc furnace (EAF) provided by the French steel industry was characterized by using multitude analytical techniques in order to determine the physico-chemical characteristics of the targeted slag. The revealed main crystallized phases are larnite (Ca2SiO4), magnetite (Fe3O4), srebrodolskite (Ca2Fe2O5), wüstite (FeO), maghemite (Fe2.6O3), hematite (Fe2O3), chromite [(Fe,Mg)Cr2O4], and quartz (SiO2). The collected slag sample contains about 34.1% iron (48.5% Fe2O3) and 3.5% chromium, whilst the vanadium contents is around 1500 ppm. The Mössbauer spectroscopy suggested that the non-magnetic fraction represents 42 wt% of the slag, while the remainder (58 wt%) is composed of magnetic components. The thermal treatment of steel slag up to 900 °C indicated that this solid is almost stable and few contained phases change their structures.

Theisen sludge, a fine-grained by-product from copper smelting is a secondary resource for the winning of strategic elements by metal-oxidizing acidophilic bacteria. Screening for cultures, that grew in presence of the toxic heavy metals containing fly ash was successfully performed. Small scale experiments in shaking flasks with subsequent analysis of the pregnant leaching solution (PLS) revealed biological extraction of the major (zinc and copper) and minor metals (cobalt and rhenium). Results were confirmed by XRF analyses of the leaching residue. The bioleaching approach was up-scaled in stirred tank bioreactors under controlled conditions. Optimization of metal-extraction rates will be achieved by regulation of process-parameters, predominantly the redox-potential.

Purpose Considering recent changes in sales practices, such as the sales role becoming more strategic, increased reliance on technology for sales activities, increased stress from adding technological responsibilities to the sales role and decreased avenues of social support (such as traditional forms of community) to cope with work-related stressors, there is a need to reconsider Verbeke et al.’s (2011) classification scheme of determinants of sales performance, which was based on literature published before these critical changes became apparent. This paper aims to conduct a systematic review of sales performance research published during 1983–2018 to propose an extension to Verbeke et al.’s (2011) classification. Design/methodology/approach This paper followed a systematic approach to the literature review in five sequential steps – search, selection, quality control, extraction and synthesis – as suggested by Tranfield et al. (2003). In total, 261 peer-reviewed journal papers from 36 different journals were selected for extraction and synthesis. Findings The findings make the following additions to the classification: strategic and nonstrategic activities as a new category, technological drivers of sales performance and job-related psychosocial factors as a broader category to replace role perceptions. Derived from the job demand–control–support model, three subcategories within the category of job-related psychosocial factors are psychological demands (encompasses role perceptions and digital-age stressors such as technostress creators), job control and work-related social support. Research limitations/implications This paper identifies that manager’s role in facilitating technology skills, providing informal social support to remote or virtual salespeople using technology, and encouraging strategic behaviors in salespeople are future research areas having good potential. Understanding and building positive psychology aspects in salespeople and their effect on sales performance is another promising area. Practical implications Newly added technological drivers draw the attention of sales firms toward the influence of technology and its skilful usage on salesperson performance. Newly added strategic activities makes a case for the importance of strategic participation in salesperson performance. Originality/value This review extends Verbeke et al.’s (2011) classification scheme to include recent changes that sales profession and literature have undergone.

Natural rubber is a strategic natural raw material, which is used in the production of tires and military equipment, in medicine and other industries. An alternative to Hevea brasiliensis (Willd. ex A. Juss.) Müll. Arg. and the most promising rubber plant is the Russian dandelion (Taraxacum kok-saghyz Rodin). The rubber that accumulates in the roots of this dandelion is not inferior in quality to the natural rubber from H. brasiliensis, and its content reaches 27% of the dry weight of roots. The purpose of this paper is to describe the economically important components of T. kok-saghyz roots, the main methods for extracting natural rubber from the roots, as well as the approaches to micropropagation and genetic transformation of kok-saghyz and related species. In the middle of the 20th century, the industrial method of isolating rubber from Russian dandelion in the USSR was based on preliminary treatment of the roots with a 2% solution of alkali, which could negatively affect rubber quality. Therefore, it is important to develop new, rapid, but at the same time, inexpensive methods of rubber extraction from T. koksaghyz. Some of them are considered in this paper. The breeding of Russian dandelion should be aimed at both increasing the root size and the content of rubber. In this regard, the development of laboratory express methods for rubber extraction is also important. The authors have developed and optimized a method for extracting rubber from dry plant tissue using polar solvents (water and acetone), with the final extraction with a non‑polar solvent (hexane). The developed rubber extraction protocol showed results comparable to the literature data. In order to create more productive plant forms, experiments are also being conducted on T. kok-saghyz micropropagation and genetic transformation. However, the number of such works is still very small, probably due to the low regenerative abilities of this dandelion species.

