Abstract:
Agricultural producers are currently experiencing difficulties in competitive production. As a result, strategic plans for agricultural development require constant adjustments. To improve the strategic planning in the local agriculture, the region needs an effective system that would ensure a continuous functioning process and competitive production. The research objective was to develop proposals in order to improve the strategic planning of regional agricultural development. The study was based on general scientific methods, i.e. synthesis, analysis, abstract-logical and economic-mathematical methods of economic research, etc. The author obtained materials from the Territorial Department of the Federal State Statistics Service and the Ministry of Agriculture and Food of the Republic of Buryatia for 2018. The article introduces an analysis of the current development of strategic planning in agriculture and socio-economic problems of agricultural development in the Republic of Buryatia. The author developed some recommendations on the process of strategic planning of agricultural development. Competitive agricultural development requires an integrated approach that could ensure effective development of strategic plans and agricultural producers. The proposed strategic planning process will allow farmers to develop effective strategic plans while producing competitive products.

Abstract:
Food security maintained with the least budget resources remains to be a topical issue at the current stage of the country’s development. Public support as a strategic planning tool can determine the production of goods which require the least agricultural resources and the minimum expenditures on the citizens’ side to achieve the food security targets. Therefore, there is a need to re-view the criteria for subsidies in agriculture as regards their utilization. The main methodological approaches to the evaluation of the public support efficiency were summarized and critically analyzed to reveal that their imitation capabilities fail to be applied in the strategic planning practices. The purpose of the study was to theoretically justify and to develop the methodological recommendations aimed to improve the evaluation and the planning of the subsidies efficiency in agriculture with regard to the regions’ agriculture potential. The proposed methodology defines the indicators of the profit, pay-off period, capacity and cost-efficiency of the subsidies with regard to the natural and economic conditions of the economic activities as the natural ground for the competitive advantages for the producers in different RF territories, which is seen to be a unique feature of the methodology. To test it, the RF regions are grouped by their cadastral values of 1 ha agricultural land into 5 units. The study found that this factor does not impact the efficiency of the public support, which means a low exploitation of the regions’ strategic potential to solve the food security tasks. Strategic planning tools applied to distribute the budget in agriculture with the focus on more products with the most profitable production output in the context of the particular region and their availability for the consumers will increase the efficiency of the budget spending. The development of these managerial decisions is seen to be the area of the author’s further research.

Strategic planning is a very crucial phenomenon in all organisations. It is the tool that determines the destiny of the firm. The objective of this study was to investigate the influence of financial resource strategic planning on firm performance, to determine influence of human capital strategic planning on firm performance, to analyze the influence of material resource strategic planning on firm performance and to determine influence of information resource strategic planning on firm performance in agriculture research based institutions of Kenya. Although there had been previous international studies in this field, no literature is evident on status of the same in agriculture based research institutions in Kenya. The study comprised of former 4 major agricultural based research institutes of Kenya, namely: Kenya Agricultural Research Institute (KARI), Coffee Research Foundation (CRF), Tea Research Foundation (TRF), and Kenya Sugar Research Foundation (KeSREF). The institutions had 2922 employees in the year 2015. The study employed descriptive research design. The sample size was 352 having been arrived at using Yamane’s (1967) formula. Results and conclusion of the study were that financial resources strategic planning, human capital strategic planning, material resource strategic planning and information resource strategic planning influence a firm’s performance in a great way.

Subject. The article examines the conformity of strategic planning tools and measures for agriculture with the current situation in the sector and national food security goals. Objectives. I determine agricultural planning tools, which appear most effective for food issues, referring to foreign countries’ practices. Methods. The study involves methods of expert assessment, generalization and sorting of leading scholars’ proceedings. I conducted the comparative analysis of advanced economies’ data, referring to the statistical database on the official website of the OECD. Results. I performed a scientific overview of strategic planning tools and measures for agriculture, which are widely used by advanced economies. The development of agriculture and food security are viewed as a comprehensive matter. Pursuing the high food independence and the development of the export potential, countries, like Russia, apply a variety of planning tools and measures, such as quotas, direct subsidies, guarantees, State aid, food aid. Using the above mechanisms, advanced economies try to address all aspects of the food security, thus ensuring the equilibrium of food demand and supply in terms of regional consumption rates and further. Conclusions. The use of such mechanisms in Russia may prove even more useful than abroad. If put on scientific grounds and approaches, planning mechanisms for agriculture will become even more result-oriented to address food security issues.

