Purpose The purpose of this paper is to decipher the levels of three strategic orientations – learning orientation, entrepreneurial orientation (proactiveness and risk taking) and marketing orientation (responsiveness to customers, responsiveness to competitors, responsiveness to the macro-environment and business relationship quality) – that are necessary for firm innovativeness. Design/methodology/approach Data were collected from a sample of 316 firms in Ho Chi Minh City, Vietnam. Multiple regression analysis (MRA) was employed to examine the net effects of seven factors (learning orientation, proactiveness, risk taking, responsiveness to customers, responsiveness to competitors, responsiveness to changes in the macro-environment and business relationship quality) on firm innovativeness. Necessary condition analysis (NCA) was then employed to discover the level of these factors as necessary conditions for firm innovativeness. Findings The results produced by MRA show that learning orientation, proactiveness, responsiveness to customers and responsiveness to competitors have positive effects on firm innovativeness. The results from the NCA reveal that six out of seven conditions exhibit varying necessary levels for firm innovativeness. Practical implications The findings are relevant to senior managers and suggest that the levels of strategic orientations necessary for firm innovativeness vary. Firms therefore should pay attention not only to the net effects (beta weights) but also to their necessary levels. Based on their resources and capabilities, firms should take into account the necessary level of each strategic orientation in order to achieve their innovativeness goal. Originality/value This study is among the first to decipher the levels of three strategic orientations (learning orientation, entrepreneurial orientation and marketing orientation) that are necessary for firm innovativeness.

Abstract:
While existing studies usually model promotion as a bilateral interaction between promoter and promotee, it is not uncommon that the promoter is under the influence of a third party. For instance, authoritarian rulers may consider how their interactions with local agents change the way that citizens view them. Similarly, a mid-tier officer in a bureaucratic hierarchy often concerns herself with her image in the eyes of her superior when managing her subordinates. In this paper, we construct a game-theoretic model to investigate promotion strategies when promoters have reputation concerns. We show that promoters can use promotion as a signaling tool, where she can deliberately postpone promoting the subordinate to enhance her own reputation. Furthermore, the promoter has extra incentives to shirk, knowing that she can manipulate promotion in the future. Thus, strategic promotions decrease government responsiveness. Counter-intuitively, such a decrease is more severe when intra-bureaucracy information is more transparent. In other words, transparency may do more harm than good. We conduct a case study of the Chinese bureaucracy and provide supportive evidence.

This article presents the empirical results of a study of strategic change in 291 organisations operating in New Zealand food supply chains. Firms in food-related businesses have been increasingly responsive to changing customer demands and competitive pressures and have introduced substantial product and process changes. This research considers firm-internal and supply chain relationship characteristics as the cause of strategic change. Using structural equation modelling, significant relationships between firm resources and strategic change were sought. Multi-group analyses were used to identify moderating effects of supplier and customer collaboration. The results indicate that resources have an effect on product and process changes. Supplier and customer collaboration were not found to have any moderating effects. The results have important implications for both supply chains and firms in terms of strategic change and the benefits of supplier and customer collaboration.

Considering the dynamics of the fast-changing and often unpredictable global environment, a formal, reliable, and comprehensive framework for analyzing a business’ strategic posture may be useful. This paper examines an assessment tool, Igor Ansoff’s seminal contributions to strategic diagnosis. That tool focuses primarily on identifying and enhancing a firm’s strategic financial performance potential through analysis of an industrial sector environmental turbulence level relative to the firm’s aggressiveness and capability responsiveness. A small business survey conducted in the Henan Province of China after the COVID-19 lock-down analyzes the future strategic financial performance potential of the province’s small businesses as well as the interactions among the businesses’ external environmental turbulence level, aggressiveness, and capability responsiveness.

Purpose The purpose of this paper is twofold. Initially, a multi-objective binary integer programming model is proposed for designing an appropriate supply chain that takes into consideration both responsiveness and efficiency. Then, a responsiveness-cost efficient frontier is generated for the supply chain design that can help organizations find the right balance between responsiveness and efficiency, and hence achieve a strategic fit between organizational strategy and supply chain capabilities. Design/methodology/approach The proposed SC design model used both cross-functional and logistical SC drivers to build a binary integer programming model. To this end, various alternative solutions that correspond to different SC design portfolios were generated and a responsiveness-cost efficient frontier was constructed. Findings Various alternative solutions that correspond to different SC designs were generated and a responsiveness-cost efficient frontier was constructed to help the decision makers to design SC portfolios to achieve a strategic fit between organizational strategy and SC capabilities. Practical implications The proposed methodology enables the decision makers to incorporate both qualitative and quantitative judgements in SC design. The methodology is easy to use and it can be readily implemented by a software. Originality/value The proposed methodology allows for subjective value judgements of the decision makers to be considered in SC design and the efficiency-responsiveness frontier generated by the methodology provides a trade-off to be used when choosing between speed and cost efficiency in SC design.