Purpose – The purpose of this paper is to identify the strategic options available to a weaker actor to counteract the dominance of a stronger actor in a buyer-supplier relationship, and identifies those factors that influence the choice of individual options. Design/methodology/approach – Following a systematic literature review methodology, a five-phase approach of planning, searching, screening, extraction and synthesis was rigorously employed. In total, 48 studies were used to draw conclusions about the phenomena of interest. Findings – Captured in an integrated conceptual framework, this study identified five strategic options available to the weaker actor in order to counteract a power dominance of a stronger player, which were underpinned by seven influencing factors. Research limitations/implications – The proposed conceptual framework requires first qualitative empirical validation using an abductive multi-case strategy, followed by a theory testing phase, employing a configurational approach. Practical implications – The proposed framework suggested that the weaker actor in a buyer-supplier relationship has five options to address power dominance. These options were available within as well as beyond a focal dyadic relationship. For the stronger actor, the authors showed that power dominance is a temporary state rather than permanent. Originality/value – This study marks one of the first attempts to present a coherent set of strategic options and underpinning factors to counteract power dominance in a buyer-supplier relationship from the perspective of a weaker actor. Given the underexplored nature of the topic, the study also provides guidelines for further research.

Purpose Today, knowledge extraction and sharing in the organizations have been positioned as one of the most significant managers’ priorities. However, despite huge investments in knowledge management (KM) area, the failure rates of these projects are high. One of the main reasons for these failures is the lack of a roadmap and a methodology for KM strategic planning which assist organizations to develop an integrated and aligned plan with business strategies which eventually reduces project’s failure rate. Yet, despite the extension of KM domain, little studies were conducted on strategic topics and especially KM strategic planning. Therefore, the purpose of this study is to offer an integrated methodology for KM strategic planning. Design/methodology/approach This study introduces a methodology for KM strategic planning by using the mixed methods. At the first stage, along with a comprehensive literature review, some semi-structured interviews with KM experts were conducted and the obtained data have been analyzed using the thematic analysis. After that, a survey is conducted to validate the extracted dimensions and activities of the proposed methodology via experts’ viewpoints. Findings The results of this study indicate that the main phases of the KM strategic planning methodology are as follows: strategic review, strategic orientation, implementation and evaluation. In the proposed methodology, main phases along with their related activities and their implementation order are presented as a roadmap for applying KM initiatives strategically. Research implications/implications In KM planning strategically, all phases of strategic management along with their related activities must be considered simultaneously. The proposed methodology can assist KM policy-makers to identify and guide KM initiatives as well as to perform appropriate actions for progress. This study tries to develop a coherent roadmap for knowledge initiatives by a strategic approach. Originality/value One of the major reasons for the failure of many KM projects is the absence of a strategic planning methodology. A review of the KM literature shows that there are few studies, which adequately integrate strategic KM planning process, yet most researchers view KM planning as the most difficult and complex part of KM implementation process. This study aims to introduce a novel methodology to KM strategic planning comprehensively. The main contribution of this study is to develop a new integrated methodology for strategic planning that considers the strategy formulation aspects along with strategy execution and control aspects, synchronously.

The Performance of the proposed method is evaluated based on the measure of FAR, FRR and accuracy. The causes of the global vanadium consumption increase are described and new applications of this metal are given in the article. The main natural sources of vanadium are titanomagnetite, which is a strategic mineral raw material. The current volumes of vanadium extraction from natural raw materials do not match the demand of the market. Therefore there is an urgent need for recycling of secondary and technogenic sources. Partially the basic existing technologies processing vanadium-containing waste are reviewed. The effect of these wastes on the environment and human health is analyzed. The importance of vanadium steel slag recycling for the ecological state of industrial regions, resource-efficiency in expanding the raw material sources of vanadium and reducing the cost of steel production in general is shown. The results of studies on the extraction of vanadium in the form of soluble vanadate of metallurgical vanadium slag using hydrometallurgical processing are demonstrated. The analysis of the received values of the vanadium extraction degree was conducted. The influence of various factors on the completeness of extraction was examined. A significant influence on the vanadium extraction degree of slag chemical composition, the ratio of slag and alkaline additives in the charge, conditions of roasting and leaching was revealed.