Subject. The article addresses the issues of synchronizing the strategic planning of agricultural development and harmonizing its documentation system with the national food security objectives. Objectives. The aim is to run diagnostics of strategic planning and its food security documentary system. Methods. The study employs methods of generalization of scientific works and systematization of expert assessments therein, critical analysis of strategic documents on agriculture and food security, abstract-logical method for building a model of strategic process. Results. The paper presents the results of strategic planning process and its documentary system in the field of food security, conclusions on the need to strengthen harmonization between the main strategic planning documents, key objectives and criteria for achieving them, planned results and resources, benchmarks and performance indicators to ensure physical and economic accessibility of products. I offer a fundamentally different conceptual model of the strategic planning process. It is supported by a system of interconnected documents. This model is based on production projects and quotas linking the production and consumption at the level of rational nutritional standards. Conclusions. The proposed model enables to logically incorporate the objectives set in the field of food security into the system of strategic planning documents. The findings may be useful for agro-industrial complex authorities to coordinate decisions on agricultural development and food security as a complex problem.

Formulation of the problem. The most modern and effective innovation in solving the socio-economic problems of the agricultural sector is strategic planning and forecasting. Now, both in Russia and in its regions, no strategies are being developed for the development of agriculture and other areas of the agri-food sector. The purpose of the article is to develop methodological and practical recommendations for the strategic management of sustainable socio-economic development of agriculture in the Komi Republic. The subject of research is the process of strategic planning and forecasting. Analysis and synthesis, deduction and induction, abstract-logical, historical, statistical, SWOT analysis, expert assessments were used as research methods. Research hypothesis. The current tactical approach should be replaced by the strategic management of the development of the agrarian sector. Presentation of the main material. The content is disclosed and methodological approaches to the strategic management of agricultural development are proposed. The trends in the development of the agricultural industry, its problems and risks are investigated. A strategic analysis is given, strengths and weaknesses, opportunities and threats to the development of the agricultural sector are assessed. The goals of the Strategy have been determined, a scenario forecast of the results has been made. The priority directions of the Agriculture Development Strategy have been substantiated. The mechanism of the Strategy has been developed. The originality and practical significance of the study lies in the possibility of using the results in the preparation of strategies and programs for the development of the agricultural sector in the regions of the North. Conclusions of the study. The conducted research will ensure a steady growth in agricultural production, an increase in the living standards of peasants.

The purpose of the research is to substantiate the directions for improving program and target planning in the implementation of state programs based on the principles of project management. The article considers methodological aspects of development and implementation of program planning based on the principles of project management in agriculture in Russia. The article describes the domestic practice of program and target planning in the market conditions of management. The main drawbacks of the software planning tools used in the system of state regulation of agricultural production and development of rural territories are investigated. Special attention is paid to the target orientation of budget allocation. A model of program-target planning based on the principles of project management in agriculture has been developed, which includes a system of elements of strategic state planning. It is proved that the new management tools of state regulation of the agricultural sector, based on the project approach, will allow not only to focus the efforts of authorities at all levels on achieving specific results in the implementation of state programs, but also to transfer agricultural producers of various forms of management to the same level of development.

In the current conditions of economic development for many organizations operating in the field of agriculture, there are a number of uncertainties due to the lack of strategic planning of activities. On the other hand, it is the long-term goal setting that allows organizations to conduct highly effective activities and be competitive in the market. The main areas of the strategic planning of activities that ensure competitiveness include: branding (creating mental structures in the consumer’s mind), the development of a model of marketing relations with consumers and the management of distribution channels. However, strategic planning in the organization is possible only on the basis of high-quality situational analysis, which is a difficult task for many enterprises due to the significant financial and labor costs. An equally important aspect is the unwillingness of managers of organizations to invest in marketing assets, 95 primarily due to their unability to determine the effectiveness of these investments, as well as the lack of resources themselves. The authors believe it is necessary to provide significant support to organizations of small and medium-size forms of ownership in order to increase their competitiveness, which can be carried out by establishing regional marketing centers, the main task of which is to provide assistance in conducting a situational analysis of the organization’s activities, in particular the macro – and micro-environment of the organization, and determining strategic areas of activity. Equally important is the assistance in the preparation of business plans, in particular, the possibility of obtaining funding for the implementation of state program activities, training in the aspects of conducting effective activities, organizing contests, exhibitions and other events.