Information explosion, globalisation and the reduction of trade barriers have led to the emergence of global production markets and broader access to a range of products for customers. For manufacturers this has led to managing fragmented networks to deal with more polarised markets with wider variety of products at reduced costs and shorter lifecycles in an increasingly competitive environment. This coupled with the pressure to create shareholder value calls for a dynamic approach in the design and management of their supply chains. Market responsiveness is ability to anticipate and react purposefully within appropriate timescale to changes in the market place in order to maximise shareholder value and customer value. The aim of this research is to develop a model for market responsiveness that will enable organisations to deal with the changing needs of the market. To achieve this aim the research methodology was designed to primarily collect qualitative evidence from three distinct supply chains within different industrial contexts. Contrasting across these contexts has helped to determine if the model is generic enough to be applicable in other contexts. The findings were that value gaps exist between interfaces within organisations and their supply chains. At such gaps value is either created, maintained or lost. Value gaps are the primary reasons why organisational tensions exist as the entities involved are focused on conflicting strategic objectives that lead to behavioural misalignment and ultimately poor response. Therefore the research concludes within a market responsiveness model within which there are frameworks for business performance management and managing the value execution point of which maximum shareholder value and customer value can be created.

This research is at the intersection of strategic management, international business and internationalisation of higher education institutions (HEIs). It focuses on the managerial aspects of higher education institutions with offshore branch campuses. In the past couple of decades the number of offshore branch campuses established by HEIs - mainly universities - has increased dramatically, but most research carried out to date in this field has been anecdotal and the number of theoretical studies in this area is very limited. Thus, the aim of this research is to breach this gap by developing a theoretical framework that is capable of explaining the managerial aspects of foreign branch campus operations. The key research question in this study is how transnational higher education institutions (TNHEIs) strategically manage their offshore branch campuses. In order to address this question, the literature on TNHEIs with regard to managerial complexities is reviewed. By assimilating and reconceptualising this literature, a multidimensional framework is constructed, which encapsulates the most pertinent ramifications of managing an offshore branch campus. The framework has been constructed by drawing on a widely used paradigm in the international business discipline, known as the dichotomy of global integration versus local responsiveness (I-R dichotomy). It helps to portray the TNHEIs’ strategic positions and positional change strategies on three dimensions of curriculum, research activities and staffing.

BACKGROUND:In the growing body of literature on economic decision making, the main focus has typically been on explaining aggregate behavior, with little interest in individual differences despite considerable between-subject variability in decision responses. In this study, we were interested in asking to what degree individual differences in fundamental psychological processes can mediate economic decision-making behavior.METHODS:Specifically, we studied a personality dimension that may influence economic decision-making, the Behavioral Activation System, (BAS) which is composed of three components: Reward Responsiveness, Drive, and Fun Seeking. In order to assess economic decision making, we utilized two commonly-used tasks, the Ultimatum Game and Dictator Game. Individual differences in BAS were measured by completion of the BIS/BAS Scales, and correlations between the BAS scales and monetary offers made in the two tasks were computed.RESULTS:We found that higher scores on BAS Drive and on BAS Reward Responsiveness were associated with a pattern of higher offers on the Ultimatum Game, lower offers on the Dictator Game, and a correspondingly larger discrepancy between Ultimatum Game and Dictator Game offers.CONCLUSION:These findings are consistent with an interpretation that high scores on Drive and Reward Responsiveness are associated with a strategy that first seeks to maximize the likelihood of reward, and then to maximize the amount of reward. More generally, these results suggest that there are additional factors other than empathy, fairness and selfishness that contribute to strategic decision-making.