Purpose Although the importance of climate change is generally acknowledged, its impacts are often not taken into account explicitly when planning development projects. This being due to limited resources, among others, this paper aims to propose a simple and low-cost approach to assess the viability of human activities under climate change. Design/methodology/approach Many human activities are feasible only within a narrow range of climatic conditions. Comparing such “climate corridors” with future climate projections provides an intuitive yet quantitative means for assessing needs for, and the viability of, adaptation activities under climate change. Findings The approach was tested within development projects in Pakistan, Peru and Tajikistan. The approach was shown to work well for forestry and agriculture, indicating positive/negative prospects for wheat in two districts in Pakistan, temperature constraints for maize in Peru and widening elevation ranges for walnut trees in Tajikistan. Practical implications Climate corridor analyses feed into the preparation of Local Adaptation Plans of Action in Pakistan. Originality/value The simplicity and robustness of climate corridor analysis allow for efficient analysis and communication of climate change impacts. It works when data availability is limited, but it can as well accommodate a wide range of complexities. It has proven to be an effective vehicle for mainstreaming climate change into adaptation planning.

Agricultural Vocational High School with the concept of permaculture in Grobogan provides five departments in agriculture with a three-year study period. Planning method in this design using planning, programming and designing which related to permaculture concept. Permaculture is the basis for ecological and independent building design by emphasizing the main principles of permaculture; energy planning, energy cycle, scale, biological sources and related locations that are in accordance with the needs of the education and agriculture regions. Design of agricultural vocational school emphasizes on zoning in building and sector. In the article, the author presents an analytical review of the mechanisms and sources of investment development of agriculture in resource-deficient regions (Russian and foreign experience). Mechanisms for the development of agriculture in the region are proposed (provision of tax incentives/ holidays for agricultural producers; construction of housing for employees working in the field of agriculture; drawing up a map of priority projects for which state support is needed; provision of fuel and lubricants to entrepreneurs on a free basis during the sowing period; formation of standard models of strategic documents for the development of agriculture in resource-deficient regions; etc.). The author proposes to introduce a” failure-target” approach to the formation, financing and implementation of projects in the field of agriculture in resource-deficient regions. Abstract:
The goal of the article is to work out recommendations aimed at providing sustainability of agriculture development on the level of national economy in conditions of changing climate. The agriculture development within the frames of traditional approach can be studied in two aspects: as a sector subjected to the global climate change impact; as a sector promoting climate change due to greenhouse gas emission. The authors showed that in regard to present trends scientific recommendations aimed at agriculture adaptation to climate changes are the most significant for Russia. On the basis of provided concepts they identified key lines in the said adaptation: to develop innovation connected with adaptation to consequences of climate changes; to upgrade the system of agro-insurance; to use methods of organic food production; to monitor and appraise adaptation of agriculture to climate changes; to introduce strategic planning of sustainable development and location of agricultural production. These lines should be realized on the basis of integrity, strategic orientation and scientific support of agricultural production. These lines can stabilize the level of key parameters of the sector in the long-term perspective.

Strategic urban planning plays a real and significant role in the development of urban areas around the world. It helps mitigate the loss of lands and especially divert urban growth away from “agriculture lands”. It provides for improved and equal urban services and utilities as well as enhances local economics, livability and sustainability. This paper explores the importance of strategic planning and its role in sustainable development in addition to the importance of its implementation process. Case studies in Egypt are presented through a questionnaire with the local government with a group of 19 cities. We find that there are many problems associated with the implementation process, which have prevented the conversion of these plans into a reality. The aim of this paper is to illustrate the concept of strategic planning and its process and to explain how Egypt is dealing with it. Secondly, this research aims to suggest a new implementation system that can solve the main implementation system’s problems in Egypt. In conclusion, the paper identifies, through statistics, the perspectives of local government staff in Egypt about the preparation and implementation of the strategic plans, including proposed solutions and the opportunity of community participation.

Green infrastructure (GI), as a concept and as a tool for environmental land-use planning at various scales, has burst onto the academic, political, and policy-making scenes in the last two decades. This tool, associated with strategic planning, offers integrated solutions for improving the ecological connectivity and urban resilience of open spaces, especially those affected by processes of urban sprawl, the abandonment of agriculture, and the territorial fragmentation of habitats and traditional agricultural landscapes. In spite of the advantages of GI, its design and implementation face a range of challenges and limitations. In this context, this paper has two objectives: Firstly, to address a critical review of recent literature on the subject, which, among other things, highlights the lack of references to the role of peri-urban agriculture in GI planning, and the positive contribution made by peri-urban agriculture to the local food supply and other regulatory and cultural services. Secondly, to propose a methodology to contribute to integrating practical GI planning in metropolitan regions to maximize the activation of traditional agricultural landscapes and the improvement of landscape connectivity in metropolitan regions for the reconnection of rural-urban relationships.

Agriculture is an irrefutable part of food policy. This paper aims to introduce an integrated method using MICMAC and AHP techniques to deal with understanding the key strategic variables of agricultural system. MICMAC was used to determine the classifications of variables and AHP was applied to weigh these classifications. MICMAC is a structural analysis tool used to structure ideas and AHP is an effective tool to deal with complex decision making and helps decision-makers making the best decision. The results show that strategic variables had different types of influence and direct, indirect, and potential dependencies did not have the same importance. AHP-MICMAC not only considers these differences, but also puts a total priority weight for each variable. These characteristics have an important role in forming strategies and scenarios for agricultural development. Therefore, the case of Iran was used to illustrate the application of MICMAC aiming to supply instructions for the development of agriculture system.

The aim of the paper is to provide a new view on the practice of concept development and the implementation of strategic management in the context of the return of some agricultural enterprises to the principles of a planned economy. Lack of research on this direction makes a topic of the paper is promising for consideration. This paper provides evidence-based explanations of the problem. As a result of research followed steps were made: the components of the algorithm of actions for the main executor of the strategy are singled out; the scheme of realization of strategic planning is offered; a list of predictive calculations has been compiled, which underlie modeling of the main directions of the industry development and are necessary for forecasting the development of agriculture; the criteria and principles of sustainable regional development have been determined and a scheme for its implementation has been developed.

Abstract:
The purpose of the study is to justify the use of the universal scenario method of strategic planning and forecasting the development of the agroindustrial complex of the regional rural economy. The scientific novelty of the study lies in the application of a set of theoretical and methodological provisions for scenario planning and forecasting the development of agriculture in the regions, taking into account the assessment of their existing potential and constructing a territorial planning scheme for the priority of participation in the implementation of strategic directions of rural development in agricultural production. The paper presents a territorial model of the priority of participation of the municipal regions of the Republic of Bashkortostan in the implementation of strategic areas in the areas of development of production of grain crops, sugar beet, and oilseeds. The developed scenario method, reflecting the qualitatively heterogeneous directions of the development of enterprises, is formed taking into account the achievement of the strategic goal and potential opportunities of rural areas. This allows determining strategic decisions for the further development of rural areas and integrating them into a uniform industry development strategy. The developed approach is recommended to be used as a guideline in the development of long-term programs for the development of the crop production industry, as well as for adjusting the activities of ongoing programs.