The purpose of this thesis is to investigate implementation strategies of SwedishManufacturing Companies when establishing in People’s Republic of China, with the objective to determine what strategy that is the most commonly adapted. Strategy is an important approach, which companies apply when deciding what direction a company should take, in terms of financial, structural and operational. This study takes a deeper look into the different strategy approaches related to business expansions and establishment in PRC. By evaluating the intentions of a business expansion in People’s Republic of China, the different strategy approaches are influenced by the choice of strategy.The background is based on previous research and existing theories related to strategy. The theoretical framework of the thesis has its foundation in Porter’s theory of competitive strategy. It has been reshaped by Shi & Gregory (1998), Bartlett and Ghoshol (1998), Miltenberg (2005) and Luthans and Doh (2008). To strengthen the matrixes by Luthan and Doh and Miltenberg to Porter’s theory, a model has been developed and explained to connect the different frameworks to the primary data. In order to fulfill the purpose of this study a cross-sectional design is used. A deductive research approach is followed, and applying questionnaires in order to collect the empirical data necessary to answer the research questions uses a quantitative method. The questionnaires were distributed to a selected sample consisting of 39 Swedish Manufacturing companies that are established in PRC, consisting of a population of 99 Swedish Manufacturing companies in People’s Republic of China. The overall results showed a very scattered placement of the companies within the strategy matrix. Nevertheless, the result indicated that the majority of Swedish Manufacturing companies establishing in the People’s Republic of China choose a Transnational Strategy in a global context. Note that the results should only be used as supportive data and not as a valid source of final information.

Abstract:
The Individuals with Disabilities Education Improvement Act (IDEIA) 2004 requires schools to provide students with disabilities with all the academic opportunities, services, and extracurricular involvement afforded non-disabled peers and with non-disabled peers. Accountability measures resulting from the law, No Child Left Behind Act (NCLB), place increased emphasis on the performance of students with disabilities who must be included in the state assessment system, and meet the levels of proficiencies identified by the state for Adequate Yearly Progress in reading and math no later than 2013-2014. According to the literature, principals felt unprepared to provide the leadership in special education. The purpose of the case study of the leadership of a principal was to provide descriptions of practices in implementing and supporting inclusion so that instruction for children with disabilities can be delivered in general education classrooms. The data were triangulated from an interview with the principal, a focus group discussion of general and special education teachers, and examinations of physical artifacts. The findings revealed that the principal organized the school to support instruction of children with disabilities in general education classroom, planned intentionally for scheduling and grouping of students, expected general education and special education teachers to share equal responsibilities for instruction, used data to monitor the progress of students, developed visible and written procedures for academic and behavioral expectations, and collaborated with parents. Underlying each of the findings was the expectation that the faculty collaborate in understanding the impact of the disability upon learning, and problem solve interventions to positively affect academic outcomes for children with disabilities.

Studien undersöker samt diskuterar vilka kommunikationsstrategier ideella organisationer använder för att nå externa intressenter och svarar på följande frågor: Vilka kommunikationsstrategier använder ideella organisationer för att nå externa intressenter? Finns likheter respektive skillnader i hur ideella organisationer kommunicerar, vilka? Studiens teoretiska ramverk bygger på ideella organisationers möjligheter samt utmaningar med perspektiv på strategisk kommunikation. Den primära metod som används är en kvalitativ textanalys av Cancerfondens samt Ung Cancers hemsida då vi granskar hur organisationerna strategiskt arbetar i sin kommunikation. Textanalysen kombineras med kvalitativa samtalsintervjuer och används som komplement för att lyfta samt stödja resonemang. Resultatet visar att Cancerfonden och Ung Cancer på olika vis är duktiga kommunikatörer inom ramen för ett gott anseende. Cancerfonden med fokus på forskningsfinansiering och kunskapsspridning är transparenta och konsistenta i sin kommunikation då statistiska redogörelser och resultat genomsyrar hemsidan. Ung Cancer låter på ett systematiskt sätt integrera frivilliga i kommunikationsprocessen och gör sig mer mottaglig samt öppen för dialog med externa intressenter, vilket resulterar i mer intima relationer med medlemmar. Vad som förenar organisationerna är deras initiativ att göra skillnad. Trots lika engagemang mynnar deras visioner ut i olika spår därmed krävs olika kommunikationsstrategier i den externa kommunikationen.

AbstractPublic authorities are not high reliability organizations per se but they need to act as one as soon as safety issues are at stake. When it comes to construction and public infrastructure, however, responsibility for human safety may compete with the perceived necessity to respond to quests for accelerated licensing, fostering the local economy and general urban development, cooperative relations with contractors and consultants, compromises in local politics and similar types of legitimate expectations of clientele and the general public. Strategic learning for the sake of sustainable prevention requires to realize the responsiveness versus responsibility trade-off in the first place and to acknowledge the consequences for personal conduct in office under specific situational conditions. In the essence, it is about the strength and strengthening of professional and institutional integrity for the sake of human safety as an integral part of good governance and mindful public management.