Along the rapid pace of urbanization, urban agriculture is increasingly recognized as an important tool of sustainable food and nutrition supply, while contributing to the resilience and sustainability of cities from various dimensions. From a governance point of view, it is fundamental to systemically assess the urban agriculture based on local context for evidence-based food planning. In China, values of urban agriculture are being noticed in recent years, with attempts emerging to involve urban agriculture in urban planning and agriculture strategies. However, clear definition to identify the scope and holistic approaches to assess and monitor local urban agriculture are still lacking. The paper took Chengdu as the study area, to conduct a thorough assessment of the foundation, capacity, practices, functions, opportunities, and challenges of the urban agriculture locally. Building on these results, the study further developed an indicator framework tailored to Chengdu’s conditions and city objectives, for in-depth evaluation and monitoring of local urban agriculture by themes, following which a pilot in-depth assessment was conducted in Chengdu using the indicator framework. The outcome of this research for the first time provided an overall characterization of the urban agriculture in Chengdu and assessment tools tailored to urban agriculture in Chinese cities, establishing a good basis for strategic local food system planning and contributing to the formation of the Chinese paradigm in urban agriculture research.

Methodology of research. The main research methods in the article are analysis and synthesis methods. Using the analysis method, the components of the basic approach to strategic planning of investment activity are analysed. Using the synthesis method, significant elements of the studied basic approach are determined. Findings. The article discusses the basic concepts used in the process of strategic planning of investment activity of business entities in agricultural sector, in particular: “investment”, “investment activity”, “planning”, “strategic planning” and “strategic planning of investment activity”. The specialities of planning and strategic planning of investment activity in the business entities in agricultural sector are described. Peculiarities of planning and strategic planning of investment activity in economic entities of the agricultural sector are described. Originality. The author defines the main components of the basic approach to strategic planning of investment activities of business entities in agricultural sector: functional specialities, industry differences, principles, criteria, structural elements, sources of investment, stages. The attention of agricultural entities is emphasized on the importance of flexible application of the basic approach in the process of strategic planning of investment activity, taking into account the specialization of their economic activity, the level of material and technical support, the actual and potential ratio of investment sources, the influence of environmental factors and specific development goals. Abstract. Purpose. The research is aimed at studying and substantiating the directions of improving the state planning system and adapting the methodology of its use to the trends of modern economic reality. Methods. The methodological apparatus of research on the stated problem is based on methods of economic and comparative analysis, expert assessments. Methodological aspects of the development of the state territorial plan for agricultural development are described. Results and practical significance. The article examines the features of the formation of the state planning system in the agricultural sector of the economy. The mechanism of forming a program-target approach in the national system of state planning is studied. The necessity of using state planning tools in the conditions of adaptation of the agricultural sector of the economy to the trends of turbulence in the world and national economy is substantiated. It is argued that the lack of effective scientific-based tools for the system of state regulation of the economy is becoming the main factor hindering the development of the agricultural production sector of the country. The results of the study show that in modern conditions, the use of state planning tools should be systematic, including macro-and microeconomic aspects. The conceptual provisions of the study and its practical conclusions can be used by economic entities to improve the quality of management decision-making, as well as by public authorities at various levels of management as a tool for scientific foresight and variant analysis to stabilize the agricultural sector of the economy in the new economic reality. Scientific novelty. The developed model of state territorial planning of development of agrarian sector of economy of Russia, presented the key elements of the state strategic planning: plans, forecasts, programmes and projects, and adapted to the new economic reality. The global problems of mankind, especially in recent decades, have an increasing impact on the agrarian sphere of activity of any country, including Russia. In modern conditions, the strategic goals outlined for increasing the productivity and sustainability of agricultural production in the agricultural sector of the country should be solved comprehensively within the framework of adaptive landscape farming, taking into account specific soil-climatic, organizational, economic, environmental and other factors. The concept of “maximum possible grain yield” will always change upward with increasing intensification of agriculture, maintaining soil fertility, creating and introducing highly productive varieties, using a mineral nutrition system, as well as means of protection against pests and diseases, etc. The article establishes the conditions under which it is necessary to focus on obtaining the planned yield, the dependence of the possible yield on the utilization factor of photosynthetic activity and radiation for the growing season is provided. Based on the determination of the yield, a set of measures and techniques is developed to obtain a planned crop and an organization chart is proposed on the problem of planning grains. According to the results of the research, the dependence of the crop cost on the level of optimal planning is provided.

The article features Kuzbass (the Kemerovo Oblast) as the object of research. This compact region has exceptional population labor skills and a developed infrastructure. It has opportunities to create and improve value chains in both primary industry (coal, iron ore mining) and processing (ferrous and non-ferrous metallurgy, gas-based chemistry, oil refining, timber processing, and agriculture), as well as to use its high recreational potential. Kuzbass is also a unique territory since, for a long time, it has utilized strategic planning to search for optimal development paths. This region was the first in Russia’s practice of planning to raise a question on the need to reconcile the interests of business and implemented several such models, including pioneering ones. The research subject is the models of Kuzbass economic development, including strategic ones. An analysis of various model structures demonstrates that the more advanced the mechanisms that transform resource development into general economic one, the more effective the model is. We show that no strategy can complete all socio-economic tasks arising during its implementation. It is important to understand that the main purpose of strategic planning is to form a foundation for completing the tasks of general economic development in a region and, at least, to launch completion mechanisms. It was the practical use of such models that allowed Kuzbass to “sprint forward” at certain stages of development; on the contrary, the use of models with no mechanisms for converting “resource mentality” into “development mentality” set the region back decades.

Abstract:
The paper highlights key problems of rural development in the context of economic and environmental crisis, with focus on rural areas in Serbia. It emphasizes the link between sustainable rural development and environmental protection, particularly in the fields of organic agriculture, small organic farming and agro-eco tourism. It analyses legislative and strategic documents regulating this issue on universal, European and national level, making suggestions to improve their application. Obstacles for sustainable rural development include: uncultivated agricultural lands, soil pollution, insufficient irrigation or draining, agricultural lands fragmentation, poor infrastructure, inadequate tax policy, uncompleted restitutions, long probate proceedings and financially uncertain position of land-owners. Some of them have environmental impacts and can be resolved by suitable policy and legislation, strategic planning, environmental education and financial stimuli for green agriculture. The paper suggests legislators and policy makers in the areas of: sustainable development, taxes, agriculture, green economy and environment protection to analyse more profoundly key problems of rural development and their linkage to nature conservation. When it comes to practice, it suggests which legal documents should be applied in order to achieve successful, sustainable and environmentally acceptable development of rural areas. The paper contributes to a better understanding of the relationship between sustainable rural development and environment protection, emphasizing the possibility to preserve nature and increase incomes of rural communities through green agriculture, small farm production and eco-tourism. It also states that current legislative framework provides preconditions for resolving the issues that might appear within, suggesting key steps for its future implementation.

The development strategy is a long-term roadmap of the company's activities, which makes it possible to achieve higher performance in relation to competitors. Almost all managers of agricultural enterprises in the process of strategic management face a number of problems, such as the choice of appropriate tools for strategic analysis and methods for building a strategy. This is based on the fact that different agricultural enterprises have different existing capabilities, available resources and strategic planning needs. Depending on the strategic ability of agricultural enterprises, it is proposed to use various tools of strategic analysis and methods of strategy development. Based on the conducted research, there was formed a mechanism for implementing strategic planning at an agricultural enterprise. It consists of three stages. The developed mechanism was tested at a private agricultural enterprise 'Ridna Zemlia' (Native Land) with the typical main indicators of economic activity in the Ivano-Frankivsk region. At the first stage, using a balanced system of economic indicators, it was found that this enterprise has an average level of strategic ability. Following the recommended strategic analysis tools, at the second stage of strategic planning, SWOT analysis of an agricultural enterprise was conducted identifying its strengths and weaknesses, existing opportunities and threats. At the third stage, a roadmap for implementing the strategy was developed within the framework of using the road mapping method, which is allowed by the appropriate level of strategic capability. The main strategic goal of the developed strategy is to ensure sustainable profits in the long term by increasing the productivity and efficiency of agricultural production. Based on this, the following strategic tasks were proposed to implement: the introduction of a new technology, which consists of constant monitoring of the herd of cows, opening of a new farm to expand the existing market and increase production volumes, the construction of a pellet boiler farm using biofuels, as well as the formation of a personnel training plan and the development and implementation of training programs for employee development.