ABSTRACT Background: Many hospitals are challenged with various problems regarding infra­structure and management in providing services during COVID-19 pandemic. Effective hospital manage­ment strategy plays an important role in confronting COVID-19. This study aimed to deter­mine the problems faced by a hospital in the time of COVID-19. Subjects and Method: This was a qualitative study conducted at second-line COVID-19 referral hospital, Central Java from May to July 2020. Several health professionals and staff were selected as informants of the study. The data were collected by in-depth interview and document review. The data were analyzed using urgency, seriousness, and growth (USG) method to determine the priority of the problems. Root cause of the pro­blems was analyzed with the aspects of man, method, and material using fishbone dia­gram. Results: The priority problem in the hospital under study was some of the staff infected with COVID-19. The possible root causes were (1) man: staff behaviors; (2) method: loss to follow-up patients to up­take screening and lack of personal protective equipment (PPE) doffing procedure; and (3) material: lack of disinfectant chambers. Conclusion: Some of the staff infected with COVID-19 is the main problem affecting the hospital under study. Abstract In this paper, an alternate framework for deployment called Concurrent Function Deployment (CFD) for managing a product’s life-cycle process is described. The framework considers parallel deployment of several value characteristics as opposed to a single value such as Quality. The American Supplier Institute’s (ASI’s) quality function deployment (QFD) concept [Sullivan, 1988] is a typical case of a conventional four-phased deployment process, where quality is the prime consideration for deploying life cycle functions. CFD is not based on using a single measurement, such as “Quality“ as in ASI’s QFD. Six concurrent values, namely Functionality (Quality), Performance (X-ability), Tools & Technology (innovation), Cost, Responsiveness, and Infrastructure (delivery) are considered simultaneously in CFD rather than serially in QFD. Three-dimensional Value Characteristics Matrices (VCM) are employed to ensure that both the company and the customers’ goals are optimally met. In the present setting, ASI’s deployment scenario emerges as a special case of Concurrent Function Deployment. CFD enables the planners and strategic decision-makers — early on during a design process — to deal with tradeoffs among the crucial factors of artifact values.

Collaborations between social media influencers (SMIs) and brands have become increasingly popular in recent years, so many marketers and brands either start implementing influencers or intensify SMI use in their marketing strategies. Influencer marketing is the practice of compensating influencers for posting about a product or a service on their social media profiles. Influencers usually specialize in a particular niche area and possess highly devoted follower bases of different sizes. Their incentivized brandrelated messages are very effective and achieve increased engagement because of their personal manner, subtlety, and authentic advertising approach. One of the first steps in the influencer marketing process is to reach out to the right influencer with the aim of partnering up and collaborating in order to engage new potential customers and consequently grow a business. Therefore, influencer marketing basically starts with an influencer’s positive response to a brand’s outreach and collaboration consent. This research study aims to determine the responsiveness of Instagram influencers to a small business outreach offering an unpaid collaboration (a free product in exchange for a feed post). It was also analysed how different Instagram influencer categories, in terms of follower count, responded to the selected small business’ outreach (and consequently collaborated) and which Instagram influencer category is more likely to accept this kind of collaboration proposal. In addition, several practical recommendations are made regarding how small businesses should focus their efforts to make their Instagram influencer outreach marketing strategy more successful.

Small and Medium Size Enterprises (SMEs) face increased market pressure due to demand fluctuation and the shift of the consumer focus from high volume/low mix to high mix/low volume environment. Costumer requirement as seen by SME’s can be summarized as: quantity scaling, unpredicted and sudden demands, on-time and quicker delivery times, and increased number of customized products. This paper proposes an agility realization model for SMEs to achieve higher responsiveness to these requirements. The agility model is based on integrating four main agility enablers: quick manufacturing response strategies, multi channel manufacturing approach, high mix/low volume techniques and collaborative networks. A case study is presented to demonstrate the proposed approach. The framework presented in this paper represents a roadmap for SMEs to raise their internal efficiency, achieve maximum responsiveness that will increase their competitive edge.

There is increasingly strong evidence that taxation can contribute to expanded government responsiveness and accountability. However, such positive connections are not guaranteed. Rather, they are shaped by the political and economic context and specific policies adopted by governments and civil society actors. Without an environment that enables tax bargaining, there is a risk that taxation will amount to little more than forceful extraction. We consider how such enabling environments may be fostered through two mixed methods case studies of tax transparency and taxpayer engagement in Sierra Leone and Ghana. We highlight two key sets of findings. First, tax transparency is only meaningful if it is accessible and easily understood by taxpayers and relates to their everyday experiences and priorities. In particular, we find that taxpayers do not just want basic information about tax obligations or aggregate revenue collected, but information about how much revenue should have been collected and how revenues were spent. At the same time, taxpayers do not want information to be shared with them through a one-way form of communication, but rather want to have spaces for dialogue and interaction with tax and government officials, including through public meetings and radio call-in programmes. Second, strategies to encourage taxpayer engagement are more likely to be effective where forums for engagement are perceived by taxpayers to be safe, secure, and sincere means through which to engage with government officials. This has been most successful where governments have visibly demonstrated responsiveness to citizen concerns, even on a small scale, while partnering with civil society to foster trust, dialogue and expanded knowledge. These findings have significant implications for how governments design taxpayer education and engagement programmes and how civil society actors and development partners can support more equitable and accountable tax systems. Our findings provide concrete lessons for how governments can ensure that information shared with taxpayers is meaningful and accessible. Moreover, we show that civil society actors can play important roles as translators of tax information, enablers of public forums and dialogues around tax issues, and trainers of taxpayers, supporting greater tax literacy and sustained citizen engagement.