On the other hand, the anticipative agricultural R&amp;D global to get more attention is international trade transparency, technology role and food demand, incentive and investment reformation, structural transformation, and the harmonization of food security and food sovereignty development. Both aspects should be adapted and synergized in the thematic program planning and priority setting of agricultural research for development. Purpose The purpose of this paper is to analyze the organizational structure and R&D management alignment in an internationalized public company. Design/methodology/approach The authors performed a descriptive qualitative research using the single case method of EMBRAPA. Findings The results indicated that EMBRAPA organizational structure provides a structural framework for R&D management, promoting knowledge and infrastructure sharing. The internationalization, especially through LABEX, allows researchers to interact with research centers of excellence abroad. This makes strategic planning (Sistema de Inteligência Estratégico da EMBRAPA – Agropensa, portfolios and project arrangements) results in R&D projects, through macro programs, generating innovations for Brazilian agriculture. Research limitations/implications It should be noted that this study presents some limitations, among them, the fact that only one company is being analyzed. Practical implications Therefore, EMBRAPA’s organizational structure provides a structural framework for R&D management, promoting knowledge sharing and infrastructure. This makes the strategic planning (Agropensa, portfolios and arrangements) to result in R&D projects, via macro programs, generating innovations for the Brazilian agriculture. On the contributions to the advancement of knowledge with regard to the professional management of public research institutes, it is worth synthesizing, therefore, the following practical evidence in the field and that they were key to the successful management of R&D activities in EMBRAPA. Originality/value The choice of this company is due to its importance for the Brazilian agricultural development, to the innovations generated for the modernization of agriculture and due to it being a public, internationalized R&D company, and with a trajectory of four decades of existence.

Most administrators regard strategic planning as a structured process to produce fundamental decisions and actions shaping and guiding what their organization is, does, and why it does it. A concerted focus on the future is usually involved in the effort. In North Carolina, all Extension Agriculture and Natural Resource Agents, Specialists, Directors and State Staff recently utilized such a structured process in a 3-day conference entitled “The Summit”. The success of this strategic planning process can be measured by the degree to which the process lead to strategic management within NCCE. The Summit used a framework that fully explored forces affecting or impeding strategic thinking. That framework was a day of laying groundwork and with various keynote speakers helping to set the stage; a day of stakeholder direction and attendee active listening and debate; and a day of group reflection. The results of this conference were chronicled in “White Paper” written by a team representing all major in-house stakeholders. While many of the usual problems affecting Extension were reviewed, stakeholder input to both administration and staff is re-shaping the way NCCE uses resources and directs programs. Ten recommendations came out Action te Such an outcome is strategic management, and the framework of The Summit may allow other similar organizations to also have successful strategic planning meetings.

This article presents alternative scenarios for future agriculture in Finland up to 2025. These scenarios are the results of a large Delphi study carried out among Finnish agri-food sector stakeholders. The Delphi panel members gave their future view on desirable and probable futures. From these two dimensions, three scenarios were elaborated through the future images – the subjective future path and the importance analysis. The scenarios represent a technology optimistic “day-dream agriculture”, a probable future as “industrialised agriculture” and an undesirable future path as “drifting agriculture”. Two mini-scenarios are also presented. They are based on a discontinuity event as an unexpected impact of climate change and an analogy event as an ecological breakdown due to the expansive animal disease epidemics. In both mini-scenarios, the directions of storylines are dramatically changed. The scenarios support strategic planning introducing not only one forecast but alternative outcomes as a basis for future strategy and decisions. In this study the scenarios were constructed to address the opportunities as a desired vision and also the threats as to an undesirable future in the agricultural sector. These results bring to the table a Finnish agri-food expert community view of the future directions of relevant key issues in the agricultural policy agenda.;

The modern agrarian revolution means the introduction of high-tech solutions, which play a significant role as a factor of sustainable development in the field of food security, agriculture, and the rational use of natural resources. The digital transformation of agriculture covers the use of a wide range of technologies in the production of agricultural products and food (the Internet of Things, robotics, artificial intelligence, big data analysis, e-commerce, and a number of others). The legislation lags behind the digital technologies being introduced, which are constantly improved and are a "moving target " in terms of regulation. An essential task is to create an up-to-date regulatory framework that will strengthen confidence in digital agriculture. Digital strategies define regulatory objectives. In Russia, the creation and development of the national platform "Digital Agriculture" is a part of the legal mechanism of strategic planning. It is aimed at the creation of conditions for the intensification of productivity and the reduction of operating expenditures by means of using high-tech solutions. Digital agriculture activities should be supported by updated basic legislation. Abstract:
Agriculture is a crucial and strategic sector for developing countries. The agricultural sector in Turkey has been suffering from regression in recent years due to several reasons. In an attempt to reverse this process, we analyze the cultivation possibilities of high profit-margin crops in Turkish lands and develop a ranking among eight alternative crops. To perform a comprehensive analysis encompassing several dimensions, three MCDM methods are utilized; namely fuzzy AHP to determine the weights of evaluation criteria, and TOPSIS and PROMETHEE to develop a ranking among the crop alternatives. The crop alternatives are evaluated against several economic, technical, social and environmental criteria. The results favor the cultivation of soy bean, goji berry and buckwheat, while tamarind appears to be the least favored crop among the considered alternatives. The analysis results are enhanced with a sensitivity analysis.

Identified trends of all systems evolution indicate the fact that strategic planning of development, as managerial decision which defines goals, and planned decision on how to realize determined goals, is not possible without insight into actual situation in the regions, municipalities and local communities. Regionalization can contribute to interactive usefulness, i.e. it can be useful for the one who spatially defined areas makes available for investors and it can be useful for investors, due to acceptability of economic environment. Institutional harmonization of competences can only contribute to entire development. Changes and regionalization, as a result of reasonable and unique strategic development policy, will contribute to improvement of entire economy, agriculture diversification and rural community activation. These processes can be harmonized with positive-legal regulative brought and conducted by the state institutions (politics, legal factors, financial taxes, harmonization of technological standards with ecological standards), with aim to prevent social and market imbalance (stagnation, recession, decline of morality, unfair competition).

Agricultural development in Morocco relies on the economic strength of the country’s rural regions. Recently, government programs have focused special attention on actions encouraging farmer associations and strengthening value-chains for agricultural commodities. Small rural producers, however, lack the leadership skills and strategic planning capabilities to accomplish this initiative. The Morocco Rural Leadership Program connects University of Minnesota Extension staff with faculty at the National School of Agriculture, Meknès (ENA) in Morocco to co-design and teach a leadership cohort program for farmers. Its intent is to build social capital for sustainable value-chain development. Program evaluation revealed that the program not only increased leadership capacity but also grew farmers’ social capital and led to behavioral and procedural change in farmer associations.

The new demand for rurality raises new issues: it is no longer a question of sustaining a traditional agricultural model based exclusively on productivity and profit maximisation, but rather agriculture strongly oriented towards the production of non-commodity outputs that very often have the characteristics of externalities or public goods. Based on these assumptions, the paper intends to frame the role of multifunctional agriculture for the development of peri-urban areas looking in particular to the agricultural parks phenomenon, in which innovative and multifunctional agriculture is practiced (with environmental, landscape, and social functions), to asses if they can represent a strategic resource for the tourist enhancement of territories on the edge of urban and rural areas. With this perspective, two Italian case studies, Parco agricolo di Ciaculli (Palermo and Parco agricolo Sud Milano (Milano), have been analyzed highlighting their main characteristics and under which conditions they can play the role of tourism development driver.

Strategic urban planning plays a real and significant role in developing the urban areas worldwide, as It helps in mitigating the loss of lands, especially in diversion of urban growth away from the “agricultural lands,” It provides better urban services and utilities, in terms of quality, and enhances local economy, livability and sustainability. This paper explores the importance of strategic plans and their role in sustainable development, in addition to the importance of the implementation process. A questionnaire with the local authorities for a group of 19 cities was implemented. The case studies for the planning of such cities have been started since more than 4 years. It has been found that there are many implementation problems that prevents the conversion process and making the plan into reality. The aim of this paper is represented in two points. First, to illustrate the concept of the strategic planning process and how Egypt deals therewith. Second, to suggest a new implementation system which can solve the main implementation problems in Egypt.In conclusion, the paper identifies, through statistics, the perspectives of local government staff in Egypt towards the preparation and implementation of the strategic plans, including proposed solutions for problem treatment, and the opportunity of community participation.