Senescence is an agriculturally significant process due to its negative impact to crop yield and postharvest quality. The genetic regulatory systems controlling senescence induction and progress respond to both developmental and environmental stress signals and involve numerous gene expression changes. Knowledge about the key molecular factors which control senescence is very limited. MicroRNAs (miRNAs) are a class of small RNAs which typically function by guiding cleavage of target messenger RNAs. They have been shown to play major roles in a variety of plant processes including development, responses to environmental stresses, and senescence. The long-term goal of this work is to elucidate roles of small RNAs associated with plant senescence. The hypothesis underlying this research is that miRNA-mediated regulation makes important contributions to the senescence process in plants. Specific, original research objectives included: 1) Profiling of small RNAs from senescing plants; 2) Data Analysis and public access via a user-friendly web interface; 3) Validation of senescence-associated miRNAs and target RNAs; 4) Development of transgenic plants for functional analysis of miRNAs in Arabidopsis. Major revisions made in the research compared to the original work plan included 1) Exclusion of the planned work with tomato as recommended by the BARD review panel; 2) Performing miRNA study also in senescing Arabidopsis siliques, in addition to senescing leaves. To identify senescenceregulation of miRNAs in Arabidopsis thaliana, eight small RNA libraries were constructed and sequenced at four different stages of development and senescence from both leaves and siliques, resulting in more than 200 million genome-matched sequences. Parallel Analysis of RNA Ends (PARE) libraries, which enable the large-scale examination of miRNA-guided cleavage products, were also constructed and sequenced, resulting in over 750 million genome-matched sequences. These massive datasets lead to the identification of new miRNAs, as well as new regulation of known miRNAs and their target genes during senescence, many of which have established roles in nutrient responsiveness and cell structural integrity. In keeping with remobilization of nutrients thought to occur during senescence, many miRNAs and targets had opposite expression pattern changes between leaf and silique tissues during the progression of senescence. Taken together, these findings highlight the integral role that miRNAs may play in the remobilization of resources and alteration of cellular structure that is known to occur in senescence. Experiments were initiated for functional analysis of specific senescence-associated miRNAs and respective target genes. Transgenic Arabidopsis plants were generated in which miR408, found in this study to be significantly induced in leaf senescence, was over-expressed either constitutively or under a senescence-specific promoter. These plants are currently being characterized for any altered phenotypes. In addition T-DNA knock out mutants for various target genes identified in this research are being analyzed. This work provides insights about specific miRNAs that contribute to leaf and silique senescence. The knowledge generated may suggest new strategies to monitor and alter the progression of senescence in crops for agricultural improvement.

The Center for Plant Health Science and Technology (CPHST) was designed and developed to support the regulatory decisions and operations of the Animal and Plant Health Inspection Service’s (APHIS) Plant Protection and Quarantine (PPQ) program through methods development work, scientific investigation, analyses, and technology—all in an effort to safeguard U.S. agriculture and natural resources. This 2008 CPHST Annual Report is intended to offer an in-depth look at the status of its programs and the progress it has made toward the Center’s long-term strategic goals. One of CPHST’s most significant efforts in 2008 was to initiate efforts to improve the Center’s organizational transparency and overall responsiveness to the needs of its stakeholders. As a result of its focus in this area, CPHST is now developing a new workflow process that allows the customers to easily request and monitor projects and ensures that the highest priority projects are funded for successful delivery. This new system will allow CPHST to more dynamically identify the needs of the agency, more effectively allocate and utilize resources, and provide its customers timely information regarding a project’s status. Thus far, while still very much a work in progress, this new process is proving to be successful, and will continue to advance and expand the service to its customers and staff. The considerable and growing concern of homeland security and the management of critical issues drives CPHST to lead the methods development of science-based systems for prevention, preparedness, response, and recovery. CPHST is recognized nationally and internationally for its leadership in scientific developments to battle plant pests and diseases.
